Interesting archaeological find in Woods County By Lynn L. Martin The newspaper received a tip last week before the wildfires broke out that a Woods County landowner had stumbled across a large mammoth skull in a sand pit north of Alva. At the time, we didn’t know whose property it was on. So I called one of the county commissioners and he gave me the name and phone number. I called the landowner and asked if I might come out and take photos of the find and or possibly do aerial photos of the scene. The wife very nicely told me that the Oklahoma Archaeological Survey was onsite carefully working the area and she would want to get permission from them. A day later she called and told me the Oklahoma Archaeologist said I could come and take pictures under very strict rules: absolutely no aerial photos, no identification of the landowner and no identification of the location. I remarked that pretty well guts it as a news story. I’ve seen the photos released by the Oklahoma Archaeological Survey and if our newspaper can’t tell

Burlington School seeks riding mower, students excel in FFA and music By Yvonne Miller The Burlington Board of Education met for their monthly meeting Tuesday, March 22. Board President Terry Graham called the meeting to order with Robert Hill and Allison Armbruster present. Aaron Smith and T.J. Rockenbach were absent due to a fire emergency. Superintendent Glen Elliott, Principal Shane Feely, and Minutes Clerk Tamre McGinnis were also present. Nearly an hour of the approximately two hour meeting was spent in executive session to discuss non-certified personnel with no vote to be taken upon return to open session. Purchase of a riding lawn mower was discussed. The board approved having Superintendent Elliott continue pursuing the purchase of a riding lawn mower. He’ll have figures available at the next board meeting. The following encumbrances, change orders and warrants for 2016 received board approval: General Fund: encumbrances $117,612.11, change orders -$104.99, warrants $239,924.85; Child Nutrition Fund: warrants $6,667.44; Building Fund: warrants $134.29. The board approved the following: the February activity report, the ongoing vocational program for the 2016/2017
school year, and a loan agreement for food service deficits. Also approved was the transfer of 59 percent of the concession funds in the activity account to the activity accounts of Elementary Teachers, Junior Class, StuCo, Accelerated Reader, Cheerleaders, Music, Athletics and the Academic Team. Board members discussed and approved continuing with teacher evaluations through TLE for the 201617 school year. The proposed school calendar for the 2016-17 school year was discussed and tabled until the next meeting. Superintendent Elliott requested that the possibility of a future bond issue be tabled until all members can attend the meeting. In his superintendent’s report, Elliott said new board member Robert Hill and President Graham will attend the Effective Board Workshop and the New Board Member Workshop on April 29 and 30. Elliott also reminded board members of the OSSBA District 2 meeting at Fargo on Thursday, April 21 at 5:30 p.m. Principal Feely Reports on Student Success Principal Shane Feely told the board the school’s enrollment is 132 at the
elementary and 40 in the high school. From Burlington’s FFA, 12 students qualified for the State FFA Chorus; Bayli Hyde and Ethan Barron received scholarships; Jonathan Armbruster, Tanner Rieger and Sadie Collins are finalists for State FFA Proficiency Awards; Sarah Garvie, Alysson Stewart and Sadie Collins will receive their State FFA Degrees; and Bayli Hyde was selected as an Oklahoma FFA Foundation Intern at the State FFA Convention this year. The Burlington FFA Chapter is also being recognized with several honors at the State FFA Convention. Feely said Sarah Garvie tried out for OGBCA (Oklahoma Girls Basketball Coaches Association) All-State. The junior high and high school students will participate in track this year. Tanner Rieger, Gavin McCullough and Caleb McCullough are playing soccer for Alva this year. Band members Emily Burnet, Anna Motycka, Lauren Lagos and Elle Trujillo received a Superior (1) rating at District and will compete at the State competition in Stillwater on April 19. Liberty Bird (solo), and Anthony Clark, Marshall Burnet, Brenner Clark and Collin Botta (Boys Quartet) received a 1 rating and will compete at the State competition in Shawnee on April 21. Twenty-one students participated in the NW Oklahoma Small School Honor Band in Cherokee on March 7.

ERNESTEEN FAYE RUDY Ernesteen Faye Rudy, 80, of Augusta, Kansas, passed away Friday, March 25, 2016, in Wichita, Kansas. Visitation will be Friday, April 1, 2016, from 6-8 p.m. and services will be at 10 a.m. on Saturday, April 2, 2016, all at Headley Funeral Chapel, 813 State St., Augusta, Kansas. Burial will follow at Elmwood Cemetery, Augusta. Ernesteen was born in St. John, Kansas, on November 17, 1935, to the late Katherine (Brenn) and Ernest Lutz. She was a certified nurse aide and dietician at Wesley and Augusta Medical Complex and a dietician for USD 402 in Augusta. On August 16, 1959, she married Duane Douglas Rudy in St. John, and he preceded her in death. A brother, Eldon Lutz, preceded her in death also. She is survived by son James Rudy and wife Jessica of Norman; daughter Alicia Smith and husband Matthew of Wichita, Kansas; sisters June Morton, Mary Gibson, Clara Hatheway and Annette Schwalm; grandchildren Ben, Jacob and Katarina; and a great granddaughter, Sophia. By Marione Martin Even as firefighters continued to monitor the Oklahoma-Kansas wildfire for hotspots and flare-ups, help began pouring into the area for farmers and ranchers. Numerous operations began donating hay to feed livestock. Funds are being established to help replace miles of destroyed fences. State and federal agencies are asking for information from those impacted so they can assess the damage. Here are some of the places where victims of the wildfire can seek help: Comanche and Barber Counties, Kansas Although the fire began in Woods County, Oklahoma, high winds carried the flames north with Barber County, Kansas, reporting the most damage. According to the Kansas Livestock Association (KLA), an outpouring of support came from the agriculture community with many farmers and ranchers donating hay in the first few days. Another top priority is getting charitable donations to victims of the Anderson Creek Fire so they may purchase fencing supplies and take care of impacted livestock. KLA is encouraging people to make monetary donations to the Kansas Livestock Foundation (KLF), the charitable arm of KLA. Tax deductible checks can be made to the Kansas Livestock Foundation; write “Disaster Relief” in the memo line. Send donations to 6031 S.W. 37th, Topeka, Kansas 66614. Several members of KLA are donating proceeds from the sale of animals to KLF for disaster relief. Kansas Farm Bureau has also created a fire relief site for those impacted and those willing to help. The site, www.kfb. org/firerelief, will connect those donating supplies like fencing and building materials and labor to those in need. All funds collected will be split between impacted counties as directed by county Farm Bureaus.
Woods County, Oklahoma Numerous ranchers from across Oklahoma have donated hay to supply emergency forage for the coming weeks and months ahead. If you are in need of forage, notify the OSU Extension Office in Alva or one of the contact numbers: Greg Highfill 580-430-6125, Karee Shirley 580892-3037, Tim Ohm 580-732-1162. This hay collection effort is being coordinated by the Woods County Emergency Management team and the Woods County Commissioners. Other organizations are also collecting and disseminating hay. The Oklahoma Cattlemen’s Foundation (OCF) has established a relief fund for Woods County cattle producers impacted by the fire. “We are coordinating with the Woods County Cattlemen’s Association and the Woods County Extension office to identify area ranchers in need,” says Jeff Jaronek, OCF coordinator. Checks can be made payable to the Oklahoma Cattlemen’s Foundation, P.O. Box 82395, Oklahoma City, OK 73148, and put “fire relief” in the memo line. Informational Meeting The Woods County Farm Service Agency is holding an informational meeting Thursday, March 31, concerning available programs to assist the recovery process for farmers and ranchers. The meeting is at 1 p.m. Thursday at the Northwest Technology Center in Alva. Impacted producers and landowners are strongly encouraged to attend. Leaders from the state FSA farm loan department will discuss the available programs offered by FSA to assist producers who suffered livestock losses, hay losses and damaged or destroyed fences as a result of the fire. Producers need to be thoroughly documenting their losses by taking pictures and making notes as well as recording beginning livestock inventories and death losses that occurred. Damage Assessments The Woods County Assessor’s Office staff will be out the next few weeks to conduct damage assessments. Assessor Renetta Benson is asking those impacted by the fires to contact the assessor’s office at 580-327-3118 to help them identify all the properties affected.

Waynoka Board of Education hires bonding firm, architect and general contractor
By Lynn L. Martin All members of the Waynoka school board assembled for a special meeting Monday night to look at preliminary sketches of where they might expand their
facilities. Three projects were discussed: a large indoor practice building; four new classrooms and a sports track. Part of the goal of the four new classrooms is to have two of them constructed
as safe rooms. Of the four rooms, the consensus seemed to be two should be for high school students and two for elementary students. The board did practice sketching ideas on the projected Google Earth map and concluded they would like the practice building on the north side of the existing school, and at least three of the new classrooms to make a new front of the school on the northwest side of the building. Considerable debate was voiced on whether the track should surround the existing football field or be built in an entirely separate location on the school site. Another conclusion was that two weight rooms would be planned: the existing weight room in the football locker rooms would be mainly used by boys, but an additional weight room would be built near the large indoor practice building that would be used by both girls and boys. After Superintendent Loren Tackett assured Mick George that no money was being spent so far, the board made three separate motions to set in place the necessary experts for the construction project. Stephen H. McDonald and Associates was hired as the financial consultant; Boynton, Williams and Associates was hired as architects; and Joe D. Hall General Contractors as the general contractor for the project.

A guide to the Great Plains wildfire MEDICINE LODGE, Kansas (AP) – Fire crews continue to monitor a massive wildfire that’s scorched hundreds of square miles in a sparsely populated part of southern Kansas and northern Oklahoma. Here’s a look at where the fight against the fire stands, what’s been done to control it and the damage done. Where It’s Burning Hundreds of square miles of land have been touched by the fire, which started last week in Oklahoma before spreading into rural southern Kansas. Oklahoma Forestry Services said Monday a plane equipped with multiple GPS units estimated the total burn area
at 574 square miles. The agency earlier estimated the size of the fire at 620 square miles. The Kansas Forest Service says about 420 square miles of that fire was in Barber County, Kansas – the largest such fire in the state’s history. Containment Efforts Overall, about 90 percent of the fire was contained, meaning it was being held within designated boundaries, by Sunday. In Barber County, it was slightly less contained, at 81 percent, the forest service said. Crews were to continue patrolling the fire areas Monday and Tuesday. Weather Worries Warmer, drier conditions that hit the fire area Monday were expected to continue Tuesday and Wednesday, which the forest service says will present significant to extreme fire weather risk. Forecasts also called for gusty winds in the region. State of Emergency Oklahoma Gov. Mary Fallin on Monday declared a state of emergency for Woods County where officials say a wildfire started before spreading into Kansas last week. The executive order allows state agencies to spend money to deliver resources to areas of Woods County affected by the wildfire. Trail of Destruction The Kansas Adjutant General’s Office said the fire destroyed at least nine Barber County homes, and that three bridges and one railroad trestle were either damaged or destroyed. The fire zone is home to thousands of cattle, with the latest estimate by the National Agricultural Statistics Service showing more than 47,000 head of cattle in Barber County in early 2015
and another 35,500 in neighboring Comanche County, which was also affected by the fire. Authorities haven’t given official estimates on the number of livestock that perished or that had to be euthanized due to the fire, and Kansas Department of Agriculture says that might take several days. County emergency management boards are working to determine agricultural-related losses, which will include feed, livestock and barns. A positive note: No serious injuries to residents have been reported. What Caused It? Oklahoma authorities said Monday they were continuing to investigate the cause of the fire which started two miles east of Camp Houston in Woods County. Helping Hands – and Clouds Rain and snow helped fire crews in Barber County over the weekend, as did four UH-60 Black Hawk helicopters from the Kansas National Guard. The helicopters, which dumped thousands of gallons of water on the fire Saturday, were able to identify any hard-to-reach areas that had reignited. Cost of the Fire There is no cost estimate yet for the damage in Kansas, according to the Kansas Adjutant General’s office. In Barber County, attorney Gaten Wood told The Wichita Eagle that authorities had spent more than $1 million on resources from outside fire departments and the use of the helicopters. Wood says that estimate doesn’t include Barber County’s costs, some state costs or damage to homes, property and livestock. Wood also says crews in Barber County would monitor the burned area for hot spots for weeks.

Banks offer special loans for those affected by wildfire By Marione Martin Two area banks have announced the availability of zero interest loans to those impacted by the wildfire. Citizens Bank of Kansas in Medicine Lodge is offering interest-free loans of up to $10,000 to those in Barber and Comanche counties affected by the wildfire. The loans will be offered now through April 30 and will be interest-free if paid off in three months. You need not be a current customer of CBK to apply. Community Bank in Alva is also offering loans to customers who have been affected by the Anderson Creek fire. The loans are to secure hay and feed for their livestock to get them through the spring until the grass pastures recover from the fire. Community Bank customers should visit with their loan officers to work out the details. The loans will be capped at $10,000 and will be for the purpose of hay or feed. The loans will be at zero interest if the customer pays the loan off by the mutually agreed upon maturity date.

I did inquire “why” such restrictive rules were placed on something of such local historical significance. She told me the archaeologists explained there are thousands of people nationwide who are amateur archaeologists and many would travel long distances to seek out the site and possibly damage the recovery of what skeletal bones are there. I guess it’s much like cops wanting to protect a crime scene when they put up their yellow tape to keep evidence from being contaminated. So here’s what we have from the Oklahoma Archaeological Survey. First, the scientists have determined the skull and tusks are from a Columbian mammoth. Provided is a painting by Charles Robert Knight of what he believes the animal looked like. The notes from the Oklahoma group says the skull was deposited on a river channel sandbar. Next is a photo of the sandbar where the remains are located. The man in the photo gives a nice reference as to the size of the tusks. Finally, the Oklahoma Archaeological Survey supplied a close-up of the skull and two tusk fragments.

Fire danger in northwest Oklahoma today By Marione Martin A fire weather watch has been issued by the Oklahoma Forestry Services (OFS) for a large section of Oklahoma for today, Wednesday. The watch includes Cimarron, Texas, Alfalfa, Major, Dewey, Custer, Washita, Kiowa, Harper, Woods, Ellis, Woodward, Roger Mills, Beckham, Harmon and Greer counties. It’s possible the watch will be upgraded to a red flag fire warning. Critical fire weather is expected today from approximately 1 p.m. through 9 p.m. with temperatures around 80 degrees, relative humidity of 10 to 20 percent, and southwest winds 20-30 mph potentially gusting to 45 mph. The fire danger today is complicated by a dryline that will penetrate the state from west to east with potential for strong storms to also develop. A cold front is expected late today with drier air on the backside and potential for a dry cold front Thursday night. The OFS says Les Rogers’ Type II Incident Management Team is in Unified Command with Freedom Fire Department and Woods County for the Anderson Creek (Woods County
and State of Kansas) fire scene. Crews will continue to patrol control lines reinforcing areas that may be of concern given the fire weather forecast for today. According to the forestry website, the Anderson Creek fire is considered 95 percent contained as of Tuesday morning. The tally of structures burned was 16 residences and 25 outbuildings but that may be updated. Harper, Cimarron and Texas counties have issued a county burn ban. Cimarron and Texas counties in the Panhandle were under a red flag warning on Tuesday from 1 to 8 p.m.

Kiowa District Hospital to lose near $200,000 from budget
Due to oil and gas decrease and error and also electric bill issues By Yvonne Miller At the March meeting of the Kiowa District Hospital Board last Thursday, they received extremely troubling financial news that their 2016 budget will take a near $200,000 hit. The bulk of that loss comes from decreased tax revenue from Barber County. KDH Chief Financial Officer Janell Goodno presented information Barber County Commissioner Paul Harbaugh told hospital administration March 8. The bottom line is KDH will receive approximately $160,000 less tax revenue than projected. Harbaugh had explained there was another oil and gas lease property incident, which will decrease the tax revenue KDH was expecting by about $120,000. This $120,000 of decreased revenue is due to a company that submitted incorrect information to the appraiser’s office, which resulted in the error, Goodno said. That error was discovered the week of March 8.
The error affects oil and gas leases in Moore Township, which is in the hospital district. As the hospital board was already aware, KDH is losing $30,000 to $40,000 in tax revenue due to the Woolsey (oil and gas) suit, which is a separate incident. The two issues combined equal $160,000 less tax revenue for KDH. Electric Billing Error Costly for Hospital Kiowa City Administrator Lou Leone made a presentation to the hospital board regarding billing errors. The good news is that improper billing in one case resulted in an $8,400 credit due to the hospital. Leone said that $8,400 credit was applied to the hospital’s last bill. The bad news is in the past, after the hospital’s meter was read, the city was to apply their commercial billing to it. That was not happening so the hospital was under billed. Leone said the council is aware of that fact and is letting it go at
this point. However, that issue is now corrected, which means the hospital’s electric bill could rise by about $3,000 per month. Leone said he’s trying to develop an industrial rate. If the city council approves that rate at their April meeting, the hospital’s increase might be reduced to about $1,000 per month. That still means the hospital will see an increase in their electric bill of at least $12,000 per year. So with the reduced tax revenue from the county and the increased electric bill, the hospital is looking at close to $200,000 less money for their 2016 budget. All hospital board members attended the March meeting including President Pat Myers, Brenna May, Jeff Miller, Jim Parker and Chantae Simpson. Hospital CEO Margaret Grismer also sat at the board table. The remainder of the KDH board meeting will run in the Newsgram next week.

BJCCC warden tells some history of prison At BJCC volunteer dinner By Stacy Sanborn The former Deputy Warden of Bill Johnson Correctional Center (BJCC), Jason Bryant, made an appearance at the respective facility Friday night for a dinner to honor and thank Bill Johnson Correctional Center (BJCC) volunteers. Bryant worked at BJCC, rising through the ranks over the span of nineteen years, beginning as an officer.
Throughout his tenure there, he held the titles of drill instructor, case manager, aftercare case manager, records officer, coordinator and, finally, deputy warden. It was February of 2015 when he left BJCC to become the warden of James Crabtree Correctional Center (JCCC) in Helena. Kicking off the evening’s informal meeting was a trio of inmates who offered up a short prayer and performed a couple of songs, one an original composition by one of the inmates.

Bryant then took the floor, admitting that after 20 years of speaking in front of others, a case of nerves does not evade him. He explained he was there to express his gratitude for the services of DOC volunteers and staff and to talk a little about the services offered to inmates in hopes of rehabilitation. Bryant began by giving a little history lesson of the JCCC building, as it was not always used as a prison. The structure was used as Woods County High School in 1904, and then Alfalfa County High School in 1909. In 1917, it became Connell State School of Agriculture, a title it only held for six years. By 1923, it was deemed The Western Oklahoma State School for White Children, an orphanage that operated until 1944. Confirmed by the Oklahoma Historical Society, it was from 1945 to 1948 and then 1956 through mid1982 that the State Training School for Boys operated on the property, which adjoins Helena at the west corporate limits. It was reconfigured in July 1982 as James Crabtree Correctional Center, a medium-security prison. At that time, the complex housed more than eight hundred adult male offenders and continued in that function at the end of the twentieth century. In the 1990s, the facility operated a farm and also maintained a quail hatchery for the Oklahoma Department of Wildlife Conservation. The prison’s wild horse training program annually brought mustang owners and buyers to Helena in the 90s as well. According to the state historical society, state government institutions have always bolstered Helena’s income. To date, JCCC houses about 1,100 medium security offenders, and 224 minimum security offenders, and is the second-largest state facility in Oklahoma. The prison offers many resources to help the inmates receive education

Keith Yearout speaks of losing home in wildfire at the Z-Bar Ranch By Yvonne Miller For 16 years, Keith and Eva Yearout have lived on the Z-Bar Ranch west of Hardtner, Kansas, where he is ranch manager and Eva is office manager. They raised their three children in the ranch style home owned by the Z-Bar. Their oldest daughter Lisa was in sixth grade when they moved there. Their younger children are Lori and Luke, who are now all adults. The huge grass fire that burned a reported 400,000 acres from just north of Freedom, Oklahoma, into south central Kansas last Wednesday destroyed the Yearout’s home between 3:30 and 4 p.m. “We were actually lucky though,” Keith Yearout said. “We had about two hours to evacuate.” He said they had time to carry out lots of papers, computers, clothing and other personal belongings. There was no heavy smoke yet when they evacuated. Yearout said the smoke was blowing north of them. He complimented his family and some friends for their efforts in trying

the ordeal, Yearout said, “In the short term it’s a disaster. In the long term the fire is a blessing. It wasn’t a question of if, but when, it would burn. It took out the fuel loads. The build up out in this country was tremendous. It will make more water available to the grass and livestock. We’ve been fighting cedar trees since we got here. It’s incalculable the number of Eastern Red Cedar seeds that were killed.” “It could have been so much worse and it was for so many people. We’ve been overwhelmed with people bringing us food and helping and we really appreciate it.” The Yearouts moved a quarter of a mile south to a guest house/hunting lodge on the ranch. “Thank goodness no lives were lost. Right now, the prison has about 350 head of cattle that are managed by the minimum security offenders, and also a huge garden that boasts 550,000 white onion plants. Bryant joked about the No. 1 contraband item being an onion. There are several acres of wheat and even vegetables grown at other correctional centers and processed right at James Crabtree. A partnership with a private industry has granted the opportunity for 50 inmates to solicit energy rights/ futures by telephone. Bryant said it’s a good program that allows the inmates to make money and learn to better socialize. Bryant said when he started in corrections about 20 years ago, there were about 12,000 inmates in the system in Oklahoma, compared to roughly 4,300 employees. That ratio clearly indicated there were too many inmates for such little staff, but conditions have not improved with time. He said that as of 2016, the number of inmates has climbed dramatically to about 29,000, but staff has decreased to somewhere between 3,800 to 4,000 employees. To make matters worse, there is a $1.3 billion deficit, a situation that has been coined “the crisis in corrections.” He said volunteers and employees can help break the cycle of incarceration by continuing their efforts in rehabilitation the inmates with the programs and resources being offered. Bryant said the No. 1 need at Crabtree is people willing to provide the cognitive programming because it helps maintain a peaceful, clean, and healthy environment. Mugs were given out as tokens of appreciation and a prayer was said to close out the evening.
