Hays

Hays was founded during the rugged pioneer days of the 1860s, when people began settling Hays City with the western push of the Leavenworth, Pawnee and Western Railroad — now Union Pacific. Hays’ early history includes many of the famous and infamous figures of the Old West. Lt. Col. George Armstrong Custer, William F. “Buffalo Bill” Cody, Calamity Jane and Wild Bill Hickok were all prominent citizens during the city’s early days. In 1876, the first of a hardy group of German-Russian immigrants from the Volga River region of Russia arrived in Hays and settled the surrounding towns of Catharine, Schoenchen, Munjor, Liebenthal and others, which are now home to many of their descendants.

Fort Hays

In 1865, an army post known as Fort Fletcher was established to protect pioneers and travelers along the Smoky Hill Trail. The fort was renamed Fort Hays in 1866. Following a disastrous flood in 1867, the fort was re-established

on its present site overlooking what is now the city of Hays. The blockhouse, officers quarters, guardhouse and several building foundations still remain.

Ellis

Ellis, the second largest town in Ellis County, was established in the early 1870s along the Kansas Pacific Railroad about 14 miles west of Hays. Ellis was home to John Henry, a Union Pacific train dispatcher who invented the electric streetcar, and Walter P. Chrysler, founder of Chrysler Corp. Walt Disney, animator and founder of Walt Disney Studios, also had connections to Ellis.

Victoria

Victoria was incorporated in 1913, combining the towns of Victoria and Herzog. The town is home to St. Fidelis Catholic Church, dubbed “Cathedral of the Plains,” by 1912 presidential candidate William Jennings Bryan. The 220-footlong church was built of native post rock limestone by parishioners in the early 1900s and boasts twin towers rising 141 feet high.

n Hays and Ellis County, Kansas, a better way of life means reasonable property values and plenty of room to grow. Residents are proud of the area’s healthy environment, both in our way of living and in our clean air and water. Our residents spend less time traveling from work to home, and more time doing essential things, such as being productive at work and spending time with family and community. Nearly 69.5 percent of our

residents are homeowners. On average, existing homes sell for $134,500 and new residential construction averages $200,500. There also are several options available for individuals who choose to rent. The average two-bedroom apartment in Ellis County rents for $450. Monthly residential utility bills, including water, trash, gas and electric, average $179. Hays has one of the lowest violent and property crime

rates in Kansas.Violent crime in Kansas is particularly low compared to other states, and evidence suggests the rate is decreasing.

Ellis County continues to be among the least-stressed counties in the United States, according to the Associated Press Economic Stress Index. In April 2011, Ellis County had a 3.55 stress rating, which ranked second in the nation and well below the national average of 9.8. The score is based on unemployment, foreclosure and bankruptcy rates.

Ellis County, with a population of 27,416, has a pull factor of 1.56, which means the county attracts more than 11â „2 times its existing population base. It makes for a trade area population of 42,888.

ays and Ellis County offer an excellent, safe learning environment for children K-12. Ellis County schools are part of a state school system and are governed by local elected boards and the State Board of Education. Hays USD 489 offers preschool through high school education, including free, all-day kindergarten and vocational education. All schools are accredited by the state of Kansas. USD 489 K-12 information: District-wide, students scored 96.8 percent proficient or above in reading and 94.1 percent proficient or above in math on the Kansas State Assessments. The district uses technology to support the K-12 curriculum. USD 489 has a 1:1 student-to-computer ratio in grades 3-12 and a 2:1 ratio in grades K-2. USD 489 is the sponsoring district for the Hays/West Central Kansas Special Education Cooperative which serves more than 800 students with special needs. Each elementary school in USD 489 offers supervised and structured after school care that provides a snack, homework help, physical activities, crafts, games and technology time. USD 489 strongly emphasizes early childhood education with the following programs: USD 489 Preschool This program is a district-sponsored, fee-based, preschool that serves 3- to 5-year-olds. Early Childhood Connections The programs in Early Childhood Connections are recognized by the age group they serve. The Early Childhood Connections program that serves 3- to 5-year-old children includes the Head Start program and Kansas Preschool Program (4 year old at-risk). The main office is located at 320 W. 13th in Hays. The Early Childhood Connections programs that serve prenatal mothers to age 3 includes Early Head Start and Parents As Teachers. Holy Family Elementary School Holy Family Elementary School offers high quality academics and positive social interaction in a Christ-centered learning environment. Thomas More Prep-Marian High School Thomas More Prep-Marian High School is a Catholic high school with a teacher-to-pupil ratio of 1:12. The college preparatory high school was founded in 1908 by the Capuchin Franciscans to foster the spiritual, physical, intellectual, psychological and social development of its students. The academic program offers: • Religion • Fine arts and Humanities • Science and mathematics • Language arts • A residency program for out-of-town students. High Plains Christian Preschool High Plains Christian Preschool, a ministry of High Plains Baptist Church, exists for the purpose of teaching preschoolers the basics of reading, writing and the recognition of numbers, along with Biblical training and patriotism. School is in session between the months of August and May. Maranatha Christian School Maranatha Christian School is a K-8 school with a Seventh-day Adventist Christian curriculum. Applications are available to any students/families interested in receiving Christ-centered education.

ooking for something fun and exciting for your kids to do? The Hays Recreation Center is full of fun, instructive activities to participate in for all ages. Whether you’re interested in sports, music, crafts, being active or learning, we’ve got an activity for you. Our sports department is working hard year-round scheduling games and putting teams together for all our sports activities including baseball, softball, volleyball, basketball, flag football and soccer. We also have camps, skills lessons and high school leagues for all those interested in the more competitive side of volleyball and basketball. Our program director has come up with some fun and exciting programs for your little ones as well. Come check out our TAS (Take A Step) programs for Baby, Tiny or Tweens and see what activities fit your family. We have anything from Little Climbers, Funny Fingers/Tickly Toes, and Boogie Babies to Babysitter’s Training, Basic Cheerleading, Beginning Guitar and Canoe Trips. We have our School’s Out program during the summers which is a great, supervised activity where your kids will get to experiment with games, crafts, cooking and trips around town while you are at work. Make sure you come check out our new Fitness Center located on the west side of our facilities where we have plenty of fitness activities for kids and families alike. Some of the fitness classes and events for kids are: Kids Triathlon, Buff Babies, Kids Fitness Pursuit and Football Footwork Clinic. We also have great aquatic classes going on down at the Hays Aquatic Park during the summer as well including Junior Lifeguard Program, Swimming Lessons, Preschool Aquatics and Parent and Child Aquatics.
