Health improvement grant will benefit Alfalfa County

Rural Health Projects, Inc./ Northwest Oklahoma Area Health Education Center (NwAHEC) has been awarded a grant to expand and improve rural health. The funding has enabled Rural Health Projects, Inc., the fiscal agent for the Garfield County Health Improvement Organization (CHIO), to hire a full-time staff member. The project will expand the Garfield CHIO to include Alfalfa and Grant counties. Additionally, the project will help strengthen the ties between health care providers and the residents of the communities they serve. “This grant is an excellent opportunity to provide staffing to our County Health Improvement Organization,” said Andy Fosmire, executive director of Rural Health Projects, Inc. “Of the 18 certified CHIOs serving 20 counties in the state, Garfield County is the first with a dedicated staff member.” The Health Resources and Services Administration’s (HRSA) Office of Rural Health Policy funded Rural Health Projects, Inc. with a Rural Health Network Planning grant of $85,000. HRSA is an agency of the U.S. Department of Health and Human Services. Oklahoma received two Rural Health Network Planning grants, and 14 were awarded nationally. Rural Health Projects, Inc. has hired Juli Pack to serve as the CHIO grant program coordinator. Pack has a bachelor of science in social work from Northwestern Oklahoma State University. She was born and raised in Enid and brings with her 16 years of experience working in the Northwest Oklahoma medical community as a social worker. The Garfield County Health Improvement Organization was established to encourage and improve information sharing among health care providers, as well as to improve health in the community by forming partnerships with local organizations such as food ministries, area health education centers, health departments, social service agencies and regional prevention centers. Grant funds awarded to the CHIO will be used to
develop a community-based network and to assess the health needs of residents and providers within a three county area. CHIO board members recently voted to expand the project to Alfalfa and Grant counties pending approval from the organization’s governing body, the Health Planning Committee and Enid Metropolitan Area Human Services Committee. “The staff of Great Salt Plains Health Center is excited about assisting with the expansion of the Garfield County CHIO into Alfalfa and Grant counties,” said Tim Starkey, CEO/ executive director of Great Salt Plains Health Center. “Every day we do our best to improve the health and wellness of both of these counties. It is wonderful to have a partnership to help in that effort. We are looking forward to recruiting citizens of both Alfalfa and Grant counties to participate in the health improvement process in these counties.” Garfield CHIO received CHIO certification from the Public Health Institute of Oklahoma in March, 2014. Since then, they have received another grant to provide best practices to physicians for prescribing narcotics. How cell phone use has sabotaged restaurant ratings! By Lynn L. Martin The enormous entertainment value now included in smart phones is becoming such a distraction that America has lost its ability to pay attention. This is a telling article about the results of such continual cell phone use. Even around Alva, nearly every eating place has a sign asking the customer not to do cell phone business while in the ordering line. Here’s the story from the Internet: A busy New York City restaurant kept getting bad reviews for slow service, so they hired a firm to investigate. When they compared video security footage from 2004 to footage from 2014, they made some pretty startling discoveries. So shocking, in fact, that they ranted about it on Craigslist. Here’s what they wrote: “We are a popular restaurant for both locals and tourists alike. Having been in business for many years, we noticed that although the number of customers we serve on a daily basis is almost the same today as it was 10 years ago, the service just seems super slow even though we added more staff and cut back on the menu items. “One of the most common complaints on review sites against us and many restaurants in the area is that the service was slow and/or they needed to wait a bit long for a table. “We decided to hire a firm to help us solve this mystery, and naturally the first thing they blamed it on was that the employees need more training and that maybe the kitchen staff is just not up to the task of serving that many customers. “Like most restaurants in New York City, we have a surveillance system, and unlike today where it’s a digital system, 10 years ago we still used special high capacity tapes to record all activity. At any given time we had four special Sony systems recording multiple cameras. We would store the footage for 90 days
just in case we needed it for something. “The firm we hired suggested we locate some of the older tapes and analyze how the staff behaved 10 years ago versus how they behave now. We went down to our storage room but we couldn’t find any tapes at all. “We did find the recording devices, and luckily for us, each device has one tape in it that we simply never removed when we upgraded to the new digital system! “The date stamp on the old footage was Thursday, July 1, 2004. The restaurant was very busy that day. We loaded up the footage on a large monitor, and next to it on a separate monitor loaded up the footage of Thursday, July 3, 2014, with roughly the same amount of customers as 10 years before. “I will quickly outline the findings. We carefully looked at over 45 transactions in order to determine the data below: 2004 • Customers walk in. They get seated and are given menus. Out of 45 customers, three request to be seated elsewhere. • Customers on average spend eight minutes before closing the menu to show they are ready to order. • Waiters show up almost instantly and takes the order. • Appetizers are fired within six minutes (obviously the more complex items take longer). • Out of 45 customers, two send items back. • Waiters keep an eye out for their tables so they can respond quickly if the customer needs something. • After guests are done, the check is delivered, and within five minutes they leave. • Average time from start to finish: 1:05 2014 • Customers walk in. Customers get seated and are given menus. Out of 45 customers 18 requested to be seated elsewhere. • Before even opening the menu they take their phones out. Some are taking photos while others are simply doing something else on their phone (sorry, we have no clue what they are doing and we do not monitor customer wifi activity). • Seven out of the 45 customers had
waiters come over right away. They showed them something on their phone and spent an average of five minutes of the waiter’s time. Given this is recent footage, we asked the waiters about this and they explained those customers had a problem connecting to the wifi and demanded the waiters try to help them. • Finally, the waiters walk over to the table to see what the customers would like to order. The majority have not even opened the menu and ask the waiter to wait a bit. Customers open the menu, place their hands holding their phones on top of it and continue doing whatever on their phone. • Waiter returns to see if they are ready to order or have any questions. The customer asks for more time. • Finally, they are ready to order. • Total average time from when the customer was seated until they placed their order: 21 minutes. • Food starts getting delivered within six minutes (obviously the more complex items take way longer). • Twenty-six out of 45 customers spend an average of three minutes taking photos of the food. Fourteen out of 45 customers take pictures of each other with the food in front of them or as they are eating the food. This takes on average another four minutes, as they must review and sometimes retake the photo. Nine out of 45 customers send their food back to reheat. Obviously if they didn’t pause to do whatever on their phone the food wouldn’t have gotten cold. • Twenty-seven out of 45 customers ask their waiter to take a group photo. Fourteen of those request the waiter retake the photo, as they were not pleased with the first photo. On average this entire process between the chit chatting and reviewing the photo taken add another five minutes and obviously cause the waiter not to be able to take care of other tables he/she is serving. • Given in most cases the customers are constantly busy on their phones, it takes an average of 20 minutes more from See Lynn Page 52

Warrants issued in assault By Marione Martin Warrants have been issued for the arrest of a man accused of attacking another man in Cherokee. Otis Taylor, 49, of Pasadena, Texas, has been charged with two felony counts of assault and battery with a dangerous weapon and one misdemeanor charge of assault and battery. According to court documents, Cherokee Police Officer Andrew Minson was dispatched to the SandRidge bunkhouse behind Lariat on Tuesday, July 22, about 7:50 p.m. He spoke with Justin Bush, who said he was sitting on
the couch inside a company bunkhouse when his co-worker, Taylor, got out of the shower and approached him, asking why he was giving him funny looks. Bush said Taylor accused him of being a racist. Bush denied it. Bush said Taylor came back and began to punch him in the head, striking him in the face and cutting his inside lip. He said after Taylor knocked him down onto the couch, Taylor grabbed him by the feet and began dragging him to the kitchen sink, approximately 10 feet. Bush said when Taylor reached the sink, he grabbed a butter knife.
At that time, two other men approached Taylor and took the knife. Bush fled the bunkhouse and called his supervisor. While Bush was calling his supervisor, witnesses say Taylor grabbed the knife, went to his truck and retrieved a baseball bat. They said Taylor reentered the bunkhouse and retrieved his belongings. Bush said Taylor fled the scene in his personal truck, a green Dodge Durango. Officer Minson attempted contacting Taylor on his cellphone but it was not answered.
Judge: Claremore must pay $41,000 in dash-cam case By Rhett Morgan VINITA (AP) – A Vinita law firm in a state Open Records Act case relating to dash-cam video is owed more than $41,000 by the City of Claremore, a Rogers County judge has ruled. The city must pay attorneys from Ward & Lee PLC of Vinita (now Ward, Lee & Coats) a total of $41,324.25 in fees ($39,931.25) and costs ($1,393), Associate District Judge Sheila Condren wrote in an order filed Friday. In October, the Oklahoma Supreme Court declined to hear a City of Claremore appeal to a state appellate court ruling that states dash-cam video made by the Claremore Police Department in 2011 does constitute a public record under the Oklahoma Open Records Act. Besides denying the request, the Supreme Court ordered the city to pay

attorneys’ fees as determined by a trial court. A hearing on the award of attorneys’ fees was held March 26. A brief by the plaintiff claims it was owed $62,500, plus the expenses and cost of the hearing, documents show. Claremore City Attorney Matt Ballard placed that number at $18,260, records indicate. Josh Lee, one of the plaintiff attorneys, wrote in an email Monday that he is “very pleased” with the award. But “as avid supporters of government transparency, we are disappointed in the amount of taxpayer money the City of Claremore chose to waste all because they wanted to hide records that belong to the public. “The city is now ordered to pay these fees and costs in addition to the tens of thousands of dollars they paid their lawyers to fight the release. How much that total actually is we still do not know.” Clinton Ward and his firm have sued the city a second time because they allege the municipality, after receiving an Open Records request, failed to produce records showing exactly how much public money was spent on the case. That lawsuit is pending. The Vinita firm seeking the video records of a client sued the city in May 2011, alleging that the municipality violated the Open Records Act in re-
fusing to provide requested videotapes and audiotapes from the arrest of Richard Stangland, a 22-year-old Claremore man who was charged in March of that year with aggravated driving under the influence of alcohol. Stangland pleaded guilty in August 2011 to a reduced charge of DUI and received an 18-month deferred sentence. Arguing for the release of the records, attorney Stephen Fabian said then that audiotapes and videotapes are covered by the Open Records Act. Ballard told the court that videotapes are evidentiary and subject to the privilege of confidentiality. The Open Records Act includes sound and video recordings in its definition of a public record. After hearing evidence in the nonjury trial, Condren ruled in August 2011 that the police department’s dash-cam recording is a “direct piece of evidence” and “not a public record.” In an opinion written by Chief Judge Robert Bell, the state Court of Civil Appeals disagreed. “Appellees’ argument and the trial court’s holding that the video is exempt because it could be used as evidence in a subsequent criminal prosecution is without legal support,” Bell wrote. “There is no such exemption enumerated in the (Open Records) Act.”

Mexican buffet and auction Earthquakes benefit for Kiowa man Mike rumble in area Hiltner Sunday at the Plum K.C. Chiefs and KSU football tickets to be auctioned
By Yvonne Miller Almost two months ago, on June 12, Kiowa man Mike Hiltner had a sudden health issue that put him in an intensive care unit in Wichita until mid-July. A strapping, hardworking family man, veteran, volunteer extraordinaire who is usually on the helping end of situations was now in trouble himself. Good family friend Janet Robison said an exact diagnosis was not determined, but Hiltner’s condition was referred to as a brain hemorrhage. The good news is that as bleak of a picture as he and his family lived through, Hiltner was recently released from the hospital to extensive treatment in occupational, speech and physical therapies. His family is convinced that it was the powerful prayers of everyone who cares about the Hiltners that he is alive today and improving, Robison said. “He’s really doing good.” Robison and Kristi Molz, sister of Hiltner’s wife Laurie, and a group of friends organized the Mike Hiltner Benefit, which is this coming Sunday, Aug. 3 at the Plum Thickett restaurant on the east edge of Kiowa. The benefit is from 5 p.m. to 7 p.m., and features a $10 Mexican buffet and salad bar. As people congregate at the breezeway entrance of the Plum Thickett they’ll find silent auction items to bid upon. Auction items can be viewed now at Chieftain Oil in downtown Kiowa on the south side of Fifth and Main Street. A live auction begins about 7 p.m. in
the bar area of the Plum Thickett. Kansas City Chiefs and Kansas State University football fans will want to bid on game tickets. Other auction items include a three-person porch swing, Yeti coolers, a weed-eater with edger attachment, designer jewelry, a variety of baked goods, lawn furniture, gift certificates for restaurants and personal services, a portable air compressor, numerous tools, even a German shorthair dog and lots more. Molz said auction items are pouring into their office daily. The money raised will help defray medical, travel and living expenses for the Hiltners. He is a technician at Prairieland Partners John Deere dealership in Anthony. The couple owns Shirts and More, a fixture on Kiowa’s Main Street where Laurie spends a great deal of her time with Robison, who has kept the store running. Hiltner is doing his therapy at Hutchinson three days/week. Robison said the Hiltners wanted to do his physical therapy in Kiowa because of the strong department at the Kiowa District Hospital (KDH). However, since he also needs other therapies not offered at KDH, the best choice was Hutch. Also, the Hiltner’s daughter Kelsie, who is expecting her second child, lives in Hutch. They can stay there and provide babysitting services, which is a winwin for everyone and might be his best medicine. He’s slowly gaining strength one day at a time.

By Marione Martin A stronger than usual earthquake occurred near Medford Monday night, July 28. Over 1,200 people made reports to the U.S. Geological Survey (USGS). The 4.3 magnitude quake was felt at 9:46 p.m. and was centered 24 km or 14.9 miles west southwest of Medford. A lesser strength earthquake occurred Monday at 5:26 p.m. It was centered 2.5 miles or 4 km southwest of Cherokee. The USGS received only nine reports of the 3.0 magnitude quake. There was also an earthquake recorded near Helena. That one was 3.3 magnitude and was felt at 11:56 p.m. on Thursday, July 24. It was located 10 km or 6.2 miles north northeast of Helena.

Resignations and hirings at special Burlington school board meeting By Yvonne Miller The Burlington Board of Education met for a special board meeting last week, mainly to approve resignations and hirings. President Terry Graham presided over the meeting with all members present: Beth Guffy, Roger Allen, Allison Armbruster and Aaron Smith. Others present were Superintendent Glen Elliott, Principal Shane Feely and Minutes Clerk Linda Gordon. The board held a nearly one-hour executive session. Upon return to open session, the board: • accepted the resignation of Patricia Reeh as cafeteria manager and head cook. They promoted Jaimee Browning to head cook and cafeteria manager.
• discussed and accepted Robyn Turney’s resignation. They thanked Turney for a total of 15 years of “great teaching” and wished her well in the future, saying “She will be missed.” • discussed and approved the employment of Vicki Harmon as math teacher for the 2014-15 school year. She was hired with an emergency teaching certificate and will be paid as a longterm substitute until completion of her actual teaching certificate. At that time she will be paid as a certified teacher. Teacher Judy Elliott attended to distribute proposed changes to the student handbook and board policybook for the 2014-15 school year. The board approved the changes to both. The proposed extra duty pay
schedule changes were listed and approved as follows: high school academic coach from $1,000 to $1,250; junior high academic coach from $700 to $900; high school cheerleaders from $500 to $600; junior high cheerleaders from $300 to $400; additional FFA sponsor $5,000. Purchase of a two-door freezer and the fact that it must be able to fit through some tight spots to be put in place was discussed by the board. They voted to purchase the True Brand twodoor freezer for $4,285 from Sunflower Restaurant Supply. The 2014 reserve warrants for the general fund were approved for $ 27,891.40. The meeting concluded in just under an hour and a half.

"I hear from a lot of parents of college kids, and I hear from college kids, as well," Enns said. "For anyone to say our college campuses are safe, that's
totally not true." Enns and Shortey, along with Republican state Sen. AJ Griffin of Guthrie, will conduct a joint legislative study this year of concealed carry of firearms on college campuses. Griffin said their goal will be to learn what the best practices are for firearms on college campuses and see if there can be a reasonable accommodation. Currently, licensed gun owners cannot carry their guns on campus without the written consent of a college's president. President David Boren of the University of Oklahoma said placing guns on campus, except in the hands of trained police officers, would be a mistake. "To put our university students, faculty and staff at risk this way makes absolutely no sense," he said. Michael Robinson, Oklahoma State University's chief public safety officer, said he is concerned about an increase in suicides, the third-leading cause of death among people ages 15 to 24. "It defies common sense to think campus would be safer because we have more weapons on campus," Robinson said.

By Leslie Nation CHEROKEE – The Alfalfa County commissioners began their regular Monday morning meeting signing the resolutions for the formation of the Alfalfa County Educational Facilities Authority (ACEFA) before beginning regular business. Jeff Raley of Floyd Law Firm presented two resolutions complete their agreement with the county commissioners to form the new authority to benefit public schools. The first resolution allowed Alfalfa County to accept the beneficial interest in the ACEFA. The second authorized and approved the incurring of indebtedness by the trustees of the ACEFA to be accomplished by the issuance of lease revenue bonds, notes or other evidences of indebtedness not to exceed $4 million. This will will provide funds to Independent School District No. 46, Alfalfa County, required to complete any renovation, remodeling, construction
of the school site, or acquiring furniture or equipment necessary to improve the school. Once the resolutions were signed, the commissioners proceeded with the agenda to review payroll warrants, M & O warrants, blanket purchase orders and road crossing permits. The commissioners later reviewed open bids for Grant Road from two different companies. Cummins Construction Company, Inc., from Enid offered a bid of $362,145 and Venture Corporation from Great Bend, Kan., offered $390,130. Chad Roach made a motion to accept the lowest bid from Cummins Construction and the other board members agreed. Other items on the agenda that were reviewed and approved by the commissioners were: • Oklahoma Department of Transportation Form 324ARural Waterline Relocation Reimbursement from Bryan Construction Company for just un-
der $30,000, • Project maintenance, financing and right-of-way agreement for Project No. J2-9749(004)RB State Job No. 29749(04) as well as a resolution fundamental checklist, • Permit to plow cable in Alfalfa County, • and an application and certificate for payment No. 1 for Henson for EMS building. Attorney Says Oklahoma drilling tax unconstitutional OKLAHOMA CITY (AP) — An attorney claims a state law that sets Oklahoma's tax on oil and gas production is unconstitutional. Attorney Jerry Fent told a state Supreme Court referee Tuesday the mea-
sure does not comply with constitutional guidelines for the passage of revenue bills. Fent says the law was approved in the final days of this year's legislative session and was not approved by at least three-fourths of the House and Senate. Solicitor General Patrick Wyrick says the measure does not meet the definition of a revenue bill because it cuts tax rates. It taxes oil and gas wells at 2 percent for the first three years of production. The rate then jumps to 7 percent. Referee Daniel Karim will submit a report on the case to the high court.

Kansas capital case rulings prompt legislative ire By John Hanna TOPEKA, Kan. (AP) — The Kansas Supreme Court's decision to overturn two brothers' death sentences for a notorious robbery, rape and killing rampage will likely fuel another push by conservative Republicans to give the governor and legislators more say in how the justices are chosen. Senate Majority Leader Terry Bruce said the judicial selection process will "absolutely" be an issue when legislators reconvene in January because of the court's rulings last week in the cases Jonathan and Reginald Carr. The Nickerson Republican said the rulings weren't surprising — the court hasn't upheld a death sentence in two decades — and many members of the GOP-dominated Legislature believe the justices have shown an "activist" streak. The Supreme Court on Friday voided the brothers' death sentences, saying they should have been granted separate sentencing hearings, and sent the case back to Sedgwick County District Court. The criticism was swift, in part because the case is well-known: Three men and two women were robbed and forced to perform sex acts before they were taken to a snow-covered soccer field and shot, one by one, as they knelt in December 2000. One woman survived being shot in the head and became a key witness. The last executions in Kansas were in 1965. Several conservative GOP legislators said the Carr rulings show that the current court won't ever clear the way for an execution. "They don't reflect the values and in-
tent of the people of Kansas," said Rep. Scott Schwab, a conservative Olathe Republican. "There are more moderate and liberal justices on the court, and Kansas is not a moderate and liberal state." Five of the seven justices were appointed by Democratic governors. The other two, who are the most senior, were appointed by moderate GOP Gov. Bill Graves in 2002. Friday's ruling came days before Justice Nancy Moritz — the only member of the seven-justice Supreme Court to argue for upholding the Carr brothers' death sentences — departed for a federal appeals court judgeship. That will give conservative GOP Gov. Sam Brownback his first appointment to the state court. Fourteen judges and attorneys have applied for the vacancy. The nine-member Supreme Court Nominating Commission, mostly made up of attorneys chosen by other lawyers, plans to interview the applicants next week in public meetings. Three finalists will be submitted to Brownback. Lawmakers aren't officially involved. Supporters of the current nominating process argue that it eliminates partisan politics so the selection process can focus on applicants' skills and work history. "There will always be cries for the heads of judges when they make difficult and unpopular rulings," said Rep. John Carmichael, a Wichita Democrat and attorney. "It's an imperative that we have independent courts." But critics contend that it gives a small group of attorneys too much power. Brownback has publicly called it un-
democratic. The same process was in place for state Court of Appeals judges, but conservative GOP legislators changed Kansas law last year to cut out the nominating commission and have the governor make appointments, subject to Senate confirmation. The process for Supreme Court justices is harder to change because it's spelled out in the Kansas Constitution, requiring approval from twothirds majorities in the Legislature and a simple majority in a statewide vote. Senate Judiciary Committee Chairman Jeff King, an Independence Republican, said legislators shouldn't change the selection process because of a particular court ruling, but instead because they believe, as he does, that the current process isn't accountable enough to the public. King acknowledged that fellow legislators have been concerned about a string of rulings in capital punishment and other cases. "Justice is best administered when the people administering it are a cross-section of the public," he said. Brownback's first Court of Appeals appointment under its new selection process was Caleb Stegall, his chief counsel. The Republican-dominated Senate confirmed him. He has applied for the Supreme Court vacancy. Rep. Jim Ward, another Wichita Democrat and attorney, accused GOP conservatives of politicizing the Carr brothers' case. "They're mad because they can't pick their buddies for the Supreme Court," he said.

4 workers injured in Kansas oil refinery fire COFFEYVILLE, Kan. (AP) — Four workers at an oil refinery in southeast Kansas were burned Tuesday in an early morning fire, the Texas company said. CVR Refining said in a news release that the fire at its Coffeyville refinery was reported at 12:30 a.m. and extinguished by 1:18 a.m. The refinery was shut down and initial reports indicate there was no impact to the surrounding community. The company isn't naming the workers who were hurt and taken to an area hospital, but said all other employees
were accounted for at this time. "CVR Refining personnel express their deepest concern for and are currently providing assistance to the injured employees and their families," the company said. The Sugar Land, Texas-based limited partnership owns and operates petroleum refining and auxiliary businesses. Its crude oil refinery in Coffeyville has a rated capacity of 115,000 barrels per day, according to its website. The company also owns a refinery in Wynnewood, Oklahoma, which can produce 70,000 barrels per day.
Its Wynnewood refinery was the site of an explosion in September 2012 that killed two Oklahoma workers, Billy Smith and Russell Mann, when a large boiler exploded. The Coffeyville refinery was the site of an oil spill during the 2007 flood that blanketed about a third of the southeast Kansas community. The city was flooded when the Verdigris River topped its banks in late June 2007. A malfunction while workers were trying to shut down the inundated refinery caused a massive oil leak into the floodwaters, coating homes and businesses.

Chris Christie is planning a return trip to Oklahoma after a December ice storm forced him to cancel a scheduled appearance with Oklahoma Gov. Mary Fallin. The potential 2016 presidential candidate is expected to join Fallin and several executives with independent oil giant Devon Energy for private fundraiser in Oklahoma City Aug. 20 for the Republican Governors As-
sociation. The suggested contribution is $25,000. Christie currently is the chairman of the RGA. Christie was expected to visit Oklahoma in December for a birthday party and fundraiser for Fallin, but canceled after a winter storm hit the state. dent called about car accident 2 miles west of Helena on Highway 45, advised deputy, officer was going to check, called ambulance and paged out rescue, cancelled ambulance and rescue, man called stating his nephew was driving car and flipped it by Helena, said he caught a ride to Carmen, called Fairview wrecker service, respondent is waiting for wrecker to make sure everything off roadway, they declined Oklahoma Highway Patrol (OHP) to work accident. 4:14 p.m. Disturbance, caller advised of kids cussing and fighting at the Carmen pool disturbing little kids and not listening to lifeguards, advised deputy. 10:33 p.m. Unknown problem, Woods County advised a woman was afraid for her life, that her husband had gone crazy, advised deputy, deputy advised respondent had a verbal dispute and that everything was okay now. July 27, 2014 12:20 a.m. Suspicious person in Carmen, deputy looking for a suspicious person who was described as a possible suspect in car theft last week, suspect drove by several times in a silver colored Crown Victoria. 2:22 a.m. Miscellaneous, CPD called and advised they had a 911 call that respondent is needing a ride back to Nash from Jet, called respondent to find out what was going on, respondent stated that earlier in the day her and her boyfriend had an argument and he told her to get out, respondent went to stay with a friend, respondent said her boyfriend called and told her to come home and he wasn’t going to come and get her and her friend didn’t have the gas to take her home to Nash, respondent wanted an officer to come and get her to take her home, advised deputy and he advised that the respondent go ahead and stay with her friend tonight, he wasn’t going to run her to Nash, called respondent and advised her. 6:22 a.m. Grass fire, respondent called and reported some hay bales on fire 1 mile west of Carmen on the north side of the road, advised Carmen Fire Department, OHP also advised of the same fire, OHP stated they would stay there and wait on Carmen Fire Department, Carmen Fire Department advised bale spread out and sparks minimal. 6:37 a.m. Miscellaneous, CPD called

July 28, 2014 12:39 a.m. Disturbance, respondent called from Carmen complaining that an individual was driving a ’92 blue Chevy Blazer around with only two doors and no tail lights, subject is revving his engine and keeps driving by, woke up her newborn baby, requesting officer, respondent said while she was on the phone subject was sitting at the stop sign staring at her, deputy said to call individual and tell him that he knows the person and that he is taking care of the situation.

OSAGE CITY, Kan. (AP) — Kansas Sen. Pat Roberts is getting help in his Republican primary race from a political action committee representing tea party challenger Milton Wolf's fellow radiologists. PAC Director Ted Burnes (burns) said Tuesday that the group believes Roberts will be more effective in the Senate than Wolf. The American College of Radiology Association PAC this week disclosed spending almost $43,000 on statewide mailings praising Roberts. Burnes also said it's troubling that Wolf has acknowledged that in the past he posted graphic X-ray images on a personal Facebook page. Wolf apologized publicly, and he said Tuesday that many voters are upset with Roberts' attacks over the issue. Wolf said the PAC is a Washington special interest group that works to protect incumbents. The state's primary election in Aug. 5.
