Ten commandments for open meetings By Brian J. Hunhoff “I think heroic deeds were all conceived in the open air.” The quote above this editorial is from Walt Whitman’s Song of the Open Road – a cheerful 1856 tribute to freedom and the great outdoors. Hopefully, Mr. Whitman would have approved use of his prose to promote open, well-aired government. It’s unlikely the great poet favored government secrecy and closed-door meetings. He also wrote, “Out of the dark confinement, out from behind the screen!” For today’s purposes, Whitman’s “screen” represents the executive session – a self-important term for a classic oxymoron: closed public meeting. Too many elected boards seek every opportunity to meet out of sight of the public they serve. Some schedule executive sessions as a regular agenda item. Some hold

up to three executive sessions in a single meeting. Some have executive sessions that last longer than the open portion of their meeting. In most cases, executive sessions do not violate open meeting laws. The closed-door discussions are often suggested or encouraged by an elected board’s legal counsel. But legality and necessity are two different things. Consider the following list our Fourth Estate counsel to county commissions, city councils and school boards everywhere on executive sessions and general government openness. Citizens should hold their elected officials to the standards below. These are Ten Commandments for Open Meetings: ONE: Do not gather as a quorum outside of regular meetings, and do not hold special meetings without giving at least 24 hours public notice. TWO: Do not habitually add lastminute items to the agenda, and do not act on anything not listed on the posted agenda. THREE: Do not abuse the litigation excuse for executive sessions to speculate about possible or imagined lawsuits. FOUR: Do not stretch the personnel excuse for executive sessions to discuss policy issues. Example: Creating a new position or changing a department’s job descriptions are policy decisions and not appropriate topics for a closed meeting. FIVE: Do not dial up the “negotiations” excuse to suddenly exclude the public from discussion of controversial issues that were previously aired thoroughly in open

session. SIX: Do not allow executive session conversations to stray to other topics. SEVEN: Do not violate the spirit of the open meeting law with frequent phone, email or text dialogues with other members. Reach consensus at the meeting. EIGHT: Do not make a habit of whispering or passing notes at meetings. You were elected to speak for us. Tell what you have to say out loud and proud! NINE: Allow public input at every meeting. Include it on every agenda. TEN: Be as transparent as possible. Do not hold executive sessions simply because counsel advised it is “legal” to do so. Ask yourself: “Is it absolutely critical we discuss this privately?” That should be the standard because legality and necessity are two different things. We appreciate our local commissioners and board members. They serve for minimal compensation. They make tough decisions. They sometimes lose friends and make enemies. Their dedication to community is admirable. We simply ask elected officials to think twice before kicking the public out of public meetings. Strive for fewer. Less is more. Cherokee school board pleased with bond interest rates By Lynn L. Martin The Cherokee Board of Education held two special meetings last Wednesday. One was at 12 noon and the other was similar to a regular meeting at 1 p.m. Andy Davis from the financial firm of Stephen L. Smith Corp. was present to help with the bid opening. He explained that in some cases, a board may accept what they consider to be the “best bid” even though it might not be the lowest. However, in bond bids, the lowest bid must be accepted. That was not a problem for the Cherokee school board because a local bank had the lowest bid. The issue was for $700,000. The first bid opened was from UMBANK of Kansas City. The envelope included a good-faith check of $14,000. The bond premium was $5,635 with a net interest costs of $15,345 at a percentage rate of 1.0975. The second bid opened was from BOSC, Inc. It also included a good faith check of $14,000 but the bond premium was set at $0.0. Net interest costs would be $14,700 at an interest rate of 1.05. The third and final bid was from Farmers Exchange Bank of Cherokee working with the Baker Group. The good-faith check of $14,000 was in proper form. The premium was zero, and the net interest cost was $14,000 with an interest rate of 1.0. T. J. Allison made the motion to accept the Farmer's Exchange bid with Amber Wilmite offering a second to the motion.

The matter passed unanimously with Jeff White, Tony Hellar and Kory Littlefield voting “Yes.” The bond consultant, Andy Davis, said his firm initially estimated that the interest would come in around 2.5 percent. However, since it is much lower, it will shorten the bond payments schedule from the year 2022 to 2020. Also, the county net assessed valuation is is up $4.5 million up from the estimate, which means additional revenue of $515,000 and puts the Cherokee School District $185,000 ahead of schedule. The Cherokee district voted a sequential series of bonds that will be sold each summer up to the year 2020 to handle the extensive remodeling project. The board concluded their meetings by voting to approve the required paperwork to move forward with obtaining the bond money. They also passed a resolution designating the bonds as “Qualified Tax-Exempt Obligations.” The board adjourned at about 12:15 p.m. to reconvene in another special meeting at 1 p.m. In the second meeting, they handled the typical monthly regular agenda items of General Fund purchase orders and balances; General Fund Warrants, Child Nutrition Fund Encumbrances, purchase orders and balances; Child Nutrition warrants; Complex Bond fund encumbrances, purchases order and balances, Complex Bond fund warrants; Bond Fund requisitions; Activity Fund Report (balances) and Treasurer's Report.

In other matters, plans for the football/ track concession and restroom buildings were distributed and approved. The board approved appoint members to the Cherokee Public School Residency Committee: Jeremy Hickman, Ruth Richmond, Anita Jordan, Alicia Mitchell and Lindsey Headlee. The board agreed to accept credits for 11th and 12th grade math and science courses taught by the Career Technology Centers. They also opened a golf sub-account in the athletics activity fund.

Kelly Stein, secretary of the Alfalfa County Election Board, said that sample ballots can be viewed at the election board office, located at 602 W. 5th St., Ste 3 in Cherokee, during regular office hours, 8:30 a.m. – 2:30 p.m. Sample ballots also will be posted outside every precinct polling place on election day so that voters can review them before casting their votes. Obituaries JIM ‘MAVERICK’ DAVIS The memorial service for Jim “Maverick” Davis, 72 year-old Enid resident, will be at 2 p.m. on Saturday, March 19, 2016, at the Bethel Baptist Church in Cherokee, Oklahoma. Pastor Ed Jones will officiate. Burial will follow in Cherokee Cemetery under the direction of Henninger-Hinson Funeral Home. Jim was born on April 9, 1943, in Passaic, New Jersey, to Robert and Ida (Van Deventier) Davis and went to be with his Heavenly Father Thursday, March 3, 2016, in Oklahoma City with family at his side. He attended Cherokee Schools, where he picked up the name “Maverick” given to him by his freshman classmates. He graduated with the class of 1962. While at Cherokee he played football and basketball, and ran track. After graduating he enlisted in the U.S. Air Force in 1963, being stationed in France. In 1967, after his discharge, he returned to Cherokee and became a correctional officer at Helena and Alva for 21 and a half years. He was a member of Bethel Baptist

He was preceded in death by his parents; a stepdaughter, Shelly Kletke; and two infant brothers, Bobby and Rickey. CLINTON LEROY PALMER KIOWA, Kansas – Clinton Leroy Palmer was born February 2, 1940, northwest of Alva, the son of late Thomas Jay and Floy Sanders Palmer. This special day twins were born, Barbara Jean, 6 pounds, 12 ounces, and Clinton Leroy, 8 pounds, 4 ounces. Floy carried the babies 10 months. They were welcomed by an older sister, Leona, and brother, Ernest. Thomas Jay had to drive to town for more baby clothes. The twins were always dressed alike while growing up. Clinton always led a farm boy’s life, plenty of animal toys – work to do. Clinton was very smart and always found ways to make money. He

sold baby rabbits and ducks to T,G & Y and they sold them out of their front window. Clinton went to school in Cherokee for first through third grade. He then moved to the farm northwest of Alva. He attended Washington Elementary School for grades four through six and Horace Mann Jr. High School in Alva. He graduated from Alva High School in 1958. Clinton attended and graduated from Northwestern Oklahoma State University with a master’s degree. He served in the U.S. Army from 1965 - 1972, with a duty assignment in Vietnam. He moved around and ended up in Kiowa, Kansas. The last four years, Clinton made his home at Kiowa Manor, where he had excellent care. Clinton passed away at Kiowa District Hospital on March 13, 2016. Clinton is survived by his twin sister, Barbara Jean; brother-in-law, Jim Case; special cousin, Shirley Sanders Ullom; several nieces; nephews and other relatives. He was preceded in death by his parents; two infant sisters; one infant niece; sister, Leona Corbin; brother-inlaw, Raymond; brother, Ernest Jay Palmer and sister-in-law, Tellena Palmer. Graveside service for Clinton will be Friday, March 18, 2016, at Short Springs Cemetery on Highway 11 west of Cherokee, Oklahoma. Viewing will be before the service at the cemetery. Memorials may be given to the funeral home on behalf of the family.

By Marione Martin Two Tulsa residents are facing numerous felony drug charges in Alfalfa County following a drug buy by a confidential informant (CI). According to court documents, Agent Brandon Powell with the Oklahoma Bureau of Narcotics (OBN) learned from a CI that he/she could purchase methamphetamine from someone named Tiger. The CI then contacted Tiger and expressed interest. Tiger was interested in pain pills so a trade of meth for pain pills was set up to occur in Cherokee on March 8. Tiger was driving from Tulsa that morning. On March 8 the CI arrived at the Cherokee Regional Office of the OBN. Shortly after, Tiger called saying he was low on gas and asked to meet the CI someplace closer. A meeting was set up in Helena. The CI was searched for contraband and money with none found. The CI was provided with a recording device and 50 placebo 40

mg OxyContin pills to trade for the meth. District Task Force Officer Steve Schoffstall, acting in an undercover capacity, drove the CI to a convenience store in Helena, arriving about 9:38 a.m. At that time the recording device was activated. About 10:05 a.m. Agent Powell observed a white Chevrolet Tahoe, driven by a man later identified as Joshua Tiger McIntosh, pulling into the convenience store. The Tahoe parked next to the undercover unit driven by TFO Schoffstall. The CI approached McIntosh’s vehicle. The CI opened the rear passenger door and sat in the vehicle. McIntosh and the CI could be heard over the transmitting device completing the transaction. Powell along with agents James Rea, Matt Clement, Wendell Brandburg, Deputy Gary Mast and Undersheriff Glenn Oister approached the vehicle, taking McIntosh and passenger Traci Nelson into custody.

TFO Schoffstall immediately took possession of the purported meth from the CI. In a search of the vehicle incident to the arrest, officers found: a magazineloaded Smith and Wesson 9mm in the driver’s floor board. An LG phone along with one and a half small blue pills later identified as alprazolam in a purse. A small plastic baggie containing a crystalline substance were found in the center console along with a red straw containing residue and another LG phone. A small jeweler type baggie containing 12 empty baggies was found in the driver’s side door pocket. A glass pipe with residue and a small digital scale were found inside a bag of clothes in the driver’s side backseat. McIntosh and Nelson were taken to the Alfalfa County Sheriff’s Office for booking. Returning to the Cherokee field office, Powell tested both the purported meth sold to the CI and the purported meth found in the vehicle. Each tested positive for the presence of methamphetamine. The meth purchased by the CI weighed 7.8 grams. The bag found in the vehicle weighed 4.1 grams. Joshua Tiger McIntosh, 34, of Tulsa has been charged with four felonies: (1) distribution of controlled dangerous substance, (2) unlawful possession of controlled dangerous drug with intent to distribute, (3) unlawful use of communication facility, (4) possess firearm during commission of a felony. He is also charged with a misdemeanor of unlawful possession of paraphernalia. Traci R. Nelson, 34, of Tulsa has been charged with three felonies: (1) distribution of controlled dangerous substance, (2) unlawful possession of controlled dangerous drug with intent to distribute, and (3) possess firearm during commission of a felony. She is also charged with a misdemeanor of unlawful possession of paraphernalia. Bond for each of the defendants has been set at $50,000. Their next court appearance is April 6 at 9:30 a.m.

Cherokee man charged with first degree rape By Marione Martin A Cherokee man facing felony charges of child sexual abuse and lewd molestation in Alfalfa County from 2014 is now charged with additional felonies. On Nov. 25, 2014, Ernesto Ray Loya, 44, of Cherokee was charged with child sexual abuse and lewd molestation in CF2014-00065. The charges involved a minor male child, and the case was investigated by Steve Tanio. Bond was set at $100,000. Loya’s next court appearance on those charges is March 30 at 1:30 p.m. for a preliminary hearing.

A further felony charge of pornography – possess juvenile pornography was filed Jan. 5 in Alfalfa County in CF-201600003. On March 10, 2016, Loya was charged with two counts of rape, first degree, in CF-2016-00024. The latest charges are the result of a video-recorded interview between the male child, age 12, and District Attorney’s Investigator Steve Tanio. According to court records during the interview, the minor described specific cases of anal intercourse that allegedly occurred at a residence and at Loya’s

place of employment sometime between May 2014 and August 2014. Loya’s exwife confirmed the description of a brown couch in the home where the juvenile said one incident occurred. The minor described a break room at Alfalfa County Land & Cattle north of Cherokee where he said another incident occurred. The juvenile said after accompanying Loya to work, he was told by Loya to wait in the break room. He said Loya later entered the room completely

place at his home in Hazelton, Kansas, on Dec. 20. This is after the story broke on KAKE Channel 10 TV station in Wichita. Barber County Attorney Gaten Wood turned the case over to the KBI to avoid any appearance of impropriety or favoritism. Jess Hoeme of Joseph Hollander and Craft LLC in Wichita was court-appointed as the prosecuting attorney in the case. To date, Hoeme has filed no charges. Per phone call with the Newsgram Tuesday morning, Hoeme said, “My efforts are confidential. There is a distinct possibility charges may be filed.” He would give no timeline. Rugg’s wife Dooli said her husband cannot make a statement at this point. However, she broke her silence on her Facebook page about the situation and gave her approval to the Newsgram to run her writing in its entirety. Her words follow: “I would like to thank everyone that has been in touch with Justin and I over the last three months and given us your support. We have chosen not to feed into the gossip mill in the hopes that things would be cleared up quickly and this situation would take care of itself. Because of a few people’s political

aspirations, that hasn’t happened. “Over the last three months my husband has been slandered and accused of having no integrity without any basis for it. He has remained professional and quiet and had not played into any of the drama only to have things continue to escalate and our family tormented for it. So in hopes of clearing a few things up and setting the record straight, I have decided to write this post. “Yes, Justin currently is our county sheriff and is running for the position again in the August primary. The so-called incident that had everyone talking about was for Justin hitting me. Let me make myself crystal clear. Justin has never or would ever raise a hand to me or my children. There was no incident or report from me whatsoever, but because someone said they thought it happened (someone that wasn’t even at my house) it has to be investigated since he is an elected official. The KBI conducted the investigation and none of Justin’s deputies were ever involved at all. The investigation is closed and that’s that. While I wouldn’t wish what my family has been put through on my worst enemy, I 100 percent believe in Justin and the work he does. In a society that loves to hate the police, I am thankful for men like Justin that care and work extremely hard to protect us even if it makes them unpopular.” A few weeks ago, Barber County Deputy Mike Geraughty and Barber County Undersheriff Lonnie Small resigned from the sheriff’s office. Feb. 29 Small filed for Barber County Sheriff and has a website: smallforsheriff.org. The primary is Aug. 2. The General Election is Nov. 8. The deadline to file or to change party affiliation is June 1 at noon, according to the county clerk’s office.

Kiowa City Council buys new trash truck, hears tree board accomplishments Kiowa is a “Tree City USA” for 20th consecutive year By Yvonne Miller All the electricity issues discussed at the Kiowa City Council’s March meeting appeared in a story in the Newsgram last week. All councilmembers attended the meeting called to order by Mayor Brandon Farney, including: Bill Watson, R.L. Simpson, Russel Molz, Tom Wells and Brian Hill. City Administrator Lou Leone also sat at the council table as did City Clerk Marlo Rugg and City Attorney Laurel McClellan. The public agenda portion had two speakers. One of those was Mitch Reed and his wife who asked the council if it could amend the city code regarding pit bull dogs as they have one. An ordinance was passed in 1987 not allowing pit bulls in the city limits. The mayor told them he’s not in favor of pit bulls “for safety reasons.” Administrator Leone said, “The problem is pit bulls are bred to be aggressive.” Reed asked the council how long he has to find a good home for their pet and give her away to someone. Councilmembers agreed they can make no exceptions to the ordinance. Mario and Delores Moreno approached the council about one of their tenants who left town and defaulted on her electric bill. Delores Moreno had a detailed summary of the bills. The bill is $392. She told the city the water should have been turned off when the tenant started to default on her bill. The council reminded the Morenos they legally cannot turn off electricity in cold weather. Leone reminded them of landlord liability. The council said the landlord can contact the city to monitor the tenant’s accounts. The council determined the unpaid bill is the responsibility of the landlord. More City of Kiowa Business Purchase of a new trash truck received council approval. The new trash truck is a 2017 at a cost of $123,574 from Downing. The city’s 2001 model has

a trade-in value of $5,000. That makes total cost $118,574. The city already has $141,000 set aside for equipment replacement for the new truck. Regarding a lift pump for the Humphrey Addition, the council approved ordering the necessary one with a 12-foot basin at a cost of $7,000. Bi-Annual Trash Days were approved for April 5 for the north side of Main Street and April 12 for the south side of Main Street. These trash days are for bulk trash items and not intended for large appliances with compressors or other gasses that pose threats, tires of any kind or construction materials. Leone said that Kiowa’s Planning Commission approved a carport behind the Senior Citizens Center as it met guidelines. The council approved Leone and Rugg’s attendance at the Kansas Rural Water Association Conference in Wichita March 29. Leone was appointed as the city’s No. One Director to the KMEA Board of Directors with Rugg as the No. Two Director. Leone was also appointed as representative to the Barber County Solid Waste Committee. Leone said that the day prior to the meeting, a 33-foot section of plastic pipe was fixed on Tri-City Road (which brings the water from the Sharon Wells water supply to Kiowa.) Leone went with city workers. He said the entire line needs to be replaced. The council reminded if the city fixes the line one mile at a time, they

eliminate the cost of an engineer. Regarding the city’s waste water lagoons, Leone complimented efforts of the water department and said the Kansas Department of Health and Environment is pleased with the improvements and directions the city has taken with the lagoons. McClellan said he’s been tracking down the former owner of bowling alley property on Kiowa’s Main Street. He’s a Mr. Collins in Colorado. McClellan said Collins had 30 days to respond from the time he was served. Then with litigation the city can get the property back into its ownership. McClellan hopes the matter can be resolved in three to six months. Leone received board approval for a $5,000 across-the-board spending limit for all purchases. The board held an executive session at the end of the meeting to discuss personnel matters with no action taken afterward. Tree Board Kiowa’s Tree Board representatives, Carolyn McGinley, Carra Mayberry and Bev Miller, attended the council meeting. Their terms and that of new member Mike Miller were approved for 2016-2019. Tree board members Fred Gillig, Sharon Kimmell and Mike McGinley are currently serving terms through 2018. These students represented the Burlington Band at the 2016 NWOK Small School Honor Band. Students rehearsed for one day with other small schools like Fargo, Okeene, Lomega, Ringwood, Medford and Cherokee. They performed a concert that featured the fifth- and sixth-grade band and the seventh- through 12th-grade band at the Cherokee High School auditorium on March 7. This was a wonderful opportunity for students to participate in a larger ensemble and work on more challenging music while learning to work with others and meet new people. Spirited send off for South Barber Lady Chieftains By Yvonne Miller As sub-state champions, the Lady Chieftains headed to state last week. The day before they left to play, the South Barber High School cheerleaders and their sponsors Melissa Rector and Shauna Schupbach, planned a pep rally where their peers, “Lil Chiefs” from the elementary school, and lots of fans from the community exploded with spirit in their send-off. If the hilarity of high school boys dressed in cheer uniforms performing the school song and chants with the cheerleaders wasn’t enough, the “Lil Chiefs’” exuberant cheers and signs were over the top. The pep band blaring favorite Chieftain songs set the mood. Leaving town with a big honk parade, the Lady Chieftains (a No. 6 seed) made it to Dodge City to face Centralia who had lost only one game and was a No. 3 seed. South Barber fell to Centralia who became Champions of the State Class 1A Division 1 Basketball Tournament.

Project Pink preparing rooms, needs volunteers and money To provide a loving, life-affirming temporary home for pregnant women in Kiowa, Kansas By Yvonne Miller When you walk into what was the east entrance to the former Kiowa Hospital on Drumm Street, you’ll see lots of remodeling has occurred. That now very open area will be a shared living room space where expectant mothers can feel at home. Last June, Kiowa, Kansas, Project Pink Founder Miranda Allen received the deed to the former hospital building for $1. The location will fulfill her goal to provide a home for pregnant women and help them rebuild their lives while working and gaining life skills. Step further into some of the rooms that formerly housed patients and you’ll find welcoming bedrooms the pregnant women will call their own during their stay in Kiowa. Volunteers adopted a room. They gave it a fresh coat of paint and added appropriate pieces of their furniture; made a pretty bed with a comforter or quilt; added area rugs, lamps, chairs, pictures, wall art, books, etc. to make the room inviting. A variety of items may be donated, including toiletry items. More rooms still need adopting. Some empty rooms are packed with donated furniture just waiting to be arranged by volunteers. The former delivery room is in the process of being converted into a retro library/reading room by volunteers. With some trendy exposed overhead lines and a chandelier, the room is looking really cool and inviting. Project Pink Vice-Chair Brenda Myers said, “We rely on volunteers. We’re a small town and we appreciate those volunteers and the youth who help repeatedly. We have some 60 kids who help. Those young people get things done.” The next big project is making a kitchen in the room that was once the nurses’ lounge, to the north where the nursery once housed cribs and newborns. Myers said World Mission Builders will do that work, donating the labor. The

estimated cost is $50,000 to $60,000. That’s where major fundraising is needed. The Project Pink board is brainstorming for a different type of fundraiser. They, of course, accept donations and have received some matching funds and are applying for grants. Project Pink already has a non-profit 501(c)(3) status. The Need for Project Pink is Great Before the facility is even ready, Project Pink already had their first expectant mother last fall. She stayed in Allen’s rental house. The mother found a home for her child through adoption. “We are pretty much going the adoption route,” Myers said. “That is near and dear to our hearts,” explaining that Allen’s four children are adopted as are some of Myers’ grandchildren.

Allen’s business is RSI (Radiofrequency Safety International) in Kiowa where Myers works with her. They do trade shows throughout the country promoting safety. “We hand out our Project Pink cards everywhere we go,” Myers said. She added that they receive calls weekly to see if they are set up yet to take pregnant women. “This is nationwide and we’ll send them a bus ticket to get here,” she said. The women hope they’ll be able to house expectant mothers within six months. “We’ll teach women to be selfsufficient,” Myers said. Women must work while a resident of Project Pink and do their part to cook and clean in their surroundings. Project Pink seeks volunteers to help the women through mentoring them or just going to visit, teaching them to cook and other life skills, doing Bible study and more. students help Kiowa’s Tree Board plant trees. Fifth graders receive a lesson on planting and a packet of seeds to take home from the Tree Board. Mayberry said the Tree Board requests no money for upcoming projects as their bank account is okay. Regardless, the council granted them $100.

Allen said the color pink represents strength to her. “It reminds me to always keep the faith, stay positive and keep fighting. This is why Project Pink spoke to me as I want all the women in the project to have these traits. I want each of them to know we are in their corner and here to help them fight for success.”

March 11, 2016 8:10 a.m. Controlled burn, respondent is having a controlled burn at 11/38 south and then west, respondent called back saying that burn is over. 10:25 a.m. Controlled burn at County Road 540 and Jefferson. 12:39 p.m. Controlled burn 2 miles east 1 mile north 2 miles east of Jet. 1:00 p.m. Information, individual checked in and gave new phone numbers. 6:03 p.m. Residential alarm, respondent advised of an alarm going off, they couldn’t get ahold of resident, deputy arrived at scene, deputy advised back garage door was opened, deputy advised he made contact with home owner. 7:30 p.m. Controlled burn, respondent is having a controlled burn at County Road 590 and Coal, advised CPD. 7:53 p.m. Information, respondent called and said he didn’t want two individuals at his residence, gave names of subjects, asked respondent if they were there, he said no, advised if they come tell them to leave, if they don’t then to call back.

7:59 p.m. Domestic disturbance, respondent wanted us to be on the look out for a person from Cherokee that was in a domestic in Kiowa, Kansas, he had no name but a vehicle description, respondent called back, the vehicle rolled over on County Road 590 and State Line Road, needed a trooper, thought it might be on Oklahoma side, person in vehicle is being sent to Kiowa Hospital, advised OHP they are sending a trooper, respondent wanted to know where trooper was coming from, trooper advised Alva. 8:26 p.m. Information, respondent advised that some underage kids may be doing drugs and drinking while they are camping at the lake. 11:18 p.m. Arrest, officer needs tow truck on Lakeside Drive behind Nescatunga to a Ford pickup, officer with prisoner in custody x2 males, called wrecker, officer with prisoners in custody en route to station. March 12, 2016 11:55 a.m. Controlled burn south of Cherokee then east then back north. 2:20 p.m. Drug related, Crabtree called and obtained individual outside with .2 ounces of marijuana, contacted deputy, officer with prisoner in custody x1 en route to sheriff’s office. 2:50 p.m. Information, respondent called and said tree service is being dangerous cutting trees and hitting power lines, afraid someone is going to get hurt, advised deputy. 6:45 p.m. Reckless driver, respondent

called and advised that a brown Ford pickup passed him going over 100, respondent advised that the truck had passed the Helena turnoff going north on Highway 8, advised OHP. March 13, 2016 10:06 a.m. Controlled burn, respondent will be having a controlled burn west and north of Burlington. 12:21 p.m. Controlled burn, Woods County advised of controlled burn at County Road 760 and Coal in Grant County, advised CPD. 1:58 p.m. Controlled burn north of Jet on Highway 38, respondent advised CPD. 3:47 p.m. Livestock at large, OHP advised cattle out on the south side of Gavin Road west of State Highway 8, called possible owner, called back and advised that it is one cow and advised two possible owners, called one and it isn’t his, called another and person advised that they will be out that way and will check. 5:01 p.m. Information, respondent called and reported that he is out of electricity at the Great Salt Plains Lake. 10:13 p.m. Four-wheelers, respondent called and reported four-wheelers riding around in a wheat field south of Aline elevator, advised deputy, second respondent called and advised fourwheelers riding around by elevator, she talked to them and they advised they have permission and to get the cops if she would like to, advised her boyfriend needed to get some sleep because he has work tomorrow.
