PRESIDENT’S MESSAGE
THE RESULTS ARE IN! As I write this article, NHLA staff and Board members are preparing for the spring board conference. We have several important strategic issues to consider during the meeting, but none more important than analyzing and taking action on the results of our recent member survey. The timing of the survey was deliberate as the NHLA Board is about to begin the process of developing its next strategic planning process led by Vice-President Darwin Murray. Our goal in conducting the survey is to obtain a better sense of “what keeps our members up at night” and to ensure that our planning is focused on responding to your needs – today and in the future. Members who responded to the survey sent NHLA a very clear message on what they value, and equally important, where they think more needs to be done. “We have potential that is unrealized.” Of all the member comments I read when reviewing the survey, this is the one that caught my attention. It is true of both the industry and NHLA. Like our members, NHLA is working on finding our place in a changing industry. And while the survey will not give us all the answers, it is a good start. Please know that your Board is committed to finding the path to that potential. When I first joined NHLA many years ago, the availability of the Rules, the Inspection Service, the Annual Convention and short courses were our core values. The same is true today, but our members want - no they need, more. Members are in search of market driven member services designed to increase the marketing of hardwood products, timely educational opportunities, new & more convenient delivery vehicles, and international trade tours. Eighty-five percent of members are generally satisfied with their investment in NHLA. And while that is a solid number of which we should be proud, we also need to determine why only 22% are completely satisfied. Can we do a better job at communications, do these members have unique needs we are not addressing? Traditionally, one third of members in well regarded associations rate themselves as completely satisfied. Food for thought for our strategic planning and board committees. “NHLA needs to do more to proactively address industry issues,” was another comment that caught my eye. Consider that only 17% of survey respondents believe that NHLA is doing extremely well in keeping up with the changes in the hardwood industry. In all fairness, 72% of members feel that we are doing our job “pretty well.” Comments on this topic included the need for NHLA to provide information to help members better understand the developing markets, and the need for more direct marketing support.

Not surprising, members’ top of mind issues included enhancing our industry’s image, with 61% strongly agreeing that NHLA should play a bigger role in fighting antilumber activists, and 60% strongly agreeing that NHLA should take the lead in promoting the positive image of our industry. This survey shows us that while we are doing some things well, there is plenty of room for improvement. Your Board and staff will be drilling into the details of this survey to make sure that we continue to evolve NHLA programs to meet member expectations. I would like to thank those who took the time to respond to this survey. Please know that we take your comments seriously, and will act on this guidance in the near future.

GLOBAL BUSINESS OPPORTUNITIES I will admit it, I am a research junkie. By nature, I am the type of person that likes “looking beyond the bend,” as a way of creating and validating new business strategies. Still, I Iearned early in my career that good research rarely provides a final answer. Instead the best research leads to more questions, particularly in constantly evolving business environments. It is a general rule that as trade evolves, the world gets smaller and world economies, despite political differences, become interdependent. Euromonitor’s new report on “Global Economies and Consumers 2017” offers an interesting perspective of the global business dynamics that have the potential to influence our business decisions in 2017 and beyond. It is certainly no surprise that current business dynamics have been complicated by global politics. In the U.S. and across Europe, anti-trade and anti-immigrant populism is rising. The U.S. is not the only country with rising anti-trade and anti-immigrant populism. And while international trade has become a bargaining chip in political discussions, given the financial connections between major global economies, it is difficult to predict whether trade barriers will happen. Despite a growing trend of economic isolationism, and political uncertainty around the world, Euromonitor expects trade growth to continue to strengthen in 2017, despite “downside risks” from anti-globalization views. But the report also cautions that businesses should be ready for the disruptions that may arise from political and financial market uncertainty in both developed and emerging countries. Infrastructure investments are expected to rise globally. Consider the UK’s National Productivity Investment Fund’s allocation of 23 billion pounds for infrastructure investment, including affordable housing. Global economic growth is also expected to be driven by emerging mega-cities, particularly in the Middle East and Africa – an increased export opportunity for U.S. lumber? A recent UN Summit on climate change is keeping the focus on sustainability, with new partnerships emerging between government and businesses. Increased consumer demand for “green credentials” has inspired leading companies to invest in more sustainable business models. Keep in mind that the focus is not just about production, consumers are also in search of solutions to manage the “end of life” of their products. As a result, Euromonitor predicts that more companies will take a “proactive stance on sustainable sourcing.” While this may be seen as good news for the environment, we can expect increased consumer and activist scrutiny of such “green industry” claims. The fact that 55% of the global population will live in urban areas in 2017 is driving the emergence of a new “circular economy” where everything is reused and nothing is wasted as opposed to the current “build, buy and bury” model. Even Ikea is exploring opportunities to use renewable resources in their products. 8

While the renewed focus on sustainability and business pressure to become a part of the circular economy can be seen as an opportunity for the hardwood industry to promote its sustainable and renewable production methods, the increased focus on protecting natural resources should be closely monitored. Like all good research, Euromonitor’s latest report inspires more questions than answers about global business opportunities for the hardwood industry. But whether your business focus is domestic or global, there can be no doubt that the increased importance of sustainability is an opportunity for our industry. We were sustainable long before sustainability was “cool,” or an international movement. We all know we have an incredible sustainable story to tell. Despite our past best efforts we don’t seem to be making progress. And while I also recognize that collaboration can be difficult in vertically integrated supply chains, I have to ask, what is the solution? Clearly, consumers are waiting to hear our story. Contact Dana Spessert at 901-399-7551 or d.spessert@nhla.com As Previously Reported on March 7: The USDA APHIS has stated that there are 2 options in which a company can obtain a PHYTO for Ash shipping to the European Union, regardless of origin in the United States. 1. The lumber must be processed to 1" below the cambium layer, removing all rounded edges OR 2. The lumber must be heat treated in a facility approved by the USDA APHIS, through the NHLA Kiln Dried Certification Program. Below is a list of the areas that the NHLA KD Certification program will cover/inspect to ensure that it meets the requirements: • Debarking of round wood to bark less than 3 cm in width or individual pieces less than 50 cm² • Heat treatment to 71°C throughout the profile of the wood for 1,200 minutes. • Moisture content no greater than 10% expressed as a percentage of dry matter achieved through an industrial drying schedule. • Treatment durations, dry and wet bulb temperatures, and final moisture contents will be recorded for each specific lot and maintained for a minimum of 3 years. • Ensure the packaging/label contains the bundle number and treatment identification markings "Heat Treated - Kiln Dried" or "HT-KD". 10

arl Edward Statler, 90 of Southern Pines, NC, died on Wednesday, March 29, surrounded by his family at Penick Village in Southern Pines. Mr. Statler was born May 12, 1926 in Brooklyn, NY to the late Herbert Earl Statler and Teresa (Clancy) Statler. He served in the US Navy aboard the USS Frost during WWII. After his military service, Mr. Statler graduated with a Bachelor’s degree in Forestry from the University of Main at Orono. Following his graduation, he worked as a forester in Oregon and Washington State before returning east to join Atlantic Lumber Company in Buffalo, NY, as a lumber salesman and buyer. There he met his wife of 56 years, Mary Rena (nee Bailey). Mr. Statler was transferred to the company headquarters in Boston, MA, and was promoted to vice president before leaving to join Baillie Lumber Company in Hamburg, NY, in 1969. Over the next twenty-one years he participated in the growth and expansion of the company along with his colleagues until his retirement in 1990 as the company’s vice president. Donald Meyer, past president of Baillie Lumber, said, “Earl was one of the hardest working lumberman he ever met. He often was at a sawmill to visit before the arrival of the owner.” Mr. Statler enjoyed fly fishing and playing golf which influenced him to retire to Whispering Pines where he was a member of the Country Club of Whispering Pines. He was passionately supportive and devoted to his family. He was preceded in death by his wife, Mary Rena Statler in 2013. Also preceding him in death was a brother, James Statler. He is survived by two sons, Jeff and Jim, and a daughter, Debbie, three grandchildren, and one great- grandchild. Memorial donations can be made in memory of Earl Statler to Penick Village Alms Fund at 500 East Rhode Island Avenue, Southern Pines, NC 28387.

THE INSPECTOR TRAINING SCHOOL CELEBRATES THE 182ND CLASS
E
ighteen students graduated March 24 when the NHLA Inspector Training School held its 182nd commencement exercises at NHLA headquarters. The event was well attended by friends and family of the graduates as well as members of the hardwood industry. Nathan Hascher, president of the Lumbermen’s Club of Memphis, a graduate of the 119th class, and an employee of Sierra Forest Products, delivered the inspirational graduation address. Nathan spoke about his life and work experiences since graduating from the School in 1996. “Most of you know my father, Rich Hascher, and may have thought it would be obvious that I would want to follow in his footsteps into a career of lumber inspection, but that wasn’t necessarily the case,” said Nathan. “I started my career as a lumber inspector to make a living but it turned into a passion for the lumber industry. A passion for the people that I work with; a passion for the history and culture of the industry as well as a passion for the opportunities of success that are so easily achieved in this industry.”

FARM BILL REWRITE EFFORTS KICK INTO GEAR By Dana Cole, Executive Director Hardwood Federation
T
he Farm Bill, the 5-year, comprehensive legislation that governs everything from forestry to row crop and dairy price supports to nutrition programs to trade, expires in 2018. Although 2017 has just begun, the process of crafting new authorizing legislation is well underway. Several hearings have already been held in the House Agriculture Committee, including one focused on forestry components. On the Senate side, we expect hearings to be scheduled sometime beginning in the second quarter. The upper chamber is on a bit of a slower track as other issues, such as the nomination process for a new Secretary of Agriculture, in further up in the queue. However, in talking to Chairman Pat Roberts’ staff on the committee, it was signaled that the Chairman wants to have a bill crafted sooner rather than later so we expect focus to turn to Farm Bill shortly. For the hardwood industry, there are a few areas of focus that are critical to our sector and upon which we target our lobbying activity. First and foremost is trade. Both the Market Access (MAP) and Foreign Market Development (FMD) programs are authorized and funded by the Farm Bill. These two programs have a successful, proven track record of helping us open up markets for U.S. made hardwood forest products overseas, particularly in the Pacific Rim. The American Hardwood Export Council derives its funding from these two programs.

While MAP and FMD enjoy broad support, they are not without their detractors. The Heritage Foundation is a regular critic, arguing that these two programs smack of corporate welfare and crony capitalism. Every year legislation is introduced in Congress to eliminate or defund MAP and FMD. The Hardwood Federation and other groups have successfully beaten back attempts to kill these programs, arguing that they represent an excellent return on investment and help U.S. producers keep up with considerable resources competing nations spend promoting their own exports. Our lobbying efforts in support of MAP and FMD are two-pronged. Not only are we advocating reauthorization, but also mandatory funding. This latter aspect is critical as mandatory funding provides the highest level of certainty that programs will be sustained throughout the life of the 5 year Farm Bill. If a program is only authorized without having mandatory funds, it forces supporters into the unenviable position of having to work the Congressional appropriations process to seek funding. Given the unpredictability and dysfunction of the appropriations process over the last few Congressional sessions, this is an outcome we are trying to avoid. On the forestry side, the Farm Bill offers woodland owners a number of incentives to keep their forests as forests.

Programs include those that offer landowners payments on an annual basis to encourage conservation activities on the land or one-time payments for specific projects or for a long-term easement. Programs in the Farm Bill Forestry Title include the Environmental Quality Incentives Program known as EQIP and the Conservation Stewardship Program. For our sector though, a priority issue that will likely be addressed in the next Farm Bill is the growing crisis that on our federally owned forestlands. Some form of the federal forest reform legislation that was almost enacted by Congress the last two years will likely find its way into the Farm Bill, assuming that Congress does not act before next year. Federal timber sales need to be executed more efficiently so that project work can keep up with the forest management needs of our increasingly overgrown federal forest tracts. This needs to be coupled with a fire borrowing fix that will end the current practice at the Forest Service where leadership drains funds from every other budget line item to supplement its wildfire suppression budget.
The Hardwood Federation is leveraging our lobbying capacity on our issue set by collaborating with the Forests in the Farm Bill Coalition, a diverse group of landowners, industry and conservation groups that are advocating for a Farm Bill that will bring robust markets to rural America with the goal of keeping working forests working and the forest products value chain thriving. We serve on a subgroup of this coalition that is now discussing policies to promote markets. Your Hardwood Federation team welcomes your input and of course will keep you regularly apprised of our progress on this critical area of our advocacy efforts.

One other area that will be our focus is in the Energy Title. Several initiatives are authorized in the Farm Bill that promote biomass energy and deployment of heating and power systems that rely on wood-based biomass fuel. An emerging issue for our industry is declining markets for our wood residuals at wood products manufacturing facilities. Warm winters and relatively low fossil fuel prices have reduced demand for biomass heating fuels which represent a sizable share of the market for our mill residuals. That is why we are taking a good look at some of these biomass programs in the Farm Bill and discussing ways they may be altered to better address our needs going forward. One of these programs is the Community Wood Energy Program or CWEP. The policy goal of this program is to encourage schools, hospitals, community centers and other institutions primarily in rural areas to convert to heating with highly efficient biomass thermal systems that rely on either wood pellets or wood chips. Right now the program is in place holder mode, with an authorization but no mandatory funding. A proposal is on the table which would seed this program with considerable mandatory money with the objective of accelerating deployment of biomass systems around the country.

Napoleon produces 5.5 million board feet of lumber and as a pallet manufacturer, produces 300,000 pallets annually. RULES CORNER
QUARTER SAWN RULES By Dana Spessert, NHLA Chief Inspector
T
he quarter sawn rules can be quite difficult to understand, so I will attempt to clarify them for anyone interested.
Most people understand the oak quarter sawn rule, on page 27 of the 2015 Rules Book under the heading “Quarter Sawn Red Oak, White Oak, and Locust” it states that: “90% of one face of the required cutting area in the aggregate shall show figure.” Figure meaning “fleck” or cross section of the rays. I believe this is pretty straight forward as long as there is sufficient figure, then the board will meet the minimum requirement. The confusion comes when quarter sawn is cut from species that do not have the large rays such as in oak. To explain the proper way to grade for quarter sawn in other species please refer to page 10, paragraph 35 of the 2015 Rules Book under the heading of “Quartered Lumber” it states that: “In species where figure is not required, pieces shall be considered quartered when 80% of the surface of the required cuttings in the aggregate shows the radial grain at an angle of 45˚ or less with one face.” This is going to be a bit tougher than inspecting oak quarter sawn, but can be done by looking for the amount of straight or mostly straight grain. The idea of quarter sawn lumber in species without figure or fleck is to have the opposite of plain or cathedral grain as some people refer to in the cuttings.
