Dublin Southwest Sinn Féin TD Seán Crowe has expressed concerns that a proposed cut in working hours affecting the National Ambulance Service will result in a reduction or a lack of coverage for areas like Tallaght from September onwards. The Tallaght based Deputy is concerned that proposals to reduce working week hours will inevitably result diectly in a lack of coverage, impact on response times and the overal quality of service delivered.

Deputy Seán Crowe said that “I am extremely concerned at reports that a reduction of the working week from 40 hours to 39 hours will result in the loss of Ambulance existing coverage in areas like Tallaght. Shift changes on Mondays between the hours of 7am and 7pm are proposed for the Tallaght Station. If this proposal gets the go ahead, this will leave only one Ambulance operating out of the Belgard Road, Tallaght, on that day where normally a

second Ambulance Service is available.

"Similar proposed cuts to other Stations may also impact on the likes of Tallaght and stretch out even more a greatly reduced service throughout the Dublin region.

"This proposal will inevitably lead to longer response times for medical emergencies and impact on the quality of the service. “The reduction or loss

of the Ambulance Service will likely endanger lives in a large urban area that is already lacking in essential emergency cover and also place additional pressure on the remaining crews who will still be expected to cover an wider even geographical area in response to emergency calls "These cuts to frontline services are happening supposedly to save

15 year battle for TASC pavilion given the go ahead

local Fine gael TD and Minister of State Brian Hayes has welcomed the confirmation he has received from South Dublin County Council that the TASC Pavilion on the limekiln side of

Tymon Park is to be built. Minister Hayes stated, “TASC is made up of a number of clubs including limekiln Rounders and greenpark FC. For

many years these clubs have been campaigning for the provision of a pavilion that would include changing facilities, showers, toilets, meeting rooms and kitchen facilities. In 2005 and 2006 TASC received a total of €700,000 in grant aid from the Department of Sports to develop such a facility but the legal requirements to obtain the grant were met with obstacles on every occasion. Minister Hayes continued, “I met with members of TASC a number of weeks ago and learned first hand the obstacles they were faced with. Following lengthy discussions between my own Department, the Chief Solicitor, State Department of Sport and South Dublin County Council I am delighted to say that these obstacles have now been overcome and a notice for

tendering for the work will be published next week.” Minister Hayes further stated, “South Dublin County Council have confirmed to me that they expect the groundwork to begin later this year with a view of completing the project by January/ February next year. I find it extremely shocking that €700,000 sat idle since 2006 when the clubs involved in TASC could have had these facilities. This is a great day for the local areas of greenhills, limekiln, Walkinstown and Manor estates and somewhat ironic that it occurs on the week of the Olympic team homecoming. Hayes Minister concluded, “I look forward to the opening of the new facility and I congratulate all those involved who have fought for many years to establish it.”

Deputy Lord Mayor of Dublin Clare Byrne and 20 young Irish trainees were on hand at the Mansion House in Dublin as the trainees got ready to set sail on a voyage of a lifetime on the last leg of The Tall Ships Races 2012. Over 50 Irish trainees flew to A Coruña in Northern Spain and will sail home on a 10 day voyage where they will cross the finishing line in Dublin and join over 40 Tall Ships for one of the biggest, free festivals of the summer from August 23rd - 26th. The trainees include a broad spectrum of 18-25 year olds who were nominated by organisations that work with young people such as NCBI (National Council for the Blind), Dublin Simon Community and Enable Ireland.

The union of Students in Ireland has warned Minister for that education & Skills Ruairi Quinn is creating a two-tiered education system with the introduction of a government-backed postgraduate loan scheme. The loan scheme, a partnership project between the government and Bank of Ireland, will only be available to students with a good credit history. This development is particularly worrying as the government financial scrapped assistance for postgraduate students late last year.

According to Bank of Ireland, the loan scheme will cover the full cost of course fees, less any grant received towards fees. It will be paid directly to the

Repayments will be interest-only for the period of study and an additional 3 months thereafter, at which point repayments will be capital and interest at 10.8% APR variable. state. Any students with a poor credit history, those who have the most acute need for a maintenance grant, will be denied a loan and thus denied the opoortunity to study at a postgraduate level. The Minister and his party, once ideologically aligned with those who see higher level education as a societal and economic good that should be accessible to all, are inviting private banks with profit-driven motives into our higher education system, they will where promote increasing student debt to unprecedented levels.

The Minister for Social Protection, Joan Burton T.D. pointed out that while self-employed workers are not insured against short-term benefits such as Illness and Jobseeker’s payments, they may build an entitlement to the State Pension (Contributory).

“The State Pension (Contributory), in particular, is a very valuable benefit. The current maximum rate of State Pension (Contributory) is €230.30 per week or almost €12,000 per year; this does not include the value of (means-tested) increases for qualified adults, or other additional benefits which recipients might also receive. The market cost of an inflation-linked annuity with €12,000 a year in initial benefits is in excess of €300,000.

Minister Burton also commented on the range of supports and initiatives available from the Department of Social Protection to encourage jobseekers into self- employment. “The Back to Work enterprise Allowance supports over 11,000 people in self-employment, while allowing them to retain a reducing proportion of their qualifying social welfare payment over two years.” The Department of Social Protection also administers the Short Term enterprise Allowance which replaces Jobseekers Benefit with a weekly payment of a similar amount for a maximum of either 9 or 12 months. There are currently over 1,100 people supported under this Scheme. People may also be able to retain certain secondary benefits such as the medical card and, in certain circumstances, grants can be made from the Technical Assistance and Training Fund to claimants who are establishing an enterprise.

Minister Burton concluded by saying: “The Department expects to spend over €141 million on these Schemes in 2012 and I would encourage jobseekers who are interested in pursuing the enterprise and self-employment option to contact one of the Department of Social Protection Facilitators at any Social Welfare local Office. Information about supports and PRSI for self-employed people is also available at www.welfare.ie.”

The Back to School Clothing and Footwear Allowance for the 2012/13 school year is still open for applications until the end of September, Fine gael Councillor Brian lawlor has reported. “The Back to School Clothing and Footwear Allowance (BTSCFA) helps families meet the cost of uniforms and footwear for children going to school. The scheme operates from June to September each year. The payment rates for the 2012 Back to School Clothing and Footwear Allowance scheme are €150 in respect of children aged 4 to 11 on 30th September 2012 and €250 for children aged 12 to 22 on 30th September 2012,” Councillor lawlor explained. “€63.7 million has been made available by the government this year for the Back to School Clothing and Footwear Allowance scheme. This allowance could prove a lifesaver for cash-strapped families,” he added. “Families who received the payment in the past may have received this year’s payment already. But if you think you might be eligible, applications are available in all social welfare local offices and online at www.welfare.ie. You can also request a form by texting FORM BTSCFA followed by your address to 51909. While applications are accepted up until the end of September, you are advised not to delay it may take several weeks to process an application,” the Councillor said.

Hayes welcomes confirmation of over €245k in funding for cdi

local Fine gael TD and Minister of State, Brian Hayes has welcomed the announcement of funding for CDI in Fettercairn. The funding will go towards three projects in 2012/13 under the Prevention and early Intervention Programme. The funding is being provided by the Department of Children

Minister Hayes stated, “I am delighted that CDI has received over €245K in Funding from the Dept of Children towards its Prevention and early Intervention Programme. I have met with the Management and Staff of CDI on many occasions. The work they do is extraordinary and the benefits to the community are very clear. I know that this funding will further benefit the entire community.”

Jobs in Clondalkin’s Mill Centre are at risk as businesses struggle with high rents. Sinn Féin Dublin Mid-West representative eoin Ó Broin has called on the government to ‘intervene as a matter of urgency to save both jobs and businesses.’ Sinn Féin has also learnt that the landlord liam Carroll and his agent Rothwaite refuse to renegotiate rents that were set at during the boom for long standing tenants new tenants are being offered lengthy rent holidays.

Ó Broin said that ‘A number of businesses operating in the Clondalikin Mill Centre are at risk of closure as a result of high rents. The rents, which in many cases were set during the height of the boom, as simply to high to allow traders to survive. The majority of traders are now in

arrears with their rent. The upward only rent clauses in tenants contracts are putting otherwise viable businesses and jobs at risk.

‘existing traders have approached Rothwaite, the agent acting on behalf of landlord liam Carroll, with sensible proposals to ‘park’ six months rent until economic conditions improve. Such a move would secure the long-term viability of their businesses, jobs and ultimately the Mill Centre itself. However so far the agents have rejected the trader’s proposals citing pressure from their bank lloyds as the excuse. ‘However Sinn Féin has learnt that new tenants to the Mill are being rent free offered periods of up to nine months as part of a deal to bring them into the

centre. Some of these are being deals negotiated with retail outlets that will be in direct competition with existing traders. This is not only unfair but may be in breach of competition law. ‘Clondalkin has a high level of unemployment which is now higher than when Fine gael and labour took office. The idea that viable businesses and jobs in

the area could be lost because of short term thinking by landlords and banks is unacceptable. There is an urgent need for government to intervene to ensure that lenders, landlords and traders are working together in the interests of the local economy and local employment. ‘I will be writing to the

Minister for enterprise Richard Bruton asking him to look into the matter and whether liam Carroll and Rothwaite are in breach of company law. I will also be writing to Dublin Mid-West’s four government TDs asking them to intervene directly with the Minister to save those jobs and businesses at the Mill Centre that are at risk.’

A Sunday Business Post survey showing the high price of "generic drugs" in this State is further compelling evidence that patients and Irish taxpayers are being ripped off. This is the view of Dublin South West Sinn Féin TD Seán Crowe who said the Health Service executive (HSe) was failing to secure a fair price from the Pharmaceutical Industry for drugs with some costing up to 12 times more from what is available through the North’s Health Service. Deputy Seán Crowe said that “It is outrageous that people in thiis State are paying up to 12 times more for generic drugs when compared to patients in the North's Health Service (NHS) . In a deal seemingly sanctioned by the Department of Health two years ago, generic drug manufacturers are allowed to charge the State up to 98 per cent of the price of the original branded medicine. This means Irish taxpayers are actually paying drug companies almost the same price for cheaper generic drugs as it pays for well known branded medicines.

“The Health Service executive (HSe) is failing to protect the interests of Irish citizens and by failing to negotiate a fair price from Pharmaceutical Companies and is making situation even worse by this

compliant government Agreement with that industry. Claims that the massive price differential is a result of specific packaging that is required for this State is an insult to people's intelligence.

We know that there is crisis after crisis in the roll out of services in Health and cost of drugs is playing a significant part in cost overuns. What is equally disturbing to Irish taxpayes is the fact that many of the actual drug products are made in Ireland and shipped abroad to be sold there signifcantly reduced cost to their respective Health ServIces under more favourable "sweetheart deals." "Sinn Féin has repeatedly raised this matter with the Irish Health Minister James Reilly who should be doing more to reduce costs by ensuring the greater use and availability of generic drugs. This Survey shows the situation is even worse than many suspected yet the government has taken little or no action, apart from the publication of a Bill which has yet to be enacted.

" Surely it is long overdue that Irish government representatives address the anomoly of drugs being produced in Ireland yet sold abroad cheaper than here to the Irish Health Service."

Success stories are few and far between these days. All the more then, to reason, celebrate a good one when we come across it. So how did a couple of barmen and a group of friends from a local pub become the crew that is now the single biggest non-corporate donor to Our lady’s Children’s Hospital, Crumlin? It all started when local Bar Manager Damien

long and senior barman Denis McCarthy were trying to come up with ideas to do something for the community in Clondalkin. Speaking to Damien long, he told us: ‘As well as the usual fun social things like music and pub quizzes, we wanted to do bigger, something better, something that would get people involved!’ They were also inspired by the amazing spinal

What the lads came up with was what later came to be called The laurels Charity Crew. getting together with some friends and local groups interested in cycling (there is a strong tradition of cycling in the Clondalkin area), it was decided to do a galway – Dublin cycle to raise funds for The Children’s Medical Research Foundation (CMRF), which is the fundraising body for the children’s hospital. ‘It made total sense’, says Denis McCarthy. ‘The children’s hospital is a national charity, but on a local level it means something to everybody. everyone was a kid, has a kid or is a kid. People really respond to it.’ The first cycle had a crew of 50 cyclists and some volunteers and support vehicles. Amazingly, in a recession, they raised

over €50,000 – there was so much goodwill around the event. Since then the cycle has gone from strength to strength (220 cyclists in 2012 and a fleet of support vehicles including stewards, paramedics and volunteers). It is the main fundraising event in what is now a diverse calendar of local fundraising activities. There is a 10km walk every September (register now for the 2012 one), there has

been a ‘static’ cycle in The Mill Centre, a bucket collection at a Shamrock Rovers game, a glam calendar featuring the lovely laurels ladies, and a lot more.

In 2012 the cycle alone has raised approximately €100,000, ‘An absolutely amazing achievement’ according to CMRF Director of Fundraising, gerry Cully. The support and commitment of local

Dublin South West Sinn Féin TD Seán Crowe has warned motorists to be careful when driving on the new road that follows the Saggart luAS spur and runs behind the Fettercairn Community Centre down to Belgard. Deputy Crowe said: “Motorists using the new road that follows the Saggart luAS spur and runs along the back of Fettercairn Community Centre down to Belgard are confused by the road markings. This newly opened route has a bus lane with traffic going both ways and painted arrows that were put in presumably on a temporary basis but which can still be seen and need to be properly erased. “One of the series arrows is pointing the wrong way on the meridian and this is confusing to drivers unfamiliar with the new road set up. “Cars are driving on the wrong side of the road and it is only a matter of time before an accident occurs.”

The large amount of State money spent in recent years on rental deposits and the inability to get any of it back shows the need for a rental deposit scheme operated through the Private Rental Tenancies Board (PRTB).

Kevin Humphreys, labour Party TD, said that “the information released to me shows that in 2008 alone, over €7 million was spent on exceptional needs payments for rent deposits, often for those seeking rent allowance, and that no procedures are in place for recovery of the deposit. Since 2006, over €30 million has been released for rental deposits under exceptional needs payments. It is understandable that the Department should provide this assistance to allow people access housing but we need a mechanism to recover it should they move on to other social housing or

private accommodation.

“I have previously highlighted the need for a deposit protection scheme to protect the lump sums paid by renters to private landlords. As this case shows it could save the taxpayer significant sums; and it would also protect thousands of students, and the growing number of apartment renters, who regularly have their deposits illegally retained.”

“The recent news that Irish banks are appointing rent receivers to the properties of buy-to-let investors in serious arrears also shows the need for a deposit protection scheme. Tenants are highly unlikely to start paying their monthly rent to a bank when their landlord may have in their possession a deposit of over €1,000.” “I welcome the work

The Minister of State for Training and Skills, Ciaran Cannon T.D., has called on students planning to celebrate their leaving Cert results by travelling abroad to familiarise themselves with the travel advice issued by the Department of Foreign Affairs and Trade on its website (http://www.dfa.ie/home/index.aspx?id= 284). The key piece of advice is to have travel insurance, behave sensibly and avoid unnecessary risks.

The Department is encouraging students to take a number of precautions to ensure their trip passes off safely said the Minister.

l It is strongly recommended that you take out comprehensive travel insurance, including medical insurance, to cover medical treatment for any dangerous or extreme sports activities, accidents and unexpected losses such as cancelled flights, stolen cash, cards, passports or luggage.

Specsavers Corporate eyecare reveals the results of research conducted across the Republic of Ireland into safety eyecare provided for employees.

A perhaps surprisingly high number of employees in the Republic of Ireland require safety eye-protection for their role, with 44% of employers confirming they have staff who work in a role deemed ‘at risk’ to the eyes and to vision. The number of workplace activities requiring the employee to wear safety eyecare is extremely diverse, with risks arising from all manner of impacts

and substances. In the anonymous survey, Specsavers broached the contentious issue of the removal of safety eyewear. A worrying 11% of employers admitted to being aware of employees either not wearing the specified safety eyewear or removing it while it is not safe to do so. A further 9% do not ensure employees actually wear their eye protection and stated that they did not know if it was being removed. This means that at least 20% of those requiring safety eyewear may not be actually using it at any one time, a figure that could well be higher

Q. My Husband’s Father died recently and left most of his estate to his Children. His wife was left a life interest in the family home. She seems to be unhappy about what she was left in the will and apparently wants to challenge the will. Can she do this?

Q. My Husband and I have been living apart for 3 years. we never signed any separation agreement or went to court. He died unexpectedly 6 months ago and left a will leaving everything to our children. They are all adults now and have their own homes. would I be entitled to anything?

A. In circumstances where you are simply living apart from your husband, and this separation is not the subject of any formal agreement then, you are entitled to your legal share of your Husbands estate. Clearly you have children and in those circumstances, your legal entitlement, irrespective as to the contents of your husbands will, is 1/3 of his estate. You do not say who the executor of the will is. It is important to check this out as you will need to make an “election”, to take up your legal right share. I would suggest that you discuss the matter with your children and explain your position and make enquires as to the identity of the executor. If there is a Solicitor involved in the estate, you will need to make contact with the

A. Section 115 of the 1965 Succession Act allows a spouse of a deceased to elect to take either the property or assets bequeathed in the will or their legal Right Share. A Spouse’s legal right share, in cases where there is a will and children amounts to 1/3 of the entire estate. If your husband’s mother has been left less than a third of the value of the entire estate then, she can elect to take her legal Right Share instead, thus increasing her share of her inheritance.

There is also special provisions relating to the family home but legal advice would have to be taken on this to ascertain the exact position. You do not say who the executor of the will is. It is the responsibility of the executor to notify the surviving spouse IN WRITINg of their rights conferred under Section 115 of the Succession Act. It is important to note that these Rights are ONlY exCeRSIABle within 6 months of receiving notification of the right or 1 year from the date of the grant of probate, whichever is the later. In other words, if your husband just happens to be the executor in the estate of his late father then, he has a legal Duty to Notify his Mother in Writing of her option to take her share according to the terms of the will or instead to opt for her legal right share which may be greater than the share given to her by her late husband. From what you have indicated, it seems as if your Husbands Mother will have the right to challenge the will.

However, the matter can be settled amicably without any need to go to court as it is a legal entitlement which can be worked out mathematically and there is little point in disputing the legal right conferred on the surviving spouse. I hope that this has been helpful.

Q. My father bought and completed a ‘Do it Yourself’ will form recently, and said that he has been very fair in leaving everything equally between his five children. My brother has recently told me that he was one of the witnesses to the will and was able to confirm that this was indeed the case. I am the only single daughter living at home, and have looked after my father since he was widowed 5 years ago. with the price of property now, if I was to inherit a one-fifth only of the house, I would still be homeless. Obviously, I would not want to challenge the will, as I would not want to fall out with the rest of the family. However, I feel that something should be done about it now. would it be reasonable to bring it up with my father, and suggest that he ‘reconsider’ his will?

A. There are a number of very important factors here. Firstly, and most importantly, you mention that your brother, who it would appear is an intended Beneficiary in your father’s Will, actually witnessed the Will? If this is indeed the case, and your brother is a witness to the Will, then he will effectively be disbarred from inheriting, no matter what your father has said in the Will. Anybody who benefits from the estate of any deceased CANNOT witness the Will. This tends to be one of the difficulties with these ‘Do it yourself Wills’, and it is a problem which simply never arises if the Will is professionally prepared in a Solicitor’s office, as the Solicitor and his/or her staff will inevitably always witness the Will. This needs to be pointed out to your father, as, from what you have said, he would appear to have completely inadvertently ‘disinherited’ one of his children. In those circumstances, your father definitely needs to re-do his Will and clearly this would be considered quite urgent, given that the Will does not appear to reflect his intentions, all be it inadvertently.

With regard to your other question as to whether or not you should raise the matter of your ‘longer term security’ with your father, this is really a personal matter. Is it the case that

If you have made sacrifices, both professionally, financially and socially, so that your elderly father can continue to live in his own home, then it is certainly a subject which could be discussed openly with him. However, it should probably be discussed with the other family members to ensure, in as far as one can, that there will be no animosity between the beneficiaries, if and when the contents of the Will come to pass. Remember, we are all free to do as we wish with our property, particularly where we are leaving behind adult children only. There is no obligation to leave our assets to our adult children. Clearly, most Testators wish their children to benefit after they are gone. The percentage to which a parent might want one or other child to inherit, depends on each particular case. It may be that your father has not considered the questions going through your mind. An amicable conversation might bring this to a head and prompt your father to put in place, something he simply had not thought of. However, if he does intend to change his Will, he should certainly discuss the matter in private with his Solicitor and ensure, firstly, that it is correctly drafted and witnessed, and secondly, that it fairly reflects exactly what his intentions are with regard to his assets after he has gone. Remember, your father is under no legal obligation to tell you or any other member of his family, what he has put into his Will. He has chosen to do so, but he is not obliged to do this. Any Testator is entitled to absolute privacy and many families do not know the contents of their deceased parent’s Will until such time as it is read out after their parent’s death. Nonetheless, there is action needed in this particular case and I would urge you to talk to your father as soon as possible about the witnessing of his Will and the consequences thereof.

The Domestic Violence Coalition has welcomed the publication of new guidelines by the Irish Naturalisation and Immigration Service (INIS), which contain information on dealing with cases where a person who is the victim of domestic violence wishes to obtain immigration status independent of their relationship with the perpetrator.

Commenting on the guidelines, Brian of the Killoran Immigrant Council of Ireland – one of the member groups of the Violence Domestic

Coalition – said: “We are aware of situations where the immigration status of a person is dependent on their continuing relationship with an abusive partner. As a result, the person experiencing violence can be unwilling or afraid to leave the partner abusive because it might impact on their ability to stay in Ireland. The vulnerability and uncertainty of someone in this situation cannot be understated.

“In publishing these guidelines, the INIS has responded to calls for clarification from the

Domestic Violence Coalition, and we very much welcome this development. The guidelines provide much-needed clarity for victims of domestic violence and those who advocate on their behalf. This will go some way towards removing the element of control that can arise in an abusive relationship, where abusers often tell women they will be deported if they leave them. “The publication of the guidelines sends a message to migrant victims of domestic

violence that they have clear options, and should seek advice and with the support knowledge that there is a formal procedure in place that will inform prospects of their remaining in Ireland.” Mr. Killoran said that a number of issues remain to be resolved in relation to the new guidelines.

“We are still unclear as to the types of immigration status that will be issued to victims of domestic violence, and the rights and entitlements that these status types will give those who are in very vulnerable, dangerous situations,” he said.

“We would urge the INIS to positively use its discretion to grant an immigration status to victims of domestic violence that allows for clear access to the labour market and to emergency supports. In the past, we have found that the lack of clear guidance and direction has prevented some victims of domestic violence from accessing help.”

Claire Cumiskey, Senior legal Officer with Nasc – another member of the Domestic Violence Coalition – said the Coalition would continue to engage with the INIS to address some of the outstanding issues, in particular, the

stated requirement that independent immigration status only when the applies parties are no longer living together as a family unit.

“The members of the Coalition are in direct contact with immigrants who are victims of domestic violence on a day-to-day basis,” she said. “Drawing on their experiences and the challenges they face, we will continue to keep the INIS informed about how the guidelines can be enhanced and developed to ensure people have clarity about their rights and entitlements.

“The Domestic Violence Coalition would now call upon Department of Social Protection to follow the lead of the INIS, and issue similar guidelines on their policies for supporting migrant victims of domestic violence to access emergency support.” The Domestic Violence Coalition is comprised of: the Immigrant Council of Ireland; Nasc, the Irish Immigrant Support Centre; Women’s Aid; Sonas Housing; Doras luimní; longford Women’s link; AkiDwA; and the Domestic Violence Advocacy Service.

South Dublin County Council is among the local authorities that are now leading the reform agenda with an extensive programme of business case studies to enhance the services available to citizens and businesses. The Interim Report of the local government efficiency Review (lgeR) Implementation group by the County and City Managers’ Association (CCMA) shows that €830 million in financial savings have already been delivered at local government level between 2008 and 2012 through efficiency gains and reductions in expenditure and staff numbers. Importantly, Philomena Poole, County Manager points out that ‘these savings were achieved while maintaining front line services. This reform process is continuing with

an ambitious programme of business case studies across the 34 local authorities’. In total, between 2008 and 2012 Ireland’s local authorities collectively have saved €319 million over the original target of €511 million set for the local government Sector in 2010.

South Dublin County Council has achieved savings locally of €56.77m since 2008.

“These savings were mainly achieved through significant efficiency gains, with payroll costs (including pensions and gratuities) similarly substantially reduced in the region of €10m. In addition South Dublin County Council reduced its staffing numbers by 16.5 % between 2008 and 2012.” says County Manager Philomena Poole. The focus of all local government reforms is to

maximum efficiencies while minimising impacts on front line services and supporting local enterprise. Our focus in South Dublin County Council is no different. The Council is conscious of the impact of the current economic climate on local business and in recent years has implemented a range of innovative strategies to reduce costs for business. The Council’s annual budget for 2012 included a 2.4% reduction in the general annual rate on valuation (ARV), reducing the rates ARV multiplier to 0.162. This is the third consecutive decrease to the rates multiplier by the council resulting in an overall 5.3% reduction in the cost of commercial rates between 2009 and 2012. efficiencies through changed worked practices, additional shared services and depot rationalisation

The sharing of services across the local government sector holds enormous potential not only for the delivery of cost savings and efficiency gains but of actually enhancing the quality and range of services available to citizens and business.

While these displays are often carried out in celebration, Ireland’s leading wildlife charities urge the public to think about the potential consequences, and consider alternatives instead. South Dublin County Sports Partnership (SDCSP) is an initiative of the Irish Sports Council whose remit is to promote increased participation in health-enhancing physical activity across the community of South Dublin County. This area comprises Palmerstown, lucan, Clondalkin, Tallaght, Templeogue, Rathfarnham and outlying areas such as Rathcoole and Saggart. The population of the county is 265,000.

SDCSP is running an event, “Ramble Aid”, through which it is seeking to advance its aim- and in the process help local communities and their respective participants by raising funds for the purchase of defibrillators. Though now more available to local communities the cost factor means they are still not widely accessible and each year there are still reports of tragic sporting deaths.

• Participants are responsible for their own safety and participate at their own risk. • Participants must obey the instructions of the event marshals and the park bylaws at all times.• Participants must wear their official event number. • Participants are asked not to litter the park or surrounding car parks. • To avoid any delays participants are asked to arrive at least 30 minutes prior to the start of the event DeClARATION OF eNTRY • I hereby agree to follow the instructions of the organising committee and marshals. • I will take all reasonable steps to reduce risks to my own safety and the safety of others participating in and assisting with the event. • I understand that my entry fee is non refundable • I understand that as part of Ramble Aid, photographs/video will be taken which may be used for future promotional purposes. • I understand that I am participating in this event at my own risk and will not hold South Dublin County Council or any of its constituent members, collectively or individually responsible for any accident or incident in which I am involved in connection with Ramble Aid.
