Four injured in three-vehicle wreck Saturday By Marione Martin Four people were taken to the hospital following a collision Saturday near Alva. The three-vehicle collision occurred during freezing rain at 5:34 p.m. Saturday on U.S. Highway 64, three-tenths of a mile west of the junction with State Highway 14 in Woods County, approximately 12 miles west of Alva. According to a report from the Oklahoma Highway Patrol, Corie Renay Evans, 19, of Ft. Supply was driving east on Highway 64 in a 1997 Ford F150 pickup. For an unknown reason, her vehicle crossed the center line and struck an oncoming 1995 Cadillac Se-
ville driven by Kenneth Carl Payne, 28, of Hugoton, Kan. Jason Douglas Woodard, Jr., 21, of Ft. Supply had been traveling behind the Evans pickup. He swerved left to avoid hitting the pickup. Seatbelts were in use in the Evans and Payne vehicles, but not in the Woodard car. Airbags deployed in the Evans and Payne vehicles. Payne and a five-year-old male passenger were pinned in the Cadillac. The driver was pinned 15 minutes and the passenger 10. Both the driver and passenger were transported to OU Medical Center in Oklahoma City by Alva EMS. Payne was admitted for head, trunk internal, trunk external and arm injuries
and listed in stable condition. The child was also admitted for head, trunk internal, trunk external and arm injuries and listed in stable condition. Evans was transported to Share Medical Center in Alva where she was admitted with trunk external and leg injuries and listed in stable condition. Woodard was taken to Share Medical Center by Alva EMS. He was treated for head and trunk external injuries and released. Trooper Jon Cotner investigated the collision, assisted by a Woods County Park Ranger, Woods County Sheriff’s Office, Alva Fire Department and Alva EMS.

Cherokee School $4.5 million bond passes
In unofficial returns reported by the Alfalfa County Election Board, the $4.5 million bond issue for Cherokee School District passed by a vote of 74.9 percent. The bond required a 60 percent ma-
jority for passage. The election board said 411 citizens cast their votes with 308 voting in favor and 103 against. The bond issue will pay for facility upgrades and associated architectural fees.

Alva board of education reorganizes officers By Lynn L. Martin The Alva board of education officers are almost unchanged from the previous year. Steve Ellis is president, Lynda Martin is vice-president, Larry Parker is clerk, Jane McDermott is deputy clerk and Tiffany Slater is member. Financial news made up most of the meeting, with three different people talking about it. In the superintendent’s report, Steve Parkhurst said the district is about the same financially as a year earlier. Buddy Carroll of the accounting firm Chas W. Carroll, PA reviewed the audit. Carroll made his usual speech that the accounting methods of the state of Oklahoma do not fit generally accepted accounting principals because of the leave out depreciation and asset lists. Nonetheless, he provided a glowing report of the bookkeeping for the Alva district saying, “The ladies in your office are outstanding.” There were no “exceptions” found. A slight oversight was noted in a management letter. The district had deposited more than $300,000 in one account at a bank. The bank’s FDIC insurance only reaches to $250,000. After this was found during the audit, the bank made changes so that the overage would be insured and provided a letter affirming that. County Treasurer David Manning also briefly spoke. He provided a new report called “Open Investment Ledger.” This provides board members information as to where their funds are invested (all CDs) and the percentage being earned. The short term investments that can be reached immediately are earning
.78 or 1 percent at Community Bank. The longer term investments at Banc Central are earning 1.6 percent. Manning bragged on the local banks, saying they do an outstanding job of working with the schools and getting the best rates possible and in cooperating in every way possible to benefit the schools. Safe Room at Longfellow Parkhurst was recently told there was a “safe room” at Longfellow School. It turns out there is a “safe room” but it was completely full of surplus equipment, some from the days of Lee Haley. So the district has created a list of surplus items. Some of the items are 11 overhead projectors; two HP 2600N printers, five file cabinets, several old floor maintenance machines and a half-dozen television sets. The board approved declaring these as surplus. Another safe room in the district is the basement area of classrooms west of the auditorium at the high school. Washington School students would cross the street and use the basement of the Alva Municipal Library. Grant from Wisdom Foundation Parkhurst acknowledged at gift of $207,500 from the Wisdom Family Foundation. The money will be used to help pay for the Apple computer initiative to provide laptops for every teacher and student in Alva High School and Alva Middle School. He mentioned he had written Share Trust to see if they might be able to help also. Resignations The board accepted the resignation of Jennifer Redinger, paraprofessional, effective Feb. 4. Jenkins and his wife Loraine Jenkins will be effective at the end of school. They will move to Lexington, Okla. The resignation of Alva High School principal Randy Atkins was accepted. Atkins’ wife is needing to be back in the Oklahoma City area to care for some family members. Parkhurst praised Atkins for bringing new ideas and a lot of energy to the Alva district. He noted that two principals need to be hired: One to replace Tracie Leeper, who is retiring at the end of May, and now Atkins. The board voted to re-hire their remaining principals: Steve Shiever at Longfellow School, Tim Argo at Lincoln Elementary School and Ron Sunderland at Alva Middle School. Courtney Maples, along with her parents, Jeff and Michelle Mapes, were guests at the meeting. Parkhurst awarded Courtney an Oklahoma Academic All State Award. He said 500 students competed for the award, and 100 are selected. A flag will fly at Alva High School for one year recognizing Courtney’s achievement.

Cherokee school board elects officers By Lynn L. Martin The Cherokee board of education seated a new member Monday night. Kory Littlefield was sworn in, filling the seat held the past five years by Ken Girty. New officers elected were Amber Wilhite, president; T. J. Allison, vicepresident; and Kory Littlefield, clerk. Other members are Tony Hellar and Missy Kimenau. Several resignation were approved. At the end of the school year, Rick Brown will end a 28 year career. He fin-
ished up as part-time elementary school principal. Marvin Winterink will resign effective March 31 as fifth grade teacher; Dale Duggins quit Feb. 28 as a bus driver. The district’s Internet and computer servers were down and the staff could not access the usual reports normally provided to the board. General fund bills were paid in the amount of $7,728.15 with the largest check to AEC for a heat pump for the elementary library costing $6,155.

Superintendent Cory Ellis covered the pros and cons of the bond issue. If it passes, major repair/construction for the first time in 33 years will be able to begin. He distributed a chart showing how much the millage on taxpayers decreased because of the increased valuation in the county. When the 2008 $1.18 million building bond issue was voted, the valuation was $12,564,161. The rate assessed to taxpayers was 15.67 mills. As time went on, the property valuation jumped up to $23,876,512 and the rate to taxpayers fell to 6.2 mills. That issue will be paid off in July 2016. A five-year bond issue approved in August 2011 for $445,000 will be paid off in July 2015. The rate for that for taxpayers has fallen to 4.75 mills. That’s why he said this is the best possible time to make substantial repairs and improvements in the school infrastructure so they can be ready for the next 50 years. Ellis said if the bond issue fails they’ll have to come back in a year or two and try again because the needs are significant. The final action regarded alternative teacher evaluation methods. If a teacher asks, an evaluation method other than classroom observation may be requested. The was approved by the board. The board entered into executive session to discuss teacher evaluations at about the one hour and 10 minute mark in the meeting.

By Laura Scott All members were present for the regular meeting of the Waynoka school board on Monday evening. The meeting started after a brief delay to discuss how to proceed with the agenda. No visitor comments were given. All items on the consent agenda were approved by one vote. The oath of office was administered to board member Clint Olson. After a brief discussion on amending the school board policy BD, Andy Ferguson said, “My thoughts are that the outgoing person shouldn’t be the president. I think the president should be here for the next three to four years to lead the group.” Mindy Zook motioned to make an amendment to delete the officer rotation from the school board policy. The reorganization of the roard of education is as follows: Rick George, president; Zook, vice-president; and Ferguson, clerk. Financial reports were provided by Superintendent Loren Tackett. In the superintendent’s report, Tackett announced that as of Monday, Waynoka Public
School has been closed due to weather conditions for four days thus far for the school year. “We are still several days over and though schools go 175 days, some don’t. I will meet and find out what we need to do to make up days issued.” The contract for the audit for the 2013-2014 school year was approved by the board. This will be conducted during the 2014-2015 fiscal year with the firm of Chas. W. Carroll, P.A. A Federal Programs Complaint Procedure has been adopted for the school district. “We had to go through a desk audit,” said Tackett. “A file folder of things you must be held accountable for federal programs. The only things we didn’t have was a federal programs complaint procedure. We have been sent one. I will get this procedure added to our policy.” Board members also voted to approve a list of items as surplus and designated the items for disposal. These items will be auctioned off in front of the building. The motion was approved. The board of education will meet again on April 7 at 7:30 p.m.

Sunday Reorganization of the Waynoka school earthquake rattles board members

By Marione Martin Area residents experienced another earthquake Sunday. According to the U.S. Geological Survey, the quake occurred at 10:51 a.m. when most area churches were holding services. Though it didn’t last long, the 2.9 earthquake could be heard as a rumble and felt as structures vibrated. The epicenter of the quake was 8 miles southwest of Cherokee at a depth of 5 kilometers or just over 3 miles. A couple of hours earlier, residents in the Ponca City area experienced two earthquakes about ten minutes apart. The first, a 2.8 magnitude, was at 8:44 a.m. while the second was stronger at 3.2 and was felt at 8:55 a.m. The epicenters were within 15 to 20 miles of Ponca City.
Hardtner man injured in bridge collision
By Marione Martin A Hardtner, Kan., man was listed in serious condition following a wreck just north of Alva Saturday. The collision occurred at 6:10 p.m. on U.S. Highway 281 six-tenths of a mile north of Alva on a bridge. According to the Oklahoma Highway Patrol, George Herman Rhodes, 82, of Hardtner was driving a 1972 Dodge pickup north on the highway when the vehicle hit a sheet of ice. The driver lost control on the bridge, impacting the concrete bridge rail. Rhodes was transported by Alva EMS to Share Medical Center in Alva and then to St Mary’s Hospital in Enid where he was admitted with internal truck injuries. Weather at the time was listed as freezing mist and rain. The wreck was investigated by Trooper Darrin Lancaster assisted by Alva Police Department and Alva Fire Department.

and W. D. Scott were married March 24, 1961, and they had two children: Robin and Jeff. Harriett had an employment history that showed she was a busy lady. Her work career included Key’s Drugstore, Smith Drugstore, the City of Cherokee, Hogue Oil Company, Dean Drilling Company and last but not least, the Fashion Cottage. She was involved in her community through the BC Club while in high school, ESA Sorority, Order of Rainbow for Girls, Brownie Troop Leader, Sarah Circle, United Methodist Women and very active in other United Methodist Church activities serving the Lord she loved. Harriett is preceded in death by her
parents, Harry Donald and Mae Eliza Robinette, and one brother, Dale Robinette. Survivors include her two children, Robin Harvey of Terre Haute, Ind., and Jeffrey Scott and wife Joy of Pond Creek; five grandchildren, Jennifer Glover and husband Brandon, Alexandria Harvey, Mitchell Harvey, Kelsey Scott and William Seth Scott; four great grandchildren, Brianna, Braxton and Clementine and Jayleigh; one sister, Donna Burk of Celebration, Fla. Alfalfa County deputy clarifies entry on call log Dear Editor, The Alfalfa County Sheriff’s Office strives to protect and serve the citizens of Alfalfa County and provide them with the most professional service possible. On Feb. 27 it was brought to my attention by a family member of an individual we provided assistance to that the nature of their situation was misrepresented in the Alfalfa County Sheriff’s Log in Volume 34, Number 9 issue of the Alva Review Courier Newsgram on
Wednesday, Feb. 26. The call in question was on Feb. 17 at 6:29 p.m. The log reports that a suicide attempt occurred at a residence on Fifth Street in the Town of Aline in Alfalfa County. An investigation was conducted internally as to what was reported in the Newsgram and what actually occurred. The error was identified and corrected. On behalf of the family, due to the nature of the representation made, the Alfalfa County Sheriff’s Office would ask that a correction be
published on both the family and our behalf in order to accurately report the public records we maintain. While the initial call was for a welfare check, a suicide attempt never occurred nor was any part of the scope of the call. A patient was transported by EMS to Bass Hospital for an unrelated matter. Kiowa Hospital takes Medicare reimbursement paper hit, despite super busy January Hospital board chairman confirms no active negotiations with Patty McNamar; Focus on smooth transition to new facility By Yvonne Miller The last few months the public has implored the Kiowa Hospital board to negotiate a contract with DNP Patty McNamar. After nearly 28 years experience with Kiowa’s Hospital District, the board and McNamar failed to negotiate a deal for her to again work part-time as a caregiver in the district. The board invited McNamar into an executive session at a special 4 p.m. meeting Feb. 18. The minutes reflect that McNamar was invited into executive
session at 4:47 p.m. A minute later the board voted to enter regular session. The minutes state the board again entered executive session at 4:49 p.m. McNamar was invited to join. At 4:50 p.m. the board returned to regular session with no action taken before adjournment at 4:59 p.m. The hospital board met again last Thursday, Feb. 27, for its regular monthly meeting. In regular session, Stark said he had an item to discuss in executive session. Following the executive session
at the end of the meeting, the board took action only on routine monthly reports, approving the risk management/quality assurance reports. When asked Monday by the Newsgram the status of McNamar at the KDH presently, Board Chairman Zack Odell said, “There are no active negotiations with Patty.” All members attended both meetings, including Chairman Odell, Dan See Hospital Page 30

Senator Bryce Marlatt has done landowners dirty! Last week, Senator Marlatt introduced SB 1812 which would permit oil exploration firms (and any other entity doing something for the “public benefit) to lay temporary lines across private property without permission or compensation.” When asked to define the effect of the proposed law, Attorney Shawn Fulkerson said, “This basically allows them to run these lines, and do these things without compensating the landowner and without permission.” If the bill gets out of the Senate, Rep. Michael Jackson of Enid will be the House sponsor.
SB 1812 reads in part, “Any person or entity lawfully operating and in the course of doing business in this state shall have the right to use the public roads and highways, including the right-of-way and all easements pertaining thereto as authorized in this section.” Private landowners are affected by this statement in the proposed law: “the DOT and county commissioners shall not require consent of or compensation to the abutting landowners provided such use serves the safety and interest of the public by reducing or eliminating another burden on the public lands or highway...”

Association: Nearly 600 Oklahoma pharmacies could go out of business soon By Ed Doney OKLAHOMA CITY – Hundreds of main street pharmacies are struggling to stay in business. Now, they’re fighting what they call a “dark secret” in the prescription drug industry. According to the Oklahoma Pharmacists Association, nearly 85 percent of prescriptions written by a doctor are processed by what’s called a Pharmacy Benefit Manager (PBM). They claim those managers are basically unregulated and operate as the “middle man” in prescription drug claims processing. Ladoris Broome is on dialysis and moves a little slow some days. That’s why she loves coming to Thrifty Pharmacy for a personal touch. “They realize that and they hurry up and fill my prescription and give it to me,” she said. “And they tell me what all I need to know about it and I’m out the door.” The Oklahoma Pharmacists Association (OPhA) claims nearly 600 state pharmacies could soon go out of business. “The PBMs are not going to negotiate fairly,” said Josh Sheffield, president of the OPhA. “They want to crush small business in Oklahoma.” PBMs are a handful of large companies that process the majority of America’s prescription drug claims. Local pharmacists say they’re forced

into blind contracts with these PBMs and are losing money. Greg Huenergardt, who operates a small pharmacy in Shattuck, says low reimbursements forced him to stop carrying oxycodone, which became a major inconvenience for a customer suffering with chronic pain. “We had to pass her on,” he said. “Well, the next pharmacy that was able to dispense that, because of the fee structure, was about 42 miles away.” Sen. Rob Standridge is also a pharmacist and co-authored House Bill 2100. He says below-cost reimbursements are hurting patients across the state. “Who loses in that situation? The patient,” he said. “The senior citizen in the nursing home that is dying of cancer cannot have oxycodone because neither Walgreens, Walmart or any other pharmacy in this state can afford to have it on their shelves.” Standridge and Rep. David Derby say the bill would regulate PBMs and make actual drug costs more transparent to pharmacies. Dani Lynch, with Thrifty Pharmacy, said, “I buy the oxycodone for $50 a bottle and they’re willing to reimburse me $4.” But Lynch will continue absorbing the loss for a hospice patient she knows who desperately needs that drug. “He is worth it,” she said. “But you can’t stay in business.” The Pharmaceutical Care Management Association responded, saying, “The Federal Trade Commission examined similar Board of Pharmacy legislation and found it would make ‘collusion easier and increase prescription drug prices if the Pharmacy Board obtains and

In addition, mailservice pharmacies serving patients in Oklahoma are licensed by the Board of Pharmacy.” CVS Caremark responded to the bill, saying, “As a pharmacy benefit manager, CVS Caremark is focused on providing our clients with opportunities to improve health outcomes for their members, while also managing costs. CVS Caremark offers our PBMs’ clients tremendous value, transparency and cost-effective services. We work with our clients to develop plan designs that meet their needs and promote the use of clinically appropriate and costeffective medications for their members. “In addition, CVS Caremark follows all applicable state and federal regulations when it is acting as a PBMs and when it acts as pharmacy provider. Moreover, it is factually inaccurate to suggest that PBMs, and the pharmacies they operate, are unregulated.” Half a dozen states have recently passed similar legislation to HB 2100.

At the regular meeting, Odell said the man the board most recently interviewed and was interested in to fill the hospital administrator position died of a massive heart attack Thursday. He was only 56 or 57 years old, Odell said. Schrock said the board is “grateful” to Steve Davis for serving as interim administrator. Stark complimented Davis on saving the hospital money by getting a lower health insurance cost that the hospital pays in part for employees. Hospital Statistics and Financials Presenting hospital statistics and financials, hospital Chief Financial Officer (CFO) Janell Goodno said January was “a really busy month.” The hospital had 115 total days of combined acute and swingbed care with 25 admissions, which is beyond any January figures in the last 10 years. Total outpatient visits were 547. Lab visits totaled 276, resulting in 4,775 tests, which is a record number. Physical therapy (including occupational therapy, speech therapy and respiratory therapy) had 96 visits, which is
the highest since 2003. Odell said, “I’ve heard great things about Lana.” He was referring to Lana Smith, physical therapist who came to KDH in September. She is assisted by Todd Reeves. Odell and other board members thanked Dr. Paul Wilhelm and the entire hospital staff for “a phenomenal month.” Goodno said February is not as busy as January. The busy month equated to issues with Medicare reimbursements. Kiowa is a critical access (CA) hospital (a classification for small hospitals with 25 beds or less.) Because of the smaller patient numbers, a CA hospital is cost reimbursed, which is usually more beneficial. Goodno said every month hospital administration estimates their Medicare cost report. This puts the hospital in either a “receivable” or “payable” status with their Medicare reimbursement. Goodno said the system is an established formula built by the hospital’s auditing firm BKD. “Our stats went off the charts in January so it put our CA in a “payable” status,” Goodno said. The complicated formula resulted in Medicare adjustments of negative $141,547 as the hospital was overpaid in January with the high patient
numbers. With a $94,608 provision for bad debt and a few other adjustments, total contractual adjustments were negative $271,912. That made net patient revenue only $70,030. Yet, total gross patient revenue was $341,942 in this extremely busy month. Goodno said she submitted those January figures to BKD for review. The hospital’s total operating expenses were $337,346. This made a negative net from operations of $267,346. With the addition of $81,572 tax revenue, $28,875 memorial income and other small miscellaneous income, total non-operating revenue was $114,798. The addition of these monies curbed the hospital’s January loss to $152,419. Schrock said, “This is a non-cash loss, which is good.” It’s all on paper with Medicare cost reports. Goodno said the hospital will see more cost adjustments throughout the year.. “As fluctuations occur, we have to set aside enough to cover.” As of the end of January, the hospital’s total net accounts receivable were $554,150. As of Thursday the manor had 22 residents, one in the hospital, and were expecting a new admission the next day, Dunigan said. When Goodno discussed the manor’s financials, it was noted that agency nursing pay was increased in January. Dunigan said agency is greatly reduced in February. The manor’s total operating revenue for January was $115,557. Total operating expenses were $162,080. This resulted in a net loss from operations of $46,523. With addition of $5,000 tax revenue, the manor’s loss was $41,493. Move to New Hospital On Track Final dates were given on completion of and move-in to the new hospital. Final construction date is March 8 with inspections and walk-through scheduled. As reported earlier, a hospital moving company will make the move April 4-6. Davis said he and staff department heads have had numerous meetings with the mover. He said major departments to
move are radiology and the lab. “We know what we have to do to keep the hospital open,” Davis said of the endless meetings staff has together and with the movers. Saying his job is to make sure the move happens smoothly, Davis complimented the staff for having the move of their department down to the last detail. Davis pointed to a metal cart and said those will be loaded and shrink-wrapped for the move to each department. He said items that don’t have to go immediately will not yet be moved. After his most recent tour of the new hospital, Odell said, “ I’m thoroughly impressed. It’s a fantabulous facility.” Other Kiowa Hospital Board Business Due to federal mandates, the hospital enters Phase II for implementation of electronic health records. This involves nursing and lab enhancements. The board heard quotes from Nextgen who they’ve used for software to implement earlier phases of the program. The board approved payment not to exceed $62,600 for the Nextgen Supplemental Order Form. The maintenance fee on Phase II with Nextgen is $450/ month. He also offered a variety of consumer programs addressing nutrition, food safety, selection and preparation. Carr was raised on a cattle ranch near Medicine Lodge and received his B.S. and M.S. degrees from Kansas State University (KSU). He was awarded the College of Agriculture Distinguished Service Award from KSU in 2003. He and his wife, Jo, now reside in Medicine Lodge, and they have three children and five grandchildren.
