Italian couple visit the USA to see Freedom Rodeo By Lynn L. Martin Anette and Alessandro Rinaldi of Bologna, Italy, discovered an account of the Freedom Rodeo on the Internet. At the same time, they heard of the history of the old Route 66 highway through the U. S. A. So their trip to the United States was designed to achieve both goals. Anette, who is more accomplished in speaking English than her husband, said, “We wanted to see the real America. After we read about the rodeo in Freedom, it was a ‘done deal’ that we wanted to come here.” Both are professional-level photographers, even though Alessandro makes his living in Bologna as a real estate agent and Anette represents a company that makes gears for big trucks. When asked what they thought of the free meal served at the Old Cowhand Reunion on Saturday noon, Anette said, “We only dream of having beef like that in Italy.” The Rinaldis described themselves as “photo-reporters.” In a goodwill gesture,
when people ask, they obtain the email addresses of the people they photograph and send them free copies of the images. Anette said, “We don’t want to just shoot a photo of someone and run away, but we want to talk to people and learn why they live where they do, and how they live.” However, when they return to Italy they create video slide-shows with music soundtracks and hold public exhibitions of the images from their trips. Any funds received from ticket sales of the image exhibitions are donated to orphans, primarily in India. This is their first major trip to the U.S., other than a brief visit to New York City. Alessandro said they had been making trips to photograph people around the world for about 10 years. When asked, “How long do you think you will do this?” Anette replied, “We hope to do this forever, and we have to come back to the U.S. because it is a huge country.” For a “first trip” to the United States, Anette handled the English language quite well. When asked, “Why do you

One of Alva’s great historians needs blood donations By Lynn L. Martin I decided to go to the Freedom Old Cowhand feed at noon on Saturday to get some photos for the newspaper. In fact, this is the first time I’ve ever attended that part of the rodeo. My habit has been to head for the challenging photography of the the rodeo events at night. While I was enjoying a great meal and getting to visit with a lot of former Freedom area residents, a lady borrowed the PA announcer’s microphone and told us that the visiting bloodmobile from the Oklahoma Blood Institute had collected only one pint of blood. I felt really bad about that. The bloodmobile is an expensive undertaking and the five or so employees within the vehicle had taken a Saturday to come to Freedom to do their incredibly needed job. Like nearly all of us, I am one who avoids getting stuck with a needle for any reason. When I see the bloodmobile vehicle at some Alva location, I manage to cough and look the other way when driving past trying, to hide my guilt of not being a better citizen. Well, not even I could ignore the fact that only one person had donated blood out of several hundred standing around. So after my great meal, I went in the door marked “enter” and did the routine. They do some quick tests and I was pleased at how low my blood pressure was; and that
my pulse and temperature were both normal. Even my iron measured just right. So the fact you get a minor health check is not a bad deal. Anyway, the conversation in the bloodmobile was good, and the pin stick didn’t hurt that much. I was surprised when it was over that they presented me with a pretty gold “two gallon” donor pin. Back when Steve and Becky Clark (former State Farm agent) were in town, they talked me into pretty frequent donations. While there, I learned that the bloodmobile was making a special visit to Alva the next day to help a specific person. I asked whom, and they told me it was Jim Barker. I went, “Wow.” I know him quite well. He probably worked for me for 15 years as a sportswriter at the newspaper. And that was his second tour of duty. He was a sportswriter a couple decades earlier before a teaching career. So, I called Jim and asked if I could write about his need. He reminded me that he considered himself a very private person, but if his opening up would help the bloodmobile people, he would talk a bit. Something has happened within Jim’s body that has reduced the production of red blood cells. Since the problem was discovered about five months ago, Jim has required about 15 units of blood. He was happy to tell me the need has slowed down in the last few weeks. He thinks the medicine is helping. Jim told me he looked up the problem on the Internet, and learned that the survival time is from six months to three years. He said, “I don’t feel too awful

Jim Barker about that. Let me tell you a story. “When I was about ten years old, my older brother found a small card imprinted with information to convince you to buy life insurance. At that time, the life expectancy was around 65 years and that’s what the card said mine would be.” “Well, that date came and went back in 1994 and I started breathing easier about that prediction. So I would say I’ve done very well,” he said. Jim described the illness as being in the initial phase and it weakens him occasionally. He said there are up days and down days. “Actually, there is no firm diagnosis yet. But I go to the doctor again tomorrow and we may learn something then,” he said. Aug. 27 is the date the bloodmobile will be parked near the “Extreme” building at Sixth and Flynn in Alva. Another dedicated blood drive for Jim is planned on that date, starting at about 10 a.m. That date will be your chance to do a good deed.

Marine Forces, Pacific, 2nd Armored Amphibian Battalion where he fought in the battles for Saipan and Iwo Jima. In 1946, following his return from the war, he married Meredith Donley. They made their home on the family farm west of Ingersoll until 1957 when they moved to Alva where he continued to reside. Quentin taught school, coached and was a school administrator at Aline, Lambert, Capron and Alva public schools but farming was always his primary vocation. He was also a longtime custom harvester. He was a lifelong member of the First Christian Church in Alva, and a member of the Alva Elks Lodge where he served in many leadership positions, perhaps most notably many years as the organizer of the annual area “Hoop Shoot.” He is preceded in death by his wife, Meredith; his brother, Everett; and two sisters, Ruth Weigand and Evelyn Troutt. He is survived by his daughter, Joy Hadwiger; his son, Joe Hadwiger and wife Gail; three grandchildren, Travis Provost and wife Rebecca, Jessica Smith and husband Andrew and Jayna Hadwiger, and two great grandchildren Hannah and Jake Provost, along with many nieces and nephews, other family members and friends. In lieu of flowers the family requests that donations be made to the Share Foundation or the Marine Corp Heritage Foundation.

She was a member of the Elm and Murrow Church of Christ where she continued serving the Lord where she was needed. City of Kiowa Council approves $2.9 million budget, sells building Council approves another Burn Out for Labor Day weekend By Yvonne Miller Kiowa’s city council approved the proposed 2015 budget, sold the cityowned “Slusher” building, agreed to advertise for two employees in the water department and much more at their regular monthly meeting Aug. 11. Mayor Farney called the meeting to order with all members present: Bill Watson, R.L. Simpson, Russel Molz, Tom Wells and Mark Lambert. City Administrator Nathan Law also sat at the table, as did City Attorney Laurel McClellan and City Clerk Marlo Rugg. Prior to opening the regular meeting, the council held a public hearing regarding the proposed 2015 City of Kiowa Budget. No members of the public attended to comment. The council approved the $2,946,780 budget that has no new taxes. That because the city’s millage remains about the same at 42.322 mill, which is slightly lower than the current budget year. The budget reflected a 9.56 percent increase in current ad valorem tax at $219,663. That’s as the city’s assessed valuation increased from $4,964,014 last year to $5,190,284 for the 2015 budget. (The graphs accompanying this story regarding the 2015 Kiowa City Budget were prepared by Administrator Law, who presented them to the council.) Kiowa Unlimited Construction Purchases Building at 630 Main St. Will Wilburn, owner of Kiowa Unlimited Construction, attended the meeting and requested to purchase the cityowned building at 630 Main, commonly referred to as the Slusher building. He offered $15,000 for the building that basically needs to be gutted and redone. The council accepted his offer. Wilburn said, “The Kiowa community has been good to me the last two years and I want to give something back.” He told the Newsgram he has years of experience as a construction manager in Chicago and moved to this area to be closer to his wife Vicki’s family. He said his Kiowa Unlimited Construction business has been “expanding pretty fast” with numerous
construction projects. His eight-man crew is working on the new BancCentral data center in Alva. Wilburn said he’ll soon be doing some work on the Hopeton State Bank as well. Two weeks ago he finished doing the frame work for the Sonic going
in at Medicine Lodge, Kan., as he has a national contract with Sonic. As his business expands, Wilburn said he plans to use the back end of the See Kiowa Page 38

By Ashley Tacker The Timberlake FFA officer team recently took part in planning the 20142015 school year during their annual officer retreat. It was an action packed day full of team bonding and preparation for the year. All seven officers were present for the retreat: Cheyenne Gaff, Jamie Thorp, Anthony Wiens, Kate Birkenfeld, Kamber LeForce, Dalton Jantz and Kaytlynn Frech. The officers brought new and exciting ideas to the table, many based on increasing chapter and community involvement through monthly meetings and ample community service activities. They collaborated well to create an agenda for the school year. Although much of the time was spent planning the program of activities, the seven officers and the advisor, Ms. Tacker, also enjoyed new experiences, as well as sight-seeing. The day began with a road trip to the small town of Arcadia along Route 66, also home to the famous restaurant POPS. The

Officers were able to view the giant landmark, the POPS bottle. The structure stands 66 feet tall and weighs over four tons. Officers then traveled south to visit the iconic Warren theater where Hercules in 3D played in the IMAX.
The officers then had a wonderful family style dinner and made their way back home, while many laughs and memories were made. Upon returning from the retreat, the Timberlake FFA officers are excited to begin the school year as motivated leaders for their program, school and community. They look forward to a successful year for the Timberlake FFA chapter.

Weight-loss surgery and a change of lifestyle has Katie Cox happy as a Gator By Yvonne Miller “I fought it my whole life,” Katie Cox said of her battle with the scales. Hovering near the 300-pound mark a few years ago, Katie remarkably changed her life and is now half the size of her former self. She is a confident, 32-year-old, curvy, brown-eyed beauty and successful as vice president of marketing for the Gator Bowl Sports in Jacksonville, Fla. (Incidentally, she said the Gator Bowl name has changed to the Tax Slayer Bowl.) The Kiowa, Kan., native and graduate of South Barber High School told of her life altering decision to lose weight – how she did it and how she is keeping her weight under control. Before her decision to drastically change for the better, Cox said, “My life was fine – I was working with a great job, but I wasn’t happy.” Telling of a frustrating cycle of dieting for 12 years, Cox said, “I could never lose more than 30 pounds, and then I would gain it back, along with some extra weight.” Feeling like she was spiraling out of control, Cox began researching various types of weight-loss surgeries with the Baptist Medical Center of Jacksonville. With the help of surgeons, she decided the best choice for her was to have the laparoscopic sleeve gastrectomy. She said her aunt Cindra (Cox) Williams of Kiowa was inspiration to her as she also had a drastic weight reduction after a similar procedure. Following her post-surgery success, the Jacksonville medical center featured a two page spread entitled, “Katie discovers her path to successful weight management.” Cox said, “Dr. Morgenthal told me, `I’m not fixing your life; I’m giving you a tool so you can fix your own life.’” The article explained the procedure removes 80 percent of the stomach, reducing the secretion of gastric hormones. This reduces the amount of food that can be consumed; reduces the gastric hormones and the sensation of hunger in many patients. The procedure doesn’t alter the digestive tract. Cox said after surgery she could only eat four ounces at a time. “I felt tired at first. They told me I was literally starving.” She had to learn to eat tiny amounts numerous
times a day. Then her transformation began. She began healthier eating and exercising. “At first when going to the gym, I felt like people would judge me. That’s not the case at all – most everyone is so supportive,” Cox said. At the gym she made lots of new friends who have the same new lifestyle she maintains. Her gym is the YMCA, which highlighted her success story. A Jacksonville newspaper also featured her in a full page spread. “I’m not on a diet, I’m changing my life,” Cox said. She found the hospital provided a great support group. She maintains a primarily low carb, low fat diet, basically eating 1,400 calories per day. However, with “exercise” calories figured in, she eats 2,000 calories daily. “I drink lots of water,” she said. She has a caloric intake app on her phone she uses religiously. “I eat whatever I want with appropriate portion size,” Cox said. She eats lots of seafood and vegetables on a regular basis. That’s not to say she doesn’t indulge in a bite or two of sweet treats now and then, but she steers clear of sugar for the most part. “Sometimes you don’t realize how bad you feel until you feel better!” she said. “In this two-and-a-half-year process, I’m almost half the size I was when I started. I’ve lost more inches than weight. Last year I lost 25 pounds and 25 inches,” Cox said. Now in her ninth year at the Gator Bowl, Cox said her friends at work were totally supportive. “Everyone in the office is now thinner,” she said. As marketing VP, Cox handles the business sponsorships, advertising branding and social media. A football fan, she spent two years at Wichita State University and then couldn’t resist exploring her dream of sports management. She found Flagler College in St. Augustine, Fla., which she said is the best sports management school in the country. She followed up with connections made at school to land her job. “I got really lucky,” Cox said. She credits her success to having a

In her role she has to “respectfully” convince her older boss that “you have to have social media – it’s the way of the world. You might as well embrace it!” She said her job is 100 percent relationships. “You grow up in college, but you really learn at work,” she said. With her position in the sports world, Cox deals with lots of men. “I used to be known as just the smart girl who got things done.” Now she has the welcome adjustment of handling the new attention she receives with her slimmed down body. “The payoff to my health and my life has been well worth the effort,” Cox said. “This is one of the best decisions I ever made.”

NEWKIRK, Okla. (AP) — The Oklahoma State Bureau of Investigation and state auditors are looking into bidding practices by a northern Oklahoma county's commissioners. Kay County commissioners are accused of misusing six-month bid contracts to get around the intent of Oklahoma's competitive bidding laws, The Oklahoman reported (http://bit.ly/1n66feG ). An investigation by state officials was launched after a bidder filed a complaint to the Kay County district attorney. The contractor claimed construction projects were being divided so they would be under the dollar limit for which competitive bids were required
by state law. Tyson Rowe, the Kay County Commission chairman, said he does not think state officials will find any wrongdoing. He argued Oklahoma law places no cap on the amount for which six-month bids can be used. "This audit, I don't know what they're looking for exactly, but I don't foresee them finding anything," Rowe said. A six-month bid is where contractors submit offers on rates they would charge for supply materials, labor or rental equipment over half a year. Rowe said the county uses six-month bid contracts to purchase items, such as gravel, concrete and bridge materials, and to pay for bulldozer work and concrete finishing services. Rowe also acknowledged that commissioners have occasionally awarded contracts to multiple bidders. He said commissioners have selected from the list of acceptable bidders, even though their rates might differ. But most of the time, commissioners try to buy from the
lowest bidder first. "Normally, if we accept more than one, there wouldn't be a whole lot of difference between the two bids," he said. "If there's one that's way high, we don't accept it." Gayle Ward, executive director of the Association of County Commissioners of Oklahoma, said awarding contracts to multiple bidders is a common practice by county commissioners. She says material availability is often a problem. By selecting multiple suppliers, if the lowest bidder doesn't have materials, commissioners can move to the next bidder on the list and save taxpayer dollars by wasting less time. Rowe said that was the practice by Kay County before he became a commissioner. "When I came into office, that's how they did it and we think we need to do it the same," he said. "Our DA (district attorney) has been there when we accepted our six-month bids and hasn't advised us that we're doing anything wrong."

TOPEKA, Kan. (AP) — The accuracy of the massive scales used to weigh millions of dollars' worth of Kansas crops and other goods each year improved markedly in the first half of the 2014 fiscal year, state officials said. In early 2013, state inspectors approved just 26 percent of the large scales, which are used to weigh truckloads of scrap metal, recyclables and agricultural products. Almost 50 percent of the scales tested did not weigh accurately enough and others did not meet state specifications, the Topeka Capital-Journal reported (http://bit.ly/XxlDeA ). Changes in leadership, more money and increased state scrutiny helped improve the situation, officials said. In the first half of fiscal year 2014, inspectors approved 45 percent of the scales
checked and found only 27 percent to be inaccurate. "Certainly we want that to be better in the future, but I think we're making progress there," said Kansas Deputy Agriculture Secretary Chad Bontrager. For nearly 30 years, the department has used a semi-privatized system that licenses technicians from private scale service companies to inspect commercial scales. A few state inspectors would then spot-check a fraction of the private work. That system still remains, but im-
provements have been made since a scale service company owner complained that lax state regulation was compromising scale accuracy and putting conscientious companies at a competitive disadvantage. Oklahoma tea party leader fined for blackmail By Kristi Eaton OKLAHOMA CITY (AP) — An Oklahoma tea party leader convicted of sending a threatening email to a state lawmaker was sentenced Tuesday to pay a $1,000 fine in accordance to the recommendations of the jury. Al Gerhart, 56, could have been sentenced to up to 10 years in prison for his convictions on felony blackmail and computer crimes charges, but the Oklahoma County jury felt he didn't deserve to be locked away and the judge concurred. Gerhart sent a politically charged email to a state senator who testified he felt threatened by its tone. The March 2013 email warned Sen. Cliff Branan that if he didn't take up a bill favored by Gerhart's political group, that Gerhart would make sure he regretted that decision. The email also said, according to court documents: "I will make you the

laughing stock of the Senate if I don't hear that this bill will be heard and passed. We will dig into your past, yoru family, your associates, and once we start on you there will be no end to it." Branan had refused to give the bill a hearing because he said it was based on a "fringe conspiracy" alleging that the U.N. wanted to use its Agenda 21 plan to encroach on the private property rights of Americans. Gerhart did not speak during the sentencing hearing other than to say he plans to appeal the conviction. Afterward, he told reporters he believes his actions are protected by the First Amendment and that he has no regrets. "If I protect the civil rights of everyone in the state, you better believe it's worth it. I think we have the right to speak out against the crooked politicians." Branan, who was term-limited in the Senate, ran for the GOP nomination for the Oklahoma Corporation Commission but lost to former House Speaker Todd Hiett. Gerhart said he believes the Sooner Tea Party was the reason behind Branan's loss. "What we tend to do is if someone hits us, we hit them back 10 times harder," Gerhart said.

Ferguson pledges outreach efforts after shooting By Nigel Duara FERGUSON, Mo. (AP) — Ferguson's leaders urged residents Tuesday to stay home after dark to "allow peace to settle in" and pledged several actions to reconnect with the predominantly black community in the St. Louis suburb where the fatal shooting of 18-yearold Michael Brown has sparked nightly clashes between protesters and police. According to a statement from the city, Ferguson's mayor, City Council and other employees have been exploring how to increase the number of African-American applicants to the law enforcement academy, develop incentive programs to encourage city residency for police officers and raise funds for cameras that would be attached to patrol car dashboards and officers' vests. "We plan to learn from this tragedy, as we further provide for the safety of our residents and businesses and progress our community through reconciliation and healing," the leaders said in the statement Tuesday. Benjamin Crump, an attorney for Brown's family, said the 18-year-old's funeral and memorial service would be Monday, though the time and location haven't been finalized. The National Guard arrived in Ferguson Monday but kept its distance from the streets during another night of unrest.

Protesters filled the streets after nightfall Monday, and officers trying to enforce tighter restrictions at times used bullhorns to order them to disperse. Police deployed noisemakers and armored vehicles to push demonstrators back. Officers fired tear gas and flash grenades. Capt. Ron Johnson of the Missouri Highway Patrol, who is in charge of security in Ferguson, said bottles and Molotov cocktails were thrown from the crowd and that some officers had come under heavy gunfire. Police originally said 31 were arrested, but St. Louis County spokeswoman Candace Jarrett on Tuesday said 57 people were booked at the county jail alone, and perhaps more at other jails in the region. A list of those arrested showed that only four live in Ferguson, though many live in St. Louis and other surrounding communities. Sixteen are from out of state. Johnson did not have condition updates on those who were shot. Johnson said four officers were injured by rocks or bottles. Demonstrators no longer faced the neighborhood's midnight-to-5 a.m. curfew, but police told protesters that they could not assemble in a single spot and had to keep moving. After the streets had been mostly cleared, authorities ordered reporters to leave as well, citing the risk from the reported gunfire. A large crowd also gathered Tuesday afternoon in nearby St. Louis after officers responding to a report of a store robbery shot and killed a knife-wielding man. Police Chief Sam Dotson said the suspect acted erratically and told responding officers to "shoot me now, kill me now." Some members of the crowd shouted "Hands up, don't shoot," a phrase that has become a frequent part of protests since Brown's death on Aug. 9. Like Brown, the 23-year-old suspect killed Tuesday was black. The latest clashes in Ferguson came after a day in which a pathologist hired by the Brown family said the unarmed black 18-year-old suffered a
bullet wound to his right arm that may indicate his hands were up or his back was turned. But the pathologist said the team that examined Brown cannot be sure yet exactly how the wounds were inflicted until they have more information. Witnesses have said Brown's hands were above his head when he was repeatedly shot by an officer. The independent autopsy determined that Brown was shot at least six times, including twice in the head, the family's lawyers and hired pathologists said. The St. Louis County medical examiner's autopsy found that Brown was shot six to eight times in the head and chest, office administrator Suzanne McCune said Monday. But she declined to comment further, saying the full findings were not expected for about two weeks. A grand jury could begin hearing evidence Wednesday to determine whether the officer, Darren Wilson, should be charged in Brown's death, said Ed Magee, spokesman for St. Louis County's prosecuting attorney. Wilson was recognized during a Ferguson City Council meeting in February, getting a special recognition for what Police Chief Thomas Jackson said then was his role in responding to a report of a suspicious vehicle, then struggling with the driver and detaining him for arrest until help arrived. Jackson said the suspect was preparing a large quantity of marijuana for sale. A third autopsy was performed Monday for the Justice Department by one of the military's most experienced medical examiners, Attorney General Eric Holder said. Holder was scheduled to travel to Ferguson later this week to meet with FBI and other officials carrying out an independent federal investigation into Brown's death. The Justice Department has mounted an unusually swift and aggressive response to Brown's death, from the independent autopsy to dozens of FBI agents combing Ferguson for witnesses to the shooting.

By Roxana Hegeman WICHTA, Kan. (AP) — Gov. Sam Brownback campaigned Monday on his administration's efforts to fight against what he calls federal government overreach. The Republican governor found a friendly audience for his re-election pitch at the Kansas Independent Oil and Gas Association convention in Wichita. He made his case again later at a news conference surrounded by his supporters. Brownback outlined several fronts where Kansas is pushing back against the federal government: the listing of the prairie chicken as a threatened species, a proposal to expand the definition of waters of the United States, and federal pollution regulations on coal as well as the federal health care reform law. The conservative governor is fac-
ing a strong challenge from Democrat Paul Davis because of concerns about whether tax cuts his administration delivered are boosting the economy or potentially ruining the state's finances. The governor and his supporters have argued that his policies — particularly aggressive personal income tax cuts — have helped to create nearly 55,000 new private-sector jobs since he took office in January 2011. The Legislature's nonpartisan research staff issued a new budget forecast earlier this month predicting a $238 million budget shortfall by July 2016 and the state's credit rating has been downgraded. In the aviation dependent community of Wichita, Brownback also trotted out an unfolding proposal for an "urban opportunity zone" that would be modeled similar to "rural opportunity zones" that aim to draw people
to rural Kansas communities with incentives such as no income taxes and student loan repayments. He said his administration is still developing the details of the urban counterpart, which would likely be confined to Wichita, Topeka and Kansas City, Kansas. The governor also vowed to continue the fight against the health care reform law, saying "we don't need that expansion in the state of Kansas." On Monday, he recounted steps the state is taking to fight the listing of the lesser prairie chicken, including the filing of a lawsuit and legislation intended to give the state sole regulatory authority over its protection. He said prairie chicken numbers are up 20 percent in Kansas due to all the rainfall the state has received this season. The governor also talked about efforts to counter an Environmental Protection Agency proposal to expand the definition of waters of the United States, which he claims would encompass ponds and puddles. "We are pushing back aggressively," he said Brownback says water is "inherently a state issue," and he wants the federal government to withdraw its proposed rule. Another area of contention is federal pollution rules over coal. The governor said he has given the secretary of the health and environment authority to regulate the industry, and the state has approved $1.8 billion for a coal-fired plant in Holcomb. In a wide-ranging speech, Brownback defended his plan to cut taxes for businesses and his reform of the public employee pension system, among other issues. He said that often change is made first in the states rather than the federal government and insisted his policies for Kansas are not "experimental" as his critics have charged. "I am not going to be bashful about pushing back," he said.

His goal is to get the demolition work finished this fall and let the building dry out, as there is moisture. More City of Kiowa Business, Electric Rate Hike, Streets, Water Dept. Law said Western Farmers Electric Cooperative notified the city of their intent to increase municipal electric rates as of January 2016. The council approved hiring consulting firm EMG at a cost of $20,000$25,000. The consultant will help the city determine appropriate rate changes for Kiowa with this rate structure change. Attorney McClellan said the City of Anthony is also affected and the two cities can work together with the same consulting firm. Following an executive session at the end of the meeting Administrator Law said the council authorized him to advertise for two separate positions in the water/sewer department. The first position is for a water/sewer superintendent and will include a request for current certifications and some amount of experience. The second position is for a water/sewer assistant and will not include current certifications or any substantial amount of experience. Law said there is no part of this process that intends to replace current employees; this is merely trying to get an appropriate number of employees to get projects accomplished. Mayor Farney appointed Brett Courson to the South Barber Recreation Commission. This fills the position vacated by Todd Reeves when he moved this summer. Ordinance numbers 414 and 415 were adopted, which update the “Standard Traffic Ordinance for Kansas Cities” and the “Uniform Public Offense Code.” After discussing the street project update, the council approved paving Streeter Street with rock shoulders rather than curb and gutter as a cost-saving measure. Regarding animal control fines and fees, the council approved Ordinance No.
416. This approves at-large fines of $30$100 based on a 12-month period of time, habitual fine of $100-$500 (does not allow municipal judge to suspend) and a board fee of $10/day for up to three days. The ordinance originally called for up to six months in jail, to which Molz said no. So the council passed the ordinance,
removing the jail time. It passed the council with Watson casting a no vote. To save money from publication costs, the council decided to just post the ordinance on the city website as it is not required to be published. See Kiowa Page 42

Law said purchasing a backup for the city’s substation transformer is not realistic, but purchasing a backup regulator might be appropriate. The council voted to purchase a reconditioned regulator for $7,500 through Solomon. As the city gears up for a weekend of Labor Day festivities, street superintendent Gary Johnson said they need more dumpsters. The dumpsters are for other business purchases as well. The council approved the cost of $3,104. Labor Day Car Show organizer April Stewart requested and received council permission to hold a Burn-Out competition for the second consecutive year on the Sunday afternoon of Labor Day weekend. Under council items, Watson asked why at apartment buildings there is only one water meter, but separate sewer charges. Clerk Rugg will research the issue. He also said the council should revisit discussions about marking crosswalks and safety issues. Watson also voiced concern about businesses having advertising notices in other downtown businesses. Simpson said he had a man question a “huge” water bill he received for a house he had left and believed the water was turned off as he wasn’t residing there. The clerk will check into this matter. There were other complaints expressed to councilmen regarding manure washing away in the rain, the mosquito problem, and whether the city would spray the town.

Roberts: Drug cartels behind US border crisis

Pat Roberts blamed drug cartels on Monday for the recent flood of Central American immigrant children, saying the cartels have spread false information about a program that protects the youths from deportation as an enticement to get more people into the U.S. to work for their drug operations. Roberts made the claim at the annual convention of the Kansas Independent Oil and Gas Association after an audience member suggested to the state's congressional delegation that Republicans need to take a "softer line" on immigration if they want to advance the rest of their conservative agenda. The U.S. senator from Kansas explained in an interview afterward that he was not referring to all the 66,000 Central American immigrants who have created a crisis on the Texas border, but to "a lot of people" 16 years old and up to about 22 who are coming in with that influx. "They become the so-called mules to expand their drug operations in the United States," Roberts said. He said it is the drug cartels in those Central American countries that put out the false information that the immigrant children would be allowed to stay in the U.S. under Obama's 2-year-old directive Deferred Action

Pressed about his proof or the basis for his assertion, Roberts replied that it was "pretty common knowledge," and said that the governments in those Central American countries had told the United States the misinformation was a drug cartel effort. "They put out a lot of information that was just simply not correct — it was an enticement for people to leave countries that are war-torn and where people do not believe there is an opportunity to succeed," he said. Roberts also cited estimates the number of Central American immigrants will grow to 100,000 if the U.S. doesn't respond. "It's a humanitarian problem, it's a border problem and it's a criminal problem with regards to drug cartels — all wrapped up into one," he said. "A very difficult situation." U.S. Rep. Lynn Jenkins, also a Kansas Republican, told the audience at the KIOGA gathering that the comprehensive immigration bill passed by the Senate was "just unacceptable" in the House because it looked a lot like amnesty. The House then considered taking a step-by-step approach to immigration beginning with securing the border first, and Republicans had a "family discussion" earlier this year on it, she said. "What it came down to is we decided to not pursue that agenda because there is a trust deficit in Washington," Jenkins said. "We pass bills, we don't pass suggestions and then watch this administration rewrite laws. ... We could pass the most perfect, ironclad immigration that we think the majority of Kansans and Americans would support and you know what, the guy in the White House will just do something entirely different." Obama announced in June that congressional efforts to remake the nation's dysfunctional immigration system were dead and he would proceed on his own authority to fix the system where he could.

grade, so he read the book, took the test at the superintendent’s office in Alva and made the highest grade in Woods County. They lived across from Ed McGarry’s farm and he attended the Fairview School and finished grade school. Then Joe drove to Hardtner, Kan., to attend the Hardtner high school as a freshman and started his sophomore year before stopping to enter the Civilian Conservation Corps. After entering the CCC on Oct. 1, 1936, Joe was stationed at Las Cruses, N.M. On Oct. 2, 1940, Joe married Leona Maxine Harrington at the Alva Methodist Church in Alva. Following the wedding he worked as a farm laborer and drove the school bus for Capron, Okla., and later the Alva school systems.

Joe and Maxine had two children: Wesley Eugene, born Sept. 20, 1941, and Joyce Nadine, born Oct. 2, 1944. In July 1948 the family moved to Hardtner, Kan., where Joe worked for the W.E. Sheddy Grain Company and ran the Deluxe Theatre in Hardtner. On Jan. 1, 1951, Joe went to work for the Elwood Township maintaining its roads and remained with them until he retired on Aug. 1, 1984. During this period of time, he served six years on the Hardtner City Council, four years as mayor, and also served on the Hardtner-Elwood Volunteer Fire Department. In the Rader family, there came to be a family tradition called Monday Family Night. All five grandchildren came to Joe and Maxine’s home after school. They would do chores with grandpa and when evening came, the whole family gathered and ate supper together. This was a sharing time of Maxine’s wonderful home cooking and also a sharing time of the days’ events. Much of the time, there were several conversations taking place as everyone talked about their day. The grandchildren talk about those good times still today. Joe was preceded in death by his wife of 62 years, Leona Maxine Rader; foster
son Donald Myers; parents; three sisters, Betty Sharp, Lorene Smith and Thelma Hada; and three brothers, Glen Rader, Jr., Bobby Rader and Marvin Rader. Those left to cherish his memory are his son and wife, Wesley and Sandi Rader; his daughter and husband, Joyce and Larry W. McCarty; six grandchildren, Michael E. and Sheila Rader, Michelle D. and Shan Hanes, Debra E. and Rod Wiens, Dr. Dan E. and Dr. Andrea McCarty, and Duane McCarty. His is also survived by his 12 great-grandchildren, M’Cheila, Traegor and Brenika Rader, Shayden, Shaybree and Shaylynn Hanes, Grabrielle and Grace Wiens, Jason and Jacob McCarty and Paige and Dylan McCarty; two sisters, Bonnie Martin and Virginia Mixon; many nieces, nephews and other relatives, as well as a host of friends. He will be fondly remembered as a terrific husband, father, grandfather and great grandfather who always made time to laugh with and care for his family. Visitation will be Thursday, Aug. 14, 2014, from 2 p.m. to 6:30 p.m. Memorials may be made to the Kiowa District Hospital or Hardtner United Methodist Church kitchen fund and given to Lanman Funeral Home P.O. Box 42 Kiowa, Kan.

August 12, 2014 12:10 a.m. Information, respondent wanted to know if we had a hold on her husband, gave her warrant info, then wanted to know bond amount, she asked what property he had stolen, told her she needed to talk to deputy. 8:54 a.m. Motorist assist, CPD advised of a tractor broken down in the road by Jet, advised deputies, deputy advised roadway is clear. 4:31 p.m. Miscellaneous, CPD advised that a semi was going through Carmen on Highway 45 heading west, semi is pulling three trailers, semi is also a wide load and is making people get off the road while they are coming through, advised Woods County and OHP. 9:21 p.m. Miscellaneous, respondent called and wanted to report that last night someone broke into her car and into the glove box at her residence in Carmen, she said that she usually keeps her medicine there but she had moved the medicine to another area, respondent then stated that someone came a little while ago while they were eating and knocked at the door real loud, when respondent went to answer no one was there, deputy talked to respondent everything is okay. August 17, 2014 9:29 a.m. Medical emergency, respondent called needing an ambulance, respondent stated she helps person from time to time, she’s out of town, person is diabetic and has seizures, called Helena Ambulance, Helena Ambulance headed to Enid. 10:49 a.m. Miscellaneous, respondent called wanting to know if we unlocked vehicles, they had a person that had motor assistance and had locked keys in car, gave locksmith number. 12:10 p.m. Civil matter, respondent advised her step brother and wife were in a house she was buying and she wanted them out, there was no contract just verbal agreement, she was afraid they would vandalize her house, called deputy, advised to tell them to move and to call back if she needed him, respondent called back saying she needed deputy, thought they were coming off drugs and didn’t feel safe, deputy en route, deputy advised respondent to get something filed with court Monday morning since it was a civil matter. 11:20 p.m. Suspicious person, respondent advised of suspicious driver in a white Ford extended cab pickup creeping around Harper Road east of the airport, advised CPD.

Decisions should be, and will be made, based on truth and honesty. Durant stunned the Americans shortly before the Basketball World Cup when he pulled out following their training camp in Las Vegas. He says Tuesday he needed to "take a step back." While he does, the Americans are moving forward.
