Oops! SandRidge corrects $42,500 in permit omissions for Alfalfa County By Roger McKenzie SandRidge presented Alfalfa County an unexpected check for $42,500 this week at Monday’s commissioners’ meeting to make up for a series of omissions that have been ongoing for over a year. The energy company, which is exploring for oil in the county, discovered that the electrical contractor it had hired to string electrical lines to its locations had not been securing the required permits from the county. K C Electric Company of Enid apparently thought SandRidge was getting the permits, while SandRidge thought that K C Electric was securing the permits. permits that were never obtained previously due to the mix up. For brevity’s sake, the road crossing permits were approved as a single road crossing permit for SandRidge at Monday’s meeting. All 85 permits were for District 1. In more routine permits Monday, the Alfalfa commissioners approved two SandRidge road crossing permits for District 3, three Chesapeake Operating permits for District 2, and District 1 permits for Select Energy and AEC. The ongoing pursuit of underground energy in the county requires the use of big truck rigs. Alfalfa County citizen Carole Grover appeared at Monday’s meeting to express her concern about those trucks. Grover, who lives on Latimer Road (also known as Byron Blacktop) in District 1, told the commissioners her whole house near Byron shakes when the big rigs come

down her road. She intimated that the shaking has caused her foundation to crack. She urged commissioners to reduce the speed limit on the road from 55 mph to 45 mph because “I don’t think we’ve stopped the trucks (from speeding).” She also addressed the issue of safety. She talked about an elderly lady whose car was struck by a truck driver who she said got impatient and passed the lady as she was turning. Over the objection of Chairman Doug Murrow, Grover also addressed the 33 1/3 percent raise commissioners voted themselves and other county officers. She said she supported the raise because it would make commissioners work harder. No action was taken on her request to lower the speed limit. See Oops Page 36

Waynoka FFA scores at Woods County Fair Waynoka FFA took part in the Woods County Fair on September 8th-10th. Members entered show animals, grass bundles and boards, and Ag mechanics projects. Several members also participated in the livestock judging contest. Ag mechanics projects and grass bundles and boards were put on display to be judged on the 8th. Some of the mechanics projects were disc cut outs and horseshoe figurines. The show animals were also brought to the fair at this time. Members exhibiting livestock spent this evening preparing their animals for the show the following day. Waynoka had a successful day of showing livestock on the 9th. In the cattle show, Layne Meriwether had the Champion Simmental heifer, Reserve Champion Commercial heifer , and overall Reserve Grand Champion heifer. In the steer show he had Champion Hereford steer, and overall Grand Champion Prospect steer. Layne also won Champion Senior Showman. Logan Meriwether See Waynoka Page 31

with Urology Centers of Oklahoma in Bethany. Grandparents of the groom are Mrs. Betty Jewell and the late Junior Jewell of Byron and the late Jack and Lorene Highfill of Driftwood. Chance is a 2001 graduate of Burlington High School. He graduated from Oklahoma State University in 2006 with a Bachelor’s degree in both Marketing and Human Resources. Chance is currently employed as Regional Account Manager with Advanced Academics Incorporated in Oklahoma City. The couple will exchange vows on October 22, 2011 at Crossings Community Church in Oklahoma City. After a honeymoon to Tortola, British Virgin Islands, the couple will reside in Edmond.

Burlington transportation bond easily passes Secretary Hill injured in accident By Yvonne Miller Burlington School District voters resoundingly passed a transportation bond Issue by a vote of 118 yes to 14 no in a September 13 election. The $410,000 bond will replace the school’s 12 year old buses and replace with: four buses, a vo-ag pickup and a Suburban. Burlington’s Board of Education met Monday night for their September meeting. Members present were Terry Graham, Beth Guffy, James Maltbie, Roger Allen and Allison Armbruster. Others present were Superintendent Glen Elliott, Asst. Principal Aaron Randall, Counselor Stephanie Marteney and temporary Minutes Clerk Judy Elliott . There were no guests present. Board voted to certify the election results. – Judy Elliott received board approval as temporary minutes clerk. That’s because board clerk and school secretary Jan Hill was injured in a motorcycle accident a little over a week ago with her husband Roger who was also injured. Jan will be recovering from broken bones for a few months. When asked about the absence of his secretary, Elliott said, “It’s like having your right arm cut off. We miss her – but don’t want her to feel that she

has to come back until she is ready.” More Business – School administrators salary and fringe benefits were reviewed with no action needed. – Burlington Elks basketball ticket prices for the 2011-12 season were approved, remaining the same as last year: At the gate: $4 adults, $3 students for high school games; $3 adults, $2 students for junior high games; Season Pass: $35 adults, $25 students, $ 125 family; Senior Citizen passes (anyone 65 or older) $10 – Mrs. Marteney presented and discussed the 2010-2011 ACT, OCCT and EOI test results and discussed preliminary API scores with no action needed. – Board approved updates for the gifted and talented program. – Continue participation in the Oklahoma Public Schools Unemployment Compensation Account (OPSUVA) was approved. --Encumbrances, Change orders, and Warrants were approved as was the August Activity Fund Report. --Board approved internal activities committee for 2011-2012. Committee members are Travis Bradshaw, Aaron Randall, Randy Turney, Kirsten Pruett and Ragina Knedler. – The 2011-2012 Estimate of needs to be sent to the excise board for certification was approved. Elliott said it’s about $40,000 more than last year. – Board approved the Safe School committee and Healthy and Fit School

advisory committee with Arron Randall as Chairman and members Stephanie Marteney, Vanessa Garvie, Jennifer Newlin, Kirsten Pruett, Ellen Knopf, Lindsey Morgan, Randy Turney, and Allison Armbruster. – Board approved Superintendent Elliott as designee to review results of national criminal history record search. – A school breakfast program serving from 7:30 am to 8:00 am with the price set at $1.50 per person was approved. – Board approved the FR3 expenditure/revenue as of June 30, 2011. Superintendent and Principal Reports Mr. Elliott’s Superintendent’s report included the OSSBA/CCOSA conference; the school enrollment with 50 high school and 99 grade school student with a 149 total; transportation each day at 127 students on the bus route; number of students; OSSBA point sheets; OSSBA District 2 meeting Thursday October 27, 6:30 pm at Waynoka; and passed out OSSBA cards. The principal’s report by Mr. Randall included an overview of the Oklahoma City State Fair results, Safe School Committee report, and the upcoming school play and Junior class meal on October 3, 2011. There was no new business. The meeting that began at 8 p.m., adjourned at 11.

Losses in our community

By Lynn L. Martin Two people whom I enjoyed left our community recently. Joe Melton passed on, and Dick Miller got in a vehicle and moved on. I’ll mention Dick first since it will be shorter. Dick and Betsy ended up in Alva about 15 years ago when their car broke down. As I understand it, they liked the community rescue treatment so well they decided to move to Alva from California. Betsy occasionally penned a letter to the editor to the newspaper, but I knew Dick primarily because of his attendance at weekly Kiwanis Club meetings. He was always a hoot; he told great animal stories and endured the club’s teasing quite well. He dropped by the office this morning (Tues.) to say goodbye. I value

that and hope he and Betsy have a good life in Indiana. Joe Melton Joe Melton and his family were early friends in Alva. We did lots of family photography, senior photography and later wedding photography for them. In return, we were a frequent J & J customer. An even more important relationship developed over the years when we owned KALV. They came out every week to our “Wake Up Easy Show.” I always enjoyed Joe’s sense of humor and Jo Anne’s practical tell-it-like-it-is commentary. Every now and then we have a death in the community that robs of us of a very skilled person. I still frequently miss machinist Harold Lehl. There are many others, but Joe Melton’s skills will be sorely missed. As an example of this point, Rev. Terry Martindale, the Methodist minister who officiated at the funeral of Joe, did a very awesome thing. He asked everyone in the filled-to-capacity church to raise their hand if Joe Melton had been in their home to work on an appliance. Audience members ceased being able to see each other because of the forest of hands that went into the air. “Work is a Remedy” Finally, I would like to publish a piece entitled, “Work is a Remedy” that was read at Joe’s funeral. It is a great philosophy, written by Alice Flood of South Haven, Michigan.

“A friend of ours, now retired, said he was tired of sitting around and was bored. He said he needed something worthwhile to do with his life. His job was sitting at a desk, using his head and working the computer. Someone suggested to him to help Habitat for Humanity in the building of homes for folks eligible to own one. He jumped at the chance. Now he says, he is doing something worthwhile. He said when he passes a house that he has helped build, it gives him a feeling of satisfaction. He also said, ‘If you are rich, continue to work. If you are poor, work. If you are burdened with seemingly unfair responsibility, work. If you are happy, keep right on working; idleness gives room for doubts and fears. If disappointments come, work. If sorrow overwhelms you and loved ones seem not true, work. If health is threatened, work. When faith falters and reason fails, work. When dreams are shattered and hope seems dead, work as if your life were in peril. It really is. Whatever happens or matters, work. Work faithfully, work with faith. Work is the greatest material remedy available. Work will cure both mental and physical afflictions. Thank God for a world where none may shirk and thank God for the splendor of work. When you have a job you like, one that gives you satisfaction, you feel better, look better and you become a better person.’”

Obituaries WILLIAM JAMES BARKLEY Graveside memorial services for William J. (Bill) Barkley will be 2 p.m. Saturday, September 24, 2011, at the Alva Municipal Cemetery under the direction of Marshall Funeral Home. William J. (Bill) Barkley, 90, died peacefully on September 1, 2011. Bill was born on April 2, 1921 on a farm ½ mile west of Capron, Oklahoma to Lucy and Guy Barkley. Bill grew up in Alva, Oklahoma with his siblings J.D. (Red) and Gwen. He was a member of the 1939 graduating class of Alva High School and loved to attend his high school reunions. During WWII, Bill served in the Army National Guard, 45th Division Thunderbirds and in the US Navy. He was stationed on the USS South Dakota and the USS Nelson and he fought in the battle of Guadalcanal. Bill was a member of Sumpter Lodge 419 F. & A.M., a 32nd degree Mason, Scottish Rite. In the late 1960’s, Bill bought a lot on Lake Hamilton, Hot Springs, Arkansas. He and his wife Dorothy, built their beloved home there and spent many years enjoying the serenity, boating, water skiing and fishing with his family and friends. For the last eight years, Bill resided at University Village in Tulsa, Oklahoma. Bill is survived by his son and

HELEN FAYE BALL JENLINK Funeral services for Helen Jenlink were held at 10:30 a.m. on Tuesday, September 20, 2011 at the First Christian Church in Cherokee with Dr. Ron Hansen officiating. Burial was in the Cherokee Municipal Cemetery under the direction of the Goodwin Funeral Home of Cherokee. Helen Faye Ball Jenlink was born July 9, 1928 to Miles and Essie Pearl Dowels Ball on the family farm 1-1/2 miles east of Byron, Oklahoma. Helen attended Rock School until the fifth grade and graduated from Byron High School in May, 1946. She attended Northwestern Oklahoma State University, receiving a BA degree in 1975 and a Master’s degree in 1980. She married Glenn Edward Jenlink on February 11, 1949. They had three sons, Michael Lee, Patrick Miles and Timothy Charles. Helen worked for AEC for thirty-one years and for the Department of Corrections for fourteen months. Kiowa l approves zoning regs Okays land sale; updates codes, fees By Yvonne Miller To zone or not zone – that’s a subject that was discussed and debated for months in Kiowa, Kan. At their September meeting, Kiowa’s City Council approved Zoning and Subdivision Regulations (Ordinance No. 378 for zoning and Ordinance No. 279 for subdivision). The vote was 4-1. Voting for approval were councilmen Bill Watson, Brian Hill, Russel Molz and Brandon Poland. Mark Lambert voted no. Mayor Brandon Farney also sat at the table with City Administrator Nathan Law, attorney Laurel McClellan and office staff Lynette Callison who kept minutes in the absence of City Clerk Marlo Rugg. Much discussion ensued before the zoning vote. First, Lambert asked if the decision could be put to a vote of the people. The cost of a special election is a detriment and the next election is the primary in 2012, Law said. Molz said, “The people who put it together (Kiowa’s Planning Commission) did a pretty good job. I think it will protect our property.” Mentioning the debated Ashbaker garage situation, Molz said, “They got away with it.” From the crowd, Monty Williams said, “Your (city) code book is outdated, at least if you get zoning we have something.” Zoning Consultant David Yearout who guided the planning commission through establish the zoning regs, said, “This gives

neighbors the right to know what is going on before it happens.” Planning Commission member R.L. Simpson said, “This gives due process.” Steve Walz reminded council they need to clearly define ag/business “since this is an ag town.” Yearout said, “Not everything is defined in black and white. This is not etched in stone. If the planning commission needs to amend they will.” Updating City Codes The city currently operates under 1994 codes for building, electric, plumbing and residential. Law said with the recodification process still ongoing, council needs to update all codes by reference to the 2009 edition. Council approved spending near $700 to purchase (two sets each) of these updated codes and change as needed. Council adopted Resolution No., 242 for setting city fees (that includes bulk water fees). Those updated amounts are required to be legally published and are available at the city office. Law reminded that all dogs within the city are required to have a tag. The fee is $5 ($10 if unneutered or unspayed). Law said the city office receives dog complaints on a regular basis. Impounded dogs have a fee of $20 along with any cost to feed the dog, and proof of rabies vaccination, before dogs can be returned to owner. Schrock Makes High Bid for CityOwned Land The city received four bids for the 11 acres of land they own just east of Kiowa. The city required 10 percent down earnest money and retained mineral rights.

Bill Schrock was the high bidder with $26,000. Other bidders were: Monty Williams, $22,000; Kyle Hughbanks, $15,000; and Conway, $7,500. Council approved Schrock’s offer and authorized Mayor Farney to sign the contract. Tax Sales and More Kiowa Business Law and attorney McClellan reviewed state statues regarding tax sales of properties that are delinquent at least three years. Statute KSA 79-2801 allows cities to act in the same capacity as counties to initiate a judicial tax foreclosure sale. This allows city councils to act as the county commission for these purposes, and the city attorney to act as the county attorney for the same, Law explained. Council approved staff to pursue conducting a tax foreclosure sale. The city can authorize McClellan to proceed with a sale. Money raised from a sale first goes to pay fees and taxes first. Council expressed excitement that numerous properties in Kiowa and other Barber County communities can be sold. This means unsightly properties can finally be cleaned. Council approved Law as the voting delegate and Rugg as the alternate at the upcoming LKM Conference October 8-10. The city will cover the costs of the council and staff who attend. Law said he is juggling money within city accounts in an attempt to avoid budget violations. He said the electric fund has had some planned and unforeseen large projects that brought significant expenditures. Also at the time of the council meeting, Kiowa had 69 days recorded at 100 degrees or more. They had just 20 days under “peak,” Law said. The city runs their generator to save city residents and businesses money in utility bills. However, there’s more expense to the city in running the generator (fuel and salary). Council approved Ordinance No. 378 to amend Article 2 of Chapter XV of the city code. This pertains to the general provisions for utility services – a better means of collecting unpaid utility bills. A discussion of implementing a curb/ gutter replacement program was discussed and tabled. The topic will be researched and presented in October. Council members thanked city workers for how nice the city looked for Labor Day. They also thank Bob Hays and Craig Ragan for painting the old diner building on Main St.

Peace Treaty reenactment to be crowd-pleaser By Leisa Beavers The historic reenactment of the Medicine Lodge Peace treaty only comes around every three or five years, but this is the weekend. The festivities kick off this Friday, the 23rd, at 10 a.m. with a parade. Parades are also scheduled at 10 a.m. Saturday and Sunday. Meet and greets are scheduled at 11:30 on Friday and 12:30 on Saturday and Sunday. You can meet the participants of the pageant and actually get up close and personal with the animals at the pageant grounds. Covered wagons, ox carts, and many floats will be in the pageant parade. The pageant starts at 1 p.m. on Friday and 2 p.m. on Saturday and Sunday. The citizens of Medicine Lodge have been a part of the reenactment ever since the first pageant in 1927. Generation after generation, local citizens have served as officials, planners, and participants. This year Sara Whelan is the president. With the help of past supporters such as Steve Bryant and Brad Forsyth who are on the board now and many other folks, Sara has a fun filled weekend planned for all ages. The Medicine Lodge Peace Treaty was signed in October of 1867 between the Comanche, Kiowa, Arapaho, Apache, and the Cheyenne and our Federal Government. The treaties made possible the coming railroad and later settlement in the area. The site of the signing was near where the Medicine River and Elm Creek merged just a little southwest of Medicine Lodge, Kansas. More than 15.000 Indians camped near by during the council. Among them, the famous Chief Satanta, Little Raven and Black Kettle. Around 500 soldiers acted as escorts for the U.S. Commissioners. Other activities for the weekend include Historical re-enactments such as the Medicine Valley Bank Robbery, Carry Nation, and Red Dog Saloon all starting at 8 p.m. on Friday and Saturday and at 11 a.m. on Sunday. An old-fashioned Street Dance will be held Friday and Saturday night and lots of food vendors will be on hand to feed the pageantgoers throughout the weekend. The Indian Camp at the city park is a must-see, too. There will be a representative of each of the Indian tribes. The

Helen was active in her church, serving on various committees, until her failing health prevented her from attending. She loved her family and enjoyed all of her grandchildren. She was preceded in death by her mother and father; six brothers: Edward, George, Oscar, Roy, Jack and Delmar and three sisters: Rose, Nevada and Ruby; her son, Michael Lee Jenlink and her husband, Glenn. riage to Francis Oren Lord at Alva, Oklahoma. They lived in Waynoka where they farmed and ranched. Francis passed away in 1975. In 1979 Marie moved to Woodward where she worked as a custodian for Woodward Schools. In 1990 she was united in marriage to Dean Winton Ready at Woodward, Oklahoma. After their retirement they worked at Boiling Springs in Woodward and Fun Valley in Colorado. They moved to Enid in 1994. Most of her life, Marie was an active member in the Christian Church and was currently a member of the Oakwood Christian Church. She was a member of the Rebecca Lodge and Avard Dorcas Circle. She was very artistic and had many hobbies, including decorating bulletin boards, ceramics, making quilts, painting and macrame. Besides her parents, she was preceded in death by two brothers, Wesley Simpson and Clement Simpson; and one sister, Ruth Valentine. Marie is survived by her husband, Dean, of Enid; two sons, Paul Lord and wife, Sue, of Woodward, and Floyd Lord and wife, Phoebe, of Wellington, Kansas; one daughter, Patsy Kephart and husband, Harry, of Enid; one stepson, Gerald Ready and wife, Trudy, of Clearwater, Kansas; one brother, Franklin Simpson of Waynoka, and one sister, Vera Parker, of Wellington, Kansas. Also surviving are seven grandchildren, Chris Stallings and wife, Dhonne, of Rowlett, Texas, Mark Stallings and wife, Dusti, of Kremlin, Kayla Usher and husband, P. J., of Mary Ester, Florida, Chad Lord of Columbus, Ohio, Gena Lawson and husband, Daniel, of Tinker Air Force Base, Ryon Lord of Wichita, Kansas, and Megan Appenfeller and husband, Larry, of Wichita, Kansas, three step grandchildren, Kim Bohnert of Clearwater, Kansas, Gerri Sturchio and husband, Terry, of Fajati, Kansas, and Abby Ready of Clearwater, Kansas; eight great grandchildren; five step great grandchildren, other relatives and friends. This Huge event could not be possible without the dedication of the planners, officials and the people of Medicine Lodge. This is a BIG production and preparations have been in the works for many months. There is talk in the wind that this might be the last pageant. Whelan said, “We hope this isn’t going to be the last pageant but we need some young blood to step up and carry on these traditions.” People like Jim and Cathy Colburn are a dying breed. Jim is one of the only men in this part of the country that has the knowledge to work on the wagons. The skills required to make the needed repairs is in high demand around

He is working with some young guys, trying to pass on the traditions of the trade so that the craft won’t be lost to future generations. “I think a couple of the kids I’ve been working with are bright enough to carry on the legacy,” Jim said laughing. His wife Cathy is a third time Pageant Director. Her uncle was on the board of the first pageant back in 1927. He was also a bank clerk for the bank when it was robbed in 1884. A member of Cathy’s family has been in the pageant ever since the first one. “Bring your children to see this amazing portrayal of life in a time that has long passed us by,” Jim said. “They’ll never forget it!”

Waynoka In the market wether lamb show Weston Hill had Champion Cross and Champion Suffolk. He also had overall Reserve Grand Champion and overall Grand Champion. Champion Senior Showman was also won by Weston. Kelby Reed had 2nd place in the Suffolk class, 1st place in the Cross class, and Reserve Natural. Draven Smith won 1st place in a Cross class, 1st in a Hampshire class, Hampshire Breed Champion, and Champion Intermediate Showman. In the goat show Hannah Darr won 1st place with her goat in Division 2, Class 1, and with her goat in Division 2, Class 3. She also won Division 2 Champion and overall Grand Champion Market Wether. Josiah Darr had 1st place in Division 1, Class 2, 2nd in Division 2, Class 2 and was Division 1 Champion. On the 10th Waynoka FFA members participated in the Woods County Livestock Judging Contest. Members judged 8 different classes of livestock consisting of a variety of heifers, bulls, market hogs, breeding ewes, and goats. They took this opportunity better their livestock judging skills. Those FFA members who competed were, Colton Budy, Hannah Darr, Josiah Darr, Layne Meriwether, Logan Meriwether, Kelby Reed, and Draven Smith. The Waynoka FFA had a successful time at the fair and are looking forward to following up on their success.

Two lengthy executive sessions, rare for commissioners, were part of Monday’s meeting. The first was to interview candidates for a maintenance position. Afterward, action was tabled. The second executive session was to discuss the possible removal of County Clerk Bruce Martin. Assistant District Attorney Westline Ritter sat in on the commissioners meeting and left with them when they left the room for the executive session. When they returned, Commissioner Chairman Doug Murrow made a motion that the county initiate the process to remove the county clerk. The motion was seconded by Chad Roach and passed unanimously (see additional story this issue). In other action, the commissioners set times for a representative of the pre-paid legal service endorsed by the county to discuss the optional plan with employees. The commissioners approved three private property easements in District 1. Also approved were minutes, maintenance and operations warrants, and blanket purchase orders. One of the maintenance and operations items was a bill for $80 for a water system installed in the County Clerk’s office. The system was installed years ago when the city’s water system may have had some

quality issues. Commissioner Chad Roach said he had talked with Martin about it since the monthly bill has been paid out of the county’s general fund, not out of funds earmarked for the county clerk’s office. An agreement was reached where the monthly cost would no longer come from the general fund. It will be paid for from the county clerk’s office fund. In exchange, the system will be exclusively for use by the county clerk’s office instead of the entire courthouse.

Alfalfa County Sheriff’s Log September 11, 2011 4:08 p.m. Woods Co advised Waynoka was in pursuit of a pickup by Green Valley Church on Hwy 45 southbound, on Aline blacktop, take no further action on pursuit. 6:02 p.m. medical call to 300 block of S 5th in Jet, woman laying on the couch shaking, can’t stay awake, she fell 2 days ago, dispatched Jet Rescue and Helena Ambulance. 7:32 p.m. report of a reckless driver in Carmen, driver has no license or insurance, headlight out driving like a bat out of hell circling the Jiffy Trip in Carmen, almost hit her in her vehicle with her child in the car, advised she called Friday night about the same thing and wants something done about it, advised OHP. 7:52 p.m. report of kids hitting fence in Carmen, when she got home her dogs were scared to death, kids were hitting the fence and yelling, she yelled at them and told them to stop and then their dad came out and made comments, she didn’t want a report made she just thought it was very disrespectful and that we needed to know what was going on but that she was going to bed because she had to work in the morning and the dogs are ok now. September 12, 2011 4:28 a.m. medical call in Jet for an individual who is weak and dizzy, request rescue and ambulance, paged Jet and advised Life request Helena Ambulance. 7:07 a.m. report of 3 head of cattle out 1 1/4 south of 58/45 Jct, went to county line, no cattle out, going to check with another unit since they were the ones that called it in. 8:11 a.m. report of Buds Salvage being broken into, as of now nothing is missing. 5:10 p.m. report of an erratic semi driver turned off Hwy 281/east on Hwy 11, white tanker truck had flammable on the back, advised Woods Co, caller was at the last bridge west of Burlington when the semi came flying around him, almost hit another vehicle head on, they turned at Burlington but the semi kept going eastbound. 6:34 p.m. report of audible panic alarm going off 4 miles west on Hwy 8/5 miles north on Hwy 8, advised by Monitronics Alarm Co we can take no further action, at home false alarm. 11:44 p.m. report of possible intoxicated driver 3/4 mile east on Hwy 11 &
