Warning of money lending crisis

The Society of St Vincent de Paul (SVP) has warned of a potential money lending crisis in Ireland and has called on the Central Bank to publish baseline data to take money lending out of the shadows. Writing in the latest edition of the SVP magazine The Bulletin, Brendan Hennessy from the SVP Social Justice and Policy team says that SVP members are becoming increasingly alarmed at the prevalence of money lenders in the communities they serve. Of particular concern to

the SVP is that vulnerable households are being offered money by doorstep credit firms without sufficient background information being sought.

“We need to take money lending out of the shadows,” writes Mr Hennessy. “The absence of data on the number of households using regulated money lenders in Ireland significantly hampers any investigation or analysis on the extent and impact on door step credit in Irish society. The Central Bank should publish

baseline data on the number of loans and the number of households with such loans and update the information on a six-monthly basis.”

The SVP strongly believes that there is a contradiction in permitting high costs loans, which are significantly targeted at the most financially vulnerable. A sample of typical loans from moneylenders published by the SVP shows that a loan of €1,400 repaid over 52 weeks results in a repayment of €2,184, making the cost of the

loan €784. If the loan was €2,000 over the same period the repayment would be €3,120, a massive €1,120 cost to the borrower. The experience of SVP is that borrowers from money lenders do not pay due attention to the interest rate. Their focus is on the principle borrowed for a specific purpose. In one Dublin SVP Conference members noted that “no one has ever either admitted or been able to tell us what the interest rate is.”

Responding to Safe Ireland’s One-Day Survey of domestic violence Sinn Féin Deputy Leader Mary Lou McDonald TD has slammed Fine gael and Labour for failing to put domestic violence squarely on the political agenda of all eu member states Ireland’s during Presidency.

This did not happen. “Let’s not forget the Programme for government commits to the introduction of consolidated and reformed domestic violence legislation. When questions are raised about when we can expect the legislation the Justice Minister tells us that he has other legislative priorities. “Shamefully Alan Shatter has cited property rights as a barrier to introducing a 24/7 on call system for emergency barring orders, whilst women and their children

characterises money lending. Amongst the concerns of the SVP is the potential reduction in the availability of small loans from credit unions to households

Dublin South Wes representative Seán Crowe TD has called for immediate action by the state to deal with the rising numbers of homeless people across Ireland. He made his comments in light of figures from Dublin City Council Central Service Placement which stated that over the four local authorities in Dublin eight new people are presenting as homeless every day. Crowe said it was an obscenity that people were homeless while thousands of properties were lying empty.

Deputy Seán Crowe said “These new figures illustrate the extent of the Homeless problem in the Dublin City area but the problem is not just in that area.

“That eight new people present as homeless every single day in Dublin is completely unacceptable but there are also many thousands more, living in crowded, damp and dangerous conditions across Dublin and the State. “Due to the financial crisis in the country, and because of the government’s own austerity measures, it is clear for everyone to see that the homelessness situation in Ireland is getting worse. “For many people at the moment, the only thing standing between them and homelessness is their next pay packet or social welfare contribution. “Cuts to funding for housing support, health services, probation,

welfare services, and education and training services, all have major knock-on effects that contribute to homelessness. Cuts to these vital supports are not only increasing the possibility of homelessness, but also prevents people from out of moving homelessness.

“Current funding levels for homelessness need to be maintained if not increased in the upcoming budget. Ireland “Focus estimates that there are 5,000 homeless people in Ireland and 100,000 people are on various local housing waiting lists. Yet from CSO figures contained in the ‘Roof Over Our Heads’ Report, we know that there are over we have 230,000

vacant homes across the country. "Taxpayers are being forced to subsidise Banks, the lifestyle of developers and speculators and nAMA is sitting on thousands of empty homes while individuals and families are homeless. "This doesn't make any financial or logical sense and is just morally wrong “I am calling on the government to take immediate action on tackling the homelessness problem in Ireland. "They should begin by ending the obscenity of thousands of empty homes lying idle across the country while people are being forced to sleep rough or in unsafe hostel accomodation."

Minister for Communications, energy & natural Resources, Pat Rabbitte, T.D., has welcomed confirmation from the Minister for Social Protection, Joan Burton T.D., that the Back to Clothing and School Footwear Allowance (BTSCFA) for 2013 will again be automatically approved for low income families who have qualified previously and meet the criteria for this year. 110,000 “Approximately families will be notified by the Department of Social Protection in the coming days that their BTSCFA will be paid along with their weekly social welfare

payment in the week commencing 15 July, with no requirement to apply.

“The automated process was introduced by Minster Burton when her Department took responsibility for directly administering the payment. This arrangement has done much to reduce the large number of claims not processed until after schools have re-opened, which puts parents and guardians at risk of getting into debt to meet the costs of outfitting their child for the new school year. “Anyone who does not receive a letter this week confirming they will be

receiving the BTSCFA automatically and who is in receipt of certain social welfare payments and is claiming for a child between the age of 4 and 18 years, or 22 years if in full-time education, will need to complete an application form. Forms will be available in all local social welfare offices, on the Department’s website (www.welfare.ie) or by texting “Form BTSCFA” followed by their name and to 51909. address Applications can be made from Monday 17th June. Dublin Mid-West Sinn Féin representative eoin Ó Broin has said that “local people must benefit from jobs boost”. The call comes as work gets underway in the first of three major construction projects in Clondalkin. Ó Broin said: “Clondalkin is likely to see three major construction projects in the coming period. BAM have started the construction phase of the newlands Cross flyover. Tescos and Liffey Valley are waiting planning approval for their separate plans for Liffey Valley. “If all three of these projects go ahead more than 2000 jobs will come to Clondalkin. A large portion of these will be shorter term construction jobs, with a smaller number of permanent management and retail

positions. “given the high level of unemployment and long term unemployment in Dublin Mid-West it is crucial that local people get access to these jobs. “Sinn Féin Ministers in the north of Ireland have used social clauses in construction contracts to ensure that in areas of high unemployment contractors are obliged to target the long term unemployed for work on government funded projects. “In the private sector Tescos has a positive track record of working with local community and employment groups to assist local people secure jobs. “give the number of jobs that are coming to the area we need coordinated approach, a supported by all political parties, the Chamber of

Commerce, local employment and community services and the employers to ensure that local people benefit from this employment boost. “I have written to each of the employers who are bringing these jobs to Clondalkin seeking to meet them to discuss how best Dublin Mid-West can benefit from these jobs. I will be asking all of them to voluntary embrace the social clauses that have proved so successful elsewhere. “I hope all politicians in Dublin Mid-West take a similar approach. It is not enough for government TDs to welcome these jobs announcement. They need to roll their sleeves up and do some real work to ensure that people secure the local employment they need and the local economy benefits.”

Threshold, the national housing charity, has broadly welcomed the changes to rent supplement limits being introduced by the Minister for Social Protection. The changes will see limits increasing in high-demand urban areas, such as Dublin and galway. Rent limit reductions in rural areas will need to be kept under close review, the charity said.

According to media reports this morning (06.06.13), the changes will see the rent supplement limit for a single person in Dublin increasing from €475 per month to €520, and for a family with three children from €950 to €1,000. Single people in Cork will also see an increase in their limit – from €450 to €485 – while, in galway, the limit for a single person sharing with other adults is due to increase from €230 to €280. In many other parts of the country, limits will either decrease or remain the same. Commenting, Bob Jordan, Chief executive of Threshold, said the increased limits are recognition by the Minister that rents are rising in many urban areas. In the current

rapidly-changing rental market, limits must be reviewed on a more regular basis, he said.

“We are pleased to see that the Minister is taking on board some of the recommendations made by Threshold in recent submissions to her Department,” he said. “However, in a rapidly changing market – where demand for rental properties is high, rents are rising and supply is dwindling – rent supplement limits need to be kept under constant review. The limits are only reviewed every 18 months and decisions are taken at a central, national level – often by people who are far removed from the reality facing rent supplement tenants on the ground. This needs to change.”

to local scheme authorities – under what will be called the Housing Assistance Payment scheme. “The current ‘one-size-fits-all’ approach for rent is not supplement working,” said Senator Aideen Hayden, Chairperson of Threshold. “Local authorities have traditionally had a more

hands-on approach in relation to helping tenants into housing, and their approach is recognised as working.

“The new Housing Assistance Payment scheme will have the benefit of being based on the needs of individuals and how much they can afford to pay. Those availing of the scheme will be

facilitated to take up work, while still getting some help with their housing costs. The sooner the government implements this scheme, the better.

“The real test of the new rent supplement limits will be whether people can access housing or remain in their current homes in this rapidly changing

market. “There is also an emerging issue around the shortage of housing in urban areas. I am calling on the government to bring forward a new housing strategy to deal with this as a matter of urgency,” she said. Further information on Threshold is available at www.threshold.ie.

Fine gael TD, for Dublin South West, Brian Hayes, has welcomed the announcement that the government is making 6,000 extra part-time high education places available through the Springboard programme, which is aimed at helping jobseekers to reskill and get back to work.

Local T.D and Minister for Children and Youth Affairs, Frances Fitzgerald, chaired a meeting for parents in gaelscoil naomh Padraig on how to tackle Cyberbullying. The meeting, organised by the school’s Parent’s Association, was to inform and educate parents on the ever changing social media environment and how to deal with cases of cyberbullying.

“Both my Department and I have been working with our in the colleagues Department of education and have

finalised an ‘Action Plan On Bullying’ to help tackle bullying in schools. Cyberbullying is an emerging phenomenon and like traditional bullying, one that needs to be challenged when we see it. Often parents feel that their children are streets ahead of them when it comes to social media. One of the ways to combat cyberbullying is to educate parents on technology and the protections available if their child is targeted online and this meeting was a perfect example of this,” said Fitzgerald.

Parents on the night heard from Professor Mona O’Moore from Trinity College’s AntiBullying Centre about the behaviours of bullies as well as victims and how to communicate with your child on how to behave online. John Wills from Barnardos gave parents a whistlestop tour of the sites, language, dangers and benefits of young people online. “Parents learnt about how children and young people use social media in different ways to their parents and the signs to watch out for if they are concerned that their child is being

cyber bullied, or indeed cyberbullying. Remembering to Stop, Block and Report abuse online is the first step when dealing with cyberbullying and is a simple but effective way in stopping these instances. It is vital that both parents and children have a sense of empowerment and that they have the ability to interrupt bullying behaviour. I look forward to progressing the national ‘Action Plan on Bullying’ and continuing to engage with the school community to stamp out cyber bullying,” concluded Fitzgerald.

Sport, Leo Varadkar TD, that the government has approved an additional €733,301 for South Dublin County Council for road improvements. This is part of an €50 million expenditure for regional and local roads in 2013 announced by Minister Varadkar aimed at improving and making safer our roads. “I am delighted that this funding has been sanctioned for South Dublin County Council. This additional funding is to be used primarily for surface restoration works but can also be used for safety schemes. Motorists and road users across South Dublin will welcome the fact that their roads will be safer and in

better condition. “I commend Minister Varadkar for making these funds available despite the financial constraints that the government is operating under. His approach of using available funding for road repair and safety is sensible. This funding will add significantly to road safety and further improve the roads across South Dublin. “The funding may be used for particular safety schemes that need to be progressed urgently. Should the Council deem this necessary they can make an application to the Department of Transport to use some funds on that basis."

Minister Hayes stated “In recent weeks the amount of graffiti on Millbrook Lawns Health Centre has spiralled out of control. While I fully accept the difficulties in policing this matter the HSe has an obligation to maintain its buildings. The images displayed on the walls of the centre in many cases are

extremely derogative, vulgar and in some cases relate to individuals” Minister Hayes continued, “The area surrounding the centre is extremely busy and many people pass it on a daily basis. It is unfair on residents who live nearby who must put up with this escalating eye soar on their doorsteps or indeed for the community who attend the church, school or shopping centre.” Minister Hayes concluded, “I have already written to the

HSe on this matter and received an unsatisfactory response. I have since responded to the HSe and asked them to review their decision again. If this were an issue relating to a local shop or the boundary wall of a residents garden, South Dublin County Council would pursue the owner of the property. I have informed the HSe once again of their obligations and in the interest of the community I am appealing to them to address this matter.

The trended on Twitter campaign #KeepTheKidsReading with a great buzz surrounding the event!

Want to use computer? They’ve got it. Want to use Wi Fi? Libraries have got it. Want to download an ebook? They’ve got it. Want to read a paper book? They have millions of them too! And now they have launched a Summer Reading Challenge for kids and not a pair of glasses or a bun in sight.

Today’s Irish public library buildings challenge our perceived notions of public libraries and are vibrant and busy places – more than 17 million books were borrowed from these libraries last year.

In the current economic climate it’s great to know that cash strapped parents can bring their children to open and welcoming libraries that offer millions of books and events. Research shows that children’s literacy is greatly improved by access to

summer reading and preschool reading programs at public libraries.

This summer some of the nation’s public libraries are buzzing with a great initiative for their young readers this summer. In a pilot scheme 6 local authority library services have joined forces to spread the message of the importance of summer reading to children and their parents.

Libraries throughout Dublin, Kildare and Longford are helping to keep children reading this summer and by organising a summer reading challenge. The programme, called going Places with Books; the Summer Reading Buzz, has been designed to address the drop in reading attainment levels that occurs when children are away from the regular reading activity that happens during the school year. The children taking up the challenge are encouraged to join the library and read 10 books. each child is given a loyalty card that is stamped for every book they read and then entered into a draw for some great prizes. Most of the libraries are running programmes of activities that complement the challenge and these are open to all children.

A glance at some of the events on offer show how well and truly gone is the ‘shush’ approach to children in a library. There are magic shows, arts and crafts, author visits,

drawing classes, dance routines, puppet shows and even ‘live bees’ on offer in some of the libraries. These libraries offer welcoming, safe spaces for our children with staff who are only too happy to help you select the right book for your child. Technology is also embraced with open arms. Some library authorities now offer free ebook and audio book lending to their members. Free online reads are available via Tumblebooks in the Children’s Zone on the website of South Dublin Libraries.

Jfm Welcomes call for immediate redress for magdalene Women based on human rights abuses

Justice for Magdalenes Research (JFM), welcomes the publication of the Irish Human Rights Commission (IHRC) “Follow-up Report on State Involvement with Magdalen Laundries” which gives a detailed overview of the “systemic human rights failings” on the part of the Irish State in relation to the human rights abuses suffered by the girls and women of the Magdalene Laundries. The IHRC Report says that it is “difficult to discern” why the State repeatedly denied its involvement in the Laundries given the material that was available to it in government Depts but that “the State can be in no doubt that it acted wrongfully”.

JFM echoes the IHRC’s call that the State immediately put in place a system of redress for survivors of the Magdalene Laundries which “should provide for individual financial compensation for the impact of the human rights violations concerned”. As today’s Report suggests, the restitution and rehabilitation of the women necessitates the payment of lost wages, pensions, provision of housing, health and social welfare entitlements, and counselling services to address the psychological trauma related to time

spent in the laundries.

As JFM has argued repeatedly in recent months, any such redress fund must be independently monitored, have an appeals process and be placed on a statutory footing with independent statutory powers. It should be advertised at home and abroad to ensure that all survivors have an opportunity to avail of it. It should include free independent advice and advocacy assistance for survivors and their families, and women in institutionalized settings should be afforded the added protection of a guardian ad litem and permanent independent advocate. Family members of deceased Magdalene women must have their rights protected, including the rights of children forcibly adopted at home and abroad to birth certificates and records. Magdalene grave records must be accurate and up to date, and graves maintained and accessible. JFM strongly welcomes the Report’s recommendation to conduct a thorough and independent investigation of human rights violations in the Magdalen Laundries and notes that this has not been done to date even though it has been

called for repeatedly by JFM and also by the IHRC as early as 2010 and more recently by Ms. Felice gaer, the Rapporteur for Follow-up on Concluding Observations, un Committee Against Torture. This investigation cannot impede or further delay survivors’ access to reparations but can be conducted on a twin track to the provision of financial redress and compensation.

The IHRC Follow-up Report echoes many of the concerns JFM communicated in its “Follow-up Report to the un Committee Against Torture” (May 2012). In our “Follow-up Report,” JFM was critical of the Inter-Departmental Committee as a mechanism for investigation, specifically in terms of the lack of independence of the Inter-Departmental Committee, its inability to make recommendations, the absence of published Terms of Reference and statutory powers to compel evidence, the non-retention of evidence from the religious orders, the lack of public hearings or access to evidence for survivors or representative and advocacy groups, the absence of a public call for submissions of evidence and the implications of the use of the word “resident” when referring to survivors.

The Labour Party Cllr for Dublin Mid West, Cllr Breeda Bonner, has said that the new Transition scheme announced by Minister for Social Protection, Joan Burton TD, will assist lone parents on their journey back to work. “The new Jobseekers Transition scheme will benefit those in receipt of the One-Parent Family Payment (OFP), as it recognises the special circumstances lone parents face when it comes to finding employment, such as childcare costs. “In recognising their unique circumstances, lone parents who seek Jobseeker’s Allowance will not have to comply with the usual criteria of seeking full-time employment, but instead can seek part-time employment. “Minister Burton has shown that she recognises the fact that not all jobseekers are the same, and has adapted the Jobseeker’s Allowance for lone parents accordingly. understandably lone parents are not always in a position to seek full-time employment, and this new scheme recognises this fact. “For those availing of the payment, a personal development plan will also be created for them by the Department. The plan will address their skill set and what training or employment programmes they may need to make them more employable. The new scheme will apply to loan parents whose youngest child is under the age of 14.”

The Law imposes certain A. restrictions in how you may deal with your estate. Firstly, your Spouse has a legal right to half of your estate, where there are no children. If there are children, your spouse is entitled to 1/3rd of your estate. Your adult children are not automatically entitled to any part of your estate, but they may apply to Court if you fail in your moral duty to make proper provision for them, in accordance with your means, taking into account their position in life. Special consideration would be given to children who are under eighteen years of age and therefore still dependent, or if any of your children are suffering from a disability. In your case, you have adult, presumably independent, children and as such you can decide to distribute your estate to whomsoever you wish, in whatever way you wish to do so. The only person you cannot leave out of your Will is your spouse. Testators are often unaware that they may, if they wish, leave their entire estate to their favourite charity. Few people want to do this, but there is no legal reason why it cannot be done. fitzgerald secures assurances from nra re neWlands cross upgrade

Local Minister, Frances has Fitzgerald, confirmed that the national Roads Authority (nRA) have assured her that local residents will be kept informed as the n7 newlands Cross upgrade begins. The upgrade, part of a €100 million project, officially started last week when Minister Leo Varadkar turned the sod for the beginning of construction of the flyover last week. “I am in ongoing contact with the nRA and BAM Construction whose Public Private Partnership are leading this project and will continue to keep residents informed as the construction phase progresses. The nRA have assured me that the Public Private

Partnership will be holding liaison meetings with residents and landowners most affected by the project and will be sending out regular newsletters with detailed information to residents in the area,” explained Minister Fitzgerald. “My colleague Cllr. Tony Delaney initiated the establishment of a consultative group of residents and businesses to liaise directly with the Contractor and the Council have appointed a full time Liaison engineer to meet with residents and feed back any emerging concerns to the Contractors. These positive moves will be hugely beneficial to residents and commuters in the

area and I would remind people that my full time office in Clondalkin village is also available to anyone with any questions or concerns in relation to this project,” continued Fitzgerald.

“Completion of works is scheduled for early 2015 when residents will be able to look forward to less traffic congestion and less noise and exhaust pollution at newlands Cross as well as better pedestrian, bus and bicycle flows through the new junction. We have all benefitted from the upgrade of the Red Cow Junction and I look forward to the day that traffic will be free-flow at newlands Cross,” concluded Fitzgerald.

eu ramps up fight against mafia-style crime

The european Parliament has voted in favour of a package of measures to crack down on organised crime across the eu. The anti-mafia roadmap includes europe-wide protection for whistleblowers, informers and witnesses of organised crime. Another proposal recommends eliminating bank secrecy in order to deprive criminal organisations of their financial resources. A major feature of the report that won the backing of MePs is the plan to set up a european Criminal Assets Bureau based on civil law rather than criminal law, along the lines of the Irish model. Fine gael MeP for Dublin gay Mitchell, who first put forward the suggestion for an eu-wide CAB, said his colleagues in Brussels were initially suspicious of setting up a criminal assets bureau.

“Just like the reaction in Ireland years ago, MePs were asking whether it would be fair to let revenue, social welfare, customs officials and police sit around the same table. They were concerned that they would have too much information on citizens. But we explained that in Ireland, we were very careful to ring-fence the CAB legislation and make sure it is only used against suspected criminals, never against innocent people,” he said.

Mr Mitchell added that an eu-wide CAB would be crucial for preventing criminals from moving their assets between member states. “This legislation, when it feeds through, will ensure that if the CAB discovers you have, say €1 million in ill-gotten gains in your bank account, you can't escape penalties by skipping the jurisdiction,” he said. “Of course, if you give as

It will also mean that in conflict zones, money is not being used to back one side or another. This is hugely important to know for ordinary eu citizens planning to invest in this type of industry,” said Ms Harkin.

eu accession funding is being used to support systematic police violence against peaceful protesters in Turkey and its payment should be stopped immediately, an Irish MeP claimed this week. Speaking at the european Parliament, Socialist MeP Paul Murphy said Turkey received a total of €800 million in eu accession funding last year and that some of this money has contributed to recent police violence witnessed in Istanbul, including the close range use of tear gas, water cannons, pepper spray and plastic bullets. Mr Murphy, who visited Istanbul last week, accused the european union of “hypocrisy” by condemning the use of excessive police force while continuing to fund what he described as the repressive regime

imposed by Prime Minister Tayyip erdogan and his AKP government. “The hypocrisy of the european union has to be shown up. Turkey is the recipient of eu accession funding, some of which has gone to funding State violence,” he said.

Meanwhile, MePs at the european Parliament issued a non-binding resolution calling for those responsible for police violence in Turkey to be brought to justice, for detained peaceful protesters to be released and for victims to be compensated. At least five people have died in Turkey and thousands have been injured since the protests began on 31st May. The protests initially opposed State plans to build a shopping centre at gezi Park in Istanbul, but spiralled into an explosion of anti-government unrest which was met by excessive police force against largely peaceful protesters.
