Random Thoughts

Random thoughts on the passing scene: All sorts of “global warming” advocates have all sorts of ideas for cooling the planet. I would be happy if they would just cool the rhetoric. A newspaper headline said: “U.S. Growing Impatient with Iran.” Boy, won’t that scare them to death? If they keep going, and make enough nuclear bombs to blast us to smithereens, we will go to the United Nations and get a resolution passed, condemning their actions – or, if the U.N. won’t go that far, deploring their lack of cooperation. Contrary to what has been widely believed, scholars say that Neanderthals had bigger brains than we have. Why did they become extinct then? Maybe they got too smart for their own good. When someone in New York says, “Excuse me, sir,” you know that you are really old. Umpire Jim Joyce, who publicly admitted that his wrong call cost pitcher Armando Galarraga a perfect game, and Galarraga himself both exhibited grace in the way they reacted to the situation. How long has it been since anyone has done anything that called for the word “grace”? When you consider what an enormous windfall gain it is to be born in America, it is painful to hear some people complain bitterly that someone else got a bigger windfall gain than they did. After North Korea torpedoed a South Korean ship, killing 46 sailors, was there even one-tenth the outrage that is ringing out loudly around the world because of nine deaths that resulted from Israeli commandoes intercepting a ship heading for the Gaza strip? In political rhetoric, “comprehensive immigration reform” means amnesty up front and promises of border control later – promises that have not been kept in the past and are unlikely to be kept in the future. Anyone who is serious, as distinguished from political, knows that you have to control your own borders before you can even have an immigration policy that means anything in practice. Even though some people say we are living in a “knowledge economy,” we are living in a political atmosphere in which ignorance has more power than ever. Washington politicians who have never run any

business are telling all kinds of businesses – from automobile companies and banks to hospitals and insurance companies – how they have to run their businesses. This is the golden age of ignorance in power. Electrical cords seem to be very sociable. Whenever there are two that are near each other, they almost always seem to get intertwined. It is one of the signs of our times when people in the media ask how some of our home-grown terrorists could “turn against their own country.” This was never their country – and giving them citizenship papers will never make them or anybody else a real citizen, in the sense of someone loyal to this country. Even experienced politicians would have a hard time coming up with a more grossly misleading phrase than “the Middle East peace process.” We cannot recapture the past, but sometimes it can recapture us – if we are not careful. Just as the American left has adopted blacks as mascots, so the international left has adopted Palestinians as mascots. In both cases, the actual well-being of the mascots is not the point. Mascots exist to be symbols for others. In all the years when the Arab states controlled the area that Israel took over after the 1967 war, nobody cared what happened to the Palestinians, much less offered them a homeland. Whether Barack Obama is simply incompetent as President or has some hidden agenda to undermine this country, at home and abroad, he has nearly everything he needs to ruin America, including a fool for a Vice President. We have now reached the truly dangerous point where we cannot even be warned about the lethal, fanatical and suicidal hatred of our Islamic extremist enemies in our midst, because to do so would be politically incorrect here and, in some European countries, would be a violation of laws against inciting hostility to groups.

‘No’ to Centene

Freedom first

To the Editor: For the benefit of residents of O’Fallon and the O’Fallon Community say “no” to Centene Corporation’s greed and constructing a $24 million building on taxpayer bonds and income, then giving Centene 100-percent sales tax exceptions in addition to 50-percent property and personal tax reductions on the backs of students of the Francis Howell School District, fire services of the Cottleville Fire Protection District and affecting the income of 10 other governmental entities. Why should the city be liable for 100 percent of these bonds and give millions in tax reductions/ sales tax exemptions with no true economic benefit? The Centene Corporation, paying income tax to the state of Delaware and is constructing a 21-story high-rise in the city of Clayton. Centene had revenues in 2009 of $4.1 billion. Annual profits for 2009 of $100 million paying out record dividends to stock holders and executive salaries. In the first quarter of 2010, Centene brought in $24 million in profits. Centene wants O’Fallon to build a 10,000-square-foot “back-up secondary data recovery center” on prime real estate in Progress Point on Waterbury near Weldon Spring Drive. Centene proposes to start with only six employees and maybe in five years have a staff of six to eight. If Centene wants so badly to move to O’Fallon, then Centene can pay 100 percent of real estate and personal property taxes, pay for its own building construction and pay all applicable state/city sales taxes. With $4.1 billion and record profits it can afford to pay 100 percent of the taxes itself and own its building in an open market. Wake-up City Council and stop listening to staff members. Have the guts to say “no.” There is no benefit of true economic development and creation of hundreds of jobs. Vote “no” City Council members as this deal stinks of greed and brings no benefit to the community. Centene is not giving back to the community but only taking from our resources. To the Editor: The criteria over health care has deteriorated to the depths of Adolph Hitler. In the wake of his socialist government, it brought death to millions; 3,250,000 of his own. The German people were brainwashed by a madman, who was a liar, a conniving con artist and a slick talker. They paid the ultimate price for socialism. Freedom must come first, whatever it costs, even for the people who want to give it up. Richard Barry

Immigration and discrimination To the Editor: The recently passed Arizona law requires that law enforcement officials ask for residency or citizenship status in the event that they are questioning someone for a violation of some ordinance or statute, and then become suspicious that the individual might be an illegal alien. Although this law just reinforces the existing federal law, it has created much publicity and protest across the country as well as outside the United States. The protest revolves around a claim that the law is racist and discriminatory toward Hispanics. But no facts are presented that have anything to do with race or ethnicity, and the law mentions neither. The noise has even been joined by Barack Obama, who said, “The law has the potential of being applied in a discriminatory way.” He ignores that every law ever written by any government has the potential of being applied in a discriminatory way. For example, we do not see anyone get excited about laws prohibiting violent crimes because certain people may look mean and appear to others to have a potential of being violent. How is this different? Due to the proximity to Mexico and South America, the overwhelming majority of the violators are Hispanic; however, the law is the same whether they are Hispanic or otherwise. The only discrimination that this law makes is whether you are in the United States legally or illegally. It is becoming tiresome listening to people claim racism or discrimination due to their own failures, lack of initiative and desire to blame others when misfortune strikes. It is time for people to take personal responsibility, get off their derrieres and stop looking for others to make life comfortable for them. Dan Amsden

Students looking for experience or retired workers willing to share experience are welcome to volunteer for a variety of ongoing opportunities in the city of O’Fallon. “We are always in need of volunteers to assist at events like the O’Fallon Jammin’ outdoor concerts, and O’Fallon’s Heritage & Freedom Fest, but we also offer interesting positions assisting professional staff within many of the city’s departments,” said Alexis Jaegers, O’Fallon’s volunteer services coordinator. The positions are specifically for individuals who are available during normal business hours, can participate on a daily, weekly or monthly schedule, and who are at least 18 years of age. “Ongoing volunteer positions are especially useful for students looking to gain experience and find their niche in the professional world, retired individuals offering specialized skill sets, stay-at-home parents who want to re-enter the workforce, and even displaced workers,” Jaegers said. Warehouse accident A furniture store employee died on Tuesday, June 15 after being crushed by falling sofa. Kelly McDaniel, 23, was retrieving a piece of furniture for a customer in the Rothman Furniture warehouse on East Terra Lane, when a sofa fell on him. After a manager found McDaniel, CPR was attempted. The O’Fallon man died from the injuries a short time later. OSHA is investigating the incident.

Recycle, please It’s easy to recycle in O’Fallon—and

now it’s free. “Our residents do a great job of recycling at home, and we want to offer them another option, and also extend recycling opportunities to residents in surrounding communities,” said Jim Wenzara, director of O’Fallon’s Environmental Services Department. Recycling materials—like cardboard, cans, paper and foil—can be dropped in one of the two new public bins. One receptacle will be stationed in the west parking lot at T.R. Hughes Ballpark, and the other will be placed outside the Shop ‘n Save supermarket in the Monticello Plaza parking lot. The receptacles will be marked, “Recyclables only!” and display O’Fallon’s recycling mascot, Roscoe Raccoon. “Just like the smaller recycling containers in our parks, these mega-receptacles will provide an outlet for everyone to recycle, including non-residents, small businesses, and apartment dwellers,” Wenzara said. “We often get calls from tenants, small businesses and others who want to participate in recycling, and from residents who have a large amount of recyclable material to dispose of, and this will take care of these types of situations.” For more information, contact Environmental Services staff at 272-0477, or by e-mail, ofallonrecycles@ofallon.mo.us.

St. Peters Costco suspect identified St. Peters police are still on the lookout for a suspect recently identified in several thefts from Costco this year. The suspect has been identified as Claudio Andrade Eduardo Andrade, a 48-year-old white male from St. Louis. The suspect also goes by the name Clyde Dickerson and has a lastknown address on Blair Street in St. Louis. Andrade is accused of stealing several thousand dollars worth of cameras in two

separate incidences, police said. Officer Melissa Doss said the suspect has not yet been apprehended. He is thought to have left the St. Louis area. “The charge will be Felony Stealing when he is apprehended,” Doss said. Crash kills motorcyclist A Washington, Mo., man died from injuries on June 9 after his motorcycle was rear-ended on eastbound Hwy. 94 in St. Peters two days earlier. John Poffinbarger, 65, was rear-ended by a 2011 Toyota Camry. Police said the driver of the car failed to slow down as the light turned green at Kisker Road and Hwy. 94. Poffinbarger was thrown from his 2010 Triumph motorcycle and air-lifted to St. John’s Mercy Medical Center. “Accident reconstructionists are currently investigating the accident and the final report - which (will state) the probable cause of the accident - will not be finished for at least a few weeks,” said Officer Melissa Doss. Crash kills passenger Police were called to a home in the 1700 block of Koch Road at 7:59 p.m. on June 11 after a car crashed into the mobile home’s deck and shed. Lt. Craig McGuire, with the Sheriff’s Department, said the accident was still under investigation. “It appears that the contributing factors to the crash were excessive speed and alcohol,” McGuire said. Police said a 2004 Nissan Titan 130, driven by Ronnie Langford, was travelling northbound on Koch Road when the car lost control. The car veered off of the road and struck a telephone pole before crashing into the deck and shed of a mobile home. The home and its two occupants were not injured.

Biker hit by trash truck A St. Charles County teenager was struck by a trash truck while riding his bike near Hwy. 94 earlier this month. Joshua Sabala,18, was riding his bike in the 300 block of Riverview Lane about 12:30 p.m. on June 7 and police said it appears he rode into the path of an Allied Waste trash truck. Lt. Craig McGuire, with the St. Charles County Sheriff’s Department, said the driver had “absolutely no time to react.” The boy was airlifted from the scene to St. John’s Mercy Medical Center. The 35-year-old driver of the truck spoke to police at the scene. “At this point it doesn’t appear that charges will be filed,” McGuire said. Sabala was not wearing a bike helmet.

Likewise, St. Charles County Council unanimously passed a resolution which was framed for Kisseloff’s parents, Michael and Mila Kisseloff. Council Chairman John White, left, presented the honorarium to Mila Kisseloff at the June 14 session while Sgt. Kisseloff’s lifetime of military service was read into the record. Kisseloff was killed in Afghanistan when his unit of the Missouri National Guard 1141st Engineer Company was attacked on May 14. Kisseloff had served in the military in various capacities, beginning as a recruit in the Marine Corps in 1981, the U.S. Army and Missouri National Guard.

However, Davis thinks Prop C is just a prop. “It was an enormous disappointment that the Senate watered down a perfectly good piece of legislation we (Mo. House of Representatives) sent over to them,” Davis said. “What was sent …was my original bill and that was a constitution change. The Senate wouldn’t even take it up.” Davis calls Prop C “milk toast legislation” fallible because of it being “just a statute change.” “All they have to do is just go back and change the law,” Davis said. “It’s a posturing thing they did but they knew they’d look foolish if they didn’t do something. “Don’t get me wrong,” she added. “I’m still in support of it but I’m not going to behave as this is some great victory.” Which is more than the opposition has at this point. Misinformation circulating currently claims passage of Prop C would prohibit Missourians from subscribing to federally mandated insurance pools if so desired. Not so. Rupp is touting Prop C for the opportunity to preserve choice in health care matters. If passed “this will secure and preserve freedoms Missourians have now,” Rupp said, adding that Prop C would allow state residents to decide whether or not to subscribe to federal healthcare pools. Legislators in 42 other states are trying to do something similar to Missouri’s ballot initiative, which is considered a victory by many. The battle isn’t won yet – it has to pass voter muster on Aug. 3. Ultimate success depends on continued grassroots engagement, Rupp said. He plans to campaign hard in behalf of Prop C. A Web site with Prop C information and campaign materials is available at mohealthfreedom.org. To hear what the candidates have to say, residents will have numerous opportunities in the weeks prior to the Aug. 3 election. Locally, Rupp and Davis will be making campaign appearances all over Dist. 2. Rupp said he has already fielded lots of questions about Prop C and the companion legislation he sponsored that keeps Missourians from footing the bill for abortion funding associated with the federal healthcare reform.

If that doesn’t happen, it’s a matter of time the state closes it down.” Licklider said he took his wife to Maxwell’s one evening and “had a hankering for a steak.” “The waitress came back and said there were no steaks that night,” Licklider said. “So I looked at the menu and said, ‘how

about a jumbo hamburger?’ Then she came back and said all they had were wraps. They really weren’t equipped to sell food.” Weldon Spring City Administrator Michael Padella said the bank had foreclosed on the strip mall property and it was now under new management. “All I know is that he (Nero) had met with the sheriff, and ultimately business had declined,” Padella said. “When you don’t know all the facts, you can’t say exactly what happened. They had a lot of incidents with guns, and everybody was concerned

By Mary Ann O’Toole Holley Two Weldon Spring bars have shuttered their doors saying they could not do business under the close scrutiny of the St. Charles County Sheriff’s Department. Maxwell’s Bar and Grill and its neighbor, Taboo, bars formerly located across from Wolfrum Crossings strip mall off Hwy. 94 in Weldon Spring, say they closed after several altercations with the St. Charles County Sheriff’s Department left them struggling to find employees and patrons. The latest in a series of incidents at the bars occurred on March 25, when a 24-year-old fired shots in the air outside of the bar before pointing the gun at Maxwell’s owner Richard Nero. The St. Louis man was arrested by the St. Charles County Sheriff’s Department and has been charged with unlawful use of a weapon, a class D felony. No one was injured. Nero said the suspect had been a patron of Maxwell’s that evening, but was kicked out after repeatedly antagonizing patrons. “We had an officer in the lot when the shots were fired,” said St. Charles County Sheriff Tom Neer. “While most of the incidents have occurred outside (Maxwell’s) in the parking lot, the fact remains (the suspects) were in Maxwell’s or on their way to Maxwell’s.” Neer then expressed concern that he may have to put a third patrol in the vicinity of Maxwell’s. On the night of the gun fire, the St. Charles County Sheriff’s Department, with help from St. Peters police, cordoned off the parking lot and searched vehicles. Several guns were found, and all but one was legal. The guns were legally stored in the vehicles and the owners all had a license to carry a concealed weapon, police said. During the car search, police also found a stolen 44 Magnum revolver. A 20-year-old black male from Wentzville was arrested and taken into custody for possession of the weapon that had been reported stolen from Peoria, Ill. “He told police he had to bring a gun because the last time he was there a gun was pulled on him,” police said. Weldon Spring Mayor Don Licklider said he had no discussions with Nero regarding closing of the bar, but said he was not surprised. “The owner of Taboo said he was going to use his inventory and close the doors because he couldn’t get anyone else to work because of the gun play,” Licklider said. “Nero blames it on the police, and Taboo blames it on Nero. I told them this isn’t the OK Coral.” Licklider said troubles that plagued the two bars are typical of large drinking establishments that cater to younger crowds.

St. Peters couple indicted on multiple child pornography charges Earlier this month, the United States Attorney’s Office announced that a St. Peters couple has been indicted on federal child pornography charges. Joseph Schroeter, 54, of St. Peters, was indicted on multiple charges involving the distribution, receipt, possession and production of child pornography. His wife, Michelle, 43, was indicted on the production charge. Joseph Schroeter was indicted by a federal grand jury on two felony counts of distribution of child pornography, three felony counts of receipt of child pornography, five felony counts of possession of child pornography and one felony count of production of child pornography. Michelle Schroeter was indicted on one felony count of production of child pornography. If convicted, each count of distribution and receipt of child pornography carries a penalty range of five to 20 years in prison and/or fines up to $250,000; possession

carries a maximum of 10 years in prison and/or fines up to $250,000; and production carries a penalty range of 15 years to 30 years in prison and/or fines up to $250,000. This case was investigated by St. Peters Police Department, the St. Charles County Cyber Crimes Task Force, RCCEEG, the Vermont ICAC Task Force and the Federal Bureau of Investigation. This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.

Bad information: LSL police working to dispel abduction rumors News of an alleged attempted abduction of a small child from a Lake Saint Louis Park has prompted concern in the community. Lake Saint Louis Police are investigating the incident. After receiving numerous e-mails containing information different than that provided to police, Police Chief Michael Force said it is important to provide factual information. “We did receive a report of suspicious circumstances about two weeks ago regarding a woman holding a 5-year old child’s hand. The mother called the child’s name and the child returned to the mother,” Force said in a press release. “The incident was reported to us several hours later and a check of the area failed to produce any persons of interest. There is no indication at this time that there was an attempted abduction, but we continue to investigate the incident. We have shared this information with other agencies in order to alert them, just in case.” Force said a detective spoke to the mother, whose concern centered on caution rather than fear. The mother indicated that the incident may have been entirely innocent but felt she should report it as a precaution. “Child safety is a critically important issue that parents must address with their children,” Force said. “Ongoing, open dialogue is one of the most important tools parents can use to build their children’s confidence and ability to respond appropriately to unusual situations. You want to equip your children with the knowledge and techniques that they need to protect themselves in dangerous situations without instilling an inordinate level of fear. You have to keep in mind your child’s age and maturity level and tailor your conversations to concepts they will understand and remember. “Seventy-five percent of abducted children are taken by family members or people with whom they are, so teaching them not to talk to strangers is not enough and can, in some cases, be counterproductive, “ Force said. “It puts the child in a position of having to decide who is a good guy and who is a bad guy based on very little information and then, to react to that judgment in seconds. Too much emphasis on mistrusting strangers can be very detrimental, causing a child to become overly fearful. Instead, parents should teach their children to be observant, how to set boundaries and the importance of parents knowing where their children are at all times.” Chief Force offered the following tips to parents: • When you believe a crime is in progress or a dangerous situation exists, call 9-1-1

to report it immediately • Call police immediately to report suspicious people or circumstances • Teach children how to dial 9-1-1 and how to provide information to the dispatch center • Help children learn their full names, addresses and telephone numbers and teach them to only give this information to a police officer or to the person who answers the phone when they dial 9-1-1 • If you are concerned about anyone’s behavior around your child report it to the appropriate authorities without hesitation • Draw attention to suspicious people by alerting others around you to the situation so others can also observe the individuals and their behavior to assist in providing descriptions, if necessary • Memorize or write down the license plate number of suspicious vehicles so you can provide police with that information • Memorize or write down a detailed description of any suspicious person or vehicle so you will be able to relay that information to police • Teach your children that there is safety in numbers and that they should stay with you or another adult they know and trust or with a group of well-known friends when they are in public places • Don’t allow your children to wear clothing or carry toys with the child’s name printed on them • Teach your child to yell “This is not my mommy” or “This is not my daddy” if someone tries to take them by the hand or pick them up and practice this ahead of time • Be involved in your children’s activities so you can observe how adult leaders interact with your child and so you will become acquainted with the parents of your children’s friends • Never leave your child unattended in a vehicle • Teach your children that they should never go anywhere with anyone without first getting your permission • Give each of your children a unique code word which is to be used to signal that it is safe for the child to go with another adult and provide the code word only to people you know and trust should the occasion arise that requires you to have your child picked up by a friend or family member • Teach your children that they are to yell for help if somebody who does not know the code word tries to get them to go someplace • Use role playing to help your children practice a variety of scenarios in which they might have to act quickly to protect themselves.

By Jeannie Seibert While the governor’s office continues to make budget cuts in advance of signing appropriations bills, St. Charles County government has announced expense cutting measures of its own. During the June 14 County Council session, County Executive Steve Ehlmann attempted a wry joke, blaming the state’s April sales tax revenue shortfall on Director of Administration Chuck Gross’ absence. It turns out that it wasn’t Gross’ vacation that prompted a 16.68 percent sales tax collection shortfall. People simply spent less money in St. Charles County in the month of April. Late in the month prior, on March 23, President Barack Obama signed into law the Healthcare Reform Act. Additionally, the annual April 15 income tax filing deadline marks the last year of the so-called ‘Bush tax cuts’ as the temporary rate reductions in several categories sunset on Dec. 31 of this year. Coincidence or not, Ehlmann said the executive staff is hoping the April sales tax collections dip is just an “aberration.” While the executive staff had avoided making rosy revenue predictions in its budget projections, Gross said the lower collections were still 3.81 percent less than originally estimated. Going forward “we’re being cautiously optimistic,” Gross said. “But we’re very serious about watching expenses.” Ehlmann outlined a first phase of cuts, or cancellations in expenditures, to go into effect immediately: all staff travel plans

are cancelled; and, a limited hiring freeze has been implemented. Open public safety (e.g. law enforcement) positions are to be evaluated before seeking replacement personnel but all other job openings are to be left unfilled until the executive staff can see if the trend holds, Ehlmann told the council. Finance Director Bob Schnur said the May sales tax collection numbers would be reported in about two weeks and that would provide county leaders more substantive information on which to proceed. While hoping for the best, Schnur has to consider the worst case scenario. If the 3.81 percent below budget collections hold, “We’re looking at being down $1.2 million for the year.” Obviously, this possibility has occurred to Ehlmann as well. “If May (collections) are as bad as April’s, we may be back here to talk about some things we’re going to have to do” to further cut expenses,” Ehlmann said. In the meantime, mixed signals are on the horizon as state Budget Director Linda Luebbering announced in early June the 2010 fiscal year-to-date general revenue collections assessment. Across all categories of revenue and fee collections to the state, Luebbering reports a decline of 7.9 percent compared to fiscal 2009 from $6.82 billion last year to $6.28 billion this year. Comparing month-to-month figures, Luebbering posted net general revenue collections for May 2010 increased by 53.1 percent compared to those for May 2009, from $400.9 million to $613.8 million. While it will be in the first two or three business days in July before the courthouse gets the county’s share, it is looking as if the April decline may very well have been an aberration.

Francis Howell All inclusive club honored Do The Right Thing of Greater St. Louis, Inc. honored several Francis Howell Middle School students earlier this month for their service and kind acts to others. The students are all part of “The All of Us Club,” which started at the middle school this year to make the surroundings at school the same for students with disabilities as any other student. “We have found these students to be truly warm, loving and patient teachers for their schoolmates who have disabilities. They

make everyone feel comfortable in our middle school environment,” said social studies teacher Cynthia Green. Lisa Cumberledge, Katherine Gerard, Meghan Gerard, Ryan Power, A.J. Rothman, Kevin Rudolph and Shelby Schneider were honored for doing the right thing. Do The Right Thing of Greater St. Louis, Inc. is a program that recognizes and encourages the positive behaviors of area children.

Scholarships aplenty Twenty-five students from the Francis Howell School District were awarded with $1,500 scholarships administered by the Howell Foundation. Students were selected from each of the four high schools: Francis Howell High School, Francis Howell Central, Francis Howell North, and Francis Howell Union. Scholarship winners were selected on the basis of academic and good citizenship demonstrated over the course of the students’ high school career. The funds from the scholarship are used to aid in paying the cost of tuition or books. The Howell Foundation is a not-forprofit, tax-exempt organization that primarily raises money to provide college scholarships for graduates of the four Francis Howell School District high schools, provide teacher, school or project grants

Presidential award A math teacher from Francis Howell North was selected to receive the Presidential Award for Excellence in Mathematics and Science Teaching. Steve Willott was one of 103 mathematics and science teachers nationwide who will receive his award later this year in Washington, D.C. “It is a great honor to have my teaching recognized as exemplary not just within my school or district, but at the state and national level as well,” said Willott after learning he had been selected to receive the award. “I love to teach and can’t imagine any career that is all at once so enjoyable, so rewarding and so challenging.” The Presidential Award for Excellence in Mathematics and Science Teaching is awarded annually to the best pre-collegelevel science and mathematics teachers from across the country. The winners are selected by a panel of distinguished scientists, mathematicians, and educators following an initial selection process done at the state level. Willott has taught various math courses at FHN over the past 16 years. In addition to teaching at FHN, Willott is involved with the University of Missouri – St. Louis and Lindenwood University as an adjunct

After 40 years, Francis Howell may do away with year-round school By Amy Armour The Francis Howell School District is considering a new calendar for the 201112 school year that, if approved, would change the way the district has operated for years. The FHSD implemented a four-cycle year-round schedule for elementary students in 1969 because of overcrowding. In 2003, the district was able to consolidate the cycles into just one. “Today, our elementary schools are on a single cycle and we have enough classroom space to accommodate our student body,” said Jennifer Gasper, spokesperson for FHSD. The school district has operated on a yearround schedule for the elementary school level with nine weeks in session and three weeks off since 1969. The summer break lasts six weeks. The FHSD convened a Calendar Task Force in November 2009 to explore calendar options that would move away from the year-round schedule. “The Task Force, consisting of parents, teachers, community members, Board of Education members, students, and districtand building-level administrators, was given the charge by the superintendent to explore calendar options for 2011-12 with primary consideration given to student achievement and fiscal responsibility,” Gasper said. The proposed calendar change would increase the school day by five minutes to allow for a longer summer break at the elementary level and would provide three breaks throughout the year. The changes would also move the majority of the snow days to the end of the year instead of taking days away from spring break, as well as make the calendar similar to other area schools. “The proposed calendar is a hybrid

option of a traditional and year-round calendar, with all schools attending school at the same time, revised number of student attendance days, and a slightly longer school day,” Gasper said. Gasper said the proposed calendar would save approximately $1 million in transportation costs — with $764,000 saved by consolidating schedules and $232,000 by consolidating instructional minutes. Lyndi Osborn, who has two children attending elementary school in the FHSD this July, said she’s in favor of the proposed calendar. “I think it will still give long enough breaks and it will be nice to have a longer summer break,” Osborn said. “I think the bottom line is how it will positively affect the financial position of the district though. It’s hard to overlook a million dollar savings that doesn’t affect student learning.” Gasper said the benefits of the proposed calendar include an earlier summer break for elementary students, a good compromise of current schedules, and a savings in transportation dollars. The new calendar will also put the elementary schools on the same schedule as the middle and high schools. At this time the calendar proposal has not been approved. “We are just completing the community and staff input phase. The Calendar Task Force will gather all the data and review it before taking a recommendation to the board,” Gasper said. So far, Gasper said the reaction from parents and teachers has been mixed. “We’re going to look at the feedback and see if there are any suggestions that we can work into the calendar,” Gasper said. Gasper anticipates the proposal going to the Board of Education for a first reading in August.

Weldon Spring to allow more time for objections of special financing By Amy Armour Residents will have more time to object to projects using certain types of financing in Weldon Spring. The Board of Aldermen unanimously passed an ordinance at its June 8 meeting that will extend the notification period for certain types of projects from a mere 24 hours to four days. Residents will have four days notice to speak up before the board votes on proposed community improvement districts (CID), tax increment financing districts

(TIF), transportation development districts (TDD), eminent domain and public funds used to finance a retail project. Mayor Don Licklider said the city was simply mirroring an ordinance that the Missouri General Assembly passed in midMay. “We’re trying to make sure everyone has an opportunity to object to a CID,” said Robert Wolhler, city attorney. The ordinance will go into effect on Aug. 28.

By SARAH WILSON For many children, a highlight of summer is attending summer camp, but for kids who have asthma, there are extra health and safety issues to consider before heading out for fun in the great outdoors. According to the St. Louis Regional Asthma Consortium, a collaboration of agencies and individuals working to reduce asthma morbidity and improve the quality of life for those with asthma, for parents of a camper with asthma, preparing for camp requires more than simply letting the camp know of the child’s condition. Parents of a child with asthma should make a point of communicating their child’s needs to camp directors, counselors and general camp staff. “It’s critical for youth and adolescents to be comfortable with talking about their asthma status with the appropriate camp authorities and voicing any and all symptoms they are experiencing during their camp experience,” Dr. William Kincaid,

chairman of the St. Louis Regional Asthma Consortium, said. “Campers tend to have a lot of fun with their packing checklists, so implementing an asthma checklist will help (get) campers thinking about medications, triggers, and other important asthma tips before venturing off to camp.” Parents who follow these tips from the St. Louis Regional Asthma Consortium can breathe a little easier when sending a child who has asthma to summer camp:

Helpful Tips Let the camp know: • What triggers the child’s asthma. • What medication the child takes. • The symptoms the child usually exhibits before an attack. • That you will provide the child’s Asthma Action Plan (AAP), which outlines the steps to take if the child is having any symptoms. (If the child does not have an AAP, his or her health care provider can provide one.) Ask the camp administrators: • How often does the camp care for children with asthma or allergies? • Do the counselors understand how asthma affects the children’s health and emotional well-being? • How close is the nearest hospital?

• Are there phones, or is there cell phone service, in all areas of the camp? • Is there a nurse on staff all day, every day? • Does the entire camp staff have the knowledge of how to use an EpiPen or inhalers? Be sure to pack: • Oral medicines. • Inhaler(s), all necessary controller medication and rescue albuterol. • Asthma Action Plan. • Child’s emergency contact information, including pediatrician and asthma specialist. • EpiPen, if essential (more than one in case one gets misplaced) • Medic alert bracelet (if necessary)

Upscale pawn shop voted down By Mary Ann O’Toole Holley The conditional use permit to allow opening what was called “an upscale pawn shop” has been denied by the O’Fallon City Council after hearing numerous pleas from nearby residents who felt the shop would degrade their property values and neighborhood aesthetics. The proposed store, Platinum Pawn and Jewelry, wanted to operate in a strip mall at 2432 Hwy. K, (in the former location of Brooke Insurance) adjacent to Hutchings Farm subdivision. The store proprietors wanted to operate selling new and used jewelry and to provide short-term collateral loans. After numerous residents addressed the council with complaints ranging from devalued properties to increased crime potentially brought by the business, the council unanimously rejected the request that would have allowed the store to open. Councilman Jim Pepper (Ward 2) and a resident of Hutchings Farm said a couple of residents presented a report from Chattanooga, Tenn., indicating how such businesses negatively affect property values. “My question was, why were pawn shops

not excluded by the payday loan ordinance?” Pepper asked. Pawn shop interest rates are not controlled by the FDIC, Pepper said. The only rate a pawn shop can charge is 2 percent per month, but there are no regulations about handling charges, and those can mount to become quite high, he said. “Those types of businesses prey on people that can’t afford it in the first place,” Pepper said. “Petty thievery is an issue, and we don’t want someone right at the head of our subdivision doing that type of business. There was nothing in the ordinance that would have stopped them from selling guns.” Pepper added, “We live in a capitalist society, and while I do believe in limiting governmental interference, I’m a strict constitutionalist who believes the government should provide general defense and promote general welfare of the people.” Pepper is a strong advocate against payday loan stores in the city. Last year, prior to becoming a councilman, he helped push an ordinance that limits the number and location of payday loan stores in O’Fallon.

Three area residents busted in DEA’s ‘Project Deliverance’ The U.S. Attorney’s Office and the Drug Enforcement Administration (DEA) announced last week that 24 people, three from St. Charles County, had been arrested on federal charges involving an interstate marijuana trafficking organization. The effort was dubbed “Project Deliverance.” According to the indictment, David Ingram Henderson, the alleged leader of an organization, transported bulk quantities of marijuana from Arizona to the St. Louis in the summer of 2006 and continued until he was arrested earlier this month. Jesse James Nelson, 27, of O’Fallon and Justin Strain, 30, of Foristell, were charged with numerous counts, including conspiracy to distribute and possess with intent to distribute marijuana (1000-plus kilograms), which carries a penalty of 15 years to life in prison and/or fines up to $4 million. Latonya Trenee Moore, 25, of St. Charles , was charged with money laundering, which carries a maximum penalty of 20 years in prison and/or fines up to $250,000. Officials said, when transporting the marijuana, one organization member would drive a rental vehicle loaded with marijuana while other members would drive decoy rental vehicles designed to

draw law enforcement attention away from the loaded vehicle. According to the indictment, members of the organization would use banks or casinos to exchange smaller bills generated from the sale of marijuana for larger bills which made it easier to conceal and transport to the suppliers in Arizona to pay for future shipments. According to the indictment, on June 26, 2009, members of the conspiracy inserted more than $13,000 into slot machines at Ameristar Casino in St. Charles, and immediately printed paper vouchers which were cashed for the full amount without ever playing slot machines. Members involved in the conspiracy are also charged with operating indoor marijuana growing operations at various locations in St. Louis City and County. Nelson and Strain were also charged with money laundering, carrying a maximum penalty of 20 years in prison and/or fines up to $250,000. (Henderson, Franklin, Nicholas Bates, Mackey, Johnson, Stanley Bates, Nelson, Strain, Ingram, Phillips, Cornell, Moore) Officials said the group of 24 men and women purchased the drugs from alleged Arizona suppliers Salvador Linan, Edwardo Wilson and Emmanuel Gathrite.

I started working out at Fitness Together 20 weeks ago for the main purpose of becoming healthier and to feel better in general. With a family history of heart disease and diabetes I wanted to make sure I did everything I could to avoid these problems. I finally admitted how close I was in age to my dad when he had angioplasty and my grandfather’s age when he had a major heart attack. Losing weight was a secondary goal. Having almost no training on the proper way to exercise, it amazes me the direct results I’ve gotten from being so specific on the methods and form. My exercise heart rate has dropped 30 beats per minute. I can bench press 20 pounds more than when I started. I can actually see and feel muscles. Virginia Barbeque arrives in Missouri By SUZANNE CORBETT Move over, Memphis. Texas, step aside. Virginia Barbeque has arrived, opening their first restaurant in Missouri at the Lakeside Shoppes at Winghaven. “It’s all about the hickory wood smoking and the sauce,” franchise owner Kirk Menard said, describing the regional difference of Virginia-style barbecue. Virginia barbecue sauce is a tomato-based red sauce with a subtle, spicy sweetness, which sets it apart from other regional sauces. The sauce has a flavor balance that enhances hickory-smoked meats and has been described as “Ode to Que.” Otherwise, it is good old-fashioned barbecue that would make grand-pappy proud. “Easterners get excited when they discover they can get the kind of barbecue here they grew up with,” Menard said. “It’s exciting to us, and we’re proud to be the first Virginia Barbeque to open in the state.” Virginia Barbeque’s menu headliner is the pulled pork, produced using time-honored Southern barbecue techniques. “We smoke pork shoulders for a full 12 hours, sometimes 13,” Menard said. “That’s how much time it takes to achieve the smoke flavor and tender texture. smoked, we hand-pull all the pork ourselves, removing all the fat, which makes it the best.” While the pulled pork can be ordered on a platter and packed to go by the pint, the customer favorite is to have it piled on a sandwich. Eat it Southern style, topped with slaw and your choice of sauce. “Our Southern slaw is a favorite and a little different than what you’ll usually find,” Menard said. Southern slaw has a slightly sweet taste and is tossed with a mayonnaise-based dressing, which has been thinned with vinegar. The “secret” ingredient that Virginia Barbeque founder Richard Ivey uses in the recipe is champagne vinegar. Those wishing to sidestep the slaw can opt for the roasted red potato salad, deemed the “best potato salad ever eaten” by the Richmond Times-Dispatch. Included among the sides are hush puppies and mini corn bread muffins, both items that seldom are found at barbecue outlets. All of the sides, meats and sauces are available for takeout and in-home catering. Traditional catering service is an option also and is priced per person. A favorite catering entrée is the St. Louis-style ribs. “Never knew what St. Louis ribs were until I got in the business,” Menard said, describing the St. Louis rib cut as Virginia Barbeque owner Kirk Menard and Rebecca Boever, a larger, meatier rib, which has become a popular choice manager. among Virginia Barbeque patrons.
