No charges recommended against RCMP officer who injured Nelson House man during arrest in July BY IAN GRAHAM

The Independent Investigation Unit of Manitoba (IIU) said Jan. 29 that no charges should be laid against a Nelson House RCMP officer who injured an intoxicated man’s hand during the course of an arrest last July 29 despite differing accounts of witnesses. The IIU, which investigates serious incidents involving on- and off-duty police officers in Manitoba, said the possible fracture of the man’s hand did not count as a serious injury by its definition but the civilian director decided that it was in the public interest to investigate. Seven witnesses were interviewed during the course of the IIU’s investigation, which also examined occurrence reports, dispatch information, copies of three 911 calls, RCMP cell block video, guard log books, admission forms and medical reports from the Thompson General Hospital. The witnesses include the officer who injured the arrested man’s hand, two other RCMP officers and four civilian witnesses, including the one who called RCMP. The officer who was the
subject of the investigation said that the intoxicated man who suffered the injured hand, who was about 6’2” and 275 pounds, said “shoot me” and “kill me” before bolting towards the kitchen sink to grab something. When the officer saw that the man had something in his hand, he hit his hand with a single strike of his defensive baton, causing him to drop the knife, at which point one of the people in the house came over to the man who had been holding the knife, striking him on the buttocks and saying “he was a bad boy.” The man who suffered the injury told investigators that he had a butter knife in his hand when the incident occurred and did not remember being stuck, but only waking up with an injured hand. He said he had been drinking before the incident and did not remember much about it. The other officer who witnessed the incident said that the man they were there to arrest said “Why don’t you just shoot me?” and “Go ahead, shoot me,” and that he heard something drop into the sink when the other officer struck the man with his baton. Two of the civilian witnesses said that the man
whose hand was injured had been hit with a Taser, but the two officers told investigators that they did not have Tasers and records showed that no Tasers had been signed out to either of the RCMP officers on the night of the incident. One of the other witnesses said he saw the man pick up a butter knife in the kitchen but did not see where the RCMP officer struck him. The fourth witness said he had grabbed the man being arrested in a full nelson wrestling hold, at which point he dropped the knife, and was then thrown to the ground and handcuffed by the RCMP. Medical records showed that the man had an old healed fracture to his fifth metacarpal bone and no new fracture from the incident. IIU civilian director Zane Tessler said in his final report that the officers at the scene were acting lawfully in their capacity as police officers and that the force applied by the officer who struck the man was intended to nullify the danger posed by the knife in the intoxicated man’s hand. “I am not satisfied that reasonable and probable grounds exist to charge,” said Tessler.

The seniors resource council hopes these changes will improve its ability to communicate with and serve the seniors community. The resource council currently sponsors an old-fashioned potluck supper on the last Monday of every month, and a penny bingo and knit and chat every Thursday afternoon, both at the Rotary Place Common Room, as well as a communal lunch program. Some students in Thompson got two days off school Jan. 29-30 when Division scolaire franco-manitobaine (DSFM) cancelled buses and classes at all its schools outside of Winnipeg, including La Voie du Nord in Thompson. DSFM secretary-treasurer Serge Bisson said the criteria the division uses include temperature and road conditions. “When it gets colder than -45 degrees with the windchill, that’s when we start looking at either cancelling buses or straight out cancelling school,” Bisson said. “When the roads aren’t accessible, when there’s lots of snow ….in different areas we’ve got a lot of gravel roads to travel so depending upon the direction of the wind it can create big snow banks. If it’s not easily passable and buses can become stuck then that becomes a danger so that’s when we also look at cancelling buses.” The division also looks at what other school divisions in the areas where it has schools

During their Jan. 29 meeting, the board of trustees for the School District of Mystery Lake (SDML) revisited the idea of setting up a social media presence to keep the public better informed of their activities. Trustee Lindsay Anderson recommended that the board should consider developing an official social media strategy through their public relations committee, a motion that was unanimously approved by her colleagues. This move represents a step forward from the
previous iteration of the school board, which remained indecisive about establishing a SDML Facebook, Twitter and/ or Instagram account throughout their fouryear term. Even though former board chairperson Rob Pellizzaro did set up a Twitter account for the school district during his tenure, this social media presence eventually disappeared after he decided not to run in the 2014 municipal election. Currently, the SDML doesn’t have any social media accounts, with their website being the
only method of distributing important district information online. While Anderson didn’t present any ideas of what this social media strategy would look like on Tuesday, she told the Nickel Belt News that they could divulge additional details about this ongoing project during their next meeting Feb. 12. S ecretary-treas urer Kelly Knott also reminded everyone that the 2019-20 public budget meeting will take place Feb. 28 at the school district office at 408 Thompson Drive North beginning at 7 p.m.

Swan River opens its own workforce development centre at tail end of 2018 Spiritual Thoughts

During the Jan. 23 Thompson Chamber of Commerce meeting, manager Tim Gibson updated local business owners about the status of the Northern Workforce Development Centre (NWDC), established at Thompson’s University College of the North (UCN) campus last May. While many of the NWDC’s job programs and classes were delivered in the Hub of the North throughout 2018, Gibson said UCN also celebrated the grand opening of a sister centre in Swan River on Dec. 17. Gibson told the Nickel Belt News that the new Swan Valley Workforce Development Centre, like its Thompson counterpart, will serve as a means of providing industry-specific training opportunities to meet labour market needs. “Swan Valley is in a different region, so you can expect more agricultural projects and things like that,” Gibson said Jan. 29. “They have lumber products as well. They have spruce products … so there’s some big industrial opportunities spread across Manitoba that we can share.” Meanwhile, in Thompson, Gibson said the NWDC will continue to facilitate training programs that support the northern industrial economy, like a heavy equipment operator program, Class 1 truck driving courses and a drill simulator program starting in February. “We’ve hit over 250 people with different types of training and we don’t see any reason why we won’t be much higher than that in the next quarter moving forward,” he said. “It’s not an engineering four-year degree, but … we can rapidly start moving things around now that we are set up.” For more information on the NWDC, including its sister centre in Swan River, please contact Gibson at tgibson@ ucn.ca.

On Feb. 1, Pride North of 55 will be putting together a double bill movie night at R.D. Parker Collegiate, where they will be showcasing a pair of LGBTQ+ themed films. Pride North of 55 board member Nelly Duarte said that this event will also feature snacks, the group’s merchandise for sale and an opportunity to connect with fellow residents. “LGBTQ+ representation is a big goal of ours, people feeling like they have a community,” she said. “We wanted to think of a relaxed event where people could come to. There’s no pressure to socialize with anybody, but at the same time you do feel that community support.” Duarte went on to say that these kinds of events are especially important during this time of year, where a lot of locals are suffering from the “winter blues.” “Because a lot of us feel closed up and cocooned a little bit,” she said. “It’s nice to have that opportunity to be reminded that you do have people who have similar interests and who you can go and meet up with at a movie night.” Friday’s screening is set to run from 7 p.m. to (roughly) 11 p.m., with an intermission between the two films. Grant Brown, Guy Bodnaryk, Tami Bodnaryk and Kamryn Brown were the winners of the A event at the Burntwood Curling Club’s recent mixed bonspiel. They beat Team Hickes for the championship. Sam Antila, Courtney Reeves, Ian Graham and Pam Antila claimed the B event championship with a victory over Team Hause, while the C event title went to Todd Boisvert, Chantal Kissick, Brandon fell and Felix Goetz, who defeated Team Buchan. Travis Lychuk, Gwen Bodie, Bruce Bodie and Paula Young won the D event by beating Team Watt. Eleven teams entered the bonspiel, one fewer than last year, says Sam Antila. “It was very successful,” he said, though the club would like to see more teams next year, preferably 16. Curling leagues are also going well, particularly the Friday night mixed league, which has 24 teams. There are 18 teams in the Thursday night league and the ladies’ league is a couple teams short of being full. The Wednesday night men’s league has the same number of teams as last year, though there is still room for a half a dozen more to join next year. There are also about two dozen players in the junior curling division. “The curling club’s doing well,” Antila says. “We’re keeping our heads above water. We have the same number of members as the last four or five years. We’ve got a good group of volunteers.” The club continues to host monthly fish fries to raise money for operating costs, which are fairly significant when it comes to electricity, water and insurance. The club will host its ladies’ bonspiel on the third weekend of February, the men’s bonspiel in the third week of March and the Vale bonspiel in the first week of March. Teams from the club will be competing at the Viterra men’s provincial championships and the seniors provincials in February and the mixed provincials in March. Grated lime adds zing to the robust flavors in these salmon patties, which are made with red bell pepper, cilantro, fresh ginger, garlic and red curry paste, and served with a lime-flavored soy sauce. Sauce: 1/4 cup lime juice (grate zest first) 1 tablespoon less-sodium soy sauce 1 tablespoon sugar 1/4 tablespoon crushed red pepper Burgers: 1/2 red bell pepper 1/3 cup packed fresh cilantro 1 slice peeled ginger 1 clove garlic 2 teaspoons red curry paste (see Tip) 1 teaspoon grated lemon zest 1 teaspoon sugar 1½ pound skinless salmon 1 tablespoon vegetable oil 1. Sauce: Mix ingredients in a small bowl. (You can do this first, or while fish is cooking.) 2. Burgers: Put bell pepper, cilantro, ginger, garlic, curry paste, lime zest and sugar in a food processor and pulse until blended. Add fish and pulse until just blended. 3. Shape level 1/4-cupfuls fish mixture into twelve 3-inch patties. (At this point, the fish burgers may be loosely covered and refrigerated for up to 4 hours.) 4. Heat oil in large nonstick skillet over medium-high heat. Add half the fish burgers and cook about 1 minute on each side, until just cooked through. Drain on paper towels. Red Cross visits Thompson to stress emergency preparedness and recruit new volunteers BY IAN GRAHAM

Red Cross representatives Cailin Hodder and Alison Everitt were in Thompson Jan. 28 to spread the word about volunteering for the organization and emphasize the importance of being prepared for emergencies. “About 66 per cent of Canadians are prepared for a disaster so we’re hoping to increase that number,” said Hodder, the Manitoba Red Cross senior manager of emergency management. “As part of our preparedness and our readiness, we like to come out and recruit new volunteers. That’s usually our focus between January and March is to promote some volunteer opportunities that we have available so we can get our volunteers prepared and ready for flood and fire season.” Emergency preparedness includes having an emergency kit at your house, and also one in your car, says Everitt, the provincial manager of emergency management for the Red Cross. “In the back of our vehicle … we have shovels and blankets,” she said. “In your kit at home, flashlights, candles and matches are important. It’s important to have bottled water for up to 72 hours, canned food and then also some things people don’t necessarily think of. If you have a pet, you should have something

to promote emergency preparedness, the Red Cross put on the Be Ready Bingo in Thompson, with all the prizes being items that can go into an emergency preparedness kit. The Red Cross would like to recruit another six or eight volunteers in Thompson. “We do for sure need to increase our numbers and we’re looking for people that really want to give back to the community,” says Hodder. “We provide the training and the direction you need in order to do the job so that’s not something that people need to worry about.” Thanks to technology, it’s much easier to deliver training to far-flung volunteers these days. “We’re really moving into more online digital systems and forms,” said Everitt.
