The mood was euphoric as the Chieftains beat South Haven 56-8. However, it was also bittersweet, as homecoming was the final game for senior quarterback Peyton Yandel (#5), who tore his ACL and will undergo surgery later this month. Above, Yandel walks onto the field with the team and buddy and fellow senior Dylan Allison (#33), who had a terrific game Friday night. Photo by Kassidy Clark of SBHS Yearbook

FUQUA IS THE RIGHT WAY
Budget and financial management are one of the most important aspects of being county commissioner. The roads will be my main priority. It will take good, solid time and money management to keep the roads repaired and maintained, while at the same time, budgeting the time and financial needs of all the responsibilities of County Commissioner. Possessing the quality of initiative and self-discipline, as owner and operator of a successful business I was responsible for scheduling time, and all financial areas. I had to budget my income to assure the money was available for all expenses of my business and household. To meet my obligations, I absolutely had to manage my finances, plan for the future, bad weather, and any unforeseen expenses. Through my business I have been able to: * Pay employees each week * Pay all accounts for materials, fuel, and repairs in full every month. * Pay all insurances including health, life, homeowners, commercial liability, vehicles and equipment. * Purchase skid loader, welder, dozer, semi and track hoe that I needed to further my operation. * Pay all household expenses in full every month. * Fund retirement accounts for myself and my wife. I have no debt.

Lynn Says
Urgent care service comes to Alva By Lynn L. Martin Share Medical Center is gearing up to provide clinic-type medical services of the kind commonly called “urgent care.” Indeed, I saw an article the other day that reported urgent care services are the fastest growing element of health care in the USA. The urgent care facility in Alva will be open seven days a week, with Monday - Saturday hours of 8 a.m. to 8 p.m. Sunday hours will be from 1 p.m. to 6 p.m. Share Medical Center Chief Executive Officer (CEO) Kandice Allen told me they have a target date of Nov. 3-Nov. 17. This is a wonderful convenience for that majority of citizens who work from 9 to 5. I know that my daughter, who teaches school in Ponca City and has six kids at home, has found the urgent care facility there to be a great choice. She can get their immunizations and handle the typical fever or flu symptoms without the inconvenience of taking time off from work or pulling the kid from school. The administration at Share Medical Center faced the decision of whether to open a stand-alone urgent care building on Oklahoma Boulevard or use the existing clinic rooms at the medical center. They have six such rooms and not all are used by visiting doctors. So it was just common sense not to spend a lot of money building a separate freestanding building and equipping it with x-ray machines and other equipment that already exists a half-mile away. So the urgent care clinic in Alva will be within the Share hospital building. The urgent care entrance will have good signage at the normal front door of the hospital. The emergency room will continue to have its own entrance and staff; the hospital-employed physicians who have clinics on the west side will continue to have their own entrances. The front doors will now be unlocked to meet the 8 a.m. to 8 p.m. hours of urgent care. I asked CEO Allen if the ER
employees could walk 100 feet and be urgent care staff and she gave an emphatic, “No.” She explained government regulations prevent that. Allen said the clinic will be opened and staffed with current hospital employees by rearranging some working hours. She said that when she visited with those folks, they expressed excitement about participating in this new service, with several of them saying, “It's about time Alva had an urgent care option.” What Urgent Care Can Treat* Urgent medical conditions are those that are not considered emergencies but still require care within 24 hours. Some examples of such conditions include: • Accidents and falls • Sprains and strains • Moderate back problems • Breathing difficulties (e.g., mild to moderate asthma) • Bleeding/cuts – bleeding that's not severe but does require stitches • Diagnostic services, including x-rays and laboratory tests • Eye irritation and redness • Fever or flu • Vomiting, diarrhea or dehydration • Severe sore throat or cough • Minor broken bones and fractures (e.g., fingers, toes) • Skin rashes and infections • Urinary tract infections Conditions Requiring Emergency Room Care Urgent care is not a substitute for emergency care. In general, an emergency condition is one that can permanently impair or endanger the life of an individual. Some examples of conditions that require emergency medical care include: • Severe chest pain or difficulty breathing • Compound fractures (bone
protrudes through skin) • Convulsions, seizures or loss of consciousness • Fever in newborns (less than 3 months old) • Heavy, uncontrollable bleeding • Deep knife wounds or gunshot wounds • Moderate to severe burns • Poisoning • Serious head, neck or back injury • Pregnancy-related problems • Severe abdominal pain • Signs of a possible heart attack (e.g., chest pain lasting longer than two minutes) • Signs of a possible stroke (e.g., loss of vision, sudden numbness, weakness, slurred speech or confusion) • Suicidal or homicidal feelings Proximity of Share's Urgent Care to Its ER a Great Benefit One great thing about having the urgent care facility located within the current Share Medical Center building is ability to immediately escalate the level of care provided due to close proximity to emergency room clinicians. I'm sure there are many incidents around the nation where someone is brought to a stand-alone urgent care facility and their problem proves to be much more severe than urgent care is able to handle. In that event, an ambulance may have to be called to transport the patient to an emergency room or hospital, losing precious minutes. This will be one great advantage of the co-located facilities. * These descriptions may vary at SMC Urgent Care.

By Lynn L. Martin Superintendent Steve Parkhurst told the Alva Board of Education Monday night that he had just received word that the Alva girls softball team had been named State Academic Champs due to their 3.853 grade point average. A board member noted that the Alva girls basketball team had earned a similar honor last spring. Most principals were not present at the meeting because they were supervising out-of-town sporting events. Board member Tiffany Slater was absent, as she needed to drive her son to a sporting event. Allyson Tucker was present and reported enrollment at Washington Elementary School is 221. Tim Argo of Lincoln School said his enrollment was 157. He also mentioned that the math-athon held by Lincoln School students as a fund-raiser pulled in $11,000. Other enrollment figures: Longfellow Elementary – 219, Alva Middle School – 213 and Alva High School – 254. Parent/ teacher conferences for all the schools will be Oct. 13 and 14. School pictures will be taken at Alva Middle School on Wednesday, Oct. 7, and at Alva High School on Oct. 8. Staffing Issues There were no resignations this time. The board agreed to hire Hayden Seifert as a non-certified paraprofessional at Alva High School. The board acknowledged receipt of the state minimum teacher salary sched-
ule from State Superintendent Janet Barresi. The schedule increments at one year intervals from one year increasing to 25 years. A teacher with a bachelor's degree and zero experience starts at $31,600. A teacher with a bachelor's degree and 25 years experience will receive $42,325. Additional certifications also have increments. For example, at the 10-year experience mark, a teacher with a bachelor's degree will earn $35,950. Add national board certification, and that teacher will receive $1,000 more. When that teacher earns a master's degree, the base moves to $37,575. Add national certification, and the pay moves to $38,575. When that teacher earns a doctorate, the pay is $39,625. Alva has eight nationally certified teachers. Approval was granted for vo-ag instructor Jessica Chegwidden to attend the National FFA Convention in Louisville, Ky., , along with a parent sponsor and five students. The convention begins Oct. 28. The board approved the contract with the Cooperative Education Project. Alva, along with seven other schools, will join together in the cooperative to provide pre-school student services that would be difficult for each district to afford on their own. Educational Issues Parkhurst received a letter from the state superintendent's office saying Alva's gifted and talented educational plan has been examined and is in compliance with state board of education regulations.
Alva's educational plan for gifted and talented students was reviewed and modified by a committee headed up by Principal Tim Argo. The 25-page plan will be available for public inspection at the state superintendent's office, the local central office and on the district's web site. Individualized Educational Program plans have been developed for 160 students in the Alva district, Parkhurst said. Each public school student with special needs must have such a plan, which is tailored to that student with the goal of achieving optimal educational results. Equipment In the past, the district has not had good luck in getting any kind of money for used school buses they want to sell. Parkhurst said that instead of putting them on an auction web site or asking for local bids, the Ross Bus Company of Oklahoma City offered them $35,000 for three buses and they were delighted to accept the offer. The district also agreed to lease a larger 53-passenger, wheelchair lift bus with flat floor construction. The bus's capacity falls to 48 passengers when modified to accommodate up to five wheelchairs. The cost will be $15,900 with a mileage limit of 7,500. Extra miles will be .60 per mile. The board modified their agreement with Ross Transportation for one bus that handles the Carmen route. The leased bus has a use limit of 25,000 miles and after that the cost increments to .35 cents a miles and then to .65 cents per mile after reaching 30,001 miles. By paying an additional $4,750 lease fee, the district may exceed the 25,000 mile limit. The district agreed to renew the contract with Blackboard Connect Services for $2,254.20 for an automated telephone service used to notify parents of special school events, such as weather-related cancellations and event reminders. Other Business The anti-tobacco policy, which prohibits tobacco on school property, was amended to include “simulated tobacco products” such as electronic cigarettes. The school budget was approved. It moved from $9.2 million last year to $12.2 million this year. Approximately 52% of the budget is expended on salaries.

Donations flowing for Cherokee band program By Lynn L. Martin Members of the Cherokee Board of Education along with administrators expressed delight at how the community has responded to reinstate the band program in the Cherokee schools. Treasurer Kayla Puffinbarger pointed out an entry on the financial report showing $25,135 in donations from numerous people. Others are donating instruments. A different donation for speech was listed at $2500 and another for elementary cheerleader uniforms of $625 was reported. A donation of $1000 by Steve Booher to boys track was named. A check to Midwest Music of $20,335 for the purchase of new instruments was listed, plus a couple of much smaller checks ($1344 and $249) for the repair and refurbishing of instruments. An encumbrance was entered in the amount of $20,000 to KanOkla Communications for network repair and assistance. This amount has not been spent, but is encumbered anticipating charges throughout the school year. Supt. Cory Ellis commented on a report by Jeremy Hickman of about five new students enrolling this week. Ellis said, “We now have a total of 381 students which is more than we've ever had during my time as superintendent here.” The growing student body has
created a shortage of student desks. One check in the amount of $6,742 for desks, chairs and tables was written to Cariker School Services, Inc., and another to Virco in the amount of $6,070 for additional chairs and tables authorized by Mr. Hickman. The largest expenditure was to Alpha Plus Educational Systems for consulting services for the 2014-15 school year in the amount of $48,406. This is a comprehensive program to improve teacher effectiveness and student proficiency. In a fund comparison report by Puffinbarger on three funds usually reported: The district general fund is up $1,502,060 over same time last year. However, the building fund is down $63,465 and the sinking fund is down $3,051.43. Over all, funds are up $1,915,415. The ad valorem tax collections are up $635.24 over last year; the county 4-mill tax is up $1,410.00; gross production tax is up $519,006.42; the building fund is up $92.29 and the sinking fund is up $75.29. Supt. Ellis described the estimate of needs produced by the Chas W. Carroll firm. Last year started with a projection of $1.98 million but ended up at $3.1 million. This year's revenue estimate is $5.6 million. The board accepted the resignation of Debbie Wilson, head cook. Connie Roberts was promoted to head cook. The district will need to advertise
for someone to fill Connie's position. Two new employees were hired: Kathleen Roglin as an elementary paraprofessional and Sarai Arana as custodian. Cory Ellis reported that bids are to go out for construction work on November 5th. He anticipates construction to begin around December 17 with construction on that phase to be completed in May 2015. Ellis cleared up a question regarding selection of salutatorians and valedictorians. He said any senior who scores at least 24 on the ACT will meet the criteria, and it doesn't matter whether they achieved that score on the first test or any other ACT test subsequently given. The superintendent asked the board to be thinking about how to dispose of the Miller and Wessels houses recently purchased. He said a decision needs to be made in the next few weeks. The school board is still short one member. Ellis said a special board meeting will likely be called very soon to handle that matter and to also talk with the architect about construction plans. Ellis urged the board to put a lot of thought in voting for a new state superintendent of schools. He said, “I'm not going to tell you how to vote, but please vote. Like on the recent bond issue, a non-vote is much like a no vote.”

New administrator, director of nurses at Kiowa Manor Striving to be family unit, cut costs; administration hands-on
By Yvonne Miller “This is the resident's home,” new Kiowa Manor Administrator Kim Balding said. “We want to be a family unit,” added Donna Renner, the manor's new director of nurses (DON). The two women believe it's important for them to be out on the floor often, visiting with residents and helping meet their needs. Balding saw the success of administration involvement on the floor when she worked at Hilltop Manor at Cunningham, Kan., years ago when Vivian Reed was administrator and had a stellar reputation. Both registered nurses (RNs), Balding and Renner have worked together over the years. Balding joined Kiowa Manor as DON in February, then started as administrator Aug. 29. She introduced Renner as the new DON at the Kiowa Hospital board's late September meeting.
“We work together well,” Balding said. The two believe communication between administration, staff and residents is vital to the manor's success and needs further improvement. “It doesn't matter how you get the job done as long as you get the job done,” she said. While performing their management roles, when the two are on the floor they help as needed and are always observing. Cutting Costs a Priority The manor has a reputation for consistently losing money for the hospital district. Balding said, “I know I have a steep hill to climb.” She said part of the problem is department heads have not understood their budget well enough to stay within it. “Those department heads have to operate under a budget and to learn their budget and how it is made.” Balding is already drastically cutting overtime except for nurses. She would rather pay local nurses who are familiar with the residents and whom the residents already know. Realistically, some more costly agency nurses must be used sometimes.

Kiowa City Council discusses water pressure, fogging, cleaning, utilities, zoning changes By Yvonne Miller On Monday night, the Kiowa City Council covered a wide variety of issues, ranging from fogging for mosquitoes in the future to zoning change requests. Kiowa Mayor Brandon Farney presided over the meeting, which was attended by all council members: Russell Molz, Tom Wells, Mark Lambert, Bill Watson and R.L. Simpson. City Administrator Nathan Law also sat at the council table with City Clerk Marlo Rugg and City Attorney Laurel McClellan. The council responded to a recommendation from Kiowa's planning commission to allow residential use of ground floors only in the downtown commercial district. The council voted to keep any residential housing off Main Street. However, they voted to allow residential housing one-half block off Main Street. Councilmember Wells did not vote, as he said it would be a conflict of interest, as he hopes to do that with his property one-half block from Main Street. The store front would remain, with living quarters in the back. Law said resident John Terwort requests a zone change of his residential property at Sixth and Barnes streets. Law said Terwort wants to put additional storage units next to his existing ones built a few years ago. The council will address that at their Nov. 8 meeting, which will start at 7 p.m., instead of 8 p.m. Law presented many facts about fogging brands and machines, as there were many requests this summer for the city to be fogged for mosquitoes. The council discussed the pros and cons of fogging with chemicals. Wells said he thinks there are already too many chemicals in the air.
“Is the health issue greater from the chemicals than the health issues from the mosquitoes?” Wells asked. The council voted to purchase fogging equipment and chemicals by April 1, 2015. The vote was unanimous, although Wells said he voted yes “reluctantly.” The $20,000 firetruck the Kiowa Fire Department (KFD) had hoped to purchase was already sold. The council approved the KFD purchasing another truck that they negotiated to buy for $25,000 plus additional necessary expenses. October Water Issues Law said the south water tower is to be drained, cleaned and painted the week of Oct. 13. He said a majority of Kiowa can expect noticeably lower water pressure then. Beginning Oct. 21, the annual sewer main cleaning and inspection work is to begin. The area to be affected is primarily north of Dickinson Street and east of Seventh Street. Mayer Specialties is doing the work. Mayer and the city will post notices for the homes to be affected. More City of Kiowa Business Discussion about school zone issues continued. Too many cars are parked on
the north side of the elementary school most of the day. This causes a problem with dropping off and loading the children. Another issue is motorists speeding through the area. Law said he and Kiowa Police Department Chief Steven Johnson want additional signage and painting in that area. The board took no action, but advised Law to again meet with Chief Johnson and School Superintendent Brad Morris to discuss the issue. The council received and filed an update report of recent street work. Law said the project required a lot more rock than anticipated. Bids to replace an air conditioner at the community building were discussed. The council asked Law to gather more information, but said they would like to use a local vendor if possible. Law said he received a complaint regarding the cleanliness of the community building for an event. The question arose whether the current cleaning person will continue. The council agreed that if Doris Hermon wishes to continue, she can; if

Waynoka FCCLA September update By Daresa Poe On Sept 15 at 6 p.m., the Waynoka members of Family Career and Community Leaders of America (FCCLA) Career held its chapter meeting in FCCLA advisor Daresa Poe’s classroom. The fine looking group of students this year bodes well for a year full of great accomplishments. The group discussed plans for the chapter and community service opportunities, and students signed up for any committees they wanted to be on. The FCCLA members then feasted on chips, dip and little smokies, and played some fun, lighthearted games. The next morning, officers were back at it, heading to Enid for the LEAD Conference. This is a meeting for Districts North 1 and 2, spanning from Guymon to Ponca City. Officers were given an educational pep talk by Trent Misak with TriLeadership. After this, officers were then split off into groups based off their duties. This reporter went
X
to the public relations session, and the others went to their respective groups. Among many things, the officers learned techniques for making group decisions, leading the chapter, and making wise
choices to benefit the chapter. They then ate at Chili’s and got back to school in time to make it to seventh hour. It was a great day and the FCCLA members are looking forward to many more like it.

OSU Extension educators from four counties worked Monday to refurbish the electronic infant simulators used in high school health or homemaking courses. With the goal of discouraging teen pregnancies, the dolls have been used for several years to help students comprehend the amount of time and constant attention and caring an infant requires. The infant simulators and the associated equipment, such as infant car seats and home care necessities, cost about about $2,500 per package. In the photo above, the devices are being cleaned and prepared for use this school year. In last week's Newsgram the photo caption for the Waynoka vs Cherokee game was incorrect. Dakota Knabe (#25) should have been named as part of the end-around, not Austin James (#85), as the caption incorrectly stated.

not, they will find a replacement. Councilmember Simpson requested the city vacate the alley running through property he owns. The council passed Ordinance 418 allowing it. Council Items Molz asked Kiowa News Publisher Rex Zimmerman why the Chief Theater advertisements are no longer in the Kiowa News each week. The publisher said the theater operator wasn't always able to get the show titles to the newspaper by deadline. Zimmerman also said The General Store always paid the $8 weekly cost. Molz said he's had lots of requests for the movie schedule to again run in the Kiowa News. The council agreed the

city would pay the $32 cost per month, if needed. Mayor Farney commented on all the improvements made at the theater (new seats, projector, paint, etc.). “For a community of our size to have a theater that nice is wonderful.” He praised all the people who support it. Watson said while he was filming the high school football game from atop the press box, he saw some “huge tank trucks” driving through the new high school parking lot. He wants authorities to be alerted that is not a routine occurrence. Lambert told Law he wants to make sure the city has the generator up and running as winter approaches, when the
city often loses power. McClellan said he believes there are two or three people living in structures in Kiowa with no utilities. He suggests this cannot be allowed because it creates a sanitation problem that leads to health problems. Law said there are charitable programs to help people in that situation, “but we can't force it on them.” McClellan suggests health inspectors, and is going to rework some city codes to try and help remedy this situation. At the end of the meeting the council held a 15-minute executive session to discuss confidential data with no action taken afterward.

“I'm vested in this facility,” Balding said, who was a Catlin from Hazelton and a graduate of South Barber High School in Kiowa. She earned a bachelor's degree in nursing in 1984, and has been married for 29 years. “Some of my family might need to be in the manor in the future,” she added. Renner was a 1977 graduate of Sharon (Kan.) High School, has been married 30 years and has also been an RN many years. “I came from hospital care, but then I just fell in love with long term care. I want the residents to feel safe, secure and loved.” Balding and Renner also want residents' families to feel welcome. They want to integrate more community involvement with manor projects (e.g., add high school student visits to the already-welcomed elementary children's visits). The manor just held a bake sale to benefit local South Barber Community
Childcare. Balding said they plan future bake sales to benefit other groups in Kiowa – a way of involving the whole community. A “Manor Action Committee,” called MACK, was formed recently with Balding and Renner, along with Interim Hospital Chief Executive Officer Steve Davis and board members Jim Parker and Chantae Simpson. “Steve Davis is wonderful to work with. Anything I need, he does,” Balding said. With the new leadership and interest in improving the manor, aesthetic improvements are evident inside and outside on the manor grounds, such as flower gardens, seasonal decorations and more. The living room has a comfortable sofa area with drapes and pretty decorations that feel like home. Someone purchased a fire-pit for the back patio so residents can sit outside and enjoy a beautiful evening. Balding noted Kiowa Manor is a “no-wake” facility. The restaurantstyle kitchen is open from 7 a.m., to 7 p.m., with a salad bar Monday through Friday. “We want to do what is best for the resident,” Balding said. Renner added, “We just want to be loving and caring for the residents. They still want to share and we're there to listen.” Balding has a philosophy she hopes is catching: “At 10 feet you are smiling. At five feet you are saying hello.”

The Indian Summer Days Parade at Medicine Lodge brought lots of whoopin’, hollerin’ and fun – like this vintage truck promoting the legendary Busters Saloon out in the Gyp Hills. It’s not often you find an old stretch limo like this Cadillac proudly bearing one big set of bull horns. Photo by Yvonne Miller The above is a popular food booth set up on Medicine Lodge’s Main Street during Indian Summer Days. Brian Rathgeber is the grillin’ man, serving up his award-winning “Beerlicious BBQ,” offering tender brisket, pulled pork, ribs and all the delicious side dishes to the weekend crowd of hundreds. Raised in Kiowa, Kan., Rathgeber and his wife, Christy, and family reside in Grainfield, Kan., where they own the Dugout restaurant and cater from this trailer. A patriot, Rathgeber has the names of all his family members who are U.S. veterans painted on the side of his red, white and blue smoker. By the looks of his apron, it appears that although a lifelong Jayhawk resident, Rathgeber’s loyalties go south of the border to the Oklahoma Sooners. Photo by Yvonne Miller
