If you have a computer you may want to read this By Lynn L. Martin If you are sitting at your computer and a big red or black screen pops up, perhaps with an FBI logo as a big graphic, and the message reads, “Your computer has been infected with a virus. Don’t do anything until you call us at 800-xxx-xxxx. We can help fix it.” This is called “Ransomware.” Wikipedia defines it as follows: “Ransomware is a type of malware that restricts access to a computer system that it infects in some way, and demands that the user pay a ransom to the operators of the malware to remove the restriction.” Paula, at the newspaper, while attempting to build ads for this Newsgram issue, was stopped in her tracks Tuesday morning by a Ransomware screen. THE IMPORTANT NEXT STEP is to NOT click on anything on the screen, or even the X in the upper right corner to try to close it. These Ransomware screens happen to me about once a month. I have successfully avoided the damage they carry by immediately hitting the power button or unplugging the computer from the electrical outlet. Yes, you may lose whatever
document or picture you’re working on by shutting down without saving, but that is a far better option than paying several hundred dollars to a Ransomware company. I asked a couple of local computer experts about their opinions: Brodie Schmidt at SPI and Randy Barrett at Radio Shack. Brodie agreed my power-down approach was good because some of these Ransomware creators REVERSE the meaning of the buttons on your screen. So if you hit NO or CLOSE you are reallying hitting YES or PROCEED. If you hit the normal Window closing X in the upper right corner, it may be reprogrammed to EXECUTE or at the very least give you a warning screen right in the top center of your monitor that reads, “Are you sure you want to exit this screem?” Then those buttons in the new box typically don’t do what the choices say. Both Barrett and Schmidt said this increases the need for computer backups on a daily basis. This is because some forms of ransomware systematically encrypt files on the system’s hard drive using a large key that may be technologically infeasible to breach without paying the ransom, while some may simply lock the system and display messages intended to coax the user into paying. Ramsonware payloads vary, with the
simplest simply displaying a fake warning notice. Such scareware-based ransomware display notices imitate those issued by companies or law enforcement agencies and falsely claim that the system has been used for illegal activities, or contains illegal content such as pornography and pirated software or media. Some ransomware payloads imitate product activation notices, falsely claiming that a computer’s installation is counterfeit or requires re-activation. A second type of payload is in the form of an application designed to lock or restrict the system until payment is made, typically by setting the Windows Shell to itself, or even modifying the master boot record and/or partition table to prevent the operating system from booting until it is repaired. The most sophisticated payloads encrypt files, with many using strong encryption to encrypt the victim’s files in such a way that only the malware author has the needed decryption key. Payment is generally always the goal, and the victim is coerced into paying to remove the ransomware, either by supplying a program that can decrypt the files, or by sending an unlock code that undoes the payload’s changes. A key element in making ransomware work for the attacker is a convenient untraceable payment system. A range of such payment methods have been used, including wire transfer, premium-rate text messages, online payment voucher service such as Ukash or Paysafecard and, most recently, the digital currency Bitcoin. Defenses Most traditional anti-virus programs fail at detecting Ransomware because the warning screen popping up may be merely a jpg or gif file. It’s only when you RESPOND to that screen that an executable program is launched. By that time, the horse is out of the barn and it is a little late for anti-virus programs to respond. Schmidt said from Windows 7 on forward, Microsoft offers a “Shadow Copy” feature, however it is turned OFF by de-

South Barber seeks accompanist, hears transportation and grounds update, audit report PTO and FCCLA helping with the Tortured Souls Haunted House at Attica By Yvonne Miller The South Barber Board of Education wrapped up a somewhat brief agenda in about an hour at its October meeting Monday night. They met at 5:30 p.m. instead of 6 p.m. so they could attended the FFA Work Auction at the high school. FFA Advisor Kyle Jacobs told the Newsgram Tuesday morning that preliminary figures show they raised about $25,000 at the sale. Board president Steve Allen called the meeting to order with the following members present: Melissa Simpson, Mark Pollock, Mariah Doherty, Deb Helrich and Dooli Rugg. Michael Anderson was absent. Superintendent Dr. Andi Williams sat at the board table as did clerk Julie Johnson. Longtime school accompanist Donita Ragan submitted her resignation, which the board accepted. Williams said she is advertising for the position. CPA Randy Ford presented South Barber’s annual audit report. He presented a good audit and suggested only a few minor corrections. He complimented clerk Johnson for being

“great to work with” and said she often provides him with information before he even requests it. Superintendent Williams recognized board member Helfrich with a certificate for acquiring at least 25 Leadership Academy Points. This is through the Kansas Association of School Boards (KASB) Leadership Academy, which encourages school board members and superintendents to seek continuing education to help them become better district leaders. Helfrich is a longtime board member who has received this honor many times as she attends school board trainings each year to gain the latest information to bring back to South Barber. At the request of Superintendent Williams, Keith Rathgeber, who is director of transportation and grounds at South Barber, gave an update. Williams said Rathgeber will give reports quarterly to the board, as will technology director Luke MacKinney. Rathgeber said the district currently has 19 vehicles and one big route bus is in need of replacement. He is checking into a van with Bogner Chevrolet and also is looking at lawn mowers. The director said they’ve signed a contract with Terminex for treatment at the school, especially the ag building. Williams told the board as a new
superintendent she is to have two evaluations by board members this school year that are due Nov. 13 and April 1, 2016. They will conduct the first evaluation at the Nov. 9 board meeting. More Board Action Board members reviewed KASB policy updates (first reads) including: emergency safety interventions, graduation requirements, financial literacy, enrollment and disruptive acts at school or school activities. The board approved the following KASB policy updates: complaints of discrimination for staff, sexual harassment for staff, racial and disability harassment for staff, weapons, complaints for students, racial and disability harassment for students and complaints. The board considered and approved current bills totaling $288,209.70. Last month the board discussed what they thought was an offer to install an ATM at the high school. Instead the proposal was for a credit/debit card reader/point of sale. Williams said administrators will discuss before a decision is reached. The board held a five minute executive session to discuss personnel with no action taken upon return to open session. Williams reported from the recent board retreat that the overall points were: student, teacher and board development and also community service. Rugg asked about what is to be done with the remaining funds in the Kansas Association for Youth (KAYS) account, now that organization is no longer active at South Barber High School (SBHS). Principal Brent Shaffer for grades 7-12 said that money is not to be touched as that service organization could come back if they get a sponsor. Obituary BETTY L. SWEENEY Betty L. Sweeney passed away October 10, 2015, in Wichita, Kansas, surrounded by her loved ones. Betty was born on Mother’s Day May 9, 1926, to James Presley and Harriet Christina (Bixler) Sweeney. She was raised on the Sweeney family homestead three quarters of a mile east of Dacoma, Oklahoma, and attended grade school and high school, graduating in 1944. Betty attended Northwestern College in Alva. Betty worked during harvest
as bookkeeper at the Feuquay Elevator in Dacoma and served as Dacoma’s postmaster for nine years, retiring in 1976. She lived on the farm until 1988 at which time she bought a house in Dacoma. Betty loved to garden and always had a beautiful yard and flowers. She moved to Kansas in 2007 and devoted her time and love to family. She was preceded in death by her father, James; mother, Harriet; infant brother, Edward; and loving sister, Mary Morse of Wichita, Kansas, and
countless aunts and uncles. She leaves to mourn: two nieces, Donna (Michael) Hansford of Wichita, Kansas, and Mitzi (Art) O’Neal of Potwin, Kansas; two grandnieces, Andrea (Jeff) Bullok and Amy (David) Marsh, both of Wichita, Kansas; and four great grand-nephews/nieces, Lincoln Marsh, Lauren Bullok, Hannah Bullok and Anthony Marsh. Private graveside services were held at Resthaven Gardens of Memory, Oct. 13, 2015.
Woods County native announces for state representative House Speaker Hickman term limited Dr. Carl Newton, Cherokee optometrist, announced this week he will be a Republican candidate for the Oklahoma House of Representatives District 58 seat that will be open in 2016 due to Speaker of the House Jeff Hickman reaching his term limits. The seat covers the northeast half of Woodward County, along with all of Woods, Major and Alfalfa counties. “I’ve had the opportunity to see the positive difference that Speaker Hickman has made in just 12 years,” said Newton,

I grew up here, and then raised my family and built my career here.” Born and raised in Waynoka, Newton attended school in Mooreland and Waynoka, working with his family on their farm and at their ranch. Graduating from Waynoka High School in 1974, he went on to Oklahoma Baptist University,
then completed his bachelor’s degree at Oklahoma State University. He earned a doctor of optometry degree from Northeastern State University in Tahlequah in 1983. Jacque, Newton’s wife of 37 years, is a Mooreland native. They also run an agri-tourism business, Gloss Mountain Outfitters, on their third-generation family ranch located near Bouse Junction. The

Waynoka school board agrees to look into parent’s complaint By Stacy Sanborn A special school board meeting was held in Waynoka a week ago with all members present with the exception of Board Clerk Andy Ferguson. The regular board meeting had been scheduled for Monday but was moved to Wednesday, which made it a special meeting. After the determination of a quorum and roll call, a visitor stood to air her grievances on an alleged incident involving her daughter and a practical joke. Because of meeting laws, specifics such as names of people allegedly involved could not be legally revealed. As per meeting policy, a response from the board could not be given at that time. The commentator was asked to write a statement so the incident could be looked into. Estimate of Needs Delay The board continued on to approve the consent agenda, with Superintendent Loren Tackett adding that he did not have the school’s estimate of needs and that several schools were in the same position. Auditors were placing blame with the state department. The delay supposedly is caused by new coding procedures. Tackett said at some point, another special meeting will have to be called to get that estimate approved once it comes in.
“Luckily we did our preliminary estimate of needs in the summer and that’s what we’re actually being able to pay off of and we’re not even close to using that amount of money, so it’s not a problem that way, but it’s a problem with the state department thinking I should have my stuff handed in and I don’t have it.” Tackett said he will continue to work with the auditors to monitor that situation. Wrecked SUV Insurance In his report regarding the school district’s wrecked Suburban, Tackett said the insurance company declared the vehicle totaled with its worth priced at $10,450. He said he checked the Kelley Blue Book and the amount it showed was really close to that figure. Board member Don Blaylock asked if there was a plan to replace the vehicle. The superintendent said he thought about having a discussion at a later time about putting that money back, and maybe trading in the ag pickup some time in the spring. He went on to say he and principal Michael Meriwether picked up the activity bus and took it to Tulsa to finally get the wrap put on. Tackett then mentioned that a child nutrition audit will be done by the state department and also that enrollment was approximately 261 students, a number that is lower than
last year’s. Future projects include work on a parking lot and painting at the elementary school. Other than that, he said everything looks good. Principal’s Report Principal Meriwether gave his report next, saying he was impressed by the activity bus and believes it will be a great asset to the students. He said the kids were doing what they needed to be doing in the classrooms. He said he received the school’s preliminary report card, and though he couldn’t say the result, he said it was good. The next agenda item to take action on was the annual election resolution for the 2015-2016 school year and call for election, which was approved. The board also voted on setting the board of education election to fill office 1 on Tuesday, Feb. 9, 2016, from 7 a.m. to 7 p.m.. That item was approved as well. Livestock Barn Bid On accepting sealed bids for the construction of a new livestock barn, the superintendent said the first proposal received was well over the monetary threshold amount that they could accept sealed bids on. He said it wasn’t a very detailed proposal and was sent back, requesting more details and description of what they were actually bidding on. Besides that proposal, another entity is in the ring wanting to place a bid. The barn is proposed to be 30 feet by 120 feet with 18 pens but no show ring or restrooms. It will probably be placed north of the existing building, with the 120-foot side going east and west. The board voted to approve the solicitation of sealed bids. Before the meeting adjourned, the board voted to approve a fundraiser request by the band/vocal group.

By Stacy Sanborn The Freedom school board held its monthly regular meeting Monday night with all members present. The group took a few minutes to look over and approve the consent agenda. Superintendent Danny McCuiston took the floor with his report and started talking numbers. • District revenues are remaining consistent, running just slightly ahead of fiscal year (FY) 2014 and significantly behind FY2015 collections. McCuiston said he believed the most important factor is the consistency of their revenue collections and the lack of volatility. Without the volatility, management decisions become much more reliable and budgeting projections are more accurate. In reference to the district estimate of needs: • General Fund (GF) balances show $435,142.74 on June 30 with $538,000 in GF monies invested, giving a GF balance of $973,142.74. There were $40,354.39 in GF liabilities on this date giving the GF a cash fund balance of $932,788.35 (carryover). Last year the carryover was $804,451.35, an increase of $128,337. • Building Fund (BF) balances show a cash fund balance of $123,805.61, with $28,000 in BF monies invested, giving the BF a cash fund balance of
$143,425.25 (carryover). Last year the carryover was $76,100.93, an increase of $67,324.32. • Child Nutrition held a carryover balance of $1,141.03 on June 30. • The total valuation for the district at $23,696,580 and 0.00 mills on the Sinking Fund. FY2015 valuation was $18,344,193, for an increase in valuation of $5,352,387 in district valuation. Principal’s Report Principal Brett Hill had a long report. He said preliminary A-F report card grades are in. They are nowhere near where they want them to be, and he, along with the staff, are very disappointed and are working to get everyone where they need to be for this year’s tests. The elementary school is a C+ and a D for the high school. He said there were several factors working against them this year, and they would work diligently to identify issues and areas they can fix and, in his words, says they “are working towards aggressively addressing those areas so that we are ready to go by the second week of April.” Hill included some information about the updated basketball schedule, and mentioned Freedom and Billings high schools will participate in a tournament the first week back from Christmas break.
Hill said he was invited to sit on State Superintendent Joy Hoffmeister’s Principal Advisory Council last week. This opportunity allowed principals from across the state to discuss their challenges and concerns with her, and they are going to turn in suggestions on worthwhile causes for the state department of education to try to tackle. A couple of notes Hill had written in his report about staff: • Mrs. Williams has started and is working with a robotics team there at the school. They will be competing in a presentation contest on Oct. 30. • Mrs. Williams and Ms. Woodward are now a part of the OCCT Science Program, working with the state department on the new science standards and the new tests that will be coming out next year. • Mrs. Leiter is working with several grade levels on the OETA Ready to Learn Program. • He (Hill) has been asked to participate in a National Institute of School Leadership training program at the state department from November 2015 to December 2016. Hoffmeister chose a few principals from Oklahoma to be a part of the program. • Recently Mrs. Badley and Mrs. Weber nominated fifth- and seventhgrade students from the 2014-2015 school year for a national youth leadership program. Seven students were honored at the last Focus Assembly. • Some members of the local FFA chapter had their pictures taken and placed in the Progressive Farmer magazine this past month. He asked if anyone had copies of the magazine, if they would send a copy to the school for potential scrapbooking purposes. The board then approved the FY2016 District Estimate of Needs, and approved the Annual Election Resolution, calling for an election to be submitted to the voters to select a candidate for Freedom School Board Position 1. With no new business, the meeting adjourned.

Corrections cadets graduate in Alva By Stacy Sanborn After six weeks of physical training and mental preparation, 15 cadets graduated Friday to become uniformed corrections officers. They will venture on to start their new careers at Bill Johnson Correctional Center (BJCC) in Alva, James Crabtree Correctional Center (JCCC) in Helena or William S. Key Correctional Center (WSKCC) in Fort Supply. Andrea Jordan, northwest region training specialist, kicked off the ceremony held at Northwest Technology Center by welcoming the family, friends and panel to the graduation of Class 083115. She then gave the floor to class speaker John Stinson. In his speech, Stinson emphasized the importance of teamwork, even giving an
illustration of a closed fist to show how strong the team had become together. “We achieved this by being a team. We are now a family, and a part of a bigger family at the department of corrections,” he said. Stinson presented a plaque of appreciation to Jordan for her dedication and outstanding service. After accepting the plaque, Jordan introduced Lewis Hubble, a former department of corrections (DOC) employee at JCCC. Hubble worked for the facility for 21 years and helped implement the veterans program. The program brought volunteer veterans in from the community to assist offenders in their transition from incarceration back into society.

Hubble began his speech by saying, “One of the first things I learned as a DOC employee was that you have to listen. God gave us two ears so we’d listen twice as much as we talk; you can’t learn while you’re talking.” He went on to share some words of wisdom: work hard, persevere and watch your attitude, because success depends on it. Treat others as you want to be treated,

Kiowa City Council hires new administrator By Yvonne Miller At a special meeting Oct. 1, Kiowa’s City Council directed Mayor Brandon Farney to negotiate a contract with Lou Leone as the new city administrator. At the regular October council meeting Monday night, council members accepted the mayor’s appointment of Leone as city administrator. Mayor Farney said Leone is from Colorado and will move to Kiowa later in November with his family, which includes two school age children. The remainder of the Kiowa City Council October meeting will run in the Newsgram next Wednesday.

RawHyde 1st Annual Golf Tournament to provide student scholarships By Yvonne Miller You say the name RawHyde in the Kiowa, Kansas, and Burlington, Oklahoma, area and everyone knows to whom you are referring: Robert Hyde. The gentle giant was loved by about everyone who knew him. He died unexpectedly and way too soon in a vehicle wreck one night in February 2013 at the age of 53. RawHyde left behind his wife, Marci, and daughter, Bayli, who is now in high school at Burlington where they reside. Marci continues to work for the city where her husband was city manager. His mother, Tommie Hyde, still resides in Kiowa where he grew up and graduated from high school. RawHyde may be gone, but is certainly not forgotten. His friend Aaron Smith of Burlington told Marci he wanted to have an event in memory of Hyde that would also benefit students because his friend was such a supporter of youth. “Robert knew all the kids. He was always there to pat kids on the back and give them a kind word of encouragement,” Smith said. He contacted Hyde’s friends Brock Thurman at Kiowa and Jeff Black of Hardtner – the three organized a golf tournament at Turkey Creek in Hennessey where Hyde “loved to golf,” Marci said. The men named the tournament the RawHyde Open. Fifteen teams participated and there were 36 hole sponsors. “We had a great turnout. I’m excited about it,” Smith said. “We thought Hyde would be honored we were doing this in memory of him. “This is just a way to further him – he had such an impact on the community.” The money raised is starting a scholarship fund to award a scholarship to a Burlington High School and Kiowa’s South Barber High School senior each year. Marci said after expenses (such as prizes, rental of Turkey Creek, etc.) the first RawHyde Open raised about $5,000 to establish a scholarship fund. Smith said they will determine later the amount of the first scholarships and the requirements for applicants. Marci said that her husband also “loved” to golf at Nebraska and Shangri La. “He was known for using his railer to eagle the Mickey Mantle hole at Shangri La at least three times.” This weekend of the tournament Hyde’s railer was retired and will be used as a trophy for the RawHyde Open.

“Wow – what a day!” Marci said of the first RawHyde Open. She thanked everyone who helped coordinate, support and play in the tournament. “Robert would be so happy that scholarships will be given in his name.” She said it means so much that the guys are keeping his memory alive. “I’m just thankful people remember the fun person Robert was, how much he was loved and liked giving back to others,” she said.

helping with the Tortured Souls Haunted House at Attica for the first time this year. Tortured Souls was named the No. 1 haunted house in Kansas, she said. It’s in an old building at 114 North Main in Attica. It’s open this Friday, Oct. 16, and Saturday, Oct. 17, from 8 p.m. to midnight or until all are sufficiently scared to death. It’s open the same hours Oct. 23, 24 and 30. “This is definitely for older kids and adults,” Bodemann said. “The history of the building is scary itself. During the plague it was the mortuary. The old chute is still there where they threw the bodies. The building itself is unique – you feel like you’re not alone. I don’t know how else to say it.” Bodemann said the haunted house is a combined effort of the City of Attica, Mike Loreg of Attica who is ambulance director, and this year South Barber’s PTO. The SBHS Family, Community and Careers Leadership Organization (FCCLA) community service group is also helping with the project. “I’m so proud of our PTO officers and husbands and other volunteers who are helping – it’s truly a labor of love,” Bodemann said. The group has spent multiple hours the last six weeks helping

Groups from Kansas City have come to experience this building of terror. Tickets are $15 to enter, if you dare. Principals Report on Student Achievements and Upcoming Events Pre-K - 6th grade Principal Marcia Cantrell said they had 96 percent attendance at parent/teacher conferences. Principal Shaffer said the junior and senior high PT conference attendance rate was about 50 percent. Principal Cantrell listed numerous professional development trainings and conferences she and staff will attend. She updated the board on the Leadership Team’s On-Watch progress. Each teacher has a list of prioritized indicators for which they are responsible. The team collaborates with teachers on the progress. Cantrell told the board she appreciates the efforts of retired elementary teachers Jim and Jill Jacobs. They are paying for a pool party at the Northwestern Oklahoma State University Wellness Center to reward fourth- through sixthgrade accelerated readers who reach their reading goals.
Principal Shaffer said they plan to have their annual Veteran’s Day program at the high school the morning of Nov. 11 with the exact time determined later. The high school dismisses at 1 p.m. Oct. 19. A crisis prevention speaker will address the school at 8 a.m., Oct. 20. The end of the first nine weeks is Friday, Oct. 23 and school dismisses at 1 p.m. The SBHS Chieftains football team is 5-1 and plays at Caldwell Friday. Their last home game is against Pretty Prairie on Oct. 23, which is Parent’s Night. The SBHS volleyball team is 18-7. The girls have a league tournament Saturday and sub-state begins Oct. 24. Tennis wrapped up last week as South Barber hosted the regional tournament. Shaffer thanked the coaches, staff and community volunteers who made the event run smoothly. Doubles partners and sisters Savannah and Sabrina Hughbanks were one win away from going to state. Playing No. 1 singles sophomore Kacee Hostetler won a regional match for this young team. The South Barber Junior High (SBJH) Tornadoes football team is 5-1. The SBJH volleyball team is 6-5. Junior high basketball practice begins Oct. 26 in preparation for the Cherokee Tournament on Nov. 9. In FFA news Savannah Hughbanks and Katie Holcomb tied for fourth at the Greenhand Conference. At least seven members of the FFA chapter leave for the National FFA Convention in Louisville, Kentucky, Oct. 27. October 10, 2015 12:13 a.m. Domestic disturbance in Helena, respondent advised that her daughter contacted her and her daughter’s boyfriend is fighting with her and won’t leave her alone, daughter went into another room to get away from him, respondent is concerned because there are two small children in the house, advised officer. 2:19 a.m. Intoxicated driver, respondent advised of suspected drunk driver 3 miles west of Carmen heading east on State Highway 45, notified OHP. 11:14 a.m. Vehicle fire, respondent reported a tractor on fire 2 miles north 1 mile west of Jet in the middle of a field, Jet Fire Department advised and en route. 11:27 a.m. Information, respondent stated that he found a sign for County Road 600 and Carter, notified county commissioner for that district. 4:25 p.m. Fair, deputy busy at Aline Fair. 5:41 p.m. Information, respondent advised individual was in person’s yard in Jet, advised deputy.
7:39 p.m. Livestock at large, respondent advised that individual has cattle out in the road 2 ½ miles east of U.S. Highway 64 on Crystal Road, called and left message, owner called saying he was going to put cattle in. 7:44 p.m. Struck deer, respondent hit a deer on State Highway 38 and Harmon, they are OK, they live in Stillwater, truck is drivable. 9:43 p.m. Assault, several officers and deputies advised, person came into sheriff’s office to talk to deputy. October 11, 2015 11:55 a.m. Information, Kingfisher County called to give info on a person of interest that had warrants out in their county, the male was supposed to be on the run towards Great Salt Plains Lake, supposedly his ex-wife had a cabin out there, they said there were drugs and a firearm in the vehicle, gave description of vehicle, subject had a juvenile and girlfriend with him, was spotted in Major County, child had been located, working on details of location, Garfield County is sending a deputy, advised subject is in Nescatunga. 12:05 p.m. Information, respondent reported ex-boyfriend was harassing and threatening her on the phone, he sent several texts threatening harm, advised deputy of situation, deputy en route to Carmen for report. 12:37 p.m. Traffic, officer with vehicle, ran information on female, record/wanted check on male came back positive with warrant, female was cleared of record/wanted check but had suspended license, car was to be towed by Alva wrecker, officer with prisoner in custody x1 female and x1 black male. 6:01 p.m. Four-wheelers in Jet, respondent advised were running stop signs and driving recklessly, another call stated they are racing up and down alleys not stopping at stop signs, deputy advised and en route, deputy gave verbal warning to individuals, keep him advised if anything else comes up. 9:31 p.m. Livestock at large, respondent advised that cattle out between county road 740 and 750 on State Highway 11, called three possible owners. October 12, 2015 7:22 a.m. Livestock at large, respondent advised three head of cattle in the ditch area on State Highway 8 and Comanche Road, called two possible owners.

The Office of Management and Enterprise Services reported Tuesday that collections to the state's General Revenue Fund in September were about 1 percent below the estimate upon which the current year's budget is based. State budget writers build a 5-percent "cushion" to cover any shortfall between collections and the estimate. And while the 1 percent shortfall for the first quarter won't trigger any cuts, Finance Secretary Preston Doerflinger warns "the road ahead will be rockier."
