Its goal is to restore limited service sometime this winter and full services after the repairs are complete. “As the agency is aware HBR does not have the financial capability to undertake the full repairs of the damage to the railway caused by the spring 2017 flood,” Sabatini wrote. “This is in direct contravention of the Agency’s order which explicitly required repairs to be undertaken and operation of the railway line to be resumed ‘as expeditiously as possible,’” the CTA wrote Aug. 21. “HBR’s response ignores the fact that in the Decision, the Agency made it clear that financial circumstances do not release a railway company from its service obligations, including the obligations established by the Decision. Any activities related to a sale of a railway line will not relieve HBR of its service obligation until the line has a new owner. While HBR negotiates for a potential transfer, HBR continues to be responsible for restoring service on the railway line.” The Thompson Chamber of Commerce is urging the federal government to restore rail service between Gillam and Churchill before the upcoming polar bear tourism season to avoid further economic harm to the Hudson Bay port town and Northern Manitoba at large. “The lack of train service is a detriment to the north, with the town of Churchill being affected the most,” said an Aug. 21 press release from the chamber. “Jobs have been lost from The Pas to Thompson to Churchill and numerous businesses and many families

are suffering economically. The constant negative media coverage about Churchill’s plight will harm their tourism business for years to come, which also affects the entire province of Manitoba. Lack of rail service to Canada’s only deep water port in the Arctic for 18 months or more is unacceptable.” The chamber has approved a resolution on the matter to be forwarded to the federal government. “It is incumbent on the federal government to resolve this matter immediately so the communities affected can plan their recovery in 2018,” said the Thompson chamber press release. “We also encourage the Manitoba government to place all its effort to expedite the process for the benefit of all Manitobans.” Manitoba NDP leader Wab Kinew told the Nickel Belt News Aug. 15 that he had sent a letter to the federal Transport Minister Marc Garneau asking for more action to be taken on the CTA order for HBR to begin repairs immediately. “We haven’t seen shovels in the ground yet to fix the rail line so with only a few weeks to go before construction really has to begin if this rail line’s going to get fixed before winter, we appealed to the federal minister to take some action, to put some teeth in this order so it really forces OmniTrax to get moving on repairing the rail line,” said Kinew. The NDP leader also said he’d like to see the provincial government do more to help Churchill and the North. “We know the province is not going to act,” said Kinew. “They’ve completely abandoned their responsibility to help Manitobans living in Churchill and along the rail line.”

The larger Liquor Mart that has been in Manitoba Liquor & Lotteries’ (MBLL) plans for more than two years is now under construction in the northwest corner of the City Centre Mall parking lot. In presentations to council, the Thompson Chamber of Commerce and the public in March and May of 2016, MBLL representatives said there were many reasons for wanting to relocate from the current store, which was built in 1975, particularly sales volume and storage efficiency. The Thompson Liquor Mart, which measures about 3,000 square feet, attracts

nearly 200,000 customers per year, and is only about a third as large as other Liquor Marts in Manitoba with similar amounts of sales, which usually exceed 10,000 square feet. The new store, MBLL said in 2016, would be about 12,000 square feet overall, with two-thirds of the total dedicated to sales and the rest to receiving and storage. The current Liquor Mart receives about 40,000 pounds of freight per week, which has to be moved from storage areas in the basement to the sales floor upstairs. The cost of the project was estimated to be about $5 million when it was

first made public in 2016 and MBLL expected that the project, which it said would be required to meet Leadership in Energy and Environmental Design (LEED) silver standard certification and exceed the 2011 National Energy Code for buildings under provincial government regulations, would create the equivalent of about 10 full-time construction jobs for a period of one year. MBLL said it didn’t expect that the new store would have significantly more employees than the current store and that the old store would shut down permanently the day before the new store opened its doors. Information presented to council at that time indicated that about 22,000 people were asked for proof of age in the Thompson Liquor Mart in 2015 and 840 refused sales because they didn’t have it. That same year, about 5,500 people were refused sales in Thompson because staff believed they were intoxicated. The Nickel Belt News requested an interview with an MBLL representative Aug. 9 but was told that some of the staff with access to updated information were currently away from the office and that someone would likely be available to discuss current details sometime during the week of Aug. 20-24.

A second marijuana retailer has announced plans to open a cannabis store in Thompson following legalization, with a projected opening date of early next year. Garden Variety, a consortium of Avana Canada Inc., Fisher River Cree Nation, Chippewas of the Thames First Nation, MediPharm Labs Inc. and Colorado-based marijuana retail chain Native Roots, says its plans to open two stores in Winnipeg this year and stores in Thompson and Brandon next year. The goal is to open the Thompson store before the end of March, but no specific date has been set yet. “We took time to learn what Canadians and especially Manitobans were looking for in a retail cannabis experience and developed the Garden Variety with the specific aim of aligning with those needs,” said Garden Variety and Native Roots CEO Ryan Brown in a press release. “We know from our operational experiences with Native Roots over the past nine years in the U.S. that we must start by asking the right questions of our customers rather than assume we know what they want. Garden Variety is the result of that investigation, and its concepts and design are inviting, comfortable and anything but ordinary.” The company says Manitoba’s Growth, Enterprise and Trade department has reviewed the proposed locations and found them permissible and that work has

It was founded in 2009 as an operator of medical marijuana dispensaries and expanded into recreational sales following legalization in 2014. Avana is a licensed producer and retailer with a 27,000-square-foot flagship facility with the ability to

expand to over 350 acres in St. Thomas, Ontario, and a one-million-square-foot greenhouse in Kingsville, Ontario. MediPharm, founded in 2015, was the first company in Canada to become a licensed producer for cannabis oil production under the Access to Cannabis for Medical Purposes Regulations (ACMPR) without first receiving a cannabis cultivation licence, Garden Variety says. “Each of the Garden Variety partners brings something special to the table, which makes the company stronger as a whole,” said Chief David Crate of Fisher River Cree Nation, which is located about 200 kilometres north of Winnipeg. “We are excited to bring both our perspectives as Manitobans and as an Indigenous nation to this partnership.” Chippewas of the Thames First Nation is an Ojibway community established in 1760 along the north bank of the Thames River approximately 20 kilometres southwest of London, Ontario. It probably isn’t any surprise to anyone who has walked into Walmart in Thompson recently, given that there have been signs near the entrance, but it is expanding into a Supercentre, with work

recently having begun in the area that was previously McDonald’s. Beyond the fact that the expansion is happening, however, the project is shrouded in mystery, with the media relations department of the retail behemoth unwilling

to let further details be known. Or, at least, not yet. “We can confirm that Walmart Canada is currently renovating the Thompson store into a Supercentre,” said a spokesperson

for the company in response to a recent Nickel Belt News inquiry.“We’ll be happy to share further details on the renovation with you in the coming weeks.”

New Pisew Falls path

A new path to replace the existing staircase and walkway will make waterfall viewpoints at Pisew Falls Provincial Park accessible to more people, Manitoba Parks says. “This path will feature a handrail and will allow for wheelchair access to the viewing platforms,” said Manitoba Parks in a Facebook post. “This new pathway will also make snow clearing easier for staff. West coast brewery teams up with Spirit Way to boost Wolf Centre of Excellence efforts BY KYLE DARBYSON

Vancouver-based beer company Two Wolves Brewing recently partnered with Spirit Way Inc. in an effort to promote and fund one of the group’s local tourism projects in Thompson. According to a July 30 press release, five cents from the purchase of every bottle or can of Two Wolves beer will be donated to the development of Spirit Way’s Wolf Centre of Excellence, a proposed facility that aims to promote best practices for human and wolf co-existence through education, ecotourism, science and research. “What Spirit Way is doing with wolf initiatives and promoting respect for wolves in Thompson is inspiring,” said Two Wolves CEO and founder David Chadwick in the press release. “Wolves were always very important to us, and we knew, when this business was started, that there was going to be a charitable component to it. Supporting the prevention of wolf extinction in Canada just made sense.” Spirit Way project co-ordinator Volker Beckmann says Chadwick came to this decision after visiting Thompson in late June and getting a full rundown of what the organization has in store for its wolf centre. “They’re very environmentally aware, very environmentally conscious and for different reasons they wanted to support a wolf protection conservation cause,” said Beckmann.
