Dublin South West Sinn Féin TD, Seán Crowe, said that the publication of the updated live register figures, which indicate an increase in long-term unemployment and a rise in part-time and casual workers, was a stark reminder of the crisis that Ireland and rest of Europe are facing.

Crowe was speaking after attending the publication and launch of a report on youth unemployment by his

party colleague Senator Kathryn Reilly

Deputy Seán Crowe said: “While the reduction of 2,500 on the live register is to be welcomed, it must be viewed in the context of continuing high emigration particularly in the under 25 years of age category.

“The live register figures also show an increase in part-time and casual workers and the continued increase in long term unemployment which is

worrying and reflects the pattern of previous figures.

“The national picture does not reflect the jobs situations in communities across the state with some estates having an unemployment rate of over 40%.

“The fact is that the unemployment rate has not reduced by even 1% since this government came to power, despite record emigration levels.

“It is clear, even to the most naïve observer,

that the policies of this are government undermining the domestic economy and stunting economic growth. Only last week we heard of over 2,000 potential job losses in Hewlett Packard and Ulster Bank.

“It is our citizens who are paying the cost for the continued failure of government policy and Australia and other nations that are benefiting from the educated labour of our young people.

The summit has been widely criticised by youth advocacy groups and trade unions as an election stunt.

crowe welcomes proposals to cut scHool costs

Sinn Féin TD Seán Crowe has welcomed a report that is before the Oireachtas Education Committee that calls on schools to stop forcing students to wear expensive crested uniforms.

This is a measure Deputy Crowe has been supportive of along with other measures to reduce the costs of sending kids to school.

Deputy Crowe said; “A 2011 survey of 1,000 people by the Irish League of Credit Unions (ILCU) found that on average, €400 will be spent annually on each individual child attending school. A significant percentage of the sum is spent on school uniforms.

“That is why I am welcoming this proposal from Labour’s Aodháin Ó Riordáin and I congratulate him for producing his report.

“I believe relatively straightforward, sensible measures including standardising the design and colours of uniforms and providing an option for parents to sew on school crests would allow families the opportunity to shop around for better deals and not be forced to rely on a select number of retailers who can charge outrageous prices for uniforms.

“The days of parents being ripped off by a racket that inflates the price of a simple crest on a school uniform need to be ended and relegated to the past. These recommendations need actions by the Minister for Education and school boards. Hard pressed parents could do with at least some good news before pupils return to school in September.”

Cllr. Trevor gilligan PC, has expressed outrage at the announcement that the Clondalkin Motor Tax Office will be closed on Mondays. that gilligan said “Clondalkin Motor tax

office is to close every Monday indefinitely in order to concentrate on the back log of postal applications received.

The result will mean an even bigger backlog. I foresee at least a 20%

increase in postal applications as well as applications handed in personally. Will we be told in the near future that the tax office is closing on a Friday as well? They may very well close up shop totally and only accept only postal applications. I was outside the office this morning, there were about 50-60 people in the queue. There is definitely a need to keep this office open on Mondays.”

summer reaDing programme launcHeD

Minister for The Education and Skills, Ruairí Quinn T.D., has launched this year’s Summer Reading Programme at Rathmines Library in Dublin.

The Programme runs in public libraries every July and August and is a hugely popular and successful reading event for children of all ages and abilities.

It is designed to encourage children to read six or more books over the summer.

Children get to pick their own books, keep a record of their progress and those who meet the challenge receive a

certificate at the end of the summer.

It is primarily targeted at children in primary school but local libraries and mobile libraries are encouraging children and young adults of all ages and abilities to join.

Launching the Programme, Minister Quinn said: “Libraries and librarians are a hugely important resource in supporting children's literacy.

jobsplus FunDs to entice employers to Hire

The launch of the new JobsPlus programme by Minister Burton represents a hugely positive step by the government in getting the long-term unemployed into work, according to Eamonn Maloney T.D. “I welcome this new initiative, which provides regular cash payments to employers who hire someone who

has been long-term and unemployed currently on the live register.

“Employers will be able to access up to €10,000 for each recruit, so this payment offsets the cost of taking on a new employee.

Measures like this are needed in the current economic conditions, in which employers may be reluctant to take on

new employees.

“I have working with Minister Burton and my colleagues to find new and imaginative ways to address the problem of long-term unemployment, and this is just one of several measures the government has adopted to create incentives for employers to hire in what is a challenging

business environment.

“It will be brought forward in conjunction with the Action Plan for Jobs, which targets support for growing industries, and the Strategic Investment Fund, which provides funds from the national Pension Reserve Fund to invest in sectors that have greatest commercial and employment potential.”

lucan Hedgehogs special olympics club benefits from Henkel ireland’s “make an impact on tomorrow” programme

An art exhibition that shows superheroes are all around us hits the Mill Shopping Centre on July 20th

The exhibition is part of this year’s unique Summer Projects run by the Arts Programme with Clondalkin and Ronanstown youth Services which saw the youth Services’ teenage Junior Leaders teaching art-making skills to children ages 6 – 14.

Jane Fogarty Artist facilitated the programme and designed its theme: ‘We are all Superheroes’.

15 young facilitators ages 13 – 18yrs worked with 320 children ages 6 – 14 over a 4 week programme in 8 different community centres throughout the Clondalkin area, including neilstown / Rowlagh; Clondalkin Village; Sruleen; Quarryvale; Deansrath; Knockmitten, Balgaddy; and Bawnogue.

Victoria Durrer, youth Arts Coordinator of South Dublin County Council, explained the programme’s rationale: “The Junior Leaders programme run by

Clondalkin and Ronanstown youth Services provides young people an opportunity to realise their potential as community leaders. nOISE Dublin, the dedicated youth Arts Programme of South Dublin County Council Arts Office strives to provide opportunities for young people to take part and progress towards careers in the arts. The workshops designed by Jane Fogarty were a perfect fit really.

With teens teaching younger children how to create artworks around the theme of superheroes, we realise that the real superheroes are within us, in our own communities.”

The programme provides the Junior Leaders with an introduction into a potential career as an artist. The nOISE Dublin programme provides further pathways through its online presence.

from professional artists on different careers across the arts, including film, product design, video game design, animation, theatre, dance and more.

An important aspect of the Summer Project programme has been the opportunity for children to take part in arts. youth Arts the Development Worker, Marie Scanlan stated:

“We’re absolutely thrilled that the Mill Shopping Centre came on board to host an exhibition of the children’s artwork. It’s so important that children and young people have an opportunity to celebrate and share their accomplishments from a programme like this with friends, family and local community.”

The exhibition will be held in the Mill Shopping Centre on Saturday, July 20th from 11am – 4pm with face painting and fun activities.

Lucan Hedgehogs Special Olympics Club, in response to Henkel Ireland’s ‘Make an on Tomorrow’ Impact (‘MIT’) programme, has purchased a new storage container for their bocce and basketball equipment.

Henkel, the company behind many well-known brands such as Pritt, Sellotape, Unibond, Loctite, Right guard and Schwarzkopf is located in Tallaght and Ballyfermot. It encourages its employees to take part in its ‘Make an Impact on Tomorrow’ (MIT) employee engagement initiative, which enables them to perform volunteer activities in their free time, for the benefit of local community and children’s

projects. In this case, local Henkel employee, Brendan Kneafsey, successfully applied for funding on behalf of the Lucan Hedgehogs Special Olympics Club.

Lucan Hedgehogs Special Olympics Club offers different sports options to members, bocce, basketball – the 5 a side team event and also basketball individual skill. Henkel’s funding will be used to provide storage space for the bocce and basketball equipment in the form of a container. Lucan Hedgedogs Special Olympics Club received a donation from the Henkel ‘Make an Impact on Tomorrow’ (‘MIT’) programme and is now

purchasing a new storage container.

The result of the funding from Henkel is significant as each of the sports training sessions are at different locations; this is mainly due to the fact that the bocce equipment requires significant storage space.

Brendan said, “Ideally the club would like to contain all their activities within one venue. With this sponsorship and funding from Henkel this is now a possibility as the storage facility offers a solution to our problems here at Lucan Hedghogs Special Olympics Club.”

Although the details of the new Insolvency Service of Ireland (I.S.I.) were first published in January 2012, some 18 months on, the service has yet to start functioning. now however, it is anticipated that it should be up and running with the first Agreements in place by the Autumn. no one is sure how many people will avail of this service but, it is a widely known fact that more than 90,000 people are in long time arrears with their mortgage and many more are burdened with unsecured debts they are struggling to pay.

It seems likely therefore that many people will make contact with the service over the coming years. The question arises however as to how this is going to help people in debt.

It is important to look at the different type of insolvency arrangements.

A car is also allowed to be kept by the debtor once it is not valued at more than €2,000.00 while, reasonably necessary household equipment and tools WITH A COMBINED vALUE OF NO MORE THAN €6,000.00 WILL ALSO BE PERMITTED TO BE RETAINED BY THE DEBTOR.

In addition, the debtor must not have incurred more than 25% of their debt during the past 6 months and cannot be the subject of a DEBT SETTLEMENT ARRANGEMENT (DSA) or PERSONAL INSOLvENCY ARRANGEMENT (PIA) now or within the past 5 years. This is to prevent people hurriedly running up debt

in order to avail of this service.

People seeking a Debt Relief notice (DRn) will have to use MABS to apply to the Insolvency Service of Ireland for a DEBT RELIEF NOTICE. If they meet the strict criteria and are granted one, they will have to enter a three year suspension period, after which the debt is completely written off. If their circumstances change during this supervision period (three years) and their net monthly income increases by €400.00 or more, or if they get a gift of €500.00 or more, they must give half of this to the ISI (Insolvency Service of Ireland).

People who are granted a DRn have their details placed on an Electronic Public Register of Debt Relief Notices which will remain in place for a three year supervision period that follows the issue of the notice. If a person with a DRn goes looking for fresh credit of more than €650.00 during the process, they must inform the creditor that they are a specified debtor.

by Romaine Scally PRACTITIONER (PIP) will allow people to restructure their debt. This process can only be done with a PIP, a Debt specialist who will inspect the finances of people coming into the Debt Relief Systems and mediate between Debtors and Creditors.

Typically, PIPS will be accountants or Legal Professionals who have passed exams approved by the ISI and a list of PIPS will shortly be available on the ISI website, isi.gov.ie.

Under a DRN, people entering this process will have to pay some of the unsecured debt and the amount will be worked out on a case by case basis. In one example outlined by the ISI, a debtor has assets of €10,000.00, including a car, tools and a piece of jewellery worth over €2,000.00.

The debtor owes €80,000.00 in unsecured debt through three different parties.

They have a net income of €3,000.00 per month and a child. They are given SET HOUSEHOLD COSTS of €1,272.00 which does not include the €700.00 they pay in rent and €500.00 in childcare costs. When the set costs, rent and childcare are added up and deducted from their net income, they have €528 left with which to repay their debts. This is divided among their creditors and then, after 5 years, they are debt free. In this circumstance, they will have repaid €30,180.0 of their €80,000.00 debt. This works out at 38% once the Insolvency Arrangement is concluded. After that, they are clear of all outstanding liabilities which are written off and they can start again.

A certificate issued by the Court, offers those in the process and their assets, protection from legal proceedings by Creditors while they are applying for a DSA. This Protective Certificate will remain in force for 70 days but it may be extended. Once the certificate is issued, a DSA is put together by the PIP, agreed by the Debtor, approved by a qualified majority of the debtors creditors, voting at a creditors meeting, processed by the ISI and approved by the Court. If all this is done and the five years pass, then all the remaining debt is written off and the debtor can start again debt free.
