OUR JACK IS BACK! A child sneaks out of the house, runs away, is hyper, has minimal focus and can’t socialize with friends for more than a minute. That used to be our son, Jack. Deficit Reduction
Another deficit reduction commission has now made its recommendations. My own recommendation for dealing with deficits would include stopping the appointment of deficit reduction commissions. It is not the amount of money that these commissions cost that is the issue. It is the escape hatch that they provide for bigspending politicians. Do you go ahead and spend the rent money and the food money – and then ask somebody else to tell you how to escape the consequences? If President Obama or the Congress were serious about keeping the deficit down, they could have had this commission’s recommendations before they spent hundreds of billions of dollars, handing out goodies hither and yon to their pet constituencies. I don’t know why people agree to serve on these bipartisan commissions, which save the political hides of the big spenders after they have run up huge deficits. Back in the 1950s, there was a saying: “If you didn’t invite me to the take-off, don’t invite me to the crash landing.” Deficit commissions make it politically possible to spend money first and get somebody else to recommend raising taxes later. They are a virtual guarantee of never-ending increases in both spending and taxes. Why provide political cover? Leave the big spenders out there naked in front of the voters! Either the elected officials will change their ways or the voters can change the officials they elect. There is no special information or wisdom available to unelected deficit commissions that is not available to elected officials. Nor are they more far-seeing than politicians. Cutting defense spending to save money? That is one of the oldest moves in the liberal play book. Some soldiers may pay with their lives for this, but that could be years from now – and after the next election, which is as far as most politicians think. The biggest immediate tax issue is whether the Bush tax cuts will be extended for everyone. Here, as elsewhere in politics, sheer hogwash reigns supreme. Nancy Pelosi claims that the “tax cuts for the rich” cannot be continued because it would be “too costly.” Although former Republican Majority Leader Dick Armey says, “Demagoguery beats data” in politics,

here are some data anyway. The first big cut in income taxes came in the 1920s, at the urging of Secretary of the Treasury Andrew Mellon. He argued that a reduction of the tax rates would increase the tax revenues. What actually happened? In 1920, when the top tax rate was 73 percent, for people making over $100,000 a year, the federal government collected just over $700 million in income taxes – and 30 percent of that was paid by people making over $100,000. After a series of tax cuts brought the top rate down to 24 percent, the federal government collected more than a billion dollars in income tax revenue – and people making over $100,000 a year now paid 65 percent of the taxes. How could that be? The answer is simple: People behave differently when tax rates are high as compared to when they are low. With low tax rates, they take their money out of tax shelters and put it to work in the economy, benefiting themselves, the economy and government, which collects more money in taxes because incomes rise. High tax rates which very few people are actually paying, because of tax shelters, do not bring in as much revenue as lower tax rates that people are paying. It was much the same story after tax cuts during the Kennedy administration, the Reagan administration and the Bush Administration. The New York Times reported in 2006: “An unexpectedly steep rise in tax revenues from corporations and the wealthy is driving down the projected budget deficit this year.” Expectations are in the eyes of the beholder – and in the rhetoric of the demagogues. If class warfare is more important to some politicians than collecting more revenue when there is a deficit, then let the voters know that. And spare us so-called “deficit reduction commissions.”

How Good is Your Tax Preparer? Will they measure up to the new standards? Congress, in their wisdom, has come to the conclusion the tax preparation industry is in dire need of more regulaDarrell Hackmann, E.A. tion. Over the last couple of years new legislation has been passed imposing new licensing requirements of tax preparers along with substantially increasing penalties imposed on preparers. Reputable tax preparation companies, such as Alliance Tax, will have little problem with the new laws. They already adhere to the new provisions requiring due diligence and continuing education. The new licensing, and tracking capabilities that come with it, will now make it easier for the IRS to weed out the, shall we say, less than accurate tax preparers. When the IRS suspects inaccurate tax preparation activities it is common for them to audit all returns prepared by that party. You don't want to get caught up in a time consuming and expensive audit because your tax preparer takes unusual liberties in determining income and deductions. If your tax preparer says things such as "They'll usually allow this much" or "Let's deduct it and see if they catch it" you may be headed for expensive trouble. With the cooperation of software companies, the capability now exists to track the source of tax returns. A tax preparer operating out of their home preparing tax returns and not signing them will no longer be able to hide. Remember, there is no better peace of mind than a complete, accurate tax return.

To the Editor: In reference to Kathleen Tolman’s Oct. 27 letter, it is possible Ms. Tolman misunderstood the intent and structure of the proposed animal ordinance in O’Fallon, as the first few paragraphs were somewhat unclear in the original article. The law, which bans chaining of dogs between 10 p.m. and 6 a.m. and during severe weather such as tornadoes and blizzards, is simply common sense. It is a pity that she feels details of animal welfare laws are “unimportant.”
Not only is it more humane for dogs not to live their entire lives at the end of chains in extreme temperatures, but it is also safer for the residents of O’Fallon. Chained dogs are 2.8 times more likely to bite, and the most frequent victims are children. As well, having an overnight ban (with allowances for the call of nature) lets our police officers focus their attention and resources on issues other than nuisance barking complaints. She mentions going so far as to regulate the height of chain-link fences, which has never been talked about in any capacity. Perhaps Ms. Tolman should take up this “limited government” issue with the multitude of homeowners associations throughout the region that already dictate what height and kinds of fencing we must purchase and tell us whether we can even fence our own properties. Are HOAs perhaps her next target? I am proud to be a resident of O’Fallon, which is consistently ranked among the top 100 places to live in America. The city listens to its residents and works with us to address our concerns and reflect our values. Why Ms. Tolman, as a resident of St. Peters, would take issue with that is baffling. News Br iefs St. Charles County Taxing bills Taxpayers in St. Charles County should have received a property tax bill by now. More than 300,000 property tax bills, including $66 million in personal property tax bills and $423 million in real estate tax bills, were mailed in mid-November, Michelle McBride, collector of revenue for St. Charles County, said taxpayers should be reminded that the county is responsible for collecting the taxes and sending the revenue to the various taxing districts, like schools, municipalities and fire districts. “They set the rates, not us,” McBride said. “Our job is to mail out the bills, collect the revenue and disburse the funds to the political subdivisions.” Tax bills can be paid in person at the collector’s office from 8 a.m. to 5 p.m. during the week, online at collector.sccmo.org, or by phone 1-800-272-9829, jurisdiction code 3513.

St. Charles Hit and run A pedestrian was killed by a hit and run driver on Nov. 12, and police are still looking for the driver. Musau M. Mulala, 25, was struck by a vehicle on Veteran’s Memorial Parkway just east of Zumbehl Road at about 10:47 p.m. The suspect vehicle, described as a 2001-2005 Chevrolet Venture or Oldsmobile Mini Van of an unknown color, left the scene. Mulala, from Michigan, later died from his injuries at a local hospital. The St. Charles Police Department is seeking information from anyone who may have witnessed the accident or may have been in the area at the time of the accident. Goodbye trolley? Under the proposed budget, St. Charles residents and visitors will have until the
end of the year to catch a ride on the trolley in St. Charles. Carol Felzien, with the St. Charles Convention and Visitors Bureau, said at this time the $60,000 it costs to operate the two trolleys is not in the proposed budget for the 2011 fiscal year. “I think the trolley is a really cute thing for the city to have, but it’s about whether or not we can afford it financially,” Felzien said. The complimentary trolley service offered through the St. Charles Convention and Visitors Bureau has operated for the last 12 years in the city. The trolleys makes a 50-minute loop through the city, stopping at the Foundry Art Centre, the Lewis and Clark Boathouse, the Ameristar Casino, the Visitors Bureau and the Bass Pro Shop. Some residents have put together a petition in favor of keeping the trolley system, which was presented to the city council on Nov. 16. Next year’s budget has not yet been approved.

The cost is $8 for O’Fallon residents and $10 for nonresidents. Breakfast with Santa will be held from 9 a.m. to 10:30 a.m. on Sat., Dec. 11, at the Renaud Spirit Center. At this annual event, kids can enjoy beverages and doughnuts with Santa, play games and make holiday crafts. The cost for Breakfast with Santa is $10 for O’Fallon residents and $12 for non-residents. Lights on O’Fallon’s 19th annual Celebration of Lights display will open on Nov. 26 and will continue nightly through Dec. 30. “When the lights go up at dusk, the trees, the streets, the Heald Home, the lake and even the playgrounds are transformed by lights and holiday scenes, and many of them have music,” said Marsha Seymour, manager of O’Fallon’s Tourism and Festivals Department. “It’s a family tradition for many residents, especially when visitors are in town over the holidays. And for the first time in its history, the Celebration of Lights will be open on Christmas Eve, Friday, Dec. 24.” Visitors have a choice of cruising through the Celebration of Lights in their own vehicle, or scheduling a train ride on Monday nights, or a sleigh-hayride for Tuesday, Wednesday or Thursday nights. St. Peters St. Peters’ Community & Arts Center is combining art and charity again this year with the Incredible Edible Tree. The annual food drive continues now through Jan. 15. “We have been holding this food drive for many years. It’s interesting to see what kind of sculpture the artists build with the donations, but more important, we are helping the hungry in our community by restocking the shelves of the food pantries after the holidays,” said Mayor Len Pagano. Missouri Lawsuits amended Attorney General Chris Koster announced earlier this month that he is amending his lawsuits against three companies that sold bogus auto warranty products by including the allegation that the companies have been selling insurance without a state license through the sale of additive contracts. The companies involved in the lawsuits include: National Dealers Warranty, now operating as Stop Repair Bills; Dealer Warranty Services, now out of business; and Dealer Preferred Warranties, now operating as CarSafe. Koster is asking the court to require the companies to refund any money they received for any illegal contract sold by the telemarketers and to order the companies to stop engaging in the unfair and deceptive practices alleged. St. Charles County among latest to try to ban protests at military funerals LSL supports county’s efforts By Jeannie Seibert A pattern is emerging amongst governments from the municipal to state level attempting to protect families at funerals from would-be protesters. To date, legislation has been introduced attempting to distance mourners from the messages of those who would picket a funeral. It has passed with overwhelming bipartisan support. This scenario played out in Jefferson City and in three local city halls since 2008. All those governments’ legislation has since been rescinded as legal challenge and threats of legal challenge resulted when the courts upheld the first amendment rights of the members of the Westboro Baptist Church, Topeka, Kan., and its infamous pastor, Fred Phelps – to picket the funerals. Because the protests have extended far beyond the Missouri state line, many such laws have been codified and then later rescinded while lawsuits have played out all over the country. One lawsuit made it to the U.S. Supreme Court in October. An opinion in Snyder v. Phelps is expected to come down in early 2011. Now, most governmental entities are waiting for this decision to provide the legal precedent on which legislation can proceed. But some local politicians can’t wait until the first quarter of next year. On Nov. 8, County Councilmember Joe Brazil (Dist. 2) introduced a bill that would restrict protestors from demonstrating within a 300-foot perimeter of funeral services conducted at a church, mortuary and cemeteries – the length of a football field. It also has a time constraint. Protests will be disallowed from one hour prior to the services through one hour following services. This bill’s only restriction on protests along funeral processions would be for protestors to stay in the public rightof-way but maintain a three-foot barrier from the actual street. Should the bill pass, protestors in violation of unincor-

O’Fallon could see ban on smoking The city of O’Fallon could join the ranks of 20 other cities statewide that ban people from smoking in public areas, including restaurants, bars and private clubs. But the debate began seconds after it was presented at the recent O’Fallon City Council Meeting. A group dubbed “Smoke Free O’Fallon” presented the O’Fallon City Clerk with a 1900-signature petition last week that, if verified to be accurate by the County Election Commission, would either push the City Council to enact a smoke-free ordinance on its own or let voters decide on the April ballot. Smoke Free O’Fallon activists addressed the City Council last week, saying their goal is to “protect customers, workers and patrons from second-hand smoke.” They cited 20 cities that are smoke free: St. Louis, Clayton, Brentwood, Ballwin, Kirkwood, Lee’s Summit and more. “Our group is willing to let citizens decide through an initiative petition,” said main spokesperson Frankie Banden. “It’s about public health—about protecting people from a known hazard. When people smoke in public places it affects everyone.” Councilman Jim Pepper said, “Here we have private businesses. There is a thing called choice. I have the choice to participate with my wallet or pocketbook, at a restaurant or a bar. I have a right to participate in a sports bar or at private clubs like
the Elk’s Club. You’re to dictate to these people? Dictate their behavior?” Pepper said his opposition was not about “the right or wrong of smoking, or the effects of smoking; but about the right of businesses. Alcohol is a drug, it’s legal. Tobacco is a drug; it’s legal.” “(A smoke-free law) will hurt the city of O’Fallon businesses,” Pepper said. “Second-hand smoke poses a risk to public health. That’s why we remove asbestos and lead paint. This isn’t a right’s issue; it’s a public health issue,” said Smoke Free O’Fallon member Brittany Camancho. “We already impose a myriad of requirements on public businesses like hours of operation, temperatures. This is not a radical movement by a minority. This is reality.” If the petition is deemed valid, the council will either consider enacting an ordinance on its own or putting the issue to the voters. Smoke Free O’Fallon submitted about 1,900 signatures, despite the 700-signature requirement to put the issue on the ballot. Verification was delayed as a result of November election issues. Camacho said “as residents, concerned citizens and parents, we want our community to be healthier and smoke free.” “With Lake Saint Louis going smoke free Oct. 1, and St. Louis County going smoke free, we felt the time was right to make our city smoke free,” Camancho said.
Police arrest bank robbery suspect By Amy Armour Charges have been filed on a St. Charles County man suspected of robbing two banks earlier this month. David Blackledge, 29, was charged with two counts of robbery on Nov.16. Police believe Blackledge robbed the UMB Bank in Cottleville on Nov. 10 and the Commerce Bank located at 2913 Hwy. K in O’Fallon on Nov. 15. In both robberies, Blackledge allegedly showed the teller a note demanding money, but never displayed a weapon. He left the note, along with his fingerprints, at the UMB Bank. Cottleville Police Chief Scott Lewis said the note was sent to the St. Charles County Sheriff’s Department crime lab to be analyzed. “Within 24 hours, the note was processed and it got us a possible suspect,” Lewis said. A teller also identified the suspect in a photo line-up, he said. When the Commerce Bank in O’Fallon was robbed the next week, police found similarities in the two robberies. “Our detectives met with their (O’Fallon) detectives to share information,” Lewis said. Sheriff’s Department started a heavy search for the suspect. Blackledge was found in a hotel in O’Fallon, Ill., on Nov. 16. He was brought into custody without incident. “Everything went perfectly. No one was hurt,” Lewis said. “Our residents should feel comfortable that we have good departments out here and good people working on their behalf.” Blackledge is currently being held in the St. Clair County Jail in Illinois with a $75,000 bond for each count of robbery. The St. Charles Prosecuting Attorney’s office is in the process of having him extradicted to Missouri.

St. Peters Cultural Arts to move to old City Hall’s west wing By Jeannie Seibert Now that the St. Peters Board of Aldermen are meeting at the new St. Peters Justice Center, across from Mid Rivers Mall, the west wing of the City Centre on Mexico Road is available. Make that “was” available. City Hall’s west wing is being transformed into the new St. Peters Cultural Arts Centre. The move has Arts Centre Director Cindy DuBois very excited. “The Community and Arts Centre building (on St. Peters-Howell Road) will be vacated as of Dec. 20,” DuBois said. “We’ll then be moving into our new digs at City Hall through the end of the month.” Aside from moving her department to a better, more central location, with more parking and foot traffic, the new Cultural Arts Centre will have more space and will offer more programs and services, DuBois said. First there will be more display space for artists to show their work. “We’ll have over 14,000 square feet in the west wing location,” she said. “That’s more than 5,000 square feet than we have now.” That will include an art-in-progress viewing area taking advantage of the glassed in windows of the former municipal court office to allow viewing of artists in the process of creating pictures and sculptures. “This will be right off the lobby in the hall of the west wing so our artists will have more exposure than ever before,” DuBois said. Two functional art rooms complete with wash-up sinks have the artists almost as excited as DuBois to make the move. A second floor space is being transformed into the music and voice labs. But the big project is going on in the room that used to be the stage for the city’s legislative activities. What used to be a dais for the Board of Aldermen is being converted to a performing arts stage. With seating already in place, only minor adjustments and upgrades will be needed to accommodate theatrical and musical performances. “Of course, we’re upgrading so we’ll be entirely ADA accessible,” DuBois said.
The work includes new décor to soften the mood of the spacious room. A different look is called for as the use is altered, DuBois said. Instead of officials considering the serious business of the city, the facility will now be the center for all things artistic. DuBois said, all she knows for sure is, “It’s going to be spectacular.”

The St. Peters Board of Aldermen was brought to order for the first time in its new meeting chamber on Nov. 18. The St. Peters Justice Center, located at the intersection of Suemandy and Grand Teton drives, now houses the police department, jail, municipal court, prosecutor and aldermen’s offices and meeting chamber. FEMA unveils preliminary flood maps; some properties in LSL affected By Jeannie Seibert Just after the Lake Saint Louis Fire Protection District announced it had achieved a lower fire insurance rating for homeowners, the Federal Emergency Management Agency (FEMA) unveiled preliminary flood maps which indicate a number of properties could now be considered to be in a flood zone. Two city officials from Lake Saint Louis were among the handful who attended the preview – Public Works Director Derek Koestel and Alderman Kathy Schweikert (Ward 2) – held at the St. Charles County Administration building. Surrounded on the northern and southern borders by major rivers, this county is riddled with hundreds of tributaries. This creates a massive undertaking when evaluating flood plains and flood zones. Working from the preliminary maps, FEMA will now gather information from local city halls and the courthouse in its nationwide flood map update to assess flood risk. That information is used to determine flood insurance rates and to assist local governments’ plans and construct flood management infrastructure. Because the technology used in this update is more advanced, FEMA officials are able to pinpoint the risk to individual lots so the information presented was much more detailed than previous maps. According to Koestel the old paper maps are being modernized and digitized via GPS technology in conjunction with aerial photography and topographical overlays for a more complete snapshot. Because Lake Saint Louis has multiple creeks and streams and two lakes, city staff is giving the initial FEMA maps a careful review in preparing its remarks during the non-technical comment period. This is the timeframe in which FEMA collects feedback from local government officials, Koestel said. Showing the Board of Alderman an example map tile, he explained the non-technical comments have been relatively simple. Corrections need to be made before the maps are finalized. For instance, FEMA misnamed Lake Saint Louis Boulevard while another tile misidentified the name of a creek. Local government officials throughout St. Charles County are doing the same thing Koestel’s staff is in preparation for the next phase - the 90-day technical data comment period. Local jurisdictions haven’t been notified when the clock starts ticking for this phase. But, when it does, the city will be
required to submit to FEMA evidence that the FEMA elevation maps are different than the city’s. To show an example of how this will work, Koestel indicated one location FEMA had rated as a 100year flood zone. To rectify that and save the homeowners in that area from a flood insurance rate increase the city will provide FEMA with evidence that a storm water culvert had been installed along Dauphine Drive raising the elevation in that area. FEMA had indicated a lower elevation at this site with an open ditch. The higher the elevation, the lower the flood risk; and, the lower the risk, the lower the flood insurance costs. There were 20 some discrepancies like those described to the Board of Aldermen. Koestel said staff is being as thorough as possible because “the new maps show a lot of houses in the flood plain that weren’t before,” Koestel said. Schweikert asked Koestel to share with the other aldermen how the process will work; and, definitions for the terms 100-year and 500-year flood zones on which future flood insurance rates will be based. Koestel said a 100-year flood zone “simply means there’s a 1 percent chance each year that area will flood. A 500-year zone is a two-tenths of 1 percent chance each year.” Schweikert said while few residents attended the FEMA meeting, she received a number of inquires about the potential for flood insurance rate increases. Questions she related included: how would residents confirm the status of their properties; what are the procedures for submitting technical data to FEMA to ward off an insurance rate increase; and, what is the central source for questions and answers at the local level. Alderman Karen Vennard, who works in the real estate industry, pressed the importance of providing accurate information as many mortgage companies require flood insurance in addition to homeowners’ coverage. “And if you have a VA or FHA loan, it’s required,” Vennard said. The city will post the final flood insurance map on its Web site at lakesaintlouis. com once it becomes available. Because Koestel and Planning and Development Director Steve Schertel deal with the type information on a dayto-day basis it was determined that calls should be directed to City Hall at 6251200. The FEMA Web site features an “frequently asked questions” or FAQ page by zip code at Floodsmart.gov.

Along with the honor of providing food to needy families, the cities will also compete for bragging rights and a travelling trophy. “This seemed like a fun thing to do for a good cause and a competition always delivers better results,” said Brad Turvey, the city administrator of Dardenne Prairie. “This is the first year for us so we don’t know what to expect, but we are hopeful that our residents will come through.” Residents are asked to drop off canned goods and nonperishable items at any of the city hall locations until 4 p.m. on Dec. 15. “The competition between the cities will hopefully make this a fun challenge for each community and since it is for a great cause there truly are no losers,” said Weldon Spring City Administrator Michael Padella.

said the issue didn’t come on his radar until Brazil attracted so much media attention when he introduced the bill. “Joe Brazil made headlines as he does sometimes in sponsoring a bill,” Slyman said. “That’s what got my attention.” He said he “simply wasn’t aware” of Wentzville, O’Fallon, St. Peters and the state of Missouri’s previous legislative efforts to protect family members from funeral protestors. Nor the subsequent reversals prompted by a court ruling or threat of litigation during tight budgetary times. As to why he wouldn’t wait until after the Supreme Court issues its decision, Slyman said, “There’s more at stake here than the ACLU suing. What about the rights of the people trying to bury their loved ones; they’re peace being encroached. “I’m not at all concerned about the ACLU,” Slyman said. “There’s a moral question here and I will stand by that.” Jay Summerville, with ArmstrongTeasdale law firm, serves as legal counsel to Lake Saint Louis and has argued a first amendment-related case before the U.S. Supreme Court on behalf of the city of Ladue. He expects the high court to rule early in 2011. “The smart thing for County Council to do is to cool their jets for a while and wait to see what the Supreme Court is going to do,” Summerville said. “That will provide guidance for what municipalities can do.”

By Amy Armour Three cities in St. Charles County will engage in a little friendly competition for a good cause this holiday season. Weldon Spring challenged the cities of Cottleville and Dardenne Prairie to a canned food drive competition. “It is a friendly competition meant to spur communitywide participation for a good cause, because ‘hunger never takes a holiday,’” said Melinda “Moe” Kwiatkowski, the Weldon Spring city clerk. Both cities accepted the challenge. Each city will collect as many food items from now until Dec. 15, and an independent judge will visit each city hall on Dec. 16 to determine the winner. “Every year, the elected officials, board/ commission members and employees from the city of Cottleville have made donations to the No Hunger Holiday as well as adopted a family or two at Christmas,” said Scott Lewis, Cottleville city administrator and police chief. “This year, we were contacted by Moe... she suggested a friendly competition between the three cities.” All of the food items collected during the

The resolution passed but, once again, a budget hawk is uncomfortable with the suddenness and timing of the measure. Alderman John Pellerito (Ward 3) said, “I voted for this resolution in support of (the County Council bill) introduced by Joe Brazil, but it is a very delicate issue. As a Vietnam vet, I oppose any demoralization of the funeral process and vehemently oppose the disruptions and disturbance to surviving family members. But using it as a political tool is counterproductive.” Pellerito said “political antics” not only fuel the “fires of picketers and protestors” but is “preemptive.” “This is definitely a measure we need to address but not before the Supreme Court weighs in on the issue,” Pellerito said. “We’re already looking at every way to cut our budget, cutting back every where we can. Why would any elected official with the fiduciary responsibility we have take such a risk with taxpayer money?” Slyman has no fear of Lake Saint Louis being linked to the county’s proposed legislation or any risk of exposure to being included in the promised ACLU legal action. In essence Slyman said, “Bring it on.” As to why he would wait until this late date to sponsor such a measure, Slyman

To improve instruction and sound quality in the classroom the Francis Howell School District (FHSD) has incorporated new Soundfield Systems in all regular education kindergarten through fourth-grade classrooms. During the summer, the FHSD installed amplification systems into classrooms which included speakers in all corners of the classrooms and wireless microphones for teachers and students to use during instruction and discussion times. Research has shown that 96 percent of teachers using Soundfield Systems have noted improvement in student attentiveness, listening and comprehension. Marilyn Nelson, kindergarten teacher at Becky-David Elementary, uses the microphone everyday to help relieve stress on her vocal cords and to get the attention of her students. “I absolutely love it. It saves my voice because in a kindergarten classroom it gets noisy. Everyone can hear me. It’s a real attention getter and helps to not strain my voice,” said Nelson. In an acoustically treated classroom, children hear 83 percent of a teacher’s voice when they sit in the front row, 66 per-
cent in the middle rows and 55 percent in the back row. Further studies have shown that students in classrooms with Soundfield systems demonstrate significant improvements in reading and standardized test scores without any change in teaching strategies. In Nelson’s class, students use the microphone for show and tell, to share daily journal writings and when showing the class child of the week family photographs. The microphone is worn as a necklace and signifies it is ready for use when a small green light appears on the front of the microphone. A total of six speakers are in Nelson’s classroom, four speakers that were installed with the amplification system and two speakers that are connected to the classroom Smart Board. According to Nelson, she also uses the Smart Board in her everyday instruction, which also increases sound in the classroom. “The Smart Board is a remarkable tool that is very interactive for students. I enjoy using both the Smart Boards and microphones in class,” said Nelson.

Fort Zumwalt Chicago bound The Fort Zumwalt North High School Jazz Band has been invited to Chicago to perform at The Midwest Clinic from Dec. 15-18. The Midwest Clinic began in 1946 to offer an opportunity for music directors from the Chicago area to learn new music and teaching methods. The clinic has expanded to a four-day clinic that is world renowned for its music excellence. “Being selected to perform at the Midwest Clinic is a tremendous honor. Only three high school jazz bands in the country were selected this year,” said Rob Babel, band director. “The others were from Texas and Louisiana. The reason it is such a special performance is that it will be in front of up to 1,000 music educators from all over the U.S., as well as a few from other countries. The performance is meant to showcase outstanding high school groups doing what they do best. It’s our chance to shine in front of a very knowledgeable audience.” This is the second time that this jazz band has been invited to participate.

By Mary Ann O’Toole Holley The garland is strung and the lights are sparkling brightly throughout Cottleville’s Old Town district, and merchants—and even the Cottleville Fire Department—are busy making merriness for a holiday gala to dwarf all others. Slow down from the hustle and bustle of the season and take a quaint step back in time during Cottleville’s Old Town Christmas Celebration from 10 a.m. to 6 p.m. on Saturday, Dec. 4. The Old Town Historic District welcomes the Christmas season with a holiday extravaganza featuring delectable goodies and lovely libations. Chestnuts will be roasting on an open fire at street side, and all merchants will offer shopping specials for adult revelers who want to check off their holiday gift lists. Santa Claus will add plenty of ho ho ho to the holiday festivities, arriving at noon at the Cottleville Fire House (1385 Motherhead Rd.) with a couple of his favorite reindeer in tow. Youngsters will be welcomed to Santa’s lap and presented with a bag of goodies. Parents are urged to bring their cameras to capture the moment. Popcorn and punch will be served, fire
trucks will be on display, and a children’s creativity workshop provided by Home Depot will bring even more fun for the little ones. Firefighters will serve as elves for the day, helping Santa, giving tours of the firehouse and hoisting children for a close-up look at their shiny red fire trucks. Sheryl Guffey, head of the non-profit Cottleville Main Street Association, warns visitors to arrive hungry and visit all the local shops because special culinary creations will lure you. At Guffey’s shop, Cottleville Crafts, Etc. Ole’ St. Nick will go vintage for the day, donning his old-fashioned garb while visiting with shoppers. Bring the whole family and enjoy fun, food and photos with Santa and his old-fashioned Christmas tree in a parlor complete with a circa 1911 settee. “Christmas in Cottleville has been a popular event for more than a decade. It’s a longtime tradition that everyone loves,” Guffey said. By Amy Armour Hundreds of children in St. Charles County will receive a bike this Christmas— thanks to the joint effort of the St Charles County Ambulance District and the Loyal Order of the Squirrels. St. Charles County paramedics will assist the Squirrels in collecting, repairing, and delivering bicycles to the Sts. Joachim and Ann Care Service who will provide the bikes to local Adopt-A-Families. “This is a great thing for us to pitch in and help out,” said Marty Limpert, with the St. Charles County Ambulance. “This is a great thing (the Squirrels) do around Christmas time.” The Loyal Order of the Squirrels has been collecting bikes for needy children at Christmas for the last 11 years. The charitable organization, founded in St. Charles County in 1984, is dedicated to providing support for the elderly, handicapped, and children of St. Charles County. Bernie McNamee, a 15 year member of the Squirrels, said he would never forget how the nonprofit helped a little boy with muscular dystrophy. The Squirrels raised funds to purchase a synthesizer for the boy who had difficulty speaking because of the disease. “We recorded about 15 phrases so he
could just hit a button instead of trying to talk,” McNamee said. “That was really inspiring and something I will never forget.” The nonprofit was founded by a group of men hanging out at a local bar 26 years ago. “These guys were thinking of forming a club, but they didn’t want a lot of rules,” McNamee said. But they wanted to help people who fell on hard times, whether it was a job loss or a sudden illness, he said. “We want to try and get people over a stumbling block,” McNamee said. Since its inception, the group has grown to 130 male members helping many local charitable organizations in St. Charles County. The Loyal Order of the Squirrels receives no government funding, raising its funding through charitable events. The group will repair the bikes from 5 p.m. to 9 p.m. on Wednesdays and from 9 a.m. to noon on Saturdays at 2015 Campus Drive in the St. Andrews Plaza Annex Building. Wait, Mom! Before you post it! Cute baby photos may be in cyberspace for decades to come By Mary Ann O’Toole Holley Years ago, your baby’s progress or family event was best captured in a diary or a journal – a small paper - paged book that often came with a lock and key. They were your private thoughts, perhaps of your children, your day in the life and your dreams. Most were never revealed. These days, however, blogging has become big, and experts in social media and computer hacking say blogging on the Internet is like putting a billboard on the side of the highway. A zillion people drive by it, and you don’t know how much they’ll take and use maliciously.
Blog usage caught fire in 1999 and the years following, being stoked into a bigger blaze by the near-simultaneous arrival of the first hosted blog tools: Open Diary, launched in October 1998, which soon grew to thousands of online diaries and the first blog community where readers could add comments to other writers’ entries. Then came LiveJournal in March 1999, with more and more blogging sites added, allowing the personal diary of days gone by to cut from the confines of a lock and key to catapult into cyberspace. According to research by Technorati, a company that keeps a watchful eye on the state of the blogosphere, 15 percent of bloggers surveyed said they updated their blogs 10 or more times a day, while 23 percent said they post to their blogs once or twice a day. Nina Young of St. Peters started blogging when her first child was born. Now, with three children under age 5, she continues to blog, sharing daily antics of her struggle as a working mom. “Blogging is a great way to share updates about your family, especially if other family members live in other parts of the country,” Young said. “But there are some issues people should be concerned about.”
Young said she got paranoid when people she didn’t know started posting to her page. “I moved sites and set up a password entry,” Young said. “It’s a little scary to think someone you don’t even know is following your children’s lives.” Renee Chronister, owner of Parameter Security in St. Peters, an “ethical hacker” who helps businesses test the security and vulnerabilities of computer systems by emulating malicious hackers, reminds bloggers to remember that just because you do not have a dialogue with someone on your blog, it does not mean that strangers are not reading everything you write. Lurkers online “Lurkers are online like Peeping Toms undercover, peering into your personal life,” Chronister said. “Your audience could be much larger than you realize.” You may count yourself among the safest of the safe Internet users. You have spyware, firewalls and every security update imaginable on your computer. But don’t get a false sense of security, Chronister said. You may not be able to win the lottery, but you can get picked as the hackee du jour, and many may be perverts peering into your personal life for their own pleasure or worse.
“By now, most people know their Facebook postings, messages, photographs and even personal chats are never safe from hackers, but what’s worse is hackers can use most any doorway to delve so deep into your life,” Chronister said. “When that happens with malicious intent, there’ll be no turning back.” Anyone who has a blog or family Web site has probably posted pictures of the kids along with intimate and sometimes embarrassing stories to go along with them. There are probably details about your children on your site, too — what they like, what they don’t like. You most likely have mentioned their names, where you live and what school your child attends. “When you start blogging, you have to go in eyes wide open,” Chronister said. “Anyone can see that blog any time, and you have to realize that at some point in time it can be used against you.” Last year, a family found that a family photo posted on

NEWSMAGAZINENETWORK.COM her website (extraordinarymommy.com) ended up thousands of miles away on a storefront billboard. A friend sent her a message saying he passed by a new grocery store and noticed a life-sized picture of the woman, her husband and two kids on the store front window. The college friend lives in the Czech Republic. She said her family did not take a picture for any advertisements – either here or abroad. And, clearly, whoever hijacked the picture assumed no one would recognize them so far away. Be careful about how much information you give out. Chronister said that’s one of their top tests for vulnerability. Criminals, cyber sleuths or anyone who chooses can gather information, so the more information about you and your family—or whatever it is your blogging about—gives anyone chance to know more. On the least of levels, say your Aunt Flossie was at your child’s recent birthday party. An unscrupulous hacker could pick up that information, send you an e-mail saying she has attached more photos and as you open the attachment, your computer is attacked by a virus, Chronister said. 25 years on When your teenage son whines about those old baby photos embarrassing him when his friends visit, imagine 25 years from now when his boss sees an Internet photo of him as a baby, playing buck naked in a bath tub. Chronister advises bloggers to avoid posting photos because that can bring trouble, and you don’t know where those photos will end up. People can pick them up and use them anyway they want to, she said. Remember, the Internet will be out there forever. Even if you remove a posting, it will still be out there. Microsoft cached websites from the early ‘90s that can still be pulled up, she said. Remember, if you film little Susie’s bath time, it will be out there 20 years from now, she said. “I would say, avoid posting any personal details. All the things people blog about, physical location, habits and a compilation of all this information could create a personal profile, and if I was a hacker or a kidnapper, it gives me enough information to pursue this,” Chronister said. “If I’ve seen photos of the child, I could track him/her or figure out when Johnny plays hockey and go to your home to rob you when you’re gone.” One of the biggest issues of immediate danger would be, depending on the type of content you post, opening yourself up to identity theft. “It’s easy to figure out an address, phone number, or to be able to check out the neighborhood you live in and the type
of houses from photos on a blog,” Chronister said. “Your blog can open your life to stalkers and pedophiles. I can’t say what a future employer would do, but nowadays employers are looking at the Internet for information on potential employees and current employees—even through blogging sites.” As times change, one can easily see that some things we did 20 years ago are not socially acceptable today. When blogging, keep that mindset. Something may be acceptable today, but 20 years from now it could come back to haunt you, Chronister said. “I can’t predict the future, but personal details about a teenage girl can entice kidnappers,” Chronister said. “Blogging can endanger family members.” Keep in mind that the Internet is a haven for predators, hacking, cyber bulling; it’s a playground, Chronister said. “That bath video posted on YouTube and linked to your page could be cute and innocent to you, but to a pedophile it may spark much different feelings, Chronister said. “It’s a great outlet, but when you’re blogging, especially new moms with newborns, keep it as general as possible. If you want to say you’re pregnant, don’t use your full name, and don’t say where you will deliver.” Chronister says the best bet when it comes to keeping family and friends up to date is to do it the old-fashioned way. “E-mail between one another,” Chronister said. “I’d rather take that chance than to have my entire life out on a Web site. It’s an easy target. Whatever you put out there, you just have to be aware that it can be used against you. Assume it will be used against you, then you will think twice about what you put out there.” She adds, “If you want my advice, ‘don’t do it.’ Just be aware that anyone and everyone 24/7 can access your blog, see it, rip the content, photos and video and use it any way they want. Maybe I think I’m sharing with family, friends and relatives, but I’m sharing it with the world. In my opinion, all I see is negative payoff. We’re an information culture and now, it’s all at our fingertips. Don’t make it easier, especially when it comes to personal information. You may think it’s such a big world, who cares about me? But search engines are optimized. If you do a Google Image search, your child’s photo may just show up. It can be an eye opening experience. Images can be searched, types of words used in your blogs followed on Google, and it’s that kind of thing people don’t realize. A blog is like having your blinds open at night and your doors unlocked. It’s like having a billboard on the side of the highway, and sometimes the most innocent thing can bring a backlash.”

Saving the best for last means that between now and New Year’s Day, some of the year’s most anticipated films will flicker on the big screen. November 24 “Tangled” Mandy Moore is the fairy tale heroine Rapunzel, a young girl kept hidden away in a tower all her life, her royal heritage kept a secret as well. Flynn, the kingdom’s most wanted man voiced by Zachary Levi, finds the tower where he happens to find the girl with the long, golden hair as well. Ready to break out and live a little, Rapunzel sees Flynn as her way out. (PG)
“Burlesque” Christina Aguilera plays Ali, a singer longing to make it in Los Angeles. She gets hired by Tess (Cher) to waitress at a failing lounge, but soon works her way up onto the stage. Katy Trail ticket book program extended Katy Trail State Park, extending from St. Charles to Clinton, is continuing its 20th anniversary celebration through the remaining weeks of 2010. Giving thanks for Thanksgiving leftovers By SUZANNE CORBETT Ask anyone what their favorite thing about Thanksgiving is and chances are, they will say leftovers. Heading the leftover list is turkey, usually made into sandwiches, ideally served on leftover dinner rolls spread with Durkee Famous Sauce. Yet, while the venerable turkey sandwich is a treat, after a day or two, sandwich burnout sets in. “The turkey sandwich might be the perennial favorite, but there are exciting new ways to enjoy leftover turkey,” said Sherrie Rosenblatt, National Turkey Federation spokesperson. “Whole turkey offers an endless supply of entrée, appetizer, soup and salad choices.” But there is no need stop with turkey, as traditional Thanksgiving sides can find new life in countless recipes. Leftover sweet potatoes make a mean cream of sweet potato soup, and mashed potatoes easily become potato pancakes. Cranberry sauce thinned with a touch of bourbon or orange juice makes a great topping for ice cream or cheesecake. Add turkey cubes, gravy, herbs, salt and pepper to vegetables in oven-safe, 2-quart cooking dish. Unfold piecrust dough and place on top of dish, trimming edges to approximately 1 inch larger than dish; secure dough edges to dish. In a large, heavy saucepan, sauté mushrooms and garlic in 1/4 cup of butter for a few minutes, then stir in the flour and cook over low heat, stirring, for 3 minutes. Add in a stream the half and half, broth and wine, stirring. Bring the mixture to a boil, stirring, and simmer for 5 minutes. In a kettle of boiling, salted water cook spaghetti until al dente and drain it well. In a large bowl, combine spaghetti, mushroom sauce, turkey, peas, and salt and pepper to taste; stir in 1/3 cup of the Par-
mesan, and transfer mixture to a buttered, shallow 3-quart casserole. In a small bowl, combine well remaining 1/3 cup Parmesan, bread crumbs, and salt and pepper to taste. Sprinkle mixture evenly over the Tetrazzini and dot top with remaining butter, cut into bits. Bake in the middle of a preheated 375-degree oven for 30 to 40 minutes, or until it is bubbling and the top is golden.
