Curious behavior gets charges of drugs, DUI By Jim Stout OHP Trooper Brock Morgan stopped to investigate when a vehicle approaching him stopped and backed into the ditch at 8:14 p.m. Nov. 13, according to an affidavit filed in Alfalfa County District Court on Nov. 15. Morgan was southbound on the Carmen blacktop about two miles north of Carmen when he observed the curious behavior, the affidavit reports. He stopped in front of the vehicle which was now facing 90 degrees to the roadway with only the park lights turned on and used his flashlight to investigate. versation, the driver identified himself as Ronald Lee Phillips, 47, who said he was the driller on Nomac #40 just north of there. Noticing a strong odor of an intoxicating beverage, Morgan asked Phillips to have a seat in the passenger seat of the patrol car, but Phillips approached the drivers door as if to get in, the affidavit states. Morgan observed Phillips to be unsteady on his feet and seemed to be confused. Morgan asked how much he had to drink and Phillips said two 24-ounce beers. Morgan administered a field sobriety test and observed four of six indicators of intoxication then conducted a search for open containers in Phillips’ vehicle, a 2011 Chevy 3500 pickup. As Morgan opened the pickup door, he immediately noticed a brass pipe with black burnt residue in the driver’s side cup holder in the center console, the affidavit states. Beside the pipe was an orange plastic container of marijuana.

On the passenger side floor, Trp. Morgan noted a duffel bag containing bottles with hoses which appeared to be full of urine. The bottles had temperature gauges. Trp. Morgan transported Phillips to Share Medical Center for a blood test In a post-Miranda interview, Phillips told Morgan he had purchased the beer in Carmen and consumed it just prior to driving to the location where he encountered the Trooper, the affidavit states. Phillips also told Morgan he had smoked marijuana one to two hours prior to the encounter and said he had been smoking marijuana for 20 years. He also said the bottles contained synthetic urine which he bought on the internet. Charges filed on Ronald Lee Phillips, 47, no address listed: (1) Driving while Under the Influence of Intoxicating Substances; (2) Unlawful Possession of Marijuana; (3) Unlawful Possession of Paraphernalia; (4) Unlawful Possession of Synthetic Urine to Cause Deceitful Results.

Common Core State Standards presented to Freedom School Board

By Roger McKenzie An explanation of the new Common Core State Standards (CCSS) was presented to the Freedom School Board members by Supt. Richard Gleave at their meeting on Monday night. The new state education mandates were approved in June of 2010 and are slowly being implemented. By the 2014-15 school year, the new program is scheduled to be fully implemented. Supt. Gleave presented a slide show presentation detailing the various aspects of the new program which will replace the current state-mandated curriculum, Priority Academic Student Skills (PASS). A copy of that slide show, which was put together by the group Regional Educators Advancing College Career and Citizen Readiness Higher (REAC3H) can be found on the Oklahoma Education Department website. Supt. Gleave tried to boil the new program down to its basics. “It’s a lot of reading, writing, and math,” he said. “The aim is get kids more literate in writing.” The state-led effort seeks to share the best practices of teachers. It defines the knowledge and skills students should have. He cited a survey from Education Trust that showed that 31 percent of college professors and 39 percent of employers don’t think high school graduates have the basic skills to succeed. Gleave said the new CCSS curriculum stresses rigorous content and ap-

plication of content through high order thinking skills. He disagreed with the survey, at least for Northwest Oklahoma students, and told the board, “I don’t think there’s going to a lot of change for us (in Freedom).” He went over the standards and presented some samples of test questions in language arts and math, noting that the new curriculum will not really replace content, but rather enhance it. One exception is the curriculum in some areas like math will introduce concepts earlier. For instance, algebra will be introduced earlier. Parents will have a vital role in helping students prepare for the new curriculum. Gleave noted that not all parents help their children with their education—either because of time constraints, a feeling that that somehow they can’t, or for other reasons. If Common Core Standards are going to work, Gleave pointed out, “This is where we have to get on the ball. His big concern appeared to be the transition period from PASS to CCSS. Splitting time trying to meet the mandates of PASS and the gearing up for CCSS will be difficult. “You can’t ride two horses with one butt,” he said. “Why hold us hostage for three more years with something (PASS) that’s not going to be there?” A draft of the school’s transition plan has been completed and given to teachers. It will be finalized prior to the next

accreditation officer visit in the spring. Administrative reports Gleave brought the board members up to speed with meetings he’s attended. One concerned “virtual rules” for onsite students who take on-line courses. Another was the taskforce looking into administrative efficiencies. The superintendent presented good financial news to the board members. Despite less state aid, which is due primarily to the loss of virtual (off-site) students, the district’s gross production revenues, local taxes, REA tax, and health care allowance are holding steady. The federal government’s stimulus money is gone. It means the district is spending more than it receives. However, it started the year with a fund balance of over $600,000. “We will be gradually dipping into our fund balance to make up the difference,” he said. “We are blessed that we have an adequate fund balance to cover those losses. If gross production and local taxes go up, we will not need as much out of the fund balance. If gross production and local taxes stay the same or go down, we will dip a little deeper into the fund balance.” Principal Charla Gleave reported on events past and upcoming. Other business The school district also had some good news from the State Department of Education. The deregulation of the library staff was approved. The district also was commended for having 100 percent of its teachers recognized as “highly qualified.” In other business, the board approved its consent agenda—minutes, activity fund report and encumbrances.

Before we leave on that trip to Grandma and Grandpa’s house, make sure our vehicle is in good working order. Check the tires and make sure you have the correct air pressure. Tire pressure is very important. The correct tire pressure gives your vehicle better gas mileage and gives you better control of your vehicle. Next check those fluids and belts. If you are going on a long trip pack some blankets, water and nonperishable food items. You never know when you might get stranded somewhere. Remember to take your cell phone and charger and it is always a good idea to check the weather and road reports. If you do have trouble or see someone else having trouble you can dial *55 on your cell phone and that will connect you to a Highway Patrol Headquarters. Wear your seatbelt and use the proper child restraints and don’t drink and drive. Have a safe and happy Thanksgiving.

What happened? Maybe Bank It is the fix By Lynn L. Martin When I was much younger, I remember “United Fund” and “United Way” charity drives. As I recall these “united” drives came about because citizens and businesses were being driven crazy by too many fund raising drives for various organizations. So one big fund drive was held and the proceeds from it were allocated to all the smaller organizations so that only one charity drive per year was needed. I suppose those “united” organizations still exist in some parts of the country. I think their sales pitch of one big drive per year was clobbered by up-starts who worked outside of the “United Way” concept and instead conducted their independent drives so they could have a bigger share of the pie. So the next thing that happened was lots of upstarts appeared doing their own drives and the “one drive per year” sales pitch was made useless and the “united drive” organizations faded. Leadership Class Idea Several young adults were members

of a recent Northwest Leadership Class II. Some were bank employees. They teamed together to come up with a project and named it Bank It. This class (whose members I will name later) had the bright idea that if a lot of people would regularly make small contributions every month ($1, $2, $5, etc.), it could grow into something large. So the class asked all the local banks if they would match donations made by local donors to the Bank It account. Lo and behold they got all the banks in town to agree to this. These matching-fund banks are Alva State Bank, Central National Bank, Community Bank and High Plains Bank. Hopeton Bank is participating as a donation location (for foods and money) but I don’t believe they joined the donation matching part. Magen Shelton, an Alva State Bank employee told about the project at the recent Chamber of Commerce breakfast held at NWOSU. She said, “This means if you as a citizen walk up to any of the above bank windows to cash a check and tell them, “Oh, deduct $2 for Bank It,” that $2 immediately turns into $4.00. Or $10 turns into $20! She explained that the idea is to arrange for “small giving from a lot of people.” Also, since a bank is a safe place, people

would feel secure donating that way. The only person on the committee who might be considered well known is Kirk Trekell, Alva Fire Chief. He would like to see the Bank It program take a portion of their money and place it in a rainy-day fund for families whose homes are wiped out by fire or tornado. So the Bank It committee devised a formula: each quarter of the year they would select a new project. Of the money donated, 65% would go to that project (they call it Community Vision), 20% would go to the rainy-day fund, 10% to build a growth fund, and 5% for marketing and other expenses (For example, they did the legal work to become a 501c3 so the donations can be tax deductible.) Could this be the next Share Trust? Magen said, “This 10% is destined for the growth fund . . . in our heart of hearts, we would like to become Alva’s next Share Trust foundation so we could help with community needs for decades.” So far, the Bank It program has accomplished three projects, one for each quarter of the year. Citizens gave $2,000 for the summer youth programs; the banks matched with $2400. Next, as Magen pointed out, many classroom teachers spend their own money to help in their classrooms. The classroomhelp project raised $1700 and the banks came up with $2000. The really big one so far was last quarter for the Senior Citizens Center. The community raised $5300 and the banks

Although she taught math and science courses at every level, she always maintained that the best education took place in her first post – a one-room country schoolhouse. After her husband’s death in 2000, Mrs. Smith moved to Baltimore, Maryland to be close to her son and his family. A wonderful and talented keyboard player, Mrs. Smith joined her husband in many n chamber music performances and taught generations of piano and organ students. She is survived by her son, Norman Lang Smith and his wife, Rona, of Stevenson, Maryland, step-grandchildren Adam Goldsmith and Julie Goldsmith, and great grandchildren Susannah and Harlan Goldsmith and Jake and Zoe Rosenberg. Obituaries BILLIE MAE CLEPPER Funeral services for Billie Mae Clepper, 82, will be at 2 p.m. Wednesday, November 23, 2011, at the Cherokee First Baptist Church with Reverend Tom Cooksey officiating. Burial will follow in the Bethel Cemetery under the direction of the Goodwin Funeral Home of Cherokee. Viewing at the funeral home will be Wednesday from 9 a.m. to 11 a.m.. The casket will remain closed at the church. Billie was born March 13, 1929 in Hereford, Texas, the daughter of Fred and Ruby Worley Gibson and passed away Saturday, November 19, 2011, at Integris Bass Baptist Health Center in Enid, Oklahoma. She attended school in Littlefield, Texas. She moved to Nash, Oklahoma where she met Lloyd Clepper at Eagle Grove Church. They were married in Oklahoma City, Oklahoma on March 19, 1947. They lived in Oklahoma City, Cherokee and Enid before moving to the Byron area. They returned to Cherokee in 1961 where she was living at the time of her death. Billie was a homemaker and member of the Assembly of God. She carried her bible as testimony of her faith. She was an avid domino player and good at remem-

Kiowa City Council covers wide variety of business in November New lodging and storage, demolition, pool repair, budget, nuisance property By Yvonne Miller Demolishing the old bowling alley, approving permits for guest housing and a storage unit facility, amending the budget and repairing the botched pool repair were but some of the items covered by Kiowa’s City Council at their November meeting. All members attended including: Mayor Brandon Farney and councilmen Bill Watson, Brian Hill, Russell Molz, Brandon Poland, Mark Lambert. Also at the table was City Administrator Nathan Law, city attorney Laurel McClellan and city office employee Lynette Callison in for City Clerk Marlo Rugg. Callison said Rugg was gone as she completed and graduated from City Clerk’s school. Callison and council members complimented and praised Rugg for her efforts of getting certification. Historic Home to be Guest House Kem and Dot (Schupbach) Humphrey went before the planning commission, requesting to use their property, the historic Schupbach home at 405 S. 7th St., for rental guest house lodging. Law said there were no protest petitions filed. Concerns of nearby children’s safety, additional traffic and safety concerns were considered. At their November meeting council approved the Humphrey’s request for a Conditional Use Permit (CUP) to rent

rooms in the house on a nightly basis. Approval of Ordinance No, 382 allowed the CUP. When contacted, Dot told briefly about the Kiowa landmark home they are giving a facelift before opening the “Guest House.” Dot said J.B. Ellis built the home in the early 1900s – probably in the 1920s. Dot’s uncle Fred “Jumbo” Schupbach (who led the Bank of Kiowa) and his wife Pat bought the house from Ellis and lived there many years. Dot’s brother “Stub” Schupbach and his wife Darci lived there only a few months before he died in a harvest accident in the early 1980s. Dot’s father and mother Bud and Trulla Schupbach lived in the house for about 20 years before their passing. Dot said she and siblings sorted through family things and now she continues. She’s painting, restoring hardwood floors and much more. She said the structure itself is in good condition – they’ve put on a new roof and are giving the house a fresh look. Dot estimates they’ll be open for business within about six months. Storage Unit Facility John Terwort also requested a CUP before the planning commission. This is to build storage units on property at 520 N. 6th St. Council approved Ordinance No. 383 granting that CUP.

Bowling Alley Demolition Law said the final application for grant funds to demolish the old bowling alley at the corner of Main and 7th streets is complete. Award decisions are anticipated January 27, 2012 for these highly competitive grants. If awarded the grant would be for $200,000 with the city’s match $50,000. McClellan said the last time he checked, taxes were paid on the property. He said the owner is notified on the decision to demolish the structure, deemed unsafe. The roof is caving in on the structure. “We’ve done everything legally up to this point,” McClellan told council. He added, “This is not a rosy situation.” Council adopted Resolution No, 246 ordering removal of the structure located at 642 Main St. They also directed staff to request a KDOT traffic and feasibility study of a dedicated turn lane on 7th St., just north of Main St. This would involve the bowling alley property. Swimming Pool Repair Council reviewed four plans to fix trouble spots in the city swimming pool after the pool had major repairs this summer. Tips on travel safety during Thanksgiving Beware of cell phone use

By Stacy Sanborn For those traveling this Thanksgiving, last minute honey-do’s may be popping up at home or work, making getting out of town more stressful than it already is. With final preparations being made, it’s important to keep safety in mind – especially those with precious cargo. Despite higher gas prices this year over last year, the overwhelming majority of Thanksgiving travelers will go by car. Thanksgiving is the busiest travel holiday of the year, and unfortunately, the deadliest. Motor vehicle crashes are the leading cause of death for people 1 to 35 years old, according to a presentation by the National Safety Council on Oklahoma’s

The NSC found that using a handsfree method of talking while driving was just as dangerous as using a handheld unit. AAA has posted some Thanksgiving holiday travel tips that might be good to take to heart – precious cargo or not. And for those staying home for Thanksgiving, these tips are great for Christmas travel as well. • Plan travel times. Traffic congestion and delays are part of holiday travel, but try to plan your trip for off-peak hours. The busiest travel days are typically the Wednesday before Thanksgiving and Sunday afternoon/ evening. • Rest up. Get 6-8 hours of sleep the night before a long trip. Fatigue decreases reaction time and awareness. A recent AAA study found that about a third of motorists admit they have nearly nodded

off at the wheel. • Plan in advance. The internet is a great resource to find current fuel prices and fuel cost calculators. • Check tires Proper inflation is important, especially in cold weather. • Take breaks and rotate drivers. Stop every 2 hours or 100 miles and share driving time. • Buckle up. Make sure everyone is wearing safety belts or has age-appropriate child safety seats. • Pack a winter car emergency kit. Shovel, jumper cables, ice-scraper, wiper-fluid, de-icer, kitty litter or salt for traction, first aid kit, flashlight, blanket, water, food, and cell phone. • Never drink and drive. Although Thanksgiving is known for travel and turkey, it’s also a big party night for some folks. Stay over where you are, arrange for a cab ride, or get a sober friend to take you home. • Never text and drive. 28% of all car crashes are directly linked to cell phone usage. While it’s obvious you don’t want your passengers and yourself to get hurt, keep other drivers in mind. Happy Holidays Alva!

They’re Flippin’ Out!

How many flips would a flapjack flip, if a flapjack flipper flipped flapjacks? By Stacy Sanborn Last Saturday, Medicine Lodge was graced with the spirited presence of famed flapjack flipper Steve Hamilton. T.O. Haas Tire booked the locally dubbed “Pancake Phenomenon” for about the 18th year in a row as a thank you to their customer base. T.O. Haas Tire Manager Earl VanRanken, and his wife Debbie, welcomed over 500 people to the pancake social. Kids and adults alike lined up to catch the flying flapjacks, each person smiling as Hamilton cracked a joke or threw a pancake at an unsuspecting diner. The event was an all-you-can eat breakfast and the VanRankens estimated over 2,500 pancakes were served. Hamilton is an employee of Chris Cakes - a company that began this unorthodox venture in the late 1960’s. They use their own brand of pancake mix and even their own brand of humor. Starting in Iowa, the company quickly gained momentum to take their business nationwide. They cater any event including fundraisers, open houses, benefits, grand openings, etc. and have the ability to feed groups from 350 to as large as 50,000. I was shocked to learn from Magen’s speech that only 88 people have signed up for the monthly bank draft program . . . and yet from those few, an enormous amount of help to our community has already been delivered. Holiday season project: the food banks. Both John Smith of the Wesleyan Church Food Bank and John Jones of Northwest Family Services Center said the need is substantial. At the last Wesleyan food distribution, 172 households were helped which included 344 adults and 168 kids. And now the Wesleyan food bank is pretty well bare, according to Magen. Here are those people who are on the Northwest Leadership committee: Kendra Schnebel, Magen Shelton, Kate Nickel, Cathy Brown, Halah Simon, Leah Haines, Charla Turner, Tasha Hamil, Tonya Randall, Mike Barby, Kirk Trekell, Adam Kelly and Christie Kornele. Finally, the Bank It committee would really like people to sign up for a monthly bank-withdrawal type contribution of the amount you can afford. Of course you can quit at any time. But the thinking is it will be more steady if we donors don’t have to remember to write a check each month. But if you can’t bring yourself to do that, at least remember to do the Bank It contribution when you’re in one of the participating banks. I see people all the time at convenience stores buying $1 or $2 lottery tickets when they have a little change left over from some purchase. Well, those $1 or $2 donated locally could make a significant difference here in Northwest Oklahoma when amplified by the Bank It plan.

Council authorized the mayor to sign the agreement. County Development Incentives Law said at a meeting of Barber County Development there was discussion of business incentives. There is concern that individuals cities within the county don’t have any substantial incentives. Molz said, “Taxes on businesses runs people off from here.” More City Business Council approved Mayor Farney’s appointment of Todd Reeves to a fouryear term on the South Barber Recreation Commission. Law said it’s necessary to approve a budget amendment to avoid any violations. Council approved Law’s recommendation to put $83,753 additional revenue into the Electric Fund to help defray $106,122 additional expenditures; and $7,500 additional revenue to the Solid Waste Fund to defray $10,278 additional expenditures. Council set a Public Hearing regarding the budget amendment for Monday, November 28 at 7:30 a.m. Discussing the city’s 19-year-old street sweeper, Law said the machine is used approximately 45 weeks every year. Council learned a new sweeper

would cost from $150,000 to $200,000. Council agreed to have a local welder see if they can temporarily fix the existing problem estimated at $5,000. They’ll consider a new or used sweeper after the first of the year. As City Enforcement Officer, Law said he drove around and took pics of over 40 properties that have unsightly or hazardous conditions. Letters were sent to 17 owners with good progress on “almost all of those properties,” Law said. Law said he received no response from Derrick Parscal, owner of real estate at 722 Drumm St. He said conditions there are unsightly and/or hazardous with wood, metal, plastic, personal property items and more. Council adopted the findings of fact and approved Resolution No. 247 that says those nuisance items should be abated. All voted yes except Hill. Law said local contractors reviewed recommended codes for Kiowa. After that review, council approved: Ordinance No. 384 adopting the 2009 International Building Code; Ordinance No. 385 adopting the 2011 National Electric Code; Ordinance 386 establishing Section 8 of Chapter IV of Kiowa’s City Code; Ordinance 387 adopting the 2009 International Plumbing Code.
