A Community isn’t something that you are a part of; it’s something that is PART OF YOU!
As the longest-serving commissioner in York County history I’ve had many memorable and rewarding experiences. Apart from the day-to-day fiscal issues we deal with, I am most passionate about farmland preservation, our award-winning parks system and protecting the Susquehanna River. In that vein, an important milestone was achieved in 2015 as the York County Agricultural Land Preservation Board celebrated 40,000 acres of farmland preserved since the program’s inception. Saving farmland improves the quality of life for all York County residents and underscores York County’s rich agricultural heritage. York County is now third in Pennsylvania in terms of farmland acres preserved. That is an accomplishment all York County citizens can be very proud of.
Yorkers CARE and Yorkers Share. For the past nine months as Commissioner, I’m thrilled to be part of connecting a caring community. I’ve witnessed firsthand the countless “hand-ups” and random acts of kindness from our County Heroin Task Force to our Unity Rally in front of our City Police Office. I’ve learned about the dedication of our 2,600 York County employees who provide excellent services for our children, seniors, adults and those with special needs. Together, we are forging public/private partnerships to CARE for one another and SHARE our time, skills and money to ensure that OUR Community is a great place to live, work and play. Thank you to thousands of individuals and businesses who have made the York Community PART OF YOU!

In the Spirit of Giving Back by Cindi Greco, YCEA Manager, Marketing great privilege for a thriving business is the capacity to give back. Community involvement on all levels builds both professional and civic relationships, and is a point of distinction among competitors. Charitable behavior is usually executed without expecting a return, and the profits of creating change in both business and the community can be immeasurable.
A
I had the pleasure of spending some time recently speaking with Jill Moorhead, Site Manager and Courtney Noll, Marketing Coordinator for U-Stor-It Self Storage in York, about this very concept. The storage facility staff goes above and beyond the call of altruism by sponsoring fund-raising events and serving as a collection site for various non-profits throughout the year. “We try to touch everyone,” said Jill. “Children’s programs, animal rescue efforts, stationed troops and other worthy causes.” Some of the “give backs” they’ve facilitated include an Easter food drive for Bridge of Hope, school supply collections for the Children’s Home of York, care packages for the troops and winter accessory collections for Bell Socialization. Staff is also in preparations for volunteering at local soup kitchens in the near future.

“We feel we need to give from the heart, how and when we can,” she added. Jill noted that the company has had great success with the endeavors and will continue to build on those successes each year. They get the word out with email blasts, social media, the Community Courier and ‘Phillup the Box,’ the company’s mascot who has been a great ambassador for garnering donations at public events. United Way of York County Exists Due to the Spirit of our Community by Nicole Shaffer, United Way of York County, Director of Marketing & Communications
A
s an organization that runs on the power of volunteers who strive to improve people’s lives by building a strong community, United Way demonstrates the power of WE in York County. Every year for the United Way annual campaign, over 400 companies and organizations pull together their resources to make York County’s largest annual fundraiser a success. Campaign coordinators at each of these companies work with their CEO’s and leadership teams to plan fun ways to encourage their employees to give back. Their mission is twofold: 1. Team building for their organization by setting a goal and making it happen 2. Getting much needed funds to local programs that fulfill critical needs in York County through the programs supported by the United Way Community Fund United Way strives to make giving back easy – through both donations and volunteerism. The United Way of York County website features volunteer opportunities for nonprofit organizations across York County. Individuals can search for opportunities by date, activity type, location, or by a specific nonprofit. It’s the perfect answer to people who say they want to volunteer, but don’t know where to begin. In the past year alone, almost 800 community members used the United Way volunteer website to get connected to volunteer opportunities. That number doesn’t include the almost 1,000 volunteers who participated in United Way’s annual Day of Action – a day in which employers give their team a day or half day off from work in order to volunteer.
The power of working together is undeniable. When every person contributes what they can, the result is that our local programs are adequately funded to provide support to community members in need. When every person uses their voice to advocate for the needs of York County, the result is legislators funding programs that benefit our community. And when every person steps up to volunteer, the result is a more tight knit community of individuals who come together to help one another – and truly, help themselves.

In the Spirit of “Spirits” Building a Better World One Toast at a Time by Wade Keech, President Better World Spirits
B
etter World Spirits (BWS) is a York, PA-based craft distillery that will produce premium quality spirits from ingredients grown in Pennsylvania, and offer tours and onsite cocktails in the uniquely designed tasting room. These onsite cocktails will be created through the use of unique herbal elixirs and seasonal infusions. BWS will also produce draft cocktails from house made spirits and local ingredients. Better World Spirits (BWS) will create premium spirits from locally sourced fruits and grains. Initial spirit offering will be vodka and gin with whiskey, brandy and other spirits planned as future offerings. The quickly growing popularity of farmer’s markets and local foods suggests that many consumers want high quality products from sources they trust. The concept aspires to highlight distinctive flavors, as well as appeal to customers looking for intriguing spirits and cocktail experiences. The products will be available by the bottle at a retail outlet located in downtown York, PA. Customers can buy bottles of spirits and cocktails from the tasting room, through Pennsylvania State liquor stores, or have it mixed into specialty cocktails or purchase a draft cocktail at partner restaurants. Buying on-site has the added benefit of the tasting experience, a destination event where customers can bring friends or relatives visiting from out of town, or as part of a night out. The tasting room provides a window into the distilling process, closed-loop manufacturing, Pennsylvania agriculture, and the urban arts and social scene of downtown York. BWS plans to introduce draft and canned cocktails for offsite sales and for direct distribution to retail establishments. These specialty cocktails will be handcrafted from the premium spirits and locally sourced herbs and botanicals. BWS will offer tours and cocktail recipes and partner with a local artisanal soda maker who creates distinctive handmade sodas. Flavors will be created to

accentuate and compliment the flavor of the spirits to create amazing seasonal cocktails. These creations will be packaged in five gallon kegs for distribution to local establishments. In addition to kegs, the products will be canned by utilizing a mobile canning operation. Better World Spirits’ traditional, old-fashioned method of distillation ensures the quality and authenticity of the final product. The initial product offering is small batch vodka made from apples not suitable for fresh pack (grocery) sales, but undervalued when being sold as cull. Unbeknownst to many people, apples can be fermented and distilled into spirits similarly to barley, wheat, rye, or potatoes. Apples are genetically diverse, readily available, and emblematic of Pennsylvania agriculture. All spirits are distilled, bottled, and packaged on-site at the York distillery.
Grains such as wheat, rye, and barley will be sourced from PA farmers with the emphasis on local production. Local farmers will be contracted to grow specialty grains such as sorghum, quinoa, and amaranth for whiskey production. BWS has access to a 183-acre family farm outside of East Berlin which has been in one of the cofounder’s family since 1930 which will allow for specialized growth of crops to support production. Note: Title iii of the JOBS Act, otherwise known as regulation crowdfunding went into effect on May 16, 2016. This has allowed BWS to solicit individuals to invest in online. The tasting room will be open seven days a week from 4pm till 11pm except Saturday when it will open from 12 noon till 11pm. State law requires limited distilleries to close at 11 pm. We will utilize a similar model as other local establishments and encourage patrons to order food from other local restaurants. BWS will offer exquisite desserts that are procured from a local supplier. Currently there is no place in downtown York where you can just get dessert. Desserts are a perfect accompaniment to the unique cocktail offerings.

Education/Workforce Development Advocate of the Year: York Traditions Bank
As many businesses are facing challenges with filling their staffing needs, York Traditions is taking a proactive approach to workforce development. Not only is York Traditions developing an internal program to grow their existing workforce, they are looking for opportunities to support the infrastructure that is developing the future workforce through their support of JA and YCAL. Additionally, they are investing considerable time and resources to work with the clients of Crispus Attucks.

Volunteer of the Year: Claire Forbush, ACNB
Presented to an individual with “above and beyond” involvement in York County Economic Alliance activities and leadership and who has demonstrated a proven commitment to the organization. Claire is active in many community service organizations including Junior Achievement, York County Economic Alliance, Rotary North Club and the United Way. She has been an Economic Alliance board member since 2014 and is currently the treasurer, serves on the finance committee and as an active YCEA Ambassador.
Appointed Official of the Year: Elizabeth Heathcote, York Township Manager
Honors an individual who holds a public charge and has served with selflessness and distinction. While in York Township Elizabeth completed an update to the Township’s Comprehensive Plan, which looks to the future of the township in areas such as recreation, commercial growth, infrastructure, demographics and other governmental interrelationships. Elizabeth secured several transportation improvement grants for use within the Township as well.
Elected Official of the Year: Senator Patricia Vance
Presented to an individual who has provided outstanding leadership consistent with high principles of the York County Economy Alliance. Senator Patricia Vance has been a member of the Senate since 2005 after serving 14 years in the Pennsylvania House of Representatives. She is chair of the Public Health and Welfare Committee and a member of four other committees. Her accomplishments include authoring 25 laws. Senator Vance is active in local, county and state level community service and serves as a board member of the Stabler Foundation, an organization that makes grants to educational institutions and non-profit hospitals or medical facilities that are not operated or controlled by the government.
Community Service Award: Lowe’s Home Improvement – East & West Stores
Awarded to an individual who, or organization whose culture, motivates employees to be personally involved in community service. More than 270 Lowe’s Heroes from 13 Central Pennsylvania stores volunteered their time and skills to enhance Leg Up Farm on July 26 and 27. The twoday service project was the culmination of months of planning and prep work led by Lowe’s of East York Store Manager Jeff Devine and Lowe’s of West York Store Manager Bobby String. Economics Club A Legacy of Knowledge and Community by: Kate Gaudet, YCEA Manager, Member Services
F
or over 65 years, the monthly Economics Club Breakfasts hosted by the York County Economic Alliance (and Chamber prior) have brought in timely speakers on topics that affect York County’s economy and community. By attending these breakfasts, business people can learn about anything from Steam Into History to Downtown York Revitalization to the story of The York Water Company to the State of Education in York County (just to name a few programs from this year). Each month, excitement and passion for York County is ignited as positive trends or new things affecting our community are announced and analyzed. York County is a close-knit community that thrives on the success of groups, companies, organizations and dedicated individuals working to make improvements to the legacy and future of their community. “You feel the excitement and energy in the room from both young and older professionals! The room is filled each month. Businesses are realizing the potential in our historic city of York, both for commerce and lifestyle. At the same time, more and more people are being involved and invested in this city for its social, economic and cultural benefits,” stated Amy Haines, VP of Business Development for DOCEO Office Solutions and a regular attendee of the Economics Club Breakfasts. Development of the Eden Road Project: TIMELINE

009 Harley-Davidson begins exploring the cost-saving measures and possibility of building a new facility at another location in the US.
Harley-Davidson consolidates operations and converts Building Number 3 (Softail plant) into “New Factory York.”
Harley-Davidson asks the Commonwealth to purchase the excess land at the chosen site. The Commonwealth approaches the York County Industrial Development Authority (YCIDA) with a proposal to assist with retaining Harley-Davidson in Pennsylvania.
YCIDA starts to market the property to potential purchasers and works to identify any environmental issues at the site.
September 2009 The YCIDA and Harley-Davidson negotiate a sales agreement and discussion about how to subdivide the 228 acres into two parcels.
January 2010 YCIDA solicits for qualified environmental consultants to assist in preparing the property for a buyer/ seller agreement with the Pennsylvania Department of Environmental Protection (PaDEP) and the US Environmental Protection Agency.
December 2009 The PA Department of Community and Economic Development offers an Infrastructure Development Program Grant to assist with the purchase price.
April 2010 The York County Industrial Development Authority releases the first Request for Proposals from site developers.
December 2009 The YCIDA approves the purchase. At this time, the project is expected to take between 18 and 24 months.
April 2010 – Oct. 2011 YCIDA and Harley-Davidson subdivide the 228 parcel into two lots. Harley-Davidson works on site demolition and campus restructuring and reorganization and constructs the New Factory York. Both parties prepare the “West Campus” to become the new home for an unknown future user that will create jobs and add to the economic value of York County.
September 2010 YCIDA determines that all buildings should be demolished except for Building Number 1, the office and former Visitors Center. Building Number 1 becomes the location of Harley-Davidson’s training center, known as the Simulated Work Environment.

June 2012 The YCIDA officially purchases the 58 acres from HarleyDavidson. Harley-Davidson relocates its Simulated Work Environment into Building Number 1 and leases Building Number 1 from the YCIDA. This leaseback is scheduled to terminate on 12/31/2015. November 2012 – August 2013 YCIDA is under contract with a developer for a new warehouse facility. March 2014 – January 2015 YCIDA is under contract with a second developer for big-box retail development. March 2015 YCIDA launches another marketing push for the site. The YCIDA receives three proposals from three very qualified developers. NorthPoint Development of Kansas City, Missouri, is chosen.
November 2015 The Eden Road parcel is sold to NP 58, LLC, a division of NorthPoint Development. Site ownership is transferred to the Redevelopment Authority of the County of York (RACY). Through a Development and Cooperation agreement, NorthPoint is able to begin construction on the RACY-owned site. 2015-2016 YCEA staff, Stock and Leader, and the RACY Board of Directors, in conjunction with NorthPoint, works through development plans, permits, township approvals and all details required. NorthPoint works to identify a tenant for such the location. September 2016 A tenant is secured to occupy 600,000 square feet of the 755,000 sf building.
May 2015 The site is under contract with NorthPoint. NorthPoint, the YCIDA and the YCEA work with Springettsbury Township, Central York School District and the County of York to secure approvals for site redevelopment. U.S. House Moves to Delay Overtime Rule by David Gonzalez, YCEA Advocacy Coordinator
T
he House has passed legislation that would delay the overtime rule. The Regulatory Relief for Small Businesses, Schools, and Nonprofits Act (H.R. 6094) pushes the overtime rule to go into effect in June, 2017. The bill is heading to the Senate and without further congressional action, the overtime rule will take effect December 1st. Congress is adjourned until November 14. The new overtime rule, alters the Fair Labor Standards Act, and extends overtime protections to an estimated 4.2 million white collar workers who are not currently eligible under federal law. The rule was introduced earlier this year on May 18th. The final rule raises the salary threshold for overtime eligibility from $455 per week ($23,660 per year) to $913 per week ($47,476 per year). There has been criticism and praise for the overtime rule. Officials from 21 states have said the overtime rule would place a heavy burden on state budgets, force layoffs and boost employment costs. Texas, Ohio, Nevada, and 18 other states have filed a complaint with the U.S. District Court of Eastern District of Texas to overturn the rule. These states have expressed concern that the rule will increase employment costs and could force layoffs by effectively setting a federal minimum salary for whitecollar workers, according to Paint Square. Meanwhile, many have praised the bill as a win for the economy, the middle class, and for the American white-collar worker.
The York County Economic Alliance reached out to Congressman Scott Perry (R-PA), his office had the following to share in a statement: “Congressman Scott Perry recently voted for legislation (H.R. 6094) that delays the Obama Administration rule that would more than double the salary threshold for employees eligible for overtime pay, reducing opportunities for workers and hurting nonprofits, colleges, and universities. The proposed rule would bring sweeping changes to federal wage and hour laws – and would be especially burdensome on rural areas like Central Pennsylvania. Many local governments, non-profit organizations and small retailers in the 4th District have told Congressman Perry this regulation will cost them hundreds of thousands of dollars and may impact future job creation.” Congressman Perry further shared “The Overtime Rule is yet another example of bureaucrats of the “Administrative State” –in this case the Department of Labor (DOL)—developing top-down regulations that crush organizations - like non-profits and small businesses - that can least afford it. H.R. 6094 delays the Overtime Rule for 6 months while a long-term fix is crafted.” The bill is awaiting a Senate vote. The White House has shared that President Obama would veto the delay if it was presented to him, according to Politico.
