Guns are here to stay By Lynn L. Martin (This was written by David Deming, an OU professor, and published in a magazine called “The Oklahoma Constitution.”) The mere fact that many people are now armed is a powerful deterrent to crime. The Oklahoma Second Amendment Association created a bit of a brouhaha recently when they sued the City of Norman over a gun ban at Norman's annual Music Festival. Not surprisingly, the judge issued a restraining order against the city. What was surprising were reactions on social media to both the lawsuit and the realization that people might be carrying guns at the Festival. A segment of our population seems to be unaware that guns are now commonplace in Oklahoma. In 1996, Oklahoma joined a long list of states that have passed “shall issue” laws, which mandate the issuance of carry permits for law-abiding citizens. Today, the vast majority of states have adopted similar laws with spectacular success. More than 11 million adults in the U.S. have permits to carry guns. In five states, no permit is required. As of 2014, more than 190,000 people in Oklahoma have gun permits, or about seven percent of the adult population. Wherever you go,

you're likely to be surrounded by people carrying concealed weapons. Gun sales in the U.S. have doubled over the last 10 years. While both the possession and carrying of weapons has become more common, the violent crime rate in the U.S. has dropped by 50 percent in the last 20 years. This simple fact ought to give pause to anyone who reflexively associates guns with crime. Some opinions on firearms continue to be based more on fear and ignorance than facts and reason. A common viewpoint I often see expressed is that no one needs a gun, and therefore a person who carries one is irrational and dangerous. Nonsense. We're all at risk, in every place and at every time. The beheading of a woman at a Moore food processing plant last September should have illustrated this point. A gun is usually the most effective means of self-defense. The mere fact that many people are now armed is a powerful deterrent to crime. Armed robberies, carjackings and muggings have become very dangerous activities! It's perplexing that some people continue to think that putting up a sign that reads “no guns allowed” will magically protect them from a criminal or a deranged person intent on committing mayhem. Over and over again, we have seen mass murder committed in socalled “gun free” zones where the only people who don't have guns are those who would have used them to save lives. history, the Virginia Tech massacre of 2007, occurred in a “gun free” zone. Yet the higher education lobby in Oklahoma continues to stubbornly and irrationally resist policies that would let people defend themselves on college campuses. Seven states allow qualified people to carry weapons on campus. One wonders why the people of Oklahoma are less trustworthy than those of other states? Let's remember something else. The debate has never been about whether we're going to have guns or not. The debate has always been about who's going to have them: the government, or both the government and the people. All the people who want to take your guns away, from Barack Obama to Michael Bloomberg to Hillary Clinton, are themselves constantly surrounded by armed guards. They're not giving up their guns, and neither should you. Molon labe. (Editor's note – Those two words are Greek, meaning “come and get it” – a classical expression of defiance.) For those who still want more restrictive gun laws, I would encourage you to consider the example of Venezuela. In 2012, Venezuela banned the sale of all guns to anyone but the military and the police. They now have the second highest homicide rate in the world. Murders per capita in this gun-free paradise are more than 10 times higher than in the U.S. More guns in the hands of responsible people means less crime, not more. Dr. Deming is professor of arts and sciences at the University of Oklahoma, and the author of “Black and White: Politically Incorrect Essays on Politics, Culture, Science, Religion, Energy and Environment.”

South Barber’s budget awaits ‘extraordinary need’ outcome

$94,000 check presented for playground safety surface By Yvonne Miller The South Barber Board of Education met for their August meeting Monday evening, talking finances to determine mill levy, approving playground safety surface, hiring a cook, approving volleyball coaches and more. Board President Steve Allen presided over the meeting with all members present, including Mariah Doherty, Deb Helfrich, Dooli Rugg, Melissa Simpson, Mark Pollock and Mike Anderson. Superintendent Andi Williams and Board Clerk Julie Johnson also sat at the table. Superintendent Williams Updates on School Finance Barber County's valuation dropped near $50 million due to a decline in oil and gas revenue from last year to this year (from $105 million to $62 million). Because of the decrease, USD 255 is down $277,000. Superintendent Williams said because of this “extraordinary need,” she filed an extraordinary need application with the State of Kansas. She said approximately 40 other school districts did the same. Of those 40, Williams said about half of the schools are applying because of significant drops in their county valuations. The other half are applying because of either

significant increases or decreases in enrollment. She said the “Block Grant” keeps state funding level, thereby not accommodating increased or decreased enrollment. Superintendents from these districts will meet with Gov. Sam Brownback Aug. 24 to see if they can recoup some of their loss. Williams said if USD 255 receives the $277,000 they lost, the school district's mill levy will remain at 6.0. If USD 255 does not get the money, the mill levy will increase to 10.0. When she returns from Topeka, Williams will plug in the correct figures and have the budget published Aug. 26. The school board will hold their public budget hearing at their next regular monthly meeting Sept. 14 at 6 p.m. Playground Safety Surfacing Approved Representing Project Playground, Krista Pollock and Deb Hitchcock presented a check to the school board for $94,763.24 to pay for the BounceBack playground safety surfacing material that's been discussed at the last several board meetings. The surface is a shockabsorbing resilient rubber tile that is ADA accessible. The women said the funding came from several sources: the committee's

eight years of fundraising, Chieftain Oil, The General Store and the South Barber Recreation Commission. The school board accepted the gift. The new surface is supposed to be installed sometime this fall. Monty Thompson Foundation Board Rep Named Representing the Monty Thompson Continuing Education Foundation, Mike Miller told the board they need to name a replacement for a representative from the school board on the foundation, as Dana Roark finished her board service. Melissa Simpson volunteered and board members unanimously approved her as the representative. While Miller had the floor, he thanked the board of education and entire South Barber staff “for their tireless efforts to ensure each student's needs are met.” As a substitute teacher and volunteer helper in sporting activities, Miller said he sees their efforts first-hand. He encouraged board members to be active in the school beyond extra-curricular activities. He suggest board members drop by the school for lunch or any daily activity, “not as a parent, but as a board member.” South Barber Board Business Following a series of 10 to 15 minute executive sessions, the board approved one item only, which was approving $1,740 for central office and board clerk Julie Johnson who missed vacation days during the superintendent hiring process. An elementary cook was hired as a replacement for Mary Rhodes. She is Tammy Angell. The board approved high school teacher Tim Carey as head junior high volleyball coach and Angelia Cunningham as his assistant. As it's legally required for the board to review and adopt changes to GAOE (worker's compensation), they did. The high school football field facilities were approved for use Sept, 12 and 26, and Oct. 10. Superintendent Williams presented

Serving warrant leads to more charges By Marione Martin When officers executed a felony warrant in Alfalfa County, they found items at the scene leading to further charges. According to court documents, on Aug. 6, Woods County Undersheriff Keith Dale notified Brandon Powell of the Oklahoma Bureau of Narcotics that Traven Tisdale of Carmen had an active felony warrant in Woods County. A copy of the warrant was faxed to the Alfalfa County Sheriff’s Office. Powell along with Task Force Officer Jeramy Rogers, Deputy Gary Mast and Deputy Loren Nusser traveled to Tisdale’s residence in Carmen. The door was answered by Tisdale’s mother, Angela Kutzer, who confirmed Tisdale was at home and yelled for him. When Tisdale walked to the living room, Powell told him about the warrant for his arrest and handcuffed him. Powell saw that Tisdale was moving around and attempting to remove a black bag from his shorts pocket. Powell took possession of the bag. Inside he found four capped hypodermic syringes and a metal spoon with a crystalline residue. The residue field tested positive for

methamphetamine. Tisdale was booked into the Alfalfa County Jail for possession of controlled dangerous substance (CDS) within 1,000 feet of a daycare, possession of drug paraphernalia and the Woods County warrant. He was arrested at 215 N. Grand in Carmen which is approximately 328 feet from the Country Kids Day Care. On April 15, 2013, in Woods County Tisdale was convicted of unlawful possession of marijuana with intent to distribute, a felony, and sentenced to a term of five years deferred sentence under the delayed sentencing program for young adults, inpatient treatment, court costs, assessments, and D.A. supervision fee. On Aug. 6, Traven Michael Tisdale, 22, Carmen, was charged with felony possession of CDS (controlled danger substance) within 1,000 feet of a school or park. He was also charged with a misdemeanor of unlawful possession of paraphernalia. Felony possession of CDS within 1,000 feet of a school or park is punishable by imprisonment up to two to ten years.

Obituary DARCIA JO SNYDER Darcia Jo Snyder passed away August 9, 2015, at home in Wichita, Kansas. Darcia was born in Alva, Oklahoma, on April 23, 1956, the daughter of Joy and Irene Mercer McMullen. Visitation will be from 6-8 p.m. on Thursday, August 13, and the funeral service will be held at 10 a.m. on Friday, August 14, at the Broadway Mortuary, 1147 S. Broadway, Wichita, Kansas. Burial will follow in Kansas Veterans Cemetery, 1208 N. College, Winfield, Kansas, at 2 p.m. Darcia was preceded in death by her parents. She is survived by her husband, Kenneth; sons, Chad, Joe and Zachery; daughter, Emily; brother, Gary McMullen; 13 grandchildren and numerous other family and friends. Freedom schools already in session By Amanda Galindo All members were present for the Aug. 10 Freedom School Board meeting. These included Shane Morris, Joe Jessup, Lynn Bolar, Cindy Reed and Concha Herrera. The first thing the board did was review the minutes of the July 13 meeting, and then take a look at activity fund expenditures and encumbrances. One item on the list created some controversy. It was a 47-inch podium by Woodstock Designs for $4,500. Superintendent Danny McCuiston said it is handmade of solid wood and has the school logo carved in it. He acknowledged it is a REALLY nice price, but it will last for years and years. Shane Morris said, “But that's a LOT of money for a podium!” McCuiston answered, “It will have the school seal and the school emblem carved in it.” “That's still a lot of money for a podium,” said Morris. “A lot!” When time came to vote on paying the bills all members voted to pay the bills. Shane Morris voted to pay all the bills except Item 70, which was the podium. Superintendent's Report Superintendent McCuiston said the fiscal year ended with a general fund balance of $932,031.48. The building fund had a carry over of $146,309.04. The child nutrition fund ended up with a balance of 1141.03. McCuiston said, 'When the auditor comes back we're going to sit down with three of us in the room, and make sure we know how to do this correctly. We're

probably going to bring the child nutrition fund into the general fund. This is because each year the general fund has been loaning $25,000 to keep it operational. So if we have a carry over of $1141.03 that means we actually loaned them approximately $23,800. A lot of districts are doing this from their general fund, and that is probably what we'll switch to in the next few months. We will still have to track it separately,” he said. The superintendent apologized for not having numbers to report on local revenue collections, but he said the figures were not posted as of 6:45 p.m. before the meeting. He predicted it probably be posted on the 13th of August. Air Conditioning Problems McCuiston said that when everyone arrived at school Monday morning, two air-conditioning units were down. The cafeteria was down and the one in the offices was down. The repair guy arrived around noon and found the cafeteria system's charge was low. So he added four pounds and it is working fine and cooling now. Regarding the office unit, the fan was burned out on top of the unit. He replaced that and it is working fine now. Since school has started at Freedom, McCuiston was able to report an increase of two students. “So we're holding steady with a slight increase,” he said. Rodeo week will be this week, and school will dismiss for that, so it will be a short week with classes dismissed on Thursday and Friday. A lot of Freedom students will be involved in rodeo activ-

ities. Principal's Report Principal Brett Hill bragged that the district has increased its teacher experience level by hiring Cynthia Leiter from the Bridge Creek Public Schools. She has fifteen years of teaching experience and is Freedom's first National Board Certified Teacher. Another new teacher is Bretta Woodard. She is an alumnus of the Freedom and also brings about 15 years of teaching experience. He said that Woodard is gearing up to get and finish her master's degree starting this year. Hill said, “So we lost six years of teaching experience and replaced it with almost 30 years of experience.' He noted that the senior class will be conducting a concession stand at the Freedom Rodeo and also at the nightly street dance afterwards. He said this will give them a good start in collecting funds for their senior trip. Principal Hill also mentioned that the FFA is currently doing their annual Blue and Gold and Fresh Country fundraisers. Additionally, the annual Red Bluff Classic will be on Saturday of this week at the rodeo grounds. The start time is likely to be 8 a.m. with two grand prizes for the first place male and female winners of the 5K. The annual Freedom Booster Club Golf Scramble is scheduled to take place Saturday, Sept. 12 in Coldwater, Kansas. Basketball Schedule The basketball schedule is substantially in place. The furthest game will be at Hardesty (135 miles). The district has added Taloga back to the schedule for a home and away series as they are coming back with junior and high school sports this year after a nearly five year downturn. The high school has the same number of games as last year and the junior high has four more games. The elementary has three more games and two festivals like last year. The Freedom Festival is set for this year. The school will be hosting Waynoka, Taloga and Hillsdale on Jan. 30. In other agenda items, discussion of the student handbooks and the dress codes, the board decided no leggings will be permitted as pants/jeans. Also, vapor cigarettes are treated the same as tobacco products.

Russel Bradt named 2015 Freedom ‘Old Cowhand’ 78th annual Freedom PRCA Rodeo & "Old Cowhand Reunion" By Annie Towns Freedom, Oklahoma, is a quiet little town with hometown charm and western store fronts that echo the nostalgia of the community’s history. The town is nestled just north of the Cimarron River with its majestic red bluffs and sandy river bottom which Nathan Boone, the youngest son of Daniel Boone, explored and wrote fondly about in his journal. Boone also explored and wrote about the surrounding area with its hills, caverns and canyons displaying natural allure and majestic beauty. If you've ever been to this area, you can understand why some people refer to it as “God's country.” The hills, canyons, red bluff and river all have stories and secrets to tell of a different time and place – a time etched into the history of the red dirt bluffs that create this unique piece of Oklahoma's scenic landscape. Freedom has been the site of the Old Cowhand Reunion and Rodeo since 1938. In 1937, 125 invitations were sent out to the “old cowhands” and their wives of the area to get together for a real chuck wagon feed and to swap stories. A tradition began in 1938 when this group of men collaborated to plan an event known as a rodeo. It was an event for the young men in the area to test their skills against the calves, steers and each other. Having no previous rodeo experience and being under 21 years of age were the entry rules. Those most often referred to as founders of the Freedom Junior Rodeo were W.R.

Russel Bradt, 2015 Freedom Old Cowhand “Brad” Shaull, Frank Kamas and Rudy Eden. Old Cowhand Every year since 1956 an “old cowhand” has been chosen to be honored at the chuck wagon feed and rodeo. The first to receive the honor was a woman, Lucy Snapp. The special recognition has

become a highlight of the dinner and rodeo. Russel Bradt has been chosen as the honored “old cowhand” for 2015. Bradt was born in April of 1932 west of Freedom to Everet and Cuba Bradt. He attended Plainview Country School

Stolen pickup located by cellphone signal By Marione Martin A cellphone signal helped law enforcement pinpoint the location of a stolen vehicle in Alfalfa County last Tuesday, Aug. 4. The 2013 Chevrolet Silverado had been stolen from a construction site in Major County. It was described as white with a “Surveys Inc.” logo on the door and a green pinstripe on the side. Undersheriff Ream of Major County contacted Alfalfa County Sheriff Rick Wallace about 3:25 p.m. to report the theft. He said they were pinging a cellphone in the vehicle that showed it traveling east on Highway 64/11 through Ingersoll. The phone belonged to Joel Smith, Surveys Inc. crew chief. Sheriff Wallace, Undersheriff Glen Oister, Deputy Loren Nusser, officers from the Oklahoma Bureau of Narcotics and Highway Patrol troopers began looking for the vehicle. They located it on an oilfield site approximately a quarter of a mile west of County Road 650 on State Highway 11. The site was clearly posted with “no trespassing” signs. The pickup had been abandoned with the amber strobe light still running. It contained personal items of the members of the work crew and equipment belonging to Surveys Inc. Officers found a pile of dirty clothing scattered

near the vehicle. In the pile was a pair of dirty brown shorts that matched the description of clothing the suspect had been wearing when he was last seen. The officers expanded their search but did not find the suspect. Deputy Dillin Munholland arrived with his K-9 and began a search with the dog. Multiple warnings and orders were issued over a loudspeaker telling the suspect to come and give himself up. According to court papers, Deputy Nusser was coming up to the intersection of State Highway 11 and County Road 650 when he saw a piece of orange clothing in the tall grass next to the intersection. He saw the clothing move so got out of his car and ordered the suspect out of the grass three times. The suspect came out and Nusser handcuffed him, taking him back to the other officers. The suspect, identified as Norman Fehr, was wearing an orange T-shirt with the Surveys Inc. logo on it, a pair of jeans and a pair of black rubber boots. Joel Smith of Surveys Inc. was

called. When he arrived on the scene, he identified the clothing Fehr was wearing as his personal property and company property. Smith also said he had left his wallet in the pickup and that there was money missing. He said he had approximately $80 in the wallet. Officers searched Fehr and found $47, which was returned to Smith. Smith said to his knowledge, Fehr had never been an employee of Surveys Inc. The pickup and personal property were released to Smith at 4:36 p.m. Fehr was taken to the Alfalfa County Jail. Norman Fehr, 44, Enid, has been charged with unauthorized use of a motor vehicle and knowingly concealing stolen property, both felonies. The vehicle charge carries a penalty of a fine of $500 to $5,000 or imprisonment for one to five years. The stolen property charge is punishable by imprisonment in the state penitentiary not to exceed five years, or in the county jail not to exceed one year, or by a fine not to exceed $500 or by both fine and imprisonment.

2015 Cherokee FFA Officer Retreat By Bethany Lancaster The Cherokee FFA Officer Team just returned from their annual officer retreat. Officers include president Grant Wilber, vice president Cole DeWitt, secretary Hunter Jordan, reporter Bethany Lancaster, treasurer Sydney Wyatt and sentinel Jarrett James. The officer team spent three days and two

nights on Grand Lake in Ketchum. The first day the officers spent touring the Pensacola Dam and the Grand River Dam Authority (GRDA) Eco center with the Fairview Officer Team. That evening they celebrated the 75th anniversary of the Pensacola Dam and GRDA by listening to Gov. Mary Fallin talk about the dam and GRDA They also got the

opportunity to meet the governor. The next day was spent planning a program of activities for the upcoming school year and enjoying the lake. There was also a bonding session of preparing a meal together. The last day was spent touring the Tulsa Boys' Home. This was a very moving experience and we got to meet some of the residents and played a game of basketball and kick ball with some of the boys. The retreat was a great way to end the summer and get ready to start the school year.

Whether children walk, ride their bicycle or take the bus to school, it is extremely important that they take proper safety precautions. Here are some tips to make sure your child safely travels to school. Walking to school Review your family’s walking safety rules. Walk on the sidewalk, if one is available. When on a street with no sidewalk, walk facing the traffic. Before you cross the street, stop and look all ways to see if cars are coming. Never dart out in front of a parked car. Practice walking to school with your child. Riding a bicycle to school Make sure your child always wears his helmet when leaving the house. Teach your children the rules of the road they need to know to ride their bicycles. Ride on the right side of the road and in a single file. Come to a complete stop before crossing the street. Riding the bus to school Go to the bus stop with your child to teach them the proper way to get on and off the bus. Make sure your children stand six feet away from the curb. If your child and you need to cross the street in front of the bus, walk on the side of the road until you are at least 12 feet ahead of the bus. You always should be able to see the bus driver, and the bus driver always should be able to see you.

School Safety

Many school-related injuries are completely preventable. Follow these steps to ensure your child’s safety at school. Preventing backpack-related injuries Chose a backpack for your child carefully. It should have ergonomically designed features to enhance safety and comfort. Don’t overstuff a backpack; it should weigh no more than 10 to 20 percent of your child’s body weight. For example, a child that weighs 60 pounds should carry a backpack no heavier than 12 pounds. Ask your children to use both straps when wearing their backpack to evenly distribute the weight. Preventing playground-related injuries Encourage your child only to use playgrounds with a soft surface. Avoid playgrounds with concrete, grass and dirt surfaces, as they are too hard. Children under the age of four should not use climbing equipment and watch older children when they’re climbing. Do not let your children use monkey bars. They are unsafe and should not be used by children of any age.

Overloaded backpacks used by children have received a lot of attention from parents, doctors, school administrators and the media in the past several years. The U.S. Consumer Product Safety Commission estimates there are more than 7,300 backpack-related injuries annually treated by hospitals and doctors. Injuries include bruises, sprains and strains to the back and shoulder and fractures.

The American Academy of Pediatrics recommends that a child's backpack should weigh no more than 10 to 20 percent of the child's body weight. This figure may vary, however, depending on the child's body strength and fitness.

Tips for safe backpack use Lighten the load A heavy backpack forces the wearer to bend forward. Choose to carry only those items that are required for the day. Each night remove articles that can be left at home. When organizing the contents of the backpack, distribute the weight evenly. Place the heaviest items on the bottom to keep the weight off of the shoulders and maintain better posture. Wear both straps Use of one strap shifts the weight to one side, causing muscle spasms and lower back pain. This is true even with one-strap backpacks that cross the body. By wearing two shoulder straps, the weight of the backpack is better distributed and it will help a child’s posture.

Wear the backpack over the strongest midback muscles The size of the backpack should match the size of the child. It is also important to pay close attention to the way the backpack is positioned on the back. The backpack should rest evenly in the middle of the back. Shoulder straps should be adjusted to allow the child to put on and take off the backpack without difficulty and allow free movement of the arms. Make sure that the straps are not too loose and that the backpack does not extend below the low back. Use proper lifting techniques Bend at the knees and use your legs to lift the backpack, placing one shoulder strap on at a time.

Tips for selecting a backpack Choose ergonomically designed features that enhance safety and comfort. A padded back reduces pressure on the back, shoulders and under arm regions, and enhance comfort. Hip and chest belts transfer some of the backpack weight from the back and shoulders to the hips and torso. Multiple compartments better distribute the weight in the backpack, keep items secure, and ease access to the contents. Look for compression straps on the sides or bottom of the backpack. Tighten side straps to stabilize the articles and compress the contents so that the items are as close to the back as possible. Reflective material enhances visibility of the child to drivers at night.

through the eighth grade. He then attended Freedom High School where he graduated in 1950. Throughout high school, Bradt enjoyed playing baseball and, of course, riding horses. The ranching lifestyle seemed to be in Bradt's blood, as he grew up on the Sharp Ranch working alongside his father Everet. They moved to the Sharp Ranch when Bradt was five years old. Bradt enjoyed working with his father and older brother. They tended to many chores on the ranch and milked cows. Bradt told about a memory he had from when he was a young man. He said he and the Thompson boys, after having milked some cows one day, decided to saddle up the cows and try to ride them. He said this was quite the spectacle to witness indeed. With gentle and modest humor in his voice, Bradt noted that the cows weren't too interested in giving milk the next day. In 1951, Bradt married his high school sweetheart, Carla Jo Ferguson. He and Carla had three children together – two sons and a daughter. His favorite part of his marriage to Carla was raising his family. Bradt spent two years serving his country. He was stationed at March Air Force Base in Riverside, California, and

was discharged in November of 1954. He then came back to Freedom but there was a drought. During the drought he ranched with his brother and brother-in-law in South Dakota for two and a half years. In June of 1957, Bradt and his family moved to the Woolfolk Ranch located west of Freedom across the Cimarron River where he served as the ranch foreman for 56 years. In 1977 Bradt married Donna Austin and gained two step-daughters. Bradt enjoyed working for four generations of the family on the ranch and has been blessed thus far to see the birth of the sixth generation. Bradt retired from the ranch the first part of the year in 2014. He and his family lived on the ranch for many years. Eighteen years ago, Bradt moved to Woodward, but he continued to work on the ranch and commuted the 34 miles back and forth. Asked to describe his fondest memories as foreman on the ranch, Bradt spoke about the last horse he rode on the ranch, his quarter horse Skeeter. Freedom’s 2015 Old Cowhand is a genuine cowboy. During his entire time on the ranch, Bradt rode horses to check cattle, never transitioning as many do to riding four-wheel all-terrain vehicles. He said they typically ran about 350

head of Black Angus cattle on the ranch. His job was to feed and check the cattle. In the spring he had to ensure that about 50 head of first calf heifers delivered their babies. He said with a smile in his voice that he had delivered a lot of babies, as he was on call day and night. Bradt said one of the biggest changes that made his job easier was the invention of the Bar 6 cake feeder as he didn't have to carry around 100 pound feed sacks anymore. Asked if he'd ever encountered rattlesnakes on the ranch, Bradt replied that he had but he never went looking for them. He said in the early 1970s the longest rattlesnake at the Waynoka Rattlesnake Hunt was caught on the ranch by Sonny Wagner, Lee Tremmle and Leon Howland. The rattler measured in at six feet long. Bradt also recalled a time when he was out riding at the ranch and found five rattlesnakes sunning themselves on a rock. For 30 years Bradt also worked the bucking chute at the Freedom Rodeo with Junior Walker. He said he really enjoyed working with Junior but didn't really have one specific story to share about his time working the bucking chutes that stood out among the rest, just that his time spent with his friend Junior was always good. Bradt still resides in Woodward and is enjoying his retirement. He attends the Assembly of God church in Woodward where he's attended for 20 years. He said he attended the Assembly of God church in Buffalo for many years when he was still working on the ranch.

The school's private vehicle mileage reimbursement rate was rescinded from the previous meeting and approved at the corrected rate of 57 cents per mile. Last month the school board approved proposed changes to the student handbook except for the one by Principal Shaffer requesting no bright colored hair allowed at school (like orange, green, purple, blue, etc.) Superintendent Williams said she checked with the Kansas Association of School Boards (KASB) on the issue. The KASB said they would not support a ban on allowing students the right to put those bright colors in their hair. The KASB said they currently have a case in court regarding this issue. leadership team for the on-watch status has two meetings per month and then meets with teachers. They are gearing for a walk-through by the on-watch supervisor on Sept. 23 as the school's submission deadline is Oct. 1. Principal Cantrell told of staff members who've undergone various trainings this summer. Elementary enrollment started Monday. Preschool screening is next Tuesday, Aug. 18. The first day of school is Wednesday, Aug. 26. Principal Shaffer said enrollment concludes Wednesday. The principal said he's working hard with students on scheduling to insure they get core classes they need and music and other opportunities such as online college courses. Sports practices begin Aug. 16. Those sports are high school and junior high football and volleyball and also high school girls tennis. Shaffer said new football rules regarding hitting have changed the way players and coaches do things. “It's all about protecting kids from

concussions and other injuries,” he said.

August 7, 2015 7:22 a.m. Vandalism, respondent stated the water depot in McWillie was vandalized last night and a bunch of wire ripped out, would like someone to come out, advised deputy. 8:14 a.m. Vandalism, deputy en route to McWillie for vandalism call, made contact with respondent and advised to cancel action, call by phone to county commissioner. 9:01 a.m. Controlled burn one-half block east of the co-op. 11:16 a.m. 911 call, respondent states a brown Rottweiler has attacked her dog in Carmen, she has to take it to the vet, dog hangs out around the church, called animal control, they advised people at both house in the area claim the dog was put in house when they showed up, animal control states that by law the dog has to be vaccinated for rabies or it has to be impounded for six months or put to sleep, advised deputy, respondent advised she will go down there but will be a couple of hours before she can get there. 1:19 p.m. Dog at large, respondent stated animal control has not shown up yet in Carmen and the dog is out roaming around again, advised deputy he is en route, called animal control back and they are still two and a half hours away, informed deputy would more than likely be calling them. 7:33 p.m. Controlled burn, respondent stated there would be a controlled burn 1 mile north 2 ½ miles west of Jet, respondent said he would inform the Jet Fire Department, he is a member there. 8:07 p.m. 911 call, respondent advised that a male had threatened to commit suicide by gun, she heard gunshots and the woman and child left the house, subject has been diagnosed with PTSD and has been off meds for at least two weeks, male left residence and got on a four-wheeler and left area, respondent stayed on phone with sheriff's office until they made contact, all

Sixth, she was not seeking medical help but was considering pressing charges but was not positive about location of dog owner. August 8, 2015 1:40 a.m. Information, respondent came in to advise that his vehicle had overheated in Nash and had to leave it for the night, car is a grey Honda Civic and is parked at City Hall, respondent will pick up the car sometime tomorrow, advised Grant County, tried to call Nash but couldn't reach anyone. 8:53 a.m. Information, respondent stated there is a dog in Ingersoll that appeared tied up in a fenced area with no water, was worried because it was going to be hot, left message with animal control, respondent stated was going to keep calling and if animal control doesn't show up she will take care of it, she can't let the dog stay outside in the heat without water. 5:00 p.m. Stolen property, respondent came in to report her dog in Ingersoll had been stolen from her property, she talked to animal control to make sure it was not them, was told a white car unhooked the dog from its chain, she filled out stolen

property report and it was filed. August 9, 2015 9:59 a.m. Drug related stop being made, respondent advised of an intoxicated driver in his driveway south of Carmen, respondent approached vehicle and asked driver what he was doing, he said “just having a good time” and then left, was a young white male in a brown Ford truck, received another call stating they were checking land and the same pickup was parked on a gravel road east of location, respondent asked what driver was doing and asked if he was drunk, he said “no, I'm high and trying to have a good time,” advised deputy, advised the driver has left the area, deputy with vehicle east of Highway 8, advised to see if trooper is out, back up needed, advised OHP and trooper en route from Enid, asked if he needed quicker backup and deputy advised he will wait for trooper, deputy advised the vehicle and driver have been released to a licensed driver. 11:07 a.m. Unknown fire, respondent advised lightening struck a tank battery south of back to the west of Burlington, Cherokee 911 notified. 11:19 a.m. Livestock in roadway, respondent advised of a large black bull in middle of road on Highway 45 west, advised Woods County.
