On Saturday, April 16, the Hawley Volunteer Fire Department will be conducting their 13th Annual Benefit Fish Fry. The meal will begin at 4:30 p.m. and will continue until 7 p.m. Everyone is welcome to come and enjoy a great meal. The menu includes deep fried catfish, hush puppies, potato salad, coleslaw, baked beans and dessert and for the non-fish lovers, chicken strips will be available upon request. Donations will be accepted at the door and all funds will be used to support the ongoing work of the HFD. This year, their main project will be expanding their building to accommodate their large semi tank truck. The Hawley Fire Department serves as the primary response agency for 100 square miles in Western Grant County. They also work with the other fire departments in Grant, Alfalfa and Garfield counties. Currently the department has 17 members. Five are nationally certified emergency medical technicians (EMT), six are first responders, three are Firefighter I certified, three members are certified in Basic Critical Incident Stress Management and one member is certified in both Advance Critical Incident Stress

Management and Peer Support. This year the tent will be back to enable more people to be seated. There will be fish and room for everyone! Parking will be at the church across the street to the east. The Hawley Fire Department is located at the old town site of Hawley. It is located 7 miles north of Nash on Highway 132 and then

Dunaway-Knight—Reed announce engagement Amy Dunaway-Knight and Clay Reed are planning their wedding at Grand Lake in Jay, Oklahoma, on June 25, 2016. The bride-to-be is the daughter of Ron and Kathy Dunaway-Knight of Jay. The prospective groom is the son of Bill and Joy Reed of Burlington. Amy graduated from Jay High School, and received her bachelor’s degree in biomedical science from Oklahoma City University. Amy will complete her doctorate of pharmacy from the University of Oklahoma

College of Pharmacy this June. Clay is a graduate of Cherokee High School and earned a bachelor’s degree in chemistry and a bachelor’s degree in biology from Northwestern Oklahoma State University. Reed is currently attending the University of Oklahoma College of Medicine doing rotations at OU Medical and at the Mayo Clinic in Rochester, Minnesota. After taking their honeymoon in the Dominican Republic, the couple will continue to temporarily reside in Oklahoma City, Oklahoma.

Cherokee schools rehire certified staff By Lynn L. Martin Cherokee Superintendent Donna Anderson said things are going fine at the Cherokee schools and finances are holding steady. She said the gross production revenue variations have leveled off, but she was wondering what effect might occur with the closing of Lariat Services. She also told the board it has been a “fast year.” They are working hard to close out books by June 30 and start up again July 1. She praised all the principals for doing a great job this year. Ruth Richmond, elementary principal, and Jeremy Hickman, high school and middle school principal, both mentioned that April testing started on Monday and will consume much of the next three weeks. The elementary schools have a field trip scheduled at the end of the month; there will be an elementary music contest; and a little later, an elementary track met will occur with four schools attending. Principal Hickman said they’ve already hosted several track meets at their new stadium, and were thrilled to learn they are hosting the regional track meet on April 30, with an estimated 30-34 schools visiting Cherokee to participate. He mentioned several FFA students are going to the State FFA Convention, and that the speech and debate team finished state runner-up for the second year in a row. The board spent an hour and one-half in executive session, afterwards they voted on two items, and took “no action” on a third. The agenda item on which no action was taken was worded as follows: “Vote to employ or not to employ certified teachers on regular or temporary contract for the 2016-2017 school year (Vote individually or as a group). See Attachment A.”

The next agenda item was very similar, and it passed on a motion by Tony Hellar and seconded by T. J. Allison. It was worded as follows: “Vote to employ or not to employ certified staff for the 2016-2017 school year. The end of March totals for the Cherokee District included General Fund of $4,405,613.52; Building Fund of $308,493.51; Lunch Fund of $61,881.22; Roof Bond Fund of $21,216.33; Building Equipment Bond Fund of $1771.71; Complex Bond Fund of $75,653.40; Sinking Fund of $712,468.33; Gifts Fund of $32,470.02; CAS/FLOOD Ins Fund of $26,630.83 for a total of all funds of $5,785,808.97.

Woman arrested for contraband while visiting at JCCC By Marione Martin An Oklahoma City woman has been charged with bringing contraband into a penal institution. According to court papers, the incident occurred on March 12 at James Crabtree Correctional Center in Helena. About 2:05 p.m. while working in the visitation room, Correctional Officer Jocelyn Ocampo was asked by visitor Melissa Allen for permission to use the restroom. Allen was told she would have to submit to a pat search. During the search, Ocampo noticed an object between Allen’s breasts. When asked what it was, Allen said, “Nothing, what are you talking about.” When asked again, Allen removed the object and threw it in the visiting room trash can. Officer Ocampo was assisted by Correctional Lt. Ray Schmidt while she searched the trash can. She located an object wrapped in electrical tape. When opened it was found to contain approximately 2.4 ounces of marijuana. Allen was removed from the visitation room, and Helena Police Officer Jim Dykes was called. Dykes took Allen into custody and took possession of the marijuana. He took Allen to the Alfalfa County Jail and submitted the marijuana as evidence. Melissa Renee Allen, 34, of Oklahoma City has been charged with a felony of bringing contraband drugs into a penal institution. The crime is punishable in the state penitentiary for one to five years or a fine of $100 to $1,000 or both fine and imprisonment.

By Stacy Sanborn Freedom’s regular school board meeting was held Monday night, and all members were recorded present. The board’s first order of business was to review the proposed bond budget and scope of the project with district architectural firm Tri-Arch with Scott Vrooman, who was unable to attend. Superintendent Danny McCuiston handed out two sheets of paper, one with the original proposed bond budget, and the other one a revised version. After giving the proposals a good look, Cindy Reed asked about where the barn storage for animals was included on the spreadsheet. President Shane Morris said he wasn’t quite seeing some of the things that should be on there as well. He said they are going to have to get something done about it before it goes out to voters in June, and if they proceeded with the current proposal the way it is, it won’t be right. “I don’t want to put it off any more than anybody else,” he said. They decided to take no action on the bond budget, and predicted the call for a special election date in August. They moved on to look at the consent agenda and it was approved.

The superintendent gave his report next, and said that after ten months of monthly revenue collections, projections estimate $413,891.30 in fiscal year 2016 monthly collections. This would be $172,109.10 less in monthly collections than the district collected in fiscal year 2015 in gross production, rural electric, motor vehicle, and CLO (school land) combined. However, with most of all second-half ad valorem collected and additional revenue sources taken into consideration, as of March 21 the district had received a total of $1,477,085 in revenue for the fiscal year. This compares to $1,323,019 for the same date last fiscal year, an increase of $154,066 year to date.” Principal Brett Hill said in his report that enrollment is currently sitting at 80 students. He went over the goings-on in all the different sports, as most are wrapping up for the year. Other activities coming up are the prom, FFA banquet, State FFA Convention, talent show, school awards ceremony, and graduation and baccalaureate. The board approved a contract for audit with the firm of Chas. W. Carroll,

P.A for the 2015-2016 fiscal year (to be conducted during the 2016-2017 fiscal year). Next, they reviewed an OSRMT 2016 renewal proposal for the school’s property and liability coverage and approved it. They looked at a proposed support staff pay scale and decided to take no action before approving an activity fund transfer from administration to athletics of $48.80 for Gatorade. Executive session then commenced, giving the board a chance to discuss employment, hiring, appointment, promotion, demotion, disciplining or resignation of individual salaried officer(s) or employee(s). When they returned to open session, they accepted the resignation of district principal Brett Hill, effective at the end of the current contract year. The resignations of three certified staff members, Jeanne Weber, Phillip Neill, and Holly Neill, were accepted. The board also approved the resignations of two members of the support staff: Stevie Hill and Islia Barnes. Heidi Cook, Brenda Daughhtee, Dalene Dauphin, Patricia Dauphin, Tana Nixon and Dawn Wares were rehired for the 2016-2017 school year. Before the meeting adjourned, the group approved to list the open position for superintendent on the OSSBA website.

Jeff Lantz resigns at South Barber, superintendent looks at district finances Board of education calls special meeting to name new board member: Two new teachers hired By Yvonne Miller The South Barber Board of Education accepted a resignation, hired two new teachers, heard about anticipated reduced finances and much more at their April meeting Monday night. All members attended including Board President Steve Allen, Mariah Doherty, Deb Helfrich, Dooli Rugg, Melissa Simpson and Mark Pollock. The seat previously held by Mike Anderson was vacant since he moved earlier this year. Also seated at the board table were Superintendent Dr. Andi Williams and Board Clerk Julie Johnson. Jeff Lantz submitted his resignation, which the board accepted. Lantz came to South Barber in 2013 where he’s been a high school technology teacher, head boys basketball coach, and head boys and girls tennis coach. Lantz told the Newsgram, “I just feel so appreciative to all the students, staff and community for allowing me to teach and coach here. It’s been very easy to become attached and I will miss so many people. I’m looking forward to still following the teams’ progress over

the years. These kids have been terrific.” The district welcomes home South Barber High School (SBHS) graduate “Katie Becker” who is Katherine Hughes. The board approved her to replace Holly Cook as a first-grade teacher. Tiffany Bodeman will replace retiring teacher Jeannie Albright as Title I instructor. The board accepted the resignation of Samantha Nichols ONLY as high school girls assistant basketball coach. Nichols will continue as fifth-grade teacher. Since former school board member Mike Anderson moved away earlier this year, his seat on the board is open. The board called a special meeting for April 26 at 5:30 p.m. to vote for the new member. Superintendent Williams told the board two people have expressed interest in taking that seat. They are Mike Miller and Donna Williams. The board will visit with the candidates and ask them questions from a summary sheet in open session and then nominate and vote on a new board member. The superintendent explained

that elected personnel (board members) cannot be discussed in executive session. The new board member will serve a three-year term. 2016-17 Calendar and Other Business Approved The board discussed at length the proposed calendar for the 2016-17 school year. This year for about the first time in memory, SBHS graduation will not fall on Mother’s Day, which many people favor. Allen said he’s received numerous complaints about graduation falling on Mother’s Day in past years. On the proposed calendar, graduation was once again set on Mother’s Day. The board temporarily removed the date of graduation until a later date. With that change the board went ahead and approved the proposed calendar. Some key dates are: first day of school, Friday, Aug. 19; Christmas break, Wednesday, Dec. 21-Jan. 3; spring break, March 20-24; last day of school, Wednesday, May 17. Current bills totaling $504,352.65 received board approval. Policy updates by the Kansas Association of School Boards were approved by the board. Superintendent Talks Finances and More In her superintendent’s report to the board, Dr. Williams talked finances and gave “the worst case scenario” of anticipated reductions. She said, “This is what I know right now. These gaps could happen as early as June 30 of this year.” She said the mill levy could rise from 6.1 to 20.8. The superintendent anticipates requesting $260,000 from the extraordinary funds at the state level. As of April 1, USD #255’s Capital Outlay balance is $978,000. She said at this point they had anticipated spending $629,500 and have spent just $500,000 on capital improvements. Williams said, “The Capital Outlay money generated next school year will help with district site improvements

Obituaries LUCY ARNDT Funeral services for Lucy Arndt will be at 10 a.m. Friday, April 15, 2016, at the Alva Church of the Nazarene with Pastor Tom Felder and Rev. William S. Kalfas officiating. Interment will be in the Alva Municipal Cemetery under the direction of Marshall Funeral Home of Alva. There will be a visitation with the family Thursday April 13, from 6-8 p.m. at the funeral home. Lucy Arndt, daughter of the late Emil and Viola Goldie (Watters) Neuenschwander, was born June 15, 1932, at Knowles, Oklahoma, and passed away April 10, 2016, at Oklahoma City at the age of 83 years, 9 months and 25 days. She graduated high school at Stidham, Oklahoma, in 1950 and went on to attend college at Northwest Territorial Normal School. On April 3, 1952, she was united in marriage to Wilford Arndt at Alva. To this marriage nine children were born: Zeona, Newanta, Wynona “Noni,” Zeda, Willard “Lynn,” twins Carla and Darla, and twins Diana and Dana. They made their home in Alva where she raised her family. Lucy was a member of the Church of the Nazarene. She was called Mom and Grandma Lucy by many besides her family. She loved attending her grandchildren’s and great grandchildren’s activities. She loved cooking, especially for others. Many made their requests for her to make their favorite dishes to bring to gatherings. She taught herself to quilt and enjoyed making them for each family member. Lucy worked at Beadles Nursing Home since May 1963. She loved her job and the people at Beadles. She retired after many years, but still enjoyed helping with the Luau and the Senior Olympics. Besides her parents, she was preceded in death by five brothers, Jacob “Jake” Neuenschwander, Jonas Neuenschwander, Carl Neuenschwander, Bert Neuenschwander, and Emil Neuenschwander, Jr.; six sisters, Lydia Rose, Ruth Ickler, Betty Neuenschwander, Mary Neuenschwander, Doris Bradshaw, and Cora Shugart; a son-inlaw, Albert McKinley; a granddaughter, Elizabeth Kristen Utterback; and a great granddaughter, Chesney Rae Starks. Lucy is survived by her children,

Zeona McKinley of Alva, Newanta Kilmer and husband, George, of Alva, Wynona “Noni” Knopp and husband, Richard, of Okarche, Zeda Wythe of Yukon, Willard “Lynn” Arndt of Alva, Carla Smart and husband David of Alva, Darla Utterback and husband Frank of Enid, Diana Arndt of Alva, and Dana Kirkpatrick and husband Tim of Enid; sister, Daile Sacket of Alva; sister-inlaw, Jaunita Neuenschwander of Ponca City; and nephew and niece that she was like a second mother to, Gary White of Woodward and Gloria Thorpe of Colorado Springs, Colorado. WAYNE SLUDER GUFFY, SR. Wayne Sluder Guffy Sr. was born on October 30, 1922, at the family farm home in the Fish Hatchery community to James and Jessie Sluder Guffy. He died on April 11, 2016, at 93 years of age in Alva after an extended illness. Wayne married Lois Louella Caywood on November 22, 1947, at Van Buren, Arkansas. He is survived by seven sons, five daughters, over 100 grandchildren, great grandchildren and great-great

grandchildren. Theodore George Robinson Jr., son of the late Theodore George Robinson and Carolyn (Camper) Brown, was born March 31, 1956, in Atlanta, Georgia, and passed away April 6, 2016, in Oklahoma City, Oklahoma, at the age of 60 years and 6 days. Ted graduated from Sharpstown High School in Houston and attended the University of Houston. He worked in the oilfield as a directional driller where he traveled the world before beginning his food service career. In May 1993 Ted was united in marriage to Leah Henderson in Nashville, Tennessee. The food service profession took them to many states until they settled in the Alva area where he has been the food service director at Northwestern Oklahoma State University since 2002. Ted was a member of the Alva Church of the Nazarene, Kiwanis, Friends of the NRA, and the Rocky Mountain Elk Foundation. He enjoyed fly fishing, hunting and music. Ted was preceded in death by his father. He is survived by one son, Theodore

George “Trey” Robinson III, of Pratt, Kansas; one daughter, Taylor Robinson, of Salina, Kansas; and their mother, Leah Robinson, of Pratt, Kansas; his mother, Carolyn Brown, of Midland, Texas; two brothers, Doug Robinson and his wife Mary Lou of Benton, Arkansas; Kent Brown and his wife Monea of Midland, Texas; two nieces, Kelsey Robinson and Lauren Jones and her husband Kurt; two nephews, Alex and Aaron Brown; other relatives and friends. in Kiowa, Kansas, where she attended school. She married Bobby Lee Warfield on February 10, 1957, at Cherokee, Oklahoma. The couple lived briefly in Wichita, Kansas, before making their home in Alva. Lorraine was a cook in the Alva Public Schools for many years and also the Senior Citizens Center, loved cooking for her family and enjoyed playing bingo with her friends. Her parents, one brother, Ronald J. McKitrick, and sisters, Deloris Knabe, Jean Nusser and Debra Nealey preceded her in death. Lorraine is survived by her husband, their three daughters, Tamre Kay (John) McGinnis of Alva, Lea Ann (Richard) Strait of Enid, and Brenda Sue Gray of Alva. She was also blessed with six grandchildren, Mandy Lee (Corwyn) Madison, Jill Renee (Michael) Turley, Jonathan David McAlpin, Keri Lea (Cliff) Layton, Elizabeth Rose Bohn, and Andrew Sherman (Ashleigh) Gray as well as six great-grandchildren, Brian Thomas Bohn, Jacob Glenn Cline, Nicholas Andrew Cline, Bentley Zane Cox, Millie Grace Layton, baby boy Layton (due in June) and Harper Mae Turley. By The Oklahoman Editorial Board A package of sensible criminal justice reform bills is making its way through the Legislature. These four bills, backed by Gov. Mary Fallin, are designed to stanch the flow of men and women who wind up incarcerated in Oklahoma. They’re a step in the right direction. But in the view of interim Department of Corrections Director Joe Allbaugh, they amount to “nibbling around the edges” of the problem. Much bigger moves are needed, Allbaugh says, and he intends to drive that point home as often as possible. Last week, Allbaugh asked his board for permission to look for new space to house inmates. He’ll look for “beds to lease, lease-to-buy, build, all within the confines of our existing budget,” Allbaugh told The Oklahoman’s editorial board. He intends to take a month looking for options, and report back to the board with what he finds. “We’re overcrowded and the criminal justice system keeps cramming them into bed space that doesn’t exist,” he said. Beyond the crowding issue, he fears that

if he waits for lawmakers to act, “it’s not going to happen.” That sort of bluntness won’t win him many admirers among members of the Legislature. But it’s refreshing to see in state government, where generally agency heads do all they can not to rankle the men and women who have to sign off on the agency’s budget. Allbaugh, named to this job in January following the resignation of former director Robert Patton, has made it a point to show up unannounced at the state’s prisons to see how they’re being managed. He’s also looking at ways the DOC might be able to use the now-closed Southern Oklahoma Resource Center in Pauls Valley to centralize some operations. That’s driven by a desire to save money where possible. Allbaugh was surprised to find his agency has 67 facilities across Oklahoma, ranging from prisons to halfway houses. “We get no efficiencies in the system. It’s just absolutely asinine,” he said. “I ask the question, why? ‘Well, that’s the way it’s always been.’ ” He used the DOC’s work centers as one example. There are 15 of these centers across Oklahoma, which provide la-

bor to local government entities. Together they house about 1,300 inmates, at an annual cost of $17.6 million, Allbaugh said. Centralizing would save money but also produce blowback from the cities and towns where the centers are located. Allbaugh counters that ultimately, all state taxpayers are footing the bill for the DOC, and “they need to be at the front of the trough, quite frankly. Somebody needs to be looking out for them.” Allbaugh said that while he isn’t a fan of relying on private prisons, he will look at two empty ones as a possibility in his effort to find more bed space. He’ll also look for any other facilities that might be available. The DOC is netting 1,200 to 1,600 new inmates per year and needs somewhere to put them. As it is, space set aside for vocational and training programs has been lost in order to cram more beds into existing facilities. “Until we start readjusting our criminal justice code, this is going to continue,” Allbaugh said. “It’s time to think differently, both on our operations side as well as the statutory side.” To which we say, amen and amen.

Woman accused of stealing from co-workers By Marione Martin An Alva woman is charged with a felony and a misdemeanor in a theft from co-workers. Amanda Jo Hall, 34, of Alva has been charged with grand larceny, a felony, and with a misdemeanor of petit larceny. A warrant has been issued for her arrest. According to court records, on April 5 Cherokee Police Officer Ryan McNeil went to the Ministerial Alliance Thrift Store, 219 S. Grand Ave., to take a report on the theft of cash from purses. Esther Joan Nusser said she had been working at the store and discovered that sometime between 12:30 and 2:20 p.m. someone had gone into her black

fanny pack and removed an envelope containing $1,236.43 in cash. She said that was the amount remaining from her husband’s paycheck after she paid the family’s bills. During the time the money was taken, the fanny pack was sitting behind the front counter. Nusser said she didn’t see anyone take the envelope but identified another person who had been working as the only person who might have had the opportunity to take it. Lynda Sue Hofen also told McNeil her gray pocketbook had been sitting next to Nusser’s fanny pack. She said she was missing about $40 to $60 from it although she wasn’t sure of the exact amount. She also stated the other worker

was the only one who might have had opportunity to take the money. The other worker was identified as Amanda Jo Hall, and it was learned Hall had been given a ride to the Alfalfa County Bank. McNeil went to the bank and learned Hall had made a cash deposit of approximately the same amount that was taken from Nusser and Hofen. McNeil also learned Hall had an outstanding warrant from Garfield County. McNeil and Undersheriff Oister tried to locate Hall without success. That evening, Hall was located and taken into custody on the outstanding warrant. At the jail in a post-Miranda interview, Hall told McNeil she had been working at the thrift store but said she did not take any money. Hall said she got a check for her disability and that was the money she deposited in her account. Sheriff Rick Wallace then spoke with Hall about the theft, and Hall admitted to him she took the money. She said she took the envelope with the money and left the store to go to the restaurant to get a drink. She said at the restaurant, she removed the money and discarded the envelope before returning to the thrift store. Hall said after leaving the thrift store, she went to the bank and deposited the money in her account. She wrote out a statement. Hall was transported to the Garfield County Jail on the morning of April 6 on her warrant. On April 6, McNeil talked with Hall’s boyfriend who obtained a copy of the bank account through Internet access. It showed the amount deposited as $1,265.

The bail amounts for the five arrested ranged from $30,000 down to $5,000 and $2,500, Johnson said. As of Tuesday morning, Cook, Prophet and Bush were released on bail. Neither Brown had been released as of 10:30 a.m., he said. The chief said the Browns each had bail set at $30,000. Johnson said, “Thank you to all the supporting agencies like Kiowa EMS, Barber County Dispatch, and others for their assistance. Five arrested in drug bust in Kiowa, Kansas By Yvonne Miller Five people were arrested in Kiowa, Kansas, the evening of April 8 following an investigation with a search warrant at 918 Campbell St. Kiowa Police Department Chief Steve Johnson said his department was assisted by the Barber County Sheriff’s Office, the Harper County Sheriff’s Office and the Medicine Lodge Police Department. Chief Johnson said the five people arrested were Brandy Brown and Timothy Brown of Kiowa; Danial Cook and Bradford Prophet of Alva; and Sonya Bush of Hardtner. “The cooperative efforts of all the officers involved” led to this successful arrest, Chief Johnson said. The charges range from possession of narcotics to distribution of a controlled substance. Johnson said during this search “a large quantity of a substance that tested

First, we started at the house and got a nice family shot of all eleven kids, plus mom and dad, Jason & Jacque Ruhl: all eyes open, good smiles, and no heads blocking other faces.

20 cadets graduate to become correctional officers By Stacy Sanborn Alva’s Northwest Technology Center hosted yet another graduation for a Department of Corrections (DOC) graduation this past Friday. At each ceremony, a class speaker is chosen to speak on behalf of all graduates. In this class, James Null was the man for the job. Null will begin his DOC career at James Crabtree Correctional Center (JCCC) in Helena. He gave a short speech, beginning by thanking all who helped facilitate his training, and for the friends and family who supported them, empathized with them and prayed for them, saying that it was their love that pushed them through. He said in the last six weeks, he and all the others striving to be

What an amazing response to a near-disaster we witnessed last Wednesday afternoon! The logistics and communication between crews was especially impressive considering the multiple sources of origin. How many communities were actually represented is unknown, but there were several. The aircraft involved were a tremendous asset. Being an experienced pilot, I understand the risks and exposure to danger involved with the kind of ying those pilots were doing. Many structures were spared due to the hard work and knowledge of the ground crews. A special thanks to the grader operators; they do amazing things with those machines. At the onset, considering the horrible conditions, it appeared as though a large part of Alva was at risk. As a community, we are extremely lucky and should be very proud to have these dedicated ďŹ reďŹ ghters. We want to keep in mind that these guys and gals take time from jobs and family and put their lives on the line to save the lives and property of complete strangers. If you want to experience real life the way it is supposed to be, come to Northwest Oklahoma. We live in the presence of heroes and warriors.

South Barber senior Ana Wilhelm is a scene stealer as she portrays Julia Lyle (perhaps Child), whose cherry pie, the French chef toiled over for the pie baking competition, literally blew up in her face. With red cherry goo all over her apron and face, her cheeks were a deep shade of red – not only from the cherries, but from anger in trying to determine who sabotaged the world-renowned chef's award-winning pie. Wilhelm had the British accent and mannerisms of Child down to the art of a fine pastry chef, which kept the crowd laughing throughout the comical murder/mystery “Murder at the Pie Auction,” performed by the SBHS Drama Class. By Leslie Nation CHEROKEE – The New Alfalfa County commissioner, Jay Hague, who was recently elected to take over as commissioner for District 1, introduced himself at the Alfalfa County commissioners’ meeting on Monday. It was a brief introduction, then straight to business as the commissioners approved the only bid submitted for EMS video conferencing for the Helena responders for a total of $8,668.74. After the approval of the solo bid, the commissioners approved the request to remove Ashley Sciara as requisitioning officer for District 1 and appoint Jay Hague in the position. The commissioners reviewed their regular business on the agenda as they approved minutes from last week’s meeting, M & O warrants for payment, blanket purchase orders, road crossing permits and monthly officer reports. Other items on the agenda that were approved by the commissioners were: • Plans for the 2016 County Road Improvements Project #AF2016-24 for Alfalfa County District 3, • Request to remove Ashley Sciara as requisitioning officer for District 1 and ap-

point Jay Hague as requisitioning officer for District 1, • Request to remove Jeannette Mary Sciara and Tony Gates as receiving officers for District 1 and appoint Ashley Sciara and Brett Ackerman as receiving officers for District 1, • Accept the low bid from Erikson Stell for a total of $7,850 for adding to the existing show barn. Other bids were from D & B Oilfield Services ($11,465.99) and Fox Welding ($13,747.00), • Burn Ban Resolution, • Luckinbill payment No. 13 for $20,106.52 for heat/air and electrical improvements for the courthouse. • Approve the county clerk to go out on bid for the 2016 County Road Improvements Project #AF2016-24 for Alfalfa County District 3. Burn Ban The burn ban resolution states that “it is unlawful for any person to set fire to any forest, grass, range, crop or other wildlands or to build a campfire or bonfire or to burn rubbish or other material that may cause a forest, grass, rage, crop or other wildland fire.” The resolution also gives any law enforcement officer of Oklahoma the permis-

sion to carry out the enforcement of the resolution. Any person caught violating shall be subject to a fine of no more than $500, imprisonment for no more than one year, or both such fin and imprisonment. The commissioners outlined certain exceptions to the resolution which include: • Equipment related to road construction projects. However, it will be required to have a water pumper on standby any time this equipment is used near a grassy rightof-way. This requirement will be the responsibility of the company or organization conducting the construction and not the fire department within the jurisdiction in which the construction is taking place. • Welding/cutting torch/grinding activities only when conducted over a non-combustible surface of at least 10 feet by 10 feet. When welding, blankets or screens are used to cover flammable vegetation, and wind speeds are less than 20 mils per hour and a fire watch, other than the welder, is posted at the welding/cutting torch site with pressurized water or a fire extinguisher. • Campfires and outdoor cooking. Outdoor campfires or bonfires are prohibited. LPG and charcoal-fired cooking outside in a grilling receptacle are permitted provided that the activity is conducted over a non-flammable surface and at least five feet from flammable vegetation. This burn ban will be effective immediately for a period of no more than 30 days from the date it was signed by the county commissioners. If conditions worsen, further resolutions may be issued. After 30 days have passed, the Alfalfa County commissioners will further review and decide what to do from there. County commissioner Chad Roach explained that if it rains during this burn ban resolution time period, the commissioners could remove the resolution at any meeting before the 30 days have expired. Two other items on the agenda – private property easement to remove trees in SE/4 of 13-28-11, and AT&T discussion/contract for Internet – were tabled for further discussion and a decision in next week’s meeting. Firefighters Mexican Fiesta Benefit Sunday at Plum Thickett in Kiowa Proceeds for Kiowa/Hazelton and Elwood Township fire departments in Kansas: Purchase bake sale items at Plum Thickett in breezeway before you eat: Anderson Creek Fire T-shirt sales go to fund for all area firefighters By Yvonne Miller Words cannot express the appreciation area folks have for their area volunteer firefighters who worked tirelessly for days and days battling dangerous wild grass fires. In late March they battled what was named the Anderson Creek Fire, deemed the largest wildfire in Kansas history. Started just north of Freedom, Oklahoma, the blaze soon roared into Kansas. Lasting for nearly a week, the horrific wild grass fire reportedly charred 620 square miles, some 600 cattle perished, two dozen structures were lost and at least 16 homes burned. Besides good thoughts and prayers for volunteer firefighters, you have an opportunity to help them monetarily and enjoy delicious Mexican food prepared by the crew at the Plum Thickett restaurant on the east end of

Main Street in Kiowa. The Mexican Fiesta Benefit is this Sunday, April 17, from 5-7 p.m. Plum Thickett co-owner Sue Becker is planning this fundraiser with the help of Kiowa Fire Chief Roger Robison’s wife Janet. Becker credits her sister Jill Palmer for being in charge of the food. Upon arrival you’ll find a variety of homemade baked goods outside in the breezeway of the restaurant. Anyone wanting to donate a homemade goodie should have it there by 4:30 p.m. All proceeds will go to local fire departments. Candi Davis and Summer Graves are in charge of the bake sale. Two charged with passing meth at JCCC By Marione Martin Felony charges have been filed against two men after a visitor allegedly passed contraband to an offender at James Crabtree Correctional Center in Helena. According to court records, on March 28 at 2:56 p.m. Correctional Officer Jennifer Matsko and Correctional Security Manager Ray Schmidt were monitoring cameras in the visitation room at the prison. The officers observed Brandon Shelly reach into the front of his pants and remove a small black object which appeared to be wrapped in electrical tape and place it in a chip bag. The officers then watched offender Lawaun Shivers take the chip bag, remove the bundle and place it inside his rectum. The exchange was captured on video. Officers immediately ended the visit and strip-searched offender Shivers. However, they were unable to locate the item during the strip search. Because they were unable to retrieve the item, Shelly was not held. Shivers was placed in a holding cell. At approximately 10:36 p.m. Shivers notified an officer he was ready to use the restroom. Shivers removed the bundle wrapped in electrical tape and gave it to the officer. The bundle was found to contain approximately three ounces of a white crystal powder. It field tested positive for methamphetamine. The contraband was weighed, tagged and logged into evidence. Lawaun David Shivers, 39, of Helena has been charged with aggravated trafficking of illegal drugs, a felony. A warrant has been issued for Brandon Scott Shelly, 36, of Moore who has been charged with aggravated trafficking of illegal drugs, a felony.

Ringwood man charged with sexual battery By Marione Martin A Ringwood man is facing two felony charges for allegedly sexually assaulting a 16-year-old. Scott Jason Pike, 42, of Ringwood is charged with two felony counts of sexual battery in Alfalfa County. According to court documents, Pike had been in a dating relationship with the 16-year-old’s mother. The girl said Pike was at her residence the evening of March 31, and he told her to lie down. He then removed his jeans and lay down on the bed. She said he started touching

her under her clothing. She said she told him to stop and she needed to leave. She said he grabbed her and forced her back on the bed. Then she was able to leave. The girl’s mother said she was told about the incident early the next morning. The girl’s parents contacted the Alfalfa County Sheriff’s Office. Sheriff Rick Wallace then contacted Oklahoma State Bureau of Investigation Special Agent Chris Ray. On April 1, Ray was present when the 16-year-old made a recorded telephone call to Pike and questioned him as to

why he had touched her the previous night. According to the affidavit, in that call Pike admitted what he had done was “stupid,” and he was sorry for doing this. Agent Ray then interviewed Pike on April 1 who wrote a statement saying in part, “I am a grown person and know better.” Bond was set at $50,000, and Pike bonded out on April 4. His next court appearance is May 4 at 9:30 a.m. Each count of felony sexual battery is punishable by imprisonment for zero to ten years.

Two arrested on drug and endangering a child charges in Medicine Lodge, Kansas By Yvonne Miller Medicine Lodge, Kansas, Police Chief Nick Krug confirmed the arrest of two Medicine Lodge men on drug charges. Chief Krug said that last Sunday night (April 10) at 12:04 p.m., the Medicine Lodge Police Department, with the assistance of the Barber County Sheriff’s Office and Kiowa Police Department, executed a search warrant in the 500

block of South Cherry Street in Medicine Lodge. One of the men arrested was Alan Michael Brown, age 28 of Medicine Lodge. He was taken into custody on charges of possession of a controlled substance with intent to distribute; possession of drug paraphernalia for distribution and endangering a child. Strobel, age 23 of Medicine Lodge, on charges of possession of a controlled substance with intent to distribute, criminal use of weapons and endangering a child. Tuesday afternoon Chief Krug told the Newsgram that both suspects remain in jail with bond set at $30,000 each. Krug confirmed there is no connection between this arrest and the drug bust in Kiowa last weekend although three of the arrested have the last name of Brown. Chief Krug said, “A person arrested or charged with a crime is presumed innocent until proven guilty in a court of law.” Questions may be directed to the Barber County Attorney’s Office.

Oklahoma prosecutors allege abuse before boy's disappearance By Daniel C. Houston SEMINOLE, Okla. (AP) — Prosecutors allege an Oklahoma couple arrested in connection with the disappearance of their 9-year-old nephew a decade ago beat the boy and his older brother while serving as their foster parents, according to an affidavit filed Tuesday. The two appeared in court earlier Tuesday, and Judge George Butner ordered them to return to court next week.
