Declarations of candidacy

Candidates for the board of education in Alfalfa County school districts may file declarations of candidacy beginning at 8 a.m. Monday, Dec. 2. Kelly Stein, secretary of the Alfalfa County Election Board, said the filing period ends at 5 p.m. Wednesday, Dec. 4. The board of education positions at stake will be filled at the annual school election scheduled for Feb. 11, 2014. If no candidate receives more than 50 percent of the total votes cast in this election, the two candidates receiving the highest number of votes will meet in an election on Tuesday, April 1, 2014. Man enters wrong house in Cherokee By Marione Martin A man has been charged with breaking into a Cherokee residence and public intoxication. Michael G. Shores, 50, no address listed, has been charged in Alfalfa County with public intoxication as well as breaking and entering, both misdemeanors. According to documents in the case, on Nov. 14 about 2:20 a.m. Cherokee Police Officer Michael Dods was sent to the residence of Jack Myers. Dods met Myers who said someone had broken into his residence. He said he fled the residence to call the police from his

mother’s home. Myers accompanied Dods to his residence on South Oklahoma where the front door was open. Myers stayed in the patrol vehicle while Dods entered the house. He saw a man lying on his back in what appeared to be the dining room. Dods approached and told the man to roll over on his stomach. The man raised his head asking “What are you doing in my house?” Dods explained it was not his house and he had no business being there. He again ordered him to roll over on his stomach and place his hands behind his back.

Dods stated the man’s speech was very slurred as they spoke and he was unable to sit up so he could roll over on his stomach. As Dods approached he saw what appeared to be vomit around the area of his feet; it smelled of alcohol and was reddish in color. Dods assisted the man in rolling over, placed his hands behind his back and handcuffed him. The man, Michael Shores, kept asking how he had gotten into this house. Dods had to lift Shores to his feet so they could walk to the patrol vehicle. Shores was taken to the Alfalfa County Jail.

Woman arrested for drug possession By Marione Martin An Alfalfa County deputy went to a Carmen residence on a report of possible underage drinking and found a different problem. According to documents on file, on Nov. 8 Alfalfa County Deputy Sheriff Blake Trekell was contacted by someone about possible underage drinking at a residence in Carmen. He located the residence and one of the pickups described. He walked to the front door and could hear several people talking inside. He smelled around the frame of the door and could smell an odor of marijuana

coming from inside. Trekell knocked on the door and it was answered by someone he recognized. He asked permission to step inside and talk to him and was given permission. Trekell recognized two more of the four individuals in the residence. Inside the house, Trekell stated, the odor of marijuana was overwhelming. Trekell explained the odor was strong and that he would obtain a search warrant for the entire residence if someone didn’t come forward and explain why he smelled marijuana.

Tina Owens produced a baggie of approximately eight grams of a green leafy substance that appeared and smelled like marijuana. Asked who it belonged to, Owens said it was hers. Trekell placed Owens in handcuffs and searched the immediate area around where she was seated on the couch. Where she had been sitting, under the coat she had been sitting on, was a clear plastic container with rolling papers and a metallic pipe used to smoke marijuana as well as a pointed metal device to scrape the residue from inside the pipe. Owens was placed under arrest. Tina Ray Owens, 35, has been charged in Alfalfa County with misdemeanors of possession of controlled dangerous substance and unlawful possession of paraphernalia.

By Yvonne Miller Burlington’s board of education held its November meeting Monday with all members present, including Beth Guffy, Roger Allen, Allison Armbruster, Aaron Smith and Terry Graham. Others present were Superintendent Glen Elliott, Principal Shane Feely and minutes clerk Linda

Gordon. Superintendent Elliott reminded the board and the public that Board of Education Seat No. 4 (held by Allison Armbruster) is up for reelection. Filing dates are Dec. 2 to Dec. 4 from 8 a.m. to 5 p.m. at the Alfalfa County Courthouse. Election date is Feb. 11, 2014.

In his report the superintendent also reported that once again 100 percent of Burlington’s teachers are highly qualified as per the Oklahoma State Department of Education. He reported that Burlington’s state A-F report card yielded the high school an A- and elementary a C+. Elliott said they question the reports. House Bids The board only received one bid for the teacherage residence to be built at 205 Main St. in Burlington. That bid was for $300,189 from Boehs Construction. The item was tabled until the next meeting. Elliott said the board felt the bid is too high. Following an executive session, the board voted to reject all bids for the teacherage. At the recommendation of the architect, Elliott said they are tying the teacherage bids in with bids for the ag ed shop and band/safe room. The deadline for those bids was Nov. 21. The board extended the deadline to Tuesday, Nov. 26, at 2 p.m. Board Action The following items received board approval: the 2013-14 general fund budget; a resolution calling on the Oklahoma Legislature to create a special funding situation for pension liability in the State of Oklahoma; correct an unauthorized expenditure from the previous year, 201213, with payment from the building fund of $12,000 to the general fund; purchase of a three-horsepower cabinet saw for the industrial education shop to be purchased from Sawstop; the October activity report; and board meeting dates for 2014. The board approved encumbrances, change orders and warrants from the general, building and child nutrition funds. After discussing the school-owned property at 302 Fourth Street, the board tabled any further discussion or action until a future meeting. Following an executive session, the board discussed pursuing a contract for a tract of land that Elliott said they are not yet disclosing. The executive session was also to review the status of certified probationary personnel with no vote to be taken. The board tabled action for new floor tile for the kitchen/dining area as they did not yet have a quote.

Burlington Board seat filing date; house bid rejected

At Burlington’s Veterans Day program, Burlington alum and veteran Kristen Guffy presented an American flag she flew while serving at Forward Operating Base Gamberi, Afghanistan. A chief warrant officer 3, Guffy flew this flag in several other deployments. Principal Shane Feely said Guffy said it was very important to her to present this flag to her alma mater. Principal Feely said they have since framed the flag and placed it in Burlington’s trophy case.

South Barber Keep an eye out for honor roll – 7th odd child watchers through 12th Lynn Says

By Lynn L. Martin A couple of years ago, employees of Washington School in Alva were concerned when vehicles would park by the playground fence and the individuals in the vehicles would simply sit and stare at the children. Could be the individuals were proud grandparents enjoying watching their grandchildren. On the other hand, since the staff couldn’t identify the observers (and this is a small town where everybody generally knows everybody) it was disconcerting. Washington School diminished the problem by threading plastic slats in the chain link fence surrounding the playground in order to make child-watching difficult. The watchers disappeared. Recently, kid-watching incidents near Medford, Pond Creek and Wakita have parents and law enforcement peo-

ple on their toes. There have been three separate incidents in the past month. One was on the Grant/Garfield county line. A call came into law enforcement that what appeared to be three Hispanic males in a white pickup were photographing or videotaping images of a 13-year-old female in her family’s backyard. A second incident was reported in Wakita. The police chief said a silver/ white Dodge pickup truck was parked in an alley in town near where eight to ten young children were playing. It was reported the individuals in the truck were taking pictures of the children. At 6:12 p.m. a woman in Deer Creek reported a late model Dodge pickup truck with Hispanic-appearing occupants taking pictures of her young male son who was playing in the family’s yard. Law enforcement personnel expressed the belief that all cases were related. No suspects or vehicles were stopped in connection with these incidents. However, the Grant County sheriff, Scott Sterling, contacted all area schools and suggested they be even more vigilant in their local security measures. It was also noted in the Medford Patriot-Star, the source for this information, that no further incidents of this type have been reported in the last couple of weeks.

Alfalfa County resident charged with domestic abuse By Marione Martin An Alfalfa County resident has been arrested a second time for domestic abuse. According to documents in the case, William James Oakes, 31, of Aline was charged on Nov. 13 in Alfalfa County with domestic assault and battery by strangulation, a felony. The same charge involving Cassandra Oakes had been filed against William Oakes on Sept. 19, 2012, in Alfalfa County. On Sept. 26, 2012, Cassandra filed for divorce. She also filed protective orders against William on June 26, 2012; Sept. 18, 2012; and March 4, 2013. On Nov. 6 about 10:30 p.m. Alfalfa County Deputy Sheriff Blake Trekell was

contacted by dispatch and told a teenage boy had called saying he and his infant sister were locked in a pickup outside their residence on County Road 600. He said his stepdad was fighting and choking his mom inside the residence, and she told him to call 911 and get the sheriff. Trekell had been at the residence before so knew the location. When Trekell arrived about 10:45 p.m. he saw William Oakes carrying items out of the house to his vehicle. He asked Oakes what was going on, and he said he wasn’t going to talk and he could call another deputy if they wanted his side of the story. Trekell went inside and talked to Cassandra Oakes and her son. He saw two red marks on Cassandra’s neck. Cassandra told him she and William had been arguing, and William would not communicate with her other than by phone. She said she went and got the phone and had it in the living room with her and the baby on the couch. She said William came in and tried to get the phone from her. It was between the couch cushions. She said she was holding their 5 ½ week old infant in her arms when William came in the living room and started trying to get the phone.

She put the infant on the couch next to her and started hollering for her son to come get the baby. She said William had pinned her down to the couch with his hand around her throat. She said she grabbed his shirt and pulled, trying to make him move, and she ripped it off him. Cassandra wrote a statement about the events and stated she wanted him arrested. Her son also wrote a statement saying he heard things being thrown around and he heard his mother holler for him to get the baby and lock themselves in the pickup and call 911. He stated he saw William holding his mother on the floor by her throat when he went into the room. Trekell went to his patrol vehicle where he had seated William and asked if he wanted to talk. William said he and Cassandra had been arguing verbally and she had taken his phone. He said he went to grab his phone and pushed her back by placing his hand against her neck. He said it dawned on him where his hand was, and he removed it because he remembered he got arrested last time for putting his hand around her neck. Trekell asked if he thought Cassandra would have marks on her neck, and William said she probably would. Trekell asked where the infant was when the struggle occurred, and he said it was on the couch next to Cassandra, admitting that the infant was nearby but never that Cassandra had it in her arms. Trekell arrested Oakes and took him to the Alfalfa County Jail.

Verna Berneice Tucker, daughter of the late Vernon Cecil and Dot Marie (McKitrick) Merryman, was born Feb. 11, 1923, at home on Seventh Street in Kiowa, Kan., and entered into heaven Nov. 16, 2013, at Kiowa Hospital District Manor at the age of 90 years, 9 months and 5 days. Verna graduated from Kiowa High School with the class of 1941. After graduation she worked in the office at Kiowa High School before moving to Wichita, Kan., and working in the secretarial pool at Boeing. Cecil Ivan Tucker Jr. and Verna were united in marriage on April 16, 1944, at the home of her parents in Kiowa. They resided in several different farmhouses south of Kiowa and rental properties in Kiowa before building their home in 1962. Verna was a housewife and a partner in Tucker businesses. She was a member of the Kiowa United Methodist Church. She enjoyed playing in numerous card clubs, her membership in several garden clubs, singing in quartets and teaching kindergarten Sunday school. Her hobbies included painting, knitting, crocheting, needle work, traveling, reading and doing crosswords. She always looked forward to hosting family holiday meals, playing with her grandchildren, and later on her great grandchildren. Besides her parents, she was preceded in death by her in-laws, Cecil and Edna Tucker, Sr.; her brothers, Vernon Leroy (Genieve) and John Merryman; her sisters, Liberty Bell (Francis) Gardner and Bessie Merryman; her son-inlaw, Bruce Bryan; and her brother-inlaw, Dale Tucker. Verna is survived by her husband, Cecil Tucker, Jr. of Kiowa; her sistersin-law, Marie Tucker of Kiowa and Betty Merryman of Topeka, Kan.; her daughter, Cynthia Bryan of Kiowa; her son, Mark Tucker and wife Karen of Burlington; her grandchildren, Lacey

Obituaries PAUL EUGENE “GENE” CHELF Funeral services for Paul Eugene Chelf will be at 11 a.m. Thursday, Nov. 21, at the Waynoka First Baptist Church with Rev. David Shaw officiating. Interment will be in the Waynoka Municipal Cemetery under the direction of Marshall Funeral Home of Waynoka. Paul Eugene Chelf, son of the late Alonzo Thomas and Ora Armilda (Rhodes) Chelf, was born March 30, 1923, at Canadian, Texas, and passed away Nov. 18, 2013, at Woodward at the age of 90 years, 7 months and 18 days. Gene graduated from Waynoka High School in 1942. He served in the United States Marine Corps from June 1943 through October 1945 during World War II. He served in the Pacific area, including action at Vella La Vella, Choiseul Island and Iwo Jima, where he was injured. He also participated in the occupation of Japan and the consolidation of the Solomon Islands. On May 20, 1944, he was united in marriage to Leatrice Joy Haltom in San Diego, Calif. After his tour of duty, he worked for the ice plant at Waynoka, loading box cars with ice. Later he worked for Amerada Petroleum Company until 1972. During those years they lived in 18 states throughout the central part of the United States. Gene was chief driller for the company. In 1972, they moved to Alva and he began working for Robert R. Brown building houses. Missing the oil field, he went to work for Ed Hodgden until his retirement. Gene was a member of the First Baptist Church, the Elks Lodge for over 45 years, the Moose Lodge and the Alva Lake Club. He enjoyed spending time with his kids, grandchildren, great grandchildren, family and friends. He liked to fish and hunt, make things for his wife’s hobbies and crafts, and playing all kinds of card games. Besides his parents, Gene is preceded in death by two sisters, Georgie Smith and Alice Baumann, and a brother, Earl Chelf. Gene is survived by his wife Lea of Woodward; two children, Estel “Shook-

RUBY RUTH RUCKER MEDICINE LODGE, Kan. – Ruby Ruby Ruth Rucker, 97, died Thursday, Nov. 14, at Medicine Lodge Memorial Hospital in Medicine Lodge, Kan. She was born March 1, 1916, in Forest City, Kan., the daughter of Nute and Elizabeth (Root) Martin. She was baptized in the Christian Church. On July 10, 1935, she married Lee Rucker at Anthony, Kan. He preceded her in death on Dec. 23, 1986. She is survived by three sons, Gary (Emmajo), Medicine Lodge, Kan.; Don (Barbara) and David (Mary), both of Sharon, Kan.; ten grandchildren, 27 great grandchildren and 17 great great grandchildren. She was preceded in death by her husband, her parents, six brothers – Earl, Oscar, Pete, Mitchell, James and Wayne – and a grandson, Link Rucker. Funeral services were held at 10:30 a.m. Monday, Nov. 18, at the First Christian Church in Medicine Lodge with Pastor Tom Walters presiding. Budget okayed, police praised at Kiowa City Council meeting; Christmas vendor event By Yvonne Miller The Kiowa City Council held a budget hearing before going into regular session of their November meeting last Monday night. Mayor Brandon Farney presided over the meeting with all members present including Bill Watson, R.L. Simpson, Russel Molz, Tom Wells and Mark Lambert. City Administrator Nathan Law, City Attorney Laurel McClellan and city office staff Lynette Callison (in the absence of clerk Marlo Rugg) also sat at the table. Budget Amendments No members of the public commented at the public hearing for a 2013 budget amendment. Law said making two amendments is necessary as two city funds are over budget. One of those is the water fund. The increase is from $185,992 to $257,709. This is an increase of $71,717 or 38.56 percent. The reason for the overage is the cost of a new employee, project costs and unforeseen expenses. However, 2012 carryover and 2013 revenue were higher than expected for a total of $82,424. That covers the cost of the increased 2013 expenditures. The other overage is in the refuse fund due to costs of trash truck repairs and higher-than-anticipated landfill costs based on volume. The overage is $8,807 or 6.48 percent. Again, 2012 carryover and additional 2013 revenue total $44,225, so will cover the additional expenditures. The council approved the budget amendments. Police Chief Update Police Chief Steven Johnson said he has someone interested in volunteering

in the reserve officer program. That officer will go through the police academy. Johnson said it will take roughly $2,500 to equip the officer. Before implementing the program, McClellan advised to have a policy in place. The chief said, “We’ve been busy,” noting that traffic stops increased the previous month, which he said was mainly oilfield traffic speeding. Giving statistics, Johnson said the police department had 43 cases in 2010, 54 cases in 2012, and over 100 cases so far in 2013. Johnson spearheaded a project to buy 69 bicycle helmets for youngsters with local churches contributing. Then they held a bike rodeo for the kids. “We’re looking at more projects and training,” Johnson said. The council approved Johnson selecting a vehicle to replace the police department’s old Crown Victoria car at a cost not to exceed $18,000. Later in the meeting, Councilman Wells and attorney McClellan commented on the good work of the Kiowa Police Department. Other councilmembers expressed agreement. Council Action and Issues The annual renewal with Data Technologies, Inc., received council approval. The cost was $4,206.25. This is for license and support renewal related to Summit software. This allows the city to continue using the current billing and report software. Paid from the general fund, the renewal is $161.78 more than last year. Law will attend the Kansas Association of City Managers Conference in Emporia Dec. 4-6. The council approved paying expenses estimated at $488.36.

The council adopted Resolution No. 259 to update city fees and rates. Some of the changes include increasing the utility disconnect fee from $10 to $20, creating a $10 fence permit, and removing a demolition permit. The resolution was adopted with changes 3-1. Lambert did not vote as he didn’t hear the discussion since he arrived late at the meeting due to watching his daughter at the VFW veterans’ dinner. Removal of dead trees in city right of ways is ultimately the city’s responsibility. Law said a citizen recently requested removal of a tree in one of those right of ways. City crews can’t respond immediately to such requests because of other ongoing projects. Because of these restrictions, the city hired KD Tree Service to cut down the tree, haul and burn it at a cost of $550. That didn’t include grinding the stump. Law estimates that is one of the smaller trees that needs to be removed. Law said if city crews would have done the tree removal, the cost would have been about $350 for two employees’ wages and benefits. Law wants Kiowa’s Tree Board to identify dead or dying trees that need to be removed from city right of ways. Then city crews will remove the trees as quickly as is reasonable. Consideration of Flex Spending Accounts (FSA)/Cafeteria options for employees was on the agenda. The council agreed to have Empower of Wichita, which provides third party administration for FSA, health savings accounts and health reimbursement accounts, come and speak to city employees before making a decision. To address concerns of the Kansas Department of Health and Environment (KDHE), city sewer lagoon improvements with rip-rap started in early 2013. An estimated $13,248 of work is still needed. The council tabled the issue until a future meeting. The council discussed the chlorine room at the city water well house. Get to know Samantha Smith selected as the Waynoka an OSU Senior of Significance FFA vicepresident By Colton Budy Josiah Darr is the 2013-2014 vicepresident for the Waynoka FFA chapter. He is the son of Travis and Sonya Darr. He has two sisters, Sarah and Hannah, and one brother, Matt. Some of his hobbies are riding his four-wheeler, training horses with his dad, hunting and fishing. Other school activities he participates in are football, basketball, FCCLA, and FCA. After high school he plans to attend college at OSU. Josiah has been a member of FFA for three years. He has been active in showing goats, livestock judging, the food science team and ag mechanics projects. Some of his goals for this year are to get more involvement and participation in the FFA activities.

The Seniors of Significance Award recognizes students who have excelled in scholarship, leadership and service to campus and community and have brought distinction to OSU. Samantha Smith is the daughter of Mark and Cara Smith and Jana Smith. During her time at OSU, Smith was named a national winner in the Agricultural Communicators of Tomorrow writ-

ing and photography divisions. Prosecutor: Okla. officer ‘crossed line’ in death

violations and had remained focused on him after Scott was released from jail, District Attorney David Prater told jurors during opening statements in Harrison’s trial for first-degree manslaughter. “It was something other than professional. It became personal,” Prater said. “Randy Harrison seemed obsessed with Dane Scott Jr. A police officer crossed the line.” But defense attorney Doug Friesen said Harrison’s use of deadly force was justified by Scott’s actions before he was shot in the back on March 14, 2012. “Dane Scott is dead as the result of the choices that Dane Scott made,” Friesen said. “(Harrison) could not have done anything other than what he did do and not violate his oath.” A police affidavit says Harrison was trying to arrest Scott after a car chase and took a handgun from the teen. As Scott ran away, Harrison fired four times, with the fourth shot striking Scott in the back. The affidavit says Scott was unarmed and posed no threat of death or great bodily harm. Harrison faces a minimum of four years and a maximum of life in prison if convicted of manslaughter. After Harrison was charged last year, his attorney had said prosecutors’ decision was made in part to prevent the kind of racial discord that erupted after high-profile shootings in Florida and Tulsa. Scott was black; Harrison is white. Scott was shot a few weeks after the death of Trayvon Martin, the black teen who was unarmed when he was shot in Florida by a neighborhood watch volunteer. And Harrison was charged within weeks of the arrests of two white

men accused of fatally shooting three black people in Tulsa during a shooting spree that investigators described as racially motivated. The prosecutor told jurors Tuesday that evidence will show that Harrison had contact with Scott before the shooting. Scott had a background with drugs, including his arrest by Harrison while allegedly selling drugs near Del City High School in 2011. According to police, Scott had previous convictions in juvenile court on misdemeanor drug charges and a pending felony case of drug possession with intent to distribute. Court papers indicate Harrison also saw Scott allegedly selling marijuana from his home. Scott allegedly was selling drugs to a passenger in his car before the pursuit that led to the shooting, according to court records. The chase began when police tried to stop a vehicle for a traffic violation. The car, which had three occupants including Scott, fled and collided with a tractortrailer in Oklahoma City.

As Prince Charming, senior Daniel Jones shines as brightly as the gold in his crown. Playing a few other fairy tale characters, Daniel’s naturally funny personality emerged. Senior Remington Grasz is a natural onstage whether she’s a princess or other zany character. Sophomore Nicole Blick gives a performance as comical as her Rapunzel costume. These students and all the cast members of “Brothers Grimm Spectaculathon” from South Barber’s drama class are to be commended on getting out of their comfort zones and having a blast onstage to bring this fairy tale parody to the community. Senior Jasmine Fitzwater obviously has fun playing the hunched-over, over-stuffed, forgetful grandmama, who, if I’m not mistaken, was the beautiful Cinderella as a girl. This is just one of the zany scenarios in the South Barber High School drama department’s presentation of “Brothers Grimm Spectaculathon,” directed by teacher Meagan Masters. The play is a parody of fairy tales with crazy twists and turns. A scene-stealer in any of the characters she played, Caitlin is a natural to the stage, just like her father Gary Jacobs who is always a favorite with Border Line Theatre crowds. Ghaemi selected as Campus Kudos winner

Ashton Ghaemi, service learning coordinator and social work secretary at Northwestern Oklahoma State University, has been selected by the staff council as the recipient of the 2013 fall semester Campus Kudos Award. Rachel Stewart, event coordinator and staff council chair-elect, presented Ghaemi with the award. Ghaemi’s nomination submission said, “Ashton is very dedicated and committed to Northwestern and does excellent work.” Campus Kudos is a public acknowledgment created by the Northwestern Staff Council that applauds the efforts of eligible staff members who have displayed an act of kindness above their job responsibilities. This award is presented towards the end of each semester, including the summer term.
