New criteria for parents to qualify for early education for two-year-olds From September, changes to national criteria means more parents/carers and guardians may be entitled to free early education for two-year-olds.

Hull City Council is urging parents/carers and guardians to apply and see if the changes will now mean they will qualify. Councillor Rose Nicola, Portfolio Holder for Learning, Skills and Safeguarding Children, said: “This is great news. It’s well known that good quality early education provides children with the best start in life.

“I am absolutely determined to ensure that we provide as many two-year-old children in Hull as possible with a nursery place starting this September.

“Good quality early education is an invaluable springboard to a bright future.

“Since we are offering so many Hull families a free place, this really is a no brainer: apply now!”

 From September 1, parents/carers and guardians may be eligible for the two-year old early education entitlement if they are in receipt of any of the following: • Income Support • Income based Job Seekers Allowance (JSA) • Income related Employment and Support Allowance (ESA)

Support by Pt.6 of the Immigration & Asylum Act The guaranteed element of the State Pension Credit Child Tax Credit (but not working Tax Credit) and have an annual income under £16,190 The Working Tax Credit 4 week run on (the payment you get when you stop qualifying for Working Tax Credit) You get Working Tax Credit and earn under £16,190

Children are also eligible for a place if: They have a current Statement of Special Educational Need (SEN) or from September an Education, Health and Care Plan They get Disability Living Allowance They have been adopted from local authority care They have left care under a Special Guardianship Order, Child Arrangement or Residence Order

Children accessing a two-year-old place prior to the new eligibility criteria will continue to be funded until transition to their three and four year old 15-hour entitlement. Want to buy-to-let? Three things you need to consider... Buy-to-let mortgages might sound like a good way to make money, but they can be more expensive and risky than a standard house purchase - plus there are other expenses to bear in mind. And even if you’ve already calculated you can afford the risk, there are some things you need to know. New HSBC research shows rental properties in Southampton are yielding 8.73% gross which is the amount you receive a year in rent expressed as a percentage of the property’s value. Manchester, Nottingham, Blackpool and here in Hull are the next best for returns. Meanwhile Brighton and Reading have the fastest growing returns as rental prices rise there. They’re lower in London as house prices have risen faster than rents. Is buy-to-let is right for you. It can be difficult to get one. You’ll struggle to get a buy-to-let mortgage if you don’t already own your own home, whether outright or with an outstanding mortgage. And you are likely to find it hard to get a buy-to-let mortgage unless you earn at least £25,000 a year.

You’ll also need good credit and be able to finish the mortgage by the time you are 70. They’re not subject to the new mortgage rules. Unlike buying a home to live in, the mortgage will be treated as a commercial loan, and as such it’s unregulated. That means you won’t necessarily go through the same affordability tests. Instead it will be based around your rental income although some lenders will look at what you can afford based on income to check you can still make the payments when the property is empty. The rental income will need to be verified by a surveyor and it will typically need to be 25% higher than the mortgage payment. So if your monthly payment is £1000, the rent you charge needs to be at least £1,250. Don’t forget the additional costs It’s not just a solicitor you need to account for. You may have fees for letting agents, maintenance costs, special landlord and rent insurances and even capital gains taxes when you sell. Plus the property could be empty between tenants. There are also many other costs that come with any house purchase. Recent research revealed that 55% found the total bill for buying a home more than they expected.

Withdrawal of Mobile Library Service Take part in Conversation Cafe Hull City Council’s Mobile Library service made its final stop on Saturday August 30.

The decision to decommission the mobile library service was agreed at Full Council in February and following a thorough consultation process earlier in the year. Items that have been borrowed from the library can be returned to any library across the city. Councillor Terry Geraghty, Portfolio Holder for Culture, Leisure, Events and Public Well-being, said: “The Mobile library has provided a library service in Hull since 2006. Due to reductions in Government funding we have had to make the difficult decision to stop this service. “We are aware that some people may find it difficult to use other library services, so library managers are working with community venues to set up alternative collections in some areas. As an alternative to the Mobile Library, Hull City Council’s libraries team are working with community venues across the city to establish a community collections service. These will include a small collection of books that can be borrowed, with a valid library card. These are expected to be available in the coming months. For some customers, the elderly or those with disabilities, who are unable to travel to a nearby library, the Housebound service, Library Link may be an alternative way of using the service. Hull City Council’s library team is piloting three Conversation Cafe events at Hull Central Library.

People are invited to join in and take part in the fun and friendly environment. The sessions hope to improve their English language skills at a number of free, friendly and informal English for Speakers of Other Languages (ESOL) sessions. They will take place on Tuesday September 9, 16 and 23 between 5.30 and 6.30pm.

The informal sessions are available for anyone whose first language is not English and would like to improve their language skills to assist with living, working and studying in the UK.

One in 11 people, or 4.5 million British adults, have less than £10 a month left over once they have paid their essential bills, research from thinkmoney has found. With many households struggling to make ends meet, the findings from budgeting account provider thinkmoney reveal the worryingly small amounts of disposable income people have left once they’ve met all their financial commitments. Of the 2,149 people polled, one in four said they had less than £50 a month to spend after bills. Across the UK, the average monthly disposable income was £224.50. However, there was a wide gender difference with men reporting having disposable incomes averaging £272.50, while women saying their income was £190.20. Young people reported having the least disposable income, with 18-24 year-olds averaging £174.20 – some 22% below the overall UK average. Almost one in three people in this age group have less than £50 a month to spend after bills.

By contrast, the wealthiest in terms of post-bills spending money are people over 65, with an average of £269.50 a month available to spend. The amount of disposable income also varies depending on where people live. It is highest in London, at an average of £261, and the South East, at £244. People in the North East and Wales have the lowest disposable incomes, at £199 and £181 respectively. Worryingly, one in six people questioned in Wales said they had less than £10 a month to spend after bills. “It’s stressful not knowing if you will have enough money to pay the bills and afford added extras each month,” said Ian Williams, director of communications at thinkmoney.

Freedom Festival Fun A record crowd of over 115,000 attended this years Freedom Festival and enjoyed the wide range of attractions on offer once again at ‘the best free festival in the country’. The attractions ranged from street art and poetry to the best up and coming musicians in the region, Roland Gift to dancers with shopping trolleys, the fire garden and light trails to performances in sheds plus the quality dance, Jazz and comedy stages. There were so many things to do that you cannot physically see everything and yet some of the quirkiest things had the most impact such as the Oom-pah Band in a miniture campervan (below) or the old pianos scattered around the city centre. How many people had a play on the keyboards? They were there more for our amusement rather than to discover unsigned talents.

Other highlights were ‘Spark!’ the illuminated drummers who paraded along the Long Walk to Freedom Trail on the Friday evening, the ‘Spellbound performance in Humber Quays on Saturday and the ‘World of Colour procession’ on Sunday afternoon. For many the highlights were the great bands on the Bridge stage such as Counting Coins, Mother, Bud Sugar, Ming City Rockers, Mighty and the Moon and The Hillbilly Troupe (below). Hopefully by 2017 City of Culture some of these may be signed acts and attracting big crowds all over the country as well.

Weddings: How to cut the cost of getting married Don’t let your dream day drag you into debt. The average wedding costs around £18,000, but couples can still celebrate in style without breaking the bank. Typically, the most expensive costs are the honeymoon, averaging £3,580 according to research from insurer Sheilas’ Wheels, followed by food and drink, typically costing £2,770 and the venue at around £2,160. The expense of saying “I do” forces nearly one in five couples to borrow the money towards getting married, according to research by the Debt Advisory Centre. Yet nearly half of those who borrowed to pay for their wedding regretted running up the debts. Follow our top tips for a fairy tale wedding that doesn’t leave nightmare bills. Work out what you can afford By saving up the money to cover your big day, you can avoid both interest costs from loans or credit cards, and arguments about money worries. Balance your budget Wedding costs can easily spiral out of control, once you add clothes, rings, entertainment, photography, favours, invitations and flowers to the venue, food, drink and honeymoon. Focus your budget on what is most important to you. The most popular ways of cutting the cost of a wedding, according to research by HSBC, are cutting guest numbers (45%), choosing a cheaper reception venue (29%) and reducing the cost of the honeymoon (26%).

Vet the venue Rather than heading for the nearest hotel, check out local church halls, sports clubs and village halls. Barbecues, buffets and hog roasts can all help cut the cost of catering for a crowd. Alternatively, choose an unusual day. Venues are often cheaper if you are getting married on a Friday or Sunday, and cheaper still if you book midweek. Winter weddings tend to be less expensive than peak summer ones. You may also be able to negotiate discounts with photographers, florists, DJs and caterers, at less popular times of year. Get hitched overseas Many couples opt to get married abroad, in search of sunshine and a cheaper ceremony. The drawback is that attending the wedding will be more expensive for your guests, so some of your nearest and dearest may not be able to join you. The average cost of attending a wedding abroad is £564 compared to £247 for being a guest at a wedding in the UK, according to calculations by price comparison site Confused.com. Ask your family and friends to help See if talented family and friends can help out, potentially as an alternative to a wedding present. Could they make the wedding cake, or ice a supermarket version? Is anyone willing to make dresses for the bridesmaids? Do you have friends who could wield a video camera, help decorate the reception room, make favours or put together a playlist? Look a million dollars for far less You do not have to spend a fortune if you search for a wedding dress in sample sales, vintage shops or high street stores such as Monsoon, Coast, Debenhams or BHS. Oxfam has 11 specialist bridal departments selling excatwalk and pre-owned wedding dresses. You also can find second-hand and never worn dresses from websites like eBay, Gumtree and specialist wedding dress websites. Help with the honeymoon If you already have plenty of toasters and towels, you might consider asking guests for contributions towards your honeymoon rather than traditional wedding presents. Protect against the unexpected The best-laid plans can go wrong if, for example, the rings are lost, or the reception venue goes bust. Paying for wedding insurance can stop your dream day turning into a financial disaster, with policies from less than £50.

Weddings – The Cost At a time in life when many young couples are still trying to repay university debt, find a deposit for a home and maybe think about starting a family, it’s customary to spend thousands and thousands of pounds on a really big party and buy dinner for almost everyone they know.

Or in other words – have a wedding. With the average do coming in at £24,716, according to Brides magazine, most couples no longer expect the bride’s parents to pay for the whole thing.

It’s increasingly common to see invitations from the bride and groom ‘together with our families’ so clearly many people are sharing the cost. But who pays what, and how does anyone afford a wedding?

But her whole family got behind the event, with her grandmother paying £250 for the church, her brother stumping up £150 for the DJ, and her aunt and uncle finding £500 for a string quartet. A friend paid the £50 hairdresser fee but that left £6,415 for the young couple to find.

They paid for the registrar, invitations, suits and other costs out of their savings; swallowing up £3,745. But that didn’t leave enough for their flights home (they lived abroad), a £1,200 photographer, a wedding car and a range of other small costs, so they hit their credit card for an additional £2,670.

Claire and Kevin’s wedding

When Claire and Kevin tied the knot, they were lucky enough to have parents ready to help with the majority of the cost. But with the cost of their wedding reaching more than £24,500, they still had to rely on savings, credit and even friends to pay for their big day.

 Claire explains: “My mum and dad were amazing; they paid the £16,000 bill for the wedding package at the hotel, £800 for my dress and £400 for the bridesmaids. So that

“It was an amazing day,” says Claire. “Really a dream wedding, I loved every minute. But looking back it does seem a bit of a waste to blow that much money on one day. My sister got married in Thailand for about £4,000 and that was amazing.”

 How do most people pay for their wedding?

The website www.VoucherCodesPro.co.uk surveyed more than 1,750 people who’d been married in the last six months to find out how they paid for the big day. The majority of couples paid for it entirely by themselves or split the costs with their parents, and just a very small number enjoyed a wedding entirely paid for by their in-laws.

How do you save enough?

 So 82% of couples expect to pay for at least part of their wedding themselves, but how are they paying for it? Nearly a fifth are using loans or credit cards, but many people meet the cost out of their salaries and savings.

 Michelle Kelly, a creative designer at wedding planning firm Pocketful of Dreams, offeres the following tips on saving up for the big day. Her big tip is to set a budget before you do anything else: “Work out what you want to spend to give you a target budget and then start shopping around to get an idea of what things actually cost. 

“Making a list of everything that you need to cover will give you a realistic budget to start with, but do then add 10% for contingency. Trust me you’ll be glad you did and at the end if you don’t go over budget you have a nice little savings pot for things like your honeymoon.”

Interestingly, research from MyVoucherCodes.co.uk found that 30% of married couples-to-be said they expected their friends and other wedding guests to gift them with cash, suggesting savvy brides and grooms are avoiding wedding debt with a little help from their friends. 

 That’s not necessarily a bad idea when you learn that nearly half of all couples who get into debt to pay for their wedding later regret it, according to research carried out by the Debt Advisory Centre. 

 It found that 18.9% of newly-weds borrowed money to pay for part or all of their special day. While 53% of those who used credit said it was worth every penny, a third wished they had borrowed less and 14% said they wished they hadn’t borrowed any money at all.

She also suggests opening a savings account just for your wedding and asking family to donate to that rather than buying Christmas or birthday presents, adding: “Don’t even think about holidays until you’ve reached your target.”

Trees, shrubs and climbers Plant Trees (including fruit trees), hedges, shrubs and climbers, ensure they are well watered and check regularly to see they do not become loose. Firm in well, but beware over firming as this will drive out air from the soil and can be even more damaging than loose planting. Stake new plants if necessary to hold them firm against autumn winds. Move conifers, evergreens and deciduous hedges Move conifers, evergreens and hedges, digging in lots of organic matter around them. Water regularly, feed them in springtime with an organic fertiliser and if you live in an exposed or windy spot, stake them and protect with a windbreak of plastic mesh or something similar for the first year. Planting and moving any plant is far less traumatic for it whilst the soil is still warm. Dig as large a root ball as you can and wrap in hessian to move it with minimum disturbance. Ensure the new hole is large enough for the roots not to be squashed and the same depth as before. Remove the hessian gently, firm in the soil well with your feet as you fill the hole and water generously. Prune tall shrubs Prune tall shrubs such as lavatera and buddleja by about half to protect them against wind rock. Trim conifers again if necessary, making sure you do not cut into the old wood. Roses Remove any diseased, spindly, old and unproductive stems and remember to burn any diseased material. Tie new shoots onto some form of support to prevent their thrashing about in autumn winds.

Lavender Trim back lavender bushes if you haven’t already done so. Lawns Rule one - keep off when sodden! Established lawns - whilst the grass is still growing keep mowing once a fortnight with the blades on high for the final few cuts. If you haven’t had time, carry out your autumn lawn care programme - scarify (rake out the old dead grass and moss) by hand (hard work!) or with a machine, spike to improve drainage again either by hand with a garden fork or with a machine, add a top dressing of soil/sand/compost mixed according to your soil type (ask for advice at your garden centre) and feed with autumn weed and moss killer. This lownitrogen preparation strengthens grass for winter; do not use spring lawn feed as this encourages grass to grow and it may not survive the cold. After all this your lawn will look dreadful, but fear not, it will benefit enormously from the regime. Repair bumps, hollows, bald patches and broken edges too.

Gardening New lawns October is the last chance for sowing grass seed and just about the best time for laying turf. Good preparation is vital for either: remove weeds and stones, dig over thoroughly, adding organic matter and fertiliser, rake smooth, firm by walking up and down and rake again at right angles, repeating the raking and firming process until the area is flat and the surface is a fine crumb texture. Sow seed according to the packet instructions and lay turf in a brick pattern so no joints are in line. Butt the turves together as tightly as you can and fill any gaps with sieved soil. Water well and keep off for 4 to 5 weeks. Perennials Plant new ones - while the soil is still relatively moist and warm, plant hardy perennials so their roots have a chance to become established before winter and do ensure you choose plants that are appropriate for your soil type! Divide large ones such as daylilies and peonies once they have finished flowering. Cut them back and divide large clumps by lifting carefully and separating down the centre with 2 forks back to back. Replant with plenty of organic matter and water generously. Remember some perennials, such as peonies, do not take kindly to being disturbed so tread carefully! Late flowering perennials such as asters are best left until spring for dividing. Cut back those that have died down - do not cut back the less hardy perennials such as penstemoms and hardy fuchsias - leave until they begin to shoot from the base in spring. Lift and bring tender perennials inside before frosts cause any damage. Support tall flowers - autumn can be windy so make sure any tall flowers are supported. Collect seed heads - collect seed heads from perennials, alpines, trees and shrubs. Growing plants from seeds you have collected is fantastically rewarding,

but be vigilant; seed heads have a nasty habit of ripening and popping whilst your back is turned. Collect when nearly ripe - just as they are turning brown. Snip them off, put them in a paper bag, label and hang somewhere cool, dark and dry. Protect alpines from the wet and clear leaves from around them - leaves left around alpines will encourage disease, so clear dead leaves regularly. Whilst alpines, not surprisingly, don’t mind the cold, they do object to excessive wetness, so you may need to put an open ended cloche or something similar over your plants if you have a particularly wet spell of weather. Pots, containers and hanging baskets Be ruthless and turf out summer bedding even if it is still looking good - this will give winter and spring bedding a chance to get roots well down whilst there is still some warmth in the soil. Pansies are more likely to flower through the winter if they are well established before winter temperatures slow them down. Plant winter bedding and spring bulbs in your pots, containers and hanging baskets now. Winter colour comes in all shapes and sizes; hardy cyclamen and heathers, dwarf conifers, variegated box, winter pansies, violas and trailing ivies all make wonderful displays. Our favourite combinations include dwarf conifers, bedding, evergreens and winter flowering heathers, with ivies to trail over the edge and a few clusters of bulbs for extra colour in the spring. Try heather, cyclamen and variegated ivy for a stunning look! Stop feeding permanent plants and move any tender plants under cover before the cold sets in (if possible allow them to dry out partially before lifting them). It’s important to lift containers that will be left outside over the winter onto pot feet - both for good drainage and to protect against frost damage. Winter and spring flowering bedding Replace summer bedding with winter and spring bedding. Plant out violas, wallflowers and primulas now for cheery colour in the coming months (‘minicyclamen’ too if you are somewhere relatively mild - bear in mind that unlike hardy cyclamen, which are different people altogether, they do not like heavy frost). Clear old summer bedding, incorporate some organic matter into the soil and plant the newcomers in drifts for stunning effect. Remember not to grow wallflowers and ornamental cabbages in the same spot two year running; they are brassicas and need rotation to avoid the root disease ‘clubfoot’, which is not only infectious, but persists in the soil.

Residents could save money with Energy Switch

Due to the success of previous rounds of the collective Energy Switch scheme, Hull City Council is again encouraging residents to sign up to the latest round. 

By joining the fourth round of the UK’s largest collective energy switching scheme residents in Hull could save an average £144 a year on their fuel bills, particularly if residents have not switched recently. 

Over 84 per cent of the 5,000 residents who participated in the previous rounds received cheaper energy offers. Residents can now sign up to the collective switching scheme for gas and electricity up to and including Monday 13 October 2014. An auction will then take place with energy providers on Tuesday 14 October 2014. Around Friday 24 October, residents will receive an offer by email if they registered online and via post if they registered offline. The offer is calculated based on energy usage; only then do residents need to decide whether they wish to accept the winning energy supplier’s offer. Residents will have until Monday 24 November to accept the offer. The scheme will enable every household in Hull, and from other communities in the UK, to join together and buy their energy together, at a cheaper rate. The national average savings for residents is £177 a year. Councillor Stephen Brady, Leader of Hull City Council, said: “This is the next round of the scheme and we would encourage people to sign-up and see how much they can save.” 

“If we purchase energy collectively, residents may get an event better deal than reviewing suppliers individually and that is why we are taking part in the latest collective energy switching scheme.”

“We have seen over 5,000 people take advantage of this popular scheme so far; seeing real benefits and helping residents make their money go further reducing fuel poverty which is part of Hull’s overall City Plan ambitions.” People who successfully switched and saved previously via the scheme are now finding their contracts coming to an end with their existing supplier. They can now re-register onto the scheme as, if they don’t switch, they risk missing a possibly cheaper deal. Residents on dual fuel, pre-paid metres and single fuel are eligible to register their details. THE IMPORTANCE OF PLANNING In my previous two columns we’ve talked about how to get motivated and how to stay motivated! Now is the time to start planning!

I can’t stress this enough. I know I’ve said it before - but I’ll say it again! Planning is the key! People spend more time planning their annual two week holiday than planning what to do with the rest of their lives. Where’s the sense in that? Just take a moment to think about it. Christmas will be here soon and no matter how much we may enjoy it, all the preparations can be stressful. However, if you start planning now, you’ll wonder why you’ve never done it before. What do you want to achieve before December 25th? Break everything down into bite size pieces and write a list. There are Christmas presents to buy for the children, extended family and friends. You might decide you want to lose half a stone to make sure you fit into your party outfit for the festive season. Are you going anywhere? Do you need to sort out travel arrangements? If you start your healthy eating and fitness campaign now, you will easily achieve your goal over the next few months. If you start buying presents now, instead of waiting until two

days before Christmas to start your Christmas shopping, just think how much more you will enjoy the run up to Christmas Day. You will also be able to spread the cost over a number of months rather than running up a huge credit card bill which you’ll still be paying off next year – plus interest! And if there’s something about Christmas you dread, like a visit to your Auntie Mabel who always criticises everything you do, start planning how to deal with it. You don’t have to be cruel, just take control and be firm. Many of us have hectic lives and the only way to enjoy yourself and make sure you achieve what you set out to do is by planning. New Hull Film Festival arrives in October

Hull Independent Cinema Project programmes long weekend of film fun

Hull Film Festival Pass giving access to seven events can be purchased for £20. The only event not included in the Pass is a special edition of the Fudge Film Club.

Hull Independent Cinema Project (HICP) is delighted to announce that the inaugural Hull Film Festival will take place from Thursday 2 October to Sunday 5 October 2014 in a number of venues across the city. The Festival is the next stage in HICP’s work developing new audiences for film to support its long-term goal of opening a new independent cinema in the city.

A summary of the programme is below:

This year’s Hull Film Festival is intended as a taster for a much larger event to be held in May 2015 and annually from then. The Festival is book-ended by HICP events that were already planned - a screening of Irish comedy Frank at Artlink on Thursday evening and an edition of the successful Cult Cinema Sunday film night at Fruit on Sunday - and adds new events on the Friday and Saturday to create what the organisation describes as “a long weekend of film fun”.

Thursday 2 October 7pm: Frank (15, 2014). Irish comedy loosely based on the 1980s music / art character Frank Sidebottom. Artlink, Princes Avenue. Tickets £4. BACK TO SCHOOL!

What already?!! Where did the 6 weeks go? They always loom up in front of us, endlessly stretching before us as we wonder how we’re going to manage the holidays - and then, before we know it, we’re looking over our shoulders wondering where the summer went. Now, we can just go back to juggling work, home and after-school activities instead of feeling guilty about enrolling the children in summer activities! But while parenting may feel like we’ve got too many balls in the air all at once, I don’t think there’s a single one of us who doesn’t love it. There’s just something wonderful about having children, the things they do that make you laugh and the things they say that are often so profound! And we have to remember all of those when they drive us insane!

LOOM CRAZY!

Talking of being crazy, it seems to me that loom bands came out of nowhere and I can’t see the craze dying out anytime soon. I had never heard of them and then, just a month or so before the summer holidays, everyone suddenly became obsessed by them. Even the Royals and other celebrities are getting in on the act. Prince William and Kate have been spotted wearing them, as have the likes of David Beckham and the One Direction lads. I, of course, have my own collection courtesy of my children – in a variety of colours to match whatever I happen to be wearing! I think they’re pretty great, don’t you? They’re so creative and it’s a complete distraction from “screen” time, except, of course, when they watch youtube videos to find out how to perfect new designs! Well, we can’t do without technology entirely, can we?!!

FED UP WITH COLD CALL MARKETING?

I don’t know about you but I get really tired of people ringing me up and texting me telling me I may be due some compensation for an accident I’ve had in the last 3 years (regardless of the fact that I’ve haven’t had an accident, thankfully) and or I could claim thousands of pounds back for mis-sold payment protection policies. I could give you more examples, but I haven’t got the room! I can’t remember the number of times I’ve asked to be removed from their call list. What’s really annoying me now is that they obviously know everyone’s sick of it so they think it’s acceptable to ring up, with an “Unknown” number, and play a RECORDED message about it all. Other than the fact that it’s really rude, it also means there’s no opportunity to ask them to take my name off their database. Anyway, if you’re as fed up with it as I am, you can try registering with the Telephone Preference Service which stops UK-based companies making unsolicited sales and marketing calls to TPS-registered phone numbers, even if the call centre is overseas. That’s what I’m going to do!
