The council-manager plan of government means all policy and legislative decisions are the responsibility of the elected City Council. Eden Prairie residents are represented by a mayor and four council members. The mayor serves four-year terms and the council members serve fouryear "at-large" staggered terms. City elections are held in even-numbered years with the general election in November. The council delegates all administrative duties to the city manager. The city manager is accountable to the council for the administration of city business in accordance with council decisions. The city manager oversees the day-to-day administrative duties and hires city staff. Building Permits Inspections. .......................................... 952-949-8342 A City building permit is required when planning any new construction or alterations to a single-family residence. Permits are required for any alterations, additions and remodeling including: basement finishes, porches, decks attached to the house or decks greater than 30 inches above the ground, pools, retaining walls greater than 4-feet high, fences over 6-feet high, and sheds larger than 120 square feet. The City of Eden Prairie has a permit process in which all plan reviews and permits–except those required for a new single-family residence and commercial work–can be issued on a one-stop basis. Ordinance Administration Community Development Department................... 952-949-8529 The Community Development Department at the Eden Prairie City Center administers city zoning ordinances and codes. Offices are open from 8 a.m. to 4:30 p.m., Monday-Friday, to answer questions related to your property or surrounding property. General Residential Setbacks All residential structures and accessory structures, which include sheds, outbuildings, play structures and gazebos, are subject to specific setbacks from a lot line based on the zoning district. All structure setbacks are taken from the property line. The setback from a front, rear or side yard may vary based on the zoning district. To find out what a property is zoned for and what the required setbacks are, call the Community Development Department. Driveway Information In the residential R1 zoning districts, all driveways shall be surfaced with bituminous, concrete, pavers of brick, natural stone, or concrete placed with gaps not exceeding 1/4 inch, turf block, or grasscrete, and graded to dispose of or infi ltrate all area surface water without damage to private or public properties, streets, or alleys. The use of gravel, crushed rock, sand, or dirt is prohibited except when used as gap material with pavers. The driveway must be at least 3 feet from a side lot line and shall not cross the extension of a property line to the curb line. There are traditionally 10 to 12 feet from the back of the curb to your lot line. The

City suggests a driveway not be placed in the drainage and utility easement of a property, as utility lines including cable TV, electric, sewer, water and gas may be in the easement area. Permits are not required to install or replace a driveway unless a new curb cut is being created. Landscaping Plant material may be located on your lot, including in drainage and utility easements, as plant material is not considered a permanent structure. Should the City or other public utility need to access any drainage or utility easement, however, removal or trimming of plant material may be necessary. Certain lots in Eden Prairie may be subject to a conservation easement. As a property owner you should be aware if your property is subject to a conservation easement. No plant material may be placed in or removed from a conservation easement area until approved by the City. When installing plant material, keep in mind that once the shrub, tree or bush reaches maturity, any maintenance of the plant material should occur from the lot on which it is located. Therefore, any plant material should grow within the lot it is planted on. No plant material may be placed in street rights-ofway. This is usually 10 feet to 12 feet from the back of the curb. Plant material may not interfere with traffic site lines. Fences Permits are not required for construction of fences. Maximum height for a fence is 6 feet. Fences may be located next to a property line. However, if the fence is placed next to the lot line, you may need to go on your neighbor’s property for repairs or maintenance. If a fence is placed on the corner of a lot by the street, you should allow sufficient setback of the fence so it will not block views of vehicles at the intersection. The City suggests you have a copy of the property survey before you install your fence to show location of lot lines. The curb line is not the property line. The City has no architecture control standards for fences. Private covenants and restrictions through a homeowner’s association may prohibit fences or suggest some architectural controls. The bottom of the fence or wall around the pool shall be no higher than 4 inches above the surface of the ground. Fence openings or points of entry to the pool area shall be equipped with self-closing and self-latching lockable gates.

Lawn Watering City code limits lawn watering to an odd/even schedule. That means if your house address ends in an odd number, you may water your lawn on oddnumbered days only. If your house address ends in an even number, water only on even-numbered days. A watering ban is in effect in the city of Eden Prairie from noon to 5 p.m. each day of the year, unless otherwise notified by the City.

Lawn Maintenance All grounds in a residential zoning district not covered by a building, patio or driveway must be covered in grass or ornamental landscaping, including rock material. Ground cover may grow to a height of 10 inches. Once the growth exceeds 10 inches, City Code requires cutting. Should you identify a property in which grass is over 10 inches in height, call the Parks and Recreation Department at 952-949-8442. Recreational Vehicle Parking Parking or storing a recreational vehicle (RV) is allowed in a residential zoning district provided certain requirements are met. These include having not more than two RVs stored outside and that they are not more than 12 feet in height. Requirements also deal with setback, storage surface, time of storage and other factors. RVs may not be used for living quarters or connected to water/ sanitary sewer. The City suggests talking with neighbors prior to placement of an RV on your lot. In addition, your neighborhood or lot may have private covenants or agreements that prohibit or limit the parking of RVs. This covenant or agreement would supersede the city regulations. Home Occupation A home occupation may occur in the Rural, SingleFamily or Multiple zoning districts provided code

regulations are maintained. A home occupation shall be conducted in a dwelling and clearly be incidental or secondary to the use of the structure as a dwelling. It shall not be conducted in an accessory structure or outbuilding. No equipment or supplies associated with a home occupation shall be stored outside. One sign of not more than 1 square foot is allowed and must be 10 feet from the property line. The home occupation shall be carried on only by members of a

Yard Waste All yard waste must be disposed of within one week unless it is being composted in an approved composting area/container. Yard waste is solid waste generated from landscaping and lawn care activities, such as mowing, trimming, gardening or raking. Yard waste materials consist of grass clippings, twigs, tree and brush clippings, straw, pine needles, tree branches, soft vegetative garden waste and leaves. Snow Removal There are no hourly restrictions on the operation of snow removal equipment. Property owners are required to keep all snow and ice on their own property. City code prohibits placing snow or ice in any right-ofway, roadway, street, sidewalk, walkway, bike or trail way, easement, park or other public property. Although the City of Eden Prairie is responsible for the removal of snow and/or ice from sidewalks or trails abutting several streets, the majority of owners or occupants of one- or- two family dwellings that are abutting a sidewalk or trail are responsible for removing the snow and ice. This removal must be accomplished within the

Storage Containers: Solid Waste and Recycling Storage containers for Single Family Dwellings, Multiple Family Dwellings or Commercial Establishments must be stored at least 20 feet from the property line. Storage containers stored within a front yard must be screened from the public street with an opaque fence or coniferous landscape material. Storage containers for Solid Waste, Recyclable Materials or Yard Waste may be set curbside 24 hours prior to the scheduled pickup. The storage containers must be removed from curbside within 24 hours after the scheduled pickup. Junk Cars, Furniture, Household Furnishings & Appliances It is unlawful to park or store any unlicensed, unregistered or inoperable motor vehicle, furniture, household furnishings or appliances, or parts or components thereof on any property, public or private, unless housed within a building. Voter Registration You must be registered to vote. If you have changed your name or address since registering, you must complete a new registration application. By registering prior to Election Day, your name and address will appear on the polling place roster. An individual may register any time before the 20th day preceding any election, on Election Day at the polling locations or when submitting an absentee ballot. hree school districts serve the residents of Eden Prairie. The Eden Prairie district (272) covers the largest territory. The other two districts are Minnetonka (276) and Hopkins (270).

Eden Prairie ISD 272 Eden Prairie Schools has an outstanding reputation and a long history of excellence. The district is known for its emphasis on quality education for every student and was one of the fi rst school districts to receive the Award for Excellence in Education. The district has made impressive strides in closing the achievement gap and continues to place emphasis on the success of every student, every day. Beginning at birth, with a variety of early childhood programs and creative preschool options, Eden Prairie’s youngest learners get a solid foundation for their education. Choices for types and times of programs meet the wants and needs of young families. Early childhood special education classes and experts help families with special needs children set a course for future success. A vibrant community education program makes continuous learning possible in Eden Prairie. With programming from arts to Zumba, there is truly something for everyone. And community education summer programming keeps our students busy and happy. There are just over 9,100 students in Eden Prairie schools, attending six K-6 elementary schools, one middle school (grades 7 and 8), and one high school (grades 9-12). The Minnesota State High School League has awarded the “Challenge Cup” to EPHS each of the past five years in recognition of the students’ excellence in athletics and the fine arts. Building on a reputation for excellence and a commitment to the motto “Educating for Excellence in Our Diverse and Changing World,” means that the Eden Prairie district is constantly planning for the future. This year, Eden Prairie Schools embarked on a digital initiative that will change how teachers teach and students learn by using current technology to its fullest advantage in every district classroom. It starts with getting technology into the hands of students. Every middle school student was issued an iPad in January 2013. And beginning in fall 2013, every high school student will have a MacBook Air laptop to use at school and home. Their ability to learn, create and share will exponentially increase by making resources available 24/7. This spring, the district completed the creation of a strategic plan that lays the groundwork for the next five years and beyond. Teams totaling more than 130 community members, parents and district staff worked throughout the school year on a plan that emphasizes personal learning and fulfi llment for each student. The district also introduced plans for Mosaic, a specialized full-day program for highly gifted and talented students. Mosaic will be housed at Prairie View and Forest Hills elementary schools and will begin in the fall of 2013. innetonka Schools are focused on world-class child-centered excellence and serve the western third of Minnetonka and all or parts of Chanhassen, Deephaven, Eden Prairie, Excelsior, Greenwood, Shorewood, Tonka Bay, Victoria and Woodland. There are more than 8,300 students enrolled in Minnetonka schools. In total there are six elementary schools (K-5), two middle schools (Gr. 6-8), one high school (Gr. 9-12), and a community education center that houses many of the district’s early childhood, youth and adult programs. Minnetonka Public Schools offers a variety of learning opportunities for families, including Chinese or Spanish Immersion as an option at each of its six elementary schools beginning in kindergarten. In the Immersion program, English-speaking students learn a second language as part of regular classroom activities. About 50 percent of the District’s kindergarteners enroll in the traditional kindergarten program (taught in English) and about 50 percent enroll in one of the language immersion options. Kindergarten families may also choose a half-day or extended day program. Before and after school child care is available at each school.

Minnetonka’s new Navigators program for exceptionally gifted children is at Excelsior and Scenic Heights Elementary Schools. This program serves a small, unique group of learners with I.Q.’s of 145 and above who demonstrate high levels of intensity, intellectual curiosity, and focus in interest areas, with exceptional processing speed and visual systems learning. Minnetonka’s new middle school program provides increased rigor, choice, support and flexibility and is tailored to meet the needs of adolescents. Accelerated courses in language arts, math and science — as well as world language courses in Chinese, French, German and Spanish — are offered to middle school students. Highly motivated math students may complete algebra, geometry, and higher algebra during middle school. Pre-AP US History is also an option for students. Minnetonka High School offers accelerated courses, including pre-engineering and architectural design, as well as 20 Advanced Placement (AP) programs. Minnetonka also offers the prestigious International Baccalaureate (IB) Diploma Programme. In addition to traditional world language options, students may enroll in Chinese or American Sign Language. Minnetonka’s Class of 2010 posted an average ACT Score of 25.76, 99.6 percent of the class graduated and 92 percent will attend college. Minnetonka Schools are nationally recognized for using technology as an accelerator of learning and Minnetonka students consistently perform among the top on state tests. All Minnetonka schools are making Adequate Yearly Progress (AYP) per state and federal guidelines. Minnetonka welcomes open enrollment and non-resident students.

Art Center Eden Prairie Art Center 7650 Equitable Drive.......................... 952-949-8304 The Eden Prairie Art Center, located at 7650 Equitable Drive, officially opened its doors in May 2009. What began with the gift of a 5,400-square-foot building from the family of Roger Sampson, a former Eden Prairie resident who built the building in 1995 as a place to create art, has now become a place where community members of all ages can explore new and exciting art forms, learn a new talent, develop an existing gift and appreciate all that the world of art has to offer. Summer Concert Series Every summer since 1983, the City of Eden Prairie has offered concerts in the parks. These began as a six-week series — one night a week — at Round Lake Park and moved to the new Staring Lake Park Amphitheater in 1990. Today, 10 weeks of concerts are held on Sunday, Wednesday and Friday evenings at 7 p.m. at Staring Lake Park. In 2003, the very popular KidStock series was added on Tuesday mornings, starting at 10:30 a.m. at the Staring Lake Amphitheater. This 10-week series features children’s entertainers. A special brochure promoting the entire series is inserted in the Eden Prairie News the fi rst week of June.

Art on City Walls Art Gallery “Art on City Walls” strives to increase public awareness of the visual arts by providing a setting for local and regional artists to exhibit their work. All exhibits are free to the artist and open to the public. There is room for up to 40 pieces of art, depending on size. Work is on display in the hallways and common areas of the Eden Prairie Art Center, 7650 Equitable Drive. Arts in the Park This annual art fair is held in May and offers visitors an opportunity to stroll around the fabulous scenery of Purgatory Creek Park (13001 Technology Drive) and peruse artwork of all types from local vendors and artists. Eden Prairie Players – Community Theatre The Eden Prairie Players provide high-quality theater to Eden Prairie and the surrounding areas. Their mission is to enhance the quality of life for the people of greater Eden Prairie, through the theater experience by inspiring, nurturing, challenging, educating and empowering artists, audiences and volunteers. The Eden Prairie Players annually produce a musical, one play and a youth theater company one-act series. They also offer acting classes and perform at dinner theaters and other theater venues in the community. Residents are invited to become part of the Eden Prairie Players committee, staff or acting company. Eden Prairie Community Band The Eden Prairie Community Band is an adult band of more than 50 musicians that performs year-round in Eden Prairie and neighboring communities. The band has two components: a Concert Band and the Jazz on the Prairie Big Band. The band is also home to the Prairie Schooners (Dixieland). Open to adults who live or work in Eden Prairie, all instrumentalists are needed and residents are invited to join the group at any rehearsal (Central Middle School in Eden Prairie, Thursdays at 7 p.m.).
