Obituaries DOROTHY M. RAUH Funeral services for Dorothy Mae Rauh will be Friday, May 2, at 1:30 p.m. at Zion Lutheran Church with Rev. Aaron Wagner officiating. Dorothy Mae, daughter of Ottilie Martha (Kletke) and Wilbur Forest Dimmick, was born in Alva on Feb. 8, 1925. She passed away at Alva’s Share Convalescent Home on the 27th day of April, 2014, at the age of 89 years, 2 months and 19 days. Miss Dimmick married John H. Rauh on Aug. 8, 1943. Following their marriage they made their home in Alva. She worked at Gleyre’s T.V. and Appliances, Hill Funeral Home, Alva Farmers Co-Op and the Lutheran Daycare. Dorothy loved to travel locally (driving around town) and was able to visit Europe, Israel, China, Australia and New Zealand. She also enjoyed teaching Sunday school and gardening. She was a member of the Alva Zion Lutheran Church. Mrs. Rauh was preceded in death by her parents; a step-sister, Rella Winter; a step-brother, Ray Dimmick; and nieces Webbie Lou Short, Eva Jean Watson and nephews Kenneth Dimmick and Ray Dimmick Jr. She is survived by her four children and their spouses: Sandra (Sandy) and Phillip Murry of Alva; J. ALBERT LEROY “BUD” RICHARDSON Funeral services for Albert Leroy “Bud” Richardson will be at 2 p.m. Thursday, May 1, at the Marshall Funeral Home Chapel with Rev. Jim Riley, pastor of the Lone Wolf Baptist Church, officiating. Interment will be in the Waynoka Municipal Cemetery under the direction of Marshall Funeral Home of Alva. Albert Leroy “Bud” Richardson, son of the late Albert and Lillian Violet (Bain) Richardson, was born May 13, 1925, in Slick and passed away April 26, 2014, at Weatherford at the age of 88 years, 11 months and 13 days. Bud attended school in Oklahoma City and Skiatook. On August 3, 1943, he enlisted in the United States Marine Corps for three years. On Nov. 13, 1945, he was united in marriage to Dorothy Mae Haltom at Kiowa, Kan. He started as a welder for Oklahoma Natural Gas Company and retired after 30 years of service as the high pressure line supervisor for northwest Oklahoma. After his retirement, he and Dorothy delivered the Newsgram throughout northwest Oklahoma and southern Kansas. He was raised in the Baptist church. He was a member of the Alva Lake Club and enjoyed hunting and fishing. Besides his parents, he was preceded in death by his wife, Dorothy; two sons, Forest Richardson and Randall Lee Richardson; one brother, Donald Richardson; and two sisters, Betty Wesolick and Mary Farren. Bud is survived by one son, Benny Eugene Richardson and wife Beth of

Freedom School Board sells several vehicles By Lynn L. Martin Several people showed up at the Freedom School Board meeting interested in the bid openings for several vehicles that had been advertised as surplus and for sale. There were quite a few bids, as the district had advertised in the Newsgram, the Penny News and the Woodward News. It took about half an hour to open them all.
Even though there were numerous bidders for the four items, Cossa Auto and Diesel was the high bidder on each. A 2001 F250 Ford diesel pickup brought $5,275; a 2001 Honda Civic sedan bought $1,675; a 1980 Chevy 20 pickup brought $425; and a 196467 International 2424 tractor with an 1850 Loader/bucket brought $1,675. Insurance Coop Going Away Superintendent Danny McCuiston told the board of the demise of the Oklahoma School Property and Casualty Company (OSPCC) at the end of April. This cooperative was formed a few years ago and ended up with about 50 schools as participants who must now scramble to find insurance. McCuiston said Oklahoma Schools Risk Management Trust (OSRMT) is submitting a quote to the district for fiscal year (FY) 2014 as well as the remainder of the 2014 school year. At the moment, because things are not settled, he said the district is covered through a re-insurance coverage, but would be liable for the first $250,000 to $300,000 of losses. He is hoping that deal with the OSRMT will come together by May 1. He assured the board members, “We will not be without insurance.� In financial news, the superintendent provided information to the board dated April 1. The year-to-date collections are $1,300,296.58 compared to $1,099,826.32, an increase of $200,470.26. He also reported good news that after a district request the State Board of Education honored a penalty waiver that was imposed due to excessive carry-over that would have cost the district $1,200. The compressor went out in the milk cooler in the cafeteria. McCuiston said they are waiting for quotes for replacement or repair. The student milk is currently being stored in the walk-in cooler. The board entered into executive session to discuss hiring of certified and non-certified employees. Freedom does not meet on Fridays, so there will be no school on May 2, 9 and 16. Other end-of-school events include the prom on May 3, several banquets and a few field trips. The last day of school is May 22.

By Samantha Smith Tucked between Highway 281 and Highway 58 is my little hometown – population 156. Yes, you read that right. But don’t let that number confuse you; my tiny town packs a punch. Yep, that’s Main Street up above where you’ll find the co-op, the bank, the post office, the town’s finest dining venue (a convenience store, which also served as the after-school hangout hub) and of course, the school – my beloved alma mater, home of the Elks and Lady Elks. Purple pride all the way. I cannot put into words how fortunate I feel to have grown up in a community like this one. What we lacked in numbers we made up for in school spirit, hard work and heart. And I can guarantee the people of my town will never be able to fathom how much they mean to me and how much they shaped me into the young woman I have become. Because, you see, when you grow up in a tiny town like Burlington, you aren’t just raised by your parents. You’re raised by your whole community. I graduated high school with only six other students. Six. That’s single digits, folks. But if I’m being completely honest, I’d have to tell you I wouldn’t want it any other way. Boy howdy, college was a shocker! But thanks to a wonderful education system and supportive teachers
and administration, I was well prepared. You see, small, rural schools let you do that. They allow you to connect with your classmates and build relationships with your teachers. Large schools just don’t get that. I still know so many teachers and community members who have continued to support me past high school – ones who have remained my mentors, and even a few who have become my friends. My home is a place surrounded by agriculture. Cows. Wheat. Tractors. Everywhere. I can guarantee the people of my community are some of the hardest-working individuals you’ll ever meet. That’s comes from a life in farming. Because of them, I have always found farmers to be the most admirable of people. Someone who will shed their blood, sweat and tears to produce food and fiber for billions of people who will never say thank you, someone who will put in 100-plus hour work weeks and sacrifice time away from their families for the well being of people they will never meet, someone who will put in hours of hard work day after day and never complain – that’s a hero to me, and I’m so thankful my heroes had a part in raising me. Sometimes I get a little sad when I think about the fact that Burlington will probably never be my home again. I miss the people and the spirit the town exudes, but just because I’m gone doesn’t mean my town is not with me. I keep a little piece of it everywhere I go – right inside my heart.

Burlington School board re-employs personnel, approves gym improvements By Yvonne Miller At their April meeting last Tuesday evening, Burlington’s school board acted on numerous items they’ve discussed for several months. They had a good audit and rehired personnel. President Terry Graham presided over the meeting with members Beth Guffy, Roger Allen and Allison Armbruster present. Aaron Smith was absent. Others present were: Superintendent Glen Elliott, Principal Shane Feely and minutes clerk Linda Gordon. Guests present were Chas. A. “Buddy” Carroll from Carroll Auditing firm, Jeff Boyd from Beckett Brothers Flooring and Scott Kline from Northwest Electric. Gym Improvements The gymnasium will be a hub of activity this summer. The board approved replacing the gym floor as discussed previously. That’s after asking questions of Jeff Boyd from Beckett Brothers Floors. Beckett will remove the existing maple floor and reinstall first grade maple flooring after inspecting the substructures. This is as laid out in Beckett’s Option 1 proposal at a cost of $43,778. The price includes seal, finish, lines and graphics. Elliott said Beckett believes the substructure should not be damaged, but there will be additional cost if it is. The work is be done in July and ready for use before school starts in August. Scott Kline from Northwest Electric attended the board meeting to discuss and
answer further questions concerning replacement of gymnasium lighting. Kline told board members that LEDs’ ease of installation, greater light output, better durability and ability to operate on onefourth of the electricity of current lights offset LEDs’ higher initial cost. Elliott said they had tried to find another gym with LED lighting to compare, but couldn’t. The administration had Alfalfa Electric Cooperative run some figures about projected costs, but the lighting type is relatively new so all they have are projections, Elliott said. The board accepted the bid from Northwest Electric to install LED lighting in the gym for $28,900 or less. Board members discussed the condition of the windows in the gymnasium and their importance as it applies to keeping a new gym floor in good condition. They reviewed a quote from Progressive Windows, then discussed the possibility of checking with other vendors, which might necessitate having a special meeting. The goal would be to replace the windows if it is necessary to do so before the work on the floor is started. The board agreed to table the issue until further research could be done. While not in the gym, the board again discussed remodeling the music/band room to be the pre-kindergarten room. Two quotes were presented. One was from A-Z Construction Co. in the amount of $39,865 and the other was from Collins
Construction in the amount of $21,500. The board accepted the bid from Collins Construction. Personnel Rehired, Good Audit and Other Board Business Following about a 40-minute executive session, the board approved re-employing career certified personnel Travis Bradshaw, Judy Elliott, Vanessa Garvie, Veda Holt 2/7 of a day, Gary Jenlink 4/7 of a day, Danielle Jewell, Lindsey Morgan, Jennifer Newlin, Janell Newman, Kirsten Pruett, Terry Pederson, Randy Turney, Robyn Turney and Kelly Campbell. The board also approved re-employing probationary certified personnel Kaye Christensen, Jessica Hadwiger, Stacey Croft, Ilene Littlefield, Ken Jones and Kiley Feely. The board approved the rate of payment for unused personal days at $40 per day for certified and full-time employees and $20 per day for uncertified and parttime employees. Buddy Carroll presented the 20122013 fiscal year audit as conducted by Chas A. Carroll Auditing. Carroll reviewed a condensed version with the board. He said no material or significant items of noncompliance were noted. However, in the management letter one error was mentioned. A Title II report was not submitted in a timely manner. The amount wasn’t forfeited, but has rolled over and is available in 2013-2014 fiscal year. The board accepted the audit as presented. Three bids were received on the property described as the Burlington Teacherage at 302 4th St. in Burlington. The bids were opened in the order they were received and are as follows: $3,100, Mitch Penner; $3,100, Tri-County Investments; $1,000 Mike Cook. None of the bidders attended. The board accepted the $3,100 bid from Mitch Penner despite the identical amount as Tri-County due to the date his bid was received. Monthly finances were approved as follows: General fund – encumbrances, $27,047.25; change orders, $2,639.60; warrants, $154,798.32.

Waynoka City Council Position remains vacant
By Laura Scott Troy Bradford, Michael Duvall, Susan Bradford, Tim Crissup, Ronnie Pitts and Mayor Andy Bowen were present for the Waynoka City Council meeting on Wednesday, April 23. Travis George and Letty Bittner were absent. The consent agenda was approved by the city council. Susan Bradford added that “the detail is getting better.” This included the general fund in the amount of $72,140.35, restricted tourism checks in the amount of $750, and the airport for $197.40. Police Chief Whitney has attended state-mandated training in Oklahoma City. Alert training at the school has been completed and the city received compliments from the staff that came in for this. Susan Bradford asked how fleet training was going. Ashley has remained in the reserve academy. She will be completing a bridge academy in 2015 for eight weeks. Michael Duvall asked about how the cars are holding up. The police chief’s car was hit by a deer. The car has recently

completed repairs for the damage done to the vehicle, which will be covered by insurance. Should bad weather hit for the Snake Hunt, Chief Whitney is unable to provide shelter to accommodate the masses. “We will go through the camp sites and have the rangers go through as well and let them know we have no place for them.” The nursing home has been reappraised. $113,000 was their assessment of its value. The nursing home will be listed at this amount. Three passed the test for the EMS class and another ambulance driver has been hired. Code enforcement is underway. Yards with tall grass will receive a letter and may receive tickets and have to pay court costs. Melissa and Johnathon are doctoral students at Parker University College of Chiropractic in Dallas, Texas, and will graduate in August. The couple will be married June 14, 2014, in McKinney, Texas.

Seven members of the Waynoka Family, Career and Community Leaders of America (FCCLA) chapter have qualified to compete at the National Leadership Conference in San Antonio, Texas, July 5 – 11. Hannah Darr, Josiah Darr, Austin Durkee, Kaylee Tyson, Brooklinn Weber, Ashley Wells and Maria Wilcox will represent the Oklahoma FCCLA as they compete in Students Taking Action with Recognitions (STAR) Events on the national level. The students qualified by placing first or second in the state STAR Events completion that took place in Stillwater March 27 – 28. Waynoka had five first-place winners and seven national qualifiers, which is the most the chapter has ever had. These students are each raising money to help pay for the expenses of the trip. The FCCLA members are asking for donations and corporate sponsorships to help pay for conference registration, hotel and other expenses See FCCLA Page 35

New State Farm agent brings 24 years’ experience By Lynn L. Martin Stephanie Eaton of Enid was approached by State Farm Insurance to consider taking ownership of the Alva office when Jim Hale announced his retirement. Even though she has 24 years’ experience in the insurance business, and her husband just 20 years, Stephanie had just completed the rigorous qualification procedure to become an agent. She said, “A few years ago, my husband and son embarked on a mission trip to Africa in a location that was considered high risk regarding the terrorist organization al Qaeda. At that time, I realized if something happened to them, I was not qualified in State Farm’s eyes to take over his agency. So even though we had decades of experience together, that did not count until you passed the qualifications on your own. “I had just completed the qualification when Jim Hale announced his retirement plans. State Farm approached me and asked if I was interested. I prayed about it for three or four weeks. It was quite a mental struggle and I wanted to be sure this was the right thing to do. I love doing what I do ... which is taking care of people.” The eventual “yes” decision has brought many changes in Eaton’s life. She commutes to Alva about five days a week,

Stephanie said they have purchased the building and hope to be located there by September or October. She said, “It’s going to be a great place. We’re framing it up to have all the offices we need. It’s going to be a nice place to do business.” Small Town Girl Eaton grew up in a small town in southeastern Kansas before becoming a Plano, Texas, girl as she entered high school. After that, it was Southern Nazarene University for a degree in business and a minor in accounting. She married her husband, Jeff, while a senior in college, graduating in 1990. Upcoming budget meetings have been set. The budget meetings are scheduled for May 14 and June 11 at 7 p.m. As of yet, no one has agreed to being appointed to Ward 3, Seat 1, so the position continues to remain vacant. The fire chief stated he now has 23 guys on at the fire department. “The most we have ever had. We may need to buy some gear.” The jaws of life need to be replaced. On the next agenda, the old set will be placed on surplus and council members will vote to authorize the purchase of a new set of cutters. Mayor Bowen has asked that a list of items be provided that are no longer needed and can be placed on the list.

Part of the time during her 24-year insurance career, Eaton also served as a pharmaceutical representative for five years traveling a route that included Alva, Buffalo, Shattuck, Woodward, Gage and Mooreland as part of her territory. “So I AM quite familiar with this area,” she said. Asked what the family does for fun, Eaton replied. “We really do like working outside as a family. Even if it is my boys mowing, I like to get out there and mow with them. We love the outdoors. And I love watching them play sports. We like to be active!” What do you like best about Alva? What do you like least? The first half of the question was quickly answered. Eaton said she was a bit concerned about how well she would be accepted because she was an “outsider” coming to a small town similar to the one where she grew up in. She said all those
worries were for naught. She expressed enthusiasm for how sincerely people have welcomed her. When asked what she likes least, Eaton groaned and said, “I’m sure this is the universal answer (pointing at the highway 50 feet away): those big trucks. They are REALLY noisy.” Competition Finally, we asked, “Will you be competing with your husband’s State Farm Agency in Enid?” She laughed. “Well, we technically do. But we learned a long time ago to be on the same team. So as I push him, he pushes me. I did have some fun when I called his office the other day and gave him a hard time over something.” How Long for Alva? Eaton almost bristled at that question. She said, “I want to be an agent here as long as State Farm will let me be. I’m not looking at five years or 10 years. I’m looking at twenty or thirty … a career!”

Bowen requested that the problem be observed and a suggestion be made at next month’s meeting. Though the board could not take action due to the lack of members present, city council members were provided information regarding financing the street improvement project of the Waynoka Utilities Authority. Stated Mayor Bowen, “Our next meeting will be in May and there is a possibility that we will take action then.” Council members voted in favor of designating Rebekah Beason as the person in charge of grants and approval of her as signatory on all Waynoka accounts. For purposes of convenience and expedience, she will be in charge of all grant applications and completing the requirements. Initial discussion began to consider approval of Ordinance No. 2014-782 to provide for an increase in the salary of the mayor. “This is an ordinance that would increase the mayor’s pay to $1,000 a month. Right now the mayor is paid $300/month or $277 after taxes. I would not do this job again for that,” said Bowen.
Susan Bradford asked to see the budget before making her decision. “I would say the same thing about any increase, not just the mayor. I would like to fully analyze the situation before making a decision.” Should the board vote in favor of approving this ordinance, such increase will not affect the salary during the current mayoral term. Upcoming budget meetings have been set. The budget meetings are scheduled for May 14 and June 11 at 7 p.m. As of yet, no one has agreed to being appointed to Ward 3, Seat 1, so the position continues to remain vacant. The fire chief stated he now has 23 guys on at the fire department. “The most we have ever had. We may need to buy some gear.” The jaws of life need to be replaced. On the next agenda, the old set will be placed on surplus and council members will vote to authorize the purchase of a new set of cutters. Mayor Bowen has asked that a list of items be provided that are no longer needed and can be placed on the list.
