The Labour Party in Dublin South West has selected Councillor Pamela Kearns and Councillor Mick Duff as its two candidates to contest the next General Election.

Councillor Kearns and Councillor Duff were selected unopposed at the Dublin South West selection convention in Tallaght last night. The selection followed the decision of sitting Deputies Pat Rabbitte TD and Eamonn Maloney TD not to contest the next election.

Deputy Rabbitte will serve as local Director of Elections for the campaign.

Speaking after the selection convention, Cllr Pamela Kearns commented: “I am honoured to be selected by the Labour Party members in Dublin South West to contest the General

Election. Speaking as someone who ran in the Dublin South West byelection last year and as a sitting Councillor, I know there is a strong Labour vote in Dublin South West. Mayor of South Dublin Sarah Holland has highlighted the massive increase in illegal dumping since bin charges were changed to go by weight.

Cllr Holland said “In January this year, South Dublin County Council collected 184.6 tonnes of rubbish.

This increased month on month and in June, jumped to a staggering 542.78 tonnes.

“It’s no surprise that this corresponds with a new charging structure from private waste collection companies.

“According to figures obtained by Cllr Loiuse Dunne, the cost of clearing illegal dumping last year was €3.2

million and I have no doubt this figure will go up when people are hit with bigger bin charge bills.

“We need to look at this issue – privatisation has not worked but we are stuck with it now and we need to come up with a plan.”

Fianna Fáil General Election Candidate for Dublin Mid-West John Curran says the Government needs to do more to facilitate older people in remaining in their own homes. John Curran made the comments following the launch of ALONE’s ‘Home First Campaign 2015’.

‘The Supporting Home Ownership: A National Housing Roadmap’ policy document sets out a ‘Social Contract for the Elderly’ that will guarantee over 65’s can stay in their own home if they so choose.

John Curran commented, “ALONE has an impressive track record of community activism and supporting older people in communities across Ireland. The launch of its Home First Campaign, which we fully support, highlights the need for much more to be done by the Government to support older people to continue living in their own homes.

“As it stands one in three people in Irish nursing homes could live at home if they had the necessary support to do so. Fianna Fáil is committed to providing these supports to allow older people to continue living in their own home. It is the very least that we can do for older people in their time of need.

“At the core of Fianna Fáil’s proposals is a commitment to introduce a ‘Social Contract for our elderly’. This contract will guarantee that over 65’s can continue to live in

their own home if possible. If this cannot be realistically achieved then they will be accommodated in a safe, secure and suitable home in their own community.

“Fianna Fáil is committed to fully restoring the housing adaptation grant to allow older people and people with disabilities to live independently. We will also overhaul the operation of the grant to ensure that delays in processing applications are kept to minimum.

“Another key aspect of our proposal is to build on the initiatives that have been introduced to facilitate older people in downsizing their home. We will promote specialised elderly accommodation, which will be at the heart of communities, to help enable older people to live independently and actively. Fianna Fáil will also the Planning and amend Development Act 2000 to make it a requirement for specialist accommodation for older people in new development plans.

“There is a growing awareness that more needs to be done to support the growing elderly population in Ireland.

Sons and daughters want to ensure that their parents are able to live a happy and dignified life in their own communities. However this requires a commitment by the Government to provide greater support for older people” said John Curran.

Dublin South West TD Seán Crowe has said the Eurostat ruling on Irish Water is much broader than the government spin would have us believe.

Speaking after the ruling was published Crowe said that the Government is now trying to portray the Eurostat ruling as a damp squib but it has the potential of being a game changer. The findings puts their plans into complete disarray and moves us closer to the day of abolishing Irish Water and Water Charges.

said; “The Eurostat ruling on Irish Water goes much further than the leaks from Government would have us believe. Their plans are now in complete disarray.

“Essentially Eurostat has ruled that the Government had too much control over Irish Water; that Irish Water is merely re-organising previous work done by local government that the majority of its staff are from local government; that there is too much funding and too many grants from government to Irish Water; that prices are too low and the cap on

fees protects too many; and that not enough people are paying for their water.

“That means that in order for the Government to keep Irish Water off balance sheet, as it claims it was trying to do, then it would have to privatise and cede control of Irish Water, get rid of so called the conservation grant, raise the existing charges getting rid of the cap and force a lot more people to pay their water charges.

“The Eurostat letter shows that Finance Minister Noonan and other Government Ministers have been blatantly misinforming about the true nature of the decision. In contrast to the Government spin that Irish Water is at 48% of the required 50% test

for revenue raised independent of government backing, Eurostat states clearly in black and white: ‘That, if more realistic or prudent capital costs were considered, the ratio would then fall to 27%.'

"This is a hugely important statement that shows Irish Water falling far short of being considered ‘off book’.

“Contrary to Government spin, Eurostat make it quite clear that Irish Water is a very long way of reaching any sort of so called ‘off book’ status.

Their report is a damning attack on the Irish Government’s and incompetence shows quite graphically that their sums simply don’t add up.

“The Government needs to go back to the beginning, abolish Irish

Water and scrap water charges."

"That is what Sinn Féin would do if we were in Government.

"We would establish an Independent Commission to examine the best public governance model, call a referendum to enshrine the ownership of water services by the Irish people in the constitution and abolish the double tax.

"It also exposes their misinformation campaign, 27%, not 48%, is the relevant figure as far as Eurostat is concerned.

“The Eurostat report is a brutal critique of a failed, misconceived and stupid ploy to get Irish Water through its first couple of years.

Government incompetence has sunk that prospect now.

Following the release of

the Eurostat decision it is long past the time that the Government stopped the spin, admitted defeat and

abolished both water charges and begin the wind down ofthe failed entity that is Irish Water.”

Community and Voluntary groups from all over South Dublin gathered in Lucan library on Tuesday 28th July for the final workshop of the Ireland 2016 commemorations workshops.

The event was opened by Deputy Mayor Cllr.

Guss O’Connell who welcomed Frances Fitzgerald,T.D., Minister for Justice and Equality, representatives from the Ireland 2016 Office at the Department of Arts, Heritage and the Gaelteacht and over 60 participants from the community and voluntary sector. Cllr O’Connell said “I am delighted to say that South Dublin’s Commemorations Committee has carried out extensive consultations to ensure the development of a programme of events for 2016 that captures the ideas and contributions of people of all ages and from all areas in South Dublin County” Ms. Lorna Maxwell, Director of Services, South Dublin County Council commented that “the attendance of so many people this evening is a testament to how the Centenary Programme has really captured the imagination of the citizens of South Dublin County. We want to develop a yearlong programme of events in which

everyone is invited to participate”.A key strand of the Ireland 2016 Centenary Programme is that of Community Participation. Making promises instead of taking action is what Leo does best

Fianna Fáil has dismissed the latest government kiteflying on GP care for under 18's as ‘yet another election gimmick’.

The party was responding to yet another vague promise from the Health Minister Leo Varadkar at MacGill Summer School.

The Minister provided no detail on how the roll-out would be funded, at a time when the Government is taking over 16,000 more medical cards from the over 70s to cut costs. And the process would not begin until after the next general election.

Fianna Fáil candidate in Dublin West, Cllr Jack Chambers, said it’s nothing more than another stunt to win votes.

“It is clear that the Fine Gael election campaign is in full swing. Leo Varadkar is trying to win an election by

promising to extend GP care to under 18s.

Has he forgotten that his Government previously promised free GP care for all by 2016? In reality the Minister is just confirming that he is way behind target,” said Cllr Chambers.

“Voters have learned from bitter experience that the promises made by Fine Gael and Labour to win votes can be taken with a pinch of salt.

The coalition has broken a litany of promises that the public is now paying for.

The health service is in complete chaos due to gross mismanagement by former Minister James Reilly and the shocking hands-off approach taken by Minister Varadkar.

Plans for Universal Health Insurance are in disarray with families facing huge hikes in costs.

The promise to cut

prescription charges was scrapped, and instead charges have been increased five-fold. And thousands more medical cards are being taken from the over 70s every year.

“Instead of tackling the serious chronic overcrowding in the country's emergency departments and the never ending hospital waiting lists as promised, this Government has chosen to ignore that crisis and instead embark on a new round of empty promises.

“Leo Varadkar is an expert Minister for PR. Rather than announce something new, he has once again diminished the expectations of the Government reaching its target of free GP care for all by 2016. His entire focus is on managing the message – instead of managing the health service.”

Sinn Féin Councillor Eoin Ó Broin has accused Labour TD Robert Dowds of ‘dishonesty’ following claims made by the TD about Sinn Féin in a Labour Party leaflet.

Ó Broin said that ‘having lied to get into Government, Robert Dowds and his party are now telling more lies in a desperate attempt to stay in Government.’

Cllr Ó Broin said: ‘I am very flattered to have been given so much space in Robert Dowd’s most recent constituency leaflet.

Deputy Dowds even managed to include a photograph of me in his publication.’

‘Unfortunately for the deputy his leaflet is dishonest in the extreme.

‘Having lied to get into Robert Government Dowds and his party are now telling more lies in a desperate attempt to stay in Government.

‘Thankfully the electorate are smart enough to see through

Deputy Dowds dishonesty.’

‘Deputy Dowds wrongly claims that Sinn Féin is opposed to easing the tax burden on low and middle income earners.

He also claims that Sinn Féin’s education Minister in the Stormont Assembly is about to sack 1,700 teachers.’

‘Both of these claims are false.’

‘Cuts to the budget in Belfast are being imposed by the Tory Government in London.

Féin is Sinn campaigning against these cuts and is seeking to protect the education existing budget. No teachers have been sacked by Education Minister John O’Dowd.

In fact Sinn Féin have recently secured increased funds to invest in school building programmes.’

‘On the issue of taxation Sinn Féin has consistently called for an easing of taxation on low and middle income families.

‘We opposed Fine Gael and Labour’s last Finance Bill because it was a tax giveaway for high earners. According to the Government funded Economic and Social Research Institute the real benefit of the last budget went to the top 10% of earners while the bottom 60% actually lost out.’

‘Since taking office Fine Gael and Labour have significantly increased the tax burden on lower earners. Deputy Dowds along with his Government colleagues has voted for the Property Tax, Water Charges, VAT and motor tax hikes, increased tax on alcohol and the abolition of the PRSI ceiling.

‘These measures have significantly increased the tax burden on low and middle income earners.

Meanwhile Fine Gael and Labour have given generous tax breaks to high earners.’

‘Sinn Féin wants to increase the tax take as a percentage of GDP so

that Government has the revenue to invest in job creation and improved public services. Fine Gael and Labour want to reduce the overall tax take by giving cash back to the wealthy while cutting funding to front line services.’

‘That is why our schools are overcrowded and our hospital accident and emergency departments are creaking at the seams.’

‘If Deputy Dowds wants to help hard pressed families he should support the abolition of the property tax and water charges and support Sinn Féin’s call for the introduction of a third rate of income tax on high earners and a wealth tax.’

regulations for single dwelling houses and eXtensions will make it easier to build or eXtend home

Fine Gael Dublin South West Senator Cáit Keane, has said that new regulations, which will come into effect from 1st September 2015, will ease regulations on building single dwelling houses and extensions.

Senator Keane was a of the member Oireachtas Environment Committee that worked on the regulations.

“The Minister for Housing, Paudie Coffey TD, has decided to remove the mandatory for requirement statutory certificates of compliance in respect of a new dwelling on a single unit development or a domestic extension. I welcome this move as it will it less make burdensome for people all around the country to build or extend their

home.

“Owners, including selfbuilders, will be given the choice to opt out of statutory certification and may instead demonstrate by alternative means that they have met their general obligation to build in accordance with the minimum requirements of the building regulations.

laurels Charity Crew 10k fun run

South Dublin County Council is delighted to confirm that it is again partnering with the Laurels Charity Crew and with Aryzta Food Solutions and Console to highlight suicide prevention as part of its Annual Health and Wellbeing Week for 2015. The Council is encouraging all who live work or visit our county to play their part in the fight against suicide by registering for the Laurels Charity Crew 10k Fun Run/Walk in aid of Console.

Mayor of South Dublin County Council Sarah Holland and Olympic silver medallist Cllr Kenny Egan were on hand to launch the event which again takes place in Corkagh Park, on Saturday September 19th at 2pm.

This is the third annual fun run/walk organised by the Laurels Charity Crew, and another huge turnout is expected for this year’s event which will bring the curtain down on another packed week of activities.

South Dublin Mayor Sarah Holland was delighted at the Council’s backing for this community day and highlighted the increasing importance of focussing on one’s Health and Wellbeing. She confirmed that “South Dublin County Council will again be providing the race infrastructure, live music and a DJ, along with entertainment and face painting for the kids in what should be a great family day out for a wonderful cause” and looks forward to being present and taking part on the day.

Paul Kelly, CEO of national suicide prevention and bereavement charity Console, urged people to come out and use the opportunity to run, walk and, most importantly, talk at this fantastic event.

“Two of Console’s central themes are community and communication, and the 10k Fun Run/Walk is the perfect example of this,” said Paul.

“The 10k timed run or the walk may be important, but the most important part of the day is the talk.

“We’d like to ask people to get in touch with family members or friends that they may only see once in a while, and come together for a chat and either a run or a stroll at Corkagh Park.

“Console would like to thank the Laurels Charity Crew, South Dublin County Council and Aryzta Food Solutions for highlighting suicide prevention through this event.”

The Laurels Charity Crew are in their seventh year of fundraising in the Clondalkin area, with their annual Galway cycle raising huge sums for worthy charities.

“Our first two run/walks allowed us to buy and install defibrillators for 29 schools and ten shops in the area, along with purchasing sports equipment for schools,” said Derek Cummins one of the race organisers.

“September is World Suicide Prevention Month and we would love this year’s Fun Run/Walk to highlight the work done by Console, and raise awareness of their free 1800 247 247 helpline.”

Over a thousand runners and walkers are expected to enter for the annual event, and participants can find details on the Laurels Charity Crew Facebook Page or via precisiontiming.net or on the Council’s website or social media pages.

The entry fee is €25, which includes chip timing, a race jersey and a donation to Console.

dublin City CounCil identifies 152 homes from private rented seCtor, for those on CounCil waiting lists

In June, Dublin City Council launched a campaign aimed at securing more social housing from existing property owners in Dublin.

The campaign sought to persuade owners of the benefits of making their properties available through the Rental Accommodation Scheme (RAS), long term leasing and through the Housing Assistance Payment (HAP).

As a result 458 owners contacted the four Dublin authorities.

72 local property owners approached the City Council about 152 units. The majority of properties were interested in long-term leasing, which provides the most security for both the landlord and the council

tenant. Dublin City Council is currently visiting the properties and negotiating with the property owners.

Welcoming the news, the Fianna Fail Leader on Dublin City Council, Paul McAuliffe said “The long term answer to the housing crisis is to build more social housing units but as long as we await any significant supply, we must ensure that Local Authorities can procure accommodation from the private rental market.

While this is not a strategic solution it is the only way of providing homes in the very short term to those that need accommodation.

“The transition from the rent supplement to the Housing Assistance Payment must be an absolute priority

for the Minister. Placing a blunt cap on rent supplement is leaving families to complete on their own in an already crowded rental market and is making the crisis worse.

“The government promised to introduce the HAP Housing Assistance Payment without delay yet to date we have only seen limited pilot programmes being put in place. The roll out of the Housing Assistance Payment must not be delayed any further.

“The reality is that this measure will put pressure on other rental groups such as students and those renting privately and until we increase supply that is going to be a major problem with any measure.”

South Dublin’s Red Line Book Festival is currently seeking submissions for their Red Line poetry competition.

Poetry writers can compete for a prize fund totalling €500 with all shortlisted entrants being invited to read their poems at an event in The Red

Line Book Festival this October.

The competition judge this year is renowned poet, Enda Wyley.

IN THIS EDITION OF THE PAPER, ROMAINE SCALLY CONSIDERS QUESTIONS RELEVANT TO THE HOLIDAY MONTH OF AUGUST. MANY OF US WILL HAVE ENJOYED, OR INDEED MAY BE PLANNING, A HOLIDAY ABROAD WHICH WILL INVOLVE EITHER TRAVEL BY PLANE, WITH OR WITHOUT A COMPLETE HOLIDAY PACKAGE. READERS MAY FIND THE FOLLOWING QUESTIONS OF INTEREST.

q. i was a passenger on a flight to Malaga recently when i was quite badly burned with a hot cup of tea which was being passed to me by the flight attendant. i was burned and required first aid treatment. When i got to Malaga i went to a local clinic and was told that i could be scarred. i was given special cream. on my return, i went to my g.p. and he has said that it will take some time for the scars to fade on both thighs. this ruined my holiday as i was very self-conscious wearing shorts and bathing wear. also, i was told to keep the scars out of the sun. is there anything i can do?

A. In a case such as this, the same rules of negligence apply whether the incident happened locally or in the course of a flight. The airline company will most likely be the responsible party, if negligence can be proved. It is important to point out, however, that very detailed instructions would have to be taken to establish how exactly the cup managed to fall. Undoubtedly, this was an extremely painful and upsetting experience for you at the beginning of your holidays.

However, the airline must be the body either wholly or partly responsible for

causing your injury and a detailed attendance would have to be taken from a solicitor establishing the critical facts.

It may seem simple enough but, airlines tend to be extremely careful when dealing with catering for obvious reasons and generally if a flight is experiencing turbulence, the captain will order that the refreshments are ceased for the duration of that turbulence. The unfortunate fact remains that you have suffered the injury but, to succeed in a claim for negligence you must nonetheless establish the same principles of negligence as you would in any other case involving an accident causing an injury. Our advice is to consult a solicitor as soon as possible. q. i am just back from a package holiday to portugal with our two children. included in the package was a “cubs club” for children from 8 – 12 years of age. during one of the activities, my 10 year old fell from one of these little trains which circulate the camp. in my opinion, it was vastly overcrowded at the time. she sprained her arm in the course of the fall and had to be taken to the local medical centre. this was only on the third day of our holidays and for the remaining 11 days, she had to wear a sling and had to stay out of the water. We were all very upset. the travel representative made a note of the accident but said very little else. is there anything we can do given that the accident happened in portugal?

A. From what you have said, it would appear as if your holiday is one which is defined in the Package Holidays and Travel Trade Act, 1995. Under this Act, all Travel Agents/Tour Operators have a duty to provide a safe package holiday for qualifying persons. Assuming that you booked both your flights and accommodation through the agent/operator then, you can consider taking action in Ireland under this Act, irrespective as to the venue of your holiday.

This was clearly a very distressing incident for you and, in particular, your child.

Safety features were obviously at a

minimum if a train was overcrowded with youngsters. To decide on what course of action is available to you, it will be necessary to attend at a Solicitor to consider the travel documentation. Some package holiday contracts include what is known as an “Arbitration Clause”. Your Solicitor will have to consider the conditions of booking at the back of your Contract with the operator and see if indeed a Clause regarding Arbitration is included. If the conditions of booking are not subject to an Arbitration Clause then, your Solicitor will most likely decide to take an action probably in the Circuit Court in Ireland. The jurisdiction will depend on the extent of the injury but, from what you tell me, it is likely to be in the Circuit Court.

The appropriate Defendant will be known to you and you should bring documentation with you to your Solicitor confirming your booking and any conditions thereof. If the facts of the accident are established as against the Tour Operator/Travel Agent then, you have every chance of succeeding in your case here in Ireland against the Tour Operator/Travel Agent arising from your holiday abroad. Our advice therefore is to go to see a Solicitor.

q.

We booked our holiday through a tour operator but have now been told that the tour operator has gone into liquidation. enquiries so far have disclosed that we should get our money back in full. However, we are now too late to book anything else of a similar nature for the remaining summer holidays and are wondering if we could sue for the disappointment and upset.

A. I am assuming that the Tour Operator ran into difficulty as a result of the downturn in tourism and fall in domestic consumer spending. If this is the case then, the business of the Tour Operator may not be left with many assets to cover its liabilities. In accordance with normal practice, when a company goes into voluntary liquidation, a Notice is usually published in a daily newspaper advising that a meeting of creditors will be held at a certain location. This

meeting is generally held in accordance with Sections 266 – 268 of the Companies Act. This part of the Companies Act involves the appointment of a Liquidator for the purposes of winding up a company.

Certain details relating to all limited companies are disclosed for public information in the Companies Act and a search may reveal what money is owing as of a certain date and what money is due in by way of credits. Unfortunately, this is not an unusual occurrence and whether or not you can successfully sue for the loss of your holiday will depend on whether or not there are assets likely to cover any such claim. You are, however, considered a creditor until such a time as you receive your deposit back in full. Most Travel Agents are now insured for these losses but, once a Notice of Creditors Meeting has been posted in a local paper, you are entitled to attend the meeting as a legitimate creditor. Hopefully, however, you will at least get your money back in full. q. i was in France recently on my holidays. i went to buy a train ticket but when i tried to pay with loose change, the clerk at the ticket office refused to accept my coins. What are my rights?

A. The natural assumption to make in a situation like this one is that, as long as you pay for your ticket, it should not matter how you do so. However, while many retailers are far happier to accept small change than loose notes, there are not always obliged to do so.

The consumers right to pay with coins, in fact, depends on the number of coins involved in the transaction. According to the Economic and Monetary Union Act, 1998 (Section 10), businesses are not obliged to accept more than 50 coins in a single transaction. If your payment consisted of fewer than 50 coins, the ticket clerk would have been legally obliged to accept them. This is more difficult to enforce when you are away but, the Law applies throughout the European Union. If you feel your rights have been infringed, you should complain in writing to the relevant train company.

THE HEALTHY WEIGHT LOSS WAY By Seán Corr Let me introduce myself my name is Seán Corr I am certified Personal Trainer and Owner of Corr Connection Fitness and formally on the lower end of the obesity scale in my mid 20’s. I write this article just in time for people to get in shape for Christmas.

Ever tried a Diet and you thought this doesn’t work? You were right. Although you may have experienced short term results they do not work long term!!

Ok what is the solution you ask?

Weight loss is simple at least equation wise “Burn more calories than you take in” sounds easy well unfortunately nothing worth having is easy!

Weight loss isn’t consistent you may drop 2 pounds 1 week drop none the following

week. You may find you are consuming the same amount of calories each week but it comes to a halt ever wonder why?

Reason is when you lose weight you are losing water, Lean tissue and some fat your metabolism slows down and your body changes.

In order to keep losing weight you need to keep cutting calories.

Now although a calorie is a calorie your body reacts differently to certain types of calories i.e. 200 calories of simple carbohydrates i.e. cream cakes will not have the same effect as fibrous type carbs i.e green vege.

Tip ditch the foods that have 200 calories but don’t make you fill full and change them with fresh lean protein i.e. chicken and complex carbohydrates i.e. oats, vegetables etc.

Another key point is

weight loss takes time! my weight loss journey took well over a year!

Below are some of my simple tips.

• Aim to lose 2 to 3 pounds a week, anything over is mainly water and lean tissue (muscle).

Always do the • majority of your shopping on the outer perimeter of supermarkets, it tends to be where fresh produce is stored i.e. fresh vegetables, fruit, meats, poultry and fish.

Foods on the inner part of the store tend to be long shelf life products i.e. cereal’s full of preservatives and sugars.

• Change your lifestyle, if you drive to the supermarket ditch the car and walk. If you eat full portion dinners ask for half portions.

• Set Goals write them down and

stick to it this is a very effective motivation tactic.

• Avoid eating when you are stressed even better don’t get to stressed in the first place exercise is a great stress reliever.

• Avoid eating when you are bored instead of reaching out for the fridge reach out to friends for chats or walk the dog.

• Avoid FAT FREE products they are usually high in sugar.

Speaking after a visit to Killinarden Family Resource Centre in Tallaght yesterday, Mayor Holland has commended the work of staff and volunteers in providing a first class service for the community.

She said:“Family Resource Centres are there at the front lines of combating disadvantage and support families of every kind.

“The services they provide are second to none and they are often the first port of call for families, particularly mothers, who want to start retraining themselves and readying themselves for employment.

“They provide childcare whilst Mam or Dad studies and attends classes – the

value of this to lone parents in particular and never be underestimated, given the massive costs of childcare here in Ireland and recent cuts to lone parents benefits.

“The centres manage to provide these invaluable community supports with meagre funding from Tusla.

“An area of concern for the centre managers is that funding mechanism was recently changed, so that instead of being granted on a three year basis, it now has to be applied for annually.

“This funding model may be deemed appropriate by Fine Gael, but it is not at all suitable for the community sector.

“It inhibits planning and creativity and they simply don’t have the man power to

offer the services they do and have someone spare to apply for funding and go through the prescriptive application process.

“They rely very heavily on volunteers – these volunteers are the unnoticed community champions, without whom the family resource centres could not function.

“I would ask Tusla to look again at the funding models – particularly given the Governments eagerness to help lone parents back to work.

“Granting adequate resources to Family Resource Centres so they could offer more classes & childcare would be a practical step forward in this regard”

privatisation of soCial proteCtion matters ‘utterly regressive step’

Sinn Féin TD and Spokesperson on Social Protection Aengus Ó Snodaigh today criticised the Government’s controversial JobPath programme in a week which sees the two Governmentcontracted private ‘welfare to work’ companies for the activation of the long-term unemployed.

Deputy Ó Snodaigh said: “This is another privatisation of government services. It is a regrettable day that another section of the social protection services in Ireland is being privatised.

This is an utterly regressive step. Major questions have been raised regarding the effectiveness of job placement privatisation and the abuse of this scheme by British companies.

“In Britain, these ‘payment by results’ companies have only placed around 4% of their long-term unemployed clients in secure employment.”

“The use of these private third party providers and the outsourcing of frontline Department services undermine the logic behind the Intreo offices that the Minister has been rolling out throughout the country.

“Large portions of their work will now be outsourced to the two private companies contracted to deliver JobPath. Turas Nua ,which comprises Irish recruiter FRS and Working Links, a UK company, who just opened their first centre in Bray on Monday and Seetec Ltd, who also opened their doors to up to 70,000 long-term unemployed clients in their Longford office.

“They have the potential to further undermine Local Employment Services (LES) providers that are dotted around the country and who often deal with the most challenging cases of long term unemployed.”

overall soCial housing funding for south dublin County CounCil must be revisited

The announcement that €5.6 million is to be made available to provide 47 homes in the South Dublin County Council area is welcome and priority should be given to ensuring swift delivery, according to Independent Senator and Dublin South West Candidate, Katherine Zappone.

Senator Zappone said this funding is particular important for ensuring that older people, people living with disabilities and those who are currently

homeless can have a roof over their heads.

The Independent Senator added that while this initiative is important there is still need for a comprehensive National Policy on Housing to address the needs of communities like Tallaght, Citywest and Rathfarnham.

Senator Zappone added: “The announcement that €5.6 million is being provided to meet the needs of the most vulnerable in our local communities is

welcome and I will be calling on Ministers to ensure the swift transfer of funds to ensure the 47 planned homes come on stream as quickly as possible.

The Government hopes that many of the refurbished units will be available before the end of the year – and every effort should be made to get people into these before the onset of winter.

Newly constructed units will then follow in 2016.

This particular round of funding is being provided to those

approved housing associations who have a track record of meeting the needs of groups of people with specific needs, including older people, those with physical and intellectual disability as well as those who are homeless.

It is disappointing however that the Government has yet to revisit the overall social housing allocation to South Dublin County Council announced earlier this year to reduce the waiting lists by 23% - a figure which

is 2% below the national average.

Again I would ask Ministers to take into consideration the huge pressure on housing in Tallaght, Citywest and Rathfarnham and to revisit this figure.

In the coming months I will continue to press the Government to outline concrete measures which will once and for all offer hope to the many families and individuals who remain in real danger of losing their home.”

update on seCond level sChool in kingswood heights welComed

Local Councillor Charlie O’Connor has welcomed confirmation from Jan O’Sullivan TD, Minister for Education and Skills that progress is being made in respect of the delivery of the proposed Second Level School in Kingswood Heights.

According to the Minister, Patronage of the new School has now been granted to the Dublin and Dunlaoighre Training Board who will in time put in place the necessary management structures in place.

The Minister also stated that the intended date for the Schools first intake of pupils is the commencement of the school year

2016/2017.

According to Councillor O’Connor, who represents the Kingswoods Heights area, the proposed development is creating much interest in the area and he has represented to the Department concerns expressed to him by local residents on issues including Traffic Management. He added that confirmation is now awaited that a Planning Application has been lodged with South Dublin County Council.

He has undertaken to continue to monitor the whole situation on behalf of the community

investment in ChildCare will improve affordability and aCCessibility for parents

Fine Gael TD, Mary Mitchell O’Connor said that proposals for strategic investment in childcare would improve affordability, quality and accessibility for parents and children across Ireland.

“This major new childcare report, launched by the Minister for Children and Youth Affairs, Dr James Reilly TD, proposes important changes on how best to invest in childcare services over the coming years. By putting forward costed options it provides a clear path for future investment and represents the most ambitious and detailed plan for childcare ever produced for Government.

“The report proposes three main areas where investment can be targeted: · A period of paid parental leave, which could be shared by both parents · An enhanced ECCE provision (currently the ‘free pre-school year’), which would be extended to the point at which primary school starts (this would ensure that from the age of 3, all children in Ireland

would be entitled to free education, either in pre-school or in primary school) · A new single subsidy scheme for pre-school and school-going children, with simplified eligibility based on income. It would cover both community and private settings, rather than the community sector alone as at present. The report says this should be designed to be progressively universal over time “The report recommends measures to embed quality in the sector, including a quality audit and proposals for upskilling of the workforce, as well as measures to make sure there is adequate supply for future demand. It also recommends carrying out a survey to establish the scope for using school buildings for after-school care.

“This report provides a sound basis for real improvements in affordability, quality and accessibility in the childcare sector, which will improve parental choice and help remove barriers to work.”

In June we bring a group of 110 people to Hosanna House in Lourdes for what is a unique experience both Carer and Guest.

We have two facilities in Kilcuan, Co. Galway and Cois Cuain, Co. Wexford each offering different opportunities. Both facilities provide Friendship weeks during the Summer.
