Man breaks SUV window with head after arrest By Marione Martin A domestic disturbance caused a woman to send her children to a grandmother’s house, according to documents on file in the case. On Jan. 1 about 4:17 p.m. Cherokee Police Officer Andrew Minson was dispatched to 213 W. 11th. When he arrived, he could hear loud voices coming from inside the residence. As he approached, he spoke with Donna Graves, grandmother of Joseph A. Keller, one of the residents. She told Officer Minson that she was at her residence when Lacee Peace’s children knocked on her door. The kids told her that their mother sent them there because she and her boyfriend were fighting. Graves said when she arrived at the residence, she heard loud yelling. that after Keller got off her, she hit him on the left side of his face with a liquor bottle. Officer Minson asked Keller and Peace to talk outside the residence. Peace said she had her children for visitation for the weekend and had just returned home from picking them up. She said when she arrived she found Keller intoxicated. They began to argue, and she told her kids to go to Graves’ house. After the children left, Peace said she and Keller began to push each other and throw their belongings around the residence. As the fight progressed, she said Keller knocked her down and
began to hold her down by the throat and shoulders. She said while she was down, she hit him in the face. Keller stated he had about four shots of liquor throughout the day. He said that when he walked outside to calm down, he went to their SUV in the driveway and began to punch out the side windows. He returned to the residence and began to argue with Peace again. Officer Minson observed a large red swollen bruise under Keller’s left eye. Keller said Peace hit him but only used her hand. Minson told Keller he was under arrest. Keller offered some resistance but was eventually handcuffed. As they walked away from the residence past the SUV, Keller slammed his head into the rear passenger side window causing the window to break. Minson saw blood from several cuts on Keller’s head so called dispatch to send an ambulance. Keller said he did not want anyone to touch him but did allow the EMT’s to clean his face up so he could be transported to the Alfalfa County Jail. At the jail, he allowed the EMT’s to bandage his head and signed a refusal for any further treatment. Joseph Keller, 26, has been charged with domestic assault and battery by strangulation, a felony, and with resisting arrest, a misdemeanor.

Burlington School Superintendent Elliott rehired, bond passes, revenue increases By Yvonne Miller Increased ad valorem and gas production monies propel Burlington Public School leaders to make building improvements and more. A $1.275 bond issue voted on in a special election Jan. 8 passed by a vote of 112-52. This will pay for construction of a vo-ag shop, new band room/ safe room and a school residence. Burlington’s Board of Education reviewed the bond issue, certifying the results and discussed hiring an architect for the project at their regular monthly meeting Jan. 16. The board called a special meeting for Jan. 22 to meet with an architect they’ve previously used to consider if the board wants to hire him for this bond project. All members attended the near two-and-a-half hour meeting including Terry Graham, Beth Guffy, Roger Allen, Allison Armbruster and Aaron Smith. Others present were Superintendent Glen Elliott, Principal Shane Feely and Minutes Clerk Jan Hill. Board members received certificates of appreciation for years of service: Graham 17, Allen 8, Guffy 8, Armbruster 4 and Aaron Smith 1. Meeting in an executive session near 30 minutes, upon return to open session, the board voted to employ Superintendent Elliott for the 201314 school year. The session was also to evaluate Principal Feely and discuss certified and non-certified employees.
Superintendent Talks Finances and More Giving the board a mid-year financial update, Elliott said the school’s revenue is up about $300,000 compared to this same time last year. Expenses are increased by about $80,000, he said, explaining they’ve replaced some items that have been repaired repeatedly. The superintendent said the increased revenue should allow the school a larger financial carryover for next year. Because of the school district’s increased ad valorem and gross production, they lost $133,513 from the State Department of Education’s mid-term adjustment, Elliott said. He also said the desk audit of the District data profile for 2010-11 shows the school met all the requirements regarding special education. In other news, Burlington’s Education Foundation annual meeting will be Feb. 4 at 6:30 p.m., in the auditorium. Also, vehicles for sale by the school district are listed on www.purplewave. com. Bids are accepted through today, Wednesday, Jan. 23, at 10 a.m. More Board Business Encumbrances, change orders and warrants for the General, Building, Child Nutrition and Transportation Bond funds were approved as follows: General Fund: Encumbrances – $9,313.62, Change Orders –
$-3,882.31, Warrants – $128,133.57; Building Fund: Encumbrances – none, Warrants – $2,990.82; Child Nutrition Fund: Encumbrances – none, Warrants – $4,426.76, Change Orders – none; Transportation Bond: Warrants – $38,352.00. The Dec. Activity Fund report was approved. The board reaffirmed the Exposure Control Plan and approved the procurement plan for the child nutrition program. The board discussed and approved passing a student with excessive absences for the first semester. Discussing sportsmanship at basketball games, Elliott and board members thanked fans, parents, students, players and coaches for the good sportsmanship shown so far during the basketball season. “They’ve done a good job and deserve a pat on the back,” Elliott said. “We request that this good sportsmanship continue throughout the rest of the season and playoffs.” Principal Feely proposed a semester test policy change allowing students in good standing with few absences and good grades to be exempt from semester testing with parent approval. The policy was adopted on a trial basis for the next two semesters. The principal’s report included basketball and academic team activities. As of Jan. 16, the Burlington High School (BHS) Elks were 15-4 with a third-place finish at the Cherokee Tournament. The Lady Elks were 17-2 and were runners-up at the Cherokee Tournament. The junior high boys were 8-2 and the junior high girls were 6-3 as of last Wednesday. The junior high basketball festival was canceled due to high school rescheduling due to the flu. The BHS Academic Team recently competed in the OSSAA Area tournament at Mason, finishing third. The Junior High Academic Bowl is just now beginning. Principal Feeley said the update of the Burlington School website is in progress. The new projector system has been installed in the auditorium.

Martins to celebrate 50th anniversary Lynn L. and Marione (Derrickson) Martin were wed on Feb. 1, 1963. The marriage ceremony was held at the Licking (Missouri) Church of Christ with Lynn’s father, Luther W. Martin, officiating. Their friends Marjorie (Maricle) Sutphen and Robert L. Check your bank statement carefully
By Lynn L. Martin Last week, I was reconciling my only unfinished monthly bank statement of 2012 to my photography studio’s bookkeeping program. About half the charges on my statement are for checks written and the other half are electronic payments. I wish I didn’t have to do the electronic payments but they are a time saver and a “forgetful mind” saver. I have virtually all insurance payments, utility payments and credit card payments drafted automatically every month. Most taxing agencies, both state and federal, prefer you pay electronically. These automatic payments save me the embarrassment of getting my phone, electricity or water cut-off because I lost the bill on my desk or got busy and didn’t have time to sit down to a bill paying session. I prefer PayPal for individual electronic payments. If I need to purchase a computer part from some distant firm, I could use a credit card, and sometimes
do, but overall I like PayPal because it is safer. PayPal will get very tough very quickly with somebody who didn’t deliver as promised or sent a defective part. The downside to all this electronic payment stuff is each month I have to enter those electronic payments manually in Quickbooks. I was going line by line through my bank statement and came across a charge I’ve never heard of. It read, “ETM800528-7550” for $9.98 made on Nov. 11, 2012. My practice is to NEVER use a direct withdrawal from my checking account for a one-time purchase. I just use it for monthly recurring purchases. As I said earlier, I turn to PayPal or credit cards for one-time electronic payments. So I dialed the 800 number on my bank statement that the suspicious outfit had conveniently placed there. I said, “I see a charge on my bank statement that I did not authorize.” The English speaking fellow said, “I can handle that. So you want to cancel your internet coupon service? I said, “I’ve never heard of that.” He asked, “What is your name and the last four digits of your bank account number.” I also said, “I want a refund of this $9.98 charge.” He said, “I can handle that, too.” I asked, “What does ETM mean?” He replied, “E-Ticket Merchants.” Then he said, “OK. Everything is taken care of. The account is canceled and your refund for $9.98 will show up in your account in about five days.” I thanked him and hung up. Then it dawned on me I hadn’t noticed the charge in reconciling my December statement. So while writing this column, I went back and looked and
sure enough, there it was again in December. So I suppose that is the one that got canceled and refunded. Then I got even more curious and checked October. Nope. Nothing there. What was MOST interesting about this phone conversation is the fellow who handled my request could not have been nicer or more accommodating. He did not try the usual ploy of trying to talk me out of canceling or asking why I didn’t like the product. He responded cheerfully as if it was his job to cancel accounts and refund money with the most pleasant attitude ever. Here’s what I think is going on: three possible scenarios. This ETM outfit may have obtained thousands, maybe millions of bank account numbers. They sent an electronic charge to each of those accounts for the relatively small amount of $9.98 hoping that most people wouldn’t review their statement carefully and such a small payment wouldn’t draw attention. Gee, 1 million accounts debited for $9.98 each would be almost ten million dollars. Do this one month and then go retire for the rest of your life on some island. Or Perhaps one of the firms (or government agencies) I’ve supplied my account info to has a mole on the inside who downloaded to a flash drive a bunch of bank account numbers and sold it to this suspicious merchant. Or One evil trick that even highly respected internet vendors do is pre-check a box on some additional item when you are updating your software. I think most anti-virus vendors, and some big names like Adobe, Open Office and others do this. If you don’t un-check the box, you will soon find that you have a new search bar or new home page from somebody you don’t want. Then you have to be a sophisticated computer guru to get rid of it. (Most “free” software is always contaminated this way.) So if I made a purchase using my checking account number (which I don’t think I did), there could have been a prechecked box saying, “Yes, I want to subscribe to an internet coupon service for $9.98 per month.” Bottom line: check your bank statement every month.

a position he held for 30 years until the company was sold in 1988. At this time he became involved in property management and was able to devote more time to his beloved racehorses. He entered into a racing partnership with two brothers, Oral and Gerald, and the three brothers and their wives enjoyed many years of traveling and companionship. His first love was family and the second his business entrepreneurship. Besides his parents, he was preceded in death by a daughter, Laura Lee; a brother, John Dixon; a sister, Kay France; and three sisters-in-law, Irma Dixon, Charlotte Dixon and Vonda Dixon. He leaves to mourn his loss his wife of 60 years, Joyce, of Alva; a daughter and son-in-law, Debra and Scott Higbee of Dallas; and granddaughter Cori Madison Delay and her husband Dallas of Dallas; brothers Oral and Gerald Dixon; sisters Erlene Howell and Bonnie Winter and her husband Don; and many extended family members and friends. Peggy also worked as a cosmetologist at the Vance Air Force Base in Enid, as well as working at Field Stone Cabinetry and at The Beauty Nook in Northwood, retiring due to ill health. Peggy enjoyed playing video games, attending church at the Cross Roads Church in Albert Lea, Minn., and going out to eat with her family, but her greatest enjoyment was being with her family, grandchildren and great-grandchildren. She was a member of the Northwood Baptist Church. He passed away Jan. 20, 2013, at Alva at the age of 84 years, 11 months, and eight days. He graduated from Guymon High School in 1948. During his teens, he rode racehorses and developed a love of flying. At the age of 19, he owned and operated a portable roller skating rink. On Dec. 18, 1952, he was united in marriage to Joyce Spear at Angola, Ind. He served the United States Coast Guard during the Korean Conflict, attaining the rank of First Class Petty Officer. He attended Oklahoma State University (OSU) on the GI bill, graduating from OSU Technical School in 1958. Upon graduation he assumed the management of a fledgling TV cable company in Alva,

WINONA ‘NONIE’ IRENE WOLGAMOTT HARDTNER, Kan. – Winona (Nonie) Irene Wolgamott was born on Aug. 29, 1917, south of Hardtner, Kan., in Alfalfa County to Jacob Willig and Mabel Fern Burroughs-Willig and passed away Friday, Jan. 18, 2013 in Stillwater. On Jan. 31, 1937, she and Kenneth (Shorty) Blaine Wolgamott were united in marriage in Sawyer, Kan. He preceded her in death Jan. 10, 2010. She is survived by one son, one daughter, one sister-in-law, four grandchildren, fourteen great grandchildren, two great-great grandchildren and numerous nephews and nieces. Funeral service will be Wednesday, Jan. 23, at 2 p.m. at the St. John Community Church in Hardtner. Burial will follow in the Hardtner-Elwood Cemetery. Border Line’s ‘Music Man’ cast selected, Cox in director’s chair for fifth play By Yvonne Miller Do you remember Border Line Theatre (BLT) productions “The Foreigner,” “Moon Over Buffalo,” “Blue-Haired Bells of the Burger Bar” and “Lend Me a Tenor?” Each of those plays won rave reviews from the crowd and have one common thread – Kevin Cox directed them. Cox once again will call the shots for the fifth time as director of Border Line Theatre’s spring musical production, “Music Man.” Why does he favor “Music Man?” “Because it’s the type of music that makes you want to whistle it all day long,” Cox said. Some of those songs
include: “Seventy-Six Trombones,” “Till There Was You” and “Goodnight Ladies.” When Border Line did “Music Man” 10 years ago, Cox was in high school and played percussion as a member of the accompaniment group. He also played drums in several other Border Line productions and appeared on stage as a cast member in at least four productions. He likes being a part of Border Line productions “for the pure joy of it,” Cox said. Music Man Cast Members After auditions, the cast is in place and started practice Sunday. “We have a great cast!” Cox said, describing the turnout for auditions as “very good.” There are about 20 main characters and near 20 townspeople and children. “We still need a few more townspeople and children,” the director said.

Bob Gilliland will play the lead role of Harold Hill, “the Music Man.” From Avard, Gilliland was in the fall BLT production, “Red Hot Mamas.” He played the recovered alcoholic character who was domineering and funny at the same time. You may remember his booming voice – it will be good to hear it released in song. Gilliland is a six-year veteran of the theatre program at NWOSU. Hill is a con man who goes to little towns and poses as a band leader and organizer. He woos the gullible townspeople and takes their money for new instruments and band uniforms – then skips town with the cash. The play tells the comical antics of Harold Hill who starts to pull his scam in River City, Iowa. South Barber graduate Rebekah Wagenbach, who sang and performed in numerous BLT productions, plays the other lead role as Marian the librarian. Rounding out the cast are many BLT veterans and some newcomers including: Cathy Cox, Matt Cantrell, Gary Jacobs, Janice Hill, Georgiana Wilhelm, Raef Wilhelm, Kimberly Ricks, Emily Rugg, Grant Cantrell, Jenny Cantrell, Bev Anderson, Mary Ellen Wilhelm, Susan Rohr, Justin Phillips, Keith Fink, (Barbershop Quartet members Ron Rohr, Chris Jacobs, Justin Rugg and Tim Rector), Chris Tharp, Reiley Courson, Caitlin Jacobs, Bayli Hyde, Alannah Wilhelm, Lacee Wolf, Easton Rector, Jim Cox and Zak Schurter. Two charged with throwing contraband into Crabtree Correctional Center By Marione Martin Two people are accused of attempting to throw contraband into James Crabtree Correctional Center (JCCC) at Helena. Jori Nicholas Franklin, 19, no address listed, is charged with conspiracy to commit a felony and bringing contraband into a penal institution, both felonies. Darlene Gay Lee, 61, of Moore, is charged with conspiracy to commit a felony and aiding and abetting in bringing contraband, drugs and paraphernalia into a penal institution, both felonies. According to documents filed in the case, on Dec. 29, 2012, at approximately 9:30 a.m. Alfalfa County Deputy Michael Dods received a call from the dispatcher asking him to go to JCCC. Prison guards had detained two people in the parking lot for throwing contra-
band over the fence. Prison guards in the parking lot were Captain Payne and Sgt. Ekman. Ekman said she had been watching the cameras inside the building and saw a red Dodge Avenger pull into the parking lot and park at the north end. She saw a male exit the vehicle, remove several packages, then begin to walk across the perimeter road toward the outside fence. Ekman exited the building and intercepted the Dodge trying to leave the area. Deputy Dods spoke with the driver, Darlene Lee, and the passenger, Jori Franklin. Lee said the purpose of her visit was to give her passenger a ride to see his uncle. Captain Payne said they had intercepted the three packages and all contained contraband. In a post-Miranda interview, Franklin told Dods that on Dec. 24 his uncle Ramon Johnson, a prisoner at JCCC, called him and told him that Lee would be contacting him. That was all he was told at that time. He said Lee called him a few days later to tell him what she needed him to do. She said she would pay him $600 to throw some stuff over the fence at the prison. On Dec. 29 she called to pick him up. When they arrived at JCCC, Lee placed a call and gave the phone to Franklin. He did not know who was on the phone but that person directed him on how and when to throw the packages over the fence and how to watch out for the perimeter patrol and the roving video cameras. He put the cell phone in his pocket, exited the vehicle and threw the packages over the northeast part of the prison fence.
