Editor’s Note: The following story contains graphic descriptions of sexual assault that may by upsetting to some readers. Discretion is advised. When Hilda Fitzner read a story in which former Thompson resident Laurie Ravenhorst accused a now-dead doctor of sexually assaulting her back in the mid-1970s, the details sounded familiar. Fitzner eventually contacted Ravenhorst to confirm the identity of the alleged perpetrator. “Reading her story immediately bought back a most painful, humiliating memory that I tried to suppress for many years,” Fitzner told the Nickel Belt News. “I also want to share my story because too many times victims are not believed, victims are often further victimized by friends/supporters of the one who did the assaulting.” The incident occurred in 1976, when Fitzner went to the old Burntwood medical clinic to get a check-up from that physician. “Of course, since women are built differently than men we get examined [on the] inside. And he had his fingers in there and he placed his thumb on my clitoris and … he was trying to look me in my eyes,” she said. “I turned my head away. I couldn’t move. I was terrified. He was a doctor and I was only 16. He was trying to get a reaction from me and he pressed his body against my thigh, because I was in those stirrups.” As was the case with Ravenhorst, no one else was in the room to witness this alleged assault and Fitzner
never told the police about the encounter, believing that the word of a young Indigenous girl wouldn’t hold any weight against a well-respected member of the community. “After this ordeal was over, I felt … if I said anything to anybody, I would not be believed,” Fitzner says. “After all, how could a doctor do that? He was a person of authority and I was ‘just an Indian’ with no voice. I went home and tried so hard to block it, I kept trying to convince myself that I imagined it, that it couldn’t have happened. I felt humiliated, dirty, used.” Fitzner’s older sister Margaret Thibault, who lives in Winnipeg now, says the same thing happened to her when she visited the Burntwood clinic a week before giving birth in June 1977. “I was pregnant with my daughter and he was examining me,” said Thibault, who was 26 at the time and said the doctor also began stimulating her clitoris after checking on the fetus. “The reason why I know this is because my legs started shaking and I had this sensation. I know he was doing something to me and I didn’t like what he was doing.” Thibault didn’t report the incident to the police or even confide in her husband. Like her sister, she feared that no one would believe her because of the doctor’s status in the community. The same year that Thibault’s alleged assault took place, this physician left Thompson and would go on to practise medicine in Abbotsford, British Columbia until his death in December 2004 at the age
of 67. Some time before the doctor’s departure, fellow Burntwood clinic physician Dr. Ted Redekop received a complaint from a patient concerning the same doctor’s conduct, which he submitted to the College of Physicians and Surgeons of Manitoba (CPSM) for review. A CPSM spokesperson couldn’t confirm or deny that any reports of misconduct were filed against the doctor because Manitoba’s Regulated Health Professions Act forbids the college from providing information unless the person being investigated is censured for their conduct. The doctor was never disciplined by the college while practising in Manitoba. However, the College of Physicians and Surgeons of British Columbia (CPSBC) told the Nickel Belt News in an email that the physician in question was scheduled to attend a disciplinary hearing on accusations of sexual misconduct on Jan. 31, 2005, roughly a month after his death. The CPSBC said these complaints were filed by a young female patient who sought out the doctor’s services between 1983 and 1992. Despite knowing that the doctor has been dead for over a decade, Fitzner’s memory of this incident is permanently burned into her mind and has coloured her experience with many male doctors she’s encountered since then. “I couldn’t look at male doctors in the eye for many, many years,” she wrote. “I still avoid male doctors when it comes to my female health. I am so thankful today that a nurse always has to be in with the

Even now it’s hard to get a female doctor.” While these two incidents happened more than 40 years ago, both Fitzner and Thibault still find it difficult to talk about their experiences. However, more and more people are getting the courage to speak out about their past experiences with
sexual assault and misconduct. In Northern Manitoba alone, some individuals have even proved willing to take a Crown corporation to task. In August 2018, Fox Lake Cree Nation members publicly alleged sexual abuse at the hands of Manitoba Hydro workers dating back to the 1960s. As a result, the Manitoba RCMP called for external investigators to look into these complaints. More recently, the RCMP revealed that they have investigated nine cases of sexual assault at the Keeyask dam site since 2015, a revelation that a Native Studies
professor from the University of Manitoba described as “the tip of the iceberg” in a Jan. 26 CBC report. Moving forward, both Fitzner and Thibault hope that conversations surrounding sexual assault continue to open up in the future, since they say it is the only way that we can progress as a society. “I share my story to add to Laurie’s as hers added to mine,” wrote Fitzner. “Telling our stories brings us a sense of justice and hopefully will encourage the other 94 of 100 females who do not report their sexual assaults.”

Any homeless shelter move will not happen soon, says director BY IAN GRAHAM

The Thompson Homeless Shelter (THS) hopes to move to a different location one day but nothing is imminent, says THS and Canadian Mental Health Association (CMHA) of Thompson executive director Paullette Simkins. Simkins was prompted to speak out about this issue after Mayor Colleen Smook made reference to a new facility while speaking on 102.9 CHTM’s City Beat last week, creating confusion amongst some community members. Smook, speaking about a letter that city council received from the deputy minister of families Jay Rodgers with regards to funding for StreetReach North and Main Street North, said that the latter was something that the city has been lobbying the provincial government about. “It’s something that would basically move the homeless shelter,” Smook said. “It would encompass a more all-programming segment for the folks that need them and that so it’s really important. Keep your eye out for an announcement in the future,” Soon after, Simkins was getting calls from Winnipeg asking what was going on and dealing with

As head of THS for more than a decade now, Simkins says that a great deal of planning must be done before the facility
moves to ensure that it remains stable. Any decision to move will be made by the THS and the CMHA in consultation with the community and funding agencies, which include the provincial and federal governments as well as the City of Thompson. “Nobody else can dictate where it’s going,”
she says, pointing out that THS owns the building that houses it outright. In contrast to when she became the shelter’s executive director, Simkins says that employee retention is high, there isn’t a lot of turnover, and funding is steady and predictable. About $141,000 of that funding comes from
the federal government’s homeless partnering strategy and covers the salaries of four full-time and two full-time employees. Another $300,000 or so comes from the provincial government. The City of Thompson contributed $20,000 this budget year, which is allocated towards annual food costs, which
run about $24,000. Another difference since she took over is that the shelter is rarely at capacity any more, thanks to the transition to a housing first model, which finds places for people to stay, whether in the 95 Cree Rd. “damp house” or in apartments around town. “We’ve already housed 33 individuals so what we’re doing is working,” Simkins says. “We’re doing great work.” As for what kinds of changes the homeless shelter will go through in the future, Simkins recently submitted a proposal to the federal government’s homelessness strategy – which intends to reduce the number of homeless people across the country by half in the next 10 years – to create a business proposal to establish a multipurpose shelter, housing and support facility. “You can’t take a shelter and decide to move it and open up in some other place,” Simkins says. “That takes time.” A big prerequisite to any kind of move would be to find more funding, as the current funding is not enough to cover the costs of running a bigger or better facility. “Yes, we want to relocate the shelter,” Simkins says. “Will it happen tomorrow? No.”

Manitoba First Nations and Indigenous organizations are receiving $1.9 million collectively this fiscal year to support nation-rebuilding efforts, Crown-Indigenous Relations Minister Carolyn Bennett announced in Winnipeg Feb. 13. The money from the department’s nation rebuilding program is going to Norway House Cree Nation, the Island Lake Tribal Council and Treaty No. 5 First Nations in Northern Manitoba, as well as to Treaty No. 2 and Treaty No. 1 First Nations in the province’s southern half. “First Nations are working hard to build strong and self-reliant Indigenous nations,” said Bennett in a news release. “Nation-rebuilding investments accelerate the path to self-determination by providing the resources for reconstituting nations and creating a governance of their own choosing. Reconciliation requires renewing the relationship with Indigenous peoples based upon the recognition of rights, respect, cooper-
ation and partnership.” Nation rebuilding program funding will be available for five years beginning in the 2018-19 budget year and proposals approved for funding support capacity development as well as aggregation and nation-rebuilding activities that include more than one Indigenous group of the same nation. The 1996 report of the Royal Commission on Aboriginal Peoples defined Aboriginal nations as a sizeable body of Aboriginal people with a shared sense of identity that makes up the predominant population in a certain territory or collection of territories. The commission recommended that such nations begin to create institutions with the breadth and capacity to take on the exercise of rights, including self-government. The nation-rebuilding program aims to help Indigenous nations re-establish themselves, take on greater responsibilities, foster a sense of unity amongst their citizens and provide input on legislation, poli-

Proposals were submitted for review last September and the Crown-Indigenous relations department said in October that it received proposals exceeding the amount of available funding for this year. The maximum amount that can be paid out to one recipient in a single fiscal year under the program is $1.5 million.

The midget AA Thompson King Miners return home for their last game – or two – of the 2017-18 season trailing the Cross Lake Islanders two games to one in the best-of-five league finals. The Islanders took the series lead with a 7-6 overtime victory in Cross Lake March 11, getting three goals from Christian Ross, two from Kadin Ross and one apiece
from Braeden Monias and Julius Scribe to outdo the efforts of the King Miners, who got a pair of tallies from Ryan Monias and singles from Cody Hale, Matthew Lamontagne and Curtis Shymanski, competing with only 12 players on the roster. Isaak Weenusk made 21 saves in 74 minutes of play for Thompson, while Peter Ross made the same number for the Islanders. The game was the third
close match in a row of the series, which began March 9. The King Miners evened it at one game apiece with a 5-3 win March 10, getting three goals from Drayden Spence and two from Hale while Dallas Muskego, Christian Ross and Kadin Ross responded for Cross Lake. Weenusk made 34 saves to get the win in that contest, which saw Marcus Ross make 45 saves for the Islanders, who were outshot 50-37.
The series opened with a 5-4 Islanders victory, on the strength of two goals from Christian Ross and singles from Muskego, Kadin Ross and Scribe. Chase Gurniak and Ryan Monias each scored twice for Thompson, who were outshot 37-35 with Weenusk making 32 saves for Thompson and Marcus Ross 31 in net for the Islanders. The series concludes in Thompson this weekend.

Juniper students collect over 1,400 books for Moose Lake BY KYLE DARBYSON

In honour of I Love to Read month, Juniper School in Thompson is currently running a book drive to help promote literacy in another Northern Manitoba community. According to principal Lucy Mayor, their student council originally aimed to collect 1,137 books: one for every resident of Moose Lake. However, as of Feb. 19, Mayor said they’re already crossed this threshold, having received 1,410 books from community members and local organizations like the Thompson Public Library. “We know that literacy is a big part of equipping people with fundamental skills and tools that they need to be successful as they grow up as kids and even adults who want to better their own careers,” said Mayor. After this book drive
concludes at the end of the month, Juniper will send all of the donations to Frontier Mosakahiken School in Moose Lake. Rather than simply use this shipment to stock their library, Mosakahiken principal Dave McDougal said their staff will actively try to bring these books into their students’ homes by matching the kids up with different books based on their individual reading levels. “We’ve been doing a lot of PR with our parents in terms of the importance of literacy, of reading at home and stuff like this,” said McDougal. “We see this as a key component in moving things forward, in terms of students readiness for school and literacy levels.” Even though Juniper’s student council has already surpassed their original goal for this book drive, they will continue to accept donations during regular school hours until Feb. 28.
