In some cases, they’ve left the province ... and in order to recruit them back, we are going to have to be committed to the long term.” Manitoba Liberal leader Dougald Lamont also welcomed the issuing of the election writ on Monday, saying his party should serve as a viable third option for voters. “You don’t have to choose from the only two parties who think they are entitled to power because
that’s the way it’s been for so long,” he said in the Free Press. “Manitoba Liberals are here to offer, not just another option, but the progressive option in this election.” The Liberals haven’t formed a government since 1953. The next provincial election was initially scheduled for Oct. 6, 2020 through fixed-election date legislation, but Pallister moved the date forward by more than a year back in June, arguing that he didn’t want an election to distract from Manitoba’s 150th birthday celebrations. Pallister’s government is seeking a second term
after crushing the NDP in the 2016 election, winning 40 of 57 legislature seats, Manitoba’s largest majority in a century. This historic win extended as far north as Thompson, where Progressive Conservative candidate Kelly Bindle beat incumbent NDP MLA Steve Ashton, who had represented the electoral district since 1981. This time Bindle will be running against a fresh face in the form of NDP candidate Danielle Adams, who served as an assistant for the last decade to NDP MP Niki Ashton, who has represented first the Churchill riding and then
the Churchill-Keewatinook Aski riding since 2008 Bindle will also have to contend with recently redrawn Thompson electoral boundaries that now include Churchill, Gillam, Nelson House and communities along the Hudson Bay Railway. Thompson residents will get a chance to see these two candidates face off in person during a Sept. 4 debate from 7 p.m. to 9 p.m. at the Ma-Mow-We-Tak Friendship Centre. The Liberals and the Green party do not have candidates in Thompson as of Aug. 14. The deadline for candidate nominations is Aug. 26 at 1 p.m.

The first reading of a zoning bylaw amendment that would allow mobile signs to be placed on city land was unanimously supported by Thompson city council at their Aug. 12 meeting. Currently, businesses are only allowed to put mobile signs on their own property for advertising purposes. City manager Anthony McInnis said Monday that the municipal government
has been approached by many local business owners, including some members of the Thompson Chamber of Commerce, who say the current zoning bylaw is too restrictive. Director of development services Harkamaljeet Singh Gill recommended in an Aug. 9 memo that council approve a zoning bylaw amendment that would allow businesses to advertise in specific areas designated by the city.
These advertising zones include the northern and southern entrances to the city, as well as stretches of road on Thompson Drive near the Days Inn and R.D. Parker Collegiate, respectively. The proposed bylaw amendment only allows for two signs in every advertising zone to help prevent visual clutter, although McInnis said this could be extended to three signs per zone if approved by a city
development officer. McInnis also pointed out that the message on each sign must be cleared by the city beforehand. This bylaw amendment will be subject to a Sept. 16 public hearing at City Hall at 7 p.m. before council can proceed to a second and third reading. hour stretch between Juniper Park and Highland Tower around midnight and witnessed the man falling. He was transported to Thompson General Hospital with non-life-threatening injuries.

Semi-truck driver arrested at 9 a.m. Aug. 8 with blood-alcohol level over twice the legal limit A call about a possible impaired driver resulted in Thompson RCMP arresting an man behind the wheel of an idling semi-truck with a blood-alcohol concentration two times the legal limit Aug. 8. The driver, a 23-year-old from Thompson, was arrested in the parking lot of the Burntwood Hotel around 9 a.m. and provided breath samples more than twice the legal blood-alcohol limit of .08. He was released to appear in court at a later date. Less than 12 hours earlier, patrolling RCMP officers saw a vehicle leave the Thompson Inn beer vendor at high speed and pulled it over to administer a road-
side alcohol screening on the 30-year-old male driver from Thompson. He failed the test and was arrested for impaired driving. Breath
samples obtained afterwards showed he was over the legal limit and he was released to appear in court at a later date.

St. Theresa Point paddler earns bronze medal in war canoe event at 2019 Western Canada Summer Games The only Northern Manitoba athlete competing in the first phase of the Western Canada Summer Games in Swift Current, Saskatchewan captured a bronze medal as part of the 500-metre mixed war canoe team Aug. 13. Mario Flett, 15, from St, Theresa Point, was a member of the Manitoba contingent, which placed third in the event behind Alberta and Saskatchewan, the only other competitors. The difference between first place and third was less than five seconds. Flett previously competed in the male two-person kayak 500-metre race with Owen Gaunt, finishing sixth in the finals on Aug. 11. He also entered the male two-person kayak 1,000-metre event with Devon Hopwood but the pair did not advance to the finals after failing to finish their preliminary round heat. Four Northern Manitobans are competing during the second phase of the games, including Sheldin Howard of Thompson in discus and shot put, as well as Cross Lake wrestlers Heidi Halcrow, Kassia Ross and Michelle Omand, who all competed at the 2018 Manitoba Winter Games in Thompson. Team Manitoba has more than 300 athletes aged 13-20 participating in 19 sports facing competitors from Alberta, Saskatchewan, Northwest Territories, Yukon and Nunavut at the games, which run until Aug. 18.

The current MLA for Flin Flon, Tom Lindsey, hosted a pancake breakfast at the United Steelworkers [USW] Local 7106 offices on Main Street July 20. The NDP candidate is gearing up his campaign to be re-elected Sept. 10. “A person in Winnipeg can cover their constituency in the course of an evening,” he said. “Logistically, it’s $6,000 to fly to Tadoule Lake for a couple hours. It takes a couple of days drive to Lynn Lake to spend some time there, and then drive back. It’s time, it’s money, but those people are as entitled to representation the same as a person from Flin Flon. Now that the riding has expanded to include Cross Lake, Norway House, it just makes it that much more of a challenge to get there, but again, it’s important to get there.” Another issue facing candidates in the provincial election is the planned October federal election. Lindsey said it’s putting a strain on the plans for his campaign. “I work well with Niki

[Ashton], our federal MP,” Lindsey said. “So normally, I help with her campaigns, and she would help with mine. But now, we’re both campaigning at the same time. It adds another level of complexity, particularly when you talk to people.” It’s not just money and attention provincial candidates are competing with their federal counterparts for. It’s also volunteers. “They’re going to get turned out, because there’s so many elections going on all at the same time,” Lindsey said of his volunteers. “Just making sure that you have people to go knock on doors, people to put signs up people to do this, people to do that - It’s going to be more of a challenge. But we’re up for it.” A Wilfrid Laurier and McGill University 2015 study examined what is rapidly becoming a prominent issue in politics across North America. “Our results show a clear division according to place of residence, even after controlling for a host of individual-level characteristics,”
the study’s abstract reads. “We argue that recognition of this rural-suburban-urban division is an important and often overlooked aspect of understanding Canadian political preferences and political behaviour more generally.” Lindsey said he sees those kind of results in Manitoba. “I think you’re going to see that trend really pick up this election,” he said of the urban-rural divide. “The North has been NDP almost 50 years ... So I think there is a split between the rural, the inner city, and the North. It does make a complex challenge for a party to win all those different constituencies.” Lindsey linked issues in the bigger constituencies in Manitoba to issues facing northern ridings. “Just winning the North isn’t going to win elections,” he said. “So you need to focus on things that are happening in Winnipeg, and a lot of those things that happen in Winnipeg, because it is the major city in Manitoba, affect people in the North.” Lindsey pointed to poten-

We lost one northern constituency. In northern Saskatchewan, I think they allow a 25 per cent variance. Northern Ontario did some things recognizing the challenges they had that allowed a variance in the numbers. Flin Flon will have at least four candidates to choose from during the upcoming provincial election. Saara Murnick, who ran for the Manitoba Green Party in 2011 and the federal Green Party in 2008, will be on the ballot for the Manitoba Greens this year. Murnick joins incumbent Tom Lindsey from the NDP, Progressive Conservative Theresa Wride and the Manitoba Liberal Party’s James Lindsay as candidates for the Flin Flon riding. Murnick said she decided to run so residents had more options at the ballot box.
“People need more than two options,” she said in an interview before Lindsay’s nomination. “I’m not running against Tom [Lindsey] or Theresa [Wride], per se. I’m running because last election, less than 35 per cent even bothered to vote. Less than 3,400 people voted in our riding. It’s ridiculous. Voter apathy is huge. I figured if there’s only two choices, a lot of people are going to put up their hands and go ‘not this time, I’m not even gonna bother.’ IfPage people 10 want to vote NDP, if they’ve always voted NDP, that’s great – go vote. I’m happy you’re voting. If people want to vote for Theresa, she’s a great lady, but a lot of people are not interested in voting Conservative … Not having somebody to vote for was a bigger issue for me.” Murnick said she was energized by the Greens when she was a voter and drawn to their member-driven policies. “As soon as it became a possibility to vote Green, that was my thing,” she said. “Their platform really struck me as very hopeful and very grassroots. They are not like every other party where, the people at the top decide what’s going to happen. The federal riding which includes Flin Flon, Churchill-Keewatinook Aski, was found to have a 64 per cent child poverty rate by anti-poverty organization Campaign 2000, using 2016 census data. The average rate across Canada was only 17 per cent. “Our federal riding has the highest poverty rate in the country rate for childhood,” Murnick said. “I think that in our three ridings up here, that guaranteed annual income means even more to people then it would anywhere else in the province.” Murnick is also aware of the challenges running in a minor party can bring. When she ran in the 2011 provincial election, she spent no money on her campaign. The three major parties each spent over $10,000 on their campaigns. Murnick expects a similar situation this time around. “This is me running because I feel like I should. It’s not like there’s a big machine behind me, generating income. It’s just me. I will do what I can, I will get out as much as I can.” Murnick is planning on attending the debate at Flin Flon City Hall Aug. 26 alongside the other candidates. Museum hosting musical matinee The Heritage North Museum is hosting an hour-long musical showcase Aug. 17 at the Hazel Hopkins Gallery. This inaugural event, titled “Music at the Museum,” will feature Art and Al Starling, Isabel Carter and Amy Caldwell performing acoustic sets. Even though Saturday’s event is free to attend, Heritage North Museum administration assistant Caldwell (who is also a production assistant at the Thompson Citizen and Nickel Belt News) said she and the museum’s executive director Tanna Teneycke came up with this idea as a way to potentially raise money in the future. “My hope is that if it goes well we can do more of them, maybe get some more people involved and make it an actual fundraiser,” said Caldwell. Saturday’s show is set to run from 2 p.m. to 3 p.m. Amy Caldwell will be performing in the inaugural Music at the Museum show Aug. 17 at the Heritage North Museum. Municipal operating funding support frozen since 2016 Continued from Page 4 understanding that: • establishes a multi-year partnership program to ensure long-term stable and predictable funding as a counterbalance to the current three-year operating funding freeze; • is tied to growth in Manitoba’s GDP as both an incentive and a recognition of municipal efforts and increasing costs to keep Manitoba growing; • includes a rebate of the PST paid by municipalities, consistent with the federal rebate of the GST; • moves to multi-year budgeting to assist with long-term planning and priority setting. The AMM believes these requests are modest, reason-
able and defendable, as partnering with municipalities to grow local communities and invest in public infrastructure will contribute to Manitoba’s economic development and help make Manitoba the most improved province in Canada. Since 2016, municipal operating funding support from the provincial government has remained frozen, thereby hindering economic development and opportunities for growth. This three-year freeze puts local governments further behind as they try to manage their infrastructure deficits and deliver public services expected by their residents. ceive less than 10 cents, but are responsible for more than 60 per cent of public infrastructure. Municipalities also pay more than $25 million in PST annually to the provincial government funds that should be staying in local communities where they can be invested more quickly to foster further growth and fix streets, roads and bridges.
To continue growing Manitoba, municipalities require long-term predictable funding, not only to keep up with current challenges, but also to address future ones. Being asked to do more with less does not recognize inflationary increases and limits economic development in local communities. That’s what Partners in Growth is all about - a new

The Northern Manitoba riding of Churchill-Keewatinook Aski is projected to be won by the NDP for the fourth straight federal election this October, but statistical modelling website 338canada.com says the party will capture a lower percentage of votes than it has in the previous two elections. 338canada.com predicted Aug. 11 that NDP
candidate and current MP Niki Ashton will take about 40 per cent of the votes in the riding, compared to about 32 per cent for Liberal candidate Judy Klassen, with 18.5 per cent going to the Conservative party, 7.3 per cent to the Green party and 1.2 per cent to the people’s party of Canada. Ashton has an 88 per cent chance of winning the election compared to 12 per cent for Klassen.
Ashton took about 45 per cent of the votes in 2015 and more than 51 per cent in 2011. Liberal candidate Rebecca Chartrand took about 42 per cent of the votes in 2015, up from only about 20 per cent for the Liberal candidate in 2011. Klassen was elected as Keewatinook MLA in Manitoba’s 2016 provincial election, defeating former NDP MLA Eric Robinson. She announced in April that she would be seeking the
federal nomination. The Churchill-Keewatinook Aski riding is 75 per cent Indigenous and many of its First Nations are accessible only by air or by winter roads. The median income of $16,606 is the lowest in Canada, and the median age of 26.3 is second-lowest. It has a child poverty rate of 64.2 per cent, the worst of any of Canada’s 338 federal ridings.

The 2018 addition of Churchill, Fox Lake Cree Nation, Gillam and Nelson House to the Thompson provincial electoral division, as well as the removal of Oxford House, could make the Sept. 10 election considerably closer than it was in 2016, when Kelly Bindle of the Progressive Conservatives ended NDP candidate Steve Ashton’s 35-year run as Thompson MLA by receiving 185 more votes. Assuming that turnout remains
the same and that everyone votes for the same party they did in 2016, adding those new communities to Thompson’s tallies and subtracting the votes from Oxford House would have meant a total of 1,823 votes for the PCs and 1,791 for the NDP, compared to the 2016 results of 1,712 for Bindle and 1,527 for Ashton. In 2016, Gillam voted overwhelmingly in favour of the NDP candidate, who captured 100 ballots there, compared to 54 for the PC candidate. In Nelson House, the NDP got the second-most votes, with 62, while the
PCs were third with 10 votes. Churchill also voted overwhelmingly for the NDP over the PCs, by a total of 204 to 45, while Fox Lake voters cast 15 ballots for the NDP and 4 for the PCs. The loss of Oxford House isn’t good news for the NDP however, since voters there favoured them over the PCs by a count of 101 to five. The 2016 election marked the first time since Progressive Conservative candidate Ken McMaster’s win in 1977 that the Thompson riding wasn’t won by the NDP.
