want to take this opportunity to invite you to Toronto to attend the NHLA Annual Convention & Exhibit Showcase. For those of you that have not visited, Toronto is a great city. I am proud to be sharing this Canadian city with you during the last official year of my term as President of NHLA. In November, I will pass this honor on to Darwin Murray of McClain Forest Products. We all know the business reasons for attending the show. Whether your company is big, small, or somewhere in between, the NHLA Convention is the event where hardwood industry leaders from around the world meet to access world class educational and networking opportunities.

Conference registration opened on April 2, so it is never too early to register. NHLA is offering a number of new educational experiences on topics that matter to your business. We are also offering private business presentation rooms, and new sponsorship opportunities to better connect with your existing, and future clients. The hotel is well situated for walking to plenty of these downtown attractions, shopping and dining of every cuisine. Check out the Toronto Sheraton Centre website for more great ideas. For those driving from the U.S., there is plenty to see along the way. Watch for news of our ‘lumber routes’. Many of our members will be offering refreshments and mill tours. This will be a great opportunity to meet with members, learn about new suppliers and see fresh ideas in action. Like most major cities, our rush hour requires patience and a good sense of humor, so avoid coming into Toronto downtown during that time. If you are flying, Toronto has direct flights from most major airports in the U.S. The quickest route from the airport to downtown is the UP Express Train. It will have you there in half the time it takes you to take a cab. I know I speak for other Canadian members when I say we are all looking forward to seeing you in Toronto. United States Secretary of Agriculture Sonny Perdue visited Rowan County Kentucky on Thursday, April 5 during his tour through several states. Perdue stopped at Harold White Lumber Company in Morehead Thursday afternoon as part of a swing through Kentucky, Ohio and Michigan. It is the third "Back to Our Roots" RV Tour since Perdue took over the Agriculture Department less than a year ago. On Thursday he got an up-close look at Harold White Lumber, a staple in the hardwood business for 50 years. Secretary Perdue said a lot of people might not think of lumber as part of agriculture, but it plays a key role in our country's economy.

The U.S. Small Business Administration (SBA) and the New Hampshire Bankers Association (NHBA) recently announced that Northland Forest Products of Kingston, NH and Troy, Virginia has been selected as the 2018 Small Business Exporter of the Year for New Hampshire and New England. NHLA AND THE AMERICAN HARDWOOD INDUSTRY EXHIBIT AT INTERZUM GUANGZHOU

N

HLA traveled to Guangzhou China in March to exhibit with other hardwood companies as part of the AHEC American Hardwood Pavilion at CIFM / Interzum Guangzhou. Entering its 15th edition, the exhibition has developed into a premier platform for regional buyers to source furniture production equipment, raw materials, and offers a window into the industry's future. NHLA’s participation in Interzum Guangzhou is part of a broader strategy to increase NHLA visibility with its membership, the industry as a whole, drive member recruitment, and help with member retention both domestically and globally. CIFM / Interzum Guangzhou covers an area of 150,000 square meters and spans 17 exhibition halls over Area B and C of the Pazhou Complex. Some 1,459 top suppliers from 38 countries and regions were raring to welcome buyers from all over the world. This year, the event featured eight national and industry-led pavilions from Germany, US/Canada, Turkey, Canada Wood, Quebec Wood Export Bureau, French Timber, American Hardwood Export Council and Malaysian Timber Council. Foot traffic for the four-day show was very good. NHLA promoted the hardwood lumber grading rules, the Inspector Training School, international educational events and the upcoming NHLA Convention. There was interest from a number of people in attending the Inspector Training School program in Memphis and traveling to Toronto to attend the NHLA Convention. Promoting membership in NHLA to the Asian culture is still challenging. NHLA continues to pursue and evaluate potential unique member benefits for the Asian market. During the exhibition, NHLA launched its Chinese WeChat account. The account was established to communicate the latest

NHLA and industry news with our members and buyers of American hardwoods in China. American hardwoods have a great environmental story to tell not only domestically but worldwide. To help spread this good word, AHEC held a press conference during the exhibition with six press titles in attendance along with the NHLA staff. The media in attendance was mostly focused on interior design and consumer publications. AHEC presented results of the Life Cycle Analysis (LCA) work on hardwoods’ environmental impacts, the sustainability of US's hardwood forests as well as several examples of high-end architectural projects around the world featuring American hardwoods. On Thursday, March 29, NHLA hosted a networking reception at the Westin Pazhou for NHLA members and their customers. Over 70 people from 27 companies attended the event that was sponsored by: Allegheny Wood Products, Inc., American Lumber Company, Baillie Lumber Co., Harold White Lumber, Hartzell Hardwoods and TRN USA/Tianrun, In conjunction with the events and exhibition, NHLA held a one-day Introduction to Hardwood Grading Rules seminar in the Guangdong lumber market on Saturday, March 31. National Inspector Roman Matyushchenko conducted the seminar with approximately 40 people in attendance.

NEXT UP NHLA will be exhibiting at Expo Richmond in May and hosting a reception on Friday, May 18 at the Fairgrounds. Any and all NHLA members in attendance are welcome to stop by for a refreshment and a networking opportunity.

A Win for Forest

Management by DANA COLE, Executive Director Hardwood Federation

F

ederal Forestry is an integral part of the survival of the hardwood industry and has been a top priority for the Hardwood Federation for a number of years. The national forest system, once a consistent source of fiber for the industry, has reduced timber harvest sales from 10 to 12 billion board feet (bbf) each year from the 1950s through the mid-1990s to as low as 2 bbf in recent years. Although output has increased in the past few years, harvest levels are still less than the 6.2 bbf called for in National Forest Plans. In addition, increasing numbers and intensity of forest fires have drained resources from timber harvest, wildlife management and recreational programs, consuming over 50% of the Federal Forest Service’s budget each year. After many Congressional sessions of chipping away at the issue and supporting multiple bills and initiatives, it seems that real action is finally being taken to address these issues as part of the FY2018 Omnibus Spending Bill passed by Congress and signed by the President in the first days of spring. In late March the U.S. House passed an FY 2018 $1.3 trillion omnibus spending package totaling 2,232 pages. The Senate soon followed. The Hardwood Federation actively joined our industry allies to advocate inclusion of measures to address forest management and fire funding in the final bill language. After many years of hard work by all, the measures were maintained and signed into law. The cost and scope of this spending bill is the subject of much debate. And depending on priorities, there is cause for celebration or lamentation. However, in terms of management of federal lands, we are pleased and are finally chalking up a win after several years of frustration. The forestry reforms included in the Omnibus are: FIRE BORROWING • The package establishes a fund of more than $2 billion a year, which will increase over a 10-year period. The fund may be accessed by the Forest Service when wildfire suppression costs exceed the 10-year average cost of wildfires, which are frozen at the 2015 level. Specifically, disaster levels ramp up from $2.25 billion in FY 2020 to $2.95 billion in FY 2027

• Because this provision does not take effect until 2020, current law will remain in effect through 2019. FOREST MANAGEMENT • A new categorical exclusion from the National Environmental Policy Act (NEPA) is established for hazardous fuels reduction on areas up to 3,000 acres. The deal also opens the way to more 20-year stewardship contracts, in which the Forest Service collaborates with states on forest management projects. Additionally, these new contracts will give preference to contractors that promote innovative use of wood products, including cross laminated timber. • A simplified process for repairing and rebuilding access roads in some areas of national forests is established. • The agreement also includes language to limit the effect of the 9th U.S. Circuit Court of Appeals' 2015 ruling in Cottonwood Environmental Law Center v. Forest Service. That case forced the Forest Service to consult more closely with the Fish and Wildlife Service on forest projects that might affect endangered species. While these provisions are not perfect and do not represent everything that the forest products industry would want in a reform measure, the final package is a product of negotiation and compromise and we feel that this package represents considerable progress. The Hardwood Federation members and your team here in Washington worked hard on this issue, which has become a national crisis over the last couple of years. NHLA LAUNCHES NEW YIELD STUDIES PROGRAM FOR SAWMILLS by DANA SPESSERT, NHLA Chief Inspector

HLA has always strived to provide the products/services needed by the hardwood industry. As we continue to evolve and find new ways to help our member companies succeed in a global economy, I am excited to reveal a new NHLA program Yield Studies for Sawmills. This program became possible with the hiring of a seasoned mill manager and NHLA Inspector Mark Bear. The Yield Studies Program is designed to assist mill managers and owners better value their raw materials, in this case, . . . the log. The Yield Study process is very involved; detailed measurements of the logs are taken throughout the sawing process. These measurements

are then analyzed for various numbers and then converted to value for the company. Companies that choose to join this program will have the ability to compare their results to the average of the other companies in the program. All data is confidential. The plan is to grow this program and to expand into other areas of the hardwood industry to assist companies in maximizing their profitability and to compete in the ever-growing competition for logs. RULES QUESTION I recently received a grading question about machine defects, a topic that I covered in a recent Rules Corner. The question was in regard to a vertical saw mark from end to end on an FAS board. The question, “Does a saw mark away from the edge of a board that is more than half the length of the board eliminate it from FAS or F1F?” This is an interesting question and I am sure for anyone who has ever worked around a vertical edger that is in line with the head saw can attest. The answer to this question, lies on page 14, paragraph 57 of the NHLA Rules Book under the topic of wane limitation for FAS and F1F. “Wane shall not exceed on either edge of the piece over one-half the length in the aggregate.” On page 16, paragraph 64, the Rule states: “The total length of wane on either edge cannot exceed 1/2 the length.” As it is stated in both the FAS and F1F Rules, the wane is considered for length when it is on the edge of the board and not in the interior. It is possible to have saw marks extending the full length of the board and the board still meet the requirements. WHERE ARE THEY NOW? NATHAN HASCHER, 119th CLASS WHAT IS YOUR FONDEST MEMORY FROM CLASS? My fondest memory from class was watching my father, Rich Hascher teach students a skill that would carry them throughout their entire career. Growing up the son of a lumber inspector, I never really understood what my father did for a living. But seeing his passion for the lumber industry as well as his desire to enrich each student’s life first hand, gave me a whole new respect for him and understanding of what he does. Now every time we talk we can’t seem to have a conversation that doesn’t involve the lumber industry. That’s something we will always have in common. HOW DID THE CLASS FURTHER YOUR CAREER? After graduating from the Inspector Training School, I immediately entered the lumber industry with a tremendous leg up. Having the ability to inspect and grade lumber suddenly opened the doors of opportunities and career advancements. From yard management to sales to even purchasing, I was able to utilize what I learned at the School to enhance the other positions I held in the industry. Lumber grading was where it all began. WHAT IS YOUR CURRENT OCCUPATION? I am currently employed by UCS Global a division of Sierra Forest Products. My position involves the sales of domestic and imported hardwoods as well as West Coast softwoods. The position has provided me the opportunity to communicate and network with lumber industry people from around the world as well as expanding my knowledge of wood species on a global scale. The position is fun, exciting and always a challenge.
