Denville’s Champion for Animals Lives Her Calling Everyday

Meredith Petrillo is a dear friend to animals, doing all she can to be there in their time of need and she wouldn’t have it any other way.

She says the hardest part of her job is not being able to do her job.

“At times I am unable to help an animal or person with the animal; to know an animal is suffering because I was unable to get to it in time,” says Petrillo, who runs the Denville Animal Shelter.

She must enforce local and state laws while caring for the attendees, and likes that her daily responsibilities are never the same.

Deb Clark assists with the day-today cleaning and socializing of the shelter animals, while Petrillo patrols the town for violations and is there for those who need her assistance. She also runs the Happy Hound Playground (Denville dog park).

The animal control officer’s passion for her job is through and through.

“I am on the New Jersey endangered poisonous snake removal team as a volunteer for NJ Fish and Wildlife,” Petrillo says. “My job as I see it is 24/7, which is what I love.”

According to Petrillo, animals found in Denville are placed in the shelter if they cannot immediately locate their owner, that’s why dogs and cats must be licensed. It also allows the shelter to know your pet is vaccinated against rabies.

“Once the animal is placed in the shelter state law requires we scan the pet for a microchip,” says the animal control officer. “If the chip is registered we contact the owner to let them know their pet is safe. No ID we post a picture of the animal on social media, our best tool — as most animals

picked up are going home in five hours or less.”

The shelter takes any species they have enough space for. Some are there for only a short time.

“We have had alligators, large snakes, spiders, hedgehogs, miniature pigs, goats, exotic parrots they hold on the outside of the shelter until proper housing can be found,” Petrillo says they connect injured fox, coyote pup, baby skunks, baby raccoons with wildlife rehabbers.

Not until recently has animal abandonment been a call they get in regard to dogs, she says cats however are left behind all the time.

“If we are able to prove someone has abandoned an animal, they will be charged with animal cruelty,” says Petrillo. “With the use of video cameras we are now able to find these people where before it was difficult to prove.”

Animals up for adoption are those no one claims, the owner surrenders or from other shelters or hoarding cases.

“We provide these animals what they need to get into a home as quickly as possible,” Petrillo says as a no-kill shelter, any adoptable animal will stay as long as it takes to find a good home. “If an animal is aggressive to place for adoption we can’t jeopardize the welfare of the public to place that animal.”

Animal control was not her chosen career. She first started working at horse farms to earn money to buy her own horse, then as a veterinary assistant and manager of a veterinary hospital.

In 1991 Petrillo became Boonton’s animal control officer and later took on Rockaway. In 1997 Denville Township offered her a full-time animal control

job.

“In 2001 I became an animal cruelty investigator. After hurricane Katrina a local veterinarian, the office of emergency management of Morris and myself discussed the much needed response to disasters,” she says. “Over time the Morris County Animal Response team became a part of emergency management to provide animal rescue and shelter during disasters.”

Her earliest memory of being drawn to animals dates back to age four or five. Petrillo’s neighbor across the street had a black Labrador retriever.

“I remember running out of the house yelling to my mom the dog was loose, I’m chasing the dog as I heard her scream, ‘get back here, that’s not a dog — that’s a bear,’” says the animal control officer. “Other than that I spent many days at Cedar Lake catching turtles, frogs and snakes.”

Mount Arlington and Denville Audiologist Reflects on Career

Anne Anderson’s journey in audiology began when she was in 7th grade and had ear infections and hearing loss due to nerve damage. This led her to become interested in audiology and she stuck with it.

Educationally, her journey was hard. She graduated from William Paterson College, in Wayne, with a BA in speech pathology. She went on to earn her Masters in audiology from Montclair State College. She has special training in electrocochleography, otoacoustic emissions, auditory brainstem evoked response testing and electronystagmography—which is used to diagnose balance disorders.

Anderson holds a license to dispense hearing aids and a NJ audiology license. She also holds the Certificate of Clinical Competence from the American Speech, Language and Hearing Association, and is a Fellow of the American Academy of Audiology.

She has been a practicing audiologist for the past 37 years and has a wealth of experience with children and adults. She currently dispenses hearing aids, swim plugs, musicians’ plugs, and assistive listening devices through the Denville and Mount Arlington offices at Advanced Hearing Aids.

“We’re audiologists, not just hearing aid dispensers,” Anderson said. “There’s quite a difference. For hearing aid dispense, you just need a high school diploma. As an audiologist you have to have training. You have to have a clinical doctorate. We’re more of a medical model. It’s quite a different degree of training.”

Anderson is so passionate about her career she plans to resume doing what she’s doing for a very long time. “I want to continue to do what I do once I retire,” she said, adding, “at least part-time.” It’s her patients that keep her going. “Most people are so appreciative,” she shared. “Sometimes I’ll put a hearing aid on a

person, and they hear for the first time, and they’ll just start crying. I’ll have patients that send me Christmas cards with lottery tickets. You have to go above and beyond and do what you can for each patient and treat them as individuals. Be in tune with their needs and what they need.”

While Anderson is touched by all her patients, one of her favorites was a man who looked just like her dad. “Their birthdays were the same. Similar personalities,” she said. “When he passed away, his daughter sent me a picture of when he got out of the navy. That touched me so much. You get so attached to these people. They’re part of the family.”

If anyone is considering a career in audiology, Anderson’s advice is, “Go for it. It’s a booming market. We need more of you. We need more talented people. It’s very rewarding. If you think you want a career, give us a call, spend some time with us at our office. It’s a very good career.”

A S.P.A.R.K of Imagination

When Susan Reinhardt’s son, RJ, was around 6 years old, she noticed that he and his friends were not competing at the same level of their peers. She thought it was important “that they feel giving their all would be acknowledged… because their excellence would be at a different level.” It was this realization that pushed Reinhardt to start S.P.A.R.K all those years ago. With that inspiration Supportive Parents Advocating for Our Kids began advocating for, and helped to run, sports programs for people with disabilities. Many of the programs they started are still in operation, taken over by the Rockaway Township Police Athletics League. S.P.A.R.Ks most recent mission is to secure housing so that RJ and his friends can live independent adult lives.

A core part of the S.P.A.R.K is a focus on volunteerism. “I wanted them to know what it felt like to do good,” Reinhardt says. “I know the reason I do it… it’s a wonderful feeling when you’re able to help others. With that in mind I started the Denville’s Mayor Council for People with Challengeswe call it MCPC- and thanks to mayor Tom Andes, with his blessing, the young adults collect food for the thanksgiving food drive, they volunteer with the beautification committee for different things, they volunteer to set up and take down at different community events.” Reinhardt punctuates, lastly, by saying “So it’s not where they’re always at the receiving end of a charity.”

Now, at 28 RJ and his friends have grown into young men who can’t live alone without assistance. The parents are approaching an age where helping to secure long term independence for these young men has become a high priority. Reinhardt notes that at 65 she “can’t imagine going

without knowing that my son will be safe and cared for… and the other boys are just as much my kids as my son is.” The state provides a priority list for people with disabilities looking for housing, to say the least it’s a long long wait. “Us parents aren’t going to outlive that list.” Reinhardt punctuates. The other option is emergency placement, which would occur in the case of both parents’ death. Neither of which is ideal.

RJ and his friends are close, they get along and have been a part of the Denville community all their lives, that they stay in the community that has watched them grow up is of utmost importance to S.P.A.R.K. Given the more or less grim choices that they have before them, the members

of S.P.A.R.K have imagined a different solution. One which seeks to reduce the confounding wait times and bluntness of state bureaucracy. The idea is to secure housing for the six young men in which they can be independent and live fulfilling lives in Denville. Reinhardt hopes that a piece of land can be donated to S.P.A.R.K, and a home built by Habitat for Humanity.

To raise money to secure the housing, S.P.A.R.K has put on a Polar Plunge for RJ and his friends, so they can stay in Denville, where they have spent their entire lives and where they are loved. Donations to the cause can be made by going to www.denvillespark.org.

The Summer of 1968: The Sacred Sacrifice

There are moments in our life, which leave a deep mark upon your heart, mind and soul, that they are simply not to be forgotten. Such a sacred moment came on a Saturday morning, in the middle of June of 1968. I was 14 years old and had just completed my freshman year at Boonton High School.

Dad and I were eating breakfast at the kitchen table at the old Mabey Homestead. Mom and my sister, Patti, had left earlier to visit Mom’s mother in Boonton. Dad and I sat at the kitchen table eating Wheaties cereal and sipping hot tea. I remember that we were talking about the big, week-long hike along the Appalachian Trail that was planned for Boy Scout Troop 170, for the next week.

Then, Dad did something a bit unusual. He took the inner bag of Wheaties, from the box and began cutting out the front and back cardboard. Then Dad did something even more unusual. He took one of the pieces of cardboard and laid it flat on the kitchen table, next to his bowl of Wheaties. Then Dad took one of his shoes and traced the bottom of his shoe onto the cardboard with a pencil. Then repeated the process with the other piece of cardboard and his other shoe.

I remember simply asking my father, “Dad, watcha doing?”

Dad then answered me with me with a smile on his face, “I’m tracing my shoes on the cardboard. I got these holes in both my shoes!” Dad then showed me the small holes in his shoes. They were big enough so that Dad could put his forefinger through both of them.

“Dad, why don’t ya’ just go and buy new shoes?” I asked my father.

Dad’s reply deeply moved my heart. “I’m a working man. I’ve got to save my money for you to be able to go to college.” And, in so few words, Dad spoke volumes.

I remember being lost for words. I remember being all so deeply moved. “I see,” was all I could conjure up to say. I never forgot that moment. Now at 69, it sometimes haunts me in my dreams. My father dropped out of high school to join the Army Air Corps during World War II. It was later in life that Dad earned his GED and attended classes at Drew University to become a Lay Leader in the Methodist Church. Despite having had dropped out of high school to serve in the Army Air Corps, my father had an immense respect and love for education. My father was one of the wisest men I have ever known.

Free Parent Presentation with Dr. Borba: Thrivers - What Really Helps Kids Find Happiness Today & Success Tomorrow

Wed., March 22, 2023, Denville Township School District will host an important and free parent presentation with internationally renowned educator and award-winning author, Dr. Michele Borba. Dr. Borba is known for her informative presentations that leave audiences with usable, solution-based, strategies.

The presentation, Thrivers - What Really Helps Kids Find Happiness Today & Success Tomorrow, will begin at 7:00 p.m. on March 22, and will be held both virtually and inperson, to meet the schedule and needs of all parents and guardians.

Data shows that today’s youth are the loneliest, most stressed and risk-averse on record. Though well-educated, they are failing to launch in real life.

Dr. Borba empowers parents to help kids thrive in today’s fast-paced, digital-driven, often uncertain world. Through her research, she found that the difference between those who struggle and those who succeed comes down to seven teachable character strengths that set Thrivers apart and set them up for happiness, as well as greater potential later in life. she was amazed at the thought that someone could take a concept near and dear to their hearts and transform it into a successful business operation.

“It didn’t matter if it was something as small as a local hardware store or something as big as Disney,” says Fico by phone, “what mattered to me was that someone once had an idea and was able to make money out of it. It’s something that’s always stayed with me my whole life.”

She tried her hand at several business models herself, including stints as a personal stylist after brushing up on her own interest in fashion by taking a course. In the end, however, the real lesson she took away from the experience was that the fashion world was not for her.

“It was fun. I learned a great deal and kept myself busy, and also made a few bucks, but in the end it wasn’t what I really wanted to do.”

Gina Fico did not originally plan to get into digital marketing when she graduated from County College of Morris with a degree in journalism and media marketing, but she knew she always wanted to open up her own business. As a child, watching her parents go to their jobs during the day and return during the evenings,

It was just as she was coming out of her stylist business that the COVID-19 pandemic took the world by storm. She was already fiddling with the idea of putting her journalism and marketing knowledge to direct use and start up a digital marketing business. Her family was supportive but cautious.

“They told me to be careful and to start it when I was absolutely ready,” she recalls the conversations with her parents in May of 2020.

By late November of that year, she committed herself to the idea, and the early stages of Bay Rock Digital Marketing

were set.

On Wednesday, April 26, 2023, Roots & Wings, a Denville-based nonprofit supporting young people who have aged out of foster care, will host its annual Authors’ Lunch at the Crystal Plaza in Livingston. This event is traditionally attended by over 125 professional and literary-minded people who understand the need to support aged-out foster youth in New Jersey.

This year, author Emi Nietfeld will discuss her memoir, Acceptance, a memoir of her journey through foster care and homelessness, interrogating the true

meanings of resilience, ambition, and success. After graduating from Harvard in 2015, Nietfeld worked as a software engineer, an experience she wrote about in her viral New York Times essay, “After Working At Google, I’ll Never Let Myself Love a Job Again.” Today she’s a mental health advocate, speaker, and journalist writing for publications like The Atlantic, Fortune, and Slate.

Dental implants have improved the lives of countless individuals throughout the world. Within the U.S. alone, it is estimated that 5 million implants are placed each year. There are a lot of reasons why people seek out dental implants: increased chewing ability over dentures, improved esthetics, not having to cut down adjacent teeth for bridgework,

However, many people unfortunately believe that things can’t go wrong with dental implants: that they are indestructible and will last forever. This is a misconception. Complexity of the Presenting Problem: Not all situations are equal. Two people presenting for a dental implant for the same tooth can have polar opposite presenting conditions. One person may have a large amount of available bone, while the next person may have very little bone and the location is near important anatomy, such as a sinus or nerve.

Peri-implantitis requires intervention. Depending upon the level of the problem, different modalities are available. Reshaping of bone, grafting, treatment with different medications or chemicals, or laser treatments are options. If the problem is advanced enough, implant removal is oftentimes advised. Not removing a failing or infected implant can affect surrounding teeth or implants.

Medications: certain medications, such as SSRIs, SNRIs, and PPIs can affect bone metabolism and put dental implant patients at risk for complications.

Past History of Gum Disease: a past history of gum disease increases a person’s risk of having dental implant complications.

Bite Patterns / Occlusion: replacing one or more missing teeth without paying

So what do you do about an implant that is starting to lose bone, develop deep pockets, bleeds, or is tender? Or sometimes you’re not even aware of problems, and your dentist or hygienist is making you aware of concerns. There are two terms: “peri-implant mucositis” and “peri-implantitis” used often within dental implantology. The first identifies that there is no bone loss around your implant and the problem is limited to the gums, and the second indicates you are starting to see

You should not necessarily expect the dentist who placed your implant to be capable of treating peri-implantitis. They may not have the proper equipment, supplies, or be aware of the techniques. By no means is this a negative reflection upon the practitioner: interception of an ailing or failing implant can be very difficult, and the knowledge base changes often.

Success rates of treating failing implants is not always very high: please remember the treatment is not being performed in a “bubble.” The factors mentioned above

Preschool Advantage Now Accepting Applications from Local Families

Preschool is critical to a child’s success in school and in life, but the high cost of tuition prevents many families from enrolling their children. Preschool Advantage funds tuition for three- and four-year-olds at 27 high-quality preschools across Morris and Somerset counties, including Children on the Green, The Nursery School of the Presbyterian Church, The Frances & Herbert Brody Preschool of Temple B’Nai Or in Morristown, and Joyful Noise Preschool and Day Care Center and Morris Plains Cooperative Play School in Morris Plains.

Families earning up to $80,000 or more depending on family size, may now apply to Preschool Advantage for funding for the school year beginning in September

2023. Three-year olds will be offered halfday preschool funding. Full-day funding is available for a limited number of fouryear-olds on a first come, first served basis. Children must be 3-or 4-years old by October 1, 2023 to be considered for the program. The application deadline is March 1, 2023.

Morris County Appoints New Director of Communications

The Morris County Board of County Commissioners have announced the appointment of Vincent Vitale as the county’s new Director of Communications.

Mr. Vitale, who started Jan. 17, is filling a vacancy created earlier this month when former Director Brian T. Murray was officially appointed Assistant County Administrator. Mr. Murray filled a post vacated by Deena Leary, who formally took the helm as Morris County Administrator earlier this month after being name by the Commissioners this past summer as the successor to retiring Administrator John Bonanni.

Before joining Morris County, Mr. Vitale was Communications Officer for Randolph Township,

where he facilitated township communications by working closely with the Randolph Township Council, township departments and committees to promote local news and events. He also was Supervisor of Broadcasting and Communications for Sussex County Community College, leading coordination for the Communications program and managing the college’s radio and TV stations.

A resolution to hire Mr. Vitale was unanimously approved by the Morris County Board of Commissioners after the administration advertised the post and then interviewed and evaluated many applicants this past fall.

Administration degree from William Paterson University in 2011. He holds undergraduate degrees from Rutgers College in Communication and Psychology. Character.org, a national advocate and leader for character, and character education, designated Valleyview Middle School a State School of Character on Friday, January 27, 2023. The Denville Township school is 1 of only 73 State Schools of Character and 2 State Districts of Character announced across the United States for 2023. Denville Township is located in Morris County, New Jersey.

Denville’s State of the Township Address

On January 3rd at the Annual Town Council Re-Organization Meeting, as required by law in our form of municipal government, I presented to the Council the 2023 State of Denville›s Municipality Address.

I hope everyone had a wonderful Holiday Season and I wish you all a happy, healthy and prosperous New Year.

Congratulations to Angie Cote on being re-appointed as Council President. On a personal level, 2022 was a very difficult year for you, yet you performed the duties of Council President extremely well and I have truly enjoyed working with you.

I can honestly state that each Council Member brings a unique perspective and opinion into public policy discussion for the betterment of our community. This Council continues to demonstrate that when our elected officials work as a team, the people of Denville are best served.

We are very fortunate here in Denville to have the three groups of individuals it takes to properly operate and provide quality services and programs to the community. I would like to thank the entire team of elected officials and appointed professionals for working together so effectively. Secondly our Township staff, led by our Administrator Steven Ward, along with our department heads and each of our employees who do a very fine and professional job every day. And last but not least, I want to express my gratitude for our many volunteers for their hard work and dedication to our community. It is their commitment that allow us to provide service that we may not be able to otherwise afford.

In 2022, despite the supply chain shortages and price increases left by the aftermath of the Covid 19 Pandemic we were able to complete many of the project we had planned or had started including:

• Through a NJ DOT grant of $148,000,

we completed the installation of new cross walks, new curbing with handicap cutouts and a brick utility corridor along West Main Street and repaved the area of Main Street in front of the Clock Tower at the intersection of Diamond Spring Road and Broadway to Bloomfield Avenue.

• Working with Lakeland Bus Company, in an effort to encourage commuters to use the Savage Road Park & Ride Lot, we enlarged the entrance to the parking lot thereby increasing the turning radius to facilitate its use by today’s longer buses.

• When the decorative fountain by the Main Street bus stop basin leaked so badly the DPW had to shut it down for the necessary repairs, our Beautification Committee took the opportunity to restructure the entire garden around the fountain making for a delightful new parklike setting. It is truly amazing the number of beautiful flowers and decorations the Beautification Committee volunteers brings to our community nearly year-round.

• Remarkably the DPW repaired over 157 Catch Basin, in preparation of all of the scheduled road paving projects and general maintenance of collapsed basins, leaving, ending the year with just a few new Catch Basins that were just called in.

• As asphalt prices are closely connect to oil prices, in early spring when gas exceeded $4.00 a gallon, we made a calculated decision to concentrate on paving the roads first to be paved by New Jersey Natural Gas and then the State of New Jersey before starting our own locally funded paving list. Fully realizing the risk that we might not finish our list in 2022, we reaped the benefits of the price decreasing rather significantly and completed the vast majority of the roads on our locally funded list in late-October. We did holdout on paving the Lower Bloomfield Lot, and 2 streets in the Cisco

Tract which we will complete in 2023.

• We recently completed the refurbishment and painting of the Beacon Hill Water Tank, the largest of water systems tanks. This project was completely paid for through our first ARPA fund installment of $800,000.

• The County finished the Palmer Road Bridge replacement. Not only has that extremely dangerous bridge been replaced our main involvement has been the replacement of the water main under the bridge. Replacing that water main is

an important water utility infrastructure improvement easy to go unrecognized.

• The second phase of the Denville Brook Trail, Trail #6, has been completed, which runs 1 mile from the Openaki Bridge to Denbrook Playground. For over a decade now, we have been amidst a pandemic of opiate use, and it is continuing to grow. Unfortunately, many teens and adults in our

community struggle with issues related to alcohol and other substances, such as Benzodiazepines as well. We recognize that substance use disorders are illnesses akin to any other medical issue and do not suggest a sign of moral weakness. Further, many are unable to recover and maintain a period of sobriety despite their best efforts. The illness affects not only the individual but their loved ones as well,

as they try to grapple with how to access treatment.

The first step towards recovery is for patients to seek the proper detoxification process. Most importantly, choosing a high-quality program is key to long-term success. Saint Clare’s Health has served the community for many decades and is proud to offer the largest behavioral health program in northern New Jersey, including an array of in-patient and out-

patient services.

The Alcohol and Chemical Dependency Unit (ACDU), which is an inpatient detoxification unit located in Boonton, New Jersey, offers medical detoxification services to individuals addicted to Opioids, Alcohol and Benzodiazepines in a very compassionate and caring environment. All patients are treated with the respect they deserve with individualized treatment plans.

Patients will have a multidisciplinary team of experts working collaboratively to assure that patients detox safely and experience long-term sobriety. renovations to the basketball court, back tennis courts, built 2 new pickelball courts and installed new bleachers at the basketball courts. We also added a very basic small tee-ball field for 5- and 6-yearolds that we plan to enhance over time.

• We paved the road inside James F. Dyer Park at Cook’s Pond and removed the last of the old outbuildings on that property.

• The Township’s relationship with all of our schools is excellent especially in the area of school security, with each school either continuing to have a School Resource Office or Class III Officer assigned to it.

• We took the opportunity to preserve what is purportedly the oldest home in Denville at 560 Openaki Road. This property has a rich history which goes back to at least the 1750’s, owned by John Losey as a half-way house for travelers, while the upper room was used as a school room and later a Tavern house. Denville’s folklore places George Washington near this house during the Revolutionary War, at a nearby barn where he had his horse re-shoed. In the winter of 1780, in search of food and supplies for the vanquished troops camped outside Morristown. The tavern house would have been a likely resting place for Washington and his entourage. Hard evidence of Washington’s stop at Losey’s gristmill can be found in the Congressional Register in the early years of the 19th century, when John Losey’s grandson, Jacob Losey, and his business partners, petitioned Congress for reimbursement for the grain taken for use by the Revolutionary War soldiers. We are currently securing the house for winter and working with the Historical Society on our future plans as a potential mixed use Museum Annex.

• We are working with the library to renovate the old 2 room schoolhouse at 501 Openaki Road. We have preserved a precious part of Denville’s history and by turning the 2 classrooms into all-purpose rooms, we will help give the library much needed room for additional program space. This will in no way alleviate all their space needs but will help in the short term. The 2022 budget included funds for architectural concept plans to be developed. USA Architects submitted their plan options to a subcommittee made up from members of the Library Board, Town Council, and Administration. The Library Board and Council will be meeting at the end of January to discuss the options and course of actions we may want to take to preserve the building and utilize it as a

community room.

• Designs have been made and finances are in place for a new all-purpose rectangular turf field with lights and a parking lot at Veterans Memorial Field. Specs are being finalized and it will be out for public bid in the coming week or so. It is our hope that we will award a contract this winter with work commencing this spring.

• Our Planning Board’s calendar is full. Reviewing the court-mandated applications related to our affordable housing obligation.

Your Township Administration as always, will remain steadfast to its cardinal goals of proactive flood mitigation, continued downtown economic revitalization, upgrading our infrastructure, outstanding public health and safety, providing great senior, recreational and social programs, improving our efficiencies, all while running the Township in the most costeffective manner possible.

We have made some significant strides with the Army Corp of Engineers to bring a significant future Flood Mitigation program to Denville. Although not the direction we had originally hoped, there is still a path to Flood mitigation relief for many local property owners. The key to receiving Federal funding we learned is a complex formula based upon the federal government’s return on investment in comparing the mitigation costs vs. the flood insurance payments during a storm.

Our plan of building larger-scale flood infrastructure was generally disqualified by the Army Corps in large part due to their extremely conservative cost estimates. However, the Army Corps found that raising homes, performing wet and dry flood-proofing of homes and businesses in a targeted area had an excellent return on investment.

Although we had hoped to cross the finish line with the Army Corps several years’ ago, staffing issues on their end and the continual reassignment of new staff seems to have accounted for our multiyear delay to get to this point. There is light at the end of the tunnel, and I am in constant contact with Congresswoman Sherrill’s Office who has advised that the Army Corps is aiming for potential early spring 2023 public presentations.

This is still a very exciting proposition and puts the Township in a great position to have the federal and state government potentially fund up to $12 million dollars to perform some of the most comprehensive flood mitigation improvements in the history of our community. So, when we are looking at acquiring that $12 Million

Dollars, we must put frustrations to the side and remain ever diligent and persistent.

We have submitted a TEA-21 grant application for Downtown streetscape improvements for Diamond Spring Road. This is the same grant that we received 3 times previously to perform the streetscape on Broadway and First Avenue which brought Denville $1.6 million. This is a very competitive grant program and have been turned down twice before on our Diamond Spring Road application but will not give up until the entire downtown is complete. In order to separate us from the pack, our application is shovel ready and we have proposed more than double the required matching funds to show our local commitment to the project.

I will be asking the Council to allocate at least as much money in road paving as last year as we continue to try to keep pace with our road paving program. We anticipate providing our recommended list to the Township Council in the next couple of days in advance of our January 21, 2023, budget hearing with the Engineer.

The DPW is planning on paving the driveway at Gardner Field from Field #1 to Todd Johnson field. We are working

with the Board of Education to replace the retaining wall and stairs at Todd Johnson Field, replace the guard rail along Savage Road and add trees along Savage Road and along the Riverview School Parking lot at Field #5.

Based upon a review after a 2021 NJDEP mandate, Denville is fortunate that we do not have no lead water mains in our water system and only have 12,220 feet of galvanize steel pipes on a select number of streets in Lake Arrowhead, Peck Meadow neighborhood along with a few of the streets we service in Mountain Lakes. Prior to 2031, we will have to replace the galvanized pipes and anticipate grant funding to become available and are exploring other funding options such as the infrastructure bank. The 2023 budget will include a request for funding to develop a replacement plan.

We will begin the long-awaited water meter replacement project throughout the entire Township. This phased project, which is anticipated to take 5 years, will put a state-of-the-art radio-controlled water meter that will eliminate the need for a water meter reader to physically go read the meter at each house. We have

been putting the capital funding away for more than 10 years for the meters and anticipate bringing in a contractor to install these meters. This will enable us to give better service to our water customers and ultimately do so with less manpower.

Nationwide, for a host of reasons, we have seen the increasing difficulties the police departments are having enforcing the law. We are fortunate in Denville. Outside of the recent auto thefts, which almost always are facilitated by people leaving their keys in the car, our number one complaint is cars speeding. We recognize the best way to reduce speeding is Police presence on the road. In the 2022 Budget we added a police officer and anticipate that shortly after the New Year, with the Police Academy complete, we will be at full complement. Not only will we see the additional officer on the road, but we will also see additional community policing in our downtown business district.

Starting in 2023, Denville will start utilizing state-of-the-art technology to perform parking enforcement in our downtown area. No longer will we chalk tires but instead will utilize a computerized License Plate Reading (“LPR”) system,

which will be attached to a moving Police Department vehicle. Each time the vehicle drives down a street or through a parking lot (which could be multiple times each hour) the LPR tracks the amount of time a vehicle has been parked in a particular parking spot. If during any of the passes, a vehicle has been parked in a specific spot for a period of time exceeding the time limit, the system will notify the officer who can issue a violation.

Residents and business owners are advised that all day free parking is available in the Lower Bloomfield Avenue Parking Lot and the Church Street Parking Lot with 3-hour free parking available in the 1st Avenue Parking Lot and the Upper Bloomfield Avenue Parking Lot. Furthermore, daily, monthly, semi-annual and annual parking permits are available for sale in the Municipal Clerk’s Office.

We are constantly looking at ways to improve our efficiencies. To cut cost by eliminating a step in the process, a product or time in the process. Sometimes like with the water meters it might take years of planning and several other internal office changes that allows for a decrease in personal at retirement, when duties can be merged. One such example we may see in 2023 is a lock box system for utility

payments, where utility bills are calculated and mailed by the Township but returned to a third-party provider who processes the payments, transfers the money and an account file to the Township.

2022 brought its challenges. Denville’s leadership worked our way through the supply chain shortages and price increases that were left by the aftermath of the COIVD-19 pandemic. Fortunately, the financial plan we have designed and implemented over the last decade of paying more with cash, paying down our debt, improving our ratable base and finding more grant opportunities has been executed successfully. We saw this fruit of our labor when Moody’s bestowed an Aaa Bond rating on the Township during the Pandemic. In September 2023, the final Bond payment will be made, the Town Hall will be paid for. This alone will result in a significant drop in our annual debt service payments and will put us in an even stronger financial position.

Any piece of land not classified as protected as preserved on our Open Space Inventory is a liability to the Township when Affordable Housing totals were being calculated during the past round. That is why the Town Council and I decided to sell 19 acres of Industrial-zoned land not on the Open Space Inventory. The Township obtained the property in the 1980s as part of a tax foreclosure. The property is located on Vanderhoof Ave and is parallel to Interstate 80 and will be an excellent ratable. At the auction held in September 2022, the high bid was accepted at $6.435 million dollars. The real estate closing is anticipated to occur in February 2023.

Once we close on the property, I will be asking the Council to adopt a formal policy limiting the use of the proceeds from the sale to paying off existing debt and funding future one-time capital purchases without new debt being authorized. We have created a plan that could put the Township in the position of being debt free by the end of the decade.

If managed properly, the use of this funding will provide the Township with a golden opportunity to improve its already exceptional long-term financial standing for at least the next decade. By establishing a formal policy, I want to ensure we don’t squander this opportunity.

We have been proactive in every area of our Budgeting, Fiscal Management, Planning our Infrastructure, Management of Personal and Technology. We have worked extremely hard to successfully manage all of the areas of the budget under our control. Municipalities are constantly in a position of trying to protect

ourselves from what harm may be coming from the State of New Jersey. On Friday (December 30th) we just started getting the State Budget Numbers for 2023 and besides a 24% insurance increase in the State health insurance Premium. We are looking at $251,000 increase in our pension payment. So, these two-line items in the budget alone will have a significant impact on our Property Tax Bills. There are only so many line items in the budget we can control, despite our best efforts we enter the budget process with the State putting us in a significant hole.

Denville has fulfilled our 2015 court ordered Affordable Housing obligation and is maximizing the income off these developments for each of our utilities and funds. The 4th round of affordable housing obligations is 2 1/2 years away in 2025, or just 30 months and sadly, our Governor, Senate President and Assembly Speaker have not addressed it and have shown no interest in doing so.

Meanwhile we have taken everything we have learned from the 2015 and past rounds and are currently putting the finishing touches on updating our Master Plan. We are doing this in preparation for our 2025 constitutionally mandated Affordable Housing obligation process. In preparing the Master Plan, the Planning Board has done a great job of updated our vision of 21st century Denville. This vision does NOT forget our roots, heritage or the quant and charming downtown character that has made us Morris County’s favorite downtown destination year after year. I expect to have the Planning Board’s approval of the Master Plan sometime in March 2023.

We were all extremely disappointed when we heard of the closing, sale and demolition of Saint Francis Residential Community. Denville grew from a rural farming community with not much more to it than a Railroad and Canal, around Saint Francis. It would have been nice if the Sisters of the Sorrowful Mother in Wisconsin gave Denville the opportunity to be part sale of the property.

However, we only learned about the sale after it was basically a “done deal.” Springpoint, who is the new owner of the Oaks and Saint Francis Property has always been a good member of our business community. I have had communications with the upper management. They know our concerns, desires, that at the end of the day we want them to have a great project that the people of Denville can join them in being equally proud about and is truly a win/win for the entire Denville

• Franklin Avenue Bridge- NJ DOT and NJ Transit are working out cost and design details.

• Openaki Bridge – The new homeowner is participating, which is good news for a dam being rebuilt but will likely add some years to the project completion timeline.

As I stated earlier Denville is fortunate to have a great many volunteers and we are very thankful for their hard work and dedication to our community. It is their commitment that allow us to provide service that we may not be able to otherwise afford. There is always room for more help on almost every Committee, the river can never be clean enough, there are always more people who could use some help, we can make our parks and recreation programs better and the Downtown can never have enough beautiful flowers.

But where we really need some help is at our Fire house. For over 81 years our Fire Department has handled all our First Aid calls for 24 hour a day, 7 days a week. That was until September 2021 when Denville was still the last Morris County Community that could make that claim. At that point it became obvious that it was just too much on the available daytime volunteers. This year we needed to reduce the load once again.

The Town Council and I are extremely proud that The Denville Volunteer Fire Department was able to maintain a 24-7 volunteer First Aid as long as they did. Today they continue to provide us service along with a paid service from Morris County and Saint Clare’s Hosptial. It is our hope that new volunteers will join, and the Denville Fire Department can return First aid to full volunteer service to the community at some point in the future. We put an AD in the latest issue

of the Hub Times trying to recruit targeted volunteers, not just teenagers but also young people who were once members of other Departments who just bought a home in Denville and young retirees. Once we get the new message board by the clock tower installed, we will have Ads placed on it from time to time. Four of my five children have volunteered, and they all found it to be a rewarding experience. I am sure by now we all know what happened in the Buffalo Bill’s game. Damar Hamlin collapsed after making a tackle. The Recreation Committee and I have been looking into AEDs for our Ballfields for years. We always thought it was a good idea, but being all of our Police Cars are equipped with AEDs and the fact that we could never figure out and no vendor could ever tell us how to make the AEDs accessible to the public and at the same time keeping them secure, so they are available when needed. Our worst nightmare would be someone being in need and the AED not being in the box because of vandals.

When I was at the New Jersey League of Municipalities in November. I passed an AED booth and spent some time talking to the Salesman on just this and unfortunately, he had nothing for me.

I received an email which made me start googling and to my refrained joy I found a company in England that makes something that has some strong possibilities. Naturally cost is an issue but we are Denville and that can be figure that out. I already put the Recreation Director on gathering more information on it. I would hope and expect to receive buy in from all of our partnering sport organizations. I am an advocate for doing it, but only if we can do it correctly.

I would like to thank the entire team of elected and appointed officials for working together. I am very appreciative of our Township staff, led by our Administrator Steven Ward, Police Chief Frank Perna and Public Works Director John Egbert along with all our department heads and each of our employees who are all hard working and dedicated professionals.

Vic Fiore—A ‘Remodel’ Citizen Who Brings Home Visions to Life

Many would agree with the old cliché, “There’s no place like home.” And many would also agree that most homes could use a bit of help. Whether it’s replacing siding, remodeling a kitchen, or finishing a basement, Vic Fiore and his team at Magnolia Home Remodeling are here to help.

Vic Fiore partnered with his brother-in-law Chris Fontana back in 1996, to get the ball rolling. Both gained valuable knowledge early in the game, as Fontana’s dad was an operations specialist at Con Edison; and Fiore has been around the family business since he was 13-yearsold. Now, with over two decades in the industry, Fiore enjoys taking a project from concept from start to finish. In order to help a client create his/her vision, Fiore explains that it’s all about having a stellar team that makes the process successful.

He said, “We have consultants and project managers that understand our clients needs, goals, and budget…They work towards a proposal that can check all these boxes

and bring the project to successful completion. Permits, working towards an approved design, selecting materials, several walk throughs…Everyone understands from the beginning what the goals are. We learn what people are looking for. We have the whole package and we’re looking to build relationships with people. A large portion of our base is repeat clients.”

Though sometimes clients prefer aggressive timelines, Fiore and his team presents realistic completion dates. “We explain from the beginning that each task requires a reasonable time frame, form each phase to be succesful. We can approach it from a standpoint. If there are delays or changes, we let them know. We’re good about finishing jobs on time, and even ahead of schedule. The feedback people give us is that they are impressed with how efficiantly we complete. Its difficult to speed up a project and maintain quality. We want to minimalize stress and work carefully so attempting to get something done in a shortened time frame is never a good recipe.” Nevertheless, Fiore prides himself in that his team often finishes ahead of schedule.

When it comes to home transformations, many homeowners might be concerned about budget, but Fiore feels that even a small tweak such as new siding or a new walkway can create a refreshing vibe. “It just makes you feel good every time you pull up to your driveway,” he said. Or remodeling your kitchen could also amp up the atmosphere. “A new kitchen with an updated layout, beautiful cabinetry, that really brings a lot of value,” Fiore expressed. “Little things you can do to make the house look

Bucket List Travels: Discovering the Azores

Morristown resident Paul Partridge has been building a travel bucket list for years. Now he’s diving in – near and far – and shares his adventures in this column. The Azores is a nine-island archipelago located 900 miles west of mainland Portugal. Columbus stopped here in 1492 on his famous voyage.

If Hawaii and Ireland had a love child, the Azores is what the baby might look like.

Imagine tropical forests… dramatic cliffs… green, green rolling hills… volcanic mountains… natural hot springs… and the bluest ocean you’ve ever seen – not only in the same vacation – but within a single day’s hike. And it’s only a short 4½-hour flight from Newark.

The Gulf Stream keeps the Azores temperature remarkably consistent – never too hot or cold. As a result, nature has a chance to shine. And she does.

One example is hydrangeas. Blue, white, purple . . . the distinctive hydrangea panicles are everywhere – decorating roads and miradouras (scenic viewpoints) along the highway. Driving feels like floating through an enchanted garden.

Over four days, my three travel companions and I visited the largest island, São Miguel. (I’ll write about other Azores adventures in future articles.)

Day 1 – Brigadoon’s Swimming Hole

Twenty minutes up the coast from our Airbnb in Candelaria is Ponta da Ferraria. A sign welcomes us to the beach. None of us speak Portuguese but we decide later it says, “Warning: Please be sure to pick your jaw off the ground before entering. It’s dangerous to swim in the ocean with your mouth open.”

Picture a black rock beach leading to a natural ocean pool. A rugged cliff flanks one side, glowing in the late afternoon sun. The far end is open to the ocean, and waves cascade in. Giddy bathers hold onto ropes tied across the water every

20 yards or so.

The waters are heated by thermal springs. Enter the pool near the shoreline and the water is quite warm. Swim towards the sea and the water temperature drops.

People of all ages swim, float, bob, and tread water. Everyone is giggling. It’s almost impossible not to. If we didn’t have photographs to prove it was real, we might think it was a mirage.

Day 2 – Furnas Hot Springs

São Miguel is a hiker’s paradise. Today’s trail beside Furnas Hot Springs begins with a 90-minute trek up a mountain. Our reward is picture-postcard views of Furnas Crater Lake. From here, the path transitions into rolling meadows and the final leg winds through a tropical forest – three different worlds in one hike.

The trail ends at the Caldeiras das Furnas – steaming, boiling geothermal springs. The sights, sounds, and smells of boiling mud and gurgling geysers feel like going back in time to when the earth was young. If a dinosaur had strolled out of the forest it wouldn’t have seemed out of place.

Next to the caldeiras sit a series of holes in the ground. Early each morning, pots of Portuguese stew containing pork, chicken, sausage, beef, kale, potatoes, and other assorted vegetables are lowered into the holes and covered. Seven hours later the pots are removed and the feast is served in local restaurants. For $30, four of us eat the equivalent of Thanksgiving dinner, with enough left over for two subsequent meals.

After lunch we waddle over to the Poca Da Dona Beija spa

– a series of pools whose waters are warmed by hot springs and are said to have healing qualities. Some bathers spread iron-tinged mud paste on their face and body and soak for hours. This is a place to earn a black belt in relaxation. Day 3 – Seta Ciades and Afternoon Fishing

The next morning we’re reminded how ever-changing island weather can be. While enjoying breakfast outside – in beautiful sunshine – it’s raining right next door.

Today’s trek is around Seta Ciades, São Miguel’s most popular vista. We’re here for the spectacular views of Lagoa Azul and Lagoa Verde (Blue Lake and Green Lake).

fog obscuring the sights. Ah, but this is the Azores. In less than the time it takes to visit the restroom, the fog lifts and reveals Lagoa Azul. Bravo!

Over the next five hours we hike, climb, and race to the next lookout. Around each bend is another more amazing view, made even more picturesque by dramatic skies. A misty lagoon leads to a windswept meadow that reveals a dazzling lookout – with cows

grazing at such a preposterous angle it looks like they’ve been stapled in place.

Next we drive to the harbor in Ponta Delgado. Pedro Rodrigues, a fishing boat captain with Trilhos da Natureza, is expecting us.

The Azores is a fisherman’s dream. Big game fish include marlin, swordfish, and tuna. But since only one member of our party is an avid fisherman, we stay close to the coast and troll for bluefish and barracuda.

Our afternoon haul is not impressive –four barracuda, one of which we keep – but we don’t feel gipped. Pedro entertains with stories of the sea, as well as island and family history. The sky and the sea are so brilliantly blue – and the air so clean – it feels like I’m wearing Polaroid sunglasses even though I’m not. And seeing the island from the water reveals beauty unnoticed on land. As we turn for port, dusk has snuck up on us. The rocky cliffs and small towns are aglow in golden, late-day light.

Day 4 – Traditions and Tea

Cha Gorreana Tea Plantation has been producing teas since 1883 and is the last working tea plantation in Europe. Even if you don’t like tea, the ocean views and trellised

landscapes make this a memorable stop. We do a quick factory tour followed by a tea tasting. Then it’s off on a hiking tour of the property. Another feast for the senses.

On the drive home, two miradouras demand attention. By now I’ve changed the name miradoura to meudeus, as in “My God!” because that’s our first reaction to the extreme beauty on display. Almost every viewpoint is a religious experience. I’m beginning to understand why the Azores is one of Europe’s fastest growing travel destinations.

Ingredients:

1 pound large shrimp

(16 to 20) cleaned and deveined

1 cup diced tomatoes

¼ stick butter

2 tablespoons olive oil

Preparation:

Shrimp Adam

2 tablespoons sherry or red wine

2 tablespoons fresh basil (torn into small pieces)

1 tablespoon minced garlic

Salt and pepper to taste

Rinse shrimp and set aside. Heat butter and olive oil in a large skillet over low heat. When the butter is melted. Add the garlic and tomatoes and cook for about 3 minutes. Increase the heat to medium, add the shrimp, sherry, salt and pepper. Stir and cover for 3 minutes. Add the basil, stir and cover for 2 more minutes until the shrimp are firm. Serve over pasta.
