Barber County Sheriff and Police Departments and County Attorney share at Thanksgiving – “We wanted to give back to the community,” Barber County, Kansas Sheriff Justin Rugg said. November 23, the sheriff, police chiefs, officers and the county attorney traveled throughout the county, delivering Thanksgiving food boxes to 30 families. The gift was funded through the Barber County Public Assistance Fund that is made possible by donations and generosity. By Yvonne Miller Grade School children in Barber County are in for an early Christmas present. The youth can look forward to a “Fun Day” on December 17. That’s thanks to a joint effort of the Barber County, Kansas law enforcement agencies including: The Barber County Attorney’s Office, the Barber County Sheriff’s Office, the Medicine Lodge
Police Department, and the Kiowa Police Department. Working with local school districts, the officers invite grade school students (K – 6) to their grade school gymnasium to have fun, participate in games, inflatable jump stations, win prizes, have snacks, and take home a gift bag. The fun begins in Kiowa first at South Barber Elementary School from 9:00 to 11:00a.m. The officers move to the Medicine Lodge Elementary School where the fun is from 1:00 to 3:00 p.m. Fun Day is one of several projects provided by the Barber County Public Assistance Fund. The BCPAF is administered by the Barber County Attorney and is funded solely through donations and generosities.

Ponca City Schools saddened over student’s death By Lynn L. Martin First, a portion of a new item from the PoncaCityNow website: The Ponca City Public School district is sad to report that it has confirmed the death of one of its students on Monday. The district was contacted by the Ponca City Police Department around 2 p.m. Monday afternoon to report the death of a 13-year-old female East Middle School student. “We are saddened by this loss to our school community,” Superintendent Dr. David Pennington said. “Our thoughts and prayers go out to her family and friends at this difficult time.” Facebook Comments in Ponca City Area There is considerable activity on Ponca City area Facebook saying that bullying by other kids triggered this death. (We don’t know this for sure because “accuracy” is not a gold-
standard when dealing with Facebook. LLM) On Facebook a concerned parent wrote: “This little girl was one of our 8th grade volleyball players. It is so sad and I can’t even imagine what they are going through. Her Aunt and Grandmother are also my FB friends. “Please keep this family and all the kids in your prayers. “Parents, please talk to your kids about talking to someone (anyone) if they are having problems. Also talk to your kids about being nice to others and stepping up and stopping other kids from being mean to someone. I don’t know the circumstances in this case but bullying is so often involved.” Another FB writer said: “Please talk to your baby’s! This has become a very prominent issue and it needs to be addressed as much as any other issue facing our preteens and teens. “Encourage them to talk to you. In my house, we have an open door open mind policy. Mom promises to listen and think before reacting. Our babies shouldn’t have to deal with this.” Lynn’s Comment
One reason this is top of mind for me is recently I turned my Newsgram column space over to my daughter, Marisa, who was addressing this very issue in the Ponca City schools. She said her son reporting being bullied to the principal and part of the result was her son got a three-day in-school suspension. The reaction by her and her husband was, “Such response simply sends the message to students, ‘You’re gonna get burned if you report bullying.’” When bullying is not reported, there is almost no relief for the victim. If there is no relief, then bad things can happen. I asked Alva School Superintendent Steve Parkhurst about the Alva District’s efforts and he said, “At the start of school, we have an all-staff meeting and emphasize the need to keep our eyes open for students who are being bullied. Then, after school starts, the topic is visited frequently at each of the school sites.” On a slightly different topic, all Alva sites are now on-board with the doors to be electronically locked during the day. Since the first of the year, both the AHS and AMS have been doing this, and now, all elementary schools require the push of a button to be considered for entry. Of course, during school start and school end, the doors are unlocked so the students can get to their transportation. Steve Parkhurst said on January 4, 2016, a live-drill will be conducted on how the sites handle an intruder entering their building.

Obituary JAMES HARRISON NOBLE Funeral services for James Harrison Noble will be 10 a.m. Friday, December 4, 2015, at the Alva First Baptist Church with Rev. Greg Hook and Pastor Mike Taylor officiating. Interment will be in the Alva Municipal Cemetery under the direction of Marshall Funeral Home of Alva. James Harrison Noble, son of the late William Henry and Nellie Mary (Ely) Noble, was born June 28, 1921, in Cheyenne Valley, Oklahoma, and passed away November 30, 2015, in Alva, Oklahoma, at the age of 94 years, 5 months, and 2 days. After James graduated from Cheyenne Valley High School he attended Northwestern State College where he earned his degree in education. He then served in the United States Navy during World War II, went through officer training school in Chicago, then was assigned to Landing Ship Tank 293 where he earned the rank of Lieutenant. He recently took the Flight of Honor to Washington D.C. to honor World War II veterans.
After the war, he was united in marriage to Eleanor Virginia Greer in Alva. He taught school for several years in Kansas. They later moved to Alva where he farmed and ranched NW of Alva for many years until moving to the Homestead Retirement home 5 years ago. He was a member of the Alva First Baptist Church. James served as Sunday School Supt for several years. James took pride in providing quality care of his cattle. He taught this same devotion to his grandchildren. Family gatherings often included feeding cattle, moving cattle and working cattle. The grandchildren were always invited to go feed the cattle. His farming operation include wheat production which in turn led to the wheat harvest with his sons, John and Larry and daughter, Joy being the harvest hands and truck driver. Susan and Eleanor kept the crew fed and somehow the wheat always got harvested. In his later years he harvested with the Sneary family as they helped each other. He was a past board member of the Woods County Cattlemen’s Association and the Woods County Mineral Owners Association. James took great pleasure in spending time with his children and grandchildren James was an early riser and he expected you to do the
same if you were at his house. He loved to ride horses and enjoyed playing cards and dominoes. Besides his parents, he was preceded in death by his wife, Eleanor; one son, John Noble; three brothers, William Noble, Allen Noble, and Boyd Noble; and four sisters, Mary Violet Noble, Grace Stambaugh, Rosalee Brakely, and Mildred Thompson. James is survived by one son, Larry Noble and wife, Carol, of Flower Mound, Texas; two daughters, Joy Rhodes and husband, Jim, of Fairview, and Susan Scott and husband, Danny of Alva; eight grandchildren, Lance and Meagan Rhodes, both of Fairview, Amanda Good of Annapolis, Maryland, Zachary Good of Norman, John Noble of Midland, Texas, Kayla Noble of Timor’Leste, and Sarah and Rachel Noble, both of Flower Mound, Texas; one brother, Charlie Noble of Yale; one sister, Lois Murdoch of Tyler, Texas; other relatives and friends. Memorial contributions may be made through the funeral home to the Alva First Baptist Church or the Wounded Warriors Project. Santa arrives in time to get to the Chief Theater so children can give him their Christmas list and get a picture with him starting at 2 p.m. The kiddos can go to the free movie at 3:30 while parents shop. you’ll smell a wonderful aroma wafting from Centennial Park on Main Street. Chefs hopeful to win the prize prepare and simmer homemade chili that will be served at 2 p.m. A panel of three judges will score the pots of chili and select the winner. Josh Myers of chili cook-off sponsor Prairie and Partners said the public is invited to have a bowl of chili for a small price starting at 2 p.m. They’ll also serve homemade cinnamon rolls and hot apple cider. By Leslie Nation ENID, Okla. – Despite getting the early lead against the undefeated Blue Jackets (12-0), the Cherokee Chiefs (110) met their match on Monday night at the Enid High School football field. It has been a rare thing for the Cherokee Chiefs to go three-in and three-out to end a drive with a punt, but the Coyle Blue Jackets’ defense was able to keep the Chiefs to just seven yards. Cherokee got their first scoring drive in their second possession as they started from Coyle’s 40-yard line after a poor punt from the Jackets. Coyle helped out the Chiefs’ further with an off-sides penalty to put the ball on the 35 with five yards to get a first-down. Though Cherokee’s starting running back Austin Guffy has seen plenty of success throughout the season with over 2,200 yards in rushing and 37 touchdowns, Coyle’s defense was giving Guffy little room to break free to their secondary. But Guffy finally found a hole on the 22-yard line up the middle to get the first touchdown of the game. After the failed two-point conversion attempt, the Chiefs had the early 0-6 lead. Unfortunately, after a great kickreturn from the Jackets’ special teams to put them inside the Cherokee’s nineyard line, Coyle was able to answer back with a rushing touchdown of their own from Dashaun Anderson to tie the game at 6-6 with 5:52 left in the first-quarter. After Cherokee’s offense was slowed up again on their next possession due to penalties, Coyle was able to get their first lead of the game four minutes later. A punt return from Lashay Johnson gave the Jackets great field position at Cherokee’s 27, and an easy drive to the end zone. Two plays later, Coyle’s quarterback Jared Weathers was able to run the ball into the end zone from 20-yards out. A successful two-point conversion put the Jackets ahead by 146. Cherokee was able to answer back on their next possession, but it took them nine plays and four minutes off the play clock to tie the game up again. Starting from their own 40-yard line, the
Chiefs marched down the field to end the drive in an 18-yard touchdown run from Guffy breaking up the middle. After the two-point conversion, the Chiefs were tied up with the Jackets at 14-14 with 9:06 left in the first-half. It was the Blue Jackets who had the final say of the half, however, as their next drive lasted over six minutes and 13 plays. Even after, the Jackets came close to punting the ball away on a third-down and 23-yards to go, Weathers found his tight-end Logan Noble for a 22-yard pass connection. On a fourth-and-one, Coyle was able to get the fourth-down conversion off a one-yard run from Weathers on a quarterback sneak to keep their drive alive. Nine plays later, the Jackets were able to finally get into the end zone off a seven-yard touchdown run from Anderson to lead the Chiefs 20-14 going into halftime.
Coyle Rallies To Get The Win Tragedy struck Coyle immediately in the third-quarter as Anderson fumbled the ball on the handoff and Cherokee’s Grant Wilber recovered at the 15-yard line in Coyle territory. Unfortunately for the Chiefs, their offense could only get as far as the 13-yard line before giving the ball back to the Jackets on a turnover on downs. Starting their second possession of the third quarter, Coyle struggled to get anywhere on the drive getting only as far as the 29-yard line. Kiowa Hospital Board continues physician search and negotiate for temporary coverage Hospital district in black overall at end of October; Offering 20 percent discount to pay your bill in full before end-of-year; Board compliments CEO Grismer on her first year By Yvonne Miller The Kiowa District Hospital (Healthcare) Board continues to search for a physician and is making progress. They raised manor room rates, heard that Dr. Paul Wilhelm received an honor as a “Real Doc Hollywood” and launched a website. KDH Board President Pat Myers KDH called the November meeting to order with all members present: Jim Parker, Jeff Miller, Brenna May and Chantae Simpson. CEO Margaret Grismer also sat at the board table. CFO Janell Goodno was present along with hospital personnel: Physician Assistant Melissa Stroh, Dr. Christie Leal, Director of Nurses Heidi Courson and Manor Administrator Kim Balding. Foundation President Judy Schrock also attended as did member of the public Judy Tucker. At the end of the meeting the board held an executive session for about an hour and 15 minutes. Upon return to open session the board authorized Grismer to negotiate with practitioners to provide temporary coverage during the interim period. The board also approved forming a committee consisting of Myers and Simpson. They will interview potential providers. The board also approved the monthly Risk Management/Quality Assurance report. Myers told Grismer that on her one year anniversary of becoming CEO, “We’ve been very satisfied with all you’ve done.” He said she’s “knocked out all the expectations” and taken “great leaps.” Some of her many accomplishments listed are: launching the new KDH website, placing one DON over the Hospital and Manor and encouraging the two to work together, the Manor Revitalization project, building a strong relationship with KHA, DOT physicals, first annual
KDH Health Fair, launching 340B drug program to increase revenues and implementing electronic medical records at the Manor. “We look forward to the years to come,” Myers told Grismer. KDH Finances, 20 Percent Bill Payment Incentive Goodno referred to the $543,640 Cash-on-Hand for KDH at the end October, saying, “This is the best condition we’ve been in the last three years.” She explained that cash-onhand is typically very short for Critical Access Hospitals toward the end of the year. “Due to the 2015 EHR (Electronic Health Records) incentive and Medicare cost report receivable, cash has improved,” Goodno told the Newsgram. At the end of October, the balance sheet shows the overall KDH District (hospital and manor) in the black $558,150. Currently, KDH is due $388,800 from Medicare and uncollected taxes from Barber County totaling $19,281 that will come. Gross accounts eeceivable were $797,324 which Goodno said is a “goal” to have that figure down to $500,000. The net patient accounts receivable were $474,324. The board again approved to offer the 20 percent discount to patients who pay their bill in full before the end of 2015. KDH had total operating revenue of $413,947 and total operating expenses of 494,826. This gave the hospital a loss of $80,878. Goodno noted that some one-time expenses drove costs up such as a $19,000 payment for unemployment. However tax revenue of $95,333 and also a contribution from the Friends of the Kiowa Hospital and Manor Foundation totaling $28,653 for the new van at the manor, gave the
hospital a profit of $43,126 for October. The hospital had 15 total admissions for 40 total days of acute/swingbed. Outpatient visits totaled 630 which Goodno said is the best YTD. Physical therapy visits were 138 which is one of the highest months. Treatment room totals were 66 which is the highest. Total clinic visits were 361which is about average. Year-to-date, the hospital itself is in the black $890,820. The manor had 20 residents the day of the board meeting. The manor had total operating revenue of $99,703. Total operating expenses were $127,401. This caused a loss of $27,698. The addition of $5,397, mainly tax revenue curbed the manor loss for October to $22,301. The manor’s loss YTD was $332,679 at the end of October. Board Action and Reports The anesthesia machine needs replaced. The Drager Fabius GS is the machine desired by staff and happened to be the lowest cost option. The board approved the purchase of that refurbished unit, with one year warranty, for a cost not to exceed $20,875. Balding and Grismer discussed the need to raise manor room rates with the board. Room rates at the Manor currently range from $159-169. Medicaid reimburses $172-180 and typically private pay rates are higher. Kiowa Manor’s is actually lower than the Medicaid reimbursement rates and they need to keep in line. The board agreed to raise the manor room rates $6/ day across the board. Grismer and Courson reported on the success of the first surgery with Dr. Porter. Both staff and Dr. Porter had positive feedback about the experience. Starting in January Dr. Porter will be

Survey indicates more evidence of Midwest economic slowdown
OMAHA, Neb. (AP) — The latest monthly survey of supply managers in nine Midwest and Plains states shows more evidence of a slowdown in that region's economy, according to a report released Tuesday. The overall Mid-America Business Conditions Index fell to 40.7 last month from 41.9 in October, 47.7 in September and 49.6 in August. The regional index was affected by a reduction in manufacturing activity, especially for producers linked to international markets. "Since our survey oversamples manufacturing firms, it is not surprising that our overall index has weakened significantly for states and industries heavily dependent on agriculture and energy, which are being hammered by a strong U.S. dollar,"
said Creighton University professor Ernie Goss, who oversees the survey. But he added that the weakness has yet to spill into the broader regional economy. The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests economic growth, and below 50 a decline. The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota. The regional employment gauge slumped to 41.7 in November from 42.3 in October, indicating job losses for the manufacturing sector and the sector for value-added services, which includes warehousing and utilities. lost approximately 1.1 percent of its manufacturing jobs. This pace of job loss is roughly twice that of U.S. manufacturing, which is likewise shedding jobs," Goss said. Areas heavily dependent on manufacturing are experiencing the largest losses. Economic optimism for the next six months, as captured by the November business confidence index, sank to 41.2 from 42.3 in October. "Falling agriculture and energy commodity prices, along with global economic uncertainty, pushed supply managers' expectations of future economic conditions lower for the month," Goss said. Over the past 12 months, farm products and energy prices have fallen by 13.6 percent and 22.9 percent, respectively.

2015 4-H Achievement Banquet The Annual Achievement Banquet was held Friday, Nov. 6, 7 p.m., at the Community Building in Kiowa, Kansas. Dale Hoch, Barber County 4-H Council president, was this year’s master of ceremonies. The theme was Sew It, Grow It, Show It. The Friends of 4-H Awards were presented to Bob Larson by Annamarie Siegrist of Sunny Lakers 4-H Club, and to Connie Rooks by Clay Holcomb of Cloverleaf 4-H Club. The 4-H Alumni award was presented to Gina Woods by Annamarie Siegrist of Sunny Lakers 4-H Club. The Key Award is the highest level of achievement through the State of Kansas. Members must exhibit leadership, citizenship and learning over multiple years to be eligible for this award. This year, Cade Lonker of Stampede 4-H Club won the Key Award and was also recognized for 10 years in 4-H. Also recognized were the Distinguished Camp Counselors from summer camp at Rock Springs 4-H Center. These were presented to Trenton Jahay, Cloverleaf 4-H Club; Bianca Lewis, Sunflower 4-H Club; and Taylor Paxson, Gyp Hill Pioneers 4-H Club. In addition to completing their 4-H Record Book, members may apply for County Champion in any of the projects they enrolled in for the year. This goes beyond the required record keeping. 4-H Story Winners Fifty-six 4-H members submitted a year summary 4-H Story in their Record Book. These stories were judged in two age groups: Juniors, 12 years old or younger, and Seniors, 13 years old or older, as of Jan. 1, 2014. The first-place story is also sent to the local newspapers. Junior Division – First place: Briar Bodemann, Cloverleaf 4-H Club; second place: Rhyan Marshall, Sunflower 4-H Club; and third place: Jake Corr, Stateline 4-H Club. Senior Division – First place:

Groups protest OG&E's proposed new solar tariffs OKLAHOMA CITY (AP) — Several environmental and pro-solar energy groups are protesting a proposal by the state's largest electric utility to impose new charges on customers who generate their own electricity by using solar power. Dozens protested Tuesday outside the Jim Thorpe Building in Oklahoma City where the Oklahoma Corporation Commission meets. A judge for the commission received testimony and public comments on the new "distributive tariffs" that Oklahoma Gas & Electric wants to impose on customers who install solar panels. State law allows utilities to impose such tariffs to recover the costs necessary to maintain its grid and serve customers who use solar energy. But opponents say the new tariffs will crush a fledgling industry in Oklahoma. The attorney general's public utility unit is urging the commission to reject the tariffs.

One final round of school day photos will be taken this Thursday (Dec 3) at both the Alva Middle School and the Alva High School. It will be 9 am at the AMS and 10:30 at AHS. We don’t expect to shoot more than a halfhour at each site since we are expecting only those who were absent or have recently moved into the district. Any student from any grade may show up if they missed getting a photo taken at the other sites. However we think we are complete at the elementary sites.

Dr. Wilhelm Recognized Grismer said proudly that Dr. Paul Wilhelm was honored by the National Rural Association as one of the “The Real Doc Hollywood” on National Rural Health Care Day. An article about Dr. Wilhelm was featured on a page in their publication. This is an excerpt from the article: He says the care he provides is geared towards the unique needs of the community. “I learned a lot about what it meant to be a farmer, being tied to the land and the risk that it entails. It impacts you emotionally and physically – you have to factor that in to the kind of care you provide,” Dr. Wilhelm said. Life in a rural setting means seeing patients at the hospital and the grocery store. “You want to take care of these people, but there are challenges when government regulations dictate so much about when and where services are provided.” Chief of Staff since 2006, Dr. Wilhelm has “championed the provision of outstanding care” in the clinic, emergency room, hospital and manor. “His patients cherish his attentiveness and endearing personality,” the article says. Cole Dewitt pitched the ball to Guffy, and the running back was off to the races as he ran for a 42-yard touchdown with just over three minutes left in the third quarter to trail the Jackets 28-22. Unfortunately those eight points were the last for the Chiefs, as Coyle
took control of the football for the remainder of the game. Coyle scored twice more to end the game – Weather ran the ball into the end zone on a one-yard touchdown, and Johnson with a nine-yard touchdown run to get the 42-22 win as the Chiefs ended their season with an impressive 11-1 record. Class C football Championships will continue as the Coyle Blue Jackets will faceoff with Shattuck who defeated Grandfield on Monday 14-0. Kickoff will be on Saturday, Dec. 5, at 6 p.m. at New Castle High School.
