The ninth edition of DefExpo India 2016 will see a larger participation signifying the importance that India holds in the eyes of the world. Apart from talks of increasing JVs, ‘Make in India’ and local defence production, stakeholders are hoping that the critical issues will be addressed by the policy makers

T

here is no doubt that the footfall at this four-day DefExpo 2016 is expected to rise in terms numbers of industry participants. India continues to offer good business opportunities, despite all the uncertainties surrounding policy and procedures related to defence production and acquisitions. The eighth edition of DefExpo India, held in February 2014, recorded an unprecedented growth in foreign as well as domestic companies participation over its previous editions. An impressive 232 foreign companies from 32 countries participated in the show along with 15 country pavilions. With a growth of 12.64 per cent in terms of space booking, DefExpo 2014 was attended by the largest number of official delegations with 63 delegations from 58 countries gracing the occasion. DefExpo 2016 embarks on a new high with the 1001 companies exhibiting from 47 countries as per the DefExpo website. But, the business community has come up with questions related to the policy issues which, hope, this time will be fulfilled in the form of announcement or assurances coming from the top echelons of the Ministry of Defence thus helping both the potential exhibitors and the potential visitors to be informed, and to develop their future participation strategy for the event. Every corporate in touch with G eopolitics has admitted that a lot of good is happening but they have feedbacks to improve it further. Talking to Geopolitics an international defence manufacturer said, “There are several incidents where we have not only had businesses approaching us but states approaching us saying that we should facilitate discussions between these businesses and states for them to take advantage of what the states are offering as business incentives.” Another US defence manufacturer said, “When I took over, I went to meet all the businesses across my company and they said the productiv-

ity rate is not more than 50 per cent and today they say its 95 per cent. That is a big achievement but without skill development there will be no Make in India.” Both the persons did not want their name to be published. But, the government seems to have taken a few steps further to improve the defence manufacturing in the country. Government has pronounced that corporates in defence sector will have level playing field. The recent talks from policy makers have sent right signals that government is ready to let private industry participate at par with the defence public sector undertakings which had the monopoly till recent times. AK Gupta, Secretary (Defence Production) Ministry of Defence said in December while speaking at Institute for Defence Studies and Analyses that Long Term Integrated Perspective Plan (20122027) was prepared by the Integrated Defence Staff. This became the basis for five year plans and annual plans. He admitted that the practice of nominating only the OFB or DPSUs as recipients of Maintenance TOT was discontinued. The HQ Integrated Defence Staff (IDS) has also published ‘The Technology Perspective and Capabilit y Roadmap (TPCR) — 2013’. It is expected to provide industr y

with a detailed perspective of what the Armed Forces are looking for, so that they can undertake requisite R&D efforts and investments for infrastructure up-gradation. At present the Indian Defence Industry is dominated by DPSUs and Ordnance Factories, which contribute about 90 percent of the total domestic defence manufacturing output. After opening of the defence sector to private industry participation in 2001, 182 Indian companies have been issued 307 industrial licenses for manufacture of licensable defence items till October, 2015. So far 50 companies, covering 79 industrial licenses, have informed about commencement of production. Further, 34 Joint Ventures have been approved for manufacture of various defence equipments to the Indian companies. It will require a faster process as the speed of reforms and private industry participation has been slow. Expert Committee constituted under the Chairmanship of Dhirendra Singh for the purpose of evolving a framework to facilitate 'Make in India' as per the vision of

It aims to increase the contribution of manufacturing sector to 25 per cent of GDP and Defence Sector is a prominent one among the 25 sectors listed under this initiative. The private sector is ready to play a meaningful role in defence production. What the defence industry can find from host of recommendations is the caution which the Dhirendra Singh Committee has shown while assessing their impact on the domestic industry. The target set to achieve 70 per cent self reliance is 2027. Incidentally, the target year coincides with the current Long Term Integrat-

ed Perspective Plan (LTIPP) 2012-27 of the armed forces. Evidently, if the armed forces are to be inducted with 70 per cent indigenous equipment by 2027, the recommendations of the Committee have to be implemented in right earnest and in the least possible time frame. This is a historic opportunity to establish a credible indigenous defence industry. DefExpo is important for many reasons apart from weapons and armaments. Also, as the sale of military equipment is regulated by strict rules and there is a special authorisation process for the personnel involved, defence exhibitions are excellent platforms to initiate semi-formal processes or discuss the plans informally with the potential partners. Additionally, it is a bigger an opportunity for the new entrants in defence manufac-

turing. In the recent time a lot of young entrepreneurs have set shop and this becomes an opportunity for them to inform the potential buyer of their products thus creating business and also of getting informed of the existing platforms and technologies. The future seems optimistic but there is a need to address few relevant issues.

“States are offering business incentives to corporates eyeing upcoming opportunities” There are prevailing problems faced by both the Indian and foreign vendors requiring attention of the MoD officials, offsets being one of them. The way this

policy, introduced in 2006, has played out is not very encouraging. The 25 ongoing offset contracts are running behind schedule. The FDI cap has been raised to 49 per cent on the automatic route and through the government route beyond that even the revised cap has had little impact on inflow of FDI. It will be a good opportunity to seek the feedback of the exhibitors on this. The new budget does not provide any allocation for ‘Make’ projects, whereas the paltry sum of `144.41 crore provided under this head in previous budget has been taken out at the revised stage. The feedbacks from every front are coming in and this DefExpo - 16 may prove crucial for a lot of issues to get resolved and help India achieve its genuine place as a developed nation and military power matching its potential.

DPP 2016-Good intentions but implementation is key

C

apital acquisitions in India are based on the Defence Procurement Procedure (DPP), which was first released in 2006 and subsequently regularly revised based on inputs from various stakeholders. The emphasis of the DPP until now was on transparency, probity and fair competition, however, the present DPP promises to encourage private sector participation and speed up the acquisition process. Procurement of defence equipment starts with the formulation of Services Qualitative Requirement (SQR), Acceptance of Necessity (AoN), formulation and release of Request for Proposal (RFI), evaluation by Technology Evaluation Centres (TEC), field and staff evaluations, contract negotiations and approval by the Competent Financial Authority (CFA) and finally, award of contract. Proposals containing demand for new equipment are initiated by the Sector Headquarters (SHQ) and are debated at length by the Categorisation Committee at the Headquarters Integrated Defence Staff (HQ IDS) to decide on the route of procurement to be followed depending on the projected urgency of equipment, capability of the Indian industry and the nature of technology involved. The present DPP 2013 has already seen a large number of amendments which have been notified during the past year. These are listed below:  Introduction of Standard Operating Procedure for processing change of Indian Offset partners and products  Extension of Exchange Rate Variation benefit to the private sector  Bringing smaller defence deals under the ambit of "integrity pact"  Restoring ‘services’ as an eligible avenue for offset discharge  Reducing the requirement of indigenous content to 30 per cent in Buy (global) bids where an Indian

firm/JV is bidding for the proposal. These amendments are quite straightforward and will form part of the new DPP2016, which received Defence Acquisition Council (DAC) approval in January 2016. The DPP 2016 is also expected to have other industry friendly measures. One is the provisions that now the private sector can be classified as Production Agencies (PAs). This allows TOT (Transfer of Technology) to be transferred to them in Buy and Make cases which till now was the preserve of Defense Public Sector Undertakings (DPSUs)/ Ordnance Factory Board. However, this is likely to come with a rider. The Buy and Make with ToT category now needs to have 50 per cent indigenisation. The time and scale available to achieve this target assumes importance here. Those familiar with the challenges faced by our DPSUs will possibly r ef le c t on the time it takes to meet the laid down percentage. The provision of allowing single vendor cases is welcome and will result in reducing the quantum of RFPs being retracted thus fast-tracking procurement. Another aspect of including Enhanced Performance Parameters in tenders is a small step to move away from the L1 process, by providing additional credits for additional capabilities. Select changes in the DPP will, however, require a fore-

thought and deliberation during the implementation process. The devil lies in details and this is where unforeseen challenges can come up. The new category - Buy Indian Indigenously Designed Developed and Manufactured (IDDM), is going to be the new mantra having priority over and above all others. Here, a

The intention appears to be good as the IP in the products will be owned by Indian companies.

The question is how many tenders will be won by the nascent private industry when in competition with a Defence Research & Development Organisation (DRDO)–DPSU consortium. Maximum design and development is either carried out or outsourced by DRDO who retains the IP. It will be their representatives setting the key technologies required in the RFP and then form part of the committee assessing the same. The category further states that in the absence of an indigenous design but with indigenous manufacture, the required percentage of indigenous content will be 60 percent. By asking for 60 per cent indigenous content are we making the task of indigenisation more difficult for private companies vis a vis the DPSUs who are at a stronger footing. In 2008, the Make category was welcomed by the industry with euphoria. It gradually became clear that the category is struck in a time warp and little progress was made through the years. Now this category is likely to be split into four: ‘Make I’ category would be for government funded projects, ‘Make II’ cate g o r y would be for industry funded projects, ‘Make III’ category projects would be reserved for Micro, Small and Medium Enterprises and Make IV reserved for DRDO. It is sincerely hoped that the processes involved in all these categories are simplified and made implementable. The Make II expects the industry to fund and develop a prototype to the expectations of the services. It may be a uphill task take up

this challenge with the risks of shifting goal posts due to generic Operational Requirements (QRs).There is a likely to be a mention that only companies owned and controlled by resident Indians will be eligible for projects under Make category. Whether this mean that companies without majority stake will be allowed in other categories like IDDM needs a clarification. As the advantages of offset obligations was dawning on the defence industrial base, the new DPP seeks to increase its threshold from `300 crore to `2,000 crore ostensibly to reduce the final price of defence equipment. This move will reduce business opportunities for Indian firms, particularly Micro Small & Medium Enterprises (MSMEs) due to fewer offset contracts and possibly could have been avoided at this stage as Make in India would anyway reduce the offset market. Lastly, reducing the validity of the Acceptance of Necessity (AoN) to six months from 1 year makes no difference until the DPP brings in accountability in the procurement process. Overall, the DPP has definitely addressed pending industry issues. It has also possibly gone further than what was expected. It is hoped that certain steps taken in exuberance do not make any part of the acquisition process more complex and cumbersome and that adequate clarifications exist as differing interpretations can give rise to disputes. As it the procurement process had numerous stakeholders. Now we have added a large number of categorisations where lines can blur, where the resulting confusion can create unnecessary delays. Success or failure of the new categorizations will be based on the quality of implementation as good intentions can often get muddled with complex execution. — Rajiv Chib PwC Director - Aerospace & Defence

‘WE VIEW INDIA AS A SUPERPOWER IN THE MAKING’ ALEXANDER KADAKIN, Russian Ambassador to India, on various facets of India-Russia strategic and bilateral relationship… How successful was Prime Minister Narendra Modi’s visit to Russia last December? As regards Russian-Indian relations, we are highly satisfied with the outcomes of the visit of Prime Minister Narendra Modi to Moscow last December. I will be very frank in saying that I had not expected the visit to be so fruitful and so productive, because till the last moment several agreements were not ready and I was rather pessimistic. The good results have exceeded all expectations. First of all, it applies to the serial construction of nuclear power units in India. The number of nuclear power units to be constructed in India with Russian assistance is 12, including the completed and running unit 1 of KNPP. Unit 2 will be commissioned to full capacity in about fivesix months’ time, ground works for units 3 and 4 have already started, and talks are being held on the technical parameters of units 5 and 6. Another six units will be constructed at a new site, which most probably will be in Andhra Pradesh. The name of the place has not yet been announced. Russia is the pioneer of peaceful nuclear power units in India. While we have almost completed unit two, India’s so-called newly acquired partners have not driven a nail at their sites. Until now they have not started even ground work. Maybe it happens because of the liability issue but it has not prevented Russia from going ahead. Pricewise the energy received

from Kudankulam today is twice lower than the projected price for so far hypothetic French and American units. There is nothing at their sites – just wilderness. Reviewing releationship, It has always been on a smooth and even keel with the exception maybe of a short period after the democratic revolution in Russia after 1991, when we were immersed so deeply in our own problems that the focus on India was less. It was a period of great hardships for Russia – we were undergoing transformations of never seen before dimensions. Even at that period we tried to sustain our relationship with friend India. President Yeltsin came to India in 1993 to sign the Treaty of Friendship and Cooperation. India around that time also started its economic reforms. How do you look at Indo-Russia defence cooperation? How is Russia contributing to the Make in India programme? Defence cooperation is very robust now. It is a very stable relationship. We do not feel jealous when India wants to acquire some weaponry from other sources. We view India as a superpower in the making. For many decades we have been doing everything for India to become militarily, industrially, scientifically strong. It is absolutely wrong when media writes that Russian-Indian ties are not as strong as before. It happens because people do not know what they write. Please, name a country, which would

rent a nuclear submarine to India? Name another country, which would refurbish and reconstruct aircraft carrier to make such a nice one as the Vikramaditya. “Make in India” programme is not a novelty for Russia. We have always been working according to this principle. The steel plants at Bhilai and Bokaro are still in India, not in Russia. The HAL factory producing planes is also in India as well as the small antibiotics plant in Rishikesh, which was the first in India’s progress towards superpower status in medicines. What is the status of S-400 complexes and ‘Chakra’-type submarine? Active talks are being held on both the subjects.

Should India be worried about your sale of arms to Pakistan? There should be no worries. How can you compare the four Mi-17 helicopters we have sold to Pakistan with the 151 Mi-17 you have already received from Russia plus 200 Ka-226T, which you will be producing? It is laughing stock. Well, for Russia, relations with Pakistan have an independent value in view of the developments in the region. At least, they cannot be worse than India’s relations with Pakistan. India is also trying to mend bridges of understanding, to have channels of communication and normalize relations with Pakistan. If Pakistan fights international terrorism, we

shall be only helping India. We have common history: we have built a steel plant in Karachi, it has to be renovated. Why not our companies do it? It is not a matter of argument. But one thing you can be sure of: Russia will never do an inch of action to the detriment of our old strategic and privileged partner India. How do you think that India and Russia could tackle the threat of rising terrorism? Unfortunately, we are in the same boat with India as regards terrorism. India knows not by hearsay what it means. We have been supporting India in her efforts to counter trans-border terrorism, from Pakistan especially. ISIS is another scourge of the world and we are fighting it together. We have a very good machinery of consultations between Russia and India through foreign ministries, security councils and we have contacts between special agencies, we exchange information. It is a very productive dialogue, though not often visible. You may remember, the first man who was tolling the bell of alarm was Mr Putin who came here in October 2000. When he was speaking in the Parliament, he said that terrorism was the most terrible and most dangerous threat facing our two countries and the world. Mind you, it was much before the 9/11 NY outrage! We like nobody else understand India’s high mission and sufferings from this – like Pathankot, but not only this, the examples are aplenty.

‘SMALL FOOTPRINT AND LONG ENDURANCE’ ANDREW DUGGAN, Managing Director, INSITU Pacific talks about the future of UAS in India What is the significance of Integrator platform in the Indian context? You had, sometime in late 2015, brought a model of Integrator to India to showcase at an event. Is the Integrator on offer to any of the Indian armed forces requirements? We believe the Integrator UAS potentially suits a number of requirements for the Indian Armed Forces in a tactical level UAS role. The system is now in LRIP for the US DoD under the STUAS program and offers an extremely flexible (operations from land or sea) UAS platform with multiple potential payload options. Earlier, Scan Eagle was considered to be an apt choice for Indian armed forces. Is there a change in the assessment now? The key here is to understand that Insitu’s approach is one of common Ground Support

Equipment, Control Stations and training, with the flexibility to use either the ScanEagle or Integrator air vehicle depending on mission requirement. For many missions, ScanEagle is the most appropriate air vehicle due to its small foot print and long endurance. For other missions where multi-int capability is required, ANDREW Integrator may be the more operationally suitable platform. Really it comes down to the following: what is the information required from the mission and over what period? The user can then decide on the combination of ScanEagle and Integrator AVs

and the payload(s) they need to be equipped with to successfully achieve the mission. Do you have offers for Indian paramilitary forces such as the Border Security Force, which is looking at the possibility of deploying UAS for border management? What is the OFB role in this programme? BEL had won the order for the L70 gun upgrade in a global open tender issued by the Indian Army. The upgradation is intended to eliminate few of the operational and maintenance difficulties faced in the existing L-70 Gun, which is driven by hydraulics. The upgrade will provide an effective, autonomous air defence and also increase the life span of the equipment with low operating maintenance cost. The upgrade involves provision of All Electric drives, Integrated Fire Control System with Optronic Sight consisting of Laser Range Finder (LRF), CCD & Thermal Imaging (TI) Cameras, System Management Computer, Muzzle Velocity Radar, Low noise generator, etc. OFB carries out the necessary modifications on the existing Gun for BEL to take up the Electronic Gun upgrade of L-70. You have recently laid the foundation for Palasamudram facility. What is going to be the investment in the facility and what sort of capabilities will this facility bring to BEL? BEL is setting up a Defence Systems Integration Complex at Palasamudram in Anantapuramu district of Andhra Pradesh. It will be the largest such facility in the country once it is commissioned, covering an area of over 900 acres. The Palasamudram facility will enable BEL to expand its Missile Systems business and will carry out manufacturing and integration for the ongoing and upcoming projects. It will have state-of-the-art infrastructure such as Assembly Hangars and Hard Stands for Radars and Weapon integration, RF radiation sources for target simulation, Automatic Test Equipment, Clean Rooms for electronic assembly, Non-Explosive & Explosive Integration

Our intent, subject to government-to-government approvals in the U.S. and India, is to set up an industrial complex starting with the Super Hornet. These are part of ongoing discussions to support the country’s “Make in India” strategy and are an extension of our long partnership with India.In the medium to long term, there is a different way India could build industrial capacity. Your design centre at Hyderabad had done seven years now. What would you rate as its three biggest achievements in these seven years? We have established strong capability leading to contributions from our India Design Centre on all major Rockwell Collins global programmes. Our focus is on innovation and development of intellectual property for Rockwell Collins in India. There is a strong growth due to demand for diverse India Design Centre skills leading to design centre expansion in two cities - Hyderabad and Bengaluru. How has this Design Center been integrated into your company's global value chain? Our India Design Centre is strongly aligned with all Rockwell Collins business units acting as an extension of the global workforce. Our centre provides the flexibility of a round-theclock workforce in Engineering and IT for adding value to our global programs. You came up with TruNet sometime last year and that was mentioned as export-ready. Where do you see its application in India and has it now been brought to the Indian market? The TruNetTM family of networked Software Defined Radios (SDRs) offers the capability for Indian military customers to establish the first ground-air network truly tailorable to their mission needs. The radios were

designed with the international market in mind, providing export-ready solutions, along with low-latency high node count networked solutions based on our SCA compliant architecture. In addition, TruNet brings control into the users’ hands through the use of development kits, enabling the customer to port mission-unique waveforms to the platform to maximize indigenous content. We see direct application of our TruNet AR-1500 and GR-2500 radios in the growing Network Centric Operations (NCO) applications for the Indian Navy, Army, and Air Force. Rockwell Collins is currently engaged with several development agencies as the SDR technology provider of choice, and is highly active in military Make-in-India programmes. Your tie up with Zen Technologies is one-and-half years old and you had released your first product at the AeroIndia 2015. What has been the success of this tie up in the last one year since AeroIndia? Have you come up with new products and done some business on some of your existing products under the tie-up with Zen? We are continuing our close relationship with Zen to combine and build on the strengths of both companies. We will be unveiling Rockwell Collins’ newly released EP®8100 image generator in Zen’s booth and further demonstrating the joint systems simulation partnership between

Zen and Rockwell Collins. Your ECCM radio modules find a place on India-made Dornier Do 228 aircraft. Could you explain how this helps this aircraft operations and how this finds a place on other platforms of Indian armed forces such as P8I? Today, our ECCM modules are being used in ground appli-

cations for command and control of ground-to-ground and ground-to-air communications. In the case of ECCM on aircraft in general, the ECCM radio modules from Rockwell Collins enable the ability to gain superiority over the enemy and provide resistance to jamming. The P8i performs a similar multi-mission maritime role. The aircraft is a

militarised version of 737-800 aircraft. Given the mission of the aircraft, Rockwell Collins ECCM radio modules would potentially be an ideal choice. Are there any Indian UAV programs that you may be interested in participating or offering products and help? The UAV market in India is growing at a CAGR of approximately 7%. The potential applications for UAVs are in the defense, commercial, and homeland security sectors. Rockwell Collins can support all UAV programs with miniature data links for video and telemetry applications in addition to providing surveillance and some of the avionics capability. Rockwell Collins is in touch with the design agencies to pursue these types of opportunities. Rustom, Gagan, Naval Rotary and Pawan are some of the programs that Rockwell Collins is interested in pursuing.

The Trophy is a situational awareness and active protection hard kill system that operates in three major stages: Threat detection and threat tracking followed by hard kill countermeasure (Multiple Explosive Formed Penetrators – MEFP) activation and threat neutralization. The neutralization process takes place only if the threat is about to hit the platform. The Trophy HV (heavy vehicle) was declared operational by the Israeli Army in August 2009 and is currently in full production. Trophy is the only operational, combat-proven armor APS in the world. Mer-

kava-4 tanks integrated with Trophy active protection systems are presently deployed in combat areas along Israel's borders. In the summer of 2014, Trophy intercepted more than 10 anti-tank missiles fired at Israeli tanks in the Gaza Strip. The NAMER is considered the most protected armored vehicle in the world, proving its combat abilities during Operation Protective Edge, protecting the lives of Israeli soldiers against a multitude of threats. Following its success protecting the Merkava tanks and in accordance with the Ministry of Defense decision, each and every new NAMER will be equipped with the Trophy system. The Trophy system is adaptable to any combat platform. Once a platform is chosen, a

short trade study is completed to work out any integration issues that may arise. Numerous elements are taken into consideration for each vehicle variant or type. For vehicles with relatively basic or light armor, e.g. the Stryker, the Trophy provides full protection against all types of RPG (as well as other threats) due to the fact that the Trophy destroys these types of threats without detonation. The Trophy systems have a very high kill probability and testing has shown them to be successful against all known CE threats (RPG, ATGM, tankfired CE, etc.) The systems’ average collateral damage is estimated at a <1 per cent chance of a dismounted soldier being injured by Trophy or an incoming threat.

BOEING P-8I: SECURING THE HIGH SEAS FOR INDIAN NAVY

A

rising regional power like India faces many challenges in the form of piracy, asymmetrical warfare and maritime terrorism. Protecting its borders from terror attacks along with multiple complex security and strategic challenges have jolted the nation tofasttrack its efforts in building a navy that canseal and protect its 7,000-km vastcoastline. To meet these emerging maritime threats, the Indian defence

ministry in 2009 signed a contract for eight P-8I aircraft,with options to buy four more in the baseline contract. India’s long range maritime surveillance and anti-submarine warfare capabilities have been significantly enhanced with Boeing’sP-8I aircraft. India is the launch international customer for the P-8I. Boeing has delivered all right aircraft to the Indian Navy by the end of 2015. Counted across the globe as the most potent anti-submarine warfare; and armed intelligence,

surveillance and reconnaissance aircraft, the P-8I has given the Indian Navy an edge over other naval forces in the strategically important Indian Ocean region. It can fly higher, farther and faster than other maritime patrol aircraft and can detect, track and report on more targets than ever before. The P-8I’s range of over 1,200 nautical miles gives the Indian Navy a reach and capability to mount extensive surveillance of the seas. The Indian Navy’s P-8I fleet today provides surveillance support across the seas, from the East coast of Africa to the busy trade route of Malacca Strait. Its radar provides the synthetic aperture radar (SAR) mode capability for imaging, detection, classification and identification of stationary ships and small vessels and for coastal and overland surveillance, as well as the high resolution imaging synthetic aperture radar (ISAR) mode for imaging, detection, classification and tracking of surfaced submarines and small, fast moving vessels that operate in coastal waters. The aircraft is capable of inflight refuelling and can remain on task at a station for four hours. Apt for any climatic conditions, the P-8 combines superior performance and reliability with an advanced mission system that ensures maximum interoperability in the future battle space. Besides providing India with strategic blue-water and littoral undersea warfare capability, the P-8I’s intelligence, surveillance and reconnaissance abilities have also been deployed to assist during disaster relief and humanitarian missions. During Cyclone Hudhud, the Indian Navy under 'Operation Lehar' used the P-8I fleet to perform aerial reconnaissance to assess the damage caused by the devastating cyclone and gather data for planning relief efforts. While a P-8I plane conducted extensive surveillance activities in the hunt for the missing Ma-

laysian jet MH370 on behalf of India, another P-8I plane was recently kept on standby for tracing the tragic AirAsia flight QZ8501. A military derivative of the Next-Generation 737-800, the P-8I is the first international configuration of the P-8A Poseidon that Boeing developed for the U.S. Navy. Boeing is on contract for 78 P-8A Poseidon production aircraft for the U.S. Navy, eight for the Royal AustralianAir Force and has completed a contract for eight aircraft for the Indian Navy. Boeinghas delivered 35 P-8As to the U.S. Navy. Four U.S. Navy squadrons have deployed with the P-8A Poseidon, and the Indian Navy is conducting missions with the P-8I. The versatile multi-mission aircraft provides anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance capabilities and will replace the U.S. Navy P-3 fleet. With the P-8 Poseidon, Boeing has revolutionized the way it designs and assembles military aircraft based on commercial airplanes. In order to efficiently design and build the P-8I and the P-8A, the Poseidon team uses a first-in-industry in-line production process and Boeing’s existing Next-Generation 737 production system to efficiently design and build P-8 aircraft. The P-8I incorporates not only India-unique design features, but also India-built subsystems that are tailored to the

country’s maritime patrol requirements. Eight Indian suppliers have delivered aircraft units and operational spares for the P-8I on time and as per contract. Hindustan Aeronautics Ltd. (HAL) has manufactured P-8I weapons bay doors, tailcones and identification friend-or-foe transponders. Bharat Electronics Limited (BEL) has delivered the Indian-designed Data Link II for the P-8I, a communications system that enables exchange of tactical data and messages between the Indian navy aircraft, ships and shore establishments. BEL has also delivered the identification friend-or-foe interrogator, a battle management system that enables P-8I aircraft to distinguish friendly aircraft and forces. Electronics Corporation of India (ECIL) provides the speech secrecy systems for the P-8I. In addition to public sector undertakings, private companies have also played an important role in the making of the P-8I. Dynamatic Technologies and Tata Advanced Materials Limited (TAML) have already delivered P-8I power and mission equipment cabinets, and TAML is on contract to provide P-8I auxiliary power unit door fairings. Still in promoting “Make in India” the Indian authorities, I am sure, are keeping in mind that defense is a subtle field with many restrictions implied. There should be a very high level of credibility between potential partners in the field of defense. The trust I am talking about has been earned throughout decades. Therefore, I firmly believe that India and Russia are to become major technology partners should the “Make in India” pattern really come into being. It is the most natural way given the time-tested partnership between our countries that is currently referred to as ‘ strategic’. The extent of the “Make in India” is a political decision made at the very top and on a case-to-case basis. As we all know, the RFI for the Project 75 I has been issued and the RFP for the programme is likely to be issued soon. However, our involvement and opportunity for this programme will depend upon the success of our partner TKMS in P-75 I, since TKMS are the platform manufacturers for the German submarine and would no doubt be the technology partner for the Indian Shipyard that will be selected to build the submarines. Atlas is usually a key subsupplier to TKMS submarines and would probably offer our new integrated Sonar system known as ISUS 100. ‘MAKE IN INDIA ’ IN DEFENCE – FROM RHETORIC TO REALITY

T

he Union Budget 201617 allocated `2.49 lakh cr for defence, which is 11per cent higher than this year’s revised allocation of `2.25 lakh cr. The capital budget has been marginally increased from `81,400 crore last year to `86,340 crore. These do not augur well, given the serious technology gap in our defence readiness. India is almost entirely dependent on imported defence equipment. Under the government’s ‘Make in India’ push, we are witnessing greater emphasis on indigenous manufacturing. However the right intentions are not being followed up with bold action. Here are ten simple action steps to break the impasse.

Create a technology enabled armed forces

Future wars will be fought on computer screens remotely, using advanced gadgets, cyber networks and smart weapons. The Ministry of Defence (MoD) should aggressively look at reducing its revenue expenditure and divert the savings to next-gen technologies. China reduced its standing army by a whopping 1.7 million troops over the last three decades and plans to reduce it by another 3 lakh personnel.

Establish an Commission

Aeronautics

The time and attention of the defence minister is often taken up by day to day crises and public events. This decreases the focus on capital procurements and technology development. India need

an independent Aeronautics Commission, headed by a technical expert and reporting directly to the Prime Minister, similar to the commissions for atomic energy and space.

Identify focussed technology areas to build capability

The Aeronautics Commission should identify 5-6 technologies, critical to India. These could include advanced materials, stealth, avionics, sensors, cyber-security, precision guided missiles etc. The government should tailor its policies, technology transfer agreements and offset programs with a focus to master them in 8-10 years. Doing R&D on every small system dissipates energy, time and scarce national resources.

The Indian aeronautical sector is dominated by DRDO and DPSUs. They sidelined the private sector over decades due to distrust or insecurity. DRDO should focus on few strategic programs and rest can be outsourced to the private sector. DARPA, the US equivalent of DRDO has just around 150 technical personnel and no labs. It depends entirely on US industry, universities, government labs and individuals for cutting-edge research for the US forces.

Reduce procurement time

Today, a procurement lead time of 6-8 years in India is considered normal. It needs to be brought down to under three years. Like in the west-

ern countries, MoD should consider using professional firms for procurement. They bring in deep knowledge of supply chain, finance and legal issues; and would work under the overall supervision of the MoD. This may lead to faster deals, tighter contracts and lower cost.

Negotiate offsets at the country level

India should push hard for co-development programs with USA, Russia, UK, France, Israel etc. for strategic technologies and platforms. Proposed joint programs which are critical to India are still stuck at the drawing board due to various issues. Global programs such as the Joint Strike Fighter, Eurofighter Typhoon etc and commercial platforms like Boeing 787s and Airbus 380s are built by several companies collaborating across the world. The BrahMos program with Russia has benefitted India tremendously.

India negotiated offsets specific to an OEM and an equipment; and not on a countrybasis. The OEMs in turn passed on non-critical assembly technology to Indian companies to discharge their offsets. India should consolidate its current and likely future requirements from supplier countries on a G2G basis and demand establishment of complete assembly lines in India. The country in turn may be offered long term assured offtake and freedom to export to friendly countries.

Raise FDI limit in defence to 74 per cent

The authors have been, unfortunately, proved right in their assessment in June 2014 that increasing FDI limit from 26 per cent to 49 per cent would bring no meaningful investment. Defence technology is so complex that the biggest military power – USA – has permitted 100 per cent subsidiaries of non-US companies like Airbus, BAE, Rolls Royce, Saab etc, albeit with several checks and balances. FDI in defence should be at least 74 per cent., with adequate checks and balances. The eco-system thus created

The aerospace industry thrives on strong local demand. Defence and commercial aerospace have a symbiotic relationship. Civil aerospace manufacturing offers low hanging opportunities to Indian players. India should leverage its purchasing power to encourage global OEMs & Tier-1s to set up their commercial aerospace manufacturing facilities in India. Attracting 5 to 6 such anchor units in near term would enable development of a robust component manufacturing eco system in the country.

Facilitate 4-5 aerospace clusters with plug & play infra Defence production needs world class infrastructure – uninterrupted power, water, land, logistics network etc. India requires 4-5 such aerospace clusters. Central and state governments need to work with anchor OEMs to identify the right locations and facilitate its development through PPP, fast clearances and fiscal incentives. Defence R&D and manufacturing should be given ‘infrastructure’ status. This shall facilitate access to cheaper loans and incentives, a la sectors like, IT, automotive, ports, roads etc. Given the huge import dependence, government should also consider a ‘deemed export’ status for defence industry for a ten year period, extendable in future.

Time for bold reforms

Indian defence sector needs radical reforms. We should facilitate greater investments from global OEMs, through reforms in FDI limits and a faster procurement procedure. We should collaborate with them, innovate and then better them in certain critical technologies, over the next 20 years. The road ahead will be tough. The selection process for the C295W medium transport aircraft is ongoing. This highly versatile aircraft is proven around the world as a tough, reliable and high-performance workhorse with outstanding lifecycle costs and excellent performance on short or unpaved runways. To date, 144 C295s have been delivered out of 165 on order and it is in service in 20 countries. The AS565 MBe Panther perfectly answers the requirements of the Indian Navy’s Naval Utility Helicopter (NUH) programme for around 100 units. It is an all-weather, multi-role light helicopter that can be operated from ship decks or offshore to cover a vast array of naval missions - such as maritime surveillance, search and rescue, casualty evacuation, vertical replenishment, offshore patrolling, counterterrorism. The H125M Fennec is foreseen for the Indian Army’s and Air Force’s Reconnaissance and Surveillance Helicopter (RSH) need of around 400 units. The EC725 (now marketed as H225M) is under selection process for the Indian Coast Guard’s 14 shore-based helicopter tender and is also perfectly suited for the Indian Navy’s 120+ Naval Multi-Role Helicopter (NMRH) programme.

The UAV can be equipped with day, night and HD cameras depending on the need and application. The UAV also has fail-safe modes, which enable it to return to base in the event of a communication failure or low battery. Over the years, NETRA has been successfully deployed in a number of search and rescue operations as well as surveillance efforts by paramilitary and police forces, some examples of which are the

Investors have a perception that Govt. is not a great customer: Investors are hesitant to put their money in companies that cater to government agencies. One of your recent successes in India is the SFWs for India's Jaguars. Could you elaborate on this order's deliveries and integration? Do you hope to get more orders for similar weapons in the years to come? Vince Logsdon: We highly value our partnership with the Indian Air Force and will remain fully committed to the future goals of the Indian military. The Jaguar integration program will deliver a significant capability to the Indian Air Force. Sensor Fuzed Weapon (SFW™) is a highly effective airdelivered area weapon designed to defeat an array of moving and fixed targets on land, at sea and in littoral environments. One SFW can neutralize many targets and do so nearly simultaneously, leaving an adversary no evasion time. First employed by the U.S. Air Force in combat operations during Operation Iraqi Freedom, SFW is the only weapon of its class that meets and exceeds all U.S. Department of Defense mandates for multiple warhead munitions (greater than 99 percent reliability). SFW defeats enemy threats and achieves its mission leaving behind a clean battlefield. As the Jaguar program concludes, we look forward to discussing emerging requirements with the Indian Air Force to help expand capabilities and enhance our relationship with the India Government. You have a tie-up with Dynamatics for Bell Helicopters air frame assemblies that was singed a couple of years ago. Could you tell our readers how has this partnership progressed and regarding your experience working with an Indian company? Michael Loeffler: Through Dynamatic, Bell Helicopter sees a very energetic and knowledgeable industry that is learning how to safely build quality aerospace components, on time every time. In 2015, Dynamatic delivered 17 major assemblies

for our Bell 407 model. In 2016 we are anticipating a larger volume of deliveries. Bell Helicopter, working through its Textron affiliate TIPL, looks forward to continue the momentum we have established with Dynamatic, and will continue to strengthen the aerospace industry in Bangalore. Bell Helicopter has an established presence in India and continues to see a great deal of potential for both the civil and military market. Bell Helicopter remains committed to India and continues to look for opportunities that will strengthen our ties with the region. Indian government's military procurement programmes are going the 'Make in India' way. Do you see the possibility of any of your products from across businesses being made in India for both the Indian and the foreign market? What has been the interests in India for your G-Claw and Fury precision guided weapon systems? Do you see business happening on this front anytime soon? Vince Logsdon: Textron Systems Weapon & Sensor Systems anticipates future growth for the smaller precision weapon market. To meet this need, Textron Systems developed Fury™ and G-CLAW™, precision guided weapon systems, which are based off of our long lineage of weapons and platform development expertise with the U.S. government The new Fury lightweight precision guided glide weapon is equipped with a mature and proven warhead, and is guided by a GPS-aided inertial navigation system with a semiactive laser seeker terminal guidance capability. G-CLAW can be integrated onto an array of aircraft including class IV unmanned aerial systems, light attack aircraft, such as Textron Aviation’s Beechcraft AT-6 and Textron AirLand’s Scorpion™, or converted commercial aircraft, such as a Cessna Caravan, from standard rack dispensers. How serious are the talks for supply of the Scorpion aircraft to India? There was a buzz in this regard sometime in the middle of 2015, but has died down as 2016 dawned. Could you clarify on the offer? Textron Airland: Textron does not speculate on potential future military sales. The use of small drones has increased dramatically over the years, making them a potential threat to critical infrastructures, other aircraft and homeland security (HLS), due to their small size, low speed and low flight altitude. These drones maybe used for a number of reasons, including hostile purposes such as intelligence gathering, smuggling, or as weaponised platforms. In addition, they are difficult to detect or disrupt due to their low visibility and low Radar Cross Section (RCS). To meet this emerging challenge, IAI's Subsidiaryand Group,ELTA Systems Ltd.,offers specially adapted 3-Dimensional (3D) radars and Electro-Optical (EO) sensors for detection and identification, as well as dedicated Electronic Attack (EA) jamming systems for disrupting drone flight. Low visibility of opportunity in the UAV space: Currently, the visibility of potential market for manPortable UAVs is negligible. There is no clear insight regarding long term prospects of a company manufacturing UAVs. If an indication of the opportunity can come from top officials in the government, then it could be a great encouragement to investors. Investors invest only if they see that a certain market has a large enough potential, and they need positive affirmation of the same from the biggest clients of the product in the market. Another point of concern is entrusting performance responsibility to manufacturers in order to reduce paper work. Also, expecting UAVs to comply with aviation level standards is another discord between clients and vendors, as the UAV is a miniaturized and simplified aircraft which does not require the standards that a manned aircraft has to subscribe to. In the event of delay in payments by the client, an additional interest needs to be paid to vendors by the Government department. This move will serve to encourage timely disbursal of payments, and contribute to increase in goodwill of investors with regards to projects involving the defence sector. While the UAV market in India is still in the nascent stage, governmental recognition of the technology area would be a much needed boost to the technology. Official statements/declarations from the government regarding procurement of the technology or service will give leverage to UAV proliferation. In the digital world of today, UAVs will play a crucial role across applications and industries. With the right support and incentive from the government, the UAV industry will be all set to take off.

This has enabled equipment to be locally manufactured in the categories of Float (Hulls, Hatches, Ballast Valves), Move (Steering Consoles) and Fight (Weapon Handling) equipment. DCNS also has been instrumental in cementing partnerships with French MSMEs to enter into tie-ups and joint ventures with Indian MSMEs to deliver locally manufactured equipment in India – Coyard Flash Forge is one such example of a joint venture. DCNS is so satisfied with the quality standard adhered to, that they have taken a step further and outsourced procurement of certain equipment for the French Navy’s latest submarines (under construction) to these Indian MSMEs. With additional submarines

nvolved in large defence programmes, Sagem (Safran) supplies inertial navigation systems for all services. This capability to develop high performances inertial navigation systems for land, air and naval platforms is unique in Europe. A Safran subsidiary based in France, Sagem is also considered as a leading defence partner to the Indian Armed Forces, in particular inertial navigation systems for front line units. In this critical sector of technologies, Sagem provides high performances solutions to the Indian armed forces and works closely with several Indian aeronautics and defence groups, notably Hindustan Aeronautics Limited (HAL) and the Defence Research and Development Organisation (DRDO). In cooperation with HAL in India, Sagem produces SIGMA 95 laser-gyro inertial navigation systems for the Indian combat aircraft, such as Sukhoï, MiG, LCA Tejas, Hawk and Jaguar. nce upon a time, there was an Asian Dragon and an Asian Elephant, both wanting to be self-sufficient in defence technology. But they chose different paths. In January 2004 one went out to acquire four retired aircraft carriers for study, along with purchasing foreign aircraft carrier designs; which resulted in this Asian Dragon commissioning their first Aircraft Carrier in 2012. The Elephant, however, did not invest in any old aircraft carriers or their aircraft designs, but went on to buy out an old Russian Carrier which had to be upgraded to being sea worthy; with the refit alone costing it nearly 2 ½ times the price that was originally agreed. This Asian Elephant –India; still does not have its completely indigenously built ship, whereas the Dragon – China, is building its second. Our take - India needs to completely focus on Indigenization. India can achieve self-reliance by having control on design IPR, know-how and innovation. Establishing ‘Country Champions’ in each of the critical areas of technology for products today upgrades and futureproofs it. Since the rate of change in this area is comparatively higher, agility is critical. And, this is where engagement with the startup community will help India develop worldclass products quickly. There are four pillars around which this strategy needs to be developed1. Indian Entrepreneursmust focus on Innovation & Design; and eventually prepare the business to scale globally. 2. The Academia must encourage fundamental research in Warship Building Design and Innovation; and help build and drive models as per world class standards. 3. Encourage Foreign Investments in SemiConductor Fab’s; Component Manufacturing Plants in India; ToT of Mature technologies. 4. And most Importantly the Govt. needs to address disabilities faced by the domestic industry and support Polices for R&D and Market Access. The governmentneeds to fund long-term investment in critical technology development;make existing policies more effective for R&D; reduce the Cost of Money for Industry on Interest Cost; and be open to fund risky R&D in the private and government sector. The Govt. Needs to encourage all R&D/ Technology Development Funds of organisations like

DRDO, to be used via Challenge Grants, enabling the startups to be a part of the process to solve various challenges. Market access is a big pain point for the Startups while dealing with the Govt. The Govt. needs to encourage a level playing field by removing restrictive eligibility conditions like prior experience and turnover to allow the budding domestic Industry to compete. Onerous NCNC conditions should be removed; trials should be paid for or done post selection; and award of contract should come with strict penalties. And finally, the government must increase the effectiveness of the “Offset Policy” by encouraging foreign OEM’s to support vendor development for discharging offsets and to appoint a Joint Secretary to address the R&D and market access issues and as well work with the industry to shape technology strategy and its implementation and help them look at the bigger picture. With over 19,400 Tech startups serving various sectors of which 5000 have been started in 2015 alone, Startups in India are all set to reach over 1,00,000 startups, employing over 3.5 Million and creating over $500 billion in Market Value in this decade. Startups like Tonbo Imaging, Aurora Integrated Systems, Astra Microwave and many others are already helping the Government in solving the various technology problems. With over $1.78 Trillion being spent in 2014 in Defence, America contributed $610 Billion by far ahead of rest of the world with 35% of the overall spends. The interesting factor is that Countries in Africa, Asia, Middle East and South America contributed to over 43% of Defence Spending at $765 Billion. This figure is going to keep increasing by 6-7% on an annual basis and see the Defence Spending from these countries touching over $1.10 Trillion by 2020. Of the 25 largest defence spenders in the world, 13 were from Asia and Middle East. This is where the opportunity is for India to supply to Africa, Middle East, South America and other friendly Asian Countries. With the growing soft power of India, this opportunity is for us to leverage. projects are to be executed between 2016 and 2025. In regard to Project 75I, MDL is definitely looking at P 75 (I) as a further order to optimally utilize the upgraded infrastructure. We completed the pressure hull sub section fabrication for P75 in 2012 and are eagerly awaiting fresh order to utilize our pressure hull fabrication facilities. The Defence Minister has indicated that there will soon be an Indian private sector submarine-maker. There is also talk of a policy tweak to have separate 'Strategic Partners' for large warship building and submarine construction. How do these two moves impact your business?

Impact on MDL by Indian Private Sector submarine maker:  MDL has augmented submarine infrastructure with funding from IN / MoD and is well-equipped to undertake additional submarines of Scorpene class as well as the currently ongoing 06 Submarines under Project 75 (India)  If the orders go only to private shipyards, it will lead to non-utilisation of infrastructure funded by Govt. and MDL, skill sets and expertise developed over a period of years. Policy tweak to have a separate ‘Strategic Partners’ for large warship building and submarine construction: There is merit in separating the two domains with regard to private sector. The strengths of individual players can be better utilized in this manner. Precious experience with private sector can also be factored while formulating the policy.

TECHNOLOGY FOR 4TH AND 5TH GEN WARFARE

T

here have been four historic generations of warfare. 1st Gen warfare was troop concentration and war of attrition - like American Revolution and Napoleonic Wars. Then came 2nd Generation warfare - firepower concentration best symbolized by trench warfare and machinegun surveyed noman’s zone in WW1. This was broken by tools of 3rd Generation Mechanized warfare - tanks and other machines at air and sea. 4th Generation warfare was the Cold War – no more fought at borders but under ideological and economical umbrellas. In future, 5th Generation warfare will be the war via machines – automatic drones and robots. Currently India is facing 4th Generation warfare based on ideology and economy vis-à-vis its western and eastern neighbours and is employing 3rd Generation warfare tactics. There are two other changing facets: Information War – where media is used as a tool for ideology spread and recruitment; and Urban Warfare –where modern cityscapes and civil structures become war theatres instead of open grounds most notably for terrorists – recent examples of which have seen a disproportionate number of Indian Soldier’s lives lost. Threye Interactive, a New Delhi based company, sees itself as a force multiplier of Indian Defense forces via its tools and technologies for 4th and 5th Generation Warfare. In a short span of three years since its inception, it has provided its services in the domain of perception management, training and simulation and autonomous robotics concepts to Indian Army,

Indian Navy and the Indian Air Force. Threye Interactive developed Indian Air Force’s mobile game – Guardians of the Skies - the first game developed by any Air Force in the world. It has been featured on app-stores across the world accumulating more than 2.5 million downloads, thus proving the value of using mobile and social media in general and gaming in particu-

lar – as an excellent perception management tool, which goes beyond nation’s boundaries. Threye has been engaged in developing high-fidelity and immersive technologies employing virtual and augmented reality to aid soldiers’ training in hazardous and critical areas where getting the activity first time right is crucial. It has also developed ground and air based robotics

vehicles whose use was demonstrated in Indian Army’s Simulator Development Division and Army Design Bureau’s Seminar on Simulation in Hyderabad, December 2015. We are steadily progressing in this front and hope to conduct the first live test firing of our missile system from the Air Force’s Su-30MKI fighter aircraft by end of this year. Series of preparatory flights would happen in the coming 3-4 months. As far as the orders are concerned, the Indian Government has already sanctioned funds to equip large number of Sukhoi-30 fighters with BrahMos missiles. What sort of technological challenges BrahMos faced in getting the air-launched BrahMos ready? The technological challenges were many in this project. The foremost was to integrate a 3-ton heavy missile system onto a long-range frontline strike fighter having a maximum payload capacity of 8-ton. For that, we had to reduce the weight of our missile by half a ton to 2.5-ton.The missile’s airframe was also modified with reduced booster and fins to ensure its stability while being tested from the fighter. The Su-30 fighter too underwent structural modifications to carry the BrahMos-A. There were several other aerody na m ic cha l l e n ge s i n the air-launched missile programme.

On Research and Development

To make India’s Defence manufacturing sector more robust, there must be quick allocation of R&D funding for various projects, both by MoD and DGS&T and for this both should set goals for spending, say, at least `100.00 crores per year to start and reach `500.00 crores per year by the year 2020. The

process and procedure for selection of projects should be quick and transparent.

On Manufacturing and Offsets

The main purpose of Offsets enunciated by MoD is to develop modern Defence Manufacturing Infrastructure. These facilities, it is claimed, already exists in various DPSUs and major Private Sector Industries, such as TATAs, L&T, M&M, Bharat Forge, etc. Hence they may not require Offset Orders to develop their

facilities. However, MSMEs — where ‘core’ technologies actually exists — need to improve the manufacturing infra structure. Hence Offset policy of MoD should really be reserved for MSMEs with the intention of ‘Micro’ industries to become ‘Small’, ‘Small’ to become ‘Medium’ and ‘Medium’ to become ‘Large’ industries in the next 4 to 5 year period of time. There is a need to improve Quality processes, standards in MSMEs, including availability of ESS facilities to be established at Central location either by MoD or Ministry of MSME. All Banks ask for Collateral Guarantees (such as Land, buildings, etc.,) from MSMEs to sanction Fund and Non Fund Based Limits. This is not a problem for large scale

Private Sector units or DPSUs. However MSMEs cannot provide it (other than CEO’s/Directors private houses which do not fetch large amount, either!). Government of India should issue suitable guidelines to Banks to accept Corporate/Institutional Guarantees for providing (at low rate of interest) loans, fund and non-fund based limits.

LIGHTWEIGHT MULTI-ROLE MISSILE L

MM is a lightweight, precision strike, missile, which has been designed to be fired from a variety of lightweight, tactical platforms and provide a rapid reaction to a wide range of surface threats from wheeled or tracked vehicles, towed artil-lery or static installations. THALES’S SOLUTION The accuracy and effect of the LMM concept has been demonstrated against a wide range of ground targets with minimum collateral damage. Thales has performed preliminary integration of LMM onto various gun systems and Remote Weapon Stations (RWS) thus increasing the defensive capability of Armoured Fighting Vehicles (AFV), light 4x4 vehicles and fixed installations. A two man portable launcher can also be fitted to flatbed vehicles offering an agile and rapidly deploya-ble solution.

The missile, sealed in its canister, consists of a two stage motor, warhead and dual mode fuze, together with guidance electronics and a highly accurate control actuator system. The missile has different guidance modes including laser beam riding and/or laser designation to ensure precision attack of targets
