October is National Women in Business Month, and there is plenty of new information about how women are faring as owners of small businesses and as leaders in large companies. The National Women’s Business Council released a report in August providing data in both areas and suggestions as to how to better gauge the economic impact of women in business. The council is described on

its website as a “non-partisan federal advisory council created to serve as an independent source of advice and counsel to the president, Congress, and the U.S. Small Business Administration on economic issues of importance to women business owners.� The council’s 15 members, appointed to three-year terms, are “prominent women business owners and leaders of women’s business organizations.� Among the findings of the council’s August report: v “Women have a greater

economic impact than most think. 36 percent of employer firms are either women-owned or women-led, and 17.5 percent of employer businesses are 51 percent owned by one or more women. Yet, 18.8 percent of employer firms are at least 30 percent owned by women and have a woman in a leadership role. When those two numbers are added together, women’s economic impact is much clearer. That makes 36 percent of employer firms that are either women-owned or women-led.�

v “Women and men-owned firms that have owners of the other gender perform better when looking at median receipts than firms owned just by men or women. Despite this, women do not take on partners as much as men do; 89 percent of firms entirely owned by women have just one owner.� v “A broader definition of women in business better captures their true economic impact. There are a growing number of women who have founded and grown multi-mil-

lion and even billion-dollar businesses. More often than not, these women have partnered with investors and no longer own 51 percent of their company. The success and economic impact of these women is discounted when we focus on 51 percent ownership.� v “The private sector needs to focus on women-led businesses. Procurement practices in the public sector often require that women have 51 percent ownership of a company to compete as a woman-owned business. Initiatives

in the private sector, such as increasing supply chain diversity, should not require women to have 51 percent ownership. Enforcing this public sector requirement in the private sector may be limiting women’s access to equity capital and curtailing the growth of their businesses and participation in private sector opportunities.� The full report can be found on the website of the National Women’s Business Council (www.nwbc.gov). Stearns and Towler’s offices are right next door to the hardware store, and Stearns said they go back and forth quite a bit to help customers with whatever projects they’re working on. One of the advantages Towler said Samson’s has over big chains is that the sisters personally do all the buying for their store rather than someone in a national corporation who isn’t living in Fairbanks and who might not understand what’s needed here. For example, during the record high temperatures this summer and the clouds of mosquitoes, Towler and Stearns were able to place orders for air conditioning units and fans and track those orders for sweaty, itchy customers. “You gotta be service-oriented,� Towler said. Samson Hardware also lets old-timers and sourdoughs put items on charge accounts. “You can’t do that with big national stores,� Stearns said. The sisters don’t have any big plans for the future — they just want to keep on running a nice local hardware store. Towler wants to amp up the social media presence of the store. Stearns thinks it’s important to reach out to the younger people in town and teach them how to do successful do-it-yourself project. “We just think we fill a little niche in the community,� Stearns said.

Longtime local store Samson True Value Hardware is completely Alaska women-owned and operated. Owners and sisters Jennifer Towler and Jeanne Stearns have been in the family business their whole lives. Fairbanks born and raised, Towler and Stearns have made sure that their local hardware store carries all those Alaska-specific items that the big chain stores might miss out on. “We’re your typical hardware store,� Towler said. “But we also have things that people in Alaska have been using since 1904.� Samson Hardware goes back to Fairbanks’ beginnings, when miners were looking for gear and supplies. The store has passed through several owners over the last 109 years. Most recently, the Jackovich family bought the hardware store in 1981. Samson’s puts an emphasis on serving the community. The store also caters to many customers in the Bush, according to Towler. They ship everything from lanterns to washboards through the U.S. mail out to rural communities. Stearns and Towler have also made sure to stock items the dry cabin community in Fairbanks would need. “We know what it takes to keep your house warm,� Towler said. The growth of women-owned businesses has surged in the U.S. during the past 15 years, but a glimpse at Alaska might make that trend difficult to spot. The state ranked 51st in the U.S. — behind every state and Washington, D.C. — with just an 11 percent increase in women-owned businesses from 1997-2012. That compares to a 54 percent growth rate nationwide. The statistics come from a report commissioned by American Express OPEN, a division of the financial services company that focuses on small business. G eorgia had the highest rate of women-owned business growth during the 15-year span, with 95 percent growth. Alaska was by far the lowest, nearly half the rate of 50th place Iowa, which was at 21 percent. Although the statistics in Alaska look bleak, several

local business scholars say they don’t necessarily see the state as an unfriendly business environment for women. Since Alaska is skewed to male-dominated professions like fishing, mining and construction, those areas are more likely to have businesses owned by men, they said. “Statistically, men are more concentrated in fields that are hazardous and unpleasant,� said Sherri Wall, an economics instructor at the University of Alaska Fairbanks. “I’m thinking women in general aren’t going to be opening businesses in those areas.� Nicole Cundiff, the director of UAF’s Northern Leadership Center, said areas like fashion, food service and printing are more likely to attract women. In Alaska, particularly sparsely populated regions, those types of businesses are scarce. “People tend to be kind of be pulled into industries that fit their gender — in Alaska, we have exploration, mining, oil engineering — and those are going to be seen as firms that are typically run by

men,� she said. “Women have trouble getting into leadership positions because they don’t fit the norms in those industries.� Liz Ross, a business administration instructor at UAF, said some business categories dominated by women could also be going undetected in Alaska. Home day care providers, for example, could be filing their taxes in a way that isn’t reported to the U.S. Small Business Administration. And although the expansion of women-owned businesses has been slow in Alaska, those that do exist are doing much better than their contemporaries nationwide. Employment at women-owned businesses in Alaska grew by 18 percent during the period the report examined, while sales rose by 78 percent. Both of those figures far outpace the national average. A s a t e e n a g e r, G l o r i a Burcell babysat for a lady who made delicious chocolate chip cookies. Burcell obtained the recipe and started making batches, adjusting ingredients through trial and error. Friends said the cookies were so delicious that Burcell ought to sell them. Her mother, a businesswoman, thought so too. The Cookie Jar opened in 1986. It was located in a 600-square-foot space in the plaza across from the West Valley High School. Burcell and her mom, Sylvia King, sold chocolates, cookies and coffee. Various other relatives — a brother, a brother-in-law — helped from time-to-time. To assist with marketing, Burcell’s husband, Bob, who worked at Nordstrom’s, stood at the intersection of Geist Road a n d Un i v e r s i t y Av e n u e handing cookies to motorists. “I was the person there at 5, 6 in the morning making cookie dough,� Burcell said. “None of us got paid.� Twenty-seven years later, the Cookie Jar Restaurant is still a family affair, and cookies are still at the heart of it — cookie baskets, cookie bouquets, 12-inch decorated cookies and cookies by the dozen. The popular eatery, offering breakfast, lunch and dinner seven days a week, is remodeling and expanding — again — dressing up the entrance with river rock, making it look like a cozy hearth, and adding 1,200 square feet. The result will be seating for 40 to 60 more people, a private meeting room, a larger patio and a bigger bakery. “ We never planned on running a restaurant,� Burcell, who is 50, said. “It’s been interesting and very amazing. Life is happening here.� The Cookie Jar is a place where friends share a meal. Families spend time together. Couples have a date. Business deals are cut over lunch. “When it’s working right and the well-oiled machine is running smoothly, it’s very satisfying,� Burcell said. The eatery went from a

cookie shop, inspired in part by the franchisor Mrs. Fields, to a restaurant at the request of customers looking for something savory to eat. “We added soup and rolls and sandwiches,� Burcell said. The original location was decorated in soft blue and yellow with round tables that would fit two or three people. The clientele came from nearby, including the West Valley High School and the University of Alaska Fairbanks. Burcell said Dr. William R. Wood, former president of the University of Alaska, was an original customer. The Cookie Jar began running newspaper and television ads, Burcell said, and the menu and restaurant kept growing, eventually moving to a larger space at the Washington Plaza on Airport Way. In 1995, Bob Burcell left the department store business and the Burcells took over the eatery full-time. They moved the Cookie Jar to its current location on

Cadillac Court off Danby Road. King, who died in August after battling cancer, stayed involved with the restaurant as a mentor. Burcell said her favorite part about running the Cookie Jar is that it’s a family affair. Three of the couple’s four sons work at the Cookie Jar, one as the assistant manager, another as a supervisor and one doing deliveries. Bob Burcell is co-owner and restaurant manager. The high school sweethearts have been married for 30 years. It’s hard to put a title on Gloria’s role at the restaurant. It’s a combination of hiring, developing employees, quality control, customer relations and other things. “I look at the bakery case when I come in.� She tastes the soup.
