Marking 90 years of Scouting

APRIL | 2017

Founders Day was a double celebration at 1st Woodend this year – not only did we celebrate the birthday of Lord BadenPowell (founder of the worldwide scouting movement), we also celebrated the beginning of the 90th year of scouting at 1st Woodend (you may have seen our bumper stickers around town).

During 2017, 1st Woodend Scout Group will be celebrating the fantastic achievement and milestone of providing local youth with 90 years of continuous scouting.

1st Woodend has always held strong ties with the community. 1st Woodend began with a committee meeting of interested locals on 22 March 1927, and by September 1927, 1st Woodend had ‘25 keen scouts all making good progress towards passing their 2nd Class’. The formation of 1st Woodend (coupled with the interest in it of the local people) started a movement to construct

a swimming basin in the town. There was also strong support from the local citizens to provide the facilities to make Woodend the camping headquarters for other scout troops! The community helped build the 1st Woodend Scout Log Cabin (twice) as well as the Woodend Scout and Guide Hall.

Our Scout group has certainly grown during our 90 years. In 1927, we had 25 boy scouts; now we have more than 100 youth members (boys and girls) in all sections: Joeys (6-7 years), Cub Scouts (8-10 years), Scouts (1114 Years), Venturers (1517 years) and our newly formed Rovers (18-25 years).

If you are into geocaching also keep your eyes open for a series of caches which will be released during the year. Current 1st Woodend members will celebrate with a traditional campfire later in the year, and we will be hosting a community open day (more information about this later in the year).

Tylden Primary School Country With the purchase of a ride wristband the kids will be able to enjoy the Inflatable Slide, Aerial Bungee, Trackless Train, Jumping Castle, Camel Rides and more, as many times as they like throughout the event.

While the kids are happily playing in the games zone on the oval, enjoy the splendour of delicious home baked goods or Devonshire Tea, as well as other delectable delights including sour dough donuts, vegan treats, curries and sausage sizzle. There is also a fantastic range of goods up for bid in the Silent Auction. The school library will be filled to the brim with many items up for grabs from kids clothing, kitchenware, tools, hampers, vouchers, wine and so much more.

This is the premier event on the Tylden calendar and we invite you to come along for a fantastic family day out to support a lovely local school that has been educating kids for 150 years. The money raised from the fair is used for a wide variety of programs in the school, such as an intensive school swimming program, grounds development and on-going costs of the renowned Stephanie Alexander Kitchen Garden Program.

It is the fantastic effort of the whole community that makes the event successful each year.

Harvest Festival at Bupa

In April, the Garden Club at Bupa Aged Care, Woodend opens the gardens for their annual Harvest Festival.

Coordinated by volunteer Ruth Pollard, plants, produce and preserves are offered for sale – most sourced from the productive kitchen and cottage gardens.

This year there will also be an Art Show, presenting art works created by residents throughout the year.

To make it a special afternoon for families, friends and visitors, Devonshire Teas will be available. If the weather is kind, visitors may sit in the garden, enjoying tea and scones amongst the flowers.

The Harvest Festival is on Sunday, April 16 from 2–4pm at Bupa Aged Care, Sullivans Road, Woodend.

April 25 | Woodend RSL The annual ANZAC Day ceremony in Woodend will commence with a march led by the Kyneton Brass Band, Braemar College Cadet unit and veterans of all wars and warlike deployments in which Australians have been involved. Many of those who served and gave their lives came from Woodend and Macedon Ranges regions.

This year we commemorate the centenary of the famed Battle of Beersheba, at which a charge by elements of the Australian Light Horse Brigades, turned the tide of war in Palestine and saved many lives. We also commemorate 75 years since the World War II fall of Singapore in October 1942 and the harrowing lives endured by so many British and Australian prisoners of war and their brutal treatment, injury and deaths at the hands of their captors.

The March steps off at 11:30am sharp from the service road at the southern end of Woodend township, arriving at the Woodend RSL 32 Anslow Street for the commemorative service to be held before the cenotaph at 11:45am.

The Anglican, Catholic and Uniting churches of Woodend are, once again, gathering to show their support for refugees.

We will meet at the rotunda on High Street (near the bowling club) at 2pm on Palm Sunday, April 9 to pray for the people of the world who are displaced, discuss what each of us can do to help those seeking to come to Australia, and receive donations for the Asylum Seeker Resource Centre in Footscray.

Rhymney’s Time to Shine Year 12 Sacred Heart College Kyneton student Rhymney Mazza has been selected to perform in a Top-Class Drama and Theatre Studies Concert, which form part of the Victorian Curriculum Assessment Authority’s, VCE Season of Excellence.

Because of her high score in VCE Drama (completed when she was in Year 11), Rhymney was invited to audition for the VCAA Chief Assessors and secured a place in the Top-Class Concert held on Friday 3 March in the Melbourne Recital Centre. Rhymney’s extraordinary performance of her solo drama exam piece has provided her with this fantastic opportunity, only available to the top VCE drama students each year.

“The College is thrilled to see Rhymney’s achievement in VCE Drama recognised through her invitation to perform in the Top-Class Concert. We have all enjoyed watching her skills develop through her involvement in the many and varied drama opportunities during her time here at Sacred Heart College Kyneton” said College Principal Craig Holmes.

As well as friends and family, members of her drama class and the college leadership team were thrilled to be in the audience in support of Rhymney at the concert.

A small number of those performing in the Top-Class Concerts will be invited to participate in the grand finale of the VCE Season of Excellence 2017 - Top Acts, to be staged in May.

Your rates at work: improving road networks in the Macedon Ranges Council works crews are making the most of optimal weather conditions to undertake roadworks and progress the $2.2 million road reconstruction program currently underway in the shire.

A new sealed parking area, including line marking has been completed in Brooke Street, Woodend between High and Templeton streets.

Drainage improvement works on the north-west corner of the Tony Clarke Recreation Reserve Macedon have also been completed. The works improved the drainage for the oval and playing surface.

Council’s Director Assets and Operations Dale Thornton said the benefits of the upgrades were multi-faceted.

“Areas that have been identified as being most in need of repair have been targeted first.

“These upgrades will make a major difference to the quality of our roads, and improve safety for motorists travelling through these areas”, he said.

Daylesford Macedon Ranges Open Studios DMROS 2017 Weekends, April 29–30, 6–7 May and 13–14 May Studios open 10am–5pm Thirty artists selected by an independent curatorial panel of expert directors from the NGV, Heide and Alcaston galleries are opening their studios over three weekends for the fifth annual Daylesford Macedon Ranges Open Studios (DMROS) program, which takes place this year for the first time in the Autumn.

Drawing over 4,000 visitors each year, the free program offers the public the opportunity to go ‘behind the scenes’ of the creative process, meet the artists in their creative spaces and to learn about their work and inspiration.

Participating artists include sculptor and print maker Tim Jones; fine art photographer Deborah Mullins, who is also opening her Hesket garden; former fine arts lecturers/painters Anne Saunders & Doug Wright; aerial landscape artist Greg •Mallyon; handcraft photographer MASS AREA MULCHING Ellie Young; and Victorian inspired jeweller/ • TREE REMOVAL. . . ANY Asian-influenced painter, LizSIZE Archer.

DMROS 2017 includes eleven artists new to the program such as renowned sculptor/ceramicist Petrus Spronk and fellow members Clay Space; scientist/wildlife artist William Ritchie; functional contemporary ceramicist, Emma Jimson; and charcoal/pastel drawer/painter, Brian Reberger.

This year also for the first time, twelve artists will participate in Art-full Conversations in their studios, hosted by creative producer Jill Rivers at the beginning and end of the open days.

The hub of the trail and site of the accompanying DMROS group exhibition will be held this year at The Convent Gallery, Daylesford.

a message from Cr. Jennifer Anderson Mayor of Macedon Ranges Shire Council

Wow, how quickly the year is flying!

This month I'd like to let you know about the opening of the Community Funding Scheme and Events and Festivals Program.

Each year Council staff take on board the feedback from previous years’ applicants; both successful and unsuccessful, to try to improve the process.

This year’s programs are scheduled to open on April 1.

A matrix has been developed to assess each application, which involves demonstrating how the proposal will improve the health and well-being of our communities, along with the economic benefits, environmental impact and demonstration of innovation with ideas.

There are always more applicants than money, but with up to $6000 being available per community funding scheme application it is worth giving council staff a call to assist you in your application.

All details are available on the website with whom you should contact, depending upon the type of project you have in mind.

One of my favourite parts of the funding scheme is the awarding of giant cheque to successful applicants, followed by seeing how Councils contribution to their project can help a small idea become a reality.

Landcare Trees for Mum This Mother’s Day – Sunday May 14 – we are helping people to celebrate their mums with a planting of 400 indigenous trees and under-storey plants.

This year’s site is between Gilbert Gordon Oval and Five Mile Creek and will enhance a small copse of existing native trees. Site preparation is underway and it promises to be another nice addition to the flora along our creek.

About plant guards Woodend Landcare, in most of its planting sites uses various types of staked plant guards to protect the new plants.

The guards protect the plants against many threats, including the effects of weather, marauding rabbits, dog damage,

weed spraying and errant whipper-snippers.

They also provide a visual indication which assists when mowing near them. We remove these plants guards at an appropriate stage depending on the location and conditions; guards can safely be left on for some years.

At times, plant guards are removed by wellmeaning people. We would appreciate it if the plants and their guards are left in place so we can do follow-up mowing and weed control without any plant losses.

Woodend Playgroup goes Solar At the beginning of 2016, Woodend Playgroup pledged to raise funds to cover the costs of rooftop solar panels.

Keen to reduce Playgroup’s ecological footprint, the committee also recognised the opportunity to teach the children about the importance of sustainability and the environment.

Only 12 months later, Solar Panels were installed.

“We would never have reached our fundraising target so quickly without the incredible support of Woodend Rotary” said Kim Turner, President of Woodend Playgroup. “We were honoured to be the recipients of last year’s Rotary Fundraising Luncheon and the funds raised during the event were more than two thirds of the funds needed to go solar”.

The remaining funds were raised at events including a soup stall at Woodend Winter Arts Festival and bake stalls outside Woodend Newsagency.

Once funds were raised, Woodend Playgroup’s next challenge was navigating the myriad of solar panel options to maximise returns. A significant proportion of Woodend Playgroup’s roof is overshadowed by a large pine tree so this needed to be considered when choosing a system.

With consultation from Macedon Ranges Sustainability Group, Breaze Energy Solutions where chosen to supply and install a 2.7kW Solar Panel system with microinverters.

The system is anticipated to generate annual savings of approximately $500.

“Woodend Playgroup is proud to be able to contribute towards a sustainable future for our children” said Kim Turner.

PS My family matters

Are you ready for the NDIS? Local charity, PS My Family Matters will host a forum for carers on May 24 at 5.30pm at Macedon Ranges Health, Neal Street Gisborne.

‘May 17 sees the launch of the NDIS in our region. It will be one of the most significant changes to health care we have ever seen’ said Tamara Wilson, president of PS My Family Matters. ‘We encourage carers across our region to attend this forum to ensure that they are ready for the opportunities and challenges the NDIS will bring.’

The forum will feature three guest speakers who will address the key issues facing carers with the NDIS introduction. ‘Whilst there has been a lot of information put out regarding the NDIS already, this forum will give carers the chance to ensure that they are NDIS ready’ said Tamara. ‘There will be an open panel discussion where carers may ask the questions that are relevant to their personal situation’.

Council is offering parents, guardians and teachers in the Macedon Ranges the opportunity to take part in fully accredited Youth Mental Health First Aid courses for those interested in learning how to assist young people experiencing mental health problems.

This award-winning course teaches adults first aid skills to give initial help to young people who are in a mental health crisis or in the early stages of a mental illness. The 14-hour course covers topics such as anxiety, depression, psychosis, alcohol abuse and other drug issues and eating disorders.

The Festival line up includes something for everyone – the classical music fans of guitar, piano, ensembles and quartets, as well as featured speakers including Mem Fox (Possum Magic), local Michael McCoy (seen recently on ABC TV series ‘Dream Gardens’ – or possibly at the local supermarket!) writers’ workshops, poetry, and political panels that promise to be animated and thought provoking (the legacy of Paul Keating, for example!).

And of course, a quality line up of art exhibitions featuring the Macedon Ranges Art Group, the Macedon Ranges Potters, the ‘Out of the box’ exhibition by local artists and an exhibition ‘The Colenso series’ featuring a stunning collaboration between commercial and fine art photographer (and local), Alina Golovachenko and Kathryn Russack, chef (and local) of Colenso.

The Woodend Bee-Friendly Society (WBFS) had a wonderful day at the 2017 Macedon Ranges Sustainability Festival on March 4.

It was a terrific opportunity to unveil the newly-renovated Honey-Bubble caravan, which was donated to the bee-club by Jim Sansom who had used it as a honey-extraction caravan for many, many years; its engineering structure expertly restored by Rin Damen; and its creative decoration designed and co-ordinated by Matty Be, with lots of WBFS members helping on the way.

A special thanks to everyone who donated their time and resources to make this dream a reality. We shall be using the Honey-Bubble caravan for promoting beewelfare and sustainable beekeeping at festivals and schools in the Macedon Ranges Shire. So, do look out for it; it is unlikely to be missed.

Also on the day, members from the WBFS leadership group – Emma, Paul, Nev, and Ross – gave a workshop on beekeeping in your own garden to a sizeable and appreciative audience. Shelly showed how to harvest honey from her flow hive (as well as bringing her delicious signature dish, honey-joys). Several other members came and shared their enthusiasm for beekeeping with visitors. We also had an observation hive which attracted lots of kids (and other bees).

Lots of people inquired about the WBFS and the prospect of keeping bees in the future. It was a great day for all and we give thanks to the Macedon Ranges Sustainability Group and for the manager of the Festival, Sharon Kittson, for organizing such a great occasion.

Residents of the Macedon Ranges can find out how to save water and energy at a free household efficiency workshop on Saturday 8 April at 10am at the Woodend Neighbourhood House.

Special guest Joel Meadows from the Green Hand Institute will provide practical advice on how to make houses more energy efficient, and reduce energy and water costs at the same time.

Macedon Ranges Shire Council Mayor, Cr Jennifer Anderson is encouraging residents to come along and use the opportunity to find out how they can improve the energy efficiency of their home. “Improving in-home energy efficiency will save you money on electricity and water bills, and also help to reduce greenhouse gas emissions,” she said.

The 90 minute workshop will provide information about how to retrofit existing homes, household carbon and ecological footprints, examples of energy and water efficient homes and tips for renters.

“Whether you own your home or are renting, there’s lots of simple and easy things that you can do to reduce your carbon footprint.

“Come along and find out more about what an energy efficient house looks like and what to do with an existing house that does not perform well,” Cr Anderson said.

Mount Players – Full Monty At The Mount Players AGM in February, Andrew Hamilton, our long serving stage manager, OH&S officer and general, all round good bloke was presented with a Life Membership Award.

Andrew was introduced to the company about 14 years ago. He started helping at front of house, then moved on to set building and finally found his real talent was managing backstage. Anyone who has been involved in theatre understands the value of a good stage manager and Andrew has proved to be an incredible asset in this area. For several years, he was doing all four

shows each year and has now been involved with more than 30 productions including Youth Theatre shows. Congratulations Andrew!

At the time that this goes to print there is a fair chance that vintage will have kicked off across the Macedon Ranges, especially at some of the slightly warmer sights. There has been a good run of warm, fine weather during late February and March which will ensure ripening of the grapes given the temperate summer to date. At this stage, it is looking like a great vintage at this point, however until all the grapes are picked and the wines vilified it’s too soon to call.

A medium red in the glass with good clarity, the nose has spice and lifted stem notes wrapped amongst dark cherry and floral plum fruit.

The Macedon Ranges’ Boucher-Russell family is celebrating 20 years of winemaking at Kyneton Ridge Estate on Sunday 2 April and everyone’s invited to share the love.

“We are calling all wine and cheese lovers to come and help us celebrate. We have been rewarded for our hard work and so this day is dedicated to the good things in life.

We think that is symbolised by delicious wine and cheese pairings,” says owner Pauline Russell.

A special Love Among the Barrels wine and cheese degustation, at 11am, will celebrate the passion that goes in to making high-quality wines and artisanal cheeses and will demonstrate why these are a match made in heaven.

In an intimate workshop in the barrel room, Winemaker John Boucher and Cheesemaker Nardia Keene will guide you through perfect pairings.

A win for cancer research

Around 400 people have raised more than $80,000 for this year’s Lancefield/Macedon Ranges Relay For Life, pushing the event’s 15-year tally to $1.3 million.

The first weekend in March saw 22 teams relaying for 19 hours amid a party atmosphere interspersed with the traditional ceremonies to remember, celebrate, support and give hope to those who have had, or are being treated for, cancer, and their carers.

Six teams raised more than $5000 and are eligible for a Cancer Council Victoria research award, allowing them to direct where their funding goes.

New Gisborne Primary School donated $834 to the Bristol Night Owls because of a Purple Day organized by student Tyson Dale, while the result of a fundraiser held by Lancefield Primary was not available at the time of going to press. Riddells Creek Hotel has so far donated $136, and proceeds will be added from a raffle offering tickets to Daryl Braithwaite in concert. The Macedon Railway Hotel and the Telegraph Hotel Gisborne also chipped in for Relay For Life, which is the major fundraiser for Cancer Council Victoria.

The committee congratulates businesses in Romsey, Lancefield and Riddells Creek that participated in Paint the Town Purple. Winners were: Romsey Launderette, Cottage Gifts on High in Lancefield and Charity’s Secret Op Shop, Riddells Creek.

Tussock travelling in fodder across the state The Victorian Serrated Tussock Working Party (VSTWP)

would like to advise landowners to ensure fodder and hay purchased this summer and autumn is free of noxious weeds and serrated tussock (Nassella trichotoma). The previous year has seen perfect conditions for this weed of national significance to seed prolifically, resulting in many paddocks being infested prior to bailing for fodder.

Whilst it can be difficult to inspect all fodder purchased for noxious weeds, VSTWP Executive Officer Martin Deering suggests that “landowners should attempt to purchase stockfeed from reputable outlets that can verify the absence of declared noxious weeds and from areas outside of the serrated tussock core infestations around the fringes of northern and western Melbourne”.

“Landowners are often unaware of the grassy weed in their paddocks, especially during a good spring like the one we just had, and may bale paddock unaware of the viable seeds in the fodder” noted Mr Deering.

The VSTWP recommends that landowners have a designated feed-out area, which allows the landowner to monitor this area regularly for the germination weeds.

Long standing member and current chairperson of the VSTWP, John Burgess, stated that the VSTWP “advocates that best practice management is to control and treat mature serrated tussock plants prior to flowering and seeding each season with a registered herbicide, manual removal or cultivation”.

Musical path still taking new turns

Marc Askew performs and teaches guitar in Woodend and the local region.

With a background in electric and acoustic blues guitar styles, Marc later studied jazz improvisation under the guidance of Melbourne’s jazz guitar giant Bruce Clarke, then classical guitar.

Juggling an academic career in Southeast Asia with his musical commitments, he made a creative detour in the 1990’s with the Indian sitar, which he studied in Calcutta for over five years. Who would know that Marc would wend his way to Woodend and continue to travel the world studying music. Following two stints in Brazil learning a variety of Latin guitar styles, last year his love of classical guitar took him to Madrid, Spain, where he took advanced lessons with David Gonzalez, the senior professor of classical guitar at the Royal Madrid Conservatorium.

Marc has been performing in boutique venues around the Macedon Ranges and has featured on numerous occasions at Colenso to the great pleasure of dinner guests.

Whether it be blues at the bar, classical pieces for a garden gathering, or a little Latin or Flamenco at your next fiesta, Marc has a repertoire that will please and entertain. Marc also offers guitar lessons locally for budding musicians or adults wanting to progress.

‘Whatever level of guitar playing one aspires to, the task is to develop balance between control over the instrument and musicality. That has been my experience and that is what I bring to my teaching”.

Community Lunch for Everyone Lots of people ask us about community lunch: Who’s it for? What’s the purpose? Can I come along? Do I need to book? And the answers are simple.

Community lunch is a monthly lunch at the Neighbourhood House for anyone who wants to come along. It’s good to let us know if you’re coming, but there’s always room if you forget to book.

Lunch is always vegetarian and sometimes vegan, we never have nuts and we try to cater for most tastes. A lot of the produce we use is donated or freshly picked from the permaculture garden, so even if Friday lunch doesn’t suit your schedule you can always join in by donating produce from your vegie patch. Lemons are always top of our wish list. So, if you’ve got a laden lemon tree this autumn; we’d love to be your friend!

Lunch costs $5, or is a gold coin donation for children.

If you’re strapped for cash for the week and would still like to come, just come along. There’s always generous folk who pay it forward for someone else.

Does the $1.6 million super pension cap affect you?

From 1 July 2017 members with superannuation in pension phase are subject to a $1.6 million transfer balance cap. This means that: 

The maximum amount a member can have in pension phase is $1.6 million (across all super accounts).



Amounts above $1.6 million need to be withdrawn from the fund or commuted back to accumulation phase.



If funds greater than $1.6 million are left in pension phase, additional tax will be levied on the excess amount.



Earnings on amounts in pension phase remain tax free, whilst those in accumulation phase are taxed at 15%.

Example: John has $1.8 million in pension phase in super split between two funds, $1.4 million in fund A and $400,000 in fund B. To comply with the changes, John applies to fund B to commute $200,000 back to accumulation phase before 1 July 2017.

This ensures that John’s remaining pension balance across both funds of $1.6 million is tax free and that no excess transfer tax is levied.

Please note special rules apply to defined benefit pensions.

Stalwart Woodend Bowling Club member Kevin Armstrong recently lost his long battle with illness. ‘Tex’ was one of the real characters of the club, and his recent rink-side banter will be sadly missed.

He joined the club in 1999 and was an important member of several premiership winning teams in the early days, coming very close to winning the Club singles and pairs championships.

He was extremely generous, contributing significantly to the ladies’ teams and buying items for the club when they were needed.

He was also very club-minded and was there when he was needed. In fact, just a few weeks before his death he filled in for the Division 1 team at the last minute, when he wasn’t feeling very well. Rest in peace Tex!

App causing problems and potential dangers

The new VicEmergency App is now working very well, after a few initial issues. Many residents in our community have downloaded the app for their phones, and it has obviously been very successful. However, the success is also starting to cause problems.

In many cases the alert is activated very soon after our CFA volunteers are paged. This means that the community is being notified of a turnout at about the same time we are.

The problem is, that at several recent jobs it has attracted a lot of sightseers who are out and about in their cars, on motorbikes or even on foot to see where the incident is and what is going on. Some people even tried to stop the trucks to find out what is going on, when the trucks should be getting to the job as fast as possible.

At a recent job on Harpers Road we had cars blocking the way for trucks trying to get to the incident, and even getting in the way when we try to turn our trucks or get into drive ways. Others even followed the trucks to see where they were going.

We encourage as many people as possible to use the VicEmergency app to keep them informed, but please be aware that using the information to go and see what is going on can affect the CFA in performing our duty as quickly and efficiently as possible.

Plus, there is the potential danger for an accident to happen when community vehicles get in the way of emergency vehicles.

Change your clock, Change your smoke alarm battery Sunday April 2 is the end of daylight saving and at 3am you need to move your clock back one hour. Along with changing your clock it is the perfect time to also change your smoke alarm batteries.

Woodend Captain Mick Christie said house fires occurred more frequently in the cooler months, so “it makes good sense to check your smoke alarm battery at the same time you change your clock”.

“In Autumn and Winter, we tend to stay indoors more, turn on the heating and do more cooking indoors,” he said. “Only the sound of a smoke alarm, not the smell of smoke, will wake you in a fire, so it’s essential that smoke alarms are tested on a regular basis.

“All smoke alarms, whether hard-wired or wireless, require a battery” added Mr Christie. “Hard-wired alarms use a battery as a backup and the battery needs to be changed as well.”

Smoke alarms usually have a lifespan of about 10 years— alarms older than this should be replaced. Some smoke alarms have a printed use-by date, but if an alarm is still ‘beeping’ after its battery has been changed, it should be replaced.
