Burlington FFA holds their 64th annual FFA banquet Burlington FFA held its 64th annual banquet May 6 in the little gym of Burlington High School. Thirty-four members, their families and FFA supporters joined to recognize this year’s achievements. Every year Burlington FFA honors members of the community who have supported the chapter with the Honorary Chapter Degree. This year’s recipients were James and Janet Maltbie. The Star Greenhand is awarded to the student who has risen to the top of his or her class and excelled in leadership and citizenship, and has developed a strong work ethic. This year’s Star Greenhand was Jonathan Armbruster and Bayli Hyde. Jenna Maltbie was honored as Chapter Star Farmer. The Chapter Star in Agricultural Placement was Heather Armbruster and the Chapter Star in Agribusiness was Carter Stewart. Travis Bradshaw, advisor, was presented a t-shirt quilt from the sophomore girls and FFA Mother’s Club. The senior class had a commemorative brick for Bradshaw placed at the National FFA Center in Indianapolis. The conclusion of the banquet
was the anticipated announcement of the 2014-2015 Burlington FFA officer team. Next years officers include Sarah Garvie, president; Alysson Stewart, vice-president;

Roscoe Campbell with the American Legion is requesting help with placing the flags on burial sites of fallen military men and women for Memorial Day. A great group of volunteers participated last year, and Campbell said they are in need of a great group again this year. The volunteers will meet at the flag pole in the cemetery on Thursday, May 22, at
4 p.m. to start putting the flags out. The meeting time is a little earlier than last year so the activity doesn’t interfere with Alva Middle School graduation later that evening. This year, due to the drought and the dirt being so hard, Campbell asks volunteers to please bring hammers and screwdrivers to make holes for the flags.

Seevers celebrate Couple wed their 50th anniversary in Edmond Mallory and Janette Seevers will be celebrating their 50th anniversary a day early on Saturday, May 31, from 2 p.m. to 4 p.m., with a come-and-go reception hosted by their children and spouses at the Alva Moose Lodge Women’s Meeting Room. Mallory Seevers and Janette Lander were married by ordained minister Wilfred Jones at his home on June 1, 1964. In attendance were Ada Lander, mother of the bride; Gayla Darr Haxton, bridesmaid; and the late Jr Quinn, best man. Their ceremony was briefly interrupted when the 17 cuckoo and grandfather clocks all began to chime at 9 a.m. The couple traveled 14 hours for their honeymoon in Arkansas, where Janette first met Mallory’s parents and eight of his 13 siblings. They returned
to Alva, where they have worked, gone to church, formed friendships and made their home for the past 50 years. To this union they have added a son, Ryan Seevers, and his wife, Debra Gilchrist Seevers, of Seiling; and a daughter and her husband, John and Cristina Gabus of Oklahoma City. They have one grandson, Dustin Gabus of Alexandria, Va.; and three granddaughters, Mallory Autumn Gabus of Norman (University of Oklahoma), Amber Seevers of Alva (Northwestern Oklahoma State University), and Jasmine Seevers of Seiling (go SHS Wildcats!). The only thing that will make this event more special is for all of their family and friends to attend this celebration with them. Please save the date and join us Saturday, May 31, and congratulate them during this special time.

Hello Citizens of Woods County My name is John Smiley, and I am runnning for District 3 County Commissioner. I grew up on a ranch south of Waynoka, where we raised cattle and wheat. I attended Waynoka Public Schools until my senior year and graduated from Wakita High School. I then a t t e n d e d M i s s o u r i Va l l e y College in Marshall, Missouri. I live in Waynoka with my wife, Nita, of sixteen years and my 13 year old son, J.P. I have worked in all aspects of the dirt construction business since leaving college. I have been an employee for Litzenberger Construction for 13 years, where I currently run heavy equipment. I also oversee the finishing of multiple locations and coordinating as many as 50 rock trucks. Currently, I am the Fire Chief of the Waynoka Fire Department. I have been a member of the fire department for 17 years serving as Fire Chief for 5 of those years. I have also been a seven year member of the Woods County Rural Fire Fighters Association. While being Fire Chief, I was instrumental in acquiring the monies and designing the layout for the construction of the new Waynoka fire station. As Fire Chief I have the experience of managing a budget both local and county and coordinating fire trucks and 23 firemen. I feel that because of this and my work experience, that I am qualified for the position of county commissioner. I believe in being honest and sincere to all people. I will be willing to listen and be open minded to all the concerns of the citizens in my district and the other county commissioners. My priority will be to maintain the infrastructure, jobs, and help manage the operations of the Woods County Courthouse. My goal is to meet every person in my district and hear your concerns. Freedom schools Aline-Cleo Schools hold graduation Public Fourth quarter honor roll By Lynn L. Martin Both eighth-grade and senior graduation ceremonies were held Tuesday night at the Freedom High School. Baccalaureate services were held at 7 p.m. and graduation ceremonies at approximately 8 p.m. A cake and punch reception followed in the cafeteria. At the Freedom school board meeting Monday night, Superintendent Danny McCuiston provided the latest financial report. Gross production collections so far are $190,380.90 for this school year. The fiscal year 2013 total was $102,734.26. Rural electric collections are $121,426.81 compared to $99,487 a year ago. Motor vehicle tax revenue is $51,660.64 compared to $53,816.70 the previous year. When all three revenue sources are combined, the total for this year is $363,468.35 compared to $256,038.16 last year. Because the school board meeting was held earlier in the month, more collections are anticipated before the end of the fiscal year. From last meeting’s minutes, the resignations of two certified teachers – Erin Thrash and Charles Hough – were approved:. The board hired the following certified teachers for next year: Donna Fearing, Kellie Badley, B. J. Baker, Kent Bilyeu, Elizabeth Ferguson, Renea Gaskill, Sharon Harper, Katie Strehl, Charlotte Selfridge, Jeanne Weber and Bryan Weber. No action was taken on
Benjamin Baker. Support staff hired for next year were Islia Barnes, Heidi Cook, Dalene Dauphin, Patricia Dauphin, Brenda Daughhetee, Tana Nixon and Dawn Wares. At their April 28 meeting, the board approved offering a one-time $5,000 signing bonus to a high school math and or science teacher after being hired. At their May 19 meeting, the board hired Marlo Woodard Smith to teach math and Jennifer A. Williams to teach science. In other action, the board voted to approve temporary appropriations for fiscal year 2015. The superintendent said this is 90 percent of this year’s estimate of needs. The board agreed to once again to try a June food program called “Seamless Summer.” Islia Barnes will be the cook to provide both breakfast and lunch offerings. The superintendent said it didn’t go very well last year, but he wanted to try it again. Turns out the reason it didn’t go very well is the district did not get its reimbursement paperwork submitted on time. Students will be engaged in a summer reading program taught by Katie Ferguson; those students will likely take advantage of the cafeteria service. The district decided to once again join the Oklahoma State School Boards Association for fiscal year 2015 at a cost of $1,225 per year.

Airport on brink of succeeding By Lynn L. Martin It became clear at the last Alva Regional Airport board meeting that being tied to the City of Alva’s budget may soon cause the Alva airport to fail as a business venture. Let’s set the scene. The Alva airport has a nice new jetlength runway, a beautiful terminal building and fuel trucks capable of refueling both piston engine and jet aircraft. Alva’s location midway across the USA makes it an attractive refueling stop for all sorts of cross-country traffic. One of the main attractions is an easy and clean approach from either direction. No mountains. No high power lines. And no ATC. ATC is pilot lingo for air traffic control. Calling up ATC is important around high traffic airports like Oklahoma City or Wichita. Approach control will guide the pilot around other traffic and space them out so one aircraft has time to clear the runway before the next lands behind it. All of this “vectoring” around takes time and costs extra money for the fuel burned. The approach to Alva, on the other hand, is a piece of cake. Pilots simply point their aviation GPS to the airport and land. They don’t have to be routed around by anybody. Once on the ground at the Alva airport, the pilot doesn’t have to spend 15 minutes navigating a maze of sometimes confusing taxiways. The pilot taxis to the parking ramp, orders fuel, probably visits the restroom, and is back underway in less time than it takes to get vectored around the skies at a large airport. Also, Alva fuel prices are intentionally kept low – way below the prices at big airports. Here’s why the Alva Regional Airport needs to become like Share Medical Center. The City of Alva has a pay-scale matrix that has a starting wage for parttime help at around $8.17 per hour.
The Alva airport needs to have an employee on hand for refueling aircraft on weekends. Airport Manager Greg Murray says that when he engages in a conversation with a potential weekend employee, the conversation is over when he tells the starting wage. Even employees at the local hamburger chain are paid more. Also, an employee who has the responsibility of refueling a $20 million aircraft needs to be a pretty smart person. You don’t want the employee saying to the pilot, “Gee, where’s the gas cap on this aircraft?” You don’t also want them refueling with 100LL instead of jet fuel. Bottom line, better pay is required for a more responsible job than the city’s pay matrix for part-time people will permit. Joe Don Dunham wisely said that he has to stay with the pay schedule for all departments of the city. He explained he can’t play favorites. If Share Medical Center, The Homestead or the convalescent home had to keep pay rates in line with the City of Alva’s pay scale, they would not find any employees. The medical business operates at a higher pay level. Because the medical center operates independently of the city, they can pay what the market requires for various employees. At the airport board meeting, Wayne Kinzie and Terry Turner both pointed out that if a cross-country aircraft lands at the Alva airport on a weekend and there is no one to provide service, that will be the last time that aircraft tries Alva. Yet representatives of Alva attend the huge Oshkosh, Wis., aviation event each year for the purpose of drawing traffic to the Alva airport. Occasionally, ads have been purchased in aviation magazines attempting to attract refueling traffic. The airport is without a weekend employee at least two weeks per month. Airport board chairman Bob Baker has been working free on some weekends to provide the worker coverage needed. The bottom line is the airport needs to become an independent authority so they have the flexibility to make the Alva Regional Airport profitable.

Brandon is the son of Sandy Kamas of Freedom and Larry Harmon of Alva. Jaclyn is a 2006 graduate of Oklahoma Bible Academy and a 2011 graduate of the University of Central Oklahoma. She is currently a first-grade teacher at Garfield Elementary. Brandon is a 2004 graduate of Alva High School and a 2009 graduate of the University of Central Oklahoma. He is currently a mortgage auditor for Prime Source Mortgage in Oklahoma City. a traditional commencement. Eleven of the 19 graduates attended classes together since kindergarten. It was a bittersweet moment for this reporter, after covering countless graduations through 24 years. This time it was my only child who I was photographing in her cap and gown for the Newsgram. I had my crying meltdown when hugging her in the receiving line at Baccalaureate on Wednesday evening. I was pretty good Sunday. Although the professional-level class video created by graduate Shania Farney’s mom Marianna was the biggest tempter to turn on the faucet, I resisted for the most part because I knew my daughter would “punch me” as she had previously warned! Addressing the full gymnasium of well-wishers and her classmates, class valedictorian Courtney Roark said, “Success doesn’t just come to us. We have to go through changes, work hard and never give up.” While writing her speech, Roark said she came across the ABCs of graduation. “These ABCs are a little different than the ones we learned in kindergarten. I would like to use this alphabet to spell one word that is significant and has been cheered many times by cheerleaders and South Barber fans, and that word is CHIEFTAINS. “C is to consider things from every angle. H is to hang onto your dreams. I is for ignoring those who try to discourage you. E means to enjoy life today, for yesterday is gone. F is that family and friends are hidden treasures; seek them out and enjoy every moment with them. T is to take control of your own destiny. A means to avoid negative sources, people, places, things and habits. I is that inspiring others is the best inspiration you can give to yourself. N is to never give up and never give in. And finally there’s S. Possibly the hardest of letters for us to do, our teachers and parents can attest to that. S means to stop procrastinating. Services will be held at Vondel Smith Mortuary, 13125 North MacArthur Boulevard (at Memorial Road), Oklahoma City, Thursday, May 22, at 10 a.m. Interment will take place at Memorial Hill Cemetery north of Waynoka, with a graveside service Friday, May 23, at 11 a.m.
at Oklahoma State University and graduated with a master’s degree in mechanical engineering. After graduation from OSU, Merle worked in the aerospace industry for 10 years. This work included re-entry vehicle environment simulation on warheads with Sandia Corporation in Albuquerque, N.M.; research on VTOL engines at Boeing Company in Wichita, Kan.; and rocket fuel research on the Saturn Booster for the Apollo program in New Orleans, La. In 1964, Merle accepted a position with North American Aviation in Tulsa, Okla. This work included testing of ground support equipment for the Apollo Spacecraft Program as well as work as lead engineer testing and verifying the pyrotechnic separation systems on the command and service modules of the Apollo spacecraft. In 1967, Merle joined Hesston Corporation, farm equipment manufacturer, in Hesston, Kan., as a design engineer on haying equipment. This employment included field testing of the assigned equipment and many trips to all parts of the United States as well as many foreign countries. He traveled extensively behind the Iron Curtain during the Cold War. He currently holds many patents on farm equipment. While in Kansas, Merle built a large horse barn, and he and Ramona had a large stable with about 70 head of horses. In 1983, Merle resigned from the corporate world and did consulting work for the remainder of his career as an energy engineer. Merle retired in 1996 and moved back to Freedom, where he and Ramona lived at the entrance to the Alabaster Caverns. In 2012, he and his wife moved to Lawrence, Kan., to be closer to their children, grandchildren and greatgrandchildren. They lived there for the remainder of his life, during which he remodeled two houses and he and his wife lived and worked with their daughter, Rayna, on her 24-acre farm. They celebrated their 60th wedding anniversary in Lawrence with their
Obituaries LOU ANNE (HOBSON) ARMSTRONG Lou Anne Armstrong was born on Feb. 3, 1940. Well loved by her family and friends, Lou Anne passed away in Oklahoma City at age 74. She is survived by her devoted husband, Randall Armstrong; her son, James and his wife, Debbie, of Oklahoma City; her son, Brian and his wife, Jaye, of Ft. Worth, Texas; and her grandchildren Taylor, Kristi and Casey Herndon of Oklahoma City, and Mitchell Herndon of Ft. Worth, Texas. Also surviving are her step-daughters and their families: Tiffney and Michael Napoli; Jake and Will of Dallas, Texas; and Melanie Walters, Richard and Lily of Oklahoma City. The activities and accomplishments of her grandchildren brought Lou Anne great joy, as she was quick to share. Preceding her in death were her parents, Florence (Aldrich) Hobson and Estel Hobson of Waynoka, and her former husband, Dean Herndon of Oklahoma City. Also preceding her in death were her beloved horses, Gypsy and Chance, and Cody the dog. Lou Anne loved her animals and life on the farm, and until her death spent as much time as possible on the family farm near Avard. Lou Anne attended Bethel and Rose Valley elementary schools, and graduated from Waynoka High School, class of 1958. One of Lou Anne’s favorite high school activities was participating in a mixed quartet and a trio. She very much enjoyed singing harmony. After graduating high school, Lou Anne completed nurses training at St. Anthony’s School of Nursing in Oklahoma City. Until her retirement, she spent most of her career as a registered nurse associated with a private practice in OB/GYN in Oklahoma City. Lou Anne will be remembered as a kind and generous person who always did her best and expected the same of others. She will be sorely missed by her family and friends, who greatly valued her love and loyalty.
MERLE KEITH BURKHART Funeral services for Merle Keith Burkhart will be at 2 p.m. Tuesday, May 20, 2014, at the Freedom Christian Church with Pastor Mark Kinkle officiating. Interment will be in the Freedom Cemetery under the direction of Marshall Funeral Home. The family will be at the church from 11 a.m. to 12 p.m. for a visitation. Merle Keith Burkhart was born to Vernie Ray Burkhart and Louisa Mae McGee on Sept. 30, 1933, in a farm house in the Quinlan, Okla., community. At a young age the family moved to the home 9 miles south of Freedom, Okla. Merle grew up with an older sister, Lavonne, and two younger brothers, Dwight and Alan. At the age of 7, Merle’s mother died in a car accident and later Vernie remarried Nelda Lucille Magee. Merle attended Golden Belt country school his first five years of schooling. He continued his education through high school at the Freedom Public Schools. Merle was very active in the local and state FFA programs. Merle attended Oklahoma A&M College in Stillwater, Okla., during the spring and fall semesters of 1952. His college education was interrupted by his military obligation. On June 9, 1953, Merle married Ramona Faye Wadkins of Tegarden, Okla. To them, two daughters were born: Teresa Merlene and Rayna Mae. Merle entered active duty in the U. S. Army on June 15, 1953, and was deployed to Japan and Korea for several months. Upon discharge from active duty, he continued in the Army Reserve until his eight-year obligation was fulfilled. Alfalfa County Commissioners By Leslie Nation The Alfalfa Board of County commissioners approved of three inches of asphalt overlay to improve W. Fifth Street in Alfalfa County at its regular Monday meeting May 19. The commissioners entered into the contract with the Oklahoma Cooperative Circuit Engineering Districts Board (OCCEDB) using the emergency and transportation revolving (ETR) fund. The Fifth Street improvement project is estimated to cost $1 million. Construction is anticipated to commence in July. Reimbursement is scheduled to begin August 2014 with monthly payments of $50,000 coming from the blacktop sales tax. Payments to this contract are to be
made only from monies made available to the State Treasurer’s Office for the ETR fund. Prior to the approval of the Fifth Street blacktop renovation, the commissioners approved minutes from the last meeting, M & O warrants and blanket purchase orders. No road crossing permits were available for inspection. The commissioners also approved the agreement with ROCMND Area Youth Services, Inc., in operating the Craig County Juvenile Detention Center in Vinita. Both parties have agreed that ROCMND will provide and make available to Alfalfa County the detention services and facilities of the Craig County Regional Detention Center on a space-available
basis as determined by Youth Services. Alfalfa County has agreed to reimburse ROCMND Area Youth Services at $17.02 a day per child. This amount represents 15 percent of the amount approved by the Office of Juvenile Affairs for operational costs of detaining a child. The commissioners also approved of a contract with Western Plains Youth & Family Services, Inc., operating Beckham County Detention Center, as well as a cooperative agreement with the Oklahoma Department of Agriculture, Food, and Forestry Wildlife Services Division. After all contracts were inspected and approved, the commissioners adjourned their meeting, and will meet again on Friday due to Memorial Day next Monday.
Burlington FFA hosts blood drive Burlington FFA hosted the Oklahoma Blood Institute for a blood drive on May 7. Several Burlington FFA members, teachers and town residents donated blood in the name of Connor Sneary from Alva. At the end of the day, 24 citizens contributed blood. Hosting blood drives is just one of the many ways that Burlington FFA members prove they are truly “living to serve.

entire family present. Merle loved to hunt, fish and travel. He was a member of the NRA and took several trips with his brother, Alan, to attend conventions. He actively volunteered in the Freedom community with the Freedom Museum, the senior center, and the local food pantry. Most of all, he loved to spend time with his family visiting, playing games, working on projects and sharing stories. Cards and domino games could become quite a contest. Merle loved working on projects of all kinds and frequently made the rounds of family members to work on his “daddy-do” lists. Merle survived two out-of-hospital cardiac arrests and passed away at KU Medical Center shortly after quadruple bypass surgery. His last words were to his family to assure them of his everlasting love for them. Merle was preceded in death by his parents, Vernie Ray Burkhart and Louisa Mae McGee Burkhart; his stepmother Nelda Lucille Magee Burkhart; his sister Lavonne Burkhart Carver White Parrot; and a brother, Dwight Lowell Burkhart. DeAnn was the daughter of Oscar Roy Hollis and Edna Pulaski Reynolds Hollis. The family moved to Alva in 1925.
In 1944, she was married to Chester Corbin and moved from Alva to Liberal, Kan., in 1954 and from Liberal to Wichita, Kan., in 1964. DeAnn graduated from Wichita State University with a BA in religion and an MA in gerontology. She was an accredited legal secretary, an associate for an international trade company, a Menninger Bible Study instructor for over 20 years and at one point was director of the East Wichita Shepherd’s Center. Her lifelong passion was writing poetry, religious leadership and her weekend hobby for many years was helping at the couple’s cattle farm in Chautauqua County, Kan., with Chet. DeAnn was a member of the Daughters of the American Revolution and the Riverside Christian Church in Wichita. She was preceded in death by her husband, Chester; her mother and father; her sisters, Ealon Willey, Gwendolyn Anderson and Daphne Hollis Myers; her granddaughter, Laura Ellen Corbin; and grandson, Caleb Pomeroy. She is survived by her daughter. Susan; husband, Dan; and her sons, Hollis and wife Helen, Andrew and wife Robin, and Matthew. She is also survived by her brother, Oscar LeRoy Hollis; four grandsons; three granddaughters; and 12 great-grandchildren. DeAnn was a loving daughter, wife, mother, grandmother and greatgrandmother. She was a caring, patient, smiling woman, a thoughtful neighbor, a dedicated and unfaltering Christian example for each and every family member and friend. The family wishes in lieu of flowers memorial donations be made to Riverside Christian Church in Wichita.

Many major capital improvements approved by South Barber school board By Yvonne Miller The South Barber Board of Education had a full agenda at its May meeting. So much, in fact, the Newsgram broke the story into two separate articles. The first article ran last Wednesday regarding the board’s changing the current eight-point grading scale to a 10-point grading scale. The remainder of the meeting is in this article. Board President Steve Allen conducted the board meeting with the following members present: Dooli Rugg, Deb Helfrich, Jeff Black, Mike Anderson, Mark Pollock and Dana Roark. Superintendent Brad Morris and board clerk Julie Johnson also sat at the board table. A last-minute addition to the agenda was the resignation of K-12 vocal teacher Boram Shin. However, this is not a resignation either Shin or the board wants. Shin is from South Korea. Superintendent Morris said the issue is due to her immigration status and is a daily work-in-progress to get it fixed so she can continue to teach at South Barber.
High School Parking Lot and Stadium Improvements Approved Two major projects received board approval to be done this summer. One is repairing the parking lot at the high school, which is full of cracks and potholes and is basically in a state of disrepair. The other project is repairing and remodeling the football bleachers at the junior/senior high school. This includes repairing the home and visitor side seating and the press box, which Morris said has wood rot. The board adopted Resolution 2014-3, which approves issuance, sale and delivery of general obligation capital outlay bonds in the amount of $720,000. The school is able to borrow against their capital outlay funds. Superintendent Morris said this is possible because of a legislative house bill that gave schools more freedom to use their capital outlay money. Resolution 2014-2 was also passed, which would levy tax for the capital outlay fund. The resolution states – and the superintendent assured – that passage does not increase taxes or the mill rate, which remains at eight-mills.

The football stadium repair and remodel bid is from Heartland Seating. The home-side bleacher cost is $83,188. The visitor-side cost is $15,718. Cost of the new press box is $50,000. So, total cost of the stadium improvements are $98,956. The board selected this bid over another one Morris said was about $215,000. The new home-side bleachers will have handicap-accessible seating and railings going to the top of the stadium. Before voting, when board members first discussed the need for the remodeled bleachers, namely the press box, Rugg said, “We need new curtains at the grade school gym.” Of the $720,000 borrowed against capital improvements, approximately $300,000 remains for other projects, Morris said. Some of those include elementary bathroom improvements, a fire alert system and a bus, etc. Board members unanimously approved the capital improvement projects. Superintendent Reports Morris said that on May 6 the computer tower on top of the district office fell, poking a hole in the Chieftain Theater roof. Morris said USD 255 will lose $3,117 in Title money, which is federally funded. Summer Weight Position and Other Board Business The agenda called for possible approval of (teacher and head high school football coach) Tim Rector as summer weights and conditioning coach. Board members asked numerous questions before voting. Morris said Rector “has always been there; he just wasn’t paid.” Now he will receive $997 working about two hours per day three days a week this summer. All board members voted yes to hire
Rector except Pollock, who abstained. Clerk Johnson said the abstention counts as a “no” vote. Scott Sibley received board approval as an emergency substitute. Current bills totaling just over $270,000 were approved. In the middle of the meeting, the board met in executive session for 20 minutes to discuss non-elected personnel with no action taken upon return to open session. At the end of the meeting the board held an approximatly 10 minute executive session to discuss negotiations with no action taken upon return to open session. Achievements Principal Marcia Cantrell said fifth-grade teacher Samantha Nichols received the Eggleston Teacher Award, which is $500 to use in her classroom. Nichols also applied for a grant and received it from the Lowes Charitable
and Educational Foundation. This awarded her $2,000 to use for school improvements Cantrell said their students call “Our Back Lot.” At state forensics, Daniel Anderson and Caitlin Jacobs made it to the semifinals, placing eighth. Taylor McCullough, who will be a senior in the fall, was crowned Miss South Barber last Wednesday. She’ll represent her school at Northwestern Oklahoma State University’s Miss Cinderella Pageant in October. Both Principal Brent Shaffer and Principal Cantrell complimented music teachers Jill Daughhettee (band) and Boram Shin (vocal) for the “great” and “fantastic” music programs. Cantrell said the air-conditioned gym (for the first time at the grade school) “was wonderful!” Regional track is Friday at Pretty Prairie. Driver’s ed is May 29 - June 13.

Kiowa Council approves street work, says no to city doing motor vehicle inspections By Yvonne Miller All members attended the May meeting of the Kiowa City Council conducted by Mayor Brandon Farney, including Russel Molz, Tom Wells, Mark Lambert, Bill Watson and R.L. Simpson. Also seated at the council table were City Administrator Nathan Law, City Clerk Marlo Rugg and City Attorney Laurel McClellan. Barber County Sheriff Justin Rugg addressed the council, mainly to tell them what a good working relationship his department has with the Kiowa Police Department. “Everything is going very smooth. We’re working very well together. In the past it hasn’t always gone so smooth,” Rugg said. “Don’t hesitate to call us.” The sheriff said his department has a new dual-purpose dog. Street Improvements to Begin Law and City Superintendent Gary Johnson propose doing 20,000 square yards of streets this summer. The cost of the annual street work is higher than last year by $2.08/ square yard, but is based on using more expensive, better quality emulsion from Circle C. Law said this higher quality chip and seal is expected to last longer. The quoted rock price from APAC is $11/ton, a .50/ton increase over last year. Rock hauling is $20/ton from Heath McMurray. The cost breakdown is $41,240.05 to Circle C for chip/seal and $9,300 for rock and hauling. The council approved the scope of work, not to exceed $54,500. Council Says No to Police Officer Doing Commercial Motor Vehicle Inspection Law told the council that Officer
Kenneth Richardson went through a twoweek training to be certified to inspect commercial motor vehicles. The officer is now working on additional training for inspector certification. Annual costs would be $250, plus potential future costs of $1,000 to $1,500 for a laptop with an air card, a mobile printer, etc. The council would also be required to adopt federal motor carrier safety regulations to have enforcement power via the municipal court. Law recommended the council approve the ordinance and amend the city code accordingly. When the council heard this proposal, many gave negative feedback. Lambert said, “Do we want to detour all truck traffic to stay on Highway 281? ‘Cause that’s what will happen if we do inspections.” He mentioned an example of a community that did this when he was trucking and all of their truck stops closed because truckers avoided traveling through that town. Molz said, “We don’t need to be doin’ it.” Wells said, “Kiowa is not in the inspection business.” Councilmembers also cited the negative impact on harvesters. The proposal died for lack of a motion. Appointments and Other Annual Business The council acted on annual items, including appointments, and city, health and dental insurance. The approved mayoral appointments are: municipal judge – Jon Von Achen, chief of police – Steven Johnson, city clerk - Marlo Rugg, prosecuting attorney – Laurel McClellan, and city treasurer – Rex Zimmerman. Law apprised the council that
the city’s annual property insurance contract cost for the city’s 2014-15 year is $54,379, which is an increase of $2,479 over the previous year or a 4.78 percent increase. The council approved the automatic renewal, which includes property, liability, automobile, worker’s compensation, etc. The council also approved continuing the annual health and dental insurance contract with Blue Cross Blue Shield of Kansas. The rate changes actually show an overall decrease of 1.989 percent if the city maintains its existing plan. Fiber Optics Request and More Council Business Kan/Okla has a project to connect Waldron with Hardtner. They plan to take a fiber line into Kiowa, connect to SC Telcom, and then head back out of town. Law said there is no cost to the city for the proposed locating of the fiber line. However, he said the council may consider imposing a right-of-way use fee. Law said this would be a convenience for Kan/Okla and SC Telcom. It would amount to about 13.5 blocks of buried line in city right-of-ways. The council approved the fiber optics work and charging Kan/Okla $500 to help cover city costs, plus guarantees in the contract to protect city interests. SC Telcom requested space on the south side of the water tower to erect a dish to beam a broadband signal to a customer outside the city limits. By Yvonne Miller Only four graduates dressed in purple caps and gowns walked down the aisle at the Burlington High School (BHS) commencement Friday evening, but Superintendent Glen Elliott told the class of 2014, “You are a small group, but you make a wide swath.” The superintendent told the graduates, “I couldn’t ask for a group to do better in their leadership role.” DeAnna Wright played the traditional “Pomp and Circumstance” as the group made their final walk down the aisle as high school students. Graduate Richard Fischer opened with an invocation. The small but mighty class sang “For Good” with taped accompaniment that provided a full sound for their class musical presentation. As salutatorian, Jenna Maltbie told the crowd, “Burlington School has truly blessed me with far more than I deserve.” She thanked

She described the two boys in her class, Carter Stewart and Richard Fischer, as being “like my brothers.” The tears came when she looked at her classmate Heather Armbruster and said, “Heather, this is the first time we’ll be apart in 13 years.” “We shared victories and defeats,” Maltbie recalled and added she never dreamed the four of them would hold a national FFA title. Class valedictorian Carter Stewart had the crowd stand up, step to the left and hold their breath. “I got you to stand up for something, took your breath away and moved you,” he said. Then to the school and community he said, “Thanks for moving me and taking my breath away.” Carter said the people at Burlington School “teach good work ethics.” He expressed appreciation for all the encouragement he’s received from family, the school and community. friend of the groom. The groomsmen wore white long-sleeve, button-up shirts with plum bow ties and vests and grey slacks. The ushers wore long-sleeve white shirts with purple ties and khakis. Following the outdoor ceremony, everyone was invited to attend the indoor cake and punch reception. The four-tiered bridal cake was decorated in a white floral design with plum ribbon. The groom’s cake was decorated in John Deere green and yellow, complete with wheat and a tractor on top. After their trip to Florida, the couple will reside on the family farm northeast of Amorita, where the groom is engaged in farming. The bride has accepted employment with BKD, an audit and tax firm in Enid. All friends and family are invited to congratulate the couple at a casual reception to be held Sunday, June 1, from 2 p.m. to 4 p.m. at the Byron Fire Station community room.

This money from the county attorney will help purchase a couple bullet-proof vests at $2,300, and also new police rifles. Molz opposed the purchase, which passed 4-1. Johnson said Reserve Officer Michael Simpson is presently attending classes at the Kansas Law Enforcement Academy. Molz questioned the city paying the reserve officer for 40-hour work weeks during the two-week training. The council agreed to a special meeting to be held June 30 at 8 p.m. to discuss the budget. Law said tree-trimmer licenses should
be strictly enforced due to some “unsafe practices” recently. He mentioned the wireless hand-held mic at the community building was damaged and no one claimed responsibility. The administrator said replacement could cost from $300 to over $1,000. Two planning commission hearings are scheduled for May 21. One is for a car wash on Main Street. Dr. Sue (Jenkinson) Diel returned to the BHS stage she had walked across as a graduate in 1969. A lifelong educator, she came to deliver the commencement address. “That was 45 years ago,” Diel said in disbelief. “It’s gone way too fast. It really is an honor to be here.” Referring to Thunder star Kevin Durant’s moving MVP speech when he made a tribute to his sacrificing mother, Diel thanked her own mother, Margaret Jenkinson, who was in the crowd to hear her daughter speak. She also thanked her late father, Manford, who was a longtime member of the Burlington Board of Education. Diel centered her speech around the 2014 Super Bowl when the Seattle Seahawks stunned the favorite Denver Broncos, trouncing them

It applies to all of us,” Diel told the graduates. “It’s giving it all you got.” She said, “This chapter of your life is ending.” She reminded the graduates that whatever they choose to do will require some type of further education, whether it’s college or technical training. A now retired longtime professor of education and department head at Northwestern Oklahoma State University (NWOSU), Diel said, “At NWOSU they’ve always said if you are from Burlington you’ll do good.” She thanked the graduates’ parents for their support of their children. She again addressed the graduates and asked them, “Why not you? Anything you set your mind to do – you can do.” Diel shared some inspirational words from American poet Maya Angelou, who says courage is the most important virtue. Diel told the graduates it took courage to arrive at this moment in their lives and it will take courage for the next chapters of their lives as they look beyond their tasseled caps. “Why not you,” she again asked the graduates. Advising them to be a person with good purpose as they go forth into the world, Diel said, “It’s not going to be easy – but it’s going to be worth it.”
