South West ahead of the Marriage Referendum. Together with my spouse, Ann Louise Gilligan and the team of Yes Equality supporters we received a fantastic welcome on the doorsteps, at shopping centres and at community events. It was clear that people in Dublin South West believe in equality, however it was also evident that they are weary of old school politics which has led to years of austerity, unfair cuts and disillusionment. I want to change that.

It is time for our communities to have a strong voice in the Dáil which can deliver fairer policies and help families overcome the challenges they face on a daily basis.

Issues which require immediate attention include the provision of affordable early education and care, the reversal of the changes which are not only leaving lone parent families out of pocket but denying them the opportunity to take up work, the provision of affordable housing in our local areas and

Fianna Fáil has published a Bill to provide property tax relief for homeowners who are paying management fees.

According to the party’s Spokesperson on Dublin Senator Darragh O’Brien, there are tens thousands of of homeowners living in managed estates across the country who are paying on the double

for many services. The Fianna Fáil Bill provides a discount on property tax worth a third of the management fee, up to a maximum of €300 a year. Senator O’Brien explained, “Thousands of people living in apartments or managed estates are paying a fortune in management fees every year. This pays for some of the

services that the council would otherwise provide, including keeping the grounds, maintaining the roads and paths, maintaining public lighting and managing public parking.

“The fact that managed estate dwellers are still liable for the full amount of property tax means that they are paying on the double

for many services. The property tax is supposed to fund local in authorities maintaining residential areas, as well as providing local services. Those paying management fees should get a discount given that they are already paying for the maintenance of public areas around their homes.” The Fianna Fáil Spokesperson on Public Expenditure Seán Fleming will move the Bill in the Dáil this week.

Deputy Fleming said, “The fact is the Government rushed a deeply through flawed property tax system that places an unfair burden on those living in urban areas in particular. Major reforms are needed. Reducing the burden on estate managed dwellers is just one element of this. “Fianna Fáil is committed to sweeping reforms to property tax, as outlined in our submission to review the LPT. Firstly we will scrap the revaluation date next year, which

could see Dublin homeowners facing hikes of up to €300 and €400 in their annual property tax bill. Under our proposals the existing property tax bands should stay in place until at least 2020 at which time a full review of the operation of the tax should take place.

“We would also lift the burden of property tax for homeowners suffering from serious pyrite damage for three years or until such time as the problem is remediated. Too many

family homes have been devastated by pyrite and it is completely unfair to ask them to pay the property tax while taking on the massive costs and the upheaval of fixing their pyrite problems.

“This Bill is one simple that the step Government can take to address the unfair burden of property taxes on Dublin homeowners in particular. I will move the Bill in the Dáil this week and I am urging all parties to support it.”

better access to higher education so as our people can improve their job prospects. These are the issues which impact on people of all ages and all backgrounds. In the coming weeks I will continue to engage with local groups and people so as we can together formulate the

policies which will bring about a difference and end the unfairness of the past. As co-founder of An Cosán as a centre of learning, leadership and enterprise operating in Tallaght for almost 30-years I know what can be achieved when we pull together. It is time to recapture

that spirit. This General Election has the potential to change Irish politics forever – it is an opportunity to deliver a new community based focus, where the needs of the people are the top priority. The culture of bonuses, golden circles old boys clubs has no place in that future.

As we begin this exciting period I want to thank all my supporters and Ann Louise for their advice and encouragement –

I also want to invite those who feel abandoned and ignored by politics to join us and together let’s bring about progressive change.”

ClonDalkin anD luCan See biGGeSt fallS in unemployment in Greater Dublin area

your free local newspaper

Figures from the CSO show that the number of people signing on the dole in the Clondalkin Social Welfare Office, which covers Clondalkin and Lucan, has seen the biggest fall of any social welfare office in the Greater Dublin area in the last year. The 17% drop in the numbers signing on is one of the biggest in the country, and shows that the economic and social recovery is taking hold Clondalkin and in Lucan. Robert Dowds said: "The numbers signing on in

the Clondalkin Social Welfare Office, which covers Lucan, have fallen from 8,237 to 6,819 in a year. That's a 17% fall in 12 months, and it really shows that the Government got the economic strategy right and has pulled the country back on its feet after the disaster which Fianna Fáil inflicted on us. Back in August 2011, there were 9,686 people signing on the dole in Clondalkin & Lucan, so we are making huge progress in getting it down to 6,800, but there is more to be done. We

now have 100,000 more people at work than when the Government came to office, and when you compare that to Fianna Fáil losing 250,000 jobs between 2007 and 2011, it really puts things in perspective." "We've seen a huge amount of investment in our area, with Microsoft, Google, Pfizer and other companies investing nearly €700 million in places such as Grange Castle in recent years. This investment creates a lot of jobs, and these companies simply

would not have invested in Ireland if they thought the Government had the country going in the wrong direction. It is a real endorsement of the Government's ability to keep the country on the right track in very difficult circumstances." What I really want to see now is the benefits of the recovery being spread more widely. I particular, I want to see USC cuts for those on low and middle incomes, but not for higher earners. While the Government has

gotten the public back in finances reasonable shape, we are still spending €7 billion more per year than we are taking in, so we have to be sensible about how much we can cut the USC by, and how much extra we can spend. But there is no doubt that the Government has gotten it right when it comes to jobs, finances and the economy. Clondalkin Lucan are and recovering and I want to see that recovery spread so that everyone feels it.

Labour TD Éamonn Maloney has urged eligible groups in Dublin South West to apply for a new €1 million funding scheme that has been announced for Home Carers. Tánaiste and Social Protection Minister Joan Burton announced her Department was providing the €1m support and training fund. The money, which

It is important that the Government supports their valuable work and I want to thank my colleague and party leader, Joan Burton, for giving this scheme the green light because it will ensure that Carers get much-needed support in the community. “The purpose of the

The Irish Wildlife Trust has teamed up with Lucan Tidy Towns to record the levels of biodiversity along a selected stretch of roadside in Lucan. This project is funded under the Local Agenda 21 Environmental Partnership Fund 2014 and South Dublin County Council. Lucan Tidy Towns along with the Irish Wildlife Trust have completed a survey of the roadsides in Lucan and have chosen the area directly opposite the entrance to Roselawn Estate, as their sample area. This roadside will be left uncut for the summer months in order for the group to study the biodiversity of the roadside and to develop biodiversity friendly management regimes. This project aims to educate community groups of the wildlife value of roadsides. Groups will learn basic flora and fauna identifications skills, complete surveys and develop roadside management plans. Roadsides in Ireland provide a vital refuge for biodiversity but are often undervalued and have varying levels of management which can have both negative and positive impacts on the level of biodiversity. This project aims to demonstrate that small local initiatives can make a big difference (for example, reverse the decline in pollinators), create local community ownership of roadsides, plan and manage the roadsides in a sustainable manner in partnership with South Dublin County Council and increase biodiversity in the area, which in turn benefits the quality of life of the whole community.

South Dublin County Council is proud to announce the latest element of the Villages Initiative – the Tallaght Signage Wayfinding project. The signage project is the next phase in a of recent number enhancements by South Dublin County Council to our villages and town centres. The County Town, Tallaght has been chosen to pilot the project and is the first area in South Dublin County to experience the introduction of the wayfinding signage and panels. The Wayfinding Signage pilot project features: Highly visual signs aimed at directing cyclists and pedestrians around the Tallaght area. Information and direction to the key heritage interest points in the Tallaght Village area. Information on the main services and

points of interest within a 5-7 minutes walking radius of each map. Main panels will include a QR code feature that links to provides heritage information as developed by South Dublin Library Services. Six map panels at key points in Tallaght Village and Town Centre and a series of finger post signs in the area. As further trails and walks are developed additional map panels will be added to encourage people to explore the other amenities in the area such as Tymon Park, Sean Walsh Park and the Dodder Linear Park. Mayor Fintan Warfield added “the vision of the project is for South Dublin County’s villages and town centres to become more open and accessible, facilitating walking and cycling, increasing footfall and encouraging social and community encounters and interaction in festivals and performances.”

Fine Gael Senator Catherine Noone has said it is time for Ireland to consider following the lead of the United States when it comes to its treatment of trans fats. The Food and Drug Administration (FDA) announced that it intends to phase out the use of trans fats in foods in the United States, by ensuring that only those who apply for an exceptional use permit will be able to add them to foods.

“It makes sense, given Ireland is increasingly exporting value-added food products, to ensure that we are in line with the U.S. from an export point of view. Similarly, in terms of healthy eating, it would also make complete sense to look at trying to phase out the usage of trans fats here and also labelling them explicitly on food packaging, as they have done in the U.S. for a number of years. “There are a wide

variety of health complications arising from a high level of trans fats in diets. These include higher incidences of obesity and heart disease. I think we need to start getting information out to the public in relation to trans fats. “Last year, a number of European countries placed substantial limits on trans fats – Denmark, Austria, Hungary, Switzerland and Norway – and these limits have seen

substantive successes. According to one World Health Organisation report on the matter, there has been a substantial decrease in the intake of trans fats among all age groups in Denmark, for instance, and it is now one tenth of the level it was before the restrictions came into effect. I believe Ireland should now look to follow suit. It is a sensible policy from a health point of view and from an export point of view.”

Calls for Education Minister to introduce transition year CPR module

The Fianna Fáil Spokesperson on Dublin Senator Darragh O’Brien has called for the introduction of mandatory CPR training in schools. Speaking in the Seanad last week, Senator O’Brien called on the Education Minister Jan O’Sullivan to introduce a CPR and defibrillator module as part of the transition year programme.

The Dublin Senator explained, “Every year in Ireland there are between 5,000 and 6,000 cardiac arrests. Survival rates following cardiac arrest are

directly related to the time it takes before resuscitation or defibrillation. If a defibrillator is used within 5 minutes of a person going into cardiac arrest, survival rates jump by 50%.

“It stands to reason that the more people trained CPR and the use of defibrillators, the more lives will be saved in the case of emergencies. The news recently that the wife of broadcasting star Michael Lyster saved his life because she was trained in CPR shows just how vital these skills can be.

to aDvertiSe in any of our publiCationS

tel: 01 451 3822

“Transition year is a time for learning new skills, and it provides the perfect opportunity to comprehensively train teenagers in CPR and defibrillator use within a school setting. They would then carry those life-saving skills throughout their lives, enabling them to make a real difference in the case of emergencies.

“This must come hand in hand with the wider availability of defibrillators for use by members of the public the case of in emergencies. At the moment there is no coherent and consistent on the strategy availability of defibrillators in sports clubs, schools, workplaces and public areas. Given that defibrillators are now more affordable than ever before, they

should be far more widely available. I am urging the Government to establish a strategy to boost the availability of this life saving equipment in the places that need it most.

“Unfortunately we’ve heard of far too many incidents of people collapsing at sports games, at home or in public places and emergency services do not reach them on time. If far more of the population had CPR training and if there was greater availability of defibrillators in public places, there is no doubt that lives would be saved. I am calling on Minister O’Sullivan to take the lead on this and ensure that young people are armed with life-saving skills and have the confidence to use them.”

ESRI report shows we must do more to incentivise and support parents to work

Fine Gael TD Catherine Byrne, has said that work is the best way out of welfare and that while the ESRI report confirms this, it also highlights that we must do more to incentivise and support parents to work.

work benefits and I’m glad to see the ESRI report validates our approach in this regard with its comments about the Back to Work Family Dividend payment for example. The report says that the ‘The Back to Work Family Dividend significantly improves the financial incentive to work for currently unemployed jobseekers with children.’ This shows the value of these schemes designed to support people

taking up work and I want to see the Government develop further the system of in-work benefits in the coming months in order to make work pay for vulnerable parents.

“This Government is encouraging and supporting people to make the move from welfare to work in a range of ways and today’s ESRI report only reaffirms my belief that

this is the right course of action. The ESRI finds that six out of ten people would actually double their income if they moved from the Jobseekers’ Allowance to a job. Eight out of ten could earn at least 40% more by finding employment. “The report also notes however that welfare recipients with children have less of an incentive to work. The has Government already begun to address this with in-

“Absolutely no good can come from families being trapped in welfare dependence down through the generations. We simply cannot allow our recovering economy to bypass thousands of families who are locked

into jobless households. Jobless households with children tend to lead to more jobless households in the future, in a cycle of intergenerational poverty. It would be irresponsible of any Government to encourage such a situation. We must continue to incentivise people back into the workplace and support them in making a better life for themselves and their children. ”

The Government has this week published a national strategy to reduce exposure to lead in drinking water. The Strategy will map the scale of the problem and provide measures to reduce any possible risks to the people’s health posed by lead in drinking water. It has been

prepared by the Department of the Environment, with the Department of Health, Irish Water, the HSE and the EPA. A grants scheme will be announced shortly and householders will be able to avail of it later this year where they wish to replace lead piping. Where a

householder opts to replace any lead pipes, Irish Water will replace any corresponding lead pipes on the public side of the property. Following work done by Irish Water around the country, Labour Deputy Eamonn Maloney stated "It’s become obvious that for houses built thirty to forty years

ago, there is a risk that there may be some lead in the water supply. “In a lot of cases, people have renovated their houses, and may have thereby got rid of lead in their houses. If people think they have lead pipes, the advice from the HSE and the EPA is to have their drinking water tested.

"I want to thank my colleague, Environment Minister Alan Kelly, for taking decisive action and leadership on this issue. As part of the strategy, he also announced a grants scheme for low-income households, to help fund the cost of replacing lead pipes in homes.

home SeCurity – Don’t Wake up to the SounD of breakinG GlaSS

10

I doubt if there is a reader who during the past few months has not heard of someone in their area that has been burgled where entry was gained by breaking glass in a door or window. A recent and dramatic increase in the number of callers to this office reporting such incidents demonstrates that these attacks are on the increase in most parts of Dublin.

Meanwhile, the main Irish door manufacturers continue to inform us that double and triple glazing in doors and windows provides adequate security. The simple fact is that this is not true. The best advice I can give to those of you currently considering replacing front or rear doors is to make sure that the glass used in your new doors is laminated glass. For many many years we have used laminated glass in the windscreens of our cars to prevent, in the event of an accident, the glass from ‘fallingin’ on occupants. Yet, isn’t it quite amazing that ‘the penny has not dropped’ for our building designers, architects and engineers who have yet to recognise the benefits arising from this technology and as a result fail to promote the use of laminated glass in our homes to provide the type of security needed to counteract those intent on breaking-in to our homes?

your free local newspaper

By Ciarán O’Connell, Director, Burglarybusters

Zentry High-Security Film

The above demonstrates that the lack of built-in protection of glass in Irish homes is adding to the anxieties of many thousands of Irish residents. The good news is that a major and proven innovation now enables the reinforcement of glass in existing doors and windows. The solution is called Zentry High-Security Film for Windows and Doors.

The main function of the security film is to hold the glass intact when subjected to attack. Because the adhesive film holds the glass together, a stronger barrier is created, slowing down criminals to the point where they may choose to flee for an easier target. Zentry High-Security Film transforms the glass in your window or door from your weakest link to a source of strength, helping to protect your home and your family from break-in.

Beware of Imitations

The Zentry High-Security Film is made specifically for security purposes and should not be confused with any type of safety, solar or tinted car window films that are available. Homeowners need to be aware that there are many unscrupulous companies already operating within the Dublin area who are more than willing to pass off these cheaper film types as security film. Most important of all, homeowners need to understand that while these inferior films may in fact help to provide initial resistance they will often not possess the degree of strength necessary to prevent an aggressive attack. Importance of Installation & Ten Year Warranty

Zentry film being cut to size on site.

Zentry High-Security Film is made from clear, tear-resistant film. This security film which is unaffected by UV light consists of a translucent polyester material of 150 micron thickness, while a unique multilayered manufacturing process (the only one of its type) delivers superior security performance over standard polyester films. The final product contains the necessary strength required to act as a strong barrier against aggressive attack, yet still maintains optical clarity. Once in position the glass can be cleaned as normal. Zentry Residential Security Door containing 14mm thick laminated security glass.

The truth is that the Irish door industry is driven mainly by manufacturers who have little interest in providing proper security for the homeowner and use many tactics to hide from serious manufacturing limitations and so cannot and will not supply doors containing laminated glass! However, one such door that does contain laminated glass is the Zentry Residential Security Door and should you require further information please contact me at address below.

Zentry film applied to glass on large French Patio Door.

Applying Zentry High-Security Film to kitchen roof.

The Zentry High-Security Film holds the glass intact.

While security shutters, window grilles or security bars on the inside of windows may often be considered as aesthetically displeasing the Zentry High-Security Film acts as a virtually invisible barrier and is therefore an ideal product for those needing additional security while not wishing to affect the visual appearance within the home.

This type of application is not for the DIY enthusiast as operatives need to be highly skilled. The film is installed by fully trained installers using sophisticated equipment while all materials are cut to size on site. See above photo. The product also comes with a ten-year warranty.

Councillor David Costello has called on the Government to implement a high profile public information campaign on elder abuse, after a new report revealed that the number of elder abuse cases in Ireland has reached record levels. According to the 7th Review of Elder Abuse

▪ New report reveals elder abuse cases reached record levels in 2014 ▪ Strict measures needed to identify abuse cases at earlier stage

Services, there were a total of 2,592 referrals made to the elder abuse service in 2014. That’s an increase of 5% on referrals from 2013. This represents the largest number of referrals received in any year since the service was established. Of these, psychological abuse was the most

frequently reported form of abuse at 29%, followed by financial abuse (21%), selfneglect (21%), neglect (15%) and physical abuse (12%). Fianna Fail Councillor David Costello has called for the full implementation of recommendations on tackling elder abuse. “It is unbelievable that

in this day and age we are seeing an increase in elder abuse cases. The most shocking news is that adult children were involved in almost half of all abuse cases. Strict measures need to be put in place to identify elder abuse at an earlier stage and enable early intervention,” Cllr Costello said.

“According to these new figures, elder abuse cases are between three-and-ahalf and four times greater in the over 80s when compared to the 65-79 age group. As a society it is our responsibility to protect vulnerable older people from such a horrific ordeal. I am calling on the Government to

immediately implement the recommendations contained in a report on elder abuse which was published last year (Safeguarding Vulnerable Persons at Risk of Abuse) “I would encourage anyone who is aware of possible cases of elder abuse in their community to contact the HSE Information

the legal column

Line on 1850 241850, their GP, public health nurse or any healthcare worker. I am also calling on the Government and the HSE to run a high profile campaign to raise awareness of this issue and make people aware of the avenues that are open to victims and others when it comes to reporting abuse.”

by Romaine Scally

Romaine Scally is the principal in the firm of ROMAINE SCALLY AND COMPANY SOLICITORS Main Street Tallaght, Dublin 24 TEL 4599506 A. In short, the answer to this is no. The outcome has not redefined what marriage is. It will clearly now result in a redefinition of the view as to who can marry. It will allow people of the opposite sex and the same sex to marry. That is the only difference. The same constitutional protections in relation to the family will apply. A married couple of the same sex will have precisely the same constitutional status of a married couple of the opposite sex.

In this edition of the paper, Romaine Scally Solicitor, of Romaine Scally & Company, Solicitors, Main Street, Tallaght, Dublin 24, Telephone 014599506 email legal@scally.ie answers questions relating to the recent Referendum on same sex marriage. Q. Now that the Referendum has been passed in relation to same sex marriage, what changes have been made to our understanding of the word marriage?

A. The only difference since the successful passing of the Referendum is that two people of the same sex can now enter into a marriage which will be recognised by the State in the same way as two people of the opposite sex have previously been entitled to do. The legislation enacting the results of the Referendum has not yet been passed but the end result will be changes to the current legislation to ensure that same sex couples can marry and have the same constitutional status as married persons of the opposite sex. Q. Has the Yes vote redefined marriage?

Q. What do you see as the key difference between Civil Partnership and Marriage?

A. The main difference is that a married couple enjoy constitutional as well as legal protection. A Civil Partnership couple enjoy legal protection only. Legal protection can be taken away, amended or reduced by an Act of the Oireacthas. Constitutional protection can only be taken away by a vote of the people. That is the essential legal difference between the two. There are some other smaller differences but the essential one is as outlined above. It effectively is the recognition by the Constitution of the equal status of same sex marriages.

Q. The Constitution gives a special protection to the family. What does this mean?

A. The family, under the Constitution, is given special status and certain rights. It is described in great detail in Article 41. The particular and practical application of those rights is something that is more difficult to define and has been defined in various Court cases. Essentially what it means is that a married couple cannot be treated less well than an unmarried couple. This has applied in the past in certain cases in

FAX 4599510 email: legal@scally.ie

relation to Taxation, Social Welfare and the like. A married couple have a legal status that cannot be dis-improved vis-à-vis an unmarried couple.

Q. What will happen now to Civil Partnership since the Referendum has passed? Will people still be allowed to avail of it?

A. They could be but the Government have indicated that they are going to bring in an Act to stop any further Civil Partnerships being created. Existing Civil Partners will have the same rights as they have today and they may marry of course if they wish but no new Civil Partnerships will be created.

Q. If the Referendum is passed, will there be any change in the status of opposite sex marriages?

A. The simple answer to this question is no. There will be no change whatsoever to the constitutional/ legal status of opposite sex marriage.

Q. Would single sex couples be entitled to marry in a church and have the ceremony carried out by a priest?

A. There is no obligation upon a priest to perform the solemnising function at any marriage. He can chose not to do so if the couple are not qualified to marry, as far as he is concerned, or for any good reason. At the moment, a priest can refuse to solemnise a couple, one of whom is Divorced for example or even one who refuses to attend a pre-marriage course. It is the civil aspect of the ceremony which will relate to the legal and constitutional rights of the married couple and the question as to whether or not a same sex couple wish to have the

marriage solemnised in a church ceremony, will be a matter for themselves to discuss with their local church.

Q. Will same sex couples now have a right to adopt children?

A. First of all, nobody has a right to adopt a child. People have a right to apply to adopt children and this is very different. The Law has long since said that the following people have a right to apply to adopt, namely, a) married couples and b) individuals, irrespective as to their sexual orientation. That has been the case for a number of years. Recently, the Government has introduced an Act whereby same sex couples can also, as a couple, apply for adoption. Clearly, if a same sex couple is also a married couple, they would have the same right to apply for adoption but they would have that right anyway before they got married. So, there is no right to adopt and any adoption must be in the best interest of the child. This has been a legal requirement for a long time but it is also a constitutional requirement since the Children’s Referendum.

Q. Has this Referendum result got anything to do with adoption or surrogacy?

A. This Referendum was all about marriage, who may marry and who may not marry. Surrogacy is not regulated by the Constitution at all. There is no proposal that it shall be regulated by the Constitution. It is also not at the moment regulated by Law. It is intended to be regulated by Law in the future and that regulation will apply irrespective as to the result of this Referendum. Adoption is regulated by Law. Adoption is available to married persons, single persons and same sex couples since the result of the Referendum.

over 50% of inheritanCe tax paiD in Dublin

Fine Gael MEP for Dublin, Brian Hayes has said that the Government needs to take a fresh look at the clear anti Dublin bias that exists when it comes to inheritance tax. Mr Hayes made his comments following figures he obtained which show that over 50% of inheritance tax is paid from the Dublin area.

"The issue of inheritance tax is something that needs to be addressed in the next budget. As property prices recover in the capital families are being left with a shocking tax bill. "Currently, inheritance tax kicks in on any amount above the threshold of €225,000 at a rate of 33%. Seven years ago the rate was 20% and the threshold was double. "When this threshold was reduced, there was little expectation that

property prices would have recovered so dramatically. It is a clear unintended consequence. Sons and daughters, now have to pay a large amount of tax on relatively small estates from their parents. This is especially unfair to people living in Dublin. Irish inheritance tax is now one of the highest in the OECD. "I think the current rate is especially unfair on those living in Dublin. Last year €168 million was collected in inheritance tax in Dublin which accounted for 51% of the total inheritance tax collected in the country.

"The government needs to review this issue. While it may be difficult to resolve this in one budget, putting in place a fairer tax inheritance regime, can be obtained over a number of budgets.”

In advance of the CAO change of mind deadline on 1st July, the Minister for Skills, Research and Innovation, Damien English TD, encouraged students to consider a career in technology. Vacancies in the sector have increased by 89% since the start of 2011. Commenting ahead of the deadline, the Minister said: “There are currently over 6,000 job vacancies in the ICT sector alone and salaries have gone up by 15% since 2011. Over 44,000 job vacancies are forecasted for graduates with technology skills over the next three years. These vacancies will arise in the ICT sector and

in the wider economy, and there are many different types of roles to suit different interests and talents. “Technology is here to stay in our lives, and to meet the demand for ICT skills, higher education institutions around the country are offering a range of ICT courses. It’s a win-win for industry and students. “So what I’m saying to students is: don’t rule it out until you check out the courses and careers on offer. Anyone not applying through the CAO process can consider courses on offer through Springboard+.” Over 3,500 free ICT course places are also on offer via Springboard+, with part-time

and full-time conversion options. See www.springboardcourses.ie to view courses and apply. A survey of Springboard+ ICT conversion graduates nationally recorded that 87% of respondents secured employment in the industry over the past 18 months.

Irish Water Safety is appealing to teachers in our 3,500 primary schools to give the 500,000 children the vital information they need before the summer holidays. People drown silently, quickly and sometimes in only inches of water. They can drown beside others who are completely unaware. Children are particularly at risk and need constant supervision near water. National Water Safety Awareness Week is part of Irish Water Safety's public appeal to enjoy the water while keeping yourself and your family safe by taking advice from Irish Water Safety's website www.iws.ie. In addition, Irish Water Safety (IWS) is appealing to parents to enroll their children in one of its classes being run by

IWS Volunteers at open water venues nationwide. Further details are also available at www.iws.ie. Children are naturally curious about water therefore parents should check if their local primary school has yet introduced Irish Water Safety's Primary Aquatics Water Safety (PAWS) programme which is a component of the primary school curriculum that teaches children how to stay safe around water. Much of the programme is easily delivered as it is classroom based yet many primary schools have yet to deliver this training. Advice to keep children safe from drowning: Swim with others, never alone. Avoid swimming in unfamiliar places.

Don't swim when you're hot or tired. Don't swim out after anything drifting. Stay in the water for short periods. Swim in daylight not in darkness. Swim parallel and close to the shore. Pay attention to signs on the beach. Don't be a bully to others in water. Learn to use equipment before trying it out. Never use inflatable toys in open water Swim in view of Lifeguards and heed their advice. Wear a Lifejacket with crotch strap when boating or fishing from shore. Care for your tan

there's no denying that most people look healthier and more attractive with a sun kissed glow. unfortunately, our pasty irish genetics combined with our dull and dreary weather makes it very difficult. luckily, researchers have found a way to help you tan from the inside out - with the help of natural beta-carotene.

Hate looking pasty but not keen on the idea of streaks or sun damage? There's an easier way of getting a sun kissed glow. Beta-carotene comes from the family of carotenoids. It is a potent antioxidant which is crucial for healthy skin.

This antioxidant serves as a sun barrier in fruits and vegetables and it provides a similar effect on human skin. Carotenoids have been shown to stimulate the production of melanin, which is the pigment responsible for giving skin it's colour. The more melanin in the skin the darker the tan.

Beta-carotene can help to darken your skin in a natural way. Not only does it add a healthy glow to your skin but it also helps you maintain a tan so it doesn’t start to peel or fade away as fast.

Beta-carotene is also a provitamin, as it can be converted to vitamin A. Many people make the mistake of thinking beta-carotene and vitamin A are the same thing. Vitamin A is stored in the liver and is therefore carries a risk of

all about that baSe (tan!)

toxicity. Beta-Carotene is only converted to vitamin A when the body is in need. The more deficient you are in vitamin A, the more beta-carotene that will get converted.

CapSuleS or CarrotS?

So where can we get beta-carotene from? The hint is in the name. One of the best sources of beta-carotene is carrots. The pigment is also the reason for the bold and beautiful colours in: butternut squash, peppers, apricots, sweet potatoes and cantaloupe melon. Betacarotene is a fat soluble nutrient so

oh Glow on!

Researchers have found that taking a beta carotene supplements can increase the moisture content of skin and make it appear more radiant. A recent study asked a group of people to evaluate photos of tans induced by sunbathing or by means of an increased carotenoid intake. The majority of them rated the carotenoid-induced tan as “more attractive due to their glowing skin tones. proteCt the Skin you're in Beta-Carotene has been shown to enhance the body's immune response to UV rays. It can help shield cells from free radicals that are generated in the skin in

response to sunlight. In addition, betacarotene stimulates the production of melanin which is not only responsible for darkening the skin but also for protecting the deeper layers from damage.

It can also boost the effectiveness of sunscreen. In a recent study, ten weeks of daily beta-carotene supplementation reduced sunburn and provided an SPF of 4.The internal sunscreen protection afforded by this potent pigment is caused by beta-carotene's ability to quell oxygen damage triggered by UV rays. To boost sun protection, a beta-carotene supplement coupled with a natural sunscreen may be the way to go.

eating something like an apricot (which has minimal fat) will result in poor absorption. It's also very sensitive to light and oxygen so the longer you wait before consuming produce, the less of this vital nutrient it will contain. Here's where a good quality supplement can have an advantage. By dissolving the beta-carotene in an oil it means higher bio-availibility and by using dark coloured gelatin capsules it protects the delicate nutrient from oxidative damage. Several studies show that carotenoids suspended in oil are more efficiently absorbed than those in water or food.

SuSpenDeD Cent-enCe?

one anD tWo CentS to be ShelveD in national trial

The Government will consider a trial abolition of one and two cent coins, which will see prices rounded to the nearest five-cent unit. This development came following Senator Catherine Noone’s call for this scheme to be expanded nationally.

“This announcement comes after my call for the recent Wexford trial to scrap one and two cent coins to be expanded nationally, and I am glad to see this is being considered. It’s clear at this stage that people just are not using one and two cent coins, most of them are hoarded and go out of circulation quicker than we can mint them. One cent coins cost more to make than they are actually worth. “If the Cabinet agrees on the move, we are going to see this trial expanded to a national basis, I understand. I

also believe that one and two cent coins will still be legal tender for the duration of this trial, and the system will work on a purely voluntary basis. I am confident that, like with the Wexford trial, where 85% of consumers expressed this satisfaction, national trial will also be a success.

“If the Cabinet agrees on this change, the Central Bank will have responsibility, and I would hope will give us clarity in terms of the timeline of this project. I am also interested to know if one and two cent coins will continue to be minted throughout this time. It would be good to realise savings from this project as soon as possible, so the sooner minting stops, the better, as it costs almost two cents to mint each one cent coin.”
