Company receiving $10 million to improve satellite internet access in five Northern Manitoba communities The Canadian Radio-television and Telecommunications Commission (CRTC) announced $9.9 million in funding Aug. 12 for a company trying to improve satellite internet speeds in five remote Northern Manitoba First Nations. Broadband Communications North is receiving the money to boost satellite internet in Brochet, Lac Brochet, Pukatawagan, Shamattawa and Tadoule Lake to a speed of 10 Mbps for downloading and one Mbps for uploading with unlimited data. The project could boost available internet access for nearly 900 households in the five communities and is expected to cost about $21 million over-

all. One of the conditions of receiving the funding is that the recipient must provide broadband internet access at the maximum price committed to in their application for at least five years. The CRTC said it expects this project to be an interim step, with Broadband Communications North planning to offer improved services in the future. About $62 million is also going to four other projects, two in Yukon and two in Northwest Territories. “The COVID-19 pandemic highlighted the critical need for reliable communications networks to navigate everyday life, as many Canadians were challenged by poor inter-

net connections,” said Ian Scott, CEO of the CRTC, which will provide up to $750 million over five years to projects improving internet access in underserved areas of Canada through the CRTC Broadband Fund. “Today’s announcement marks a key milestone toward closing the digital divide. This initial funding from the CRTC Broadband Fund will improve access in the North and have a positive impact on many communities. We recognize, however, that too many regions across the country are still underserved. The assessment of the applications we received following our second call for applications is a high priority.”

OpenMedia, a non-profit advocacy organization that works to keep the internet open, safe and surveillance-free, said the funding is great for those communities benefiting from it, but that northern Canada needs much more money for inter-

net infrastructure. “It is good to see that the CRTC is finally making some funding available to some rural communities,” said OpenMedia campaigns director Matt Hatfield. “But a real disappointment to see the first announcement

come in such a meagre and piecemeal approach. The government needs to provide a strategic plan that makes it clear how it plans to connect the entire country, not just make patchwork improvements here and there.”

Circuit court sittings resume after consultation between the provincial court and First Nations leadership Circuit courts in Manitoba First Nations have resumed after being suspended this spring as a result of the COVID-19 pandemic. Manitoba’s provincial court consulted First Nations that host circuit court sittings prior to their resumption to ensure that bringing judges and other members of the court into the communities would not increase their members’ risk of exposure to the novel coronavirus. “I continue to applaud our chiefs for their ongoing vigilance in combating the occurrence and transmission of COVID-19 within our First Nations, while maintaining and making available many of the day-to-day

services within public health guidelines and protocols,” said Assembly of Manitoba Chiefs (AMC) Grand Chief Arlen Dumas. “While safety is always of top priority going into the fall season, we know that there must be a balance struck in providing legal and judicial services in concert with the need of First Nations to continue their mitigation efforts against the global pandemic. I commend all of our leadership, more specifically Chief Marie Wood of St. Theresa Point who resumed the first circuit court sitting since the pandemic began, not only for her collaborative approach to the courts issue, but on her and all chiefs’ determination to

MKO bemoans Hydro rate hike for First Nations customers BY NICOLE WONG

LOCAL JOURNALISM INITIATIVE REPORTER, WINNIPEG SUN

Manitoba Keewatinowi Okimakanak (MKO) Inc. feels let down by Manitoba Hydro, which will jolt hydro rates by 6.5 per cent for many First Nations customers living on reserve starting Sept. 1. This will equate to a monthly raise of about $15 for the household hydro bill of people living in most First Nations communities under MKO. “Increasing rates for hydro amidst a pandemic is unacceptable. I am concerned the increase may end up being even more than $15 a month given the fact that people are being told to stay home and maintain physical distance in response to the pandemic,” said MKO

Grand Chief Garrison Settee in a press release. “Any increase will be a difficult burden for First Nations citizens. We absolutely do not want people to have to choose between purchasing food or turning the heat on in their homes.” The Public Utilities Board (PUB) directed Manitoba Hydro to create a First Nations On-Reserve Residential (FNORR) customer class as well as to freeze the hydro rates charged to

this customer class in 2018. Manitoba Hydro appealed this direction to the Manitoba Court of Appeal. In June, the court ruled against the creation of a FNORR customer class. Subsequent to the court’s decision, Manitoba Hydro filed a letter with the PUB stating that Manitoba Hydro planned to implement the Court’s decision by raising the rates charged to customers formerly in the FNORR. The PUB then held a brief written process. On Aug. 12, the PUB issued the Board Order 100-20. “We are pleased that the board order states that Hydro cannot increase the rates for people living in the First Nations reliant on diesel power without a diesel-specific rate application and a cost of ser-

vice study. This is one of the things MKO called for, and it is a direct result of our having advocated for this outcome in this process and the previous Hydro rate application,” said Settee. “The government of Manitoba must address these issues. I urge the province to develop a program to address energy poverty issues for residents living in Northern Manitoba.” A spokesperson for the Crown corporation told the Winnipeg Sun that the province is currently reviewing the PUB order and decisions have yet to be made regarding their next steps. “We acknowledge the concerns of increased electricity costs for many on-reserve customers. Northern Manitoba has now gone four months without any COVID-19 cases since three residents tested positive in early April. The Northern Regional Health Authority (NRHA) area has been COVIDfree since April 6 when the last case was classified as recovered. “We know we have been extremely fortunate with our COVID-19 numbers. We credit a combination of the vigilance and cooperation of our staff, our communities, our First Nation partners, band councils and the people of Northern Manitoba,” said NRHA CEO Helga Bryant Aug. 11. “We are not done with COVID-19 in the North and throughout the world. We have to remember that COVID-19 is part of our day-to-day reality. We can’t afford to be complacent. We have too much at stake. Our plans remain active, and we will continue to work with our citizens and all of our partners to keep the North safe,” she added. The three residents who tested positive, a male in his 50s, another male in his 30s and a female in her 20s, have all recovered and none of them required hospitalization. One was a resident of Flin Flon and the other two were residents of the Thompson area. “It is a relief that we have not had any cases, but I do not believe we should not let our guard down. The chances of getting the virus in the north are raised, considering the number of new cases starting in the province, so it is important that we keep our guard up at all times,” said Thompson Mayor Colleen Smook. There are 232 active cases in Manitoba with five hos-

pitalizations and three people in intensive care as of Aug. 17. The total number of lab-confirmed positive and probable positive cases in Manitoba is 731. “In our area, the businesses took it quite seriously and forced a strict rule in terms of social distancing,” said Gillam mayor Dwayne Forman. “I hope that we will continue on the same path, but it is important not to let our guards down just because there have not been cases in the north. We need to be prepared for it when it comes, and we shouldn’t think we

This is because people have been taking the necessary precautions, even throughout the summer season. Another major contributor to our success in the north has been our front-line workers. These workers not only took on personal risk and stresses during the spring lockdown, but they continue to do so today, and will be doing so for the foreseeable future. MLA Report Danielle.Adams@leg.gov.mb.ca Danielle Adams patients knowing that there is always a risk of virus transmission. Thank you to childcare workers for continuing to support families under a cloud of uncertainty. Thank you to truck drivers and grocery store clerks for ensuring that we are all still getting food and other necessities. Thank you to counsellors and other mental health and addictions support staff for helping us to deal

with the growing mental wellness concerns. Thank you to housekeeping and cleaning staff without whom fighting this virus would not be possible. Thank you to teachers, educational assistants, and all other support staff who are dealing with back-to-school uncertainty. Finally, thank you to all those who I have not named who are continuing to work on the front lines as we learn to live

our lives with the presence of virus. In order to make things easier on front-line workers, we need to stay diligent – especially as schools reopen and our children and school staff come in closer contact with more people. We need to stay home when sick, and I am proud to be part of a team that is pushing for paid sick days. We must remember to socially distance where possible and to wear a mask if not possible; masks have been shown to significantly reduce the likelihood of transmission of COVID-19. I know that we in the north will continue to make good choices to keep our communities safe. As always, please feel free to contact my office for questions or concerns at 204-677-2744 or email me at Danielle.adams@yourmanitoba.ca.

Arrests made in four Flin Flon armed robberies in which bear spray, machete, other weapons used BY ERIC WESTHAVER FLIN FLON REMINDER

RCMP have arrested five people after a string of armed robberies in Flin Flon. The first of the armed robberies took place at around 5 a.m. July 23 at a home on Hill Street, when a 29-yearold man was robbed and assaulted by two male offenders, including being sprayed with bear spray. Police were advised that the man was heard calling for help outside the residence. The man was taken to hospital for non-life-threatening injuries. Two days later, on July 25, police were called again at 8:20 p.m. after a reported robbery on a walking path near North Avenue. A 22-year-old man was robbed by four people. One of the four people was wielding a machete. Not long after the incident, RCMP were able to locate and arrest three suspects – a 16-yearold female, a 20-year-old female and a 23-year-old male The fourth suspect was not found at the time. The next night around 10 p.m., police were called to Ecole McIsaac School, where a 16-year-old male was beaten and robbed. The

male was taken to hospital with non-life-threatening injuries. Two suspects, a male and female, had left the area by the time police arrived. Things died down on the robbery front until Aug. 2, when police were called to Lloydy's Corner Store around 7:15 p.m. after a male with a shirt wrapped around his face came inside with a machete, threatened an employee and demanded cigarettes. The male ran off before police arrived. On Aug. 7, Flin Flon RCMP arrested a 17-yearold male who they say was involved in all four robberies. The male faces a total of 21 separate charges, including two counts each of robbery and possession of a weapon for a dangerous purpose, one count each of robbery with a weapon, assault with a weapon, assault causing bodily harm, disguise with intent to commit a crime, assault, possession of a firearm while prohibited, unauthorized possession of a firearm, carrying a concealed weapon, resisting arrest and 10 separate counts of failure to comply. A 23-year-old man from Flin Flon, identified by

RCMP as Roger Wesley Custer, has been charged with robbery and assault. Custer has an extensive criminal history, including being wanted on a Canada-wide warrant in 2016 after escaping criminal custody in Prince Albert and assaults and a theft in 2017. Another suspect, 20-yearold Haley Dumas from Denare Beach, has been arrested and faces charges of robbery, assault with a weapon, assault causing bodily harm and two counts of failure to comply. A pair of other offenders, a 16-year-old female and an 18-year-old male, both from Flin Flon, have also been arrested. The 16-yearold faces charges of robbery and possession of property obtained by crime, while the 18-year-old is facing charges of robbery and disguise with intent. Neither the 16-year-old or the 17-year-old offenders can be identified under the Youth Criminal Justice Act. The 18-year-old offender was not identified by police. RCMP continue to investigate the assaults and robberies, but do not believe there are any further suspects.

You want to work for a company that’s making a difference, where you’ll be challenged and where learning opportunities abound. You’re equally at ease with people and numbers. You have an aptitude for listening and are able to use your extensive knowledge to give direction that will help members reach their goals. We like to think of our Financial Account Managers as the GPS on our members’ financial roadmap. At Assiniboine, you’ll learn that our measure of success hinges on your ability to build and retain trusted relationships – with your members and your colleagues. You believe in continuous learning and bring at least two years of on-the-job sales experience and an attitude of professional excellence. Experience in financial services would be a bonus and we may consider a combination of education and experience. We offer a competitive salary, great benefits and a great place to build your career. Sound like a fit to you?
