Clinical Executive or Commissioning College Process and Plan for the day This afternoon David Anderson introduced the programme explaining that it has been organized as a result of the actions from the PBC day at Gomersal Park. Initially 4 works streams had been established but when the lead group met these were aligned. The purpose of the afternoon is to : • • •

look at the whether or not to establish a commissioning college, what its function would be and the longer term impact on the PEC and the Commissioning Group.

The PBC role within the Commissioning Cycle .

Using a web-based communication tool for those involved in the commissioning cycle.

Mixed groups met to agree the function of the commissioning college. Comments received are listed below: • • • • • • • • •

Place to share ideas Conduit for HITs to feed into (share information – not about accountability) Strengthen commitment and clinical view Involvement in picking up strategic vision of the organization Challenge to organization on strategic priorities – why and are they right.

Ensuring infrastructure is established to support a range of providers.

Try and identify gaps ; function to strengthen the clinical view and commissioning.

Common understanding and priority setting We need to ensure our partner organizations are engaged.

General discussion took place on the size of the commissioning college. It was felt that a larger group would be preferable but attaining full membership at all times would be very difficult to sustain.

It has evolved that some of the role of the PEC is mirrored with the suggested role of the Commissioning College.

We need to have a collegiate approach • •

What is the function of the college How does this fit in with the other groups

Agreed Proposals from this meeting: • The core roles need to be given in where they are to be picked up • Phased approach of disbanding the Commissioning Form • We would need to look at the procedures behind being able to put these into place Margaret Watt advised the group that the format of the cycle fits in with the local authority cycle.

Identify key steps Engage wider non medical members (balance) Ensure roles and responsibilities of the groups feed into the joint commissioning in PBC.

Dr Aggarwal raised concerns for the strong need of the group to -2-

determine the function and language of the group.

Following Jan’s presentation on the commissioning cycle, discussion took place and the group felt that a joint approach would be required.

Judith advised of the need to be PBC focused to ensure that we are working in partnership. .

Judith Hooper advised the group of the priorities the PCT have to deliver, what the commissioners have to deliver, the JSNA requirements and we need to work on how these fit in with the cycle.

Action: • the cycle needs to be further populated and further discussion required.

• Peter advised that the DoH will identify gap analysis and we have to have a plan in delivery of this.
