New training program will see med school grads complete family medicine residencies in Thompson and other northern communities
Book a way to preserve and pass on memories of growing up in Churchill

A family medicine training program in Thompson will bring new doctors to the community and elsewhere in Northern Manitoba to complete their residencies following graduation, Manitoba Health Minister Cameron Friesen announced Feb. 25. “Providing a program that lets physicians experience life in the north and how people in the region access health care is an excellent way to prepare them for a career in northern medicine,” Friesen said in a press release. “Following the success of similar programs in the other health regions, this new partnership between the University of Manitoba and the Northern Regional Health Authority (NRHA) will support stronger recruitment and retention efforts across Northern Manitoba.” NRHA CEO Helga Bryant said that the medical school graduates would gain invaluable experience through the program. “We believe this program will help physicians better understand the opportunities they can find while practising in Northern Manitoba,” she said.

Medicine at the Max Rady College of Medicine at the University of Manitoba said during an announcement at City Hall that he’s excited that Thompson has joined the list of community sites for teaching in family medicine. “Over the last 10 years, the Department of Family
Medicine has really taken a step to move learners away from Winnipeg, and into communities,” he explained, noting that Thompson is “an anchor” of health care in the north. “We look forward to working with family physicians at the Thompson clinic to make that experience
a positive one. Family medicine graduates spend two years in the residency program, and with the resources available in the community, we think that most of that training can happen here.” Mayor Colleen Smook said that she was hoping the program would hap-
pen in a “couple years,” but it ended up only taking about 16 months to become a reality in Thompson. “This is just the beginning of great things in Thompson,” she said at the press conference, adding that three operating rooms at the Thomspon General Hospital shut down by water damage last June are set to reopen in a couple of weeks. “This program, with the [medical] residents coming, is so exciting. I’m excited for the city.” While the program is based in Thompson, the medical school graduates will complete core training rotations across the region, preparing them to practise medicine in environments such as community hospitals, health centres, nursing stations and care homes in First Nation, rural and remote communities. “Addressing the unique health needs and inequities of Indigenous populations in the region is a core skill for family physicians working in the north,” the provincial press release said. “The 2016 census data shows that 71 per cent of the people living in the northern health region selfidentify as Indigenous.”

Stay inside the fort of faith and resist Satan’s temptations to abandon it Spiritual Thoughts gordonbrucemcdonald@hotmail.com Bruce McDonald
The following is part of an address shared by President Gordon B Hinckley nearly 20 years ago. He said: “When all is said and done, when all of history is examined, when the deepest depths of the human mind have been explored, nothing is so wonderful, so majestic, so tremendous as this act of grace when the Son of the Almighty, the Prince of His Father’s royal household, He who had
once spoken as Jehovah, He who had condescended to come to earth as a babe born in Bethlehem, gave His life in ignominy and pain so that all of the sons and daughters of God of all generations of time, every one of whom must die, might walk again and live eternally. He did for us what none of us could do for ourselves. I have a simple story I would like to recount. It is something of a parable.
I do not have the name of the author. I hope it will be a reminder for all.” “Years ago there was a little one-room schoolhouse where the boys were so rough that no teacher had been able to handle them. A young, inexperienced teacher applied, and the old director scanned him and asked: ‘Young fellow, do you know that you are asking for an awful beating? Every teacher that we have had here for years has had to take one.’ “‘I will risk it,’ he replied. “The first day of school came, and the teacher appeared for duty. One big fellow named Tom whispered, ‘I won’t need any help with this one. I can lick him myself.’ “The teacher said, ‘Good morning, boys, we have

A 36-year-old man from Chemawawin stopped near Ashberry Place just before 10 p.m. Feb. 24 could not produce a valid driver’s licence and police inquiries determined that there was a warrant for his arrest and he was breaching court conditions, including a residency clause and a curfew. He was remanded

A 26-year-old driver from Thompson stopped in the Canadian Tire parking lot around 9 p.m. Feb. 25 turned out to be suspended from driving indefinitely. His vehicle was towed and impounded and he was arrested and released on a promise to appear in court at a later date.

come to conduct school.’ They yelled and made fun at the top of their voices. ‘Now, I want a good school, but I confess that I do not know how unless you help me. Suppose we have a few rules. You tell me, and I will write them on the blackboard.’ “One fellow yelled, ‘No stealing!’ Another yelled, ‘On time.’ Finally, 10 rules appeared on the blackboard. “‘Now,’ said the teacher, ‘a law is not good unless there is a penalty attached. What shall we do with one who breaks the rules?’ “‘Beat him across the back 10 times without his coat on,’ came the response from the class. “‘That is pretty severe, boys. Are you sure that you are ready to stand by it?’ Another yelled, ‘I second the motion,’ and the teacher said, ‘All right, we will live by them! Class, come to order!’ “In a day or so, Big Tom found that his lunch had been stolen. The thief was located—a little hungry fellow, about 10 years old. ‘We have found the thief and he must be punished according to your rule—10 stripes across the back. Jim, come up here!’ the teacher said. “The little fellow, trembling, came up slowly with a big coat fastened up to his neck and pleaded, ‘Teacher, you can lick me as hard as you like, but please, don’t take my coat off!’ “‘Take your coat off,’ the teacher said. ‘You helped make the rules!’ “‘Oh, teacher, don’t make me!’ He began to unbutton, and what did the teacher see? The boy had no shirt on, and revealed a bony little crippled body. “‘How can I whip this child?’ he thought. ‘But I must, I must do something if I am to keep this school.’ Everything was quiet as
death. ‘How come you aren’t wearing a shirt, Jim?’ “He replied, ‘My father died and my mother is very poor. I have only one shirt and she is washing it today, and I wore my brother’s big coat to keep me warm.’ “The teacher, with rod in hand, hesitated. Just then Big Tom jumped to his feet and said, ‘Teacher, if you don’t object, I will take Jim’s licking for him.’ “‘Very well, there is a certain law that one can become a substitute for another. Are you all agreed?’ Off came Tom’s coat, and after five strokes the rod broke! The teacher bowed his head in his hands and thought, ‘How can I finish this awful task?’ Then he heard the class sobbing, and what did he see? Little Jim had reached up and caught Tom with both arms around his neck. ‘Tom, I’m sorry that I stole your lunch, but I was awful hungry. Tom, I will love you till I die for taking my licking for me! Yes, I will love you forever!’” To lift a phrase from this simple story, Jesus, my Redeemer, has taken “my licking for me” and yours for you. Declared the prophet Isaiah: “Surely he hath borne our griefs, and carried our sorrows: … “… He was wounded for our transgressions, he was bruised for our iniquities: the chastisement of our peace was upon him; and with his stripes we are healed” (Isa. 53:4–5). Even when Jesus’ disciples tried to dissuade Him ... so intent was He on fulfilling His mission for His Father and all of us, He reacted strongly as recorded in Mathew 16:21-23. together in a fort with Satan and all his followers outside the fort threatening to break down our gates and kill us all. We are very afraid. Satan sends a message that he will let us all go free if our Beloved Leader will come out to his evil followers so they can torture and take His life. Jesus Christ knew this was going to happen all along. So after praying to our Father in Heaven He walks alone, out the gate, out of the safety of the fort to those waiting to murder Him. Though Jesus’ entire life had been devoted to loving and serving those in need and living in strict obedience to His Father’s will His enemies carried out their wicked objective. He was a threat to their narrative and control over their fellow citizens. Satan is a liar and wanted to destroy us as well. Heavenly Father won’t let him harm us physically but He allows the Wicked One and his followers to tempt us to do wrong and to join them in their soul-destroying cause. We need to stay inside the fort and not submit to Satan’s temptations to abandon it. Our fort is not a structure as we might imagine one. Our place of safety, is the one we create and maintain by learning about Heavenly Father’s great plan, faith in Jesus Christ, repentance, baptism, gift of the Holy Ghost and enduring to the end; His great plan of peace and happiness for our brief time here and throughout the life to come. The Saviour didn’t abandon us to maintain our fort alone. He miraculously resurrected, the first on earth ever to do so. He and the Father love us as individual children with all Their great hearts, might, mind and strength and stand ready to help us through all our challenges. We enable a greater measure of Their heavenly power when we pray in faith daily exercising faith in Christ’s atonement, learning of Him, regularly repenting of our sins, seeking to do as He did and gradually trying to become more like Him. If we do so we will be comfortable in His presence when we meet Him at the close of this life. If we recognize this as our life’s purpose we will receive God’s peace and greatest blessings throughout this life and the eternal life to follow. He is the father of two sons and stepfather/grandfather to 34 more through his marriage to Sister Jana Hyer McDonald. He and his wife Sister McDonald currently serve as full-time Member and Leadership Support Missionaries for the Church of Jesus Christ of Latter-day Saints in Thompson.

School district proposing two per cent budget increase for 2020-21
Nickel Belt News photo by Ian Graham School District of Mystery Lake secretary-treasurer Kelly Knot went over the district’s proposed 2020-21 budget at a public presentation Feb. 24. BY IAN GRAHAM
EDITOR@THOMPSONCITIZEN.NET
The School District of Mystery Lake is proposing a budget increase of about two per cent for 2020-21 over the current school year. SDML secretary-treasurer Kelly Knott presented
the proposed budget at a public presentation Feb. 24. The district is seeking a property tax mill rate of 20.751 for 2020-21, up from 18.548 in 2019-20, though the actual revenue increase will only amount to about $230,000 more than last
year’s budget because the assessed values of most properties in Thompson have gone down since the previous tax year. The overall proposed budget is $42,812,417, with $7,114,278 of that coming from local property taxes
Garden Hill fire death a symptom of First Nations underfunding, says MP Niki Ashton
and $34,927,139 from provincial funding. The remaining $771,000 will come from other revenue sources, mainly from First Nation students and Frontier School Division students living at Paint Lake who attend school in Thompson. SDML has the highest percentage of revenue coming from the province of any Manitoba school district, at nearly 82 per cent, while the average across the province is less than 60 per cent. Enrolment numbers in SDML schools are growing, with all elementary schools having seen their student numbers increase this year over last, though the distribution is uneven. Wapanohk Community School has had the highest increase and will see additional staff positions next year, including a second vice-principal, which is a half-time position, as well as an additional custodial staff member and an additional resource teacher. Three educational assistants will also be added district-wide and the overall number of teaching positions will rise by 1.25 full-time equivalents from this year. The school district does not yet know the details of a proposed 15 per cent reduction in district admin-
istration expenses that the province has announced, but Knott says that will not change the overall budget. “We won’t see actual dollar reductions,” she said, as it will be a matter of redirecting spending from costs identified by the province as administrative to those identified as frontline services. “Our bottom line at the end of the day will not change.” Also unknown at this time are what the recom-
mendations from the provincial kindergarten to Grade 12 education review will be, since they will not be released until March 31, the same day that the budget needs to be submitted to the province. “Right now we’re planning for the unknown,” Knott said, though at least the review recommendations will put education in the spotlight in Manitoba. “It will be at the forefront in the public forum.”

Churchill-Keewatinook Aski NDP MP Niki Ashton BY IAN GRAHAM
EDITOR@THOMPSONCITIZEN.NET
Churchill-Keewatinook Aski NDP MP Niki Ashton said during question period in the House of Commons Feb. 25 that the death of a seven-year-old child in a house fire on Garden Hill First Nation is a symptom of the federal government treating First Nations like second-class citizens. “Indigenous people are standing up across this country demanding respect and justice,” Ashton said. “Their message: enough is enough. The reality on First Nations is getting worse. This week a seven-year-old boy died in a house fire in Garden Hill, a community with Third World housing, no running water, no all-weather road,
in a region of 13,000 people without a hospital. When is this government going to recognize that systemic racism and underfunding is killing people?” Indigenous Services Minister Marc Miller extended his condolences to the family of the child who died and said his department is working with the community. “My department has been in contact with the First Nation’s leadership to identify and deliver support to ensure the well-being of the community,” Miller said. “We understand the stressful nature of the situation and will continue to work with First Nation partners on timely snd appropriate supports.”

Cocaine-carrying snowmobiler hits police car door, arrested after foot chase A teenaged snowmobiler carrying five ounces of cocaine ran into a police vehicle in Thompson’s Eastwood area Feb. 23. Thompson RCMP officers spotted a snowmobiler in a wooded area near the Heritage North Museum around 7 p.m. Sunday and drove towards him when the snowmobiler tried to drive off and ran into the door of a police vehicle. The driver then tried to run away from police, who caught him and arrested him soon afterwards, finding approximately five ounces of cocaine in his possession. The snowmobiler, a 17-year-old male from Thompson, faces multiple drug trafficking charges and was released to appear in court at a later date.

Government increasingly out out of of to to It’s time for Government pharmacare for all increasingly Child and Family Services Program Manager
It is time for national pharmacare program. It is time for pharmacare for all. That is why our NDP caucus has announced a plan to give universal pharmacare coverage to all Canadians. It is time to make this a reality. People in Northern Manitoba know how expensive it is to access basic needs like food and a roof over their heads. All too often people cannot afford the medication they or a family member needs. This shouldn’t happen to anyone. Universal pharmacare will ensure no one is left scrambling to get the care they and their family need. The NDP’s Canada Pharmacare Act is based on the principles of the Canada Health Act and follows recommendations of the government’s own Hoskins’ report. We are putting this bill forward so we can finally see action on something people desperately need – pharmacare coverage for all. Once implemented, the NDP’s pharmacare plan would be free for Canadians, make emergency wait times shorter and free up more hospital beds for those who need them. It also makes economic sense. Canadians would save more than $4.2 billion. It would save families more than $500 a year on average, whether they have insurance or not, and save employers $600 a year per insured worker. With a minority parliament we can make this happen with cross-party support. It’s time to make history Canada. Let’s build on the spirit that built medicare for all in this country and extend it to pharmacare for all.

Cyclists planning bone-chilling 750-kilometre winter road trek for charity BY JAMES SNELL
JAMES@THOMPSONCITIZEN.NET
In March, former professional cyclists Ryan Atkins, Eric Batty and Buck Miller will attempt to fat bike the entire length of the world’s longest winter road – the Wapusk Trail – which is 750 kilometres from Peawanuck First Nation in Ontario’s Hudson’s Bay region, through Polar Bear Provincial Park, Fort Severn First Nation, Shamattawa First Nation and ending in Gillam. The team, who will be eating freeze-dried food on the trail, is raising $10,000 through the expedition to support True North Aid, a non-governmental organization that supports remote Indigenous communities. During the ride, the team’s locations will be uploaded by GPS, along with text updates, and available on the Expeditions Ontario Facebook page. Miller, whose parents met in Thompson, said the greatest danger on the expedition is exposure, second to polar

We don’t have a way to dry that, because we don’t have a prospector’s tent with a wood stove. When we ride our bike, we have very little clothing on, about the same as you would on a fall day. We need to make sure all the sweat is off our clothes and off our bodies. So we wear clothes that breathe quite a bit.” All three men will be sleeping in a single mountaineering tent, which affords for quick set-up and breakdown, as op-
