New figures released to Fianna Fáil General Election Candidate for Dublin Mid-West John Curran, show a massive drop in local Garda numbers in the last 5 years.

John Curran said: “There has been a total drop of 29 Gardaí in our local Garda stations of Clondalkin, Lucan and Ronanstown.

These figures include the Government’s recent announcement of 10 new recruits to the

area. The number of Gardaí is at a critically low level in our communities of Dublin Mid-West and the Government’s recent recruitment drive has not adequately addressed the problem.

The rate of retirements from the force and a recruitment embargo over the last 5 years has led to chronic personnel shortages.

The Government’s recent recruitment process is simply

insufficient to fill the massive shortfall in personnel and in the strength of the force in all divisions. Gardaí on the frontline in our communities are not able to gain any ground in terms of overall strength.”

He continued: “I have been informed that as of the 31 July 2015, Clondalkin Garda numbers are down from 97 in 2010 to 86 in 2015. In Lucan, Garda numbers are down from

83 in 2010 to 70 in 2015 and Ronanstown, the numbers are down from 94 to 89 Gardaí. It shows just how underresourced frontline policing has been under this Government and clearly that is impacting on Gardaí and community policing.

It’s clear that Gardaí are under resourced and cuts made to Gardaí in recent years have made it more difficult for Gardaí to do their jobs. A total of 29 frontline Gardaí have been cut from Clondalkin, Lucan and

Sinn Féin TD Aengus Ó Snodaigh has moved that the Public Holidays, Lá Na Poblachta Bill 2013 in the Dáil which seeks to establish a new national holiday on April 24, the anniversary of the Easter Rising of 1916.

Speaking in the Dáil this morning Deputy Ó Snodaigh said; “The purpose of the bill is to have a new national holiday designated in

law, as Lá na Poblachta on April 24 annually.

“The secondary and probably the most important function of the bill is to establish a Bórd Lá na Poblachta to organise the events in commemoration, and in appreciation, of the contribution to the Irish nation over the centuries by many who gave their lives and liberty in the pursuit of an Irish Nation free

EU confirms Youth Employment funds could fund apprenticeship fees

Lynn Boylan, Sinn Féin MEP for Dublin, has the welcomed confirmation by the European Commission that the Irish government is free to use the Youth Employment Initiative funds available to cover the cost of fees currently being paid by young people in apprenticeships. The further Commission stated that the Irish situation of forcing apprentices to pay their own education fees was unusual.

Speaking from Strasbourg, Ms Boylan said:“The introduction by the Irish Government in the 2014 Budget of fees for apprentices has exacerbated youth unemployment in this state. It discourages young people from taking up

apprenticeships in a state with 21% youth No unemployment. other Member State in the European Union imposes a tax on training.

“This fee annually brings in a mere €1.6 million to government coffers, but to individual apprentices it is crippling and is pushing many out of their apprenticeships and is deterring others from taking one up.

“The Youth Employment Initiative has reserved €68 million for Ireland. I wrote to the European Commission to ask if it would recommend that the Irish Government to use the Youth Employment Initiative funds to fill the €1.6 million gap to ensure that apprentices are not charged exorbitant

fees to complete their training “In its response to my question, the Commission has confirmed that the Irish Government’s system is unusual, saying off-thejob education in vocational schools across the EU is ‘most often’ free.

“The Commission also confirmed that the Irish Government is free to include the apprenticeship fees in its use of the Youth Employment Initiative.

“This fee should never have been introduced in the first place and I am calling on the government to axe it in this year’s budget.

“The Commission’s response demonstrates that the onus is firmly on the Irish Government to decide how to use these funds.

“It is now clear beyond

doubt that funding the apprenticeship fees the Youth from Employment Initiative funds is a viable option that could make a real difference to youth unemployment in this state by removing a barrier to young people up taking apprenticeships.

“The practical impact of the government’s stance on this issue is evidenced by its approach to the housing crisis. The government appears to be unwilling to begin a programme of much needed social housing, when it does choose to react who will build these houses?

Discouraging young people from taking up apprenticeships with these fees indicates the government’s lack of a joined up approach to the housing crisis.”

The announcement that Respond will begin to wind down the services provided by the Cuan Àlainn Women's Refuge in Tallaght has been described as disastrous

were forced to leave their own homes through no fault of their own. Zappone opens office in tallaGht villaGe

Independent Senator Katherine Zappone and her team marked the start of her General Election campaign by hosting a launch gathering at her office on Main Street, Tallaght Village on Saturday October 10th.

Senator Zappone was joined by Trinity Students' Union President & former An Cosán student Lynn Ruane, along with many local residents and campaign supporters.

The office is situated just across the road from the Dominican Priory, where Katherine was first invited by a local woman, Mary Sweeney to teach a course in Women’s Studies in 1986. lucan woman represents ireland at european canicross federation championships

This year's European Canicross Federation Championships were held at Bowland Trails, Blairgowrie, Perthshire last Saturday and Sunday, where Lucan woman Louise Jones and her dog Dyson were all ready for action!

For those unfamiliar with Canicross, it is basically cross-country running with your dog, These days, all breed of dogs are eligible to participate in Canicross with their owners and it is a fantastic way to help both the owner and dog stay in good shape, while it is also quite a bit of fun for both!

All that is required is a specific sled dog harness and line for the dog.

There were approximately 600 competitors in this year's competition and the sport is quite common in Europe and the United States and Canada.

Bowland Trails is a fantastic course, with a fast grass start and then varying

winding trails to ensure that all competitors - whether human or canine - stay on their toes!

"It's all very official, with an Olympics-style opening ceremony et al! Although it isn't a very well-known sport, it is always a pleasure to represent Ireland in anything", Jones stated.

The canicross race on Saturday involved individual starts with Sunday having mass starts, over distances of 3km and 5.4km respectively.

Louise was keen to state that there will be several carnicross events in Ireland in the near future for anyone interested.

€850,000 in sports capital Grants for duBlin south west

A total of €852,667 has been awarded to 12 sports clubs and organisations in Dublin South West as part of the 2015 Sports Capital Programme, which was announced last week.

Labour’s Pat Rabbitte welcomed the news, stating that the funding will help boost local participation in sports by helping clubs develop their facilities.

Deputy Rabbitte said: “I want to congratulate the local clubs who have been successful in their bids and wish them well.

“A huge volume of applications was received, and I would encourage those who didn’t make the cut this time to apply again to the next grant scheme.

“In the meantime, I am delighted that total funding of €852,667 will benefit 12 of clubs in the area. It will help these clubs modernise and develop their sports facilities and purchase new sports equipment, all of which has positive knockon effects for our community.

THERE is a very real sense of not just community but family about Rathcoole Pharmacy which celebrates 10 years in business this year.

Owner Jack McPolin and his wife, Deirdre, are invested in the community – and their lives – since setting up their business in the heart of Rathcoole in 2005.

Jack remembers their first day fondly when local GP Fletcher Jones reached across the counter and welcomed him “to the parish”, with that sentiment stretching over the last 10 years.

The success of the business is firmly rooted in the fantastic service provided by the pharmacy staff and their genuine interest in the lives of their customers in turn, are who, completely loyal to Jack and his staff.

Jack said: “The main thing I want to say is just ‘thank you’. Thank you to all those customers from Rathcoole

and the surrounding area for their kindness and loyalty over the last 10 years.”

The business first opened on an extremely snowy and cold morning in 2005 after both Jack and Deirdre spent the previous night setting up until 4am.

Jack said: “We were and stocking cleaning shelves and when we came out there was so much snow. Jim Clarke, a local GP, made one of the first purchases in the shop. It was a long first day but people were very welcoming, they made us feel very much a part of the community.”

Since then customers have really warmed to the pharmacy, even dropping by to say hello to staff and leave treats during busy periods.

Rathcoole Pharmacy started out with just one member of staff in 2005 – with seven people now working at the pharmacy.

Jack said: “We are going from strength to strength and I feel like we are growing with the community – we have

watched generations move on here.”

To mark the 10 year anniversary of the business there will be a Coffee Morning for The Tree of Life in the pharmacy on October 14 from 10am to 1pm with all customers invited to come along and say hi.

Jack also has plans to plant a tree for The Tree of Life Charity before the end of 2015 as part of the 10 year celebrations.

The pharmacy is currently running a number of special discounts and offers for customers with lots of new seasonal stock in store now.

Jack said: “We specialise in value for our customersThe Rathcoole people recognise this and reward us with their loyalty for it. expressed the strong view that the service should be open to the public on a daily basis.

The office was open to the public up to July this year but the Revenue Commissioners then introduced an appointment only service at the office.

The matter was raised with Michael Noonan TD, the Minister for Finance and the Minister has responded as follows ‘’ The deployment of resources to its compliance and customer service programmes is a matter for the Revenue Commissioners. I am advised by Revenue that they offer a range of service channels which are adapted to meet the changing demands of taxpayers.

Over the last number of years the provision of high quality self service, electronic and telephone service channels has resulted in

reduced demand for ‘walk in’ counter services by taxpayers.

Between 2008 and 2014 there was a 61% reduction in ‘walk in’ callers to the Tallaght Revenue Information Office (TRIO). Having regard to the changing nature of the demand for service, the Revenue Commissioners introduced an appointments service in the Trio in July of this year.

A dedicated telephone line for the purposes of making appointments is operated Monday to Friday from 09:30 to 16:00 and appointments are facilitate in the TRIO Wednesday to Friday from 09.30 to 13.00. If, during the course of the initial telephone conversation, the Revenue official identifies a more efficient and cost effective means for the taxpayer to carry out their business they will advise and assist them

in this regard.

A taxpayer who elects to carry out their business the through appointments service is facilitated at a time and on a day which suits them.

Since its introduction the appointments service in TRIO received 2,667 phone calls up to the 22nd September 2015. Of these only 223 (8%) taxpayers elected to make an appointment. 92% of callers had queries which were either dealt with immediately or handled via other service channels.

Revenue have advised me that the appointments service in the TRIO continues to be subject to ongoing close monitoring and

review and taxpayers will continue to be provided with a flexible and responsive service commensurate with demand.’’

According to Councillor Charlie O’Connor, there still appears to be a public demand for the Office to be opened to the public for personal callers and he said that any day you pass the Office there are people standing outside reading the notices which tell them that they cannot come in without an appointment. He said that it was important that the matter remain under review and said that he will continue to represent the views of the many callers who have contacted him.

“These figures are very worrying and they point to serious capacity issues at Tallaght Hospital,” said Cllr Lahart.

“It is completely unacceptable that so many patients who clearly need treatment are being subjected to such a high level of cancellations and are

being forced to wait even longer for the surgery that they need.

Every time an operation is scheduled, a patient has to plan getting into hospital, make arrangements with relatives, re-arrange work, arrange care for children or loved ones and make arrangements for their recovery. It’s a big ordeal for many people going into hospital so it naturally causes huge frustration and anxiety when operations and procedures are cancelled.

“Tallaght hospital is clearly under severe pressure due to an increase in demand, worrying staff shortages, vacant frontline posts and record high waiting lists. Another massive budget overrun in the

suGar tax on soft drinks would Be a welcome step in the fiGht aGainst oBesity

Dublin Senator, Catherine Noone, has said that Minister for Health Leo Varadkar’s comments that he is in favour of putting a levy on sugary drinks, are very welcome.

“This is something that I have been hoping for and campaigning for, for some time.

“I believe that a sugar tax would make a real difference in the battle

against obesity. Such a tax was introduced in Mexico in October 2013 to combat its alarming obesity problem. It proved successful with a reported 10% decline in sugary beverage consumption in the first three months of its implementation alone.

“The Healthy Ireland from the survey Department of Health highlights yet again the problem this country is

facing in terms of obesity. It found that 60% of Irish people are overweight. The World Health Organisation recently predicted Ireland would be the fattest nation in Europe by 2030.

"Sugary drinks are a major contributory factor to obesity levels.

According to the World Health Organisation adults should eat less than the equivalent of 6

teaspoons of sugar a day if they are to avoid health risks such as weight gain. Yet one can of Coke alone, contains approximately 8 teaspoons of sugar.

“I’m delighted to hear the Minister for Health is in favour of the introduction of a levy on sugary drinks and that he has written to Finance Minister Michael Noonan asking

for a 20% tax on sugarsweetened drinks.

"I feel this will be a very important step in tackling obesity. I am calling for the revenue generated to be ringfenced to fund a nationwide and impactful health eating campaign. Some of the funds should also be used to install water fountains in schools that currently do not have them.”

Local Councillor Charlie O’Connor has welcomed commitments

by South Dublin County Council to deal with complaints and concerns which he recently raised on behalf of those using the Sean Walsh Park at Watergate, Tallaght.

Accoring to Charlie O’Connor the Park is an important place of amenity for the Tallaght Community and it is important that standards are maintained and that the Park remains safe for all.

In that regard, he welcomes works to improve the CCTV system at Sean Walsh Park particularly in light of recent crime and antisocial behavior.

He also raised with Council Management the whole question of the Playground at Sean Walsh Park and he has received the following information: “The Playground in Sean Walsh Park is included in our schedule for routine weekly inspections as part of the general maintenance operations for the area. This maintenance

operation is managed through our Scheduler Management System.

Where repairs or damage to equipment is identified, these repairs/replacement of parts are undertaken as soon as possible.

It is acknowledged however that delays can occur receiving replacement parts from the relevant Playground suppliers.

The issues highlighted in your communication regarding the general upkeep and maintenance of the Playground has been raised with our Public Realm team and I have requested a thorough clean up of the Playground as well as a detailed inspection of all the Playground equipment in order to ensure that all equipment is working properly, safe, free from defects and are not missing components.”

All these matters will continue to receive attention from Councillor Charlie O’Connor.

Monday the 28th of September saw the announcement of the results of the 2015 SuperValu National Tidy Towns competition at The Helix in Dublin, where Mr Alan Kelly, T.D., Minister for the Environment, Community and Local Government was on hand with Mr Martin Kelleher, Managing Director of SuperValu to present the prizes to the competition winners.While the Overall Tidy Towns Winner for 2015 went to northwest Letterkenny in Donegal (obtaining a score of 323), again like in previous years the Tidy Towns Groups of South Dublin County all preformed fantastically well, with all groups who entered the competition improving on their 2014 scores and continuing the year on year upward trend!!!!

Garda traininG needed for new prostitution laws

Fine Gael Senator for Dublin South-West, Cáit Keane, has said that specific training must be made available to Gardaí in order to equip them to deal with changes to the prostitution laws.

Senator Keane was speaking this week during the Second Stage debate on the Criminal Law (Sexual Offences) Bill, 2015.

“I strongly welcome the new legislation on prostitution, which criminalises the buying of sex, but not the sale of sex. This is a crucial change for the good of the women who, for whatever reason, have felt the need to engage in sex work.

“The duty of An Garda Síochána now becomes the protection of these women, rather than their punishment. Clearly, training and education of the Gardaí is critical here to ensure that this change in emphasis is understood and enacted right throughout our police force. I know that many Gardaí already deal very empathetically with sex workers, however it would be very useful to deliver formal training as to how they might deal with the changes.

“It is also important to note that the changes proposed in law contribute to the wider conversation around consent in Ireland. Our society judges the buying of consent to be morally and legally wrong. Consent is at the very heart of a person’s freedom and should be protected. Women who sell sex are no longer judged as the sinners in this exchange. Rather the buyer is. A clear message is sent out that consent is important and cannot be traded like something cheap.”

UNICEF ambassador and Irish rugby star Donncha O’Callaghan has appealed to Irish families to join with SuperValu, Dunnes Stores and other leading outlets in Dublin and elsewhere in supporting UNICEF in its efforts currently underway aimed at eliminating polio in conflict-torn South Sudan.

There, UNICEF, in partnership with Swords-based banana importers Fyffes, is attempting to replicate the outcome achieved in Nigeria last year where vaccinations were administered to over one million children thereby helping to eradicate the deadly virus in that country.

Recently returned from a fact-finding mission to the region, O’Callaghan asked Irish shoppers to switch their normal banana-buying pattern away from the loose variety to ready-packed bags branded with the ‘Freddy Fyffes’ motif.

By doing so, O’Callaghan said, consumers will automatically support UNICEF by funding the cost of one life-saving vaccination that will be administered to children living in known polio hotspots and in hardest-to-reach areas of South Sudan.

Sinn Féin TD Aengus Ó Snodaigh has moved the Public Holidays, Lá Na Poblachta Bill 2013 in the Dáil which seeks to establish a new national holiday on April 24, the anniversary of the Easter Rising of 1916.

Speaking in the Dáil this morning Deputy Ó Snodaigh said; “The purpose of the bill is to have a new national holiday designated in law, as Lá na Poblachta on April 24 annually.

“The secondary and probably the most important function of the bill is to establish a Bórd Lá na Poblachta to organise the events in commemoration, and in appreciation, of the

contribution to the Irish nation over the centuries by many who gave their lives and liberty in the pursuit of an Irish Nation free from the occupation of a foreign power.

“As part of its role it would raise awareness, encourage an understanding of, and create a discourse around, the ideals contained in the key revolutionary documents of Irish republicanism, and of the events leading up to the declaration of the Irish Republic contained in the Proclamation of the Irish Republic read

q. i have two properties which i rent out. irish Water have been writing to me demanding to know the names of my Tenants. i am reluctant to give them this information.

Am i obliged to provide the names of my Tenants to irish Water?

A. It has become common knowledge that Irish Water is now pressuring Landlords to breach Data Protection Laws and provide the names of their Tenants to them.

In February of this year, Irish Water demanded that Landlords give them the names of Tenants of Residential Properties so that it could bill the correct people for use of water. Under the Water Services (No. 2) Act 2013, Irish Water is entitled to bill the owner of a property for Water services unless it is proven that the owner is not the occupier of the property. In effect, Irish Water was threatening Landlords that they would be responsible for these bills unless they provided this information. The question arises however as to whether or not the Landlord will be breaching the Data Protection Act 1998 (as amended) by providing this information to Irish Water. Firstly, there is a general obligation on Landlords to refrain from disclosing personal data for any reason unconnected with the purposes for which it was gathered. The fundamental rule behind the Data Protections Acts is that, if a person or body (the Data Controller) has personal data on someone then, there are controls over how that data can be used. Therefore, it is not a simple matter for Landlords to simply provide Irish Water with the names of their Tenants. Each Landlord is a data controller under the Acts and each Tenant is a Data Subject.

The names of Tenants are personal data and the general obligation on Landlords is to refrain from disclosing this information for any reason unconnected with the purpose for which it was gathered. The names of Tenants are gathered to allow the Landlord know who they are contracting with and to allow registration of the Tenancy with the Private

Residential Tenancies Board.

The information is not gathered so that the Landlord can disclose this information to third parties.

There are of course exceptions and the relevant one is found at Section 2 A(1)(d) of the Data Protection Acts. This states that a Data Subject may process personal data if such processing is “necessary for the purposes of the legitimate interests pursued by the Data Controller or by a third party or parties to whom the data are disclosed, except where the processing is unwarranted in any particular case by reason of prejudice to the fundamental rights and freedoms or legitimate interests of the Data Subject”.

The legitimate interest of the Landlord is to ensure that they are not billed for Water Services used by Tenants. Similarly, the legitimate interest of Irish Water, as a third party, is to ensure that it bills the Occupier and not a Landlord. The key word here however is “necessary”.

Under Section 8 (e) of the Data Protection Acts, a Landlord can disclose information where such disclosure is “required by or under any enactment or by a rule of Law or Order of a Court”. In order for Section 8 (e) to apply therefore, Irish Water must find a Statutory Authority or other rule that allows for disclosure.

Section 26 of the Water Services Act, 2013, states that Irish Water may request that a relevant person must provide it with information that it may reasonably require to enable it to perform its functions. Relevant person is defined in Section 26 (5) of the Act as including; a local authority; Private Residential Tenancies Board; the Property Services Regulatory Authority; the Revenue Commissioners; the Minister for Social Protection; or any other person as prescribed by Ministerial Order.

Missing from this list however is a “private Landlord”. As such, a private Landlord is not considered a relevant person for the purposes of disclosing this information to Irish Water. Therefore, in order for this information to be given by a Landlord to Irish Water, there would need to be a Ministerial Order. To date, no such order has been made. Irish Water could ask the Minister to issue an Order to this effect but this has not been done to date.

However, in response to this problem, the Government has enacted Section 47 of the Environmental (Miscellaneous Provisions) Act 2015 which puts an obligation on Landlords to provide this information to Irish Water. However this section has not yet been commenced and cannot be relied on either by Landlords or Irish Water as an exception to the Data Protection Acts. It is arguable therefore that any Landlord who hands over the names of their Tenants to Irish Water prior to the commencement of Section 47 of the Environmental (Miscellaneous Provisions) Act 2015 is in breach of the Data Protection Acts. Technically, this would allow any affected Tenant to complain to

the Office of the Data Protection Commissioner (ODPC). Alternatively, a Tenant could sue a Landlord for a breach of the Acts although this is unlikely to succeed given the current ambiguity in the interpretation of the Law and, in addition, the only loss suffered by the Tenant would be a requirement to pay a bill for a service which the Tenant is actually using. On balance therefore, it would be unwise to disclose the identity of your Tenants to Irish Water but you might nonetheless contact your Tenants and recommend to them strongly that they register with Irish Water for the purposes of paying their bills.

q. i am a local authority Tenant living with my wife and two adult children in my home. My son, who is now 22, has had a number of issues with regard to his behaviour in the community and a neighbour has recently advised me that they are going to complain me to the Council. i am trying to resolve the situation as best i can.

Are we and our family at risk of losing our house?

A. This is an unfortunate situation for you and the family and naturally you are motivated to help your son through these difficulties. From what you have said however, his behaviour may have impacted on the neighbours and your query arises as to whether or not this puts your Tenancy with the Local Authority at risk.

The particular situation you describe is more than likely covered under the Housing (Miscellaneous Provisions) Act 2014 which amends three principle aspects of Housing Law. Section 62 is a relevant section which deals with the ability for Local Authorities to recover possession of a person’s home. This 2014 Act introduces a “Tenancy warning procedure” that allows a Local Authority to issue a Tenancy Warning where “in the opinion of the Authority, the Tenant or a member of his/her household has breached a specified term of the Tenancy Agreement”. The Tenancy Warning must set out the term breached and the specifics of the breach. It will also set out how the person accused of the breach can remedy their behaviour. If a tenant does not accept that a breach of Tenancy has occurred in the manner set out in the Tenancy Warning System then, the Tenant may request a review. The Tenancy Warning must also include notice to the Tenant that, if there is a repeated action within 12 months, the Local Authority can make an application either for an Order for Possession or for an Excluding Order.

The Tenant must also be advised in the Tenancy Warning of the right to have the Warning reviewed. Following a request for a review, the Chief Executive of the Local Authority involved shall appoint as the reviewer of the Tenancy Warning concerned, an officer or employee of a

Local Authority who was not involved in the decision to issue the Tenancy Warning and who is senior in rank to the officer or employee who has decided to issue that Warning. In light of this new procedure, there will be an opportunity for the family to remedy the behaviour of the person responsible for the particular behaviour.

Secondly, and more crucially, Repossession Proceedings will be a last resort. It should also be noted that, throughout the provisions relating to both the Tenancy Warning Process and any subsequent proceedings for recovering possession, there is an obligation in Local Authorities to have due regard to protect the identity of persons who informed it of the breach in circumstances where, in the opinion of the Housing Authority, not to do so could render those persons associated with any of them liable to violence, threat, or fear as a consequence of so interfering. The protection of whistle blowers occurs frequently and is necessary to ensure that people will be protected when disclosing issues of concern. Understandably, it can be subject to abuse if the complaint made is entirely without foundation. But, hopefully, the review process will identify any such groundless accusations.

We hope that the above has been helpful.

Hopefully, you will not be issued with a Tenancy Warning Procedure but, if you are, at least there are ways to deal with it without the risk of Repossession Proceedings being commenced. We wish you the best of luck in this regard. q. i own a Volkswagen and am wondering if my car is affected by the scandal over software which has been hitting the headlines recently. is there anyway i can find out?

A. Volkswagen Group Ireland has launched a website allowing owners to check if their cars are affected by the scandal over software designed to cheat U.S. emissions tests. The website is known as CAMPAIGN-CHECK.IE. This website is designed for Irish owners of diesel Volkswagen, Audi, Seat, Skoda and Volkswagen commercial vehicles, to check if their engines are one of the 79,348 due to be refitted with Engine Management Software. They can do so by entering the vehicles’ registration number. The site also features a statement from VW Group Ireland’s Managing Director, Lars Himmer, where he explains what happens next.

Apparently, during the month of October, Volkswagen Group will present the relevant technical solutions and measures to the responsible authorities.

Volkswagen has repeatedly stated that it will actively inform all the customers who are concerned and this continues to apply over the coming weeks and months. It is estimated that approximately 80,000.00 cars sold in Ireland have had this software fitted and approx. a further 30,000.00 imported used cars may also be due for an engine software adjustment. tánaiste and minister for social protection addresses consultation forum to help develop next phase of pathways to work employment strateGy

A special Consultation Forum was held in Dublin Castle last week to explore key issues and labour market priorities and develop policy actions to inform the new Pathways to Work 2016–2020 Strategy. The Forum was attended by representatives of the Department of Social Protection, the INOU, IBEC and other key stakeholders and was a follow-up to a survey of over 200 stakeholders conducted over the summer months.

Pathways to Work is the employment strategy, first launched in 2012 and updated regularly since then, to help jobseekers back to work.

Addressing the Forum, the Tánaiste and Minister for Social Protection, Joan Burton, T.D. said: “The next phase of the

Pathways strategy will be about building on success. When the Government took office, unemployment was soaring and would eventually peak at over 15%. Pathways to Work was our response to that.

Through the strategy, we transformed the Department of Social Protection from the benefits passive provider of old to an active and engaged public employment service. The results are clear. The numbers in work have now reached over 1.96 million and unemployment has fallen to 9.4%. Long term unemployment has fallen from 9.5% to 5.5%, and youth has unemployment fallen from 33% to 22%.

But we still have much work to do and that’s where Pathways to Work 2016-2020 comes in.

“The Government’s targets of over 2 million and full jobs employment in 2018 will not happen by themselves.

That means creating jobs and helping jobseekers avail of those jobs through the Pathways to Work approach.”

“The purpose of theevent is to give key stakeholders an opportunity to say what they think should be included in the Pathways to Work strategy for the next five years.”

The Tánaiste told the Forum that addressing long-term unemployment and youth unemployment must remain priorities for the coming years. It is critical, she said, that the processes and services introduced by the Government over the past three years are consistently applied and of high quality.

The event gave stakeholders the opportunity to consider how best to move beyond ‘activation for a recession economy’ and to help reframe labour market policy for a recovering economy.

The Tánaiste also noted that a significant opportunity in the next Pathways to Work is not only to help people getting a jobseeker’s payment, but also other people who would like to work but face difficulties in getting employment by virtue of their personal circumstances, whether that be caring responsibilities or a disability.

“Some people start from a viewpoint that who are people unemployed do not want to work, that they have chosen for a life on welfare. That is not my experience.

Overwhelmingly people

want to work. We saw that before the when recession unemployment was under 4%. We see it now in the numbers returning to work.

However opportunities are not equal; people who have been long term unemployed, young-people who, due to the recession, may not have had a chance to work, people with caring responsibilities and people with disabilities all face major barriers in getting a chance to prove their worth in employment. This is what we need to turn our attention to now.”

The outcome form the forum will be considered by Government as it drafts a new Pathways to Work strategy for 2016 – 2020. It is expected that this strategy will be published by January 2016.

Cllr Mick Duff has welcomed the publication of the Capital Programme for the next six years. “The €27 billion investment plan is in many ways more important than the annual Budget” according to Mick Duff, “because it creates jobs in new projects such as roads, schools, Primary Care Centres, rail projects and broadband”.

“The ESRI has today forecast that the economy this year will grow by six per cent which is more than twice the rate of growth in any other European County. This is a remarkable economic turnaround,” Cllr Duff said.

“The Capital Investment Plan is projected by Labour Minister, Brendan Howlin TD to create 45,000 jobs over six years. Hopefully the Budget on October 13 will bring some improvement to public services and some relief for low and middle income taxpayers” Cllr Duff said.

over 10,600 students take action to protect their Grants

10,628 new student voters were registered by the Union of Students in Ireland across 24 college campuses between the 6th and 8th October.

USI launched their campaign ‘Education Is’ to educate, empower and register students to vote in the upcoming General Election, focusing on which politicians will increase student support like grants, student assistance funds and accommodation. The campaign’s official hashtag was #RockTheRegister and shot to the top of the Irish trending list on

Twitter. The final figure of new student voters on the 8th October was 10,628 but students are expected to continue registering to vote at their local student unions.

“10,628 new student voters is a force to be reckoned with,” USI president, Kevin Donoghue, said, “1 in 6 people living below the line are poverty students.

73% of students are suffering from stress or anxiety because of the cost of education. The cost of college for students is €11,000 per year, so college courses can cost between €33,000 and

€77,000. For many young people, this is simply unaffordable.

Unaffordable education increases poverty traps and widens the gap between the rich and the poor. Politicians across the country now know that more than ten thousand six hundred students will be voting for the politicians who will fight for their educational interests.”

Government investment in 3rd level education dropped from over €1.6bn in 2005 to €939m in 2014. The Union of Students in Ireland is calling on the Government to increase

funding and accommodation for students, and reduce the registration fee of €3,000.

“We are overwhelmed by the response we had to the ‘Education Is’ campaign” USI Deputy President, Annie Hoey, said, “Students are passionate about their education because it empowers them, broadens their career prospects and brightens their future. 72% of students are struggling financially to stay in college and an alarming 63% of students said they won’t be able to stay in college if fees go up.”

clondalkin scheme wins overall award in the community housinG awards 2015

Valhalla, an independent living scheme, in the heart of Clondalkin has scooped two awards at the Irish Council for Social Housing Community Housing Awards held on 16th September in Tullamore.

The scheme won the category ‘Housing for People with Disabilities’ and also the top award of the evening ‘Overall Winner 2015’.

The awards, which take place every two years, are aimed at recognising and promoting quality in housing delivery, management and services to tenants and communities.

Valhalla is a joint between initiative Clanmil Ireland and South Dublin County Council and provides homes for people with disabilities and able bodied tenants.

The building itself has been built to a very high specification and is a pilot scheme under the Government’s initiative ‘Towards Carbon Neutral’ homes.

The commentary from the Judging panel was : “An exemplar architectural, social and sustainable design for the provision of housing for people with disabilities.

Clanmil Ireland and South Dublin County Council applied an excellent innovative approach to sourcing funding to achieve overall design objectives and successfully collaborated to ensure optimum outcomes for tenant well-being. The project is a real success from the point of view of all the stakeholders involved and it represents a good

practice model that can be replicated for independent living in meeting the varying needs of people with disabilities”

A FUN FABULOUS girly night out with a difference is set to take place in Coláiste Cois Life, Castle Road, Lucan on Friday October 16th . Obesity is a growing health problem in the Ireland, we have the highest rate of obesity in children in the whole of Europe and second highest in the world. Although genetics can play a role in the likelihood that a person will become obese, the condition occurs when the amount of calories consumed exceeds the amount of calories expended over a long period of time. Excess calories are stored as fat in the body, and with long-term caloric excess, an individual eventually becomes obese.

Exercising regularly and eating a healthy diet are ways in which to combat obesity.

Benefits of Regular Exercise

Regular exercise (and proper nutrition) can help reduce body fat as well as protect against chronic diseases associated with obesity. If you are looking for a reason to start an exercise program, listed below are five of the many benefits of regular physical activity.

Exercise lowers risk for chronic diseases Concerned about heart disease? Regular exercise is a proven way to decrease risk for these and other chronic diseases. It will help to prevent or manage high blood pressure. It also raises high density lipoprotein (HDL) cholesterol, known as the “good” cholesterol, and lowers low density lipoprotein (LDL) or “bad” cholesterol. This combination will decrease the amount of harmful plaques that can buildup on your artery walls and keep blood flowing smoothly. Regular exercise can also help prevent type 2 diabetes, osteoporosis, and certain cancers.

Exercise improves your mood

Feeling a little edgy? A quick workout will help calm you down! Exercise stimulates chemicals in your brain that make you feel happy and relaxed. It also makes you feel

better about yourself and helps reduce feelings of depression and anxiety.

Exercise helps manage weight

It’s a no-brainer. Exercise burns calories.

The more you exercise, the easier it is to keep your weight under control. But remember that exercise is not a free pass to eat everything in sight! To burn 100 calories, most people need to walk or run about one mile. And one little chocolate M&M candy contains the amount of calories it would take to run or walk the length of a football field! So be sure not to overestimate the amount of calories you’re burning.

Exercise promotes better sleep

Having a hard time falling and staying asleep? A good night’s sleep can improve your concentration and productivity throughout the day, and exercise might be the key to getting better sleep. It can help you fall asleep faster and sleep deeper.

Tired of spending your Saturday afternoons watching TV or doing washing? Looking for an activity that the whole family can enjoy?

Get moving! Exercise doesn’t have to be grueling. Take a dancing class, push your kids on the swing, or try something new.

Starting an Exercise Program

For obese persons, the focus of the exercise program should be based on low-intensity aerobic activity with progressively increasing duration. Aerobic exercise provides overall health benefits, including fat loss, an increase in daily energy levels,

and reduced risk of health problems. At the beginning of the program, the frequency and duration of the activity is more important than the intensity. Aim for exercising four or five days a week for 30 to 60 minutes. If you were previously sedentary, these sessions can be broken up into three 10-minute sessions, with gradual increases in duration.

In addition to aerobic activity, resistance or weight training can also provide some benefits to overall health. Not only does weight training make you stronger, but it also raises your muscle-to-fat ratio, which increases the amount of calories you burn at rest.

Despite all your inclinations to monitor your weight on the bathroom scale, try to resist focusing on weight loss. The body has a tendency to gain muscle or lean weight initially, so although your body is benefiting from the exercise, the pounds might not drop off right away. Focus on the quality and quantity of the exercise instead.

• Engage in activity that puts minimal stress on the joints, such as walking, swimming or water exercises, and cycling.

• Ease into your workout. Start slowly for the first five minutes to give your body time to adjust to the activity.

• Work at a comfortable pace that allows you to talk without too much difficulty.

• Focus on increasing duration first, then increasing intensity.

• Slow down for the last five minutes to allow your body to ease back into its resting state • Finish with stretching exercises.

Precautions • It is important to gradually increase the duration and intensity of the exercises, while understanding that you will

have to build up to longer and more strenuous workouts.

• Jogging can cause stress on the knees and joints and is generally not recommended for the obese because of risk for injury. Instead, stick to lower impact aerobic activities until you are in better shape.

• Obese people should be especially careful about heat exhaustion given that they are less able to adapt to temperature changes. Wearing light clothing will allow for better heat exchange while exercising.

Hydration is very important for the • obese, since they are susceptible to dehydration. Be sure to drink fluids frequently before, during, and after exercise.

• Slow down or stop if you experience chest pains, shortness of breath, palpitations, nausea, pain in the neck or jaw, or major muscle or joint pain.

Integrate physical activity into daily activity: • Take the stairs.

• Park farther from the door.

• Take a short walk at lunch.

• Turn off the TV. • Take walk breaks from work.

• Wear a pedometer for monitoring your activity.

People don’t just have time to exercise… they MAKE time to exercise. Be in control of your life. Make exercise a part of your day, everyday!

free demonstrations of park exercise equipment

During the month of October, South Dublin County Sports Partnership is offering members of the public a free 'fitwalk programme' in various public parks and greens throughout the county.

The 'fitwalk programme' incorporates shorts walks and the use of the outdoor exercise equipment that South Dublin County Council has installed in the parks. Each session is approximately 45 minutes in duration and is ideally suited to active retired and those seeking to become more active.

The demonstrations will be held each week throughout October.

Trained tutors will on hand to give the demonstrations and will also be available to offer advice and tips on the other opportunities that are available for keeping physically active.

3. The karate kid – The quintessential underdog movie anyone who has seen this film has, at one time or another, attempted the crane kick and uttered the words “sweep the leg”. Daniel has just moved to a new school and is learning how to fight from the kindly Mr Miyagi so as he can keep the bullies at bay, then he decides to face them in a tense Karate tournament. Movie gold.

The magic of Disney will return to Citywest Hotel this November for four days and nights.

The limited run of Disney On Ice – Worlds of Enchantment will be taking place from November 12 to November 15 with nine shows across the four days.

Prepare for princesses, talking cars and a world of magical music and dance as the annual show helps he crowds get into that Christmas feeling.

Characters from the Disney-sphere will come alive with Pixar’s Cars and Toy Story 3, as well as the Disney princesses, Mickey Mouse, Minnie Mouse, Donald Duck and Goofy plus the much loved Frozen characters all making an appearance.
