National Capital Area Council, Boy Scouts of America National Capital Area Council (NCAC), BSA was organized in 1911. Today it is one of the largest Boy Scout councils in America. In 2012, NCAC served more than 56,000 youth and 21,000 registered adult volunteers. N C A C ’s t e r r i t o r y i n c l u d e s t h e D i s t r i c t o f C o l u m b i a a n d 1 6 counties in Maryland and Northern Virginia: Frederick, Montgomery, Prince George’s, Calvert, Charles and St. Mary’s counties in Maryland, and Arlington, Fairfax, Prince William, Loudoun, Fauquier, Spotsylvania, Caroline, King George, Stafford and Culpeper counties in Virginia, and the independent cities of Alexandria, Falls Church, Fairfax, Manassas, Manassas Park, and Fredericksburg. The area is divided into 22 districts and 1 Learning for Life Division. In 2013, NCAC merged with the US Virgin Islands Council to provide better support to the youth of both communities.

Co-Chair Stephen J. Caldeira President & CEO International Franchise Association Stephen J. Caldeira is President & CEO of the International Franchise Association, the world’s oldest and largest organization representing the franchising industry. Headquartered in Washington, DC, IFA works to protect, enhance and promote the U.S. franchise industry, which consists of 825,000 U.S. franchise businesses that create nearly 18 million jobs and $2.1 trillion of economic activity annually. As President & CEO, Mr. Caldeira works with the IFA board to set the direction for the organization’s strategic priorities: government relations and public policy, including the association’s political action committee, media relations, public relations, professional development programs and research initiatives. He represents the association and acts as its primary spokesperson and liaison to government, news media, members, prospective members, business and professional organizations, educational institutions and the public, both domestically and internationally. Mr. Caldeira has 30 years of government relations, political, communications, fundraising and professional development experience. Before joining IFA in June 2010, Mr. Caldeira served as the Executive Vice President of Global Communications & Chief Public Affairs Officer for Dunkin’ Brands, Inc., the $8 billion parent company of Dunkin’ Donuts and Baskin-Robbins. His corporate experience also includes serving as Vice President of Industry Relations for PepsiCo, Inc., where he was responsible for developing and sustaining PepsiCo’s presence and visibility across all business channels for the $65 billion parent corporation of Pepsi-Cola, Tropicana, Gatorade, Frito-Lay and Quaker Foods. While at PepsiCo, Mr. Caldeira helped co-found The Elliot Leadership Institute, a not-for-profit organization dedicated to the development and advancement of executives in the $632 billion foodservice industry, where he subsequently served as President & CEO. Mr. Caldeira has served on numerous boards and advisory councils, including the International Foodservice Manufacturers Association (IFMA), the Multicultural Foodservice & Hospitality Alliance (MFHA), and the Women’s Foodservice Forum (WFF). He presently serves on the U.S. Chamber of Commerce’s “Association Committee of 100” and is also a member of the Chamber’s Public Affairs Committee; the Board of Directors of the U.S. Travel Association where he serves as a member of the TravelPAC Advisory Board, the Board of Directors for the Small Business Legislative Council (SBLC); is the IFA Delegate to the World Franchise Council (WFC), where he is Chairman of the Strategic Planning Committee; is a member of the 2013 Restaurant Leadership Conference Advisory Council; is a member of the Society of Fellows at the Culinary Institute of America; is a member of the National Committee of Advisors for the Leon & Sylvia Panetta Institute for Public Policy at California State University—Monterey Bay; is a member of The Economic Club of Washington, D.C., and is also on the Board of Directors of the HealthStore Foundation, the parent company of the CFWShops franchise system in Kenya. Mr. Caldeira earned a BA in political science from Providence College and in 2007 he was awarded an Honorary Doctorate in Business Administration & Foodservice Management from Johnson & Wales University, where he currently serves as a Member of the Corporation. Mr. Caldeira lives in Potomac, Maryland.


Co-Chair Dexter E. Wood, Jr. SVP, Global Head – Development & Real Estate Finance Hilton Worldwide

Dexter Wood joined Hilton Worldwide in April 2009 as Global Head – Development & Real Estate Finance. In this role, he oversees the Feasibility & Investment Analysis team operating globally from the company’s offices in Washington, DC, Memphis, London and Singapore. This team is responsible for Hilton Worldwide’s investment underwriting and financial analyses relating to acquisitions and dispositions, real estate valuation, management and franchise contract valuation, impact analysis, capital investments, cash flow analysis and other feasibility-related projects. Dexter also leads a business analytics team focused on economic and industry trend analysis, operations benchmarking, business trend analysis and other analytical initiatives that support many areas of the company including development, asset management, finance, corporate strategy and investor relations. Before joining Hilton Worldwide, Dexter spent more than eight years as Senior Vice President – Feasibility & Strategic Analysis with Host Hotels & Resorts, Inc. Prior to his career at Host, Mr. Wood worked for prominent hospitality and real estate consulting firms including PricewaterhouseCoopers and HVS International. Mr. Wood has a Bachelor of Science degree from Cornell University’s School of Hospitality Management. He is a past President of the New York City Chapter of the Cornell Hotel Society; member of the Advisory Board for Cornell University’s Center for Real Estate and Finance and served on the Board of Directors of the Hospitality Asset Managers Association (HAMA). He is also an Executive Board Member of the National Capital Area Council of the Boy Scouts of America. Mr. Wood has authored articles for several industry publications, appeared on various news media as an industry analyst, lectured at Cornell University and New York University, and has served as an expert witness in several legal proceedings. Dexter and his wife Susan live in Northern Virginia with their three children, Madeleine, Claudia and Ethan.


Co-Chair Dawn Sweeney President and CEO National Restaurant Association

As President and CEO of the National Restaurant Association, Dawn Sweeney has been instrumental in focusing the mission of the Association through a unique, multi-year strategic plan, highlighting key areas of opportunity within the restaurant industry. The National Restaurant Association’s members include quick service, fast casual, managed foodservice, casual and fine dining – along with manufacturers, suppliers and distributors. The American restaurant industry is composed of nearly one million restaurant and foodservice outlets and over 13 million employees. Since taking the helm at the end of 2007, Sweeney has led the Association through a wide-range of policy issues, while offering services and products that promote the industry and helping individual operators and large multi-unit companies succeed. Sweeney has realigned the Association’s priorities and structure to strengthen its core operations, including consolidating its Foundation around a mission to develop a strong workforce and build the next generation of industry leaders. The National Restaurant Association Educational Foundation’s major goal is to educate students on the restaurant business through the ProStart program – running in high schools nationwide – and to provide educational scholarships. Sweeney has led the Association to several major legislative victories, including achieving federal legislation on menu-labeling, and has launched the first-of-its-kind children’s menu initiative – Kids LiveWell. Under her leadership, the Association’s annual trade show – the largest restaurant and hospitality industry trade show in the US – has seen growth both in revenue and impact. Before joining the National Restaurant Association, Sweeney was president and CEO of AARP Services, the wholly owned taxable subsidiary of AARP. She grew annual revenues from $175 million to $785 million during her tenure – serving 11 million AARP members annually. Her 25+ years of marketing, advocacy and policy experience also include leadership positions at the National Rural Electric Cooperative Association, a membership organization of consumer-owned electric utilities, and the International Dairy Foods Association, the trade association for the nation’s dairy foods industry, where she played a major role in the launch of the “milk moustache” advertising campaign. Sweeney has been named one of the perennial top association CEOs in the country for the past several years. She serves on the boards the U.S. Travel Association and the Women’s Foodservice Forum, and is an active member of the U.S. Chamber of Commerce’s Committee of 100, the International Women’s Forum, and the Committee of 200, an international network of female executives. She is also a charter member of Child Obesity 180, an initiative of private, public, non-profit and academic leaders committed to helping prevent childhood obesity through evidence-based initiatives. A native of Maine, she is a graduate of Colby College and earned her MBA at George Washington University. Sweeney lives in Northern Virginia with her husband and teenage son.


Scout Speaker Stephen Worley Lippincott Boy Scout, Westlake Troop 8 BSA Memorial Foundation Watch out; great things can happen when a young boy attends his older cousin’s Eagle Scout Court of Honor! Stephen Lippincott attended his cousin’s Court of Honor in 2004 and knew then that he wanted to join Scouts. He then joined Cub Scouts as a Webelos Scout with Pack 460 in Kensington, Maryland. Stephen had fun and worked hard, earned all 20 activity pins, and earned both his religious emblem and the Arrow of Light award in May 2005. Immediately after, Stephen crossed over into Boy Scouts, joined Troop 8 in Bethesda, Maryland, and jumped into all that Scouting had to offer. He went on many outings, earning the National Camping Award with 100 nights of camping; earned over 70 merit badges; attended summer camps; and served on staff at Cub Scout Day Camp numerous years – as “that nature guy” for four years, then later as the director of the handicraft station. While a Boy Scout, Stephen has biked the entire C&O canal, canoed, hiked, and participated in dozens of service projects. As a Boy Scout, Stephen gave back to Scouting, serving as den chief to two different dens in his former pack, earning the national Den Chief Service Award. Next as troop guide, Stephen was the “Pied Piper” of the troop, encouraging younger Scouts to stay in the Scouting program. It wasn’t unusual at all for Stephen to attend a pack meeting, wearing one of his wacky hats and a fake Tiger tail attached to his Scout belt. Stephen’s sense of humor and fun has encouraged the next generation of Scouts. In 2008, Stephen was elected into the Order of the Arrow, Scouting’s honor society. Again, he gave his time and talents, serving as a ceremonialist, ceremonies chief, chapter chief, and area chief. Stephen earned the rank of Eagle Scout in November 2009, and went on to earn three silver Palms. In 2011, he was granted Vigil Honor, the highest honor a Boy Scout can earn in the OA. Stephen was homeschooled and graduated from high school with honors from Cedar Brook Academy in June 2012. Currently a Montgomery Scholar in his second-year at Montgomery College, Stephen is pursuing public speaking, international relations or work in the legal arena. Current plans are to finish his Associate’s Degree at MC and transfer to a four-year university. In addition to his college studies, Stephen works with the youth group at Fairfax Church of Christ, is active in Boy Scouts and the Order of the Arrow, is a ceremonialist, and in his spare time enjoys swimming, biking, piano, chess and nature. He lives in the Kensington, Maryland, area with his family.


Honoree ROGER J. DOW PRESIDENT AND CEO U.S. Travel Association Roger Dow is president and CEO of the U.S. Travel Association, the national umbrella organization headquartered in Washington, DC that represents all segments of travel in America, an industry responsible for generating $1.9 trillion in economic output annually. Dow was instrumental in leading an industry-wide movement for creation of the Travel Promotion Act. This bi-partisan legislation, signed into law by President Obama in March 2010, established the nation’s first-ever communications and promotion program, known as Brand USA, which aims to increase international travel to the United States. Dow has served in his present position since 2005. Prior to joining U.S. Travel, Dow advanced through the ranks at Marriott International in a career that spanned 34 years, where he began as a summer lifeguard at the sixth Marriott hotel and rose to senior vice president of global and field sales, leading Marriott’s 10,000-person world-wide sales organization. His many accomplishments for the company included development of Marriott Rewards, the world’s leading frequent traveler program. Dow was honored with the 2013 Hospitality Sales and Marketing Association International Albert E. Koehl Lifetime Achievement Award and the 2013 APEX Award for Distinguished Service by Black Meetings & Tourism Magazine. He was also recognized by CEO Update as one of the Top CEOs in Associations 2012 out of more than 7,000 trade associations, and additionally, one of just 10 CEOs selected as the Top CEO. His peers named him Association Executive of the Year, an honor presented by Association Trends magazine, which reflected Dow’s success in unifying the travel industry and greatly increasing its effectiveness on Capitol Hill. He has also been named to the Convention Industry Council’s prestigious Hall of Leaders, was recognized by Meeting Professionals International (MPI) as one of the industry’s top leaders, was honored by the Destination and Travel Foundation with the Spirit of Hospitality Award, was selected by MeetingNews as one of the 25 most influential people in the meetings industry and has been honored by the American Society of Association Executives (ASAE) with its Academy of Leaders Award. In 2009 he was presented with an honorary degree from Johnson & Wales University (Doctor of Business Administration in Hospitality Management). He serves, or has served, on the Board of Directors of ASAE, PCMA, ASAE Foundation, MPI Foundation (Chairman), GWSAE, the Travel Institute and RE/MAX International, as well as the U.S. Chamber of Commerce’s Committee of 100 and on the Advisory Boards of Arizona State University’s Center for Services Leadership and the University of Richmond Robins School of Business. Dow served in the United States Army with the 101st Airborne Division in Vietnam, where he received the Bronze Star and other citations. A native of New Jersey, he earned a Bachelor of Science degree from Seton Hall University, where he was senior class president, captain of the varsity wrestling team and secretary of Tau Kappa Epsilon fraternity. He was named TKE alumnus of the year for 1991 and was presented with the award by President Ronald Reagan. In 2012, Dow was honored as Seton Hall University’s Most Distinguished Alumnus. Dow and his wife, Linda, reside in Bethesda, Maryland.
