Senator speaks about the importance of art and Arctic sovereignty

Independent Manitoba Senator Patricia Bovey was a long way from Parliament Hill Feb. 12, visiting Thompson to chat with local business owners and municipal government officials. The Thompson Chamber

of Commerce organized a special lunch meeting at the Meridian Hotel on Tuesday, giving Bovey free rein to discuss how she is keeping Northern Manitoba interests in the national conversation. After running through her general responsibilities in the

Senate, Bovey talked about the different pieces of legislation that she is currently sponsoring, which include Bill C-55; an amendment to the Oceans Act and the Canada Petroleum Resources Act. While Bovey admitted that increasing environmental

protections for oceans might not seem like a large concern for a Prairie province like Manitoba, she reminded everyone in attendance that the north plays a critical role in securing Canada’s Arctic sovereignty. “The Chinese and the Russians know our ocean bed

Knife-wielding man threatening woman Tasered by Thompson RCMP Feb. 11 Thompson RCMP subdued a knife-wielding man with a Taser Feb. 11 after he kicked in the door of a residence and grabbed the woman who lived there. Police responded to a domestic dispute call around 2:30 a.m. and heard yelling from inside the residence. When they located the armed man, he let go of the woman and came towards the officers still holding the knife. He ignored verbal commands to drop his weapon and urged police to shoot him. The Taser was deployed several times, causing the man to drop the knife, at which point he was taken into custody. Children were also in the home at the time of the incident, but neither they nor the female victim were injured. RCMP had been to the same residence around 6:20 a.m. Feb. 10 but the man had already fled. They were told he had kicked in the door and threatened the woman who lived there before leaving. Police tried unsuccessfully to locate the suspect. A 29-year-old man is charged with multiple offences as a result of these incidents, including two counts of breaking and entering, two counts of assault with a weapon, two counts of assaulting a police officer using a weapon, uttering threats, possessing a weapon for a dangerous purpose, resisting arrest, mischief and theft.

While the bill was recently rejected in the House of Commons, Bovey, who is the first art historian and gallery professional to be appointed the Senate, reinforced the importance of passing it in the future. “The arts are the third-largest employer in this country and our contributions to the economy are huge,” she said. “When the visual laureate bill becomes law, I would love to see Thompson artists apply for that two-year, part-time position.” Bovey also mentioned how she was a big supporter of the proposed Thompson Aboriginal Arts Centre, and still considers the arts to be a viable path towards Indigenous reconciliation. In order to keep these cultural, as well as economic, opportunities alive, Bovey said it is important to maintain a strong physical link between northern and southern Manitoba. This is why she took such a keen interest in advocating

for the reconstruction of the Hudson Bay Railway when a section of the track was washed away in May 2017. “I applaud the consortium of new owners and the partnerships that were developed,” she said, referencing the restoration of the railway in the fall of 2018. “The First Nations, the communities along the line, the larger businesses that made it a reality and those who fixed the line. Don’t think I’m not really proud of the people in Brandon who came up with the technology to fix it.” As an independent senator, Bovey mentioned that she has a little more flexibility when it comes to advocating for the north, since she isn’t bound by party interests. Bovey said this kind of representation will come in handy if the residents of Thompson decide to push for new tourism projects or for outside-the-box economic initiatives, like autonomous vehicle testing, in the future. “I think the time for and of the north has come,” she said to close out Tuesday’s meeting. “I think the policies for the north need to be made by the north, in the north and for the north and my job is to help that happen.“ Prime Minister Justin Trudeau appointed Bovey to the Senate in the fall of 2016. Before this, Bovey was big player in Canada’s art scene, serving as the director of the Winnipeg Art Gallery and as a member of the Canada Council for the Arts.

School board reviews extreme cold weather policy during Feb. 12 meeting

The School District of Mystery Lake (SDML) board of trustees reiterated Feb. 12 why their schools remain open when temperatures and windchill reach -40° or even -50° Celsius in Thompson. Co-superintendent Angele Bartlett said shutting down schools at these temperatures means that their students would miss large chunks of instructional time, since Thompson has experienced 14 days with temperatures or windchill below -40° in the last six weeks by her calculations. “If we closed a school every time we said that -40 was a cutoff we might as well shut the doors in January and open back up in March,” she said. Bartlett said this cold weather policy has been the norm for the district from as far back as she could remember. The co-superintendent and former Burntwood Elementary principal said the only time that Thompson schools have closed due to severe winter weather was during the blizzard in March 2017, when drifting snow blocked school entrances. “From somebody who was born and raised here, the

whole ‘cold weather shutting down schools’ is a very foreign concept to myself,” said Bartlett. “I don’t know what you’d do if you specify a temperature. Is it more dangerous to go to school at -55 than it is at -50?” This approach differs from that of Division scolaire franco-manitobaine (DSFM), which considers cancelling buses and classes when the temperature drops below -45°C. The DSFM recently put this policy into action throughout Jan. 29-30, when the division cancelled classes for all of its schools outside of Winnipeg, including La Voie du Nord in Thompson. SDML schools, however, were open during this time. Bartlett said it is up to parents whether or not they want to send their children to schools during these periods of extreme cold. “Use your best judgment as a parent,” she said. “You ensure that your children have the appropriate gear to come to school if they’re walking and if that’s not an option then you have the right to keep them at home.” Trustee Lindsay Anderson said this extreme cold weather policy isn’t out of step with other Northern

Manitoba school districts, including the Flin Flon and Frontier school divisions. “This school board is pretty much doing the same as everyone else,” said Anderson. “It’s still up to the parents’ discretion here and the schools still have to stay open, because if one kid does not get the message that the school is closed that kid could get hurt.” SDML does cancel outdoor activities, including recess, when the temperature or windchill dips below -30°C. During the question and answer period of Tuesday’s meeting, resident James Crawley said the school board needs to do a better job of spelling this out to the public, since their cold weather policy isn’t easy to find online. Anderson said the public relations committee is already developing a Facebook page and broader social media strategy to try to communicate more effectively in the future. The next SDML board meeting is scheduled for Feb. 26. Two days later the school board is hosting a 2019-20 public budget meeting at the school district office at 408 Thompson Drive North beginning at 7 p.m.

Cross Lake comes back to beat Flin Flon in midget AA league hockey playoff series BY IAN GRAHAM

The Cross Lake Islanders came back from being down one game to nothing to beat the Flin Flon Bombers in the first round of the Norman Regional Minor Hockey Association midget AA league playoffs at the Whitney Forum Feb. 8-10. The Islanders, who finished the regular season in third place, nine points behind the second-place Bombers, claimed the series win with a 6-5 win in game two and an 8-6 victory in the deciding match Feb. 10. The Bombers had put themselves one win away from advancing to the league final against the Thompson King Miners by opening the series with a 7-5 win Feb. 8. Christian Ross led the offence for the Islanders in the deciding game, scoring three times, while his teammates Julius Scribe and Deshawn Spence each recorded a pair of goals and Wilfred McLeod a single. Damon Constant and Cree Nicolas each had two goals for Flin Flon, with Blake Alexander and Chayce Busby contributing one goal apiece. Shots in the game

were 51-31 for the Islanders as Shayne Price made 44 saves in a losing cause for the Bombers. Colby Moore made 12 saves for Cross Lake in 38 minutes of play while Marcus Ross stopped 13 in 22 minutes between the pipes. Ross’s hat trick in game three was his second in as many games, as he also scored three times Feb. 9 in the Islanders 6-5 win to tie the series at one game each. Morgan McKay had a pair of goals for Cross Lake in that game while Dixon Thomas scored once. Alexander had a hat trick for Flin Flon, with Constant and Austin McLean scoring the others. Price stopped 36 shots for the Bombers, who were outshot 42-28. Moore made 23 saves in the Islanders’ net. Sean Yaworski led the Bombers in game one Feb. 8 with a hat trick. Alexander, Ron Campbell, Joel Huculak and McLean all had one goal. Ross scored twice for Cross Lake, as did Scribe, while Creighton Sinclair added a single tally. Fred Martin made 37 saves for Flin Flon, who outshot Cross Lake 50-

Williams led RDPC’s senior girls’ basketball team with 23 points, five blocks, seven steals and eight rebounds per game during a tournament in Sanford. “Ashley’s play has elevated to a level

higher then she has ever been, through hard work and dedication,” said coach Christine Sim in a press release. “This season Ashley is one of the captains of R.D. Parker senior girls’ basketball team. Her positive leadership and presence is always put on display every week. Ashley practises with her team at least four times a week, two hours a day to perfect her skills.”

Province and feds announce $291 million in funding for eight Manitoba highways $54 million earmarked for three sections of Highway 6

The provincial and federal governments announced a combined $291 million in spending on eight highways in Manitoba Feb. 13. Improvements will be made to Highways 1, 2, 3, 5, 6, 10, 16 and 75 as a result of these investments, the two levels of government said in a press release. Work on Highway 6 includes rehabilitating approximately

100 kilometres in three sections as well as associated safety-related improvements, with a total cost of $54.35 million. The work will be done in the area between Sasagiu Rapids and Provincial Road 375 to Paint Lake as well as in the Grahamdale area and between Lundar and Eriksdale. The press release said new lanes would be added along a six-kilometre stretch of the highway to improve safety.

A provincial government spokesperson said Manitoba Infrastructure will spend $18.4 million of the Highway 6 funding on paving from Sasagiu Rapids to PR 375. Half of this project was substantially completed in 2018-19 and the second half, from 25 kilometres north of Sasagiu Rapids to PR 375, is currently being tendered. “This extensive work to create safer, more fluid travel on

Manitoba’s highway network will help local businesses compete, allow residents to spend less time on the road, and make it easier for tourists to explore this beautiful region,” said federal Rural Economic Development Minister Bernadette Jordan. “We’re proud to support projects that promote a higher quality of life and long-term economic prosperity for all Manitobans.”

The Manitoba government is providing $147,442,500 of the funding while the federal government is contributing $143,967,500. “Our investment in these highway projects re-enforce the province of Manitoba’s commitment to support economic growth and will have a positive impact on Manitoba’s economy for years to come,” said Manitoba Infrastructure Minister Ron

Schuler. “We continue to focus our investment on improving Manitoba’s provincial highway network, ensuring Manitobans see their money at work each and every day. These critical investments provide Manitobans with the tools needed to strengthen access in and out of surrounding communities, ensuring residents have a safe and healthy place to live, work and raise a family. ”

Tuna Melt 1 large can (12 ounces) solid white tuna in water, drained 1 celery stalk, thinly sliced 1/4 cup reduced-fat mayonnaise 1 tablespoon margarine or butter 8 slices rye bread (about 8 ounces) 4 ounces sliced Cheddar or Swiss cheese Carrot-Raisin Salad 1 container (8 ounces) plain low-fat yogurt 1 bag (10 ounces) shredded carrots 1/2 cup raisins 1/8 teaspoon ground cumin 1/8 teaspoon salt 1. Prepare Tuna Melt: In small bowl, with fork, combine tuna, celery and mayonnaise. 2. In nonstick 12-inch skillet, melt margarine over medium-high heat. Meanwhile, spread tuna mixture evenly on 4 bread slices. Top each with one-fourth of the Cheddar and a remaining slice of bread. Arrange sandwiches in skillet. Cover skillet; cook 5 minutes or until Cheddar melts and bread is toasted, turning sandwiches over once. 3. While sandwiches are cooking, prepare Carrot-Raisin Salad: In small bowl, stir all salad ingredients until combined.
