Road crossing permits, and the income from them, growing in Alfalfa County By Roger McKenzie Oil and gas exploration in Alfalfa County continues to grow. A record 47 road crossing permits were approved by Alfalfa County commissioners at their meeting Monday. Commissioners’ secretary Phoebe Angle noted that she has received indications from the companies involved that the numbers will be increasing. One of the companies getting permits is Crescent Services which has cured its The Alva Review-Courier / Newsgram is published Wednesday by Martin Broadcasting Corp. 620 Choctaw St. Alva, Oklahoma 73717 Lynn L. delinquency with the county. The other companies approved for road crossing permits include AEC, Caprock Services, Bloom Electric, Chesapeake Energy, SemGas, Mid-America Midstream Gas Services, SandRidge, and Rodco. The growing number of permits will help the county repair roads, some of which are being prematurely worn by the big rigs used by the companies as they explore for oil and gas. The income also allows the commissioners to help pay for equipment and other needs. As the exploration continues, the county occasionally finds itself the recipient of a mineral lease offered when a company explores under land owned by the county. Once such lease was approved Monday. The county commissioners agreed to a mineral lease offered by Eagle Energy for county-owned land located in Section 14, Township 24 North, Range 11 West. The document, however, did not list the amount of land being covered. The three-year lease gives the county $650 per acre and a 3/16 interest in what is found. The company plans to drill an exploration well to a depth of 10,360 feet with a budget that could
reach over $4 million. Dennis Frisk, representing the Alfalfa County Sheriff’s Department, asked commissioners to approve a bid of $5,987 for police-required accessories for a new Chevrolet Tahoe vehicle the department is purchasing. The commissioners approved the bid from Ruble Vance Chevrolet in Perry. It was only $55 more than the bid of Joe Watt Police Cars of Vinita, and considerably less than the $6,546.10 bid of Fleet Distributors Express of Tulsa. Frisk pointed out that the department is buying the vehicle from the Perry dealership and it could thus be easily equipped without having to transport it elsewhere. The commissioners authorized the county clerk to advertise for bids for a one-ton truck for District 3. They also approved two fund transfers—one for $50 at the request of the ambulance service and one for $500 at the request of the tax assessor’s office. In routine business, the commissioners approved minutes, maintenance and operations warrants, blanket purchase items, and miscellaneous officers’ reports.

The Christmas Kitchen Home Tour will be from 12:30 to 2:30 p.m. In case of rain the Kitchen Home Tour will be cancelled. Cookie Baking – Candy Making Contest will repeate. Anyone may enter with no limit to age or the number of entries per person. Entries will need to be taken to the Parish Center from 12:30 to 1 p.m. Each entry requires one dozen cookies or candy pieces, plus three pieces. The three pieces will be judged, then all entries will be added to the auction
items. Cash prizes of $50 for first place, $25 for second place, and $15 for third place will be awarded for the best cookies and also for the best in the candy. For more details Heather Rankin, 294-5288. The parade will begin at 3 p.m. All participants in the parade will start lining up at the Co-op at 2:30 p.m. The parade will go from the Co-op, north up Main Street (Broadway), to the school. Everyone is welcome and encouraged to enter the parade. It has been suggested that all parade entries have a sign on them so people along the parade route will know who they are or who they represent. Cash prizes will be awarded. Anyone with parade questions may call: Cindy Werner, 294-5493 or Sandy Blick, 294-5530. Following the parade, Santa will talk to the kids and hand out treats at the Parish Center. A FREE Soup Supper with all the trimmings provided by The Peoples Bank. Anyone interested in providing a dessert may sign up at The Store or call 294-5210. An auction of items donated by in-
dividuals, families or businesses will follow supper. The proceeds from the auction will be used for Santa treats, parade prizes, park lights, contest prizes, etc. Anyone with items to donate may contact Eileen Schmidt (294-5421) or Sandy Blick (294-5330). An in-town house decorating contest will encourage folks to get their homes and yards all decked out. The judging will be Sunday evening Dec. 18. Prizes will be awarded to the first, second and third place winners. Those who live out of town and like to light up their homes for Christmas can call Sandy Blick at 294-5530 or The Store at 294-5210, to sign up. Santa will be putting out his special mailbox at the park again this year. Kids, when you put your letters to Santa in this special box, you will get a letter back from him. Just be sure to put your name and address on your letter. Be sure to take a drive through Sharon sometime during the Holiday season to see the amazing park lights and decked out homes.

Lynn Says
What you need to know about composing your own ads By Lynn L. Martin There are plenty of creative people in our area with some really excellent ideas for print ads. I remember in about 1960, fiftyone years ago, I wanted to create color advertising postcards for the radio station we operated. Back then, there were no computers, no scanners, no digital photography. McGrew Color Graphics of Kansas City was my printer of choice. They required that any color photograph had to be submitted on 4 x 5 inch color transparency film. There was no “tweaking” of the film image. You couldn’t make it lighter or darker after the fact with Photoshop. It had to be exposed perfectly. The exposure error tolerance was no more than half an f-stop either way. Negative film had a greater tolerance for error, about 1.5 f-stops either way, but prints had to be made. The nice thing about making prints is you could increase or decrease the enlarger exposure time and dodge and burn to even out the image. However, commercial printers like McGrew HATED making their color separations from prints because the resulting print job had a dull look. Transparency film (slide film) printed wonderfully, but they didn’t want 35 mm slides either. They wanted the huge 4 x 5 transparencies. In about 1967 I worked as a photographer/writer for the Jewish Hospital of St. Louis. I remember being assigned to take night color shots of an ambulance. They wanted the rotating bubble-gum machine type lights flashing red in the photo, but they also wanted the ER entrance and the ambulance a nice bright white. As I recall, I chose to use movie lights (still have them today) on three light stands for the ambulance and building exposure. Then with the movie lights turned off, I made a second exposure on the same sheet of film for the emergency red lights.
After several Polaroid tests, I managed to get a great 4x5 transparency that was published in color on the front page of the St. Louis Post-Dispatch. Let me tell you, THAT was a great bragging achievement. Few non-newspaper photographers ever got their images published in such a large newspaper in that era. Modern Ad Creation OK, back to the original subject of creating ads for newspaper reproduction. • Photographs are to be at least 200 dpi. Virtually all digital cameras or cell phone cameras save them as 72 dpi images on the camera memory card. This means you need a size-changing program like Photoshop. You need to be very careful about using “automatic” programs to download your images off the camera because they tend routinely to reduce the image even further in size anticipating you want to email or post the images on Facebook. Internet use requires SMALLER images while printing press use requires LARGER images. • For Internet use, or local photo printing use, use a color space of RGB. That’s how the camera takes them. However, commercial printing presses need CMYK color space. Photoshop can convert these. Cheaper programs like Photoshop Elements cannot. • Consider your printing method when designing your ad. A glossy magazine, a color laser printer or the university print shop are using very expensive printing methods that produce gorgeous printing. This gorgeous printing comes at a pretty high cost. Figure 25 cents to 75 cents per SHEET. On the other hand, Newsgram full color pages cost about 2.5 cents per 8.5 x 11 sheet. That’s the only way any of us can afford to have a color ad in a 13,000 press run. Newsprint is about the same thickness as toilet paper. Like toilet paper, when a wet dot of ink is deposited on that paper, it spreads-out as it is absorbed. This means that small letters in say, 10 point type, when printed as white letters on a black or dark-colored background will likely be unreadable. This happens because all the ink surrounding the small
white letter will tend to bleed into that letter filling in the white. So a customer who has made his own proof on a piece of 20 lb. bond white paper will be terribly disappointed when that SAME image is printed on newsprint. The answer is simply to design for the printing process you are going to use. Most photographs print well on newsprint. Nice black letters on white space print well on newsprint. Reverse type (white on black) should always be non-serif (no little squiggles hanging off each character). If you choose to do reverse type, please no size smaller than about 18 point. • Make sure your black type is really black. Many ads are submitted with CMYK black type. This means all four color units are being used to combine ink to make a black letter. It is extremely difficult to get these four printing units to lay down a 10 point single letter. The first printing unit lays down the letter in cyan ink, the next unit lays down the same letter in magenta ink, the next unit lays down the same letter in yellow ink, and the last unit lays down the same letter in black ink. Getting all four of those to print that single letter on top of the others is VERY hard. The easy solution: create your ad so only the black unit lays down the black letter and none of the other printing units have the letter on their plates . . . then everything prints great. • If you want an effective ad, do not cram it with information. Too much information discourages reading. I try to remember the old saying in designing my ads, “White space adds taste.” You might want to consider taking the four-night digital photography course I teach at Northwest Technology Center in Alva about three times a year. On the first night of the course we cover RGB and CMYK color space and how to change your images. On the second night of the course, we make a field-trip to the newspaper office and watch the big printing press lay down its CMYK color during a press run. The next class starts January 25, 2012. Senior citizens can take it free. Others pay about $50 plus a small supply fee.

Timberlake students to present Best Christmas Pageant, ever Next Tuesday at 2:15 and 7 p.m. Timberlake High School Drama presents Barbara Robinson’s The Best Christmas Pageant Ever, and it promises to be a unique telling of the powerful Christmas story. Here’s the scenario: the Herdmans are the worst kids in the history of the world. They lie, steal, smoke cigars (even the girls!), swear, and hit little kids. So no one is prepared when this outlaw family invades church one Sunday and decides to take over the annual Christmas pageant. None of the Herdmans has ever heard the Christmas story before. Their interpretation of the tale -- the Wise Men are a bunch of dirty spies, Herod needs a good beating, and frankincense and myrrh?!? Even the welfare brings better gifts than that! -- has a lot of people up in arms. But their antics will make this year’s pageant the most unusual anyone has seen and, just possibly, the best one ever. The play will be presented at 2:15 p.m. and 7 p.m. Tuesday, December 6th, in the Helena Auditorium. Tickets are $3 for adults and $1 for students. From 5 – 7 p.m. the sophomore class will be having a fundraiser dinner of chili, baked potatoes, and cornbread in the high school cafeteria.
BEST EVER TIMES TWO -- Timberlake students will present The Best Ever Christmas Pageant two times next Tuesday, a 2:15 p.m. matinee followed by a chili supper from 5-7 p.m and the evening performance at 7. The cast includes (from left) Harley Jones, Ryan Thompson, Shani Brown, Cara Crain, Drake Young, and Boston Fausett.
WITH GREAT APPRECIATION... I would like to thank Greenleaf Volunteer Fire Department members, wives, their kids and grandkids for their time spent in preparing for the Annual Thanksgiving Dinner. I would also like to give a special thanks to the members of the Moose Lodge for volunteering their time in helping with the dinner. Another thanks goes to the Alva Public School System, AMS cooks, custodians and home economics department, for use of the cafeteria and the home ec classroom. Thank you to all of the community who came out and ate with us - I hope you all enjoyed the meal. Come eat with us again next year.

SOUTH BARBER PATRIOTISM, FOOTBALL AND FUN**
From the VFW and American Legion Auxiliary ladies selling traditional red poppies at the front door to the sounds of patriotic favorites resonating from the gymnasium and little children waving Old Glory, American pride abounded inside South Barber High School on Veteran's Day. Pat Noble created a moving program that was an appropriate tribute to the area veterans able to attend, to those who gave their lives fighting for freedom and those who have passed away or wear the uniform today. Some of Noble's students had interviewed local World War II veterans. Each student introduced "their" veteran, helping them stand as the student read about their military service.
With the Iwo Jima Memorial shown on a screen, one group of students read words of those surviving soldiers in the famous statue Waving Old Glory, elementary students sing "You're a Grand Ol' Flag" at the South and their thoughts of that horrific event where Barber Veteran's Day program. As the band played and many of the now aging veterans stood during their branch of military theme song, most probably felt a lump in their throat or a tear in their eye. It's because of these men and women and all U.S. veterans that we are able to gather and celebrate the freedom we have as Americans.

Hospital and Manor CEO Aldeen “Van” Vandeveer ; and Hospital CFO Janell Goodno also sat at the board table. Spread holiday spirit – not the flu – this year
An Autographed Copy That Is A Great Christmas Gift That Can Be Used Forever!
Make sure the gifts you give this holiday season don’t include the flu by getting your annual flu vaccination. The Oklahoma State Department of Health (OSDH) reminds you that getting a flu vaccination now might keep your holidays from being miserable and more importantly, will help keep your loved ones safe from the flu as well. “Not only does the flu vaccine protect the individual who receives it, it also reduces the chance of spreading the flu to those who may not yet have been vaccinated, including babies too young to receive a vaccination,” said Ken Cadaret, interim chief, OSDH Immunization Service. “People who have the flu can spread it to others even before they feel sick.” Cadaret noted that more than 200,000 people are hospitalized each year with the flu. “Now is the time to get the flu shot – before your holidays are ruined by a week of feeling lousy from the flu or worse,” he urged. An annual flu vaccination is recommended for everyone 6 months and older. The vaccine is available as a shot or nasal spray. Choices for flu shots include the regular flu shot, the new intradermal flu shot and a high-dose flu shot for older Oklahomans. While the regular flu shot can be given to everyone, the intradermal flu shot is approved only for use in adults 18 through 64 years of age while the high-dose flu shot is for See Spread Page 26

Chesapeake helps feed families with $1-million matching gift In light of the challenges facing Oklahomans in need, Chesapeake Energy has stepped up its involvement in the fight against hunger, issuing the largest matching gift challenge the Regional Food Bank of Oklahoma has ever received. Through January 30th, Chesapeake will match donations to the Regional Food Bank - up to $1 million! “At Chesapeake, one of our most valued principles is giving back to the communities where we live and work,” said Chesapeake CEO Aubrey K. McClendon. “We understand that in recent months, the need for food assistance in Oklahoma has increased and that donations of food and funds to the Regional Food Bank have declined. Because Chesapeake is proud of its partnership with the Regional Food Bank, we are honored to offer this significant matching gift of $1 million in support See Give Page 62

Hospital
Expensive Electronic Health Records Equipment Purchased The Board approved purchase of hardware and a server and storage agreement in the hospital’s move to install Electronic Health Records. Having (EHR) in place is a federal mandate. Penalties for Critical Access hospitals who do not have the electronic system in place will begin in 2015. The penalties affect a hospital’s Medicare reimbursement which is vital to rural hospital’s financial survival. Goodno confirmed the approximate total cost of (EHR) for the hospital is $722,000. Of that total, the hospital can hopefully recover 45-55 percent of the cost in their Medicare Cost Report. Before passing (EHR) issues at their November meeting, the board discussed at length cost-saving measures. One of those was using local company SC Telcom for part of the record storage and hardware. That’s instead of purchasing all aspects from Nextgen health information systems of Austin, Texas. Board approved three measures regarding (EHR). One of those was $43,584 for a (EHR)Managed Co-Location Services agreement with SCTelcom. This is basically for info storage on SCTelcom’s server at Sharon and IT
support. Included is the service agreement of $12,600 per year. Another action was approval of $44,450 for purchase of hardware from SCTelcom. Board also approved $32,010 for the Nextgen supplemental plan. In making these hardware and server purchases both locally and with Nextgen, the board saved about $8,000 Van noted. Going strictly with Nextgen would have cost $84,755 versus the new cost of $76,460. Manor Room Rates Increase January 1 As of yesterday, Kiowa Manor resident census was 24 residents which is near 69 percent capacity. At the recommendation of the administrator, board agreed to increase resident room rates by $5 per day, effective January 1, 2012. At the current census this would generate $43,800 more cash for the manor annually. The rate increase increases the least expensive room to $147/day to the most expensive at $159. This is still below the Medicaid reimbursement rate of $168/day. While no one wants to raise the rates, the board must help curb the consistent financial loss at the manor. For October the manor had a net patient revenue of $115,987 and operating

expenses of $161,474.45 for a loss of $45,487.39. The addition of $5,000 tax revenue curbed the loss to $40,487. For year-to-date the manor is $184,533.89. Goodno said the combined figures of the manor and hospital are in the black for the year by about $151,000. Manor DON Nicole Tronsgard said the manor needs CNAs and they’ll hold a CNA training class in January. Participants must be at least 16. Hospital Financials and Statistics For October, the hospital showed $176,886.57 total operating revenue and expenses of $247,113.21. This resulted in a loss of $70,226.64. With the addition of $67,075.38 tax the hospital’s loss was $3,151.26. Total days of acute and swingbed care at the hospital totaled 45. Total outpatient visits were 527, an increase from 461 in September. The Outpatient Allergy Clinic had 28 visits, the highest of the year. Total clinic visits were also increased at 358. Other Business and December Meeting Date In addition to what council approved for the emergency room last month, they approved purchase of a laptop computer for use in the E.R., To display radiology images. The purchase is not to exceed $1600. Following executive session, board approved the monthly Risk Management/Quality Assurance report. The December board meeting will be Thursday, December, 22 at 7 p.m.

‘Caring’ home health services opening in Barber County By Yvonne Miller There’s comforting news for Barber County, Kansas residents in need of home health services. As of Thursday, it’s again available. “We’re offering expanded services in an expanded area,” co-owner Walt Morris said. Morris and his wife Lynette, coowner, hope to expand into surrounding Kansas counties Comanche, Kiowa, Harper, Pratt and Kingman. “We plan to take care of client needs in south central Kansas with compassion, quality and thoughtfulness,” Lynette said. For years Barber County, Kansas offered home health care through the county – at first through the public health department and then as a separate entity. In 2011 the County Commissioners finally pulled the plug on the financially draining service as it constantly cost taxpayers money. Both hospitals in Kiowa and Medicine Lodge were offered a chance to take over the service, but declined, according to Barber County Clerk Debbie Wesley. Wednesday the couple closes the deal with the county. Wesley said talks of this possibility have been going on over a year. “It’s definitely needed and a perfect opportunity,” she said. The Morris’ expand their home health service, The Caring Company, to Barber County from Cherokee with an office at Medicine Lodge. The office is located at 107A North Main St. (next to Simple Simon’s Pizza.) It will remain the Barber County Home Health
Agency. The Caring Company is a for-profit home care agency based at 217 S Grand in Cherokee, OK. The agency services an area over 1,600 square miles in size with over 10,000 residents. It was certified by Medicare in 1994. Walt and Lynette have owned The Caring Company since 2009. Both bring years of experience working in health care. Lynette is an R.N., and holds an associates degree in nursing and also a degree in accounting from NWOSU. Born northwest of Freedom, Lynette was a Schultz. She began with The Caring Company in 2007. Now married to Walt six years, the couple decided to buy the agency when it became for sale. Walt is from the Wichita/Eldorado, Kan., area. He holds a bachelor’s degree in gerontology from the University of South Florida and has a master’s in human services and counseling. He’s working online toward a doctorate degree through Walden University. He’s spent the last 20-25 years in health care. He’s worked in group homes, assisted living and nursing. Speaking of their experience in helping clients in northwest Oklahoma, Walt said on many occasions they’ve offered free gratis service. For example getting organizations to help provide food or heat for clients in dire need. He likes offering social services. “If you are in this kind of business for money, you are in it for the wrong reason,” Walt said. “If you don’t have love of humanity, you’ll have prob-

lems.” When asked how the couple thinks they can make home health work financially in Kansas when the county couldn’t, Walt said it could be because it was restricted to only Barber County – that’s why they plan to expand services to multi-counties. Lynette said another reason could be the requirement of county employee benefits. “In my opinion, the county’s hands were really tied – it wasn’t their fault,” Lynette said. “There needs to be a partnership with the county and both hospitals for all of us to succeed.” She said it’s helpful when the hospitals make referrals. Walt and Lynette employ nine people. They are hiring a nurse, physical therapist and home health aide. They’ll provide all the typical home health services, such as skilled nursing, including physical therapy. They will serve all ages, although the majority of their clients are seniors. Most insurance companies cover such as Medicare, Medicaid, private, VA, etc. The Morrises said their goal is to provide quality of life for their patients. “We want to leave no one behind and help all. We won’t turn anyone away,” Walt said.

Cherokee Santa Store prepares for opening
Dec. 17 in Baker Building
By Stacy Sanborn What do you get when you cross Christmas, goodwill, and Alfalfa County? The Santa Store! The Santa Store is an annual drive held in Cherokee where kids can do Christmas shopping for their immediate family. Susie Koontz, from Cherokee Main Street and the Chamber of Commerce, said the Santa Store is “a feel good type of thing that’s become kind of a tradition” that all started with the Alfalfa County EMS about ten years ago. Since then, Cherokee Main Street has taken the project over and made a few changes. Koontz said the drive almost went by the wayside, but with help from volunteers, it is now alive and well. She said the Chamber accepts monetary donations and uses it to buy small gifts – all in Cherokee of course. The gifts are then set up in the Baker Building to be purchased by Alfalfa County kids for 25¢ each. Koontz said participants should be residents of Alfalfa County only, and unlike a lot of holiday drives, the Santa Store is open to all of Alfalfa County
children, not just underprivileged ones. The Santa Store will open at 2 p.m. on December 17th at the Baker Building. Once there, participating families will need to fill out a short form, take a number, and wait to shop. Santa Claus will be present to take pictures with the children in the meantime. Koontz said though monetary donations are preferred, donors can opt to buy new gifts for the Santa Store and drop them off at her office in the Alfalfa Electric Cooperative building. Monetary do-
nations can be given directly to Koontz or deposited in the Santa Store fund at ACB Bank. She said gifts for women and children are normally plentiful, but they often run low on gifts for men. Great gift ideas for men include anything correlating to hunting and fishing – targets, camouflage, etc. Other items needed are tissue paper, gift bags, ribbon, and tape. Anyone wanting to volunteer for gift wrapping can contact Susie Koontz at 580-596-1116.

Give
of ongoing hunger relief in Oklahoma. We hope it will challenge others in the community to step up and also give generously to a very worthy cause.” Donations received between now and January 31, 2012 will have twice the impact on the fight against hunger. Traditionally, the Regional Food Bank provides five meals for every dollar donated, but thanks to this generous gift from Chesapeake, one donated dollar will now provide 10 meals, with the potential of providing 10 million meals to those in need this holiday season. To make a tax-deductible donation to the Regional Food Bank, call 405.972.1111 or visit regionalfood-
bank.org. Donations can also be mailed to: Regional Food Bank of Oklahoma, Chesapeake Match, P.O. Box 270968, Oklahoma City, OK, 73137-0968 “This is one of the most challenging holiday seasons we’ve seen,” said Rodney Bivens, executive director of the Regional Food Bank. “We are struggling to keep up with increasing need. Our food supply is lower than it’s been in more than five years, due in part to a 40 percent reduction in national donations. That means there’s less food available for our neighbors in need.” Oklahoma ranks among the top five states in the nation in the number of
people who are hungry. In fact, one in seven Oklahomans struggles with hunger every day. “This match from Chesapeake will enable us to reach even more families, seniors and children in need,” said Bivens. Established in 1980, the nonprofit Regional Food Bank is the largest private hunger-relief organization in the state of Oklahoma, distributing food to more than 90,000 people each week. The organization’s administrative and fundraising costs are less than four percent. The Regional Food Bank of Oklahoma is a private, 501(c) (3) nonprofit
