- an agreement to do something for a fixed time
Those definitions explain what we are looking for and currently need in the HBA of Berks County. This association is a home builder’s association and the associated trades in home building.
The current configuration of the board has only 3 builder members on the board. Two of them are new for 2023 and one has been involved for 42 years and a Past President three times. I myself am an associate member, and the current president. I personally attend each committee meeting. The HBA is looking for our current builder members to rise to the occasion and provide the association of which you belong to some much-needed assistance.
What does this require? An hour or two every other month to attend a board meeting. You can even have an affiliate member set up from your business and have that person attend our meetings. There are numerous committees such as Education, Membership and Events, Finance, and Governmental Affairs. The committees meet several times a year.
As I have said in these letters that we send out a few times a year in our Berks and Beyond, the Membership Directory, etc. The amount that I receive back for the company I work for is more than I put in. Th experience in managing a schedule, meetings, negotiations, education from finance meetings, and working with other professionals has made me a more valuable employee to SAH Incorporated, for whom I work. The cost? A few hours a month for my time. The value? PRICELESS.
The networking that I have been able to do with other members of our association has paid for itself in the referrals that I have given to other members as well as the referrals that I have received from members. Again, you would think that you get out of it what you put in, but I disagree. I receive more in return from my work that what I put in.
What is in it for you? More work in our area. Meeting other professionals in your business and associated businesses. These individuals are as excited about the companies that they work for as you are about your company and what you do every day. Between the networking opportunities and experience that you or someone in your company to sit in your place, you will gain more in return, all of that for just reengaging with us at the HBA of Berks County.

MAKING THE MOST OF THE INFLATION REDUCTION ACT
Historic Incentives on Higher-Efficiency Home Comfort Systems
On August 16, 2022, the federally funded Inflation Reduction Act (IRA) was signed into law. It consists of a record $370 billion reserved spending for climate and energy initiatives and provides both a long-term opportunity for clean energy investment and new incentives for homeowners to consider higher-efficiency home comfort systems.
The Inflation Reduction Act extended the existing, 25C federal tax credit while establishing two, state-level energyefficiency rebate programs that can be applied for by individuals. In summary, the three, primary programs considered part of the Inflation Reduction Act include:
• Energy Efficient Home Improvement Credit (formerly 25C) Tax Credit
• High-Efficiency Electric Home Rebate Program (HEEHRP)
• HOMES Rebate Program
Energy Efficient Home Improvement Credit (formerly 25C) Tax Credit Details: Beginning with products installed on January 1, 2023, and extending through the end of 2032, new energy tax credits have become available for qualifying equipment, including tax credits up to 30% of eligible expenses or up to $600 per appliance and $1,200 per year (up from 10% and $500 lifetime) and up to $2,000 per year for heat pumps.
High-Efficiency Electric Home Rebate Program (HEEHRP): Designed specifically to support low- to moderate-income (LMI) households, $4.5B in state grants is available for qualified home electrification projects. The grants will cover up to 100% of eligible expenses or up to $8,000 in rebates for eligible households to install heat pumps. Expected to start in mid-2023, funds will be administered through state energy offices and will run through September 30, 2031
HOMES Rebate Program: Also part of the IRA, this $4.3B program isn’t restricted by income level and is based on the actual performance of a homeowner’s whole-home energy efficiency and electrification improvements. The HOMES rebate program cannot be combined with the HEEHRP.

A Monarch Waystation can be easily incorporated into a garden, but to be a true help to the Monarchs, the waystation should be about 100 square feet which can be split among several sites in the outdoor space.
2. Exposure
Sun is key for butterflies and the perennials they love, so the waystation location should be sure to have at least six hours of sun every day, in a spot with good drainage and low clay soil for the best plant growth.
3. Design
Plants should be grouped somewhat closely, but not overcrowded, to provide the best shelter for the Monarchs and other wildlife. It’s best to follow planting instructions for each perennial when designing a Monarch Waystation. Including plants of varied heights makes a beautiful design.
4. Milkweed
At least ten milkweed plants are recommended to encourage the use of a habitat. Choosing milkweeds of different species from those native to the Northeast, for example, common milkweed, swamp milkweed, butterfly milkweed, and poke milkweed, will encourage Monarchs to visit the waystation for a longer time during the breeding season.

A waystation will need to have regular maintenance, including soil amendments, water, incorporating natural fertilizer and insecticides, removing invasive plants, and continuing to add Monarch attractants.

Fantastic Fall Landscapes

Don’t give up on your outdoor space just because summer is over! Your fall garden can be an amazing display of golden tones and your new favorite spot to get some fresh autumn air. Here are some tips to make the most of this amazing time of year.
1. Trade in the pink and blue of summer flowers for the bright colors of fall. Shop at your favorite Home Builder’s Association nursery and talk to a trusted member landscape contractor about the best annuals and perennials to include in your autumn landscape. Think about the hues of chrysanthemums in gold, orange, and crimson, the yellow of black-eyed Susans, and the bright purple of asters.
2. Adding ornamental edibles to your landscape is a win-win, providing both color and a harvest during the autumn months. Vegetables that grow in a rosette form, like cabbage and cauliflower, make a beautiful display in your kitchen garden, while taller edibles, like kale, sorrel, and flowering fennel, add a tall layer and varying heights to create interest and add even more color.
3. Trees with foliage transforming to red or gold can be real stars in a landscape. The Red Maple is known for its red and orange fall leaves, while the American Beech is loved for its yellow and bronzetoned foliage. Contact a Home Builder’s Association landscape professional to see what trees would work best at your home or business.
4. Ornamental grasses are an interesting addition to a fall outdoor space, adding movement and texture in beds and borders, and possible shelter and food for the birds. Tall species like Switchgrass can highlight a fence or wall or grow in a clumping shape in the rear of a bed. The small and delicately shaped
Blue Fescue is tolerant to both heat and drought and gives a silvery highlight to the edges of beds, or as a highlight with brighter perennial blooms.
5. The sculpture of topiaries provides a beautiful contrast to both blooms and grasses. Boxwoods, privets, or yews trimmed in the formal style of topiary not only create interest at an entryway, but transition into winter months as the perfect spots to wrap with holiday lights.
6. Fall is the perfect time to spend time on a front porch, patio, or deck. Styling for autumn means decorating tables with potted mums, purple kale, and some pumpkins or gourds. Adirondack chairs around the fire pit can sport throw pillows and blankets in fall colors and patterns, plus creating a spot to enjoy the fresh air of the season.
7. Always the key to a welcoming home, the entryway is the perfect place to infuse with autumn. Pottery in warm, neutral, or even white tones will brighten any entrance when filled with easy-to-maintain fall bedding plants like bronze-colored ornamental grasses and coral bells in plum. An autumn wreath and a pumpkin or two greet visitors with a real feel for fall.

Beyond the Build
Habitat for Humanity creates more than just homes

Habitat for Humanity of Berks County is having a busy summer with three neighborhood improvement projects in the works.
The Buttonwood Gateway Project, in progress for the last three to four years, has involved planning and building new housing to create a neighborhood community. This project will be finished by 2026, but some townhome units are already completed.
Habitat’s 9th and Douglass Street project is focusing on reinvesting in a very dense neighborhood in Center City Reading. This new neighborhood will soon surround a new Reading School District school, which will be built there in the coming year and a half.
The third project is the Whole Home Repair Program, which aids homeowners who already live in the City of Reading that may need imperative home repairs. Due to an

abundance of clients for this project, no new applications will be accepted as of now, and this project is expected to be complete by 2025. This will help increase the longevity of the home as well as improve the health and safety of its occupants.
Through these projects, Habitat hopes to demonstrate the importance of prosperous and stable neighborhood communities in the City of Reading.

“We’re trying to create neighborhoods, along with the idea that people are able to live in an area, not by must but by desire…Organically, things will grow,” said Tim Daley, Executive Director of Habitat for Humanity of Berks County. “It’s all about creating opportunities and building neighborhoods. Then we get to watch those neighborhoods flourish from there.”
Beyond building homes, Habitat educates its prospective homeowners with a required 50 hours of financial literacy education, part of a 200-hour sweat-equity requirement to be able to qualify for a home. Applicants complete the rest of their hours through volunteer work.
Habitat depends heavily on over 300 dedicated volunteers each year. Volunteers can help on the job sites, at fundraising events or at Habitat’s ReStores. Groups, companies or individuals interested in volunteering can sign up on Habitat’s website.
“Volunteering is easy to do, and it’s different with us because of the experience,” Daley said. “It’s not a mundane type of experience. You’re actually building something, and, on top of that, maybe you’re learning how to do it at your own home. We [educate] intentionally. We would like people to walk away with a little more knowledge than when they started with us.”
Thanks to the many hours of education and volunteer time, the possibilities of a higher quality of life fall into place like dominoes for Habitat homeowners. The adults of households are in more stable living conditions and more likely to make informed decisions about their lives and their children’s lives.

Kids in a stable household are more likely to succeed in school, raising their GPAs, making it more likely for them to graduate high school and go to college. A stable home life sets every member of a family up for success.
Daley knows firsthand what it’s like to see Greater Reading in varying degrees of health over the past couple of decades.
“I grew up in the City of Reading, I grew up in a row home. I know what it’s like when it’s doing well, and I know what it’s like when it’s not,” said Daley. “I’ve been able to see this city over the past 40 years through different lenses—from a kid to a cop to my job now.”
Habitat wants to debunk the assumption that they are an organization that just gives housing away to people that need it. Instead, the organization builds all of the housing, requires 200 hours of volunteering and education for prospective homeowners, requires financial literacy classes and more.
“I’m very proud of the fact that we look at their education to handle their new financial status as very important,” said Daley. “Most of our families come to us with credit scores
that are well below acceptable credit scores to get a mortgage. When they’re done with us, their credit scores are sitting around 640 to 650, and when they go to the bank for their mortgage, they’re good to go.”
Habitat of Berks requires the most volunteer and financial literacy education hours out of any Habitat for Humanity affiliate in the United States.
Habitat for Humanity of Berks County has served the local community for the past 30 years with its endless volunteer opportunities, building brand new neighborhoods and educating its homeowners along the way.
“There’s a saying out there that says, ‘It takes a village.’ It’s a casual and fun slogan until you realize for that village to truly take effect, I have to build it first,” said Daley. “If you really believe it, then get behind the build.”

Ways to Improve Your Indoor Air Quality

Once cold temperatures hit, you are likely to be spending more time indoors. But how many of us know that studies from the Environmental Protection Agency (EPA) report indoor air may hold up to five times more pollutants than when you breathe in the great outdoors?
Learning how your HVAC system can pave the way for clean breathing can be one of the best ways to decrease your risk for any respiratory problems or other issues that may arise with excess indoor pollutants.
Whole-Home Purification
These systems can integrate with your existing HVAC to save you money and can eliminate up to 98 percent of pollen, dust, mold, and pet dander, plus some viruses and bacteria. A great benefit for allergy sufferers and pet owners!
Ultraviolet Germicidal Lights
Installed on the indoor coil of your HVAC system, UV lights can reduce the mold and bacteria that tend to grow in this damp area, and cutting back on the condensation in the ductwork near the coil also helps with the overall efficiency of your system.

When it comes to storage, the question boils down to “What do I want to keep here, and what do I want to move out?”
Self-storage facilities have been getting more popular over the last decade and the need for many people to find a temporary or permanent storage solution for household, sentimental, or business materials is growing all the time.
And let’s face it. Most of us have attics that get hot and dry, and basements that are likely to be damp and even see some water damage. Plus, no one likes to think about the pests that love to live in those boxes and bags!

It’s a Seller’s Market!

If you live in the Berks County area and hope to sell your home soon, the current seller’s market is great news for you. And just last year, it was buyers who were enjoying the same perks.
Buying a home in Berks now means you will likely pay more than the asking price. In July, over half of homes sold went higher than the listing price, with an average home selling over 6% higher than last year. While that increase doesn’t seem that high, the rise in price on a $250,036 home, the median for Berks, means over $15,000 out of your pocket.
This July, there were 1,162 homes available for purchase, but last year there were 1,344 homes for buyers to tour, meaning a reduction of 13.5% of houses to consider. And we saw 424 homes sold just last June, but this July the numbers dropped to only 325.
Not only are homes less available and priced higher, but they’re also selling close to 20% faster than last year.
All this adds up to current home buyers expecting to pay more than the asking price when they start their searches, with less houses available in the areas they choose to live, and a rush to decide to put in an offer.
What should sellers do?
1. Plan for your next move before you list your home. With the speed of homes selling, you may want to locate your next dwelling prior to considering your sale. Consider renting if you want to take your time finding your next home to purchase.
2. Reconsider spending money on cosmetic upgrades. Buyers are frequently overlooking outdated interiors and prioritizing houses with good bones. Focus more on decluttering!

3. Price your home to encourage multiple offers, but don’t overprice and discourage qualified buyers. Pricing too low may mean you could lose money in your seller’s market.
4. Hire a great real estate agent who can guide you through both the highs and challenges of this market.
What should buyers do?
1. Get mortgage preapproval. This step shows sellers your financials are solid and you’re ready to move.
2. Consider homes beneath your budget. With the likelihood of bidding wars, a home search below your limit gives you space to bid up without strapping yourself or dipping into a savings account to make up the difference.
3. Don’t fall in love with one house. Fixing your mind on one home can lead to either disappointment or overpaying. Try to find a backup selection to give yourself a second choice that will work well and expand your search geographically to offer more options.
4. Give yourself extra time to borrow money. Let your lender know if you expect to receive private funds to help with your downpayment and be aware you’ll have to secure a gift letter to prove you won’t have to repay the loan. And your mortgage broker may want to see bank statements from anyone giving you a loan to ensure that money and lender are legitimate.
5. As always, get the best real estate agent you can. An expert to help you make optimal choices in your search for a new home will make it more likely that you end up in the best house for you.

Kitchens are getting bigger and better than ever! Not only are they the heart of the home, but today’s kitchens make life easier and more fun for everyone.

What’s new in kitchen islands?
Today’s islands are coming in all different shapes and sizes, with curved designs leading the way to soften a kitchen’s look. With the ability to incorporate a rounded dining table area, curved islands give families a gathering spot to eat a meal conveniently in the middle of the kitchen.
T-shaped islands give an unusual twist to a kitchen design and allow for a long area for meal prep, with another large space for dining, working from home, or fun with the kids. Another option for extra space is the trend toward double islands, with one island devoted to the cook and one spot for the family or a great buffet space for guests.
Why are pantries changing?
Over the last few years, buying food and paper products in bulk or through delivery became more popular and gave homeowners the choice to cut back on their trips to the grocery store. Pantries became even more important to store the extras with the added bonus of making life less complicated.
So, pantries are growing to accommodate additional storage needs, and kitchen designers and builders are including great new features to make pantries function even better. Walk-in pantries are ranked as essential or desirable by most homeowners as reported by the National Association of Home Builders.
Kitchen experts expect growing numbers of homeowners to look for “working pantries” in their new kitchens that have space for small appliances, a coffee bar, sink, beverage fridge, and even a spot for meal prep with a small oven. A working pantry leaves a beautiful kitchen looking clean and uncluttered, hiding the mess away for a later cleanup.

Kitchen designs are increasingly including shaker-style cabinets with interesting details, and even though shaker doors are considered classic, the simple design allows them to fit seamlessly into multiple new interiors.
Shaker cabinets are coming into their own in earth tones, greens, or even pinks, with reed or cane webbing added to the inside panel to warm up a kitchen with a natural feel. And choosing interesting cabinet latches can even increase the wow factor.
What is considered a concealed Kitchen?
Some of today’s homeowners are looking to simplify their lives and one way to do that is with a minimalistic kitchen design, leaving a clear and open spot to entertain, cook, and spend family time. A concealed kitchen hides the usual kitchen elements, with appliances appearing as cabinetry or drawers, and small appliances tucked away in an appliance garage cabinet.
Are sustainable features becoming more available for kitchen designs?
Many homeowners are hoping for sustainable features these days and the most popular trends to follow are with appliances and lighting. These choices can be both environmentally friendly and cost-effective in a new kitchen or a remodel.
Growing in popularity, induction cooktops are more efficient than conventional stoves and make the chef happier with a large pot of water cooking about four minutes faster than on an electric or gas burner. And boiling water taps conveniently hold heated water in an insulated space under the sink and only provide the amount of water needed, meaning homeowners reduce the amount of stove and microwave use.

So many people we know have made the move to work from home. If you’re working from home full-time, on a hybrid schedule, or just need a great spot to work after hours or when you have a sick kiddo at home, a productive home office space is for you. And don’t forget, in some cases you can use dedicated home office expenses as a deduction from your income taxes.
We all have coworkers who make do by carving out a spot to work on a sofa or kitchen counter, but finding a work-life balance with a separate and well-laid out area gives you the right atmosphere to concentrate and make workdays a little more pleasant.
Sizes are endless when it comes to your office space and can range from an actual addition to your home, to a guest room, basement, or attic remodel, to customizing a walk-in closet.
Once you decide on the right size office, taking into consideration if you’ll be sharing it with any other household members, start brainstorming the pros and cons of locations that work the best. Get Your Property Cold-Weather Ready!

Make sure your home and outdoor spaces are cleaned up and ready to face cold weather in the months ahead. Check out these tips to be sure you can relax when freezing temps send you inside or when winter sports are calling!
1. Get your gutters cleaned. Gutters fill up when autumn leaves start to fall and making sure they are emptied before cold rain and snow start flowing will protect your roof and home from water and ice damage.
2. Check on your trees and shrubs. Winter winds and the weight of frozen branches can spoil the most beautiful landscape and threaten your home. Make sure broken, dying, or low-hanging branches are removed this fall, but wait until early spring when plantings are dormant to do
3. Mulch your bedding plants. A new layer of mulch with keep your perennial plants a bit warmer over the winter, give some protection from animal damage, plus maintain your property’s appearance during cold weather months.
4. Maintain your yard tools and lawnmower. Give these workhorses a cleanup and tune-up so they are ready when spring rolls around.
5. Ready your outdoor faucets and irrigation systems.
Make sure the water is shut off to exterior faucets to prevent broken pipes and don’t forget to store garden hoses. Irrigation systems should be blown out to clear remaining water and prevent ice damage to sprinklers.

6. Consider a new furnace.
If you find that your furnace is working harder than ever to keep your home warm, a furnace over ten years old may need replacement. Make sure to look into efficiency ratings when you decide it’s time to move ahead on a new unit or get your existing furnace professionally inspected.
7. Investigate your weatherstripping.
Felt weatherstripping keeps out air leaks around windows, doors, and even your garage door, but may eventually wear down. Ensure that any stripping that appears dry and faded is replaced before cold weather hits your home.
8. Close up air leaks in the attic.
Any sign of daylight showing in your attic means that not only cold air is entering, but you’re opening a door for pests to come in to escape bad weather. Use foam insulation to fill in any openings but ensure that attic vents remain clear.
9. Ready your fireplace.
Gas and electric fireplaces should be inspected annually before the cold weather season starts. Wood fireplaces need to be cleaned and have an annual chimney check to keep everyone safe from potential smoke or fire damage.
10. Reverse your ceiling fans or add fans to your home.
Turning ceiling fans to run clockwise when outdoor temperatures drop will allow the fans to help your heating system by pushing warm air down from the ceiling area into your room. A switch on the fan is usually all you need to reverse the blades to spin clockwise.
11. Have your carpets cleaned.
Fall is a great time to clean carpets so they are fresh and ready for indoor activities and holiday celebrations. Schedule a cleaning while the outside temperatures are still warm enough to open windows and get some fresh air until your carpets are clean and dry.

EXPANDING MENTAL HEALTH BENEFITS
In the past couple of years, many employers have expanded their company’s mental health benefits as a show of support for potential jobseekers, employees, and their families. The intention is to help promote employee wellbeing through better access and improved benefit levels for those feeling stressed about personal or work-life matters.
Workers seem to appreciate the efforts and are taking advantage of the services. Some of the changes business owners are making include:
• Increasing access to mental health services through methods like telehealth
• An expansion of access to in-network mental health providers
• Reduced cost sharing for mental healthcare visits
• The addition or expansion of employee assistance programs for mental health services
• Access to yoga, meditation and mindfulness sessions at the workplace or home
• Providing apps that support wellness, focusing on fitness, sleep, and relaxation
By addressing issues like stress and anxiety in a more proactive fashion, employers can reduce or even eliminate costly treatment for conditions such as hypertension, diabetes, and cardiac problems. Kert Sloan – Aluminum Associates
I joined the board originally to gain knowledge and to become a better leader in the future. What I didn’t realize was the networking, relationships and the long-term friendships with builders and associates that came out of it. My business became easier to run knowing who to turn to for advice and also who to refer to a customer if the work requested wasn’t what we did professionally.
What I gained by being on the board for years was a better knowledge of my industry as a whole, a better relationship with my peers and found being a leader was a lot of fun and rewarding.
The local board lead me to the State and National boards as well which expanded my relationships in my industry not just locally but throughout the country.
The total experience enhanced my business, brought me new friends and a better understanding of what makes my industry tick.
Maureen Dolan – Dolan Construction
I have been in the building/construction industry for thirtyfour years. When I started my career, I was very active in our industry and as my career matured, I redirected my commitments into community nonprofit organizations. Now, as my career is winding down, I wanted to circle back and dedicate more of my time back into the building/ construction industry; that’s why I joined the HBA Board.
I have several quotes posted in my office. One of my favorites is, “Don’t be a lazy farmer.” No matter how successful your harvest is, there’s no substitute for hard work when the next planting season comes. Get up early, work hard, and go to bed tired. History continues to prove that most of the time, successful people simply outwork their competition.
Lee Prussman – Prussman-Goss CPA
I joined the board because, as a CPA, I deal with many clients that work in the trades. As the trades go so does the economy. By being involved with the HBA board I am in a position to speak to clients, potential clients and nonclients that help me to do my job by knowing what is going on in the local economy.
More people in the trades and in supporting professions would gain valuable knowledge and contacts to better help us all.
I joined the board for those reasons. To help an overall industry that has helped me both personally and professionally.
Prior to joining the board, I did not have the knowledge of just how involved the Home Builders Association worked at the local, state, and national levels to enact favorable legislation for the industry. Also, the close nature of the local trades businesses to increase business within the entities involved.
I have gained a few new clients by being involved with the HBA but more so, I have met individuals that are true friends and people I enjoy being around. And I have gained personal satisfaction in making a difference in my involvement with the Association.

As a former local Residential Lender and currently a Business Development Representative for a local Title Insurance office, it just made absolute sense for me to become involved with our local HBA organization. I first joined two committees and was asked to join the HBA Board, which I did without any second thoughts.
I learned how much the other Board members care about this organization and how tirelessly the Executive Officer works, which I find admirable. We all work well together and always have the best interest at top of mind for our members.
I have gained knowledge and most of all friendships by sitting on the board!
