Numbers games

Holiday Treats at Mannino’s One of the things that has struck me, when I have gone on luxury cruise ships, is that most of the passengers look like they are older than the captain – and luxury cruise ships don't have juveniles as captains. The reason for the elderly clientele is fairly simple: Most people don't reach the point when they can afford to travel on luxury cruise ships until they have worked their way up the income ladder over a long period of years. The relationship between age and income is not hard to understand. It usually takes years to acquire the skills and experience that high-paying jobs require, or to build up a clientele for those in business or the professions. But those in the media and in politics who are currently up in arms, denouncing income inequalities, seldom mention age as a factor in those inequalities. The shrill rhetoric about differences in income proceeds as if they are talking about income inequalities between different classes of people. It would be hard to get the public all worked up over the fact that young people just starting out in their careers are not making nearly as much money as their parents or grandparents make. Differences in wealth between the young and the old are even greater than differences in income. Households headed by someone 65 years old and older have more than 15 times as much wealth as households headed by someone under 35 years of age. But these are not different classes of people, as so often insinuated in runaway political rhetoric. Everybody who is 65 years old was once under 35 years of age. And most people under 35 years of age will someday be 65 years old. Differences in age are just one of the reasons why the insinuations about income and wealth that are thrown around in the media and in politics are often remote from reality. While the rhetoric is about people, the statistics are almost invariably about abstract income brackets. It is easier and cheaper to collect statistics about income brackets than it is to follow actual flesh and blood people as they move massively from one income bracket to another over the years.

More important, statistical studies that follow particular individuals over the years often reach diametrically opposite conclusions from the conclusions reached by statistical studies that follow income brackets over the years. Currently, we are hearing a lot in the media and in politics about the "top 1 percent" of income earners who are supposedly getting an ever-increasing share of the nation's income. That is absolutely true if you are talking about income brackets. It is totally untrue if you are talking about actual flesh and blood people. The Internal Revenue Service can follow individual people over the years because they can identify individuals from their Social Security numbers. During recent years, when "the top 1 percent" as an income category has been getting a growing share of the nation's income, IRS data show that actual flesh and blood people who were in the top 1 percent in 1996 had their incomes go down ­– repeat, down – by a whopping 26 percent by 2005. How can both sets of statistics be true at the same time? Because most people who are in the top 1 percent in a given year do not stay in that bracket over the years. If we are being serious – as distinguished from being political – then our concern should be with what is happening to actual flesh and blood human beings, not what is happening to abstract income brackets. There is the same statistical problem when talking about "the poor" as there is when talking about "the rich." A University of Michigan study showed that most of the working people who were in the bottom 20 percent of income earners in 1975 were also in the top 40 percent at some point by 1991. Only 5 percent of those in the bottom quintile in 1975 were still there in 1991, while 29 percent of them were now in the top quintile. People in the media and in politics choose statistics that seem to prove what they want to prove. But the rest of us should become aware of what games are being played with numbers. © 2011 Creators.com

l ette r s t o t h e e d i t o r Protect the vet To the Editor: I write as your constituent to strongly reject any proposal offered by the Congressional Budget Office to enact budget savings options that would seek to drive military retirees away from using their earned healthcare benefits. Raising the cost of their TRICARE fees by thousands of dollars every year will jeopardize their access to quality health care. It simply is unjust to place increases on the retirement pay of countless military members whose basic pay was capped by budget driven pay raises during the 1980s and 1990s. Don’t change the rules and raise TRICARE fees for those who have “borne the battle” and whose sacrifice would now cost them their earned healthcare benefit. I recognize the issues facing our United States, its economy, national debt and unemployment. Those who have secured America’s basic freedom should not be penalized by the nation which they honorably served. Hear my voice as one of many who are the continuation of “We the people” asking that you firmly reject the Congressional Budget Office outrageous proposals to the DOD TRICARE Program. To the Editor: Marybeth Hicks makes really bizarre comments about the students protesting on Wall Street, (MRN, Nov. 9, 2011 “Opinion”). Some facts for her: FACT: The top 1 percent of Americans have enjoyed a 300-percent increase in their income over the past 30 years. It is not because they are somehow “special’ “talented” or any other bizarre term she used. It is because they made the money on the backs of the middle class. They were not lucky, blessed or fortunate. In fact, most of them inherited their fortunes. There are a few that did not, but those are the exception, not the rule. FACT: 22.6 percent of college students are out of work, not 4 percent. FACT: In the U.S. 900 families control the majority of the wealth in our country. In the world, 2 percent of the families control 50 percent of the wealth. It’s wrong and immoral. How many cars, houses and more do you really need?

FACT: The student loan debt crisis is real. Student loans are now bigger than credit card debt. She needs to wake up to the facts of what is going on. An average student loan debt is now over $25,000. Can you pay that off in 4 years? The 99 percent Occupy Protestors are actually right on target. Over 700 pilots, 20,000 union workers and more joined them in their protests. Protests were also supporting the movement all over the globe: Turkey, Spain, Italy, Greece, Australia, United Kingdom. The Republican base thinks that union is a dirty word. However, unions are the only reason you have health insurance, vacations, sick leave. Do you think your employer would just willingly give you health insurance? I think of the Walmart workers who make $6.50 an hour or less (because Republicans didn’t want to pass minimum wage bills) who have to pay huge fees for their health insurance. Many people in the U.S. fought and died for the right to have a union. The same goes for civil rights, the right to vote and many other avenues that the Republicans are trying to suppress. Many states are trying to pass voter suppression laws which hurt the minorities. Voter fraud is not a fact, there is in fact very little voter fraud. Add to that the Republicans want to continue giveaways to what they think are “job creators.” The job creators send all the jobs overseas because they can make more money paying lower wages. Republicans want to bust up all the unions. Unions assure Americans of bargaining, health insurance and wage increases. Every American should want to be in a union. I’m in the CWA and proud of it. Without my union, I would have no bargaining rights. I was glad to see that Ohio defeated the misguided bill by Governor Kasich who was out to destroy teachers, firefighters, policeman, steel workers and more. Over 350,000 union employees work in Ohio. At the same time Governor Kasich gave his administrator a $50,000 pay increase and takes payouts from the Koch Brothers. There are 49-million people living in poverty now in the U.S. Let’s get the facts straight. This is not because of President Obama - it’s because George W. Bush paid for two wars without increasing taxes. Bush squandered a budget surplus in less than 3 years That is a fact. Republicans want to continue cuts to the middle class and poorest Americans while continuing tax breaks to the wealthiest 1 percent. And that angers 75 percent of Americans. The trouble with being electable It has not been a good couple of weeks for the GOP field of presidential candidates, which means it has not been a good couple weeks for the GOP in general. Herman Cain is having trouble finding a woman he didn’t sexually harass, plus he publicly endorsed collective bargaining and apparently couldn’t find Libya on a map – much less recommend a viable policy regarding the troubled country. Rick Perry cannot remember a list with just three things on it, although he has shown an admirable sense of humor about his debate gaffe. Michele Bachmann is still Michele Bachmann. Those three former frontrunners have effectively removed themselves from the race. Mitt Romney, on the other hand, seems to be coated in Teflon. Every time the field starts shedding voters, they just slide right off the former Massachusetts governor and stick to, well, almost anybody else. Romney seems fairly intelligent, pretty articulate, mostly professional, and exceedingly boring. The only thing at which he excels is that he does seem to be extremely well-groomed. Over a two-week period during which he should have sprinted away from the field, Romney held fast to his current base and hardly convinced a single person to move his way. Then there are Newt Gingrich and Ron Paul. What in the world are we to make of those two? They are clearly, unequivocally the smartest guys in the room. Gingrich has hit more home runs in the debates than David Freese hit in the post-season. Paul is studied and value-based. They are both brilliant, both experienced, both qualified – but are they electable? That seems like such an odd question, given their respective qualifications. They certainly seem to be the most capable executives, the most intelligent men. But they might not be electable because they might be the worst politicians in the field. Perhaps it is time to repair this dichotomy of American leadership. We routinely profess in the polls a disdain for politicians but at the ballot box routinely support them. The presidency has become almost commoditized. It no longer is about what benefits there are to a product (candidate); instead, it is about buying at the lowest possible price so that all your friends buy it, too. Should we vote for the best candidate, or the candidate most likely to win? Oftentimes, those are mutually exclusive decisions. But that is also folly. It is a mistake to aim low. It is a mistake to elect the lesser of evils. The truth of keeping America exceptional must start with our own willingness to cast a vote for the best candidate, even if that person is not viewed as the most electable. Are Newt Gingrich and Ron Paul those people for the Republicans? It is too soon to tell for sure, but it certainly looks that way right now. It is, we would think, the responsibility of the GOP to nominate the person most likely to best serve the country. It is imperative in this election cycle that, as a nation, we choose to vote selfishly, to vote for our interests, regardless of how we believe our neighbors will vote. In this country, we have a fidelity to enlightened self-interest. We need to vote for the best candidates – whomever they may be – rather than voting against the worst candidate. We are an exceptional nation comprised of exceptional people, and we could do much better than making “electable” a positive reason to choose the leader of the free world.

said. “We shouldn’t be using city money to pay for schools, and we shouldn’t be using school money for city projects.” With a TIF, developers can keep part of the money in taxes that would normally go to the various taxing jurisdictions, such as school districts and the library district, until the bonds used to build the infrastructure are paid off. “TIFs are just bad public policy,” Ehlmann said. “The people who love TIFs are the bankers and lawyers.” Ehlmann said St. Charles has brought in more than $187 million in gaming revenues since 1996, an average of almost $12.5 million a year. In 2010, St. Charles took in almost $14 million in gaming revenue. That money originally was to be used for infrastructure updates and such projects as the one now proposed. However, the

city has consistently used that money for day-to-day operations. The average salary for city employees is $63,963, tops in the county. The average salary for teachers is $49,854 in the St. Charles School District, second lowest in the county. “If makes no sense for a city that can afford to pay its employees the most to ask for money from a school district that can afford to pay its teachers the least,” Ehlmann said. The county executive told the TIF Commission that he was in favor of this redevelopment because it would allow St. Joseph Health Center to expand. The U.S. Postal Service office on Fifth Street would move to the redevelopment site across from Lindenwood University and the hospital would use the vacated land on Fifth Street to expand. St. Charles Car show raises $16,000 The 10th annual EPC Classic Carfest raised $16,000 last month for a local child advocacy center. “The EPC staff and volunteers look forward to the Classic Carfest each fall,” said EPC Vice President of Retail Frank Polston. “In addition to having hundreds of vintage automobiles and trucks on display, we’ve been able to raise awareness and significant amounts of money for designated charities, which is the reason EPC created this event. We had the most participants we’ve ever had this year, and I’m sure we’ll top that next year.” To date, EPC, the largest professional electronics recycler and IT asset management firm in Missouri, has raised more than $100,000 for charities in the region. All proceeds from the family-oriented event benefited The Child Center, Inc. whose goal has always been to meet the needs of children, teens and families who have been traumatized by child abuse and violence.

African cat caught in St. Charles St. Charles County Animal Control captured an African cat on Nov. 10 that had escaped its outdoor enclosure in Defiance more than a month ago. The 25-pound Serval named ‘Cleo’ is the pet of Nick Natoli of Defiance. The cat had been missing since September and was found near Country Club Drive and Kristopher Bend Drive in St. Charles on Nov. 10. Officers were able to tranquilize the wild cat. “The cat was taken to the vet for observation, and then returned to its owner,” said John Sonderegger, with St. Charles County. Soderegger said it is not against the law to have such an animal. “(The) Owner is keeping it inside for now,” Sonderegger said. “It has adjusted to being back in captivity with no problem.”

St. Peters Teen charged in shooting A 19-year-old St. Peters man was charged on Nov. 9 in reference to a robbery and shooting that occurred in St. Louis County on Dec. 13. Brandon J. Varone was charged with five felonies, including first degree burglary, assault and robbery, along with two counts of armed criminal action. Varone, of the first block of Rainbow Drive, allegedly shot a man who interrupted the robbery. The victim survived the shooting.

Cottleville FPD Firefighters decline pay raise The firefighters in the Cottleville Fire District have decided to not take a scheduled 4 percent pay raise in January 2012. In addition, all other employees at the district have agreed not to take scheduled pay raises in January. “Our district is facing some long-term financial challenges,” said Cory Hogan, the executive shop steward for Local 2665. “It didn’t make sense to accept this pay raise, especially in this economy.” Volunteers participating in the CARES community engagement program, who are working toward a long-range plan for the fire district, applauded the firefighters association decision. District leadership thanked the firefighters for their decision but noted that more needs to be done to help meet the district’s financial challenges. “This decision will help in the short run,” said Chief Rob Wylie. “We’ve got a lot of challenges, and that’s why we’re turning to the community through CARES to find a solution.”

Smoking ban talks prompt large audience for County Council By Brian Flinchpaugh A new effort to let voters decide whether smoking should be banned at indoor public places in St. Charles County has revived old arguments involving public health and the economic impact of a ban. More than 50 people attending the County Council meeting on Nov. 14 heard and made their arguments. Two bills were introduced that would place a countywide smoking ban and exemptions on the ballot a year from now. The bills could be voted on by the council at their Dec. 5 meeting. One bill would ask voters to decide whether to ban smoking in most “enclosed public places” throughout the county. The second bill calls for a vote on exempting the Ameristar Casino in St. Charles from the ban. A simple majority vote would be required for passage of each measure if they are placed on the November 2012 ballot. County Councilman Joe Cronin, Dist. 1, sponsored both measures, which mark a continuation of his efforts on the smoking issue. In May, the council voted 4-2 on Cronin-sponsored bills to put the smoking ban and an exemption for the casino and other establishments on the ballot. County Executive Steve Ehlmann vetoed the bill in June saying there was no

reason to exempt employees from a health ordinance. Ehlmann, however, said after the meeting this week that he would not object to the new bill because it involves an amendment to the Charter and not an ordinance. “I just wanted to tell folks that I kept working on this because I truly believe it’s a public health issue,” Cronin said. Cronin said state health officials suggest that secondhand smoke may cause as many as 1,100 deaths statewide and cost hundreds of millions of dollars in health care. “I’m not proposing we do this, I’m proposing we let the folks vote on this, that’s it,” Cronin said. Council members were evenly divided on the issue. County Councilwoman Nancy Matheny, Dist. 3, who supported the ban in May, indicated she didn’t support the proposed Charter amendments. “It’s a tough issue. I hate smoking. I don’t smoke. I don’t like being around smoke,” Matheny said. “But this is America. I think people have the right to choose whether they go into an establishment where there is smoking or not.” Matheny said she also thought it wasn’t fair for municipal and county governments to have different rules for different businesses. She said she favored a statewide

County considers hiring lobbyist for Jefferson City By Brian Flinchpaugh St. Charles County government officials say they need another voice in Jefferson City – one that will cost them some money. The county wants to hire its own lobbyist to meet with state legislators and represent its interests. The suggestion came up in discussions with St. Charles County Council members during a work session on Nov. 7 concerning the county’s 2012 budget. Chuck Gross, the county’s director of administration, said the county executive has proposed including $30,000 in the budget for hiring a lobbyist. The county last hired a lobbyist four years ago, he said. Four years ago, Gross and County Executive Steve Ehlmann had just come out of the legislature. Gross and Ehlmann both served in the Missouri House and Senate. “All of us knew a lot of people in Jefferson City, and we told you we could save some money,” Gross said. Now, with time passing, many of the contacts they had are out of office or gone, he said. “I think I know three senators person-

ally other than the two in our delegation,” Gross said. “House members – I don’t know that many outside of our delegation and after next year, I won’t know one single senator except our people from St. Charles County.” Ehlmann said limits on the time that legislators can serve have had an affect. “Another problem with term limits,” Ehlmann said. “If we didn’t have term limits we’d still be able to go up their and lobby our buddies.” The local legislative delegation can be helpful on some issues but they only represent a few votes, Gross said. “They don’t represent the county government, they represent the people the same as you represent the people,” Ehlmann said. “They do what we want but sometimes they think the people want something different than what we think.” Gross said lobbyists can help save money for the county by being able to zero in on issues that local legislators have little time to address. The county is expected to finalize the 2012 budget in December.

County Council Chairman Joe Brazil, Dist. 2, opposes the measure, saying some small businesses such as bars and tobacco shops would go bankrupt. “Putting it to the vote of the people would be a cop-out,” Brazil said. “We have the obligation as elected officials to make the decision here.” County Councilman Terry Hollander, Dist. 5, disagreed. “In recalling my 35 years of teaching American history, I’ve never believed that democracy and allowing the people to vote is a cop-out,” Hollander said. Hollander said health care professionals are saying that secondhand smoke is a public health risk. He said putting it on the ballot would give proponents and opponents a year to make their cases. More than an hour of public comment was divided among two and perhaps three camps. Proponents of a smoking ban – including supporters wearing blue shirts - of the ban approved by O’Fallon voters in April pointed out health concerns. Jim Farrell, representing the American Heart Association of Missouri, said his organization estimates nationally 35,000 non smokers each year die from heart dis-

ease caused by secondhand smoke. Opponents, including an official from Ameristar and owners of tobacco shops and bars, said a ban would hurt their businesses. Jim Franke, vice president and general manager of Ameristar Casino in St. Charles, said this was a “business’ rights issue.” If a ban were implemented, they expect to see a minimum 20-percent decrease in business volume and hundreds of jobs and local tax revenue would be at stake, he said. Tobacco shop and bar owners also objected Ameristar being exempted. Cronin’s new measure would exempt Ameristar as long as exemptions at casinos in St. Louis County and St. Louis are in effect. But exemptions for cigar bars and tobacco stores that were in the May bill would be dropped. James Mays, the owner of Red Bird Sports café in St. Peters and Haelwood, said he wouldn’t have purchased a bar in St. Charles County recently if a smoking ban were considered. But he said he would like his bar listed alongside Ameristar, asking voters for an exemption. Cronin said exemptions could be added to the bill before the council votes on it.

Car thefts from local dealerships may be tied to Ellisville thefts By Ted Dixon Jr. The St. Charles Police Department is looking into the possibility that several thefts at car dealerships in the area were tied into thefts of nine vehicles at a dealership last month in Ellisville. St. Charles Police Det. Sgt. Todd Wilson said 14 cars were stolen from the AutoCenters St. Charles at 3621 Veterans Memorial Parkway sometime between 8 p.m., Nov. 7, and 8 a.m., Nov. 8. Wilson said the thieves broke into the back window of the dealership, stole all the keys and drove off with the cars. Among the cars stolen were late model Cadillac Escalades, Dodge Avengers, and Chevy Malibus. Wilson said Hazelwood police contacted his department and notified them of the cars that were found at the Knollwood Apartments in Hazelwood on Nov. 8. Wilson said 11 of the cars were found and three are still missing. That apartment complex is located near I-270 and James S. McDonnell Boulevard. Wilson said the keys were not found in the car so he believed the apartment complex to be a drop-off point. Wilson said there were no surveillance videos at the AutoCenter.

“We are looking at surrounding businesses to see if they have cameras,� Wilson said. At MRN press time, the suspects in the St. Charles thefts remain at large. Car thieves in the metro area have been busy in the past several weeks. Nine vehicles, ranging from late model Dodge Chargers and Challengers, were taken in the early morning hours of Oct. 26 from the Royal Gate Dodge parking lot at 15502 Manchester Road. Ellisville Police Chief Tom Felgate said the stolen vehicles were equipped with Supra lock boxesdevices attached to a vehicle’s driversside window. The keys to the stolen cars were inside those lock boxes and were used by the thieves to steal the cars. All of the vehicles were eventually recovered, and most have been returned to Royal Gate Dodge. Thieves allegedly drove to the site of Royal Gate in a 2011 Toyota Camry. That Camry was one of the several vehicles stolen last month as well from the Frank Leta Honda in O’Fallon. Wilson said St. Charles police are investigating if all the car thefts in the area are related.

Holiday homes: LSL Mothers Club ready to host annual home tour By Amy Armour Families can get into the holiday spirit early this year while learning some decorating tips from some festive Lake Saint Louis families. The 13th annual Holiday Home Tour presented by the Lake Saint Louis Mothers Club will be held from 5 p.m. to 8 p.m. on Sun., Dec. 4, in Lake Saint Louis. Heather Kemper-Hussey said the $10 cost of a tour ticket will allow one entry into four private residences located in Lake Saint Louis. â€œThe Holiday Home Tour is a one-of-akind opportunity to gain VIP access to a selection of beautiful and uniquely decorated homes within the Lake Saint Louis community,â€? Hussey said. And no home is the same in Lake Saint Louis. Laura Auger, with the LSL Mothers Club, said all four of the homes are different sizes, styles and floor plans. Auger said tour visitors will see lots of creative decorating with Christmas trees, sports memorabilia and collectibles, to name a few. The Crowell Family will open their home to tour visitors this year. The family believes “anything worth doing is worth

overdoingâ€? and it shows in their holiday decorating. The tour of the home will include multiple Christmas trees — one in each room — decorated with a special theme, from the Nutcracker to Winter Wonderland. Visitors can sip hot cider while touring the Creelman family home which will have several Christmas trees decorated with all handmade ornaments on display. And visitors can check out an expansive winter village display at the Ackley home. The proceeds of the Holiday Home Tour will benefit the LSL Mothers Club, a nonprofit organization that raises funds to support the local community of Lake Saint Louis. Auger said the LSL Mothers Club hopes to raise $1,000 from the annual event. The money will be used to fund a child- or family-centered activity in Lake Saint Louis. Advance tickets can be purchased at the Wharf Pharmacy, 2175 E. Local YMCA continues to build a ‘Strong Community’ By Amy Armour Melanie Hunter struggled through her years in school and cannot read. She wanted more for her two children - knowing they needed a strong foundation to be successful in school and life. “Money was scarce because I was going through a difficult divorce,” Hunter said. “I was given a scholarship, funded through Strong Community dollars, enabling me to bring them (her children) to Little Learners Preschool and their confidence began to soar. Those once withdrawn little children, sitting in the corner of the classroom, became social butterflies and leaders in their class.” Hunter is one of more than 400 individuals helped through the O’Fallon YMCA’s Strong Community program last year. The annual campaign raises funds to support scholarships for individuals and families who live in the community, as no one is turned away for their inability to pay. “In O’Fallon, we raised $68,000 for 2011 and have given out over $116,000 so far this year to families and individuals in need in our service area,” said Diana Kannady, with the O’Fallon YMCA. The O’Fallon Family YMCA kicked off its annual 2012 Strong Community Campaign earlier this month. Each YMCA has its own goal and gives back to the community in which it serves. Kannady said the O’Fallon YMCA’s goal for 2012 is to raise $73,000. “We are now working toward our 2012 goal and have already reached over 60 percent of our goal through donations pledged

by our staff and volunteers,” Kannady said. Last week the O’Fallon YMCA began its member campaign with its annual phonea-thon. “In three nights, over $11,000 was raised… We hope to reach our goal for 2012 by end of year and will begin fundraising for 2013 in January,” Kannady said. One of the programs the campaign funds is the 12-week LiveSTRONG program for cancer survivors. Survivors meet twice a week for a combination of cardiovascular exercise, strength training and educated discussion. According to its Web site, the program incorporates work-outs for the mind, body and spirit. “The cancer survivor and their caregivers are given a 12-week membership while participating in this program,” said Kannady. “These memberships are funded through Strong Community as well.” Kannady said several events are held during the year to raise money for Strong Community. In 2011, the O’Fallon YMCA hosted a Trivia Night, golf tournament and Indoor Sprint Tri-athlon as major fundraisers. In addition to the phone campaign this year, the O’Fallon YMCA will host its annual Trivia Night on Jan. 28 and a golf tournament is scheduled for July 23, 2012. “There are small fundraisers held throughout the year by various staff, events and volunteers. County’s proposed budget offers small pay increase By Brian Flinchpaugh St. Charles County employees may be in line for their first pay raises in three years, according to the proposed 2012 budget submitted by County Executive Steve Ehlmann. Ehlmann is recommending a 1-percent increase for nearly all county employees next year. In addition, employees may also get a 2-percent merit increase, based on 2011 performance evaluations. The raises are possible because general fund revenues have “modestly improved,” Ehlmann says in his budget message on Oct. 31 to the County Council. The council is expected to adopt a budget by Jan. 1, which is the start of the county’s fiscal year. He adds that, “We believe that this trend will continue for the forseeable future.” This revenue trend “coupled with aggressive and proactive cost-cutting measures undertaken early in the recent economic downturn” have allowed the county to maintain its funding and made the pay boosts possible, Ehlmann states in his proposal. Sales tax revenue - the largest source of funding for the county’s general fund, which includes most of the county’s departments – was 2.9 percent higher through August than during the same period in 2010, he states. The revenues are also 2.11 percent ahead of 2011 budget projections. “Based on this information we have estimated total 2011 sales tax revenues to exceed 2010 amounts by 2.5 percent,” Ehlmann states. Looking ahead in 2012, the county expects it “reasonable” to expect a 1.5 percent rise in sales tax collections over estimates for 2011. The county has just under 1,000 employees, said John Sonderegger, coordinator for the county’s Office of Public Information. The message also notes that in the last four years, the county has cut 49 full-time positions in all county departments. Ehlmann’s budget recommendation includes eliminating one full-time and one parttime position and keeping 27.6 positions vacant. Still, four full-time positions may be added in 2012 – a position each in the Parks and Election departments and two in the Highway Department. Ehlmann states that economic forecasts suggest a continued modest economic improvement whose effect are too uncertain “to make any widespread budget assumptions.” He said he’s recommending a “fiscally conservative budget” with general fund appropriations of $62.2 million. Other revenue sources may not grow quickly. Expected recorders fees may drop by $300,000 next year reflecting a level of

activity similar to 2011 because “improvement in the real estate market has not yet materialized,” Ehlmann states. Several large commercial building projects may raise building permit fees to $900,000 in 2011 or about $350,000 more than budgeted this year. But the amount anticipated and recommended to be budgeted for 2012 is $550,000, includes a possible drop in recorder’s fees of about $300,000. The message also notes that Tax Incre-

ment Financing Districts where tax payments are often deferred or paid into a separate fund for infrastructure improvements “continue to drain revenues from the county’s net sales tax collections.” TIF payments by developers to cities in 2011 total $1.53 million and are a “serious budgetary issue,” he states. The message also includes recommendations for spending from funds separate from the general fund. The proposed budget includes appropriating $5 million

from its Parks and Recreation Fund for park land acquisition. The budget provides $9.2 million from the Parks and Recreation Fund for improving parks including Broemmelsiek and Town parks and the Hays House at Matson Hill Park. An anticipated $64.5 million from the county’s Transportation Fund is recommended for 45 different road projects. The County Council has budget work sessions planned for Nov. 28 and on Dec. 5. A vote is anticipated on Dec. 19.

MoDOT considering I-70 toll road; scraping for funds to improve I-70 have to convince the Missouri Legislature to overturn the state’s constitutional ban on toll roads. Wilson said she has heard a lot of talk from area residents about what would happen, and some are saying toll booths would be set up at every highway entrance ramp creating massive traffic jams. “That’s not the way toll roads work anymore,” Wilson said. “New tolling systems are electronic. In Denver, for example, you go past the sensor and it sends a bill to the holder of the license plate. It’s all done electronically. With a toll booth you’d have to pay staff to sit in a toll booth.” During the roundtable discussions, Jeff Aboussie, executive secretary-treasurer of the St. Louis Building and Construction Trades Council, suggested community leaders create a regional taxing district to fund infrastructure projects. Aboussie noted all states surrounding Missouri already have approved tolls on highways within their borders. Aboussie said the St. Louis region is a transportation hub at the center of the country with rail, air and highways that must be maintained and improved. Transportation is a vital concern to businesses considering where to locate their facilities, Aboussie said.

Meanwhile, MoDOT continues to struggle to find funding for area projects. Faced with a severe decline in funding and the inability to match federal funds in the near future, the Missouri Highways and Transportation Commission approved a plan on June 8 that includes reducing the size of the department’s staff by 1,200, closing 131 facilities and selling more than 740 pieces of equipment. The proposed direction will save $512 million that will be used for vital road and bridge projects. MoDOT will save $81 million over the next five years by reducing the size of its workforce and work space. By June 30, 2013, there will be 400 fewer positions. This reduction will not be achieved through layoffs, but rather by immediately instituting a hiring freeze on 75 percent of positions that become vacant and by making sure the right people are in the right jobs. The department will also reduce the number of offices and buildings it owns.

We’re looking at what are our options, and one of our options could be hiring a private company to pay, build and maintain it, and they would do that as tolls. Fifth annual Scenes of the Nativity to feature more than 250 scenes By Amy Armour More than 250 Nativity Scenes will be displayed over Thanksgiving weekend at St. Joseph Catholic Church in Cottleville. Visitors can expect to see a wide variety of nativity scenes, ranging from 2-inch-tall handcrafted displays made from soapstone to delicate china displays to handmade displays made by children out of Legos or gingerbread. The scenes vary in size and artistic interpretation. “Different cultures celebrate the nativity in different ways,” said Chuck Ehlert, who helped plan the fifth annual event. “It’s just fascinating how the theme is created in different cultures.” And even with more than 250 scenes,

there is rarely a duplicate, he said. The Scenes of the Nativity display will be open from noon to 7 p.m. on Sat., Nov. 26; and from 8 a.m. to 5 p.m. on Sun., Nov. 27, at St. Joseph, at the intersection of Hwy. N and Motherhead Road. The event is free and open to the public. Carol Ehlert will bring 50 of her favorite nativity scenes for the display. The purchase of a Precious Moments nativity scene about 40 years ago had her hooked. Since then, she has received a new nativity scene every Christmas and birthday from

family and friends, and she picks one up every time she travels. “It just sort of escalated from there,” she said. Her collection of 130-plus nativity scenes are usually on display throughout her family room all year long. The event will also include free activities for children. There will be a free craft area for kids to make their own Nativity scene. By Brian Flinchpaugh Both personal property and real estate tax bills will be mailed out Nov. 28, says St. Charles County Collector Michelle McBride. The deadline for paying 2011 taxes is Jan. 1 but the schedule is complicated this year. Payments for 2011 taxes received on or after Jan 1, 2012, are subject to late payment penalty and interest as required by state law. McBride is urging tax payers to pay their taxes early to avoid any lastminute issues. The County Administration Building will be closed on Saturday, Dec. 31. Mailed payments are credited as of the United States Post Office postmark date. McBride said that online bill payments made via bank Web sites often take 5 to 10 days, so this should be done by Dec. 20 to ensure payment by Dec. 31. Paying via the county’s Web site will be posted when the bill is paid. Tax payments are accepted in person from 8 a.m. to 5 p.m., Monday through Friday, at the County Administration Building, 201 N. Second Street in St. Charles. There is also a drop box located on North Second Street in front of the County Administration Building. The contents are removed at least once a day. Make checks payable to Michelle D. McBride, St. Charles County Collector. She notes that taxpayers need to check the bills when they receive them. The bills are meant to be comprehensive. McBride said the tax bill receipts that taxpayers will receive will be different this year. The receipts will be on and 8-by-11 sheet of ivory paper with a St. Charles County watermark.

Sharon West has lived in Dardenne Prairie since 1995. When Dardenne Prairie became a fourth class city in April, 2000, Sharon became one of the first elected officials for the City. In April 2003 she was reelected for a second term as Alderman for Ward 3 and she has remained in that position. Not only is Sharon a resident and City Official, she is also a Dardenne Prairie business owner. Sharon’s love for animals led her to open WestInn Kennels in 1997. Sharon started her business as a dog training school and quickly saw a need for a place that people could leave their dogs and feel they were safe and well cared for. In 2001 Sharon built the kennel which is at the corner of Henning and Weldon Spring Rd.

Thanksgiving is one of my favorite holidays. The whole day revolves around family and friends spending time together, eating those wonderful homemade dishes that we have every year. Most of us participate in some type of family tradition such as going outside for a family game of football, drawing names for Christmas gifting, or simply being together reminiscing about Thanksgivings past. For me, the best thing about Thanksgiving is that it is the one day that I always take the time to really think about the past year and realize how much I have to be thankful for. We all go through ups and downs throughout the year and I, for one, often find myself dwelling on the “downs”. Even when things are going pretty good in life, it is very easy to just accept things and not take the time to consider how fortunate we are. Thanksgiving is a wonderful time for us all to take that moment and not only realize how truly blessed we are, but consider what we can do to lighten the load of someone less fortunate.

• How long have you lived in Dardenne Prairie? What made you move here? I have lived in Dardenne Prairie for 16 years. We moved here to get away from the big city. This was such a nice quiet little town and the people were so friendly, we immediately knew we were HOME.

Some of you may be fortunate enough to bring enough toys and clothes to make a whole family’s Christmas special. Others may only be able to buy an extra canned good each week when grocery shopping. Maybe you can put together a beautiful basket of personal care items that will make a difference in someone’s life or maybe you have an extra bottle of shampoo you can donate. The wonderful thing about giving is that it doesn’t really matter how much you can afford to give, every little bit makes a difference. Please visit us at City Hall often and bring what you can. If the weather is nice, bring your kids to our wonderful new park and have them drop off a canned good. What a great way to teach your children the joy that comes from generosity! Waste water that flows down the drains inside your home flows through a sanitary sewer to a treatment facility, but storm water flows into the storm drain system. The storm drain system is completely separate from the sanitary sewer. The storm drain system is comprised of the drains at the edge of our streets and the ditches alongside our roads. Sharon has been involved with training dogs for the past 30 years. She currently is working with a golden retriever named Vegas. Sharon had planned a trip to Las Vegas, but at the last minute she got a puppy and had to cancel her trip. And that is how Vegas got her name! (Her registered name is Westinn’s High Roller) That is one trip Sharon is happy to have missed! Sharon and Vegas are well on their way to an Obedience Trial Championship. Sharon’s dogs have earned many Obedience and Hunt titles and when not doing obedience trials they are visiting nursing homes and schools where they do dog bite prevention programs.

Sharon loves all dogs but is partial to golden retrievers. She saw a golden retriever at a competition and knew that she wanted to train goldens. She asked for a golden puppy and for Christmas got her first golden retriever, and named her Holly.

5K raises more than $1,500 The “No ‘I’ In Team” 5K Fun Run/Walk & Health Fair held last month at Westhoff Elementary School raised $1,570 for two local charities. More than 150 people participated in the race and attended the health fair which provided free blood pressure and glucose level checks for attendees. The donations were split evenly between St. Jude Children’s Research Hospital and Juvenile Diabetes Research Foundation (JDRF).

At Peine Ridge Elementary, veterans released balloons with a note attached that said “If you are a veteran or can pass this on to a veteran, please write a note and send it to the address below. Our students would love to know that their message of appreciation made it to a veteran.” One of the veteran’s watching the balloons fly away was Wentzville Mayor Paul Lambi, who spent six years in the United States Navy. “It’s important for students to know that our freedom has to be defended, because there are those out there who would like to take it away,” Lambi said. “These kids are one of the reasons why we all joined the service, to preserve our country for future generations.” At Heritage, students held several collections to benefit service men and women. The students donated more than 200 pounds of their own Halloween candy for Operation Gratitude, otherwise known as “Treats for Troops” to provide some sweets for care packages sent to U.S. service members deployed in hostile regions. The Intermediate students held a coin drive and raised almost $500 for the Honor Flight Network that flies veterans to Washington, D.C. to visit their memorials. Students at Prairie View Elementary celebrated Veterans Day with an all-school assembly featuring guest speaker Army Drill Sgt. Karen Gooden, who shared her experiences from 10 years of military service.

Howell ousts Zumwalt West to gain its first trip to Class 6 semifinals By Jonathan Duncan The Francis Howell football Vikings made sure there would be one more game left in their season. Howell turned a high-scoring shootout into a rout and rolled to a 49-28 victory over Gateway Athletic Conference South rival Fort Zumwalt West in a Class 6 quarterfinal contest. Howell (9-3) earned the right to host Blue Springs South (10-2) in the semifinals. Zumwalt West, which had won eight straight games and defeated Howell 34-28 in September, finished the season at 9-3. Both offenses came out firing as the teams traded touchdowns and had a 14-14 tie after one quarter. Howell broke loose for three touchdowns in the second quarter as sophomore running back Alex Martin scored on a 10-yard run and John Haarman scored on an 83-yard option pitch-and-go from senior quarterback Eric Siebenshuh. In the final minute of the half, Siebenshuh fired a 12-yard touchdown strike to wide out Corey King and the Vikings had a 35-14 lead. Martin paced the Vikings offense with 178 yards rushing and three touchdowns on the night. Senior running back Ray Harris pulled the Jaguars back within striking distance as his 2-yard touchdown run pulled Zumwalt West within 35-21 on the opening drive of the third quarter. By Jonathan Duncan The Lindenwood Lions finished out its transition season to Division II football on a high note as the Lions traveled to Edmond, Okla., and defeated Central Oklahoma 48-14. Lindenwood, which ended the season at 8-3, jumped out to a commanding 21-0 lead in the first half thanks to its stifling defense which held Central Oklahoma in check early. The Lions got its scores on a 57-yard interception return by Chaz Fulton in the first quarter and then second quarter touchdowns came on a 22-yard David Ortega to Thomas Stubbs pass and a 1-yard scoring run from Denodus O’Bryant.

Central Oklahoma (2-9) managed to score a pair of touchdowns in the third quarter but was neutralized by the Lions defense throughout the day as Lindenwood forced three interceptions. Running back Therman McGowan paced the Lions with 101 yards rushing and a touchdown. Up 21 points in the third quarter, the Lions pushed their lead to 28-7 on a 100yard kick return by Andrew Helmick. Lindenwood put the game away with a pair of touchdowns on the fourth quarter. Lindenwood racked up 358 yards of offense with 250 of it coming in the running game. Central Oklahoma could not run the ball much as Lindenwood allowed just 48 yards rushing on the day.
