FISD meeting includes new hires, a resignation and school report cards By Roger McKenzie After an executive session during Monday’s monthly meeting to consider personnel, the Freedom School Board accepted the the resignation of Cindy Reed as administrative assistant/financial secretary and the hiring of her replacement. The board also hired a teaching assistant. Reed resigned immediately, but will come back and help train her successor, Patricia Dauphin, who was on the job Tuesday. Dauphin will be paid $12 per hour. The new teaching assistant has been working, contingent on the board’s approval. Erin Thrash will be helping with the third and fourth grades. Superintendent Danny McCuiston presented the school board with the dis-
trict’s grades from the Oklahoma Department of Education. The pre-kindergarten through eighth grade and the high school each received grades of C. The grades are based on last year’s test scores, he noted. “That’s our starting point. We have work to be done and we will do it,” he said. He added that there were some areas, especially for the high school, that he doesn’t agree with. Board President Joe Jessup asked McCuiston, “It that the best we can do?” The superintendent answered, “We’re going to shoot for an A (on both levels).” Principal Brett Hill echoed the superintendent. He said there would be no excuses just because the district is small.
“We can do a lot of things here that other schools can’t,” he said, adding that he, too, expects A’s on future school report cards. Hill noted that school enrollment is 80 students, a high that was last seen in 2005. The first round of teacher evaluations has been done. He also reported that the pre-kindergarten through second grade computer lab has been set up. Teachers (third grade and up) are giving good feedback about a new internet program called “Study Island.” Hill said the kids “really enjoy it.” The high school girls’ and boys’ basketball teams are off to a 2-2 start, Hill announced. He also presented board members with brackets for the upcoming (Dec. 6 to Dec. 8) Northwestern Prep Classic Basketball Tournament in Alva. Both of Freedom’s teams will participate in the event. Hill presented a glimpse at the new school website he is working to complete. No finances were discussed, but the Consent Agenda approved by the board included $8,957.78 in General Fund encumbrances. Included in that amount were two $1,000 expenditures listed as for “ag truck” and over $1,000 for expenses to send two teachers to a five-day conference workshop. Also on the list was $100 for insect spray from Terminex. A contract with Terminex totaling $5,904 for termite treatment was the lone encumbrance item for the Building Fund. A $379 oven repair bill was the lone encumbrance item for the Child Nutrition Fund. In other action, the board approved a board calendar listing meetings for 2013. In new business, the board changed its next meeting from Dec. 10 to Dec. 17.

Potential ‘death tax’ increase makes 2013 a very bad year to die By Lynn L. Martin (This is a combination of articles by By Christopher Bedford and William La Jeunesse.) On Jan. 1, 2013, the estate tax is set to climb to as high as 55 percent – among the highest in the world economy – with the exclusion rate dropping to just $1 million, making 2013 a bad year to die for small businesses owners and the wealthy. The estate tax – often called the death tax – had been on the decline due to the Bush tax cuts, even reaching zero in 2010. Since then, it has risen back to 35 percent, with a $5 million exclusion, where it remains today. William La Jeunesse presented this piece on Rancher Kevin Kester. Kester works dawn to dusk, drives a 12-year-old pick-up truck and earns less than a typical bureaucrat in Washington D.C., yet the federal government considers him rich enough to pay the estate tax. Congress, farmers and ranchers like Kester are waiting anxiously.
“There is no way financially my kids can pay what the IRS is going to demand from them nine months after death and keep this ranch intact for their generation and future generations,” said Kester, of the Bear Valley Ranch in Central California. Two decades ago, Kester paid the IRS $2 million when he inherited a 22,000-acre cattle ranch from his grandfather. Come January, the tax burden on his children will be more than $13 million. For supporters of a high estate tax, which is imposed on somebody’s estate after death, Kester is the kind of person they rarely mention. He doesn’t own a mansion. He’s not the CEO of a multinational. But because of his line of work, he owns a lot of property that would be subject to a lot of tax. “Our number one goal is to repeal the estate tax, to get rid of it, not have it for every generation, when I die and my kids die and so on,” he told Fox News. “For everyone to have to re-purchase the ranch or farm over and over for each generation, that’s inherently unjust. So what we’re doing is asking our politicians to understand that and repeal the
estate tax.” That, however, is unlikely. Currently, the federal government taxes estates worth $5 million dollars and up at 35 percent. When the Bush-era tax rates expire in January, rates increase to 55 percent on estates of $1 million or more. While some Republicans want to eliminate the death tax entirely, President Obama has proposed a 45 percent rate on estates of $3.5 million and up. “The idea behind the estate tax is to prevent the very wealthy among us from accumulating vast fortunes that they can pass along to the next generation,” said Patrick Lester, director of Federal Fiscal Policy with the progressive think tank OMB Watch. “The poster child for the estate tax is Paris Hilton – the celebrity and hotel heiress. That’s who this is targeted at, not ordinary Americans.” But according to the American Farm Bureau, up to 97 percent of American farms and ranches will be subject to an estate tax where the exemption is set at $1 million. At that rate, the federal government will pocket $40 billion in 2013 and up to $86 billion in 2021. That contrasts with just $12 billion this year. The conservative organization Americans for Tax Reform (ATR), research by the Urban Institute and Brooking Institution’s Tax Policy Center says that “if the current death tax expires, then the resulting, stricter exemption threshold will force 114,600 estates to file for the tax in 2013 – this represents a 13-fold increase from the previous year’s 8,800 estates, and countless wasted hours filling out tax paperwork. Of that cohort, an unfortunate 52,500 will be liable for the tax, way up from 3,300.” The estate tax dates back to 1916 when then-President Woodrow Wilson imposed the tax of 1 to 10 percent on the wealthy because World War I reduced federal government revenues. Under Franklin Delano Roosevelt, the tax rose to 77 percent, as Congress tried to prevent wealth from becoming concentrated among a few powerful and super-rich families. Ironically, many nations historically more concerned with class and wealth – namely Russia and China – have since abandoned their estate taxes.

Obituaries NANCY JEAN ALLEN Funeral services for Nancy Jean Allen, 54, were held Tuesday, Nov. 27, at Driftwood Christian Church with Rod Rieger officiating. Graveside services followed at the Cherokee Municipal Cemetery under the direction of the Goodwin Funeral Home of Cherokee. Nancy was born Dec. 5, 1957, in Cherokee to Wayne and Lois Schanbacher Walker and went to be with her Lord on Nov. 24, 2012. She grew up on their farm south of Cherokee, attended Lambert Grade School and graduated from Cherokee High School in 1976. She was the first female to join FFA in Cherokee High School, was active in 4-H, basketball and Western Bells. In the spring of 1977, she wed William L. Allen. They made their home east of Byron. They had three sons. Nancy was an active member of the Driftwood Christian Church. She enjoyed being involved in the lives of her children through supporting them in numerous school activities and sporting events. She worked for the U.S. Post Office for a number of years, and retired as the Amorita postmaster. After their separation, she moved to Cherokee where she was living at the time of her death. Surviving are her mother Lois Walker of Cherokee; sons Joshua William Allen and wife Jessica, John Wesley Allen and wife Megan and Jared Wayne Allen; her sister Deanna Wheeler and husband Elroy of Wichita, Kan.; grandchildren Paden Allen, Weston Allen and Raylee Allen; and nieces and nephews. She was preceded in death by her father, Wayne Walker, and two brothers: Dr. Dennis Walker of Enid and Charles Walker of Stillwater. Memorials may be given to the Nan-

She was 101 years, two months and seven days. She left us surrounded by those who love her dearly, and joined 101 years of loved ones who went before. MeRita loved first her Lord, and then her earthly bridegroom, Fritz. Following in her footsteps are daughters Rona Ellen Hoy LaPilusa and husband Joseph, and Sonna Jo Hoy Russell. Rona and Joe’s children include Marcus Richard and his wife Stephanie, Justin Alexander and his wife Sarah, and Michael Joseph and his wife Allison. Gunshot was to get his attention By Marione Martin Cherokee Police Chief David C. Butler was dispatched to 120 N. Massachusetts at 11:25 p.m. on Nov. 19 for a domestic in progress. According to court papers, when he arrived he saw Rhonda Nelson standing near Washington Ave. Butler stated that Nelson appeared to be intoxicated and had a strong odor of alcoholic beverage about her breath and person. Nelson said she was with Jason West in a trailer south of 120 N. Massachusetts when she heard a gunshot from 120 N.
Massachusetts. She said that she and Mr. West went outside and saw Seneca West walking toward the trailer carrying a pistol. She said Mrs. West was yelling at them and calling Mr. West out of the trailer. Mr. West knocked the gun out of Mrs. West’s hand. Then Mr. West and Nelson went back in the trailer while Mrs. West used her cell phone to locate the weapon and carry it back to the house. Mr. West left the trailer and went to the house, entering through the front door, walking through the house and
letting Nelson in the rear door. As Mrs. West was calling 911, Mr. West left the residence and Nelson stayed in the kitchen. During the 911 call, Dispatcher Lesley Rice heard yelling between Mrs. West and Nelson. When Chief Butler talked with Mrs. West, she said she fired the weapon to get her husband’s attention before she walked to the trailer. She said she fired the round straight into the air. Seneca Adriah Shiloh West, 37, has been charged with reckless conduct with a firearm, a misdemeanor.
Report of child in street leads to drug arrest By Marione Martin Cherokee Police Chief David Butler went to Fifth and Kansas about 12:30 p.m. on Nov. 10 in response to a report of a small child standing in the middle of the street. According to documents on file, Chief Butler saw a small blond-haired child who appeared to be about two years old standing in Fifth Street just west of Kansas Ave. When the child saw the patrol car, he ran to a house at 503 S. Kansas. Chief Butler made contact with the child’s father, Christian Smith, and noticed a strong odor of marijuana coming from his breath and person and also from the residence. He asked about the odor and Smith denied knowing what it was, walking away
from Butler. The police chief followed Smith into the house where the marijuana odor was stronger. He told Smith he could tell the odor was coming from a bedroom. Then Smith went to a small table on the west wall of the bedroom and presented a black rubber coaster with a very small amount of marijuana on it. Smith told Butler that he had been smoking the marijuana while playing video games as he was watching the children. There were six children, ages one month to 17 years, in the residence. Christian Le Nathanial Smith, 19, has been charged with possession of a controlled dangerous substance in the presence of a minor under 12 and child neglect, both felonies.
Another step taken on Dacoma blacktop paving By Roger McKenzie The Dacoma Blacktop Road paving project keeps moving forward. The project, which includes four miles inside Alfalfa County and extends a mile into Woods County, had another right-ofway approved at Monday’s meeting of the Alfalfa County commissioners. Paving is still a ways off, however. Commissioners also met in executive session to review candidates for the position of
commissioners’ secretary, but took no action. Twelve road crossing permits were approved, totaling $17,950 in fees. District 1 had three permits ($4,750), District 2 had five ($8,000) and District 3 had four ($5,200). The commissioners opened and accepted all of the bids received for grader tires. The bids were an extension of the six-month bidding process where the
