Joe London, judge of the 45th Nescatunga Arts Festival from Weatherford, presents the top award, “Best of Show,” to potter Yusaf Etudaiye. From McAlester, Etudaiye wins with his raku sculpture wall mask he named “Ikoko.” A contemporary African artist, Etudaiye was born in Nigeria on the west coast of Africa. At age 19, he came to the United States to study, first at Northern Oklahoma College at Tonkawa and then OSU where he studied art. Etudaiye Potter Studio is now located in McAlester. He looks at art "not just as a matter of talent but rather a process of evolution." Etudaiye said his Christian background has influenced his ability to be patient, which is evident in his pottery. This also accounts for the strong sense of African culture in his work. Etudaiye shows his creations at art shows around the nation and has won numerous awards and cash prizes. 18 things we can now tell our kids By Lynn L. Martin (I did not write a word of this. Found it on the AARP site and thought it had a lot of value. It was authored by Jacquelyn Mitchard.) Our own grownup children would be wise to pay attention to these words of wisdom. Our kids are long past refusing to walk with us through the mall and we’re long past telling them that all that long hair is covering up their pretty faces. At 50, you can give advice that your grown-up children may be ready to hear. Some advice is timeless. We’ve reached the stage where we have the presence in life to give it. And if our grown and growing kids are wise, they’ve reached the stage where they can hear it. 1. Don’t be a jerk. The one time you

are will be the time everyone remembers. 2. A great handshake and an honest smile are free, and shine as brightly as any résumé. 3. Most of the time, people are doing the best that they can. Try to believe it. 4. Use sunscreen, but not just on your face. Remember the back of your neck and, above all, your hands! 5. There are no people so far beneath you that you can’t learn something from them, or so far above you that you need permission to communicate with them. 6. Don’t wait for someone else to hold you to account. Do it yourself. 7. Respect others’ beliefs, but don’t back off on your own. 8. Your gut is always, always right. Listen quietly to your intuition, and you’ll see that you already know everything you need to know. 9. Take care of your feet. Buy the best shoes you can, if not the most ex-

pensive. Go for pedicures, as a couple. Oldie moldies won’t take you far. 10. Follow your passion. You’ll never “work” a day in your life. 11. Make empathy the default response. 12. Even if someone’s mad at you, it does not mean you’ve done something wrong. 13. You’ll never regret eating blueberries or working up a sweat. 14. Strive to keep half your promises. 15. Treat yourself well. Other people will, too. 16. When you say something you think is smart, don’t sniff. It telegraphs conceit. 17. Nothing ever got worse from talking about it. Just pick the right person to talk to. 18. The smaller the thing you can find to be grateful for – from good coffee to soft socks – the happier you will be.

Parenting through separation and divorce Divorcing parents are often faced with many new problems during this difficult time for the entire family. Although their marriage is ending, their role as parents continues through their lives. To help make this transition easier, Northwest Family Services Inc. staff member Ginger Smith, MBS, will be teaching their Parenting Through Separation and Divorce class Monday night, June 16. The class will be in Cherokee from 6 p.m. to 9 p.m., in the Civics Room (first floor) of the Alfalfa County Courthouse, 300 South Grand. To enroll, please call

This class was designed at the request of the courts to help divorcing couples understand the problems their children may experience during and after a divorce or separation. dren and with their former spouse. They will practice reflective listening skills and will study various active communication techniques and non-verbal communications. They will also practice workable negotiation styles for dealing with conflict and rules for effective expressions. Recognizing and avoiding Pain Games is another topic of consideration. Parents will learn to recognize and cease games like I-Spy, Set-up, and Wishbone, which are likely to hurt the children. Class members will also discuss various options for parenting, such as joint custody and mediation.

Cherokee school board hires more staff

By Lynn L. Martin The Monday evening board of education meeting at Cherokee Public Schools included two resignations: Jana Brown, who is going to teach history at Northwestern Oklahoma State University, and Christa Hughes, who is retiring after a long teaching career. New hires include the following: Stan Pedersen to teach fourth grade, Richelle Irwin to teach third grade, Jimmie McBride to teach high school English, John Arnbrecht to teach K-12 music/band, Anita Jordan as district counselor, Lindsey Headlee as media specialist, and Kathy Gregory to drive the votech bus. The board entered into executive session to discuss employment of non-certified personnel. In the “exempt employees” (salaried – not eligible for overtime) category were Sharon Inman, Judy Porter and Kayla Puffinbarger. The “non-exempt” (hourly – eligible for overtime) list included Paulla Alford, E. J. Diel, Kelsey Driggers, Sarah Fallis, Amber Green, Kandice Heintze, Seidy Hernandez, Amy Leslie, Allyson McFeeters, Jennifer Roach, Connie Roberts, Amantha Sanborn, Anna Sanborn, Tyler Ward and Debbie Wilson. All were re-hired. The board sweetened the deal for certified teachers by approving a stipend above the state salary schedule. The amount is determined by years of service and degrees obtained. The amount of the stipend is $2,000 for a BS. Add 15 years or more experience to that basic degree and the stipend becomes $2,250. A master’s degree em-

ployee will get $2,500. Those with a master’s degree plus 15 or more years will receive $2,750, and those with a Ph.D. or equivalent will get $3,000. The superintendent explained that the stipend is based on teacher retirement offset credit, which can range from $60.15 for a zero-year teacher to $1,410 for a 25-year teacher. He said it is based on where they are in the teacher retirement system. The board also approved an administration salary schedule. The high school principal will receive $77,000 plus paid retirement, paid retirement offset credit and paid insurance. An elementary principal will receive $67,000 plus the paid extras. The pay of the superintendent was not included in these actions. A 95-cent per hour salary adjustment for non-certified personnel was implemented. This is the amount above minimum wage the district will pay. Parent Complaint Mr. and Mrs. Michael Roadenbaugh were listed on the agenda to address the board about their son not receiving a credit for his art class. Their son had missed more than nine sessions of class because of medical ultrasound appointments. In some cases the parents had contacted the school and in other cases had not. Superintendent Ellis explained the board would consider their request but could not take action that night. Both parties to the discussion discussed the matter in a very kind manner. Wind Power for Cherokee Schools? Representatives from Spirit Wind Power, representing Northern Pow-

er Systems, Delray Meints and Phillip Sutter, were given five minutes to present a proposal to the board to sell two 100 kilowatt wind-power turbines to the school: one for the elementary and one for the high school. They explained the machines sell for $525,000 each and will produce energy credit of about $6,000 per month at current rates. The speakers suggested that with the federal government attempts at reducing coal-fired plants, it is likely power rates will go up in the future. The turbines would be slightly shorter than most turbines at 121 feet because of the migratory bird population at Salt Plains Lake. There was no agenda item for action on the proposal. The plan is for the board members to review the literature at home. The temporary appropriation resolution was approved for the next school year. As customary, the amount is 10 percent lower than actual budget figures for this year: $3,012,685 for the general fund, $163,833 for the building fund, and $196,714 for the child nutrition fund. As usual, Kayla Puffinbarger presented the treasurer’s report and the activity fund report. The district began the month of May with $2,395,524.20 in the bank and ended the month with a balance of $2,401,410.05. What was unusual was T. J. Allison voted “No” on the motion of accepting the two reports. There was no discussion as to why. The other four board members voted “Yes.” The district general fund is up $1,113,429 over last year; the building fund is down $633.53 from last year; the sinking fund is up $233,401 from last year. Credit Cards Approved The board members expressed strong reservations about authorizing a couple of credit cards for use by faculty members when needing hotel reservations or meal expense on trips. Superintendent Ellis explained it was very difficult to make motel reservations with a purchase order. Also, since the school may not maintain an in-house cash fund, such credit cards will solve a lot of problems. was baptized and became a member in 2008. She was involved in her community as a board member of the Borderline Theater and the Barber County Chorale Society and was involved in several of their productions. Other interest were reading, cooking and traveling with her family, visiting all of the states but five. She was preceded in death by her parents, Ulysses and Mildred Farney; her husband, Rex Miner; brother, John Farney; and sister, Diane Farney Stucky. She is survived by her daughter April Lawson and husband Cody of Derby, Kan.; sister-in-law Sheryl Farney of Kiowa; nieces Kim Lyons (Chad) of Kiowa, Kan.; Krista Dawson (John) of Medicine Lodge, Kan.; Komari Aberle (Rick) of Sabetha, Kan.; Jenny Cantrell (Matt) of Kiowa, Kan.; Megan Rucker (Craig) of Sharon, Kan.; Rachel Rippy (Jared) of Bailey, Colo.; as well as many loved great nieces and nephews and a host of friends. Services will be held on Saturday, June 7, at 10 a.m. at the Apostolic Christian Church in Kiowa. Lulu Belle daughter of Nettie Olive (Rhodes) and Jessie Howard, was born May 8, 1921, in Elkhart, Kan. She passed away at Greenbrier Village in Enid, on the seventh day of June, 2014, at the age of 93 years and 30 days. At six months of age Lulu’s mother passed away and she went to live with her Grandma Buck; following her death Lulu came to Alva to live with Grandma and Grandpa Rhodes. She attended school in Lake City, Kan., and graduated with the class of 1939. Miss Howard was married to John Rhodes on Nov. 9, 1941. To their marriage four children, Linda, Jonnie, Warren and Karibeth, were born. On May 27, 1967, she was married to Wilford (Curly) Wadkins. Curly passed away July 7, 1988. She was preceded in death by her husband; a daughter, Linda; two grandsons; her parents; a brother and a sister. Lulu is survived by her children and their spouses, Jonnie and Frank Henke, Karibeth and Jay Don Hofen, and Warren and Brenda Rhodes; seven grandchildren, Kristen Barnett, Lori Bonnewell and her husband Tim, Peggy Rose and her husband Tom, Branden Rhodes and his wife Tracie, Wesley Rhodes, Jason Hofen, SarahChapman and her husband Mikel; 12 great grandchildren; two great-great grandchildren; and a sister Jean Rock. Memorial contributions may be made in her memory to Ross Hospice.

Obituaries KATHLEEN MARIE MINER Kathleen Marie Miner went to be with her Lord on June 3, 2014, in the Kiowa Hospital at the age of 69 years and 10 months after a battle with breast cancer. She was born on Aug. 16, 1944, to Ulysses and Mildred Farney of Kiowa, Kan. She grew up in the Kiowa community and graduated from Kiowa High School in 1962. She attended Kansas State University and graduated in 1966 with a B.S. degree in home economics. She lived at the Smurthwaite Scholarship House and was a member of the Home Economics Honor Club, Kappa Omicron Phi. She married her high school sweetheart, Rex Miner, on Dec. 26, 1965. Their first home was in Germany while Rex was in the U.S. Air Force. After returning to the states they resided in Hays, Kan., where she received her master’s degree from Fort Hays State in 1974 and taught home economics and nutrition. They returned to Kiowa in 1974 and to this union a daughter, April Marie, was born. The last 38 years she was a consultant dietitian for nursing homes, hospitals, assistant living, and WIC over much of the state of Kansas. She was active in the Apostolic Christian Church her entire life and

Shin rehired as vocal teacher, amended budget gives to staff, teachers, administrators Teachers and board reach negotiations By Yvonne Miller After an immigration headache regarding renewal of her contract, South Korean Boram Shin was rehired as South Barber’s K-12 vocal music teacher for the 2014-15 school year Monday night. This was at the regular June meeting of the South Barber Board of Education in Kiowa. Shin graduated from Emporia State University in 2013 with a degree in music education. She joined USD 255 as a first-year teacher for the 201314 school year. Superintendent Brad Morris said they have the immigration issue all corrected and Shin is good to teach this coming year. He said as long as she works toward her master’s degree she is fine, as that is part of her arrangement. The superintendent said they are already working to insure the immigration issue won’t be a problem for next year. Board President Steve Allen presided over the meeting with all members present except Mike Anderson. Members attending were Mark Pollock, Dana Roark, Dooli Rugg, Deb Helfrich and Jeff Black. Superintendent Morris and board clerk Julie Johnson were also seated at the board table. Amended Budget Origin of Stipends Prior to the start of the regular meeting, the board held a brief hearing to amend the 2013-14 budget. The original budget expenditures and transfers were

$1,976,186. The proposed amended budget for 2013-14 is $2,059,087. With no public input, the board approved the proposed amended budget that will be sent to the state. That is an additional $82,901 for the district. Morris explained the extra revenue is from increased enrollment. When enrollment was projected in August, the number was 218 FTE (full time equivalent) students. On the official enrollment count day of September 20, student FTE totaled 235. The state gives $3,338 aid per student. This makes the $82,901 additional money for USD 255. Morris recommended this extra money go for a two percent stipend for classified employees (staff) based on their 2013-14 salary, to all administrators based on their 2013-14 contract, and to all certified employees based on their 2013-14 teaching contracts. The board approved the stipends. Negotiations, Personnel Changes and Other Approved Business Following an executive session at the end of the meeting, the board approved negotiations agreement with teachers. That calls for eligible teachers moving up the salary schedule. It also calls for the school to pay single insurance policies (about $400 per month)) with a $1,500 deductible. There are other details as well. Tim Carey received board approval as the new social studies teacher at the

high school. Morris said Carey is from Kinsley where his wife is an elementary teacher. As there was no opening for her at South Barber at this time, Carey’s wife will remain teaching at Kinsley next year. Morris said that the couple’s son, who will be a junior, is reportedly moving with his dad. It’s unsure at this time whether their son who will be a freshman is moving at this time, Morris said. Other personnel changes approved by the board are: resignation of Jessica Swonger as assistant middle school girls basketball; resignation of David Daughhetee as a para-professional at the grade school; Jennifer Wolf as a teacher’s aide at the grade school; resignation of Emily Lohmann as assistant volleyball coach at the high school. The board approved a District Family Engagement Policy that basically promotes joint accountability between parents and the school. The 2015 School Nutrition Program Agreement received approval. Morris said this is a 24-page document according to federal guidelines. The board held a 10-minute executive session to discuss non-elected personnel. No action was taken upon return to open session. Current bills and encumbrances totaling $477,248.94 were approved. Superintendent Talks Improvement Project and Finance Superintendent Morris said Heartland seating has ordered the aluminum for the new bleacher project at the football field. In late May they said the aluminum would arrive in six to eight weeks. A firm start date will be set when the aluminum arrives. The high school parking lot renovation should begin the last two weeks of July, with the end date the first week of August, Morris said. Regarding finance, Morris said the district received their June tax money, which he said is right on with what was expected. That puts the general fund at $595,648, the Local Option Budget (LOB) at $222,147, capital outlay – See SB Page 44

By Helen Barrett Three Waynoka residents presented their platforms and credentials to those attending the Meet the Candidates forum last Tuesday at the Northwest Technology Center. John Smiley Raised in Waynoka, John Smiley worked for Litzenberger Construction for the past 13 years. He also serves as Waynoka fire chief. Smiley said being fire chief gives him the experience to manage men and equipment. It also provides the experience to work within a budget. He said he intends to develop a plan for yearly maintenance on roads that includes a schedule for chipping and sealing and repairing blacktop roads. That plan would hinge on availability of funds. “I know dirt,” Smiley said. “I’ve been in the dirt business all my life.” “Economic development will be a main interest to me,” Smiley said. “By striving for these developments, I want the opportunities to continue for the young folks in Woods County and make it a better place for us to live.” He said he wants to provide a safe infrastructure to all the citizens. “We’ve got quality people up there in the courthouse, and I just need to help them make good decisions,” Smiley said. Mike Goucher Incumbent Mike Goucher touted his service as commissioner for the past 16 years. “We’re the unsung heroes,” Goucher said. “We’re not celebrities, so we catch a lot of crap. If there’s a place for something to land that nobody wants to deal with or pay for, we’re the ones who do that.” Goucher said the commissioners “get in some pretty heated discussions from time to time” while making decisions that affect a lot of people. “We’re not federally funded as first responders, but as county employees we have to go through NIMS training because we might stumble upon an accident and be the first on the scene,” he said. “We have to work with the Rural Fire Association, the Oklahoma Highway Patrol, the city police and the

sheriff’s department, ambulance, BNFS (railroad) or whoever.” He described county commissioners as the governing body of county government. “Ninety percent of our job is as CEO or CFO,” Goucher said. “Ten percent is dirt and roads.” He said commissioners spend a great deal of time working on finances, policies, insurance – including health insurance for county employees and workers comp. “We deal with all the departments as they’re working out of the county budget,” he said. “It takes a concerted effort working with all the department officers to make this thing work. We agree to disagree and we all work together and ‘git‘er done.’ We can stay comfortable, or we can get out there and get it done. “In the past 16 years I know I’ve stepped on some toes.” In July 2013 Oklahoma was listed as the second highest in the nation in deficient bridges, Goucher said. In District 3, of the 83 bridges that are inspected by ODOT and FEMA, Goucher said 45 of those had been replaced with steel and concrete structures. “There is not a single deficient bridge in District 3,” he said. “You can haul whatever you want to across those bridges, whether it’s oil field, grain, cattle, you can do it. These are done beyond recommended standards.” One of the newer bridges utilized I40 crosstown beams in its construction, saving the county a considerable sum of money. Since June 9, Goucher’s employees

offloaded 4,000 tons of rock from Avard Regional Rail Park that will be used in road construction. That includes chip and sealing the Aline road from Waynoka to the county line, a distance of 25 miles costing nearly half a million dollars. Woods County recently received ODOT approval for a $3.2 million project on Craig Road beginning at Highway 281, going six miles west to service the gas plants. That road will be constructed by contractors laying hot mix. “My boys will not be involved in it,” he said. “We will build a 50-foot bridge on the east end of it to cheapen up the project.” Goucher said that while horizontal drilling has been great for the Woods County economy, it has created major problems with county roads. “It takes approximately 2,000 loaded trucks to service a horizontal well from start to completion,” Goucher said. “That equates to about 80 to 100 years of farm and agriculture traffic.” He said grants are not available to the county for roads or bridges as they are for small towns. By Helen Barrett Party affiliation took the back seat to candidates’ statements about wanting the vote of those attending the Meet the Candidates Forum. Members of both Woods County Republicans and Democrats hosted the reception at Northwest Technology Center on Tuesday, June 3. Mayor Arden Chaffee welcomed candidates and voters to the session. Emcee Ed Sutter opened the forum by leading the group in the Pledge of Allegiance. He requested a moment of silence to pray for the family of Lyle Sneary who passed away the previous day. For years, Sneary opened the meeting with prayer and served as emcee. Sutter presented the candidates in the order in which they filed for their position. “One of the most important duties we have is to be informed when we go into that booth,” Sutter said of the reason for the forum. Representative for Mary Fallin Brandon Collins gave a brief presentation for incumbent gubernatorial candidate Mary Fallin. “If I worked for a federal office, I guess I’d say I promised to work for more rain and less wind,” Collins said jokingly. Collins said Gov. Fallin wants to continue pursuing her agenda of the past four years. “She’s done several amazing things for our economy,” he said. He listed those accomplishments as: having lowered our state income tax; lowered the unemployment rate; grown the family of four per capita income rate to fourth in the nation. Those were accomplished, Collins said, by Fallin’s working with the state legislature. U.S. Congressional Candidate Robert Hubbard Robert Hubbard, candidate for the U.S. Congressional Third District position currently held by Frank Lucas, took the podium next. Unfurling a large poster of himself as a cowboy with his rifle, Hubbard demonstrated his stand on the Second Amendment. “It’s the Second Amendment, any questions?” the poster said. Hubbard then held up his theme

poster with the words “Fed up with Washington? Vote Hubbard for Congress.” “Most of us can say yes,” he said. “That’s why I’m running to be your Congressman.” Hubbard said the current representative ran on a platform of term limits. “That was 20 years ago,” he said. Hubbard focused most of his time on the 2014 Farm Bill. Under the current leadership, the farm bill tripled to more than $972 billion. He said in six out of the last 12 years, most of the money designated for farmers went to insurance companies. Hubbard said the current congressmember took over $744,000 last year from lobbyists in order to get the farm bill passed. “It is upsetting me when our Oklahoma values ... become less important than to hear what Washington has to say,” Hubbard said. “I have a real difficult time with that.” He cited the following examples of what he considers unfair distribution of the farm bill: $100 million to maple syrup people for their business; $844,000 to Welch’s Grape Juice to promote their products outside the United States. “One last thing in the 2014 Farm Bill, in the House where our ag chairman is from Oklahoma they said from now on, if you are a member of Congress and your family members are in the agriculture business, no longer will we know the subsidies they receive,” Hubbard said. “When men who make the laws exempt themselves from the laws, they no longer represent us,” he said. “I will not treat Oklahomans that way.” State Superintendent Candidate Ivan Holmes Ivan Holmes, a retired teacher and candidate for state superintendent of schools, started his presentation saying he had been in the offices of 397 school superintendents in the last nine months. “Every single superintendent is unhappy,” Holmes said referring to the current status of education in Oklahoma. “Education is so simple.” The Common Core concept – emphasizing reading, writing and arithmetic in that order – has been in place for decades, he said. “It’s the implementation that has screwed it up ... where not even the superintendents could even define it.”

Holmes said he was not proud to live in a state that was last in the nation in per-pupil funding for education. Using a hula hoop, Holmes demonstrated that by working together – master teachers, local superintendents, school boards and the state superintendent – education becomes a seamless endeavor. Holmes’ three campaign issues are: returning education back to educators; restoring funding to education; and holding charter schools accountable the same as public schools. “I don’t have any problems with charter schools, but they need to pay their own way and they need to have accountability,” Holmes said. He cited one charter school that took $11 million from public school funding. Pulling out a dental drill, he said he told the state superintendent he would drill her teeth for free. “I don’t want a dentist overseeing education, I want an educator,” Holmes concluded. District Judge Candidates Mike Stake “I’d like to tell you a few things about me so you’ll have some understanding of where I’ll be standing with you if you do elect me as district judge,” Mike Stake said. Stake said he grew up in Kingfisher; worked at Pioneer Telephone as a kid; graduated from OSU; and graduated in 1979 from OU College of Law. Since obtaining his law degree, he and his family lived in Woodward. “I want you to consider this my interview with you for this position,” Stake said. His credentials include extensive jury trial experience in Woods, Woodward and other counties. Stake said he arrives at his office at 7:30 every morning, working until 6 every evening. On Saturdays and Sundays, he works three hours a day. “I have a very vibrant practice,” he said. “I take care of my clients.” He said candidates for judicial office can only promise two things: fair and impartial justice. “You want the judge to be fair and impartial whether you’re the victim or the bad guy,” Stake said. “That’s what judges are supposed to do.”

Fuqua graduated from Waynoka High School and attended Northwestern Oklahoma State University for two years studying accounting. He served as a Waynoka police officer for 18 years. “I have lived, worked and been in District 3 my entire life, and we can think of no better place to be,” he said. Fuqua operates three businesses: a fence building company, a welding company and a heavy equipment company. All three companies are operated and managed by Fuqua and his wife. “We’re the chief cook and bottle washers,” he said. “Through good management and hard work practices, we have no debt since 2000.” Fuqua said he thoroughly understands budgets and how to manage big equipment and workers. “The first job of a county commissioner, in my opinion, is roads,” he said. “I know the budget is important and without money the roads do not get fixed.” “Grading roads seems to become a lost art in our district,” Fuqua said. “I would like to bring that back to where

I think you need to get to the root of the problem and really fix it,” he said. “We need to do the repair that gives the county residents the most bang for the buck.” He said cosmetically chipping and sealing isn’t sufficient. “You have to keep going back every year or two or three and do it over and over again,” he said. “Our population is aging. Our fire and ambulance departments are very important. They need to be able to get where they’re going.” He said those departments need to be stocked with the best equipment available. “I believe a county commissioner should be available to his constituents on a daily basis,” Fuqua said. “I look forward to visiting with my constituents to learn what they think. I want to get their input on how to accomplish things. That will be my priority. I just would appreciate being your county commissioner.”

He explained that a district judge is not in competition with the associate district judge. This is a five-county district circuit of Woodward, Woods, Alfalfa, Major and Dewey counties. District judges are generally in charge of mostly criminal jury cases, and cases in excess of $10,000. “I don’t think it’s a nine-to-five job,” Stake said. “I think everyone is entitled to legal services, and I think you are entitled to – and in my humble opinion I think that’s me – the best candidate for district judge.” Jeremy Bays The next candidate for district judge was Jeremy Bays. Bays introduced himself as having grown up in Alva. He graduated Alva High School, went to Northwestern Oklahoma State University. He graduated from OCU Law School in 2000. He returned to Alva to practice law with his father, Larry Bays. Bays said in 1990 he started a herd of cows, he grows alfalfa and deals with crop insurance. He listed other experiences as serving on the Dacoma Volunteer Fire Department for nearly 20 years, and serving as municipal judge for 10 years at the City of Waynoka. In the legal arena, his cases consisted primarily of DHS, oil and gas cases. “I believe that I will be fair and impartial to all the people of my district, especially criminally, based on my experience,” he said. Justin Eilers

Justin Eilers introduced himself as born, raised and a current resident of Mooreland. He attended college at Oklahoma State University, and graduated from the University of Oklahoma College of Law. He and his wife, Julie, have four children. From 2004-2007 he practiced in Oklahoma City, specializing in complex litigation involving malpractice suits. “I wanted to move back home to northwest Oklahoma,” Eilers said. “My wife quit her job with Chespeake; I quit my job with the firm downtown and we started remodeling the farm house.” He opened his private practice in June 2007. Since that time, he’s had a solo practice in Woodward. He also serves as municipal judge for the City of Woodward, holding court once a week. Two days a week, he serves as assistant district attorney in Dewey County prosecuting crimes. Eilers listed his qualities of honesty, integrity, impartiality, fairness, patience and professionalism as credentials for the office of district judge. “I believe those qualities apply to me,” Eilers said. “I don’t want you to take my word for it, I want you to call anyone in the Woodward-Mooreland area that you know and ask what kind of man I am.” He said those are the qualities the judicial code requires in a judge. District Attorney Candidates Two candidates for the position of district attorney presented their positions. Interviews with both Danny Lohmann and Chris Boring will be featured in separate articles. Current assistant district attorney (ADA) in Woodward County Chris Boring and former ADA for Major County Danny Lohmann seeks to fill the office of retiring District Attorney Hollis Thorp. Danny Lohmann Lohmann, a native of Alva, currently operates a private practice in Aline. A 20-year attorney, Lohmann previously worked for the Oklahoma Indigent Defense System, handling more than 400 appeals before the Criminal Court of Appeals and the Oklahoma Supreme Court. He also taught business law and

criminal law procedure at Rose State College as an adjunct. His training includes mediation training through the state and through the Lutheran Church Missouri Synod. “I think we need to crack down on the drugs because those lead to other crimes – robberies, burglaries, thefts and different things,” Lohmann said. “If I’m your DA, I’m going to be tough on those drug users.” Chris Boring “This is an important election year,” Chris Boring said. “I urge you to get out there and meet your candidates and make informed decisions.” Boring said he believes the district attorney should be accessible in all five of the counties making up the district, and, if elected, he will be. Boring was born and raised in Guymon; attended Oklahoma State University; received his law degree from the Oklahoma City University of Law. From there he moved to Woodward to practice with the firm of Mitchel, Gaston, Riffel and Riffel. Boring accepted a position as assistant district attorney in Woodward in 2011. “My father’s a district attorney in the Panhandle, and I’ve seen how much joy and passion he had about that, and I wanted a piece of that.” As a prosecutor, Boring successfully prosecuted cases ranging from traffic and public intoxication to murder. “I believe we’ve got to be tough on crime, but we’ve got to be smart on crime. One of those ways we can be smart on crime is we can look for those programs where we can divert people from going to prison and change their lives,” Boring said As district attorney, Boring promised to be tough and smart on crime. “We’ve got to be firm, and we’ve got to be fair,” he said. “I’m going to get out and work every day to make northwest Oklahoma a better place. I believe that’s important to not only Woodward, Taloga, Freedom, Seiling and Alva, it’s important for Northwestern and the Rangers,” he said. “I want people to know that when they send their kids to Northwestern, they’re going to be safe because Chris Boring is their district attorney.”

He said last year was a “big hit” as USD 255 had to return around $900,000. That amount is determined by tax revenue, etc., that takes the school district past their legal maximum budget. Morris said he should know later this week how much South Barber has to return to the state. Giving an update on the proposed walking path from Hardtner Street by the high school tennis courts and on to the school, Morris said, “It might not happen,” as bids came in higher than expected. This is a project Shell Oil donated $20,000 for and the Rec Commission was to pay the remainder for a “safety factor.” Morris told the board that tech director Luke MacKinney needs some details regarding aspects of the new 10-point grading system for Powerschool. That’s so he can plug in the new percentages into the system. Allen said they just need to “tweak and adjust” for South Barber. He’s spoken to other superintendents about implementation of the 10-point scale at their schools. There was some question if the new scale was passed with or without pluses and minuses. The board holds an end-of-the-year meeting Thursday, June 19, at 7 a.m.

Law said that 45 minute session lasted until 11:33 p.m. Following that third executive session, upon return to open session, Law said the council took action to suspend Kiowa’s Water/Sewer Superintendent James Duvall for one month without pay. Then he can return to work, but is under a one-month probation. Law said this action followed ongoing council discussions in executive sessions regarding Duvall’s performance. The second executive session lasted about 30 minutes. Law said Police Chief Steven Johnson requested a clarification about who has authority over the police department hiring and firing. That was the issue discussed in executive session. Upon return to open session, Law said it was clarified that the city council currently has the right to hire/fire in the police department. The police chief has no authority to hire/fire, Law said. The administrator said the mayor has direct oversight over the police department. The mayor can suspend a police officer, but not fire the officer, Law said. The remainder of Kiowa’s city council meeting will run in a separate story in the Newsgram.
