Local student attends district officer training Andrew Miller, a member of the Family, Career and Community Leaders of America Chapter of Waynoka High School, was one of 97 district officers from across Oklahoma who participated in the organization’s district officer training June 4-6 at Camp Tulakogee, Wagoner. Miller is the North-1 district president for the 2014-2015 school year. One of the main purposes of the threeday leadership institute is to prepare district officers with the skills they need to conduct and preside over district leadership meetings, according to State Adviser Denise Morris. They took many of the leadership skills they learned back to their district chapters and teach local chapter officers how to better fulfill the responsibilities of their office. Leadership topics focused on leadership styles, teambuilding, communication, presentation skills and developing each district’s program of work for the year.

Lynn Says
Where is the outrage over James Foley’s beheading?
We need to be as angry about the journalist’s killing as we are about Michael Brown’s By Larry Mendte (Originally published in Philadelphia magazine.) There have been two weeks of outrage over the shooting of Michael Brown in Ferguson, Missouri. The details of the shooting are still fuzzy, but the anger is crystal clear and exposes a still deep and ugly divide in America. In sharp contrast, the beheading of James Foley by Islamic State extremists did not prompt the same outrage or protests. The details of the beheading are on video for anyone with the stomach to watch. The international divide it exposes is equally ugly and far more dangerous. It should unite us as Americans, as the Islamic State on the other side of the divide wants to kill us all, regardless of color or class. And yet the growing threat of the Islamic State is a secondary story to Ferguson. It speaks more to our national media than the greater population. Ferguson is
easier and much less expensive to cover. The growing threat of ISIS – the greatest threat to America and the civilized world in recent history – is more dangerous and more expensive to cover. And besides, stories that divide us rather than unite us make for better TV. Two sides yelling at each other is the formula for cable news success. The importance of a story and journalistic responsibility lost in the battle for ratings and revenue long ago. President Obama reacted to the media coverage of Ferguson when he took a break from his vacation and addressed the nation about the death of Michael Brown from Martha’s Vineyard. Attorney General Eric Holder was then dispatched to Ferguson. Obama took another break from vacation to address the killing of James Foley. There were strong words but then the president went back to playing golf. The question that always follows any criticism of the administration is “what should we do?” It is a question that comes two years too late. It should have come before the impotent red line in Syria and the withdrawal from Iraq with no stay-behind policy.

And now that we are in crisis, it is obvious that ignoring the problem only makes it worse. We must act. In the very short-term, that means sending the Special Forces already in Iraq to kill the animals who beheaded James Foley while freeing their other hostages. We should also do everything to take out Abu Bakr al-Baghdadi, the new and more dangerous Osama Bin Laden. Baghdadi should be priority No. 1 on President Obama’s drone kill list. The elusive terrorist gave a speech in Mosul to claim his leadership of the jihad and the Islamic State last month. We had an opportunity to take him out and we missed it. The military believes they had Baghdadi in custody during the Iraq war. But we let him go, because President Obama stopped the deportation to Guantanamo. When he was released, he told soldiers “I’ll see you in New York.” Baghdadi and ISIS are now actively recruiting those with Western passports. It is important we keep up the fight in Iraq with continued air strikes. We also need to arm the Kurds and pro-democracy rebels in Syria. Strengthening the new Iraqi government and re-supplying its military should also be a priority. And most importantly, we need to revisit and insist on a United States military base in Iraq. I am in no way attempting to promote a new Iraq war. The truth is we are already at war, we just have not engaged yet. The Islamic State is fully involved. James Foley was the first casualty in this new war. We just need to care as much about him as we do Michael Brown.

By Lynn L. Martin Freedom School District Superintendent Danny McCuiston expressed amazement that the valuation of property in the school district fell $845,000 for fiscal year 2015. Similarly, district valuation in Woodward county was down $114,863, and was also down in Harper County by $10,387. McCuiston told board members how he and his wife had driven the roads at the edges of the Freedom School District near the end of the year. The location of oil field equipment on Jan. 1 is where it will be taxed. The Newsgram asked assessor Monica Schmidt about McCuiston’s situation becaue the overall valuation in Woods County is up considerably. She explained, “If one expensive oil drilling rig moves out on Jan. 1, or if one compressor plant is removed, that is enough to impact the Freedom district in that way.” The district will lose a total of $37,357.15 in the general fund and lose $5,347.27 in the building fund from the reductions in all three counties. McCuiston told the board he is looking at hiring an independent appraiser to double check the work of the county assessor or the work of Visual Lease services. Sports Principal Brett Hill distributed copies of the Freedom Eagles football schedule at the board meeting Monday night. The fourth and fifth graders will play at Sharon-Mutual at 6 p.m. The next game will be when fifth and sixth graders play at Buffalo
at 5:30 p.m. All games in the entire season will be away as the district is restoring the football field at Freedom High School. He also distributed the basketball schedule. The first game will be against Fellowship Baptist on Nov. 4 in Freedom at 6:30 p.m. The annual Freedom Booster Club golf tournament will be held at the Coldwater, Kan., golf course on Saturday, Sept. 20. The Miss Freedom pageant will be held on Friday, Aug. 29, at 7 p.m. in the high school auditorium. There will also be a “Little Eagle Promenade” at the beginning of the pageant for fourth graders on down. School Starting Principal Hill said the district started the year with 95 students. Freedom has one foreign exchange student from Mongolia. A day-long field trip will be conducted in the middle of September to take juniors and seniors to visit the campuses of Southwestern Oklahoma State University in Weatherford and University of Science and Arts of Oklahoma in Chickasha. One college will be visited in the morning and the other in the afternoon. The board voted to approve extra duty pay of $12 per morning and $12 per evening for the north and south bus routes. One of those routes is 65 miles long. The total cost for the school year will be about $8700. Extra duty pay of $400 each was approved for two cheerleader sponsors: Stevy Hill and Nicole Denham. They will
work July through February for this. The school’s full accreditation has been approved. The district has three waivers in place. The board approved three other exceptions. They voted to ask for school site de-regulation on the high school library/ media specialist. They asked that the high school standards be made to match the elementary standards. The board also voted to ask for a waiver on alternative education programs so that they do not have to co-op with other schools even though they have less than ten students qualifying. They agreed to accept math and science credits from Northwest Technology courses, and to approve accepting concurrent enrollment post-secondary credits toward high school graduation.

Burlington school deficiency free; plan to co-op cross country; construction on-going By Yvonne Miller Burlington’s board of education met for their regular monthly meeting Aug. 18. President Terry Graham presided over the meeting with all members present, including Beth Guffy, Allison Armbruster, Roger Allen and Aaron Smith. Superintendent Glen Elliott, Principal Shane Feely and Minutes Clerk Linda Gordon were also present. Elliott gladly told the board that Burlington Public School had no deficiencies for the 2013-2014 school year as notified by the Oklahoma State Department of Education. He said the projected number of students to begin this school year is 145, which it was as of yesterday. Of those 118 ride the bus. The superintendent said they had hoped the new band/safe room and voag shop would be finished by the start of school, which was Aug. 13. However, work continues on those projects, which Elliott said should be complete in October. One hold up is the need for electrical inspections. He said the new superintendent’s house will not be completed until after those projects are finished. This week Northwest Electric should install the remainder of the gym’s new lighting. Elliott said the completely new recently installed gym floor looks great. The subject of forming a co-op with Cherokee and Pond Creek Hunter for cross-country was discussed and approved by the board. Elliott explained
the co-op of the three schools would make enough competitors to form a five member ladies cross country team. He said the co-op will not affect individual competition, and there will be no need to travel and practice together since cross-country is an individual sport. Elliott told the board the boy’s team lacks one but they were attempting to recruit another competitor so a team can be formed. As of Tuesday Elliott told the Newsgram that another boy was not recruited so the cross country co-op won’t happen for the boys. More Burlington Board Action The purchase of new white basketball uniforms received board approval. Half of the purchase price will be paid from the athletics’ activity fund and the other half from the general fund. The board signed employee contracts. After a short discussion the board approved Bluncks as the school photographer. The board approved encumbrances, change orders and warrants as follows: General fund • Encumbrances, 73-152: $76,374.69 : $969,059.92 • Payroll Accrual (11 months) • Warrants, 46-198: $259,468.77 • Change Orders: $0 Building fund • Encumbrances: $0 • Warrants: $0 Child nutrition fund
• Payroll accrual: $23,967.41 (11 months) • (Encumbrance, 3-10: $2,658.59) • (Warrants, 1-10 : $3,414.49) Correction to Child Nutrition Fund • Encumbrance, 1-4: $26,626.05 (done in July) • Warrants, 1-2: $755.90 (done in August) Construction fund • Encumbrances, 2-7: $193,678.74 • Warrants, 2-7: $193,678.74 Reserves 2013-14 • General fund warrants, 12531260: $27,995.77 The board approved the July activity report and reaffirmed the procurement policy. They also voted to change the teacher mandatory evaluation policy from twice a year to once a year. The board spent 20 minutes in executive session for the purpose of discussion and possible action to be taken on the appraisal or purchase of real property. The board agreed to continue pursuit of the property. However, Elliott told the Newsgram Tuesday that it doesn't appear the purchase is going to happen. The board voted to add an insurance rider to the OSRMT policy to insure the laptop computers in the take-home program with the once a year payment of $72 and a deductible of $100. Principal Feely reported that all but four students approved for the take home computer program have paid for and received their computers. Of the remaining four, two have their own computers and two have yet to take any action. Feely said there is a new school website as the old one is having some issues. The website address is: https:// sites.google.com/a/burlingtonschool. com. The principal said four teachers were unable to attend the teacher-training on the new Promethean Boards. Those teachers will be required to do some further training to fulfill the requirements for the stipend they are to receive. The OSBA & COSSA Conference is Aug. 22-24. Four of the five board members plan to attend.

Superintendent Brad Morris said the new bleachers, complete with handicap seating, are to be finished by next Wednesday, September 3. Annual Monty Thompson Golf Outing helps classrooms By Yvonne Miller Longtime South Barber School USD 255 Principal Monty Thompson lost his battle with melanoma cancer in 2008, but his love of education continues through the foundation named for him: the Monty Thompson Continuing Education Foundation. Because Thompson was an avid golfer, his friends continue
to play in an annual golf outing each year to raise money for the foundation. This year organizer and foundation board member Mike Miller presented a $250 check to each South Barber teacher at their in-service to use in his or her classroom. Thompson’s wife Jane is a longtime elementary teacher at South Barber and continues as fourth-grade teacher.

Freedom Rodeo was a great success!
A good crowd of several hundred people watched the western style shoot-out at the Freedom rodeo. Unfortunately, the bandits tried to rob our bank, but the guys in white hats saved the day.

There’s no place better than Kiowa, Kan., to relax this coming weekend for the Labor Day festivities where Kiowa’s Chamber of Commerce plans the town’s 75th annual celebration. Saturday Events, Softball and Dance The fun begins with a softball tournament at 9 a.m., at the ball park. Don’t forget to check out the garage sales throughout town all weekend. The School Museum will also be open. Saturday night dance or listen to Kitty and the Fat Cats from 8–11 p.m. in Progress Park. Sunday Events, Tennis, Volleyball, Car Show, Alumni Banquet Tennis lovers can play in or watch the tournament beginning at 8 a.m. A sand volleyball tournament begins at 11 a.m. The Car and Bike Show begins in Progress Park at 8 a.m. The event culminates with a Burn Out at 2 p.m at the intersection of Seventh and Miller streets.
The Kiowa High School Alumni Banquet starts at 5:30 p.m. in the Community Building. Cathy Cox directs a community choir at the banquet. Cox welcomes everyone who likes to sing to join in performing the fun music. Those joining the choir are encouraged to attend a practice tonight (Wednesday, Aug. 27) at the Congregational Church, 7 p.m. 5K Run Starts Monday’s Full Park Schedule Thirty years ago Kiowa’s 5K Race was born with director Kent McBrayer and sponsor Kiowa First State Bank. The race endured and gained in popularity, attracting many area runners. A record 444 entered the race last year with 406 finishers. McBrayer said he’s pleased to have two community members who volunteered to be co-directors of the race with him. They are Melissa (Gillig) Rector and Erin Merklein, who has won the women’s division of the 5K the last two years. For those not already registered for the race prior to Monday, registration
opens at 6:30 a.m. at Kiowa’s Community Building. The process and schedule remains the same with the Fun Run at 8 a.m followed by the 5K at 8:20. The Kids Quarter (for age six and under) immediately follows the 5K. Progress Park activities begin early. The apron-clad “beaners” are up before the crack of dawn starting to cook the ham and beans in huge black cauldrons. The free ham and bean dinner is served at noon. The Kiowa Historical Society serves coffee and homemade rolls starting at 8 a.m., while vendors set up their booths. Various churches have food booths where you’ll find yummy stuff throughout the day. Bake a cake for the Cake Walk. The chamber has all sorts of games throughout the afternoon for kids as well as free carnival rides. New this year is an eating contest at 3:30 p.m., followed by a game of Family Feud. Entertainment by The Williams Family starts at 5 p.m., on the park stage to conclude this day of rest – that is, unless you are a Kiowan helping at the park all day.

Cherokee man charged with drug possession By Marione Martin When a police officer stopped a vehicle, he found neither the driver nor the passenger had a valid license. When the passenger unloaded groceries from the pickup, the officer discovered something else. According to court documents, on Aug. 20 about 5:53 p.m. Cherokee Police Officer Andrew Minson saw a pickup with a large crack spanning a critical area of the windshield. The pickup was traveling north on Grand at 11th Street. As Minson attempted to get
behind the vehicle, it turned east at 10th, went two blocks and turned north on Pennsylvania. Minson got behind the pickup as it reached Ninth and activated his lights, stopping the pickup at Eighth and Pennsylvania. He learned the driver was Lloyd Puffinbarger. The driver provided a driver’s license reinstatement form dated October 2013. Puffinbarger’s license returned as expired. Cherokee Police Officer Matt Jones went to the vehicle and spoke to Puffinbarger, who said his license was suspended back in 2013 due
to a traffic ticket but he paid the ticket and got the paper he needed to get his license back. However, he never got the license, so it expired. Jones placed him under arrest. The passenger, Sjon White, said he only had an ID card. Minson told him the pickup would be towed since neither he nor the driver had a license. White said they had fresh groceries in the pickup and he didn’t want them to spoil when it was towed. Minson said he would take See Arrest Page 62

of the patrol car when Minson saw him drop a small baggie containing a white crystal-like substance. White retrieved the baggie and put it back in his right front pocket. Minson requested that White empty his pockets. White pulled out miscellaneous money and trash. Minson asked if he could double check his pockets and White consented. He retrieved the baggie of the white crystal-
like substance from his front pocket. White said it was not his. He said he just saw it on the ground and decided to pick it up. Minson asked if it was his habit to pick up stuff like that from the ground, and he said, “No, it’s my crank.” The contents of the baggie field tested positive for methamphetamine. White was placed under arrest and taken to the Alfalfa County Jail. During a search of his patrol vehicle where White had been seated, Minson found another small clear baggie containing a white crystallike substance that tested positive for methamphetamine. On Aug. 21 in Alfalfa County, Sjon Tomas White, 57, of Cherokee was charged with felony possession of a controlled dangerous substance in the presence of a minor under 12 or within 1,000 feet of a park. He was also charged with a misdemeanor of obstructing an officer.
