This summer, the City of Thompson will update the current northern and southern entrance signs for the first time in at least four decades. According to communications officer Kacper Antoszewski, this project is designed to bring the signs in line with the city’s newest branding currently displayed on their website, social media and official documents. “The signage that we have right now doesn’t really reflect that brand,” he said. “It’s kind of aging at this point as well, the front face. So we were just looking for a cost-effective way to update some signage.” While the existing stone and concrete structures will be kept in place, Antoszewski said the signs will feature new lettering, lighting and logos, including a visual reference to Nisichawayasihk Cree Nation to recognize its urban reserve status within Thompson. Antoszewski mentioned that they are also planning to update signs at key facilities around the city, like the waste disposal grounds, wastewater treatment plant and the cross-country ski trails. “Some facilities, they just don’t reflect accurately who runs them or where they are right now,” he said. “Anyone who goes to the wastewater treatment plant knows that the sign isn’t very prominent, so that needs to be communicated better.” Even though they’ve already settled on a design for the two new welcome signs, Antoszewski said the city’s communications committee will probably review this project at least one more time before they send it to council for approval. The overall cost of this project has yet to be determined.

More than 60,000 bottles of sherry sold in Thompson in each of the past three years Manitoba Liquor & Lotteries says pulling low-priced sherry off the shelves wouldn’t solve the problem of alcohol abuse BY IAN GRAHAM

Manitoba Liquor & Lotteries (MBLL) says it has sold about 60,000 to 70,000 bottles of sherry each year for the past three years at its Thompson Liquor Mart – 5,000 to almost 6,000 bottles monthly or 164 to 190 per day. But not selling low-priced products wouldn’t solve the problem of alcohol abuse, they say. The sales figures for the sherry category of products aren’t limited exclusively to London Westminster Canadian Apera but it does likely make up the vast majority of them, given that, as of 3 p.m. Jan. 15, there were 1,500 bottles of it on the stores shelves compared to under 15 bottles for each of the other kinds of sherry available here. “If removing economy sherry products from the shelves was the solution we would do it,” said Andrea Kowal, MBLL director of communications and corporate affairs, but it isn’t that simple. “The customers who usually buy this c

product will simply buy a different product, or got to another store, or to a beer vendor, or bar. In worst cases they will consume non-potable products such as hairspray or mouthwash or hand sanitizer with potentially far more harmful health effects.” MBLL does have a policy of social reference pricing, instituted in April 2017, under which inexpensive liquor products that are typically consumed by highrisk drinkers have their prices increased every three months. “When implemented properly and at the right pace, it is a proven and effective way to reduce alcohol-related harms,” said Kowal. “Social reference pricing is a common policy among Canadian liquor jurisdictions and is considered an industry best practice by the Canadian Centre on Substance Abuse.” The Crown corporation also provides more than $4 million in funding for treatment and outreach programs in Manitoba, Kowal

says, about 10 per cent of which is spent in Thompson in the form of $370,000 a year for the Addictions Foundation of Manitoba’s Eaglewood treatment facility and $30,000 this year for Thompson’s community safety officers, who, among other things, provide assistance to intoxicated people by ensuring they have a safe place to stay and putting them in touch with people or programs that can help them. Another $2,000 goes to the sherry bottle recovery program in Thompson, which aims to keep empty sherry bottles off the streets. MBLL has also been in talks with the Main Street Project in Winnipeg about a managed alcohol program, intended to reduce harm for chronic alcoholics by providing them with alcohol at regular intervals and under controlled conditions. “If such a program were to get off the ground it would be eligible for Liquor & Lotteries funding,” Kowal said. Thompson Liquor Mart employees refused service to intoxicated people 5,281

times in 2018, about 14 a day, and about 1,900 times to minors attempting to buy alcohol. “This high number of refusals due to intoxication at the Thompson Liquor Mart shows just how dedicated our employees are to selling our products responsibly,” said Kowal. The Canadian Centre on Substance Abuse said in a 2006 report that, in 2002, alcohol abuse resulted in $7.1 billion worth of lost productivity owing to illness and premature death, $3.3 billion in direct health care costs and $3.1 billion for enforcement costs​​. Because of the potential that alcohol has to inflict harm, MBLL says it is mindful of its responsibility to keep social impacts to a minimum. “Liquor & Lotteries recognizes the seriousness of alcohol-related issues facing the city of Thompson,” said Kowal. “This is why we work hard to address the concerns that have been raised by the mayor’s office, city officials and local citizens. Concerned parents implore school board to keep full-day kindergarten BY KYLE DARBYSON

On Jan. 15, the board of trustees for the School District of Mystery Lake (SDML) used their first meeting of 2019 to reiterate that they will not be providing full-day kindergarten in the next school year. Throughout Tuesday’s meeting, both co-superintendent Lorie Henderson and board chairperson Don Macdonald mentioned that the cost of providing this service is exceeding the district’s revenue, which means they can only budget for half-day kindergarten instead. While the board will decide the ultimate fate of full-day kindergarten programs during their upcoming 2019-20 budget consultations, representatives from École Riverside School attended this meeting to ask them to reconsider their position. As a member of the school’s parent council, Amanda Smook said she’s witnessed the benefits of full-day kindergarten take root with their students over the last five or so years it’s been available. Not only are the kids

who’ve been through this program better-behaved, but Smook said the extra attention and hands-on care they’ve received from teachers has increased their language fluency and critical thinking skills in the long run. “One of the Mystery Lake school division’s strategic priorities is to increase critical literacy and numeracy achievement through the development of comprehension, communication and problem-solving skills,” she said. “Getting those little guys into school and spending that time learning to build those skills is going to help achieve that.” Smook also said Riverside will be at a unique disadvantage if this option is eliminated, since it is the only SDML elementary school that offers full-day kindergarten in French immersion. “We stand to lose children to DSFM if we get cut to half-day,” she said, referencing the Division Scolaire Franco-Manitobaine. “Even if we only see five children move to La Voie Du Nord, we’re looking at about half-a-million dol-

development. “I’m here tonight to ask you to please consider the importance of more than just the curriculum and the dollars, and remind you that good early years educators are focused on developing the whole child and not just their test scores.” While trustee Leslie

Tucker admitted that keeping full-day kindergarten is probably in the children’s best interests, she told Smook that it’s not a realistic option given the current state of their finances. “We really struggle with the balancing of budgets and children’s needs. So I certainly support you in theory and I really appreci-

ate that you came here and made a presentation,” said Tucker. “I just wish that we could just stand and say ‘Yeah, something could be done,’ but I’m not sure that that can be done.” The next SDML board of trustees meeting is scheduled for Jan. 29 at the district office on Thompson Drive.

2013 killing of 15-year-old Leah Anderson in Gods Lake Narrows being ‘aggressively investigated,’ say RCMP Manitoba RCMP say they continue to aggressively investigate the 2013 killing of Leah Anderson, who was 15 years old and back in Gods Lake Narrows during school holidays when she was found dead. Anderson had left her house Jan. 4, 2013 to go skating at the arena but she never made it. Her severely beaten body was discovered on a re-

mote trail two days later, her remains having been disturbed by animals. An autopsy showed numerous defensive wounds on her hands and determined that she had died before 10 p.m. on the night she was last seen. DNA evidence from Anderson’s body and clothing showed that her attacker had been male and police followed up on tips about her killing by speaking to more than

270 people. Persons of interest were identified, some of whom were cleared of involvement through polygraph and DNA testing as well as corroborating statements to confirm alibis. Both men were due to appear in court in Thomson Jan. 16.

People like me often pitch us on being active in winter for physical fitness, but I am sure it does more for my mental fitness. When say cold, I don’t mean frostbitten or hypothermic! What I mean is below zero and sometimes mildly uncomfortable but dressed for it and safe. I can see that from the outside, I am a bit of a stereotype for someone who would write a piece like this,… I am a 48-year-old man with a family, good job and a minivan. We are a one-vehicle family, we compost and recycle, I listen to public radio and eat mostly vegetarian. I have always been active but the last 10 years I have really embraced active transportation. I walk and cycle to work exclusively and many other times of the day, too. I could drive around if I wanted to so this is a choice not a necessity. I get that I represent a small, somewhat privileged piece of society but we all have feelings and to me this is a pretty easy way for anyone to feel good, so get out and get cold. Top five reasons I get cold on purpose: 1. 73 degrees is boring. For the first time in the history of history we live in a largely climate-controlled environment. Everywhere we go is 73 degrees

… our heated house, air-conditioned car, glass-walled office ... you see where I am going with this. We lose some of the good feelings that come with different temperatures at different times of the day … coming in to a warm house after a winter walk … a breeze blowing in a window on a hot day … sleeping in cold room under a big blanket. Somehow, we are starting to fear temperature changes. I think there are more good than bad feelings that come with different temperatures at different times of the day. There is joy in being outside from +30 to -30, but if you eat the same thing for lunch everyday … maybe stay inside. 2. I’m an explorer but riskaverse. I look forward to going toe-to-toe with Mother Nature, braving some nasty weather. I feel like I have pushed myself and accomplished something that the SUVers are too soft to do. But, instead of bivouacking and eating freeze-dried rations, I still sleep on a pillowtop bed, eat fresh fruit, and I’m never more than five minutes from a safe haven. I am an outdoor adventurer and never in real danger. 3. I double down. I listen to podcasts when I am on the move. I do double duty, getting to work and learning something or listening to an interesting story at the same time. If you are curious … my list is heavily documentary, public radio sort of stuff (stereotypical, I know) but there are some outliers in there, too (can you say Snow Day Podcast?) temperature-controlled office too much. Fresh air and a little vitamin D from real sunlight balance out the artificial light and help chase away SAD (seasonal affective disorder) …all a pleasant 180-degree change from the cubicle farm. 5. White is different than green. A town looks and acts different in winter than summer … being part of the sights, sounds and smells of my city puts a smile on my slightly weathered face. In my humble opinion, all those are best experienced at a human pace. Try getting cold, you might see there are very few really “bad” weather days and winter doesn’t feel so cold and dark … literally and figuratively. I think we’ve been tricked. We think we should get outside and be active for our physical health when for me, it’s a mental health activity. P.S. Here are some things you probably already know about being active in winter 1. Dress in layers … don’t worry about expensive special clothes … you are Canadian you have warm clothes … check your phone and put on more if it is cold. 2. You need fewer clothes than you think; moving makes you warm. (Thanks, Captain Obvious.) 3. You already know how. Walking is still just one foot in front of the other … biking is still just pushing the pedals (although maybe a little less leaning into the corners). It’s the same as every other time of year. 4. Give yourself a little more time. 5. Wear a tuque.

Reporting to the Supervisor, Residential Programs, Residential Care Workers provide client and facility support. Qualifications: • Grade 12 education. • Suitable combination of education and experience working in a residential facility, addictions related employment experience and/or volunteer work. • Experience working from a client centred perspective. • Excellent interpersonal skills. • The ability to work within and contribute to a positive team environment. • An understanding of, and sensitivity to, working with culturally diverse populations is essential. • Valid CPR-C with AED training and First Aid certification are required prior to beginning work. • Knowledge of the addictions field is required. • Fluency in English (French verbal and written an asset). Job Title: Housing Advisor Office Location: Thompson, Manitoba Employment Type: Full-time Term, to June 2019, with possibilities of extension Reporting to the Director of Technical Services the Housing Advisor will work closely with KTC communities to coordinate strategic housing planning and conduct initial capacity assessments following a phased approach as outline by the Manitoba Indigenous Housing Capacity Enhancement & Mobilization Initiative. Duties and responsibilities: • Act as a liaison between the KTC communities at a community level and Indigenous Services Canada (ISC) Manitoba region. • Represent KTC as a member of the Manitoba Indigenous Housing Capacity Enhancement Mobilization Initiative (MBIHCEMI) working group and participate in the development of a Terms of Reference (TOR), vision, mission and goals based on consultation and feedback from communities and front line personnel. • Support KTC communities to enhance capacity of existing housing policies, procedures, governance structures pertaining to housing, etc. Provides recommendations to develop/improve policies, procedures and practices. • Support KTC communities in processes and provide information for best practices in the areas of: contractors, inspections, Ministered Loan Guarantee’s (MLG), and project management. • Coordinate & provide training and education: home/building maintenance, workshops, construction safety, building codes, etc. • Train and mentor KTC Communities’ - identified housing staff and community members. • Develop databases and input information as requested. • Inspects construction and demolition for compliance with approved plans. Building Codes - referenced standards, applicable laws, and good construction practices, within the building, plumbing, and HVAC disciplines, within timeframes specified. • Inspects damaged or unsafe buildings to determine the extent of damage and the need for repairs/replacement. • Responds to enquiries concerning requirements of the Building Code and applicable laws affecting construction. • Attend meetings as requested. • Liaise with other agencies and organizations regarding regulations and compliance. • Prepare detailed and accurate reports as requested. • Provide instruction to contractors, architects, engineers and the First Nation on the regulations and required construction practices. • Investigate housing related complaints upon request of a KTC community. • Verify materials and methods of construction to meet approved standards and construction practices. • Inspect on-site materials and conditions to ensure compliance with Building Codes. • Review plans and specifications; organize workload, schedule inspections, and document inspection results. • Offer building code interpretation and advice when solicited. Qualifications/Requirements Essential • Post-secondary degree or diploma in a discipline pertinent to the job function such as Architectural technology, building science or civil engineering technology, or an equivalent combination of related education and experience. • Experience in inspection, review and approval of construction as related to buildings. • Certified or willingness to work toward certification for a Manitoba Building Official Association (MBOA) certificate within a mutually agreed upon time frame, Thorough knowledge of the National Building codes, Manitoba Building codes, Manitoba Building Code Act. • Ability to read and interpret plans specifications, codes and by-laws. • Able to travel when required. • Must have valid Manitoba driver’s license and access to an insured reliable vehicle. • Strong knowledge/Excellent understanding and application of MS Office programs (Word, Excel, Outlook, etc.). • Understanding of Aboriginal Cultural Traditions and practices. • Strong organizational skills, problem solving and conflict resolution skills. • Ability to communicate effectively verbally and in written form. • Team player and capability to work unsupervised. Canadian sky-watchers from coast to coast to coast will have the opportunity to witness a lunar eclipse on the night of Jan. 20-21, depending on what part of the country they live in. For Manitobans, the partial umbral eclipse will begin at 9:34 p.m. on Sunday and the total lunar eclipse will start about an hour later, reaching its greatest point at 11:12 p.m. before ending about half-an-hour later. The partial umbral eclipse will last until 12:51 a.m. Jan. 21 when the moon will completely exit the shadow cast by the sun. The opportunity for the whole country to see a lunar eclipse doesn’t come along often, says ays Ottawa-area astronomer Gary Boyle, a former instructor at Algonquin College. “The last one we had, lunar eclipse, the western part of Canada saw the entire beginning to end but now coast to coast will see the entire show as long as it’s clear,” said Boyle. “It happens again in 2022, I believe, that we’ll get a good show but only from central to east so to get the entire country on something like this is phenomenal.” The moon will still be visible at the height of the eclipse, Boyle says, but with a noticeable change in colour. “The umbral phase is when the moon starts to get dark when it moves into the Earth’s shadow,” said Boyle. “It just starts moving across, it gets darker and more orange, and the magic really happens. It’s just the moon moving into the earth’s shadow, which is a lot larger than the moon. The moon pretty well fits between Ottawa and Vancouver so it’s about three-and-a-half lunar widths of darkness that it goes through so it takes about three-and-a-half hours.” This show should be particularly good because of the moon’s proximity to Earth. “The moon turns that copper orange, or the blood moon as it’s called, and it’s also the super moon because the moon is very close to the Earth during the full phase,” said Boyle. The color comes from the refraction of sunlight through the Earth’s atmosphere. Unlike a solar eclipse, a lunar eclipse can be viewed with the naked eye. “It’s a great little adventure for the entire family,” Boyle says. “Until you see an eclipse or until you see a meteor shower or a fireball lighting up the ground, until you see nature in motion, it’s not the same.” While the eclipse will be visible to people in cities, being away from light pollution can help photographs of the lunar eclipse really pop. “It’s easy to photograph,” Boyle says. “All you need is a telephoto lens with bit of power but it’s not crucial. If you can put your camera on a tracker once the moon is totally eclipsed you can expose for 30-40 seconds, even a minute or two minutes, without anything moving, then you get the nice stars, hopefully pinpoint and not trailed. When the moon is fully eclipsed and you want to get that wide angle shot with the stars behind it it’s great to have the darker skies.” The only thing that might prevent Canada – and also the rest of the Americas and northwest Europe – from seeing a full lunar eclipse is the weather. “Astronomers make really good weather forecasters,” Boyle jokes. “When we plan a big event, it’s always bound to be bad weather.”
